ThereisthePope'sfatherinthe uniformofacolonelofthefirstFrench Empire,withagoodfloridcountenance andthatofthemother,anativeof Cori,sprungfromtheProsperi amajesticbuxomgentlewoman.Inthe presentPopeareblendedthefeaturesof bothhisparents,yethisresemblancein youthtoPopeLeoXII.isconsidered verystrikingbothatCarpinetoandin Rome.Thefurnitureinhisroomis common-place,andinbadrococostyle. Amongotherportraits,thereisoneof anAbatePecci,whorosetosomedistiuctioninthelastcentury.Thereis athirdlittlesitting-room,withgilt looking-glassesandgiltarmchairs,and throughthisonereachesthelittle familychapel,wheretheCardinal oftensaidBass.Onthealtarhanga MadonnaandChild,withaSt. FrancisandSt.Dominic;onaside wallasmallpictureofSt.Anthonyof Padua.Oppositetothechapelisthe Cardinal'sbedroom,withanironbed, canopiedwithwhiteandbluesilk overtheholsterbangsasilvercrucifix.

DREADFULFACTIONFIGHTAT GORTAVALLA.

Perhapsthemostshockingfaction fightthathasoccurredwithinthe memoryoflivingman,accordingtothe accountofitgiveninaspecialtelegram inTuesday'sFreeman,tookplaceon SundaynightatGortavalla,between PallasandDoon.Sincethetimeof Conway'shomicideatthesameplace, andtheexterminationofhisslayers, greatanimosityhasprevailedbetween the"ThreeandFourYearOlds." Thelastholidaytheymetafterdrinkinginapublichouse,whenwhatis knownas"theCartyfaction"gotthe worstoftheaffray,andtheyvowed vengeanceagainsttheirantagonists,the Maddens,relationsofConway,who hadbeenkilledbytheCartysand Ryans.OnSundaytheMaddeuswere fishingin.ariver,andtrespassedon Carty'sland,whentheywerehunted off,andafterwardsacoltofoneofthe CartyswasfoundstrayingonMadden's land,anddrivenofftotheowner's ground.Recriminationsfollowed,and mutualchallengesmadeandacceptedto meetatGortavallaorConturk,where Conwaywaskilledsomeyearsago. AGREATcryhasbeenraisedagainst theratestobeleviedfortimberunder thenewLandRegulations.Itisour provincetoshewthatthecomplaintis withoutfoundation,andthatthosewho havewrittenuponthesubjecthavenot beenmasterofit.Undertheoldregu- lations,anytwomencouldforalicense feeof10s.permonthgouponCrown landsandfellasmanytreesasthey choose.Ofthewoodthusfelledthey couldsawwhattheypleasedandleave unsawnasmuchastheyliked.And thatmuchtimberfelledwasleftunsawn lyinginthebushtobeconsumedby thesummerfires,nonewhohave travelledthetimbercountrywilldeny.

Asaruletheforestswerewantonly denudedoftimber,atthecapriceof menwhoifafelledtreedidnotsuit theirpurposefortheparticularscantlingwhichtheydesiredtocut,leftitand felledanother.Norwasthisall,forthe treesthusfelledandleft,particularly theirlopandtop,servedasfuelfor bushfireswhichintheirturndevastated thestandingandgrowingtimber,and oftenrenderedvaluelesstreeswhichbut forsuchinjurieswouldhavebeenof highmarketablevalue.

THEOBJECTOFLEGISLATION.

WHETHERinW.A.thereisanywell definedobjectinlegislationisfairly opentoquestion.Todo,andtoundo, appearstobetherecognisedmodus operandi.Wehavejustperusedthe seriesofordinancesenactedinthefirst 20yearsofthehistoryofthecolony, andfromthemwefindthattodo,and toundowasthesystemoflegislation fromthefirst.Itmaysuitsometo callthisprogress,butwecallitretrogression-forsuchitreallyis,andits witheringinfluenceistobeseenand feltthroughoutthelengthandbreadth oftheland.Itisafactthatscarcely anActhasbeenpassedwhichifnot whollyorpartiallyrepealedhasnot beensoalteredandamended,as scarcelytoberecognisableasits originalself.Thetwopastsessions haveaffordedsomeridiculousexamples inthisway.TheGameLawswhatof them?ThedangerousMatchActwhat ofthat?Thesuccessiveamendments andrepealsofClausesintheTrespass, Wines,BeerandSpiritsActs,and otherordinances,whatdetheyallgo toprove?whythatuntilwehavea governmentresponsibleforitsdoingsto thepeople,ordinanceswillbeframed andpassintolawwhichwillnotbear scrutinyasmattersofcomposition, whichareillogicallyabsurdintheir provision,theClausesofwhichareinoperativeandifattemptedtobeacted onwouldonlyservetoexciteridicule andcontempt. Ifonlytorescuethecolonyfromthe odiumwhichthisstigmaofreproach justlycastsuponitaconstitutional changemustbeinsistedupon.Witha ResponsibleGovernmentweshould neverhavehadsuchameasureasthe RailwaysActpassed,neitherwouldthe Governmenthavebeenplacedinthe humiliatingpositionofhavinghadto assenttotherepealoftheirpetClause intheMunicipalitiesActof1876as theyhavejustdone.BytheClause jotrepealeditwasenactedthatnone savecertainprivilegedindividualsshould bequalifiedtooccupytheMunicipal chairintheseveraltownsofthecolony. 'Duringthepastsessi4thisClausehat

_lbeenzepedlelllaveifithrespecttothe andthePort,itbeingallegedif Aberceilietion-wasenthusedsouse thecountry-Municipalitieswouldhave MOother<choiceforelevationtothe ,civicchairthan-theparsonandthe publican'1 Soforthecountryatlarge theClausehasbeenrepealed.But 'thywasitenacted?Itcouldnot Lavebeentokeeptheriffrafffromthe civicchair,ofornoneofthemobcould qualifyorwouldstandachancefor elevationtosuchdignity.Theobject .ofthispieceoflegislationwasevidently topreventmenwhoagainsttheforceof circumstanceshavebyenergy,determination,andskillraisedthemselves: 'topositionsofwealthandinfluencein theirrespectivelocalities.Happilyfor thecountry.andfortheMunicipalities thisthinghassofarcometoanend,and weregarditnotonlyasastepinthe tightdirection,butasthebeginningof theendtoanobnoxious,andrestrictive systemwhichsoonerorlatermust collapse.

ThenagainlookweattheActrequiringthatcarriagesaftersunsetshall carrylamps.Rightandgoodthatthey dosoinourstreetsupondarknights, butwhataboutmoonlightnightswhen foralltravellingpurposes"themoon clothshineasbrightasday."Sofar theActhasbeenallmoonshine.The CitystipendiaryMagistrateitwillbe rememberedrefusedundersuchcircumstancestoconvict,andwhathas sincebeendone?Whocarrieslamps onmoonlightnights?andwhereis therecordofconvictions.Where Withreferencetotheproposed changeinoarformofgovernmentthe questionsraisedunderthishead.THE OBJECTOFLEGISLATIONareimportant andsignificant.Ourpresentremarks aresimplyinaugurative.Wepurpose recurringagaintothesubjectindissertationuponwhetitsbearingsare, andoughttobe,socially,politically, andwithreferencetoPublicWorks.

SIR,-Inthecolumnsofyourmuch esteempaper,onthe12thSept.,appeareda letterfromacorrespondentprofessingtobe imbuedwithasincereregardforallpertain- ingtotruth,andcritisinginanable,but whatIconsideralathercaptious,manner, certainstatementsmadebyMr.J.F.Connor ofYorkinaletteraddressedtoyouanen, theestablishmentoftheHibernianSociety inYork. Now,Sir,thepointatissueisthatMr. Connor,rebuttingsomeunfavorableremarks astotheapathyofYorkinauguratinga branchoftheaforesaidsociety,statedthat thedifficultyexperiencedbythepeopleof Yorkinthematterwasnotaltogethersingu- lar,sinceaeventheCapital-somefour yearsago-failedtoestablishthisSociety underfarmorefavorablecircumstances

OnThursdaynightitwasknowntoafew personsinRomethatthechoiceofhis HolinessLeoXIII.ofasuccessortothe lamentedCardinalFranchihadfallenupon CardinalLorenzoNina.Hisnamehad alreadybeenmentionedinconnectionwith thisofficeandhismeritscanvassedby certainpersons.Inthecomicillustrated journal conjunctionDonPirloncinoheisspokenofin withCardinaldiPietro,Mgr. Jacobini,andMgr.Masella..OnFriday morning,however,thenewsofCardinal Nina'sappointmentwasspreadthroughout thecity.TheHolyFatherhadgivenhim theofficeinanautographletter.Those whoknewtheCardinalspokeinthehighest termsofhishighabilitiesandthegracious- nessofhismanners.Theappointmenthas givensatisfactiontoeveryone;eventhe Liberalsareloudintheirpraiseofhim,and regardhimasaconciliator.Another appreciationofhimislikelytofollowthe publicationofhislettersanddocumentsin hisnewoce.

CardinalLorenzoNinaisthefirstofthe Cardinal-DeaconscreatedbyPius1X.inthe lastbutoneofhispromotions-namely, thatof12thMarch,1877.CardinalNina wasbornatRecanationtheAdriaticCoast on12thMay,1812.Hehasnow,con- sequently,completedhis66thyear.Atan earlyageheexhibitedaprecociousgenius, whichgavereasonforhopeinhisftiture career.IntheSeminaryofBeamedhe studiedhumanitiesandphilosophy;andin theUniversityofRome,towhichhecame later,gainedtheDoctor'slaureatein theologyandlaw.At23hewasordained priest.Givinghimselfuptothestudyof law,hewaschosenbyMgr.CamilloDi PietroasAuditoroftheRomanRota,and becamehereanadvocateofgreatreputation. Atthesametimetherehavenotbeen wantingmalcontentstoopposethegeneral principleoftheBilluponthesecondreading, andtosuggestamendmentsmoreorless submissiveofthatprinciple,orfataltothe efficiencyofitsworkingincommittee.In theformerproceedingtheattackwasledby anEnglishgentlemanrepresentinganIlia constituencyintheynerthrenpertioaofthe island,whoprobablyimaginedthatthePresbyteriansofUlsterwouldregardwith jealousyanddisliketheadmissionofthe CatholicschoolsandcollegesoftheSouthto shareineducationalbenefitswhichare equallyextendedtothemselves.Ifsuch wereMr.Lewis'sestimateofthefeelingsof thePresbyteriansoftheNorthofIreland,it isgratifyingtofindthathestandsalmost,if notquite,aloneinthatopinion,andthatthe otherrepresentativesofUlsterwhotook partinthedebateandthedivisionproved thatthatprovinceisnotbehindtherestof Irelandinitsappreciationandapprovalof themeasure,Itwasinvainthatthe MemberforLondonderrysoughttoraisethe dormantprejudicesofpartybyutteringthe warcryof"Concurrentendowment,"and thatMr.Newdegateshudderedatthebare possibilityofpaymentsforgoodworkdone beingmadetomonasticschools,iswhich, accordingtotheunaccountablefanciesof thatinveterateenemyofmonksandJesuits, "anti-socialprinciples"maybeinculcated. Othersmightmakecompromises;but theCatholicChurchmustnotmake them,compromisetohermeantthe sacrificeofaprinciple.Theymight submittobetaxed,tobeevenspoliated astheirfore-fathershadbeen,butthey wouldnevergivetheirsanctionorapprovaltoasystemwhichwasopposed frombeginingtoendtothespiritof religion.Hedidnotmerelyadvance thelawoftheChurch,orhisown opinionastheirBishop,buthewould quotethewordsofonewhoiscertainly beyondsuspicion,thegreatGuizotof France.Noonewouldaccusehimof beingfavorabletoCatholicism.He wasthefinestspecimenofamoralpagan thenineteenthcenturyhadseen,yethe hadsaid:-"Inordertomakepopular educationtrulygoodandsociallyuseful itmustbefundamentallyreligious.I donotsimplymeanbythisthatreligious instructionshouldholditsplacein populareducationandthatthepractices ofreligionshouldenterintoit,fora nationisnotreligiouslyeducatedby suchprettyandmechahicaldevices.Itis necessarythatnationaleducationshould begivenandreceivedinthemidstofa religionsatmosphere,andthatreligious impressionsandreligionsobservances shouldpenetrateallitsparts."Surely ifanauthoritylikethis,agreatphilosopheralthoughaninfidel,waskeen-eyed enoughtosaythatpeopletobebredin thefearofGodshouldbereligiously educated,itcouldnotadmitofthe faintestdoubtinthemindsofpeople whodidnotshuttheireyestothe blessedtruthsofreligion.HalingreferredtotheeffortswhichtheRoman CatholicsinEngland,andmoreparticularlyIreland,badmadesincethe tenthcentur'inthecauseofeducation, hesaidtheSocietyoftheBrothersof theChristianSchoolswasfoundedin theCityofWaterfordaboutthebeginningofthepresentcenturyby EdmondIgnatiusRice,amerchantof thatcity.TheChurch,everthefriend ofeducation,andeverintentonraising upthepoorandoppressed,fosteredwith materialcarethegermofthisyoung Society,which,underhertender guidance,soonshotoutitsbranchesto variouspartsofIreland.Whenthe Societybecamenumerousitwasconsiderednecessarytoconsolidateitby assimilatingittotheInstituteofthe ChristianBrothersinFrance.Under thenewregimetheInstitute'inereseed rapidly,notonly.inIreland,batideain Englandandthecolonies.Atthepresentdaytherewasscarcelyatownin IrelandwhichbadnotitsCommunity ofChristianBrothers.Therewere alsocommunitiesinGibraltar,New-

foundland,andinmeatofthe Austruliimcolonies,allbeingeobjectto thaassE8uperiorAleneral,whoresided inDublin.Therewereatpreeentsclese on50,000boysattendingtheschoolsof theChristianBrothers.Theyhadsix establishmentsinVictoria,onein Brisbane,andoneinNewZeeland: ManyotherplaceshadalltheirprepantionsmadetoreceiveBrothersas somastheycouldpossiblygetthem. Itwasnotalonetodayschoolsthatthe Brothersdevotedtheirenergies;they alsotookchargeofinstitutionsfor orphans,forthedeafanddumb, andfortraininghomelessandneglectedpcorboysinIndustrial Schools.TheirInstitutionforDeaf MotesatCabra,nearDublin,was admittedbyalltobesuperiortoanythingelseofthekindintheUnited Kingdom.IntheirIndustrialSchool atArtanetheyhadcloseon1000boys. Thisinstitutionhasbeenvisitedbysome oftheleadingmenofEurope,whoall expressedthemselvesashighlypleased withtheadmirablemannerinwhichit wasconducted.Theboystherewere taughtonthepremisesanytradeto whichtheyfeltaliking,andthusthey weresentforthintheworldwellprovidedwiththemeansofearningtheir ownlivelihood.ThepresentColonial Secretary,SirMichaelHicks-Beach, whobadearnedforhimselfsohigha reputationofanableStatesman,visited theArtaneinstitutionandcouldnotbe satisfiedwithexpreesiugthegreatest approbationofallthathehadthereseen. SirGeorgeBowen,GovernorofVictoria, haspraisedhighlythemannerinwhich theBoys'OrphanageatEmeraldHill, Melbourne,wasconductedbythe Brothers.Onbeingshownintothe schoolconnectedwiththeOrphanage andseeingthemanyapplianceswith whichitwasprovidedfortheinstructionoftheorphanboys,hecandidly acknowledgedthatitwasfarbeforethe schoolbehimselfbadattendedinhis youngerdays.MenlikeSirM.HicksBeachandSirGeorgeBowenwere capableofformingajudgmentoneducationmatters,andwhentheyexpress themselvesinfavorofaninstitutionor societytowhichCatholicswouldexpect themtobenaturallyopposeditmustbe takenasastrongproofinfavorofsuch asociety.Andnow,inconnectionwith thissociety,theybadinauguratedthe beginningofagreatworkthathewould lookbackuponastheverycrowning workofhisepiscopate.Hemightnot livetoseetheentirefruitofit,butbe wasconfidentthat,withtheblessingof God,beforemanyyearswereoverthose whowouldbepupilsatthatschool wouldthemselvesbecometheteachers ofthechildrenofthediocese.Henext referredtotheexcessesofthepopulationofParisinthemorerecentrevolutions,whichhepointedoutwerecommittedbyapeoplewhowerehighly educated,buthadnothadtheloveof Godcultivatedintheirhearts.Then, again,letthemlooktoGermanyand seewhattheSocialistshaddone.He neednottellthemwhatbadbeendone forthelastsevenyearsandpreviously stampoutChristianeducationin Germany.TheSocialistsweregaining groundandmakingmonarchstremble, andnowitwassaidbyoneoftheeiders andabettorsoftheFalklawsthatthe peoplemusthereligiouslyeducated. Thefollowingbiographicalsketchof thedeceasedCardinalappearedinthe Tabletof23rdMarchlast,soonafter hisEminence'sappointmenttothe dignityofSecretaryofState. AlessandroFranchiwasbornat BorneonJune25th,1819.Hewas educatedatthePontificalSeminaryof St.Apollinares(thediocesanseminary ofRome),wherehistalentssoondistinguishedhim.Atthecloseofhis theologicalcourseheheldapublic disputationonaselectthesisin ecclesiasticalhistory,inwhichheacquiredconsiderablecreditfortherange ofhisinformation,andfixskilland readiness.Hewassoon-afterappointed asassistant-lecturerinChurchhistory intheRomanUniversityofthe Sapienza,thechairofwhichwasthen filledbyProfessorJ.B.Palma,who wassolamentablykilledintherevolutionaryattackontheQuirinalpalace, November,1848.

ButtheyoungAbateFranchiwas notdestinedtoservetheChurchin theprofessionalchair.Hisabilitiesand othergoodqualitiesattractedtheattentionofCardinalLambruschini,then SecretaryofStatetoGregoryXVI., whogavehimasubordinatepositionin hisdepartment.Herehisexcellent capacityforbusinessdetails,andhis skillindealingwithdelicatequestions rapidlybroughthimintoflavourwith theseveraleminentpersonageswho filledthedifficultpostofSecretaryof Stateduringtheearlyyearsofthe pontificateofPiusIX.In1851,when itwasdecidedtosendaspecialmission toSpain,CardinalAntonelliselected foritschiefMonsignorFr-rancid,now enrolledamongthedomesticprelatesof thePapalCourt.Heacquittedhimself ofhisdutiesattheCourtofMadrid withability,faithfulness,andtact. SoonafterhisreturntoRomehewas selectedtobeoneoftheprelateswho accompaniedtheHolyFatherinhis journeythroughthePontificalStates andTuscany,whichwassuchaveritabletriumphalprogress,andwasproductiveofsuchexcellent,though transitory,results.Immediatelyupon thePope'sreturntoRomeMgr. FrauchiwasappointedNunciotothe Grand-DukeLeopoldofTuscany,and hadthechiefhandinnegotiatingthe ConcordatwiththatPrince,whichunhappilywasofshortduration,owingto theeventsof1859-60.Conformablyto custom,thenewNunciowasappointed ArchbishopofThessalonica, and hisHolinessinpersonperformedthe episcopalconsecration.

Government,andthenretiredtoNome, wherehewasappointedSecretaryto theCongregationofExtraordinary EcclesiasticalAffairs.HealsoundertooktogivelecturesintheEcclesiasticalAcademyondiplomacyinrelation toecclesiasticalaffairs.Intheautumn of1866,Mgr.Franchiwassentas ApostolicNunciototheCourtof Spain,wherebeconfirmedthegoodimpressionproducedbyhisprudenceand abilityontheoccasionofhisfirst missionfifteenyearspreviously.In thispositionhewasabletorendergreat services,bothtotheChurchandSpain. HeknewhowtocombineanunflinchingdefenceoftherightsoftheChurch andtheHolySeewiththegreatest courtesyandaffabilityofmanner,and withamoderationandconciliatoryregardforespecialandlocalcircumstances, soastosecuretheesteemandconfidence oftheSpanishstatesmenwithwhom hehadtodeal.Here,too,therevolutioninterferedtocutshorthiscareer ofusefulness.Themovement,begun onSeptember28th,1868,soonpassed intothehandsofmenwhoweremore hostiletothealtarthantothethrone, andMgr.Franchiwasforcedtoquit thePeninsula.Subsequentlyhewas despatchedonanextraordinarymission toConstantinople-aneventuniquein theannalsoftheworld-inorderto arrangethetroublesoccasionedbythe schismofArchbishopKupelian.The envoyoftheHolySeequicklysecured thegoodopinionofthechiefpersonages atthePorte,andhesucceededsowell thatahappyterminationofhis missionseemedassured,whentheintriguesofacertainwell-known andinfluentialambassadorweredirected tothwarthisendeavors,andwereonly toosuccessfulinmarringhisgood work.

OnDecemberthe22,1873,PiusIX. promotedtotheCardinalatethedistinguishedprelate,ofwhoseworthand capacityhehadsuchlargeandvaried experienceduringnearlythirty Heassignedhimthetitleof SantaMariainTrastevere.Onlytwo monthslaterCardinalBarnabo,who hadpresidedoverthePropogandafor nearlyeighteenyears,died,andthe Popeimmediatelyentrustedthepostof Prefect,ofthismostimportantCongregationtoCardinalFranchi.It speaksvolumesforthehighopinion PiusIX.musthaveentertainedfor himthatheshouldhaveselectedthis newly-createdCardinal,fifty-fouryears age,tofillthisonerousandhighlyresponsibleoffice.Howhehasacquitted himselfofhisgreatcharge,England andIrelandhavehadanopportunityof testifyingintermsofrespectfuland gratefulsympathyandwebelievethey onlyexpressedthefeelingsentertained byallthewideandverydissimilarregionssubjecttotheauthorityofthe CongregationdePropagandaFide. Theoccasiontowhichwereferwas thebriefvisitwhichhisEminencepaid in1875tothesecountries,andespecially tothecitiesofDublinandManchester, wherehewastheguestofCardinal CullenandtheBishopofSalford.

Weneverlikedtheman.Thereis inthecharacterofthetruereformerwaydownatbottom-apurityofpurposewhichcannotfailtomanifestitself throughlife,andwhichgivesconsistencytoallhiswordsandactions.The truen.anisessentiallythesame everywhereandatalltimes.The skiesmaychangebuttheminddoes not.Beecherhasnowbeenonthe stageforafullgeneration,andiuthat timeliehas"playedmanyparts."But inallhischangeshehaseversoughtto beonthesideoftheseeminglyvictorious.InAmericalieisaRepublican;inEnglandhewasanapologistof theAristocracy.Inpartypoliticshe mayberegardedasameregeographical accident,IlewasaNorthernman ratherthananAbolitionist.Inthe runningfightbetweenAndyJohnson andCongressBeecherchangedsides witheveryvictoryanddefeat.Itwas onlywhenthePresidentwasbeaten thatBeecherdiscoveredJohnsonwasin thewrong.

Aclevermountebank,neverataloss foratrick;giftedwithasprightlywit, abudgetofnotions,andauoilytongue togivethosenotionsexpressions;togetherwithaplentifulsupplyofanimal spirits-wellingupfromsensualsources andoverflowinguponsympathetic audiencesroundaboutandbeneathandanintuitiveperceptionthatledhim instinctivelytoapprehendtheweak spotinthosetowhomhecatered,itis notamatterofsurprisethatHeury WardBeecherhasbeenabletoholdan audiencewellinhandandtoexpound hisgospeltotheentiresatisfactionof theMammonWorshipingcongregation whopayhim420,000ayearforhis substituteofChristianity.

ButtheGreatShameintowhichthis reverendrascalhadplungedhimselfand upoutofwhichhewasfish-hookedinthe Tilton-Beecherscandal,heexposedthe inwardnessofthemantothegazeof theAmericanpeople,and,inthat,has virtuallydestroyedhispowerforevil inthefuture.

HisHolinessPopeLeoXIII.has nowseenfittoremoveCardinalFranchi tothestillhigherandmoreresponsible officeofSecretaryofState.Inthis positionheistheofficialchannelofcommunicationbetweentheHolySeeand allSecularGovernments,andinthe normalstateofthingshewouldalsobe theheadofthePope'sciviladministrationwithintheStatesoftheChurch. Wecaneasilybelievethathishigh reputationforthereadyanddexterous despatchofbusiness,unitedwithgreat charmofmanner,considerateness,and prudencehasmovedthePopetoentrust thisdifficultposttothelatePrefectof thePropaganda,atamomentwhenthe eyesofthewholeworldareturnedtowardsthesuccessorofSt.Peter, anxiouslylookingforsomeindicationof thelineofconductwhichhewillfollow inthemidstoftheenormousdifficulties ofthetimes.Heisamanthcroughly devotedtotheinterestsoftheHoly See.Itsenemiesrespectandesteem him.Thosewhohavethehonorof beingacquaintedwithhimandhis managementofbusinesspayready tributetohisabilityandtact,andare loudintheirpraiseof'hisunfailing courtesy;whilethosewhoareadmit-

ThisLaborCauseforwhichthe IrishWorldhasbattledtheseyearsback -thisholycausewhich,intheeyesof GodandMan,meansonlyexactJustice toAll-isto-daypoorinwealth,poor infriendsamongthosethatarecalled great,poorevenintherepresentation ofthe"educatedforces"ofsociety. Certainlynoonecouldimaginewhat pretextcouldhavecounselledsucha measure,except,perhaps,thatunreasonableandperniciousindifferencein mattersofreligioninwhichitisnow wishedthatthepeopleshouldgrowup. Heretoforereasonandnaturalgood sensehavetaughtmentosetasideand putoutofusethatwhichhadnotgiven goodproofinpractice,orwhichhad becomeuselessthroughthechanged conditionsofSociety.Butwhocan affirmthattheteachingoftheCatechism hadnotheretoforegivengoodproof? Wasitnotreligiousinstructionwhich renewedtheworld,whichsanctifiedand polishedmutualrelationsamongstmen, whichmadethemoralsensemoredelicate,andeducatedthatChristian consciencewhichmorallyrepresses excesses,reprovesinjustices,andseises thepeoplewhoarefaithfulaboveall others? Perhapsitwillbesaidthat thesocialconditionsofthepresentage haverenderedituselessandnoxious. Butthesafetyandprosperityofnations havenosecureprotectionapartfrom truthandjustice,ofwhichsocietyat presentsodeeplyfeelstheneed. Throughlove,however,oftheprecious fruitswhichhavealreadybeengathered andarehopedwithsuchjusticefrom thisinstruction,itshouldnotonlynot havebeenbanishedfromthepublic schools,butitshouldratherhavebeen promotedtotheutmost.

Likewisethenatureofthechild,and thewhollyspecialconditionofthetimes inwhichwelive,requirethis.Byno compactcanthejudgmentofSolomon onthechildberenewedandbedivided byanunreasonableandcrueldivision betweenhisintelligenceandhiswill, whilstifthecultivationofthefirstbe undertaken,itisnecessarytodirectthe secondtothepursuitofvirtuoushabits andofitelastend.Whosoeverin educationneglectsthewill,conctritrathigeveryeffortonthecultureofthe mind,reachesthepointofmakinginstructionaperilousweaponinthehands ofthewicked.

Nordoesitescapeus,finally,thatto succeedbetterinourundertakingthere occurslikewisethesubsidyofmaterial means,whichmeansdonotrespondin proportiontothenecessities.Butif we-constrainedtoliveontheofferings ofthefaithful,theythemselvesbeing placedingreatstraitsonaccountof thetimes,whicharedarkandfullof struggle-cannotbestowasmuchas ourheartwouldwish,wewillnot,however,failtodothemostthatispossible tous,inordertoturnasidetheevil whichcomesfirsttothechildandthen tocivilsocietyitselffromneglected religiouseducation.

Whentheseandsimilarassaultsare madeagainstfaithandmorals,eachone canjudgeforhimselfhowopportunely themomenthasbeenselectedtodrive religiouseducationawayfromthepublicschools.Isit,perchance,soughtby thesedispositions,insteadofthat Romanpeople,whichwascelebratedin alltheworldforitsfaithevenfrom Apostolictimes,andwasuntilthepresentadmiredforstrengthandthereligiouscultureofitsmorals,toforma peoplewithoutreligionanddissolute, andthusleadthemtoaconditionof barbarismandsavagery?Andinthe midstofthispeople,withnotabledisloyaltyperverted,howcouldtheVicar ofJesusChrist,theMasterofallthe Faithful,seehissupremeauthority revered,holdwithhonourhisaugust see,andattendrespectedandtranquil tothedutiesincumbentuponhis PontificalMinistry? Behold,Lord Cardinal,theconditionwhichhas alreadypartlybeenmadetous,and whichispreparedforusinthefuture, ifthemercifulGoddonotplacealimit tothispursuitofattempts,theonemore worthyofreprobationthantheother.

Andthethingappearssoclearthat theseverypersonswhowishreligious instructionexcludedfromtheschool wouldrecogniseit,thoughatthecost ofcontradiction;whichpersonsdonot confinetheireffortstotheintelligence alone,butextendthemlikewisetothe
