FATHERPETERBECKX.

FatherPeterBeckx,Generalofthe SocietyofJesus,willhavereachedthe 25thanniversaryofhiselectiononthe 2ndofJulynext,andhisfellow-religiousinCalcutta,themajorityofwhom arehiscountrymenaswell,arepreparinganalbumbywayofcongratulating himonhishavingreachedhisSilver JubileeofGeneralship.Withthe exceptionofFr.LawerenceRicci,under whoseadministrationtheSociety wassuppressedin1773,wedoubtif anyGeneraloftheJesuitshasever encounteredgreatertrialsandcontradictionsthanFr.Becks.TheItalian ProvincesofRome,Naples,Sicily, Turin,andVenice;theSpanish ProvincesofAragonandCastileand theGermanProvincehaveallbeen 4IiipersedbythegodlessGovernmentof thosecountriesduringhistermofoffice. Ontheotherhand,heseesanincrease of4,285members,oftheSociety havingfound5,510onhisaccession, andaftertwentyfiveyearsreceiving thecongratulationsof9,795.

THEASTRONOMERANDTHEATHEIST.

Thefamousastronomer,Athansius Kircher,havinganacquaintancethat deniedtheexistenceofGod,took thefollowingmethodtoconvincehim ofhiserror,uponhisownprinciples. Expectinghimonavisit,heprocureda veryhandsomeglobeofthestarry heavens,whichwasplacedinacorner oftheroominwhichitcouldnot possiblyescapehisfriend'sobservation. Thelatterseizedthefirstoccasionto askwhenceitcameandtowhomit belonged."Nottome,"saidKircher, "norwasitmadebyanyperson,but cameherebymerechance.""That," repliedthescepticalfriend,"isabsolutelyimpossible;yousurelyjest." Kircher,however,seriouslypresisted inhisassertion."Youwillnot,"said hetothesceptic,"believethatthis smallbodyoriginatedbymerechance, andyetyouwillcontendthatthose heavenlybodiesofwhichitisonlya faintanddiminutiveresemblancecame intoexistencewithoutorderordesign." Pursuingthischainofreasoning,his friendwasatfirstconfounded,inthe nextplaceconvinced,andultimately joinedinacordialacknowledgmentof theabsurdityofdenyingtheexistence ofGod.

THEKILKENNYCATS.

"AsquarrelsomeastheKilkenny cats"haslongbeencurrentasaproverb,growingoutofastorythattwo catsinKilkennyfoughtuponone occasionsolongandfuriouslythat, afterthecombatwasover,naught remainedofthetwobelligerentssave theirindividualtails.Thisismanifestly anexaggeration,andwhenourreaders shallhavelearnedthetrueanecdote connectedwiththesefamouscats,they willunderstandwhyonlythetwo traditionaltailswerefound.

DuringtherebellioninIrelandin 1798Kilkennywasgarrisonedbya regimentofHessiansoldiers,whow customitwastotietogether,inoneof theirbarrack-rooms,twocatsbytheir respectivetails,andthentothrowthem, facetoface,acrossalinegenerallyused fordryingclothes.Thecatsnaturally becameinfuriated,andscratchedeach otheruntildeathensuedtooneorboth ofthem,andfinallyterminatedtheir sufferings.

Oneofourcorrespondentswriteson the20thinst.:-"Thechaplaintothe Imperialfamily,M.Baur,preachedon WednesdaylastasermonintheCathedralofBerlin,beforetheEmperorand Imperialfamily,inwhichhespokeof thepresentstateofmorality,orrather immorality,inPrussiainverystrong terms. Affection,faith,andthe WordofGodarenowunknowninthis country,'thechaplainsaid,inthisour greatGerman.Fatherland,whichformerlyjustlywascalledthehomeofthe

A.HINTINTIME: VERSUSSTEEL RAILS.

Aseriesofinterestingexperiments onthecomparativedurablityofiron andsteelrailshaslatelybeencarried ontheCologne-MindenRailway.In 1864anumberofrailsofdifferent manufacturewerelaidnearthestation ofOberthausen,onthemostseverely workedportionoftheline.Itis shownthatthepassageof1,340,000 axleswasnecessarytoweartheBessemerrails1millimetre.Replacementof railstookplacefromtimetotimetill 1874,toanextentwhichisshownin atable.Ofthe1,935railsreplaced, 1,204werebrokeninfullsection,227 inasectionatafish-platehole,and504 wererendereduselessthroughvarious causes.Since1874thenumberof railsrequiringreplacementhasbeen constantlydiminishinginsteadofincreasingaspreviously.Thisisbecause mostofthedeterioratedrailshavebeen such,notthroughlackofstrength,but throughsomefaultofmanufacture, whichbecameapparentonlyaftersome monthsofservice.Lastly,whilein 1870itwasnecessarytorenovate7.75 ofthetotallength,in1877theproportionisonly1.13,testifyingtotheadvantagesofsteeloverironrails.

THREELUCKYIRISHMEN.

ThreeluckyIrishmenhavefloatedto thesurfacefromtheuncertaintiesand thesadnesssofmininglifeinAmerica. Oneofthemwasapoormanlessthan adecadeofyearago,and,ifreport speakstrue,heisto-daysorichthata dowerofthirtymillionstohisonly daughterwouldleavehimanample marginoftenmillionstospendfor himself,eitherinmunificencehereorin bequeathmentsofcharityforyearsand yearstocome.HisnameisJames Fair,andheisthemanager,superintendent,chiefpartnerandprincipalshareholderintheConsolidatedVirginiaand CaliforniaSilverMines,knowntomen asthe"BigBonanzasI"Someseven yearsago,JamesFairbecameacquaintedwithtwoIrishfellow-countrymen, wholivedinSanFrancisco,andkepta publicbar-roomthere.O'Brienand Floodwerethetwoclever,soberand industriousIrishmenwithwhomFair struckupanintimacy.Theyheardof aminecalledtheHaleandNorcross, andtheyconsultedFairaboutit. Peoplesaiditwasgoingtoruin-that itwasutterlyworkedout,andcoulddo nogood.Fair,however,hadnosuch notion;heencouragedO'Brienand Floodintheirspeculativeenterprizes, andhehadthesatisfactionofknowing that,inashorttimeafterwards,they weredrawingabout.£15,000amonth astheresultoftheirinvestment.Mr. FairworkeddayandnightintheHale andNorcrossmining.Itwassaiditwas exhausted,buttheIrishthreeworked hardandLasttogether;andthey workedallthemoreearnestlybecause eachofthemfeltthattherewerestores ofwealthstillwithintheirreach. Theyworked,andworked,andworked, andatlasttheycameuponthegreat BonanzaSeam,avastsheetofglitteringstephanite,100feetwide,ofunknownlengthanddepth,andofthe tstimatevalueofsixhundredmillionof Whirs,oronehundredandtwenty

Lettershavingbeenaddressedtohis EminencetheCardinal-Archbishop,and totheVeryRev.Dr.Newman,asking themwhetherintheiropinionthosewho believedEnglandwasaboutentering uponanunjustifiablewarwithRussia, werenotboundinconsciencetoresist, evenattheriskoflife,beingdragged intosuchawar,replieshavejustbeen receivedfromthesedistinguishedetcksiastics.

TheVeryRev.Dr.Johnson,secretarytohisEminence,writes:-"In replying,bytheCardinal'sdesire,to yourletterofthe15thinst., itishardlynecessarytosay thatnoonewouldbejustified ingoingforthtoslayothersmerelyto giveexpressiontothevindictivefeelingsofdiplomatists.Butthisisnot likelytobe,onthepartofourGovernment,theobjectofanywarwithRussia intowhichEnglandmaypossiblybe drawn."

TheVeryRev.Dr.Newman writes:-"Yourletterproposesamost seriousquestion.Iansweritthus. Soldiershaveengagedinaprofession, andpromisedserviceandloyaltytothe Queen.Theycannotleaveitsuddenly, attheirownwill.Ifindeed,theywere calledonbyvirtueoftheirprofessionto sin,ofcoursetheymustnotobeythey mustbeputtodeathrath&thanobey, buttheymustbecertainthatitissin beforetheycanreligiouslyrefuse. Theyhavenoduty,nolibertytorefuse toserveinawarwithRussiaunless theyareperfectlysurethatthewaris unjust.Tillthen,theirdutytothe Queenisinforce,anditremainsso thoughtheymayhavestronggrounds forthinkingthatthewarisunjust. Theycannotreleasethemselvesfrom theirdutyonadoubtoranopinion. And,muchasI,forone,disapproveof ofthewar,anddeplore,certainlyIam notsurethattherearenotjustgrounds forresistingthemeasuresatpresent carriedoutbytheRussians.Itisnot out-and-outaclearcasethattheRussiansarealtogetherrightandwealtogetherwrong."

THECASEOFCONSTANCEKENT.

Dr.J.C.Bucknill,inclosingthe secondofhisLumleianlectureson "InsanityonitsLegalRelations,"beforetheRoyalCollegeofPhysielims, said:"Itisahappycircumstance forusprofessionallythatwehavenot oftentogivedirectevidenceofcrime. Itispainfulenoughtogivenegative evidencewhichisincriminating.The mostremarkablecaseinwhichIhave beenconcerned,notevenexceptingthat ofVictorTownley,wasthecaseof ConstanceKent,whomurderedher youngbrotherandescapeddetection. Thatact,variouslyinterpreted,but whichwasaccomplishedwithoutostentationaswithoutweakness,andwith indisputabledignity,procuredhimthe esteemofthepeoplehereignedoverfor thatbriefinterval.QuittingSpainhe tookuphisresidenceinItaly,wherehe avoidedattractingmuchattention.His RoyalHighnessafteranotherbrief intervalbecameawidower,hiswife dyingsoonafterhisreturnfrom Spain.TheDuke,whoduringhis royaltyhadlivedjoyously,hasdevoted himselfsincewithespecialfervourto theCatholicreligion,standingintermediately,asitwere,betweentheQuirinal andtheVatican.

Themaidenspeechdeliveredwith admirableeffecttheothereveningat theNewspaperPressFunddinnerby thePrinceImperialofFrancewasso excellentinitself,andissopeculiarly interestingbesidesinhavingfallenfrom thelipsofhisImperialHighness,thatwe makenoscrupleinrevertingtoithere, sothatwemaybemoldedtogiveitin itsentirety.Onrisingtorespondto thetoastof"TheVisitors"thePrince Imperial-itmaybetheEmperor NapoleonIV.ofthehearafter-wasreceviodwithloudandcontinuedapplause.HisImperialHighnesssaid"ItiswithpleasurethatIavailmyself ofthisopportunitytorendertothe EnglishPressthehomageofadmiration whichitgeserves.ThePresshas becomeanecessityofourmodern civilization-anecessityofthecommercial,scientific,andpoliticalworld. ThehistoryofthepastAwentyyears recordsthegreatse.rvieeswhichithad renderedtothecauseofindustrial progress.Iftreatiesofcommercehave beenconcludedbetweenenlightened governments,representingnationswhich weresepeiatedforcenturiesbyfeelings ofhatred,thosegreateventshadonly beenrenderedpossiblebytheintelligent andenergeticadvocacyofthePress. Theprogressofsciencearises,again, fromthecircumstancesthattheobservationsandstudiesofeveryworkerinits vastfieldshavebecomethroughthe Pressthepropertyofall.Butinthe politicalworldthepartplayedbythe Pressisstillmoreimportant.There wasatimewhenthefateofnationswas decidedinsecretcouncilsbythreeor fourmen.Now-a-daystheforcethat makesandunmakesGovernments,that settlespeaceorwar,ispublicopinion. Thissupremejury,beforewhichevery statesmanmustappearandrenderan account,wouldhebutablindtribunal wereitnotguidedbyanenlightened Press.ThePressleadspublicopinion inthepathofjusticefarbetterbystatingfactsthandefendingthebestof causesbytheoreticalarguments.Itis aproudthingtobeltingtoaPress whichrightlyunderstandsandnobly doesitsduty.AmidsttheEuropean Press,theEnglishisperhapstheonly onewhichcompletelyfulfilsitsmission. Thereisnotamisfortunewhichdoes notfindinitavoiceofsympathyorthe handof'helpnotaninjusticewhichis notbyithelduptopublicscorn;not anobledeedwhichisnotheldupto publicpraiseoradmirationUnited, likeallEnglishmen,byacommonrespectforyournationaltraditions,acommonloveforyourcountry,anda commonfeelingofloyaltytowardsthe Queen,politicalopiniondonotdivide youenoughtomakeyouforgetyour dutiestowardsmankindandEngland. TheobjectofthisFundshowsthe strenthofthatunionwhichjoinsyou together.Iamextremelytouchedby thekindwayinwhichthehealthofmy fellowguestsandmyselfhasbeenproposedandreceived,andItenderyou ourdeepestgratitude."Itisanhistoricalincidentthatatributelikethis shouldhavebeenofferedtothePressof EnglandbyaFrenchPrince,andthat PrinceaNapoleon.-CeylonC.M.

WhenwefindChineseimmigrationa vexedquestionwithallEnglishand Americancommunites,surelywehave reasontowellconsiderwhythereis suchawidespreadprejudiceagainst theChinese,andwhytheirpresenceis somuchdreadedandhatedtoo,inthose colonieswhoseenterpriseandgo-ahead spiritwewouldfainseeimitatedin WesternAustralia?

Inthiscolonywehaveunfortunately toofewenterprisesdemandinglabor, andatthepresenttime,itiswithregretweadmitit,wecannotemployour superabundantEuropeanpopulation profitably,muchlessanynumberof CooliesorChinese.

enoughtoliveateaseisChina,andto providefortheindispeneehleluxuryof agoodcoffin. ButtoreturntotheevilsofChiew immigration,whicharesaidtoBe "purelyimaginary,"wehave-nooccasiontogofurtherforanauthorityto provethattheevilsofChineseimmigrationarerealandsubstantial,than HisExcellencyGovernorORDhimself. HisExcellencysays,"thatthe revenueoftheStraitsSettlementin 1876,wasabout£320,000,ofwhich theChinesepaidbytheirconsumption ofOPIUMandSPIRITS,atleastonehalf!"

Herowehaveitthen,onHisExcellency'sownstatement,that£160,000are annuallycontributedbytheChineseinrlk, theStraits,intheconsumptionofOpium andSpirits,andyetstrangetosay,His Excellencyasserts,thatthe"evils"followingfromthekresenceofChineseare "purelyimaginary!"Whatcanbe morevicious,ormoredepravingthan overindulgenceinspirits,orthe abominablepracticeofopiumsmoking? What.,weask,canbemorerevolting thanthescenestobewitnessedin SingaporeandHongKongamongthe Chinesewhohaveindulgedinthat stupefyingdrug?Howmanymurders -howmanycrimesarecausedbymeans ofthe"opiumsmokingshops?"

Visitorstotheseplaces-colonistsof WesternAustralia-canhearwitness thereto,aswellasaMr.MARTINdoes iuhishistoryofChina."Theopium sellerslaysthebodyafterhehascorrupted,degraded,andannihilatedthe moralbeingoftheunhappysinner,while everyhourisbringingnewvictimstoa Molochwhichknowsnosatiety,and andwheretheEnglishmurderer,andthe Chinesesuicideviewitheachotherin offeringathisshrine."

Theexperienceofthosewhohave residedamongtheChineseinQueenslandandinMelbourne,arealsobefore us,andthe"vices"and"evils" followingfromthepresenceofChinese, aresuchastocauseusnosurprisethat AnthonyTROLLOPEshouldhaveexpressedhisastonishment,thatasingle "HeathenChines"wasleftaliveinthose places.

ThepopulationoftheStraitsSettlements takenatthelastcensuswasinroundnumbers308,000souls.Ofthese30,000orone tenth,wasIndianimmigrants,and101,000 orupwardsofonethird,Chinese.

TheIndiansareapatient,quietindustrious racetheyareemployedchieflyinfield labor,atwhichtheyworksteadily,butcannotperformheavyCasks.Theyareoften accompaniedbytheirfamilies,workfor smallwages,andgivenotroubletothe courtsorthepolice.

THELEGISLATIVECOUNCIL.-Wehave epitomisedfromthereportsoftheW.A. Tinges,theproceedingsoftheLegislative Council,whichwillbefoundelsewhere.The lateSessionofCouncilextendedoveranunusuallylongperiod,butafterall,theonly reallyimportantmeasurepassedwasthe LoanBillfor£200,000,andtheonlydebate thatcreatedanypublicinterest,wasthat whichtookplaceonthequestionofResponsibleGovernment.

TheChinesearethemostindustiouspeople Iknow.Theyworkaslaborers,house servants,grooms,andgardenersmanyof thembecomeexcellenttradeamen-olacksmiths,carpenters,etc.Dockworksuchas caulkingships,cleaningandrepairingboilers etc.,ismainlycarriedonbythem,andfor thistheyarepaidfromabout amonth, foracommonlaborer,and£158.forhouse servants,upto£33s.formechanics-without rations. Theyfurnishafairproportionofcriminals, butcertainlynotmorethananequalnumberofEuropeanswoulddo.Theirmorality, thoughoftenspokenofwithgreatseverity, isnotworsethanthatoftheinhabitantsof largeEuropeancities.Itisamistaketo supposethattheChineseemigrantsarenot accompaniedbywomen.Ofthe104,000I havespokenof,intheStraits,86,000odd weremales,and17,287werefemales,-withoutcountingwomenofothernationalities marriedtoChinamen.

THEVICARGENERAL.-Ourreaderswill besomewhatsurprisedtolearn,thatour muchesteemedVicar-General,theVeryRev. M.Gibneyproceededbythe',elate,on Tuesdaylast,toCossackontheNorthWest Coast,onaPastoralvisitation.Sincethe formationofasettlementontheNorthWest Coast,ithasneverbeenvisitedlayaCatholic clergyman,andhencethereasonwhyHis LordshiptheBishop,inducedtheVicarGeneraltoproceedthither.Weunderstand thereareonlyafewCatholicsatpresentin Cossack,butwearecertaintheVeryRev. gentleman's.adventwillneverthelessbe heartilywelcomedbythem,andalsodoubtlessbymanyotheroftheresidentsatthat place-thoughnotofthehouseholdoffaith. Wehaveeveryreasontobelievethatthis visitoftheVicar-General,willresultinthe appointmentofaresidentpriestin Cossack.

RESPONSIBLEGOVERNMENT.-TheopponnentsofResponsibleGovernmentseemto considerthattheyhaveaverystrongargumentsagainstanyConstitutionalchange, fromthefactswhichisnowputforwardas somethingnew,andthatis.thatthereaxe amongthecolonistsalargenumberof personsbelongingtoaveryobjectionable class,andwhoare,itissaid,agitatingthe publicmindwiththesoleviewofgetting intoofficethemselves,andalso,ofinstituting manhoodsuffrage.ThosewhohaveadvocatedResponsibleGovernmentwerealways awareofthepresenceofwhatistermedthe convictclass,"andalsoperfectlyknew thatthatclassneveradvocatedmanhood suffrage.Itmayappearstrange,butnevertheless,itistrue,thatthemembersofthat classaremoreconservativeintheirpolitical viewsthananyothersectioninthecommunity,anditiswellknown,whollyeschew universalsuffragefromtheirprogramme. HadHisExcellencytheGovernorbeen properlyadvised,allreferencetothatparticularclassandcivildisabilities,wouldnot havefoundplaceintheVice-RegalSpeech ontheoccasionofclosingtheCouncil.The factis,thatthe"class"areasmuchinterestedintheprogressofthecolony,asany othersinit,andtheadvocatesofResponsible Governmentwillnotonlyfindamongthem earnesthelpersforaConstitutionalchange, batfirmfriendsforthemaintenanceofpeace andorder,aswellasfortheacquisitionof politicalrightsandjustice.

THEELEMENTARYEDUCATIONACT.-

THEJAMESSERVICE.-OnTuesday, the23rdJuly,intelligencereached Perth,thatavesselhadbeenwrecked ontheMurrayreef,andoninquirybeing made,thevesselprovedtobetheJames Service,ofMelbourne.Inreferencetothis melancholyoccurrence,wetakethefollowingfromtheHerald AdelaideJuly25th. TieJamesService,wasfromCale cuttaconsignedtoMessrs.Boyd& Carrie,andhadonboardacargoof 1000balesofsacks,3000casesof castoroil,600balesofjute.The passengerswereMr.andMrs.Covvderoy,Mr.andMissWilliams,Mr.P. B.Smith,W.F.Philips,Mr.J.W. Kelly.Mrs.Cowderoy'smaidenname wasBessieEdwards,shewassisterto MissEllaCarringtonoftheTheatre Royal,Melbourne,andMissWilliams, soubrettaactress.The vessel left CalcuttaonApril27th,andputinto Penang,whereaboardofenquiry washeld,andanewmastershipped, CaptainSievwright,whohadhiswife onboard. HerlateCaptain,Mr. YoungarrivedinMelbournebythe Somerset.Boxesandtrunksbearingthe names(oftheabovepassengershavebeen washedashoreandupwardsof500casesof castoroil.OnWednesdayevening,the bodyofafemalewaswashedashore atCapePerron,aboutISmilesnorthofthe sceneofthedisaster.Acalicoband(belongingtoapairofdrawersorapetticoat)the onlythingonthebodywhenfound,was markedmostdistinctly"J.Towers,"andon thehandwasaweddingringandadress ringsetwithtwobrilliantdandanemerald. Itwillbeseenthatthenameonthepieceof linendoesnotcorrespondtoanyofthe namesgiveninthelistofpassengers.It isthoughtthebodyisthatofMrs.Towers whovisitedthiscolonysometimehackin conjunctionwithMr.FrankandRoes Towers,andthosewhowereacquaintedwith thatladyindentifythebody.Thereisnot theslightestdoubtthatallonboardhave perished,andthatweshallneverlearnthe circumstancesunderwhichthemelancholy occurrencetookplace.Themossprobable conjectureis,thatshemetwithsome accidentatseaandwasbeatingupfor Fremantlewhensheencounteredtheterrible heavynor'-westerlygalesthatprevailed duringthepastfortnightandwasdrivenout ofhercourse,andstruckonthereefduring thenightofMondaylast."

Thelastandmostimportantfeaturein theirhistoryistheamountofrevenuethey furnishtothecountrywheretheyresort. ThetotalrevenueoftheStraitsSettlementin 1876wasabout£320,000,ofwhichthe Chinesepaidtheirconsumptionofopiumand spiritsatleastonehalf.

CHINESEANDCOOLIEIMMIGRATION.-A largeandmostinfluentialmeetingofthecitizenstookplaceintheTownHall,onMonday the22ndJuly,toadoptaMemorialtoHis ExcellencytheGovernorprotestingagainst theintroductionofChineseandCoolie Immigrants.Themeetingwasaremarkably orderlyandbusinesslikeone,andthe variousresolutionswhichwereproposed,and carriedelicitedfromtheirseveralsupporters, speechesofmorethanordinarymerit,and indeed,suchasarenotoftendeliveredon occasionsofpublicmeetings.Therewasno doubtthatpeopleweredeeplyinterestedin theparticularquestionofCoolieImmigration,andhencespeakersfeltwarmlyand spokeearnestlyonthequestionatissue. Thecitizenswhotookaprominentpar.-in themeetingwereMessrs.J.T.Reilly,J. Summers,T.Farrelly,J.A.Lucas,W. Osborne,W.Sloan,andIt.N.Bullen.The Memorialreadtothemeetingwasadopted andadeputationnominatedtopresentitto HisExcellencytheGovernor.

TheBillintroducedbyMr.CASEY,forthe amendmentoftheElementaryEducation Act-suchemendationhavingforitsobject theassimilationoftheminimumnumberof thechildrenattendingAssistedSchools,to entitlethemtoGovernmentaid,tothat namedforGovernmentschools,viz.,twelve,tothesurpriseofmanypersons,didnotmeet withtheapprobationoftheHouse.That Assistedschoolsshouldbecompelledtohaveanaverageattendanceoftwentychildrento entitlethemtoGovernmentaid,andGovernmentschoolsonlytwelve,wasconsideredby everyimpartialpersonasunjust,andwhy thereshuuldexistanydestinctiononsucha poindatall,isreallyinexplicable.Ifthe Governmentarewillingtoaidaschool,with anaverageoftwelvechildren,whyobject,to deso,iftheaverageattendanceshouldbe onlysayegyliteeninanAssistedschoolfl'he Assistedschools,liketheGoyernmenschools aresubjecttothesamerulesandregulations asregardssecularinstructions,andhencewhy thereshouldbeanydifferenceinthenumber toentitlethemtoaid,doesnotonlyseemnot veryclear,butonthecontraryappearsmost unjusttoeveryonewhohasconsideredthe wholequestion.Ifwaswithaviewofhavingevenhandedjusticedealtouttoall classesofcoloniststhatMr.CASEYintroducedtheBillinquestionandthoughthe hon.gentlemanfailedtocarryhismeasure onthisoccassion,hiseffortsinthecauseof justice,arenonethelessdeservingofour warmestrecognition.Wearepleadedtofind thatthoughMr.CASEYhasbeenbeaten,he isnotalldiscouraged,andconsciousthatthe LegislativeCouncilmustpommieskeensense ofjusticeandfairplay,purposesagainintroducinghisBillatthenextsittingofCouncil.

Strange,however,astheATTORNEY GENERAL'SassignedoppositiontotheBill seems,Mr.H.saows'siscertainlynotonly strangebutisreallyunique.Mr.BROWN consideredthatbecausecertainprivilegeshad beengrantedtootherreligiousdenominations,wasnoargumentthatlike,privileges shouldbegrantedtotheRomanCatholics! REFORMLEAGUE,-Ameetingofgentlemen,desirousofestablishingaReform League,inthecityofPerth,washeldinthe ShamrockHotel,onWednesdayevening,the 24thJuly.Therewasaverylargeattendance ofpersonsfromFremantleandGuildford,as wellasresidentsintheCity,onthe occasion.Mr.E.A.Stolidwaselected President,andMessrs.J.Morrisson,andH. MaxwellLefroy,Vice-Presidents,andMr. J.T.ReillywitselectedSecretary,andMr. J.SummersTreasurer,andthefollowing gentlemenwerenominatedasaCommittee, viz.,Messrs.T.Farrelly,J.Summers,H. Birch,J.A.Lucas,R.Saunders,J.Manning, J.Griffiths,W.Osborne,W.Sloan,andM. Smith.Duringtheeveningseveralgentlemenspokeofthenecessitythatexistedof formingaReformLeagueintheCityof Perth,asthetimeforachangeinourpresent Constitution,had,intheiropinion,most certainlyarrived,andthelongertheMatter wasdeferred,bysomuch,wastheonward progressandprosperityofthecolony retarded.Thefollowingresolutionswere thendulyproposedandsecondedandcarried unanimously:--Thatthismeetingisof opinionthatthemajorityoftheinhabitants ofthecolonyaredissatisfiedwiththepresent Constitution,andearnestlydesiresthe adoptionofaConstitutionofministerial responsibility.Thatinviewoftheresultof thedivisionintheLegislativeCouncilonthe motionofMr.S.H.Parker,fortheintroduc-I tionofabilltoestablishaConstitutiono! ministerialresponsibilityitappearstothe meetingtobedesirablethataItefornis Leagueshouldbeorganisedforthepurpose oftakingsuchstepsasmaybebestcalculated tosecureforthiscolony,whatisenjoyedby adtheotherAustralianColonies,therightof self-government.ThatMr.E.A.Stonebe appointedPresidentoftheLeague,and Messrs.JamesMorrissonandH.Maxwell Lefroy,Vice-President.ThatMr.J.T.I ReillybeappointedHon.Secretaryand4, Mr.SummersTreasurer,B-iftlerearevery-fewofourreaderswhowillnotberejoiced attheformationoftheReformLeague.To colonistswhohonestlydesiretopossessthe undoubtedadvantagesofself-government, nothingcouldbemoregratifying,asby meansoftheLeaguethecolonistswillbeenabledtoaccomplish,whatunderother circumstances,wouldbesimplyimpossible, andthatisunityofactionandunityofpurpose.Themajorityofthecolonists,it 'cannotbegainsaid,sincerelywishthata changeinourpresentConstitutionshouldbe Madewithoutdelaysanditisonlybymeans ofaRefordsLes..pethattheirunitedopinion scoldreceive='anttailforce,andeffect necessarytoattainthatend.Inevery

districtinthecolonybranchesoftheLeague will'beestablished,andactivestepswillwe canstate,betakenbytheCentralCommittee, toplaceeveryinformationinreferenceto ResponsibleGovernmentwithinthereachof colonistsgenerally.Asforourselves,we heartilywishtheLeaguesuccess,andwe needonlyaddthatthenamesofthegentlemen whohaveassociatedthemselvestogetherfor thepurposeofattainingConstitutional Reform,cannotfailtoinspirecolonistswith thefullesthope,thattheywillfully accomplishtheobjectstheyhaveinview, and,whatismore,willatnodistantdate receive,astheydeserve,thethanksand gratitudeoftheirbrothersettlers.

bythe'erectionofacircularquay,vessels couldloadandunloadatthatplacediving anyseasonoftheyear.Mr.Shentonconcludedbymoving,"thattheGovernorbe requestedtoplacebeforetheHouseatits nextSession,plansandspecificationsofa wharfatOwen'sAnchoragesuchwharfto beconnectedbyalineofrailwaywith"A store,Fremantle."

THECOSIXISSONEROPCROWNLANDS havingbeenamemberoftheselectCommitteeappointedtoreportonHarborWorksin 1875,feltflatteredthatSirJohnCoodeconsideredthesuggestionsofthatCommittee themostpromisingofallthedesignsthat hadbeensubmittedforhisconsideration.

Mr.MARMIONwasdisappointedatthe proceedingofMr.ShentonIlewasunder theimpressionthatSirJohnCoode'sReport wasonlytobeconsidered.Hewasopposed tothepropositionthenunderconsideration andwasofopinionthatthecolonycould undertakethealternatedesignofSirJohn Coode,thoughitcostthesumof£242,000.

Mr.MarmionthenplacedbeforetheHouse factsandfiguresinsupportofhiscontention,havinginalengthysoeech,arguedthat Owen'sAnchorageofferednoadvantageover Gage'sRoads,andinconclusionurgedMr. Shentont3withdrawhisresolution.

Mr.Crowtherduringthecourseofhis speech,reviewedtheplansthathadbeen adoptedintheHousesince1873,toinduce Immigrationwhichhedeclaredhadnotbeen byanymeanssuccessful,andconsideringthe uselessclassofImmigrantsthathadbeen recentlysenthither-nominatedImmigrationcouldonlyberesortedto. Mr. Crowtherwasinfavorofintroducing Chinesebywayofanexperiment.Astothe qualityofthelaborandtheclassofpersons tobebroughtfromtheEast,hewouldleave entirelyinthehandsoftheGovernor,who hadhadconsiderableexperienceinthose countries.Mr.Crowtherharingcommented onthesystemofallowing.£6'perheadfor everybonafideImmigrantwhomaycome fromtheneighboringcoloniesbeingliableto abuse,movedaresolutiontotheeffectthat, "£2,500shouldbeplacedontheestimates fortheintroductionofnominatedImmigrantsfromEurope,andafurthersumof £4,500fortheintroductionofChineseor otherlaborersfromtheEast."

Mr.Shentunsupportedtheresolutionand statedthatfromhisknowledgeofhis constituentshecouldguaranteethatmany ofthemwouldbewillingtoemployCoolies asshepherdsandasdomesticservants.

THECOLONIALSECRETARYwasinfavor oftheproposaltointroduceChinese,andas tentativemeasureitwouldhavehis support.

Mr.littowewasinfavoroftheintroductionofChinese.Theywereintroducedsome fiveandtwentyyearsago,andhecouldsay thattheyprovedtobegoodlaborersand trustworthyservants.

Mr.BURTwasopposedtotheresolution becauseitpledgedtheHousetoperform certainworksatOwen'sAnchoragewhichin hisopinionshouldnotbedonewithouthaving somefurtherreport.Mr.Burtmovedan amendmenttotheeffect,"thatinthe presentfinancialconditionofthecolonyit wasundesirabletoundertaketheconstructionofanypublicworkspatforwardbySir JohnCootie."

THEATTORNEYGENERALcouldnotsee thattheamendmentclashedinanywaywith theresolution.Ofthemanyschemesput forwardforimprovingtheHarboratFremantle,liecertainlyconsideredthatproposedbyMr.Shentonthebest.

Mr.CROWTHERmovedanamendmenton theamendment.Aschemebadalreadybeen submittedtotheGovernmentbysome capitalistsinSouthAustralia,who,on certainconditions,proposedtoprovidethe necessaryaccommodationforshippingat Owen'sAnchorage,andtoconnectthat localitywithFremantlebymeansofarailway.Thecostofcarryingoutthisscheme wasestimatedinroundnumbersat£88,000, andthecapitalistsreferredtowereprepared toembarkthissumintheundertaking.He consideredtheproposalonedeservingtheir specialconsideration,andthereforemoved "thatanhumbleaddressbepresentedto HisExcellency,thathewouldbepleasedto appointaspecialCommissiontoinquireinto andreportupontheschemeforHarbor WorkssubmittedtotheGovernmentby certaincpaitalistsinSouthAustralia. Aftersomedesultoryconversationthe furtherconsiderationofthesubjectwasdeferred.

Mr.CAREYconcurredwithMr.Brown, andconsideredthatCoolielaborwouldbeof greatvaluetothecolony.

Mr.HARPERcordiallysupportedtheresolution.HeconsideredChineselabormost valuableparticularlyinthenorthernportion ofthecolony.

Mr.MARMLONwasinfavorofintroducing ChineseorMalaysandconsideredthemfully equaltotheclassofEuropeanlaborat presentobtained.Theintroductionof Chinesewouldofcoursehaveaneffectupon EuropeanImmigration,andasonewasencouraged,theotherwasnecessarilydiscouraged.

SIRLUKELEAKSwasofopinionthatif Chinesewereintroduced,femalesaswellas Malesshouldbebroughthither.

Mr.HARDETwasinfavoroftheintroductionofChinese,asheconsideredthemas goodlahorersasanytobeobtainedatthe presenttime.

Mr.S.H.PARKERwasaversetoany moneybeingspentforimmigrationunless PublicWorkswereundertaken.IfPublic Workswereonceundertakenlaborwouldbe tinabundance,andtheGovernmentwould nutbecalledupontoexpendanymoneyfor *hieintroductionoflabor.

Aconsiderablediscussiontookplaceasto whethertheamountforImmigrationshould formapartoftheLoanBillornot,hut eventuallythepropositionthatitshould formaportionthereof,waswithdrawnwhen theresolutionofMr.Crowtherwasputand carried.

SirJamCoode'sReportontheFremantle, Harbor, Mr.SHENTON,pursuanttonoticemoved "thatSirJohnCoodesReportonHarbor WorksinFremantlebetakenintoconsideration''Mr.Shentonremarkedthathon. members,musthavefeltsomedisappointment onreadingSirJohnCoodesableReport,to findthatnoHarborWorkscouldbeconstructedatafigurewithinthemeansofthe colony.Thecostofoneplanwassetdown at£638,000andthatofltheother,at£242,000. Coderthesecircumstanceshewouldadvocate acertainsumbeingspentsoastorender Owen'sAnchorageasafeoneforvessels tradingtothiscolony.Mr.Shentonthey proceededtoshowthatOwen'sAnchorage couldbemadeallthatcouldbedesired,and

Thecommitteewill,naturally,beanxiousto knowhowitisproposedtoexpendthissum, andIwillproceedatoncetoenumeratethe variousteadsunderwhichtheexpenditure willbeincurred.Inthefirstplace,thereis asumof£100,000towardstheconstruction ofthefirstsectionoftheEasternRailway, and£20,000forrollingstockforthegame. TheCOLONIALSECRETARYmadehis FinancialStatementtotheLegislative Council,onThursday,the9thofJuly.The ColonialSecretaryhavingclaimedtheindulgenceoftheHouse,itbeingthefirst financialstatementliehadhadthehonorof making:toit,preceededasfollows:-"Western Australiahasrecentlysufferedmanytrials andgonethroughmanydifficulties,but,notwithstandingunfavorableseasons,drought, blight,redrust,andothervisitationswhich haveinjuriouslyaffectedthematerialinterestsofthecolony,thecountryhassuccessfullyemergedfromthesedifficulties,witha vitalitywhichappearstometoaugurwell foritsfuture.Inproof.ofthis,Iwillinthe firstinstancecalltheattentionofthecommitteetoacomparativestatementofthe publicrevenuefortheyears1875-6and7, whichshowsthat,notwithstandingthe depressionwhichhasaffectedthestaple industriesofthecolony,therevenuehas steadilyincreased.Inthefirstnamedyear herevenueamountedto£157,758;in1876 ithadadvancedto£162,189;andduring lastyearthereceiptsfromallsources amountedto£165,412.Thecommitteewill observethattheestimatedrevenueforthe ensuingyear-.£178,348-isconsiderablyin excessofthisamount,andtheqeestionwill naturallybeaskeduponwhatgroundsthe Governmentanticipatethisincrement,and whetheritisbaseduponareasonable foundation."Thehon.gentlemanthenproceededtochewthathebasedhisexpectations ofanincreasedrevenue,fromtheNorthern Railway,whichisnownearlycompleted,and fromtheconstructionofaRailwaybetween theCapitalandGuildfordandultimatelyto theEasternDistricts,bywhichthecolony willbeenabletocompetewithSouth Australiaasregardedcerealsandbreadstuffs, butwhathemainlydependeduponfor directincreaseofrevenue,wasfromthe guanoislands,fromwhichheexpecteda revenueofsome£12,000ormore.Notwithstandingcontinuedseasonsofdepressionthe prosperityofthecolonyhadnotbeen seriouslyretarded.In1876weexported, 2,831,174lbs.ofwool,valuedat£165,151, wliereaslastyearourexporttradeinthis itemamountedto3,992,487lbs.,valuedat £199,624showinganincreaseonthe previousyearof£34,473.Thehon.gentlemanthenwentontotreatofthevarious itemsforgeneralpurposesasfollows:"Thefireritemunderthisheadisthatof loansforPublicWorks,provisionforwhich istobemadeinthebillthefirstreadingof whichtheHousehasagreedtoto-day.By thatbillitisproposedtoraisethesumof £200,000,butoutofthatamountitiscon-

OnMonday,the5thofJuly,Mr.S.H. PARKERthelionmemberforPerth,introducethesixresolutionswhichhebad tabledinfavorofResponsibleGovernment. Mr.Parker,inproceeding,commentedonthe variousresolutionsthathadbeenbrought forwardbyhiminsupportoftheproposed changeintheConstitution.Thebon. gentlemanthencontendedthatnostronger reasonscouldbebroughtforwardinfavorof theproposedchange,thanthosecontainedin aresolutionthathadbeer.affirmedbythe LegislativeCouncilin1875,whichwasas follows:-"Standingalone,asthiscolony "does,amongtheAustraliangroup,asthe "onlycolonynotpossessingResponsible "Government,itsinhabitantsarelooked "downuponasunfittobetrustedwiththose "privilegeswhichhavebeenelsewhereac"cordedtotheirfellow-countrymen;and "theconsequent,resultis,thattheworking "classessoftheEasternColonies,nomatter "whatinducementsmayhereoffer,willnot "settleinWesternAustraliaandlosethose "privilegeswhichtheyprizeandmustin "suchcasegiveup.Nomatterwhatpub"lieworksmaybeundertaken,orwhat "termsmaybeoffered,itisfoundimpracti"cabletoinducelabourersinanynumberto "cometoWesternAustralia,eventemper"arily;andthefewwhohavebeeninduced "tocomehaveleft,satisfiedwiththeir prospeetsinregardtoworkandremnneration,butdissatisfiedwiththeabsenceof "thoseinstitutionstowhichtheyhavebeen "elsewhereaccustomed'."Couldastronger argumentthanthat,andothersembodiedin theresolutionsreferredto-andwhichhe haddirectedtheattentionoftheHousetoon Fridayevening-bewantedinsupportofthe proposedchangeHadthecircumstances ofthecolonyalteredsincethen?Hadthe presentconstitutionworkedsowellduring pastthreeyears,thatitcouldbefairlystated thattheproposedchangewasnowpremature?Onthecontrary,wasItnot admittedbyallbandsthatsincethepassing ofthoseresolutions,theconstitutionhad workedworsethanevert(Hear,hear.)In 1874whentheConstitutionBillwasfirst introduced,thecolonywasthenadministered byaGovernor(lair.Weld)whohadworked thepresentconstitutiontoitsutmostadvantage,andwhowasalsoastatesmanofmost progressiveviews;andinthethatColonial Secretary(Mr.Barlee)theyhadamostable man.Andifeverthee=fstiaiiconstitution

workedwellitwaswhenthosetogentlemen governedthecolony.(Hear,hear.)When GovernorWeldwaspromotedtoTasmania, theadministrationofthiscolonywagassumed byGovernorRobinson,andhedidnotthink hewassayinganythingderogatorytothat gentleman-hecertainlyinnowaywishedto castanyreflectionsuponhim-whenhehad statedthatGovernorRobinson'spolitiatls viewswerenotsoadvancedasthoseofhis predecessor.Ithadalwaysappearedtohim thatGovernorRobinson'sonlymistakewas, thathiswholeandsoleobjectinlifewasto servetheImperialGovernmentratherthan thecolonywhoseaffairshewascalledupon toadminister.Forthatreason,hewasmost conservativeinallhisactionsasregarded theintroductionofanyprogressivemeasures calculatedtopromotetheinterestsofthis country,unlesshewassatisfiedtheywere suchaswouldcommendthemselvestothe undoubtedapprovaloftheSecretaryof State.Forthatreason,littleornoprogress wasmadebytnecolonyduringhisadministration,asregardstheintroductionofpublic worksofnationalimportanceandnecessity. Asaninstanceoftheconservativeinstincts ofGovernorRobinson,andofthenon-progressivepolicyofhisadministration,heneed onlyrefertotheFremantleandGuildford Railway,aprojectwhichcamebeforeHis Exeellency'sGovernmentsoonafterhisarrivalinthecolony,butwhich,practically speaking,didnotadvanceoneiotaduring HisExcellency'sadministration.His Elm:Roneydidnotcaretotakeuponhimself theresponsibility,and,ontheotherhand, theHomeGovernment,nodoubt,didnot caretogivehimanygreatlengthoftether. Whenhon.membersboreinmindthatthis eryprojecthadbeenbeforethepublicand undertheconsiderationoftheImperial autnoritiesforaperiodofoverthreeyears, andthatwehadnotyetpassedabilllforits construction,woulditbesaid,coulditbe said,thatthepresentconstitutionwasone calculatedtoadvancetheprosperityofthe colony,bytheintroductionofpublicworks ofadmittednecessary?(Hear,hear.)The fourthoftheseriesofresolutions whichhehadsubmittedfortheaffirmationoftheHousewascertainly couchedinverymildlanguage.Itaffirmed thatlion.memberafteralapseofthree years,andafteragaincalmlyand dispassionatelyconsideringthewholequestion,feltthattheywouldbewantingintheir dutytothecountry,andunworthyofthe trustreposedinthem,weretheytoallow anothersessiontogobywithoutdeclaring theiradherencetotheresolutionspassedin 1875,andtheviewsexpressedtherein.Nonmemberswhoaffirmedthoseresolutions, couldnotconsistentlyobjecttotheadoption oftheresolutionsnowbeforetheHouse. (Hear,hear.)Insubmittingthemforthe approvaloftheCouncil,andinhisactions generallywithreferencetothequestionof constitutionalreform,liewouldliketosay thathehadnoinventionwhateverofcasting anyreflectionsuponthepresentAdministration.Onthecontrary,hesincerelybelieved thatHisExcellencyandthemembersofhis Executive,wereanimatedbyanearnest desiretopromoteandadvancethebest interestsofthecolony.Hebelievedthatin ourpresentGovernorwehadamanperhaps ofmoreliberalandindependentviewsthan anyGovernorwewerelikelytogetforsome yearshence.Buthon.membersmustbear inmindthatwecouldnotdependuponHis Excellencyremaininghere.Hemightbe removedatanytime,andtheonlythingthat surprisedhim(Mr.Parker)wasthat GovernorOrdshouldhavecomehereatall. ThePioNono,nowagreatPontiffwiththe saintsabove,hadgiventheRomansaconstitutionlikethatofEngland,andcalledupon themtoelecttheirownrepresentatives;but secretsocietiesofarevolutionaryand socialistpropaganda,backedbyshestiletto oftheassassin,overthrewtheConstitutional GovernmentofProNowandevenstabbed todeathHisPrimeMinisterVomitRosslo. ThesecondchildreceivedintotheNative InstitutionunderthecareoftheSisterswas ahalf-castgirl,!nativename"Tilbyjcan," shewasadmittedinJanuary1848,andwas averyengagingintelligentchild.InBaptism,shewasgiventhenameofMaryRose. InduetimeshereceivedtheotherSacramentsandtheSistershadtheconsolationof seeinghergrowandimprovedundertheir careforsomeyearsShediedinSeptember 1859,fortifiedwiththeritesofHolyChurch.

Thenextchildwascalled"Ballornitra," andwasadmittedinJanuary1849,her BaptismalnamewasMaryCatherine,tothis childaremarkableinterestwasattached.In 1850,whentheMotherSuperiorandAisletentsetoutforEuropeonthe,businessof theInstitution,theytooklittleMary Catherinewiththemandplacedherforher educationinaConventSchoolnearLondno, inthehope,thatiftheplansucceeded,it wouldbeofbenefittothemissioninW. TheSisterscontinuedtoreceivenative girlsintotheirestablishment,andhadthe comfortoftrainingagoodnumberofthem. Thereare,manyofthem,veryintelligent, fondofmusic,andveryquickinlearning knittingandotherkindsoffancywork. Specimensoftheirworkcouldbeshownthat woulddocredittoanyneedle-woman.But, asarule,theyhaveanextremedisliketo laborofanykindand,ifcompelledtowork againsttheirindicationtheywouldshew illstemperandbecomeverystubborn.The adultnativesmanifestthesamedisinclinationforlaboriouswork.Theywillchop wood,drawwater,&c.,foraemailremuneration,butsoongettingtired,theywillthrow downtheaxeand-seatingthemselves,exclaiming-"toomuchwork."However, theirdispositionsinmanycases,arewonderfullygood,forcreaturessoutterlyuncultured.Timesufficienttoformacorrect judgmentonthematter,provedthatclose trainingintownsorincivilizedlife,didnot suittheaboriginesofW.Australia.Having devotedgreatlaborandattentionineducatingandtrainingthenativegirls,andseeing themmakemorethanafairprogressin schoolanddomesticmatters,theSistershad theafflictiontoseethemfailinhealth,and eventuallysinkintoaspeciesofdecline,and founditdifficultormoresotoeffectacure. AtthesametimetheSisterscouldwellrejoiceinthefulfilmentoftheirmissioninthis respect-having,underGod,rescuedthese poorcreaturesfromastateoftotalignoranceofthetruthssalvation-taughtthemto knowandservetheirCreator,andhaving livedsomeyearsinHisserviceaschristiane andCatholics,toprepareforaholydeathby thereceptionoftheSacraments.Thisobject beingattainedallelsewasvalueless-and theyearsandlaborsdevotedtoitwerewell given.Inoneinstanceespecially,the edifyingdeathofayoungnativegirlinSt. FrancisXavier's,cannoteasilybeforgottfb, Dyingofconsumption,andperfectlyconsciousofherstate-sheinvokedherSaviour hiamannerthatwasmoattouching,and, havingbidalastadieutotheSisters,her earthlymothers,shedepartedin peacetoherMotherinHeaven. Thenameofthisfavoredgirl wasMaryUrsala.ShediedinMay1863. Letushopethatthese"blackbutbeautiful" childrenofnatureareferventintercessorsat thethroneofGodfortheirdevotedteachers.

OnMay11,anattempttoassassinate theEmperorWilliamwasmadeasHis Majestywasreturning,abouthalf-past three,fromadrivewithhisdaughter, theGrandDuchessofBaden. Hiscarriagewaspassingalongthe avenueofUnterdenLinden,andhad reachedtheneighborhoodofthe RussianEmbassy,abouthalf-waybetweentheBrandenburgerThorandthe RoyalPalace,whenayoungman, namedHeinrichMaxHodelotherwise calledLehmann,saidtobeatinsmith fromLepsci,steppedoutofthecrowd andfiredtwoshotsfromarevolverat theEmperorashepassed.Thecarriage wasimmediatelystopped,andthe Emperor'sfootmansprangfromthebox andrushedtothearrestofHodel. TheEmperorwas,happily,unhurt heremainedunmovedthroughoutthe wholeoccurrence,thoughhisdaughter faintedaway.Afterthearrestofthe assassin,andofhissupposedaccomplice,HisMajestyreturnedtothe palace,whichwasspeedilysurrounded byaloyalandenthusiasticcrowdassembledtorejoiceathisfortunate escape.Intheeveningheappearedat theOpera,wheretheaudiencereceived himwithspontaneousanduniversal acclamations.Meanwhilethousandsof excitedpatriotsfilledtheLindenand squareinfrontofthepalace,cheering HisMajestyasherepeatedlydrove throughthemultitude.Flagswere displayedandhousesilluminatediuthe principlestreets.Nextmorningthe EmperorandthewholeoftheRoyal familyattendeddivineserviceinthe Cathedral.PrinceAlbrechtofPrussia arrivedfromHanovor.Afloodofcongratulatorytelegramspouredinatthe palacefromallpartsoftheworld.

Houseroseandjoinedenthueacicdly intheloyaldemonstration.TheHumburgSocialisticPermanentElectioneeringCommittee,inanadvertisement datedMay9,butwhichseemstohave onlybeenpublishedonMonday,expelled HodelLehmannfromtheirpartyfor injuringpartyinterests.Thefirst personwhoseizedHiidelinhisflight, andperhapsmadehiscapturepossible, wasawoman,thewifeofasmallshopkeeper.Shecaughthimashewas crawlingunderanironrailing,andheld himfast,althoughhedischargedhis revolverather,untilhebrokeawayby superiorforce.InprisonHottaiscool andevenimpudent,andmakesavery unfavorableimpression. Laterintelligencesaysitisclearly provedthat!lodeplannedhiscriminal attemptagainsttheGermanEmperor sometimeago.Aboutaweekagohe wenttoaphotographer,askingtobe photographed.Whenhereceivedhis likenesshesaidtotheartistthatthe lattershouldtakeanumberofcopiesof hisportrait,asbewoulddoagood businesswiththem,forwithinaweek howouldbenomore,buthisdeath "wouldrunlikeanelectricspark throughtheuniverse."

Thatprincipleheconceivedtobemost effectuallycarriedout,notbyabject submissiontothisbishoporthat,this rectororthat,-whichmightbeboth possibleandconvenientifintheChurch ofEngland,asintheChurchofRome, everybishopandeveryrectortaught thesameChristianity,-butinthe largerandnobleraimoffaitliftillyrepresentingatoneandthesametimealt theChristianitiestaughtbyallthe bishopsandalltherectorsofthe ChurchofEngland.Inotherwords, sinceeveryoneconfessedthatitwas impossibletoteachauniformtheology intheChurchofEngland,whose highesttribunalhadruledthatherclergymightteacheitheroftwo oppositedoctrines-andthereforeboth alternately-hewasbroughttothe convictionthattheonlycourseopento Anglicanssolicitousabouttheoretical unitywastoprofessatthesame momenteverydoctrineheldwithin theircommunion,andalltheircontradictories.(Greatuproar:awellknownpreacherwasheardtoexclaim"Hewouldconvertusintoecclesiastical acrobats.")DeanPliable,however, continuedHewasnottobediverted byunseemlyinterruptions,andshould calmlypursuethetenorofhisargument.-Theremight,indeedbeclergymen,timidloversofcompromise,who quailedbeforewhathewaswillingto callthepainfulnecessityoftheir position,andshrankfromthatlargeand obold,butonlypracticalviewofAnglican unityofwhichhewastheadvocate. Hisownmindwasofalesseffeminate type.Hewouldadd,that,throughout hislongministerialcareer,whichhad notbeenwhollyunfruitful,-(partial cheers)-hehadnotceasedtomaintain this'new,whichhewouldtakeleave tocalltheonlyhonest,logical,

When tohisfirstcuracy, under '"stancesidenticalwith those'describedbyDr.Viewy,heresolvedtoexpoundtheprinciplein questioninallitsintegrity.Mounting thepulpitonthatinterestingoccasion ofafirstdiscourse,-amomentwhich hedoubtednotwaspresenttothe memoryofmostofhiscolleagues,-and takingforhistextthesublimewords ofSt.Paul,"OneLord,OneFaith, OneBaptism,"hedeliveredtoan agriculturalbutanxiousandattentive congregation,thefollowingsummaof thatAnglicantheologywhichitNiculd behenceforthhisdutytounfoldto them.Hehadreasontoknowthat hissermonbadbeenwarmlyapproved bymanyofthemoreeminentclergyon bothsidesoftheAtlantic,andthatat leastoneAnglicanbishopwasaccustomedtoproposeittocandidatesfor ordersasamodelwhichtheywoulddo welltoimitate.

"ONELORD,ONEFAITH,ONEBAPTISM."

"Thesewords,mybrethren,ona firstimpression,mayseemtoyoutoimplyanunduerestrictionontheliberties oftheProtestantmind.Listen,however,whileIexplaintoyouthe AnglicanTheologyastaughtbyyour bishop,yourrector,andmyself;and youwillconfessthatwhateverSt. PaulmayhavedesignedbyChristian unity,theChurchofEnglandhasput aninterpretationonhiswordswhich relievesthemofallsuspicionofintolerance.

I.Inregardofbaptism,whichthe greatApostlecallsoneofthe"foundatiops"ofChristianity,youmaybelieve withyourrector,who,asyouareaware, wasappointedoveryoubyyourbishop, thatwithoutbaptismitisimpossibleto enterthekingdomofheaven,andthat itisalwaysaccompaniedbythenew birth.

(2.)Atthesametime,youare evidentlyatlibertytoconsideritwith yourbishop,towhombothyourrector andmyselfhavepromisedafaithful obedience,tobeamereformor ceremony,havingnoconnexionwhateverwiththenewbirth,andtherefore whollyunnecessarytosalvation.

(3.)Finally,youmayagreewith me,yourapprovedandlicensedcurate, asregardsChristiandoctrineingeneral andbaptisminparticular,thatextremes arealwaystobeavoided,andthaton thewholeitisbettertoacceptbaptism asacustomaryandnotdisedifying ceremony,extremelywell-adaptedto littlechildren,butwithoutentertaining anymothidprejudiceastoitspossible effectsonthesoul.

II.WithrespecttotheLord's Supper,youcanholdwithyourrector thattheeffectofconsecrationinthe elementsistoproducesomekindofreal presence,which,however,doesnot admitofanyattemptatdefinition,and whichiscommonlyexpoundedwith thegreatestvaguenessbythosewho professtoholditwiththegreatestprecision.Youmayalsobelievewith yourrector-ifyouarecapableofthe effortwhichsuchanopinionimpliesthatwhatyouperceiveinthechancel isnotatablebutanaltar,andthat whenyoucometochurchyourreal objectistoassistat"thecelebrationof theadorablemysteries."

(2)Shouldtheseviewscommend themselvestoyourattention,theywill doubtlessberenderedallthemore attractivebythefactthattheyare sternlyprohibitedbyyourownbishop; whorequiresyou,asyouwouldbe saved,tomaintainthatintheChurch ofEnglandthereisnosuchthingasan altar;thattheabovedoctrineismere Pepery;thatthesacrificeofthe Massisablasphemousfableanda dangerousdeceit,plainlyrepugnant,as theArticlesaffirm,totheWordof God;thatconsecrationproducesno changewhateverontheelementsthat theobjectofcoveringtheelementswith thehands,astherubriccommands,is topreventanychangebeingwrought uponthem;thatthedoctrineofthe realpresenceisagrosssuperstition,to protestagainstwhichtheChurchof Englandwasexpresslycreatedinthe sixteenthcentury:inshort,thatthe

High-thumbdoctrine,asyourbishop justlyremarks,isrank,Popery," whiletheLew-Gliarehdoetrine,asyour rectorjudiciouslyobserves,is"filthy Calvinism."

(3.)Thereyetremains,however, anotherviewofthesubject,which approvesitselftomanyoftheclergy, andwhichmaybewarmlyrecommendedasbeingmostinharmonywith theformulariesandthepraoticeofour Church:thatthechangeintheelements,ifany,andwhateveritbe,is solelyduetotherecipienthimself,who, ofhisownfreewillandpower,consecrates,ordeclinestoconsecrate,just ashepleases;thefaithofthecommunicant,andnottheactofthe minister,determiningthecharacterof theelements;or,toputthisviewmore simply,saythattheLord'sSupperisa monthlyorquarterlydevotion,inwhich seriouspersonsreceivealittlebread andwine,neitherwithnorwithoutany particularrealpresence.

III.Astothedoctrineofthe VisibleChurch,whatitis,andwho belongstoit,youareagainprovided withthreedistinctandperfectly oppositeviewsuponthepoint;while inregardofthis,aseveryotherdoctrine theChurchofEnglandcarriesdelicate forbearancesofarastorefrainfrom intrudinguponyouanyassistancein makingyourchoicebetweenthem. HaveyouCatholictendencies?Then youmayinsistwithyourrectorthat withouttheApostolicsuccessionthere canbenotruepriesthoodandthat outsidethethreebranchesofthe CatholicChurch,theRoman,theGreek, andtheAnglican,therecanbenotrue sacraments,novalidministry,andonly aperilouslyvagueandcloudychanceof salvation.

(2.)Butyoumayalsoenjoythe privilegeofbelieving,withyourbishop, thatinthepurereformedChristianity thereisnasuchthingasapriesthood, whichisaPopishfigmenttobeutterly reprobatedofallfaithfulpeople;and thattobelongtotheChurchmeans simplytorejectdogma,abhorPopery, andhaveaninwardassurancethatyou areoneoftheelect.

ChurchofEngland;andthatitis thereforescarcelyprudenttocensure thebeliefofRoman-Catholics,which youmayonedayuseyourAndonbted righttdexchangeforyouritem:

V.Next,as,toConfessionend Absolution.Thoughprobablymostof youhaveneverheardofeither,and cannotthereforebeexpectedtotakea deepinterestinthesubject,stillitis mydutyasyourspiritualguidetoexplaintoyoutherelationsinwhichyou standtowardsthem.First,then,you mayholdwithyourrectorthatconfessiontoGod'spriestisamostblessed andtenderprovisionforafflictedand penitentsouls,adivinely-appointed remedyforspiritualwounds,whichthe Saviouroftheworldbequeathedto sinnersfromHiscross.

(2.)If,however,youshouldadopt thisview,youwillperhapsbedisposed towonderthatyourChurchallowed sowholesomeapracticetofallinto abeyanceforthreehundredyears,and youmayusethelibertyyourura permitsyou,toadoptthemoreconsistentopinionofyourexcellentbishop: thatconfessionisadisgustingand immoralpractice,avileandinsidious cheatofpriest-craft,bywhichpeople sinmoreeasily,andpriestsgetsouls intotheirpower,butwhich,happily, fellintomeriteddisuseinpurown reformedland,becauseEnglisjomenare muchtoopure,great,andgoodtoretain sodetestableanusage.

(3.)Buttruerstill,andfarmore worthyofyourcommonsense,willbe thedeepconviction,thatConfessionis notpopularinthiscountry,chieflyon twoaccounts;firstbecauseeventhe highestchurchmenhavealurking suspicionthattheirpriestsarewanting intherequisitepowerstoabsolve, havingneitherfacultiestohearconfessions,nortrainingforsodifficultand delicateanoffice;and,secondly,becauseitmaybethatEnglishmendetect acertainincongruityinconfessingtheir sinstoareverendgentlemanwhoison nuptialtermswiththewifeofhis bosom,andhasseveraldaughtersto marry."

DEANCRITICALremindedthe venerablearchdeaconthattheArchbishopofCanterburywasnotalluded tointheirformulariesinanysuch character,andfeareditmustbesaid, withoutdisrespect,thathehadnomore powertodetermineadisputedpointof doctrinethanhisamiablelady,whose hospitalitymanyofthemhadenjoyed. ItwasalamentablefactthathisGrace hadnomoreauthorityoverthepeople ofEngland,noroverasingleindividual outofhisownhousehold,than (avoiceexclaimed,"theKingofthe SandwichIslands,"asuggestionwhich wasgreetedwithmingledapplause anddisapprobation.)

IV.AndnowIapproachthepainful questionoftheRomanChurch.With yourrectoryoumaytenderlybreathe forththeprayers,"WouldtoGodwe wereonewithoursweetsisterRome, throughwhomwederiveallourorders, ourcreeds,andallourCatholicity."

Youmayevenassertwithhim, andagoodmanyotherclergymenofhisparticularschool, thattheyalonearefaithfulmembersof theEnglishChurch,whoclaimtohold allRomandoctrine,andopenlyadvocate unionbothwithRomeandMoscow, though,probably,withasmuchexpectationofobtainingtheoneastheother.

(2.)If,however,youshouldfind yourselvesunabletotakeupthisposition,whichmustcertainlyberathera constrainedandtryingattitudefor Protestants,youmay,withyourbishop, ferventlyexclaim:"Awaywiththe ChurchofRomefromthefaceofthe earth;forsheistheBeastoftheApocalypse,thegreatBabylon,several Antichrists,thepitofdamnableidolatry, andgenerallytheimplacablefoeof truth,progress,liberty,morality.virtue, decency,andenlightenment."

(3)But,mybrethren,howfarmore edifyingwillbeyourmoderationand charity,ifinthisparticular,asinevery other,youobservethegoldenrule, whichis,"toapproteeveryformof beliefexceptadefiniteone;"rememberingthatitisopentoyou,asitisto yourclergy,tobelievewhatyoulike abouttheRomanChurch,asaboutthe

Andnow,itonlyremainedforhim toexplain,inconclusion,whyhehad enteredintothesedetails,andwhatwas theirbearinguponthesolemnquestion beforetheHouse:"WoulditbeconsideredheresyintheChurchof EnglandtodenytheexistenceofGod!" Whathehadalreadysaidwouldenable Convocationtoanticipatehisreply. Themeditationsofalonglife,directed especiallytowardsthecharacter,the principles,andthepracticeoftheEnglishChurch,obligedhimtosay candidly;thatifanAnglicanbishop, backedbythePrivyCouncil,should replytothequestioninthenegative, andinstructhisclergythat,atleastas amatterofdiscipline,itwouldnotbe heresy,suchadecisioncouldonlybe regardedasthehonestandlogicalcompletionofasystemoftheology,which havingalreadydeterminedinmanifold waysthatthereisnosuchthingas positiveChristiantruth,mustconsistentlyadmitthatthereneednot benecessarilyapersonalChristian God.

DEANCRITICALcouldnotforgetthat HerMajesty,inwhomtherrecognised amodelofeveryChristianvirtue, frequentedindifferentlyPresbyterian meeting-housesandthechurchesof theirowncommunion.If,therefore,as thelawappearedtoadmit,the authorityoftheAnglicanChurch residedinherroyalpersonitfollowed thattiWestminsterConfessionand theThirty-NineArticleswereequally true,andthateveryAnglicanwasalso aPresbyterian.

DEANCRITICALthoughtnot,because infactthesumofitsdecisionsamounted tothis-thattheChurchofEngland taughtnothing,anddeniednothing, whichwasequivalenttosayingthat shebelievednothing.Atribunalwhich decidedineverycaseofdisputed doctrine,asthePrivyCouncilinvariably did,thatboththeplaintiffanddefendant wereright,wasajudicialcuriositythat couldhardlybesaidtoaffordthelitigant partiesmuchassistanceinbringing theircausetoanissue.ThePrivy Oouncilmightbeanauthorityoverthe ChurchofEngland,whosedecisionsthe latterwasobligedtoreceive;butno onecouldseriouslymaintainthatit wasanauthoritytowhichanAnglican, ofwhateverpartyintheChurch,professedtosubmithisconsciencein mattersoffaith.
