Daringthelastfewweeksalarge numberofKruppgunshavepassed throughWarsawfromGermanyon

theirwaytoSebastopol,whereten freshbatteriesareincourseoferection. Ithasbeenarrangedthatmostofthe militarystoresremovedfromTurkey afterthecloseoftheoccupationshall bedespatchedtoSebastopol,andthat thenavalestablishmentsoftheplace shallbepartlyrestoredtotheirformel prominence.Severalmillionroubles havebeenassignedbytheMinisterof Financetocompletethedefences originallydesignedbyGeneralBarantsoff,andtheworksinconnectionwith thisarrangementwillbecarriedon duringthecurrentyear.TheActive BlackSeaFleetwillforthefuture alwaysrendezvousatSebastopol.

WelearnfromtheVocedellaVerita thatworksofpeacearebeingvigorously carriedoninBerlin,asacommentary onthetreatywhichhasrecentlybeen signedtherebytherepresentativesof Europe.

Theyaretryingakruppgun,which atthedistanceoftenKilometresorsix milesandaquarterbreakstopiecesthe thickestironplate.

Atadistanceoftwothousandmetres oronemileandaquarterthisOrdnance ofPeaceiscapable,withonlytowof itsprojectiles,tosinkthestrongest ironcladvessel.

Everyshotcostssevenhundredfrancs orf28,anditrequiressixminutesto load-125francsperminute.Twelve minutesand1400francsareenoughto destroyandsinkavesselthatcosts8 Million!Amerebagatelle

THEINDIANFAMINE.

TheIndianFamine,itisstillfeared, hasnotevenyetbeencompletelyconquered.Thenextfewmonths,itis thought,arelikelytoproveaperiodof greatanxietyandofseverepressure.

Thesouth-westmonsoonhasbroken verymildlyinsomedistrictsinother localitieslocustshavedoneimmense damage,andarestillcontinuingtheir ravages.Foodpricesaresteadily rising,andthereseemsnohopeofafall forseveralmonthsatleast.Theprospect,therefore,isdecidedlythereverse ofencouraging.Itisnotanticipated thattherewillbescarcityinthesense inwhichtherewaslastyear,butthat therewillbeconsiderablepressureis certain.Pricesarenownearlyashigh astheywereatthistimelastyear. Thefundactuallyatthecommandof theMadrasCommitteeamountsonlyto 143,250rupees.Sadaccountsofthe distresshavebeenreceivedfromthe BaselGermanmissionariesatCalicut, Bettigeri,Kodokal,andGuledgudd. Oneofthemsaysthatthisyear's misery,starvation,andfaminewillbe greatereventhanlastyear's.The peopleinthedistrictsnamedarequite emaciatedandincapableofundertaking anyemployment.

THETwoEMPERORS.

AlreadytwooftheEuropeanSovereignshavemetsincepeacewas proclaimedtotheworldastheresultof thegreatDiplomaticCongressatBerlin. Nopoliticalimportancewhatever,itis said,needbeattachedtotheinterview whichhasjusttakenplacebetweenthe EmperorFrancisJosephandtheEmperorofGermanyatTeplitz.The EmperorofAustrialeftViennaon Tuesdaynight,andreturnedtohis

capital,accordingtoarrangement,on Thursdaymorning.Hewentmerely topayavisitofcourtesytoKaiser William,whosebrokenhealthisunderstoodtobealreadyimprovingunderthe effectsofthealkalinebathsandreviving airoftheBohemianwatering-pla6e.In politicalanddiplomaticcirclestheevent isconsideredtohavenoothersignificance.TheEmperorwasgreetedon hisjourneybythemostenthusiastic popularmanifestations.

ATONOFGUNPOWDEREXPLODEDBY LIGHTNING.

Duringathunderstormwhichpassed overMorleyonTuesdayafternoon,a vividflashoflightningstruckapowder magazine,containingonetonofpowder, belongingtoMessrs.JohnHaighand Sons,VictoriaColliery,Bruntcliffe. Themagazinewassituateinthemiddle ofafield,400yardsfromthecolliery. Theshockwassomethingterrific,and butfortheincessantrainwhichprecededtheexplosion,andhadtheeffect ofstoppingalltrafficinthevicinity, manylivesitisthoughtmusthavebeen lost.Theeffectsofthedisasterare statedasfollowsbytheLeeds Mercury:-"Afieldofoatsiscompletelydestroyed,beinglaidtothe groundaswellasscorched.Atthepit amannamedWilliamHaighwasstruck withabrickandhurledintoanadjoiningcoalscreen.Themanintheenginehousewasfearfullyfrightenedbythe engine-housewindowsquaresbeing blownin.Atthatmomenthehad drawnfourmenup.Theyhadjust riseninsightwhentheexplosiontook place.Theenginemanshutthesteam off,andranoutoftheengine-house. Thefourmenmanagedtoescapealive, butthecagewasfearfullydamaged amongthehead-gear.Twogirls,who wereplayingabout,weredreadfully injured.Thegreatbulkofthepropertyinthevicinity,although400 yardsaway,hadmostofthewindows smashedandotherwiseinjured.No livesarereportedtobelost."

MIXEDMARRIAGES.

Theevilofmixedmarriageswas nevermorepainfullyillustratedthanit hasbeenwithinthelastfewdaysby thedecisionofSirRichardMatins,the Vice-Chancellor,inregardtothecase ofMr.andMrs.,AgarEllis.That decisionwasinfavouroftherightof theProtestanthusbandtochangehis mind,wheneverhesopleased,asto thereligioninwhichhischildor childrenshouldbebroughtup;although,asinthisveryinstance,prior tohismarriagehehaddeliberately, formally,andsolemnlypledgedhimself tohavewhateverchildrenmightbe borntohimasthefruitsofthat marriagebroughtupintheCatholic religion,thatbeingthereligionofhis wife.Mixedmarriagesarealone assentedtobytheauthoritiesofthe HolyCatholicandRomanChurch uponthatdistinctunderstandingnamely,thatwhateveroffspringthere maybetothemarriageofaProtestant husbandandaCatholicwith,orvice versa,thewholeofthechildren,without exception,shallbebroughtupas Catholics.Theagreementthusentered intoisthemostsolemnpledgeofallitisasacredandreligiouscompact, anditisonesolemnlyenteredintoupon thatwordwhicheveryoneregardsin thelightofoneasbindingasanoath, theparoled'honneurlThatwordof honourwaspledfedbyMr.AgarEllis whenhemarriedtheHon.Miss. Stoaor,thedaughterofLordCamila.

Hadhenotgivenithewouldnothave beenenabledtocontractmarriagewith theladyofhischoice.Asonandthree daughtersarethefruitsofthismarriage. AlltourarebaptizedasCatholicsby thehandsofCatholicpriests.The infantsondiesaCatholic.Thethree survivingchildren,thedaughters,are broughtupasCatholics.TheProtestantfatherhavingfromtimetotime duringthelapseofadozenyears objectedtoallthisastheconsequence ofhisownagreementwithhiswife priortotheirmarriage,atlength appealstothelawforhelptoenableto himbreakhissacredwordofhonour. Thelaw,speakingthroughthelipsof Vice-ChancellorMelina,decidesthat Mr.AgarEllis'sparoled'honneurcan besobroken,anditisbrokenaccordingly.Thereisthe,wholecaseina nutshellandconvectedthoughitis intoanutshell,itspeakstrumpettonguedagainstmixedmarriages.

Duringthecourseofthelastnight ofthegreatdebatewhichclosedata veryearlyhouronSaturdaymorning lastSirWilfridLawsonstartledthe HouseofCommonsbyspeakingofthe Indiantroopsrecentlyquarteredat Malta,andnowinCyprus,as"savages andcut-throats."Calledtoorderin themidstofindignantshoutsof "Shame"and"Withdraw,"thehon. baronetwasseverelyreprovedbythe Speaker,andeventuallyrecalledhis words,withthecharacteristicassurance thathehadmerelyemployedthemina Pickwickiansense.HisRoyalHighnesstheField-MarshalCommanding-inChief,whohasrecently,itwillbe remembered,inspectedtheseverytroops duringtheirtemporarysojournat Valetta,seizedtheopportunity,on Saturdayafternoon,ofrepellingthe chargewithindignation.Theoccasion selectedbytheDukeofCambridgewas affordedhimwhen,inhiscapacityas RangeroftheRegent'sPark,beopened thenewbridgeandapproachroadfrom CamdenTownandthenortherndistricts ofthemetropolisatGloucester-gate. ButLordBeaconsfieldbadhisAsiatic romancetorealise,andCountAnurassy, inhisfearofPanslavism,snappedat utthebaitedhookofthearch-angler Bismarck.Thefuturewilltellwhether theEnglishandAustrianPlenipotentiarieshavenotbeentakeninbutas fortheGermanChancellor,thereisno doubthehasplayedhisgamewell. "Bismarck"continuestheSoled, doesnotIndulgeinEasterndreams. AcorrespondentatFellhivesasks estowhattruth,ifany,there isinthelegendofthe"Wandering Jew."

Thefableissuperstitious,offensiveto piousears,andworthyofsucha despicablegathererofoldwives'stories asMatthewPariswas.

Thefollowingisthetextofthe Governmentmeasureofthisimportant subjectintroducedonthe2ndofdune intheHouseofPeersbytheLord Chancellor,andnowfairlyonitsway tobecominganenactment:-

ABoardshallbeestablished,tobe calledtheIntermediateEducation BoardforIreland(inthisActreferred toas"theBoard").

TheBoardshallconsistofseven members,whoshallbeappointedby theLord-Lieutenant,andshallhold officeduringhispleasure.Ifany vacancyoccursintheofficeofany memberoftheBoard,bydeath,resignation,orotherwise,theLord-Lieutenantmayappointsomeotherfit personstofillthevacency.

TheBeardshall,fromtimetotime, withtheapprovaloftheLordLieutenant,makerulesforthepurpose ofthisActwithrespecttothefollowing matters:-Forprescribingtheduties andpowersoftheAssistantCommissionersandotherofficers;forappointingtimesandplacesatwhichexaminationsshallbeheldineachyear;for definingthequalificationsofthe studentswhomaypresentthemselves forexamination;forrequiringcandidatesforexaminationtogivesuch noticeastheBoardmayprescribeof theirintentiontopresentthemselves forexausinatien,andforfixingthefees tobepaidbycandidatesuponsuch notices;forfixingthenumbersand amountsoftheprizesandexhibitions whichmaybeawardedineachyearin respecttoeachsubject;andfordeclaringtheconditionswithrespecttosuch othermattersastheBoardmayprescribe,uponcompliancewithwhich suchprizes,exhibitionsaridcertificates maybeobtainedandheld;forprescribingandsatisfyingthemselvesasto theobservanceoftheconditionsupon whichmanagersofschoolsmayreceive paymentofresultsfees;formaking popesprovisionstocarryouttherules inthescheduleofthisAct;andfor varying,alteringandamendingthe rulescontainedinsuchschedules;and geneiullyforcarryingthisActinto effect. TheBoardshall,attheirfirstmeetingineveryyear,appointonemember tobeChairman,andanothermemberto beVice-Chairman,whoshallcontinue illofficeforoneyear.

TheBoardshallbeabodycorporate, andshallhaveacommonseal.Three membersshallformaquorum.

TheLord-Lieutenantmayfromtime totimeappointtwoAssistantCommissionerstoassisttheBoardinthe executionofthisAct,whoshallhold officeduringhispleasure.TheAssistantCommissionersshallalsoactas secretaries,and,whenrequired,as inspectors.

TheBoardshallnotmakeany paymenttothemanagersofanyschool unlessitbeshowntothesatistection oftheBoardthatnopupilattending suchschoolispermittedtoremainin athedanceduringthetimeofany religiousinstructionswhichtheparents orguardiansofsuchpupilshallnothave sanctioned,andthatthetimeforgiving suchreligiousinstructionissofixed thatnopupilnotretiraininginattendanceisexcludeddirectlyorindirectlyfromtheadvantagesof theseculareducationgiveninthe school.

Thismorningatteno'clockthevast BasilicaofSantaMariainTrastevere, thetitularchurchofthelateCardinal Franclii,wasoccupiedbyanumerous anddevoutcrowd,assistingatthe funeralMasstherecelebratedforthe reposeofhissoul.Thechurchwas richlydecoratedwithblackhangings, thesombrecolorofwhichwasrelieved bybroadgoldenbands.Alargeand richlydrapedcatafalqueoccupiedthe upperpartofthechurch.Itwas coveredwithagreatpallofcloth-ofgoldandblackvelvet.Attheend nearestthedoorhungthecrimson broad-brimmedhatoftheCardinal,and atthecomerswerebannerswiththe armsofthedeceasedCardinalpainted uponthem.Agreatnumberofmassive yellowwaxcandlessurroundedthebier.

Theafflictingintelligencecomesto asthroughthesubmarinecablethat theabovereveredprelateisnomore. Thenewswillbereadwithgriefby everyCatholicIrishman,notalonein Ireland,butthroughouttheworld.The tidingshavecomewithappallingsuddenness.Onlyafewdaysbeetwe learntthattheRightRev,prelatehad beenstruckdownbyillness,theintelligencebeingaccompaniedbytherumour thathewasrecovering.Wewere hopefulthathisyouthwouldhave carriedhimthroughthedarger.It 1aspleasedGodthatitskiudbeotherwise,andwehavetoannounce,therefore,thelamenteddeathoftheRight Rev.GeorgeConroy,BishopofArdagh

Andwhatastrongproofoftheeffects ofreligionisgiveninthisverymassacre.Somefiveorsixpoornatives arecomingtomassfromDombeuto Noumea,andbeingconsideredenemies areshot,andnotwithstandine.°oneofthe numberisachiefofsomedistinction, themissionorCatholicnativesallover theislandbowtheirheadsinsubmission andobeythevoiceoftheirinstructors, thegoodPeresor(fathers,aswecall them)ofSt.LouisConceptionand othermissionstationsovertheisland. Inordertotestwhataspidercando inthewayofeating,wearoseabout daybreakinthemorningtosupplyhis finewebwithafly.Atfirst,however, thespiderdidnotcomefromitsretreat,so wepeepedamongthehaves,andthere discoveredthatanearwigbadbeen caught,andwasnowbeingfeastedon. TherighttosetapartCrownLands asreservesforcertaindefinedpublic usesandpurposesiqvestedinthe Governor,butthealeniationoflands forroads,highways,waterworksand drainsisvestedintheCommissionerof CrownLandssubjecttotheapprovalof theGovernor.

TotheCommissionerofCrownLands isdelegatedthepreparationcustody anddeliveryofCrowngrants,Mites, licenses,andotherinstrumentsofpe positionsrelativetoCrownLands.

TheCrownLandsofthecolonyare dividedintofourclasses-Town,Subur

ban,Rural,andMineral,andforthe purposesoftheseregulationsthecolony isdividedintofourdistricts(1)the -Central,(2)theNorthern,(3)the Central-Eastern,(4)theSouth-Eastern. TheCentralDistrictmaybesaidto comprehendallthesettledportionofthe colonyitextendsfromtheMurchison RiverintheNorthtothemouthof theFitzgeraldRiverontheSouth coastbetweenthesepointsSouthand Westitisboundedbythesea.Inland itextendstotheWonganHills,and MountStirling-within,thisdistrict theminumumareaofordinaryrural sectionsis40acres,andthepriceten shillingsperacre,butforgardensand vineyardslotsoftenacresmaybe securedatthetenshillingrate.Tillage leasesaresuperseded,butlicensesfor specialoccupationoflandinlotsofnot lessthan100ormorethan500acres aregranted,holdersofwhichcomplyhugwiththeimposedconditionswillon theexpirationofthetermbeentitledto thefeesimpleoftheland.Withinthe areaofthecentral.Districtarecomprisedthepastorallandssetdownunder as"firstclass."Theselandsareto beletonannualdepasturinglicensesin areasofnotlessthan3000acres,(except incasesofsmallerareasbeinghounded byotherlands)atanannualrentalof £1per1000acres(thepresentrate) butatthesameratefirstclasspastoral landsmaybeleasedfor14yearsin blocksofnotlessthan10,000acres. Ofthisprovision(whichisnew)wethink thatpresentannuallicenseholderswill probablylargelyavailthemselves.

TheActstatesthatholdersofdepasturingleasesshallhavearightto purchaselandoutofsameatfive shillingsperacreattherateof10acres toeach1000acresleased.Thisitis presumedhasreferencetoletclass pastorallandsbutuponthispointno explanationisgiven.Butspecialterms forpurchaseoutof2ndclassareasare provided.

WithinthelimitsoftheCentral Districtiscomprisedastripofland5 mileswidealongtheSouthcoast,East ofthemouthoftheFitzgeraldRiver andablock20mileslongby10miles indepthatEucla.

Thelimitsoftheotherdistrictsare thusdefined.TheNorthernDistrict isboundedontheWestandNorthby theseacoast,includingtheislands adjacenttoitontheSouthbythe RiverMurchison,aridbyadueEast linethroughthesummitofMount MurchisontillitintersectstheEastern boundaryoftheColony;andonthe EastbytheEasternboundaryofthe Colony.

TheCENTRALEASTERNDISTRICT.

-TheNorthernboundarywillbeidenticalwiththeSouthernoneofthe NorthernDistrict.TheWestern boundary,tobealinefromBompas Hill,intheGreatNorthernbendofthe Murchison,totheWonganHills,andon toMountStirling;andtheSouthern boundarytobealinedueEastfrom MountStirling.

TheSOUTHEASTERNDISTRICT. -TheNorthernboundarytobe theSouthernoneoftheCentralEastern District.TheWesternonetobealine fromMountStirlingtothemouthof theFitzgeraldRiver.TheSouthern boundarytakesalineparalledtothe seacoast,anddistantfromitfivemiles, andexceptingablockatEucla20miles longby10milesdeep.

IntheNorthernasintheCentral DistrictTowuandSuburbanlotsareto besoldbyauctionatanupsetpriceto bepreviouslynotified.

OtherthanTown,Suburbanor pastorallandsintheNorthern,and allsavethelatterintheCentral Eastern,andSouthEasternDistricts areopenforsaleinblocksofnotless than400acresatfiveshillingsperacre.

Incaseanylandthusselectedshallbe foundtobewithinthelimitsofa pastoralleasenotheldunderanunconditionalpre-emptiverightofpurchase nosuchapplicationistobeaccepted untilthelesseeshasbeenchallengedand refusedtopurchaseattheabovenamed price.

Noprotectionisguaranteed"untildeemedexpedient"byGovernmehttosettlersinthesedistricts, andnoconvictorticket.ordeave-holder

willbeallowedtosettleintheNorthern District.

IntheNorthern,Central-Eastern, andSouth-EasternDistrictsarecomprisedthesecondclasspastorallands whichareopenforselectioninblocks ofnotlessthan20,000acresforterms notexceeding14years.Forthefirst 7yearsofthetermtherentisfive shillingsperannumandfortheremainderofthetermtenshillingsforeach 1000acres.Withinthefirstyearof thetermofsuchleasesholdersare entitledtotheexerciseofcertain Pre-emptivepurchaserightswhichmay beredeemedinfee.IntheNorthern DistrictwithinthefIrst7yearsofthe leasebypaymentoffiveshillings,and duringtheremainderofthetermten shillingsforeachncreredeemed.In theCentral-EasternandSouth-Eastern Districtstheratesfortheredemptionof pre-emptiverightsarehalfthoseabove quoted.

Wehavebeforestatedthenew regulationsasaffectingtimberlicenses imposeafeeuponfellingaswellas sawingtimber.Theordinarysawing ratesremainasbefore,nsalsodothose foreuttingandsplittingfirewood,fencing orshinglesviz5s.permanpermonth. Ifthefellingfeelicenseisahardship uponsawyers,,afeepertreefelledhas beensuggestedasremedial.Itissaid andperhapswithtruththatthepolice inthetimberdistrictscouldassumethe supervisioninthismatterwithoutinterferencewiththeirordinaryduties. WenotethatthescheduletotheAct bristleswithformsoflicenses,yet strangetosaynoformforafelling licenseisgiven,noryetforanordinary sawyers'orsplitters'license.Theonly formoftimberlicensegivenisthatofa speciallicense,havingreferencetothe timberinsomespecifiedlocality,andof 12monthsduration.

Existingspecialtimberlicensesare notinvalidatedbythenewregulations, andinordertopromotetheintroduction ofnewindustriestheGovernorisempoweredtograntspecial14years timberlicenses,subjecttospecialfees andconditionshutwithoutconferringa rightofrenewalonexpir)byefliuxion oftime.

Thenewregulationswithreference topoisonlandsareatranscriptionof thoserepealed.

ThelegalestateinalllandscomprisedingruntsfromtheCrown,(howeverobtained)iscarefullydefined. Wholesomeprovisionismadeforthe rectificationoferrors,descriptiveor otherwise-shouldsuchbemadeor furtheissueofnewgiantdeeds,and taecancellationoffaultyones.

Onthewhole,aftercarefulreading andconsiderationofthenewLand Regulationsweconcludethattheymay beacceptedasproofthattheExecutive inhaulingthemwerealivetothe trueinterestsetthecolony,andthatin operationtheywillproveacceptableto settlersofallclasses,andbeproductive ofgeneralgood.

Couldheapprovethe verdictofajudgewhosentenceda writertothreemonths'incarceration becauseinanarticledirectedagainst anothernewspaper,theeditorcalledthe Emperor"hisPrussianMajesty,"and theEmpireavisitationofGod?In thesetwoexpressionsboththepublic prosecutorandthejudgesawgrave offencesagainsttheEmperor.-Catholic Times.

Shehadbeenallowedtopractiseher faithandhadaFrankishbishopwho saidMassintheChurchofS.Martin outsidethewallsofCanterburytothe east,whereareshownthealleged tombofQueenBerthaandtheancient fontwhichsomesupposetohavebeen usedforthebaptismofEthelbert. Therewasagatethroughthewallsof thecitycalledQuenin-gate,through whichtheQueenBerthamayhave passedtogotothechurch,and whichderiveditsnamefront her.

S.AugustinewasoftheOrderof S.Benedict,andcamefromthe MonasteryofS.AndrewinRome. wherehehadbeenprior.liehad fortyBenedictineswithhim,andwas Abbot.When Ethellterthadbeenbaptisedhegaveup toS.Augustineandhiscompanionshis palaceinCanterbury,intheboroughof Staplegate[Staplegate,thequarter travellersputuponarrivinginCanterbury](inthenorthpartofthecity), andretiredtohispalaceatReculver.

ClosebyStaplegateS.Augustinefound tracesofachurchwhichhadbeenbuilt bytheancientBritishChristians,and, likethechurchinCornhill,inallprobabilitydedicatedtoS.Peter.Here hefoundedthefirstMetropolitanChurch ofEnglund,andconsecrateditunder thenameofChristChurch.Itlayin thenorth-eastquarterofCanterbury, andbetweenitandthecitywallstothe northwasbuiltthemonasterywhere themonkswhoservedthechurchlived, andwhichwascalledtheMonasteryof ChristChurch.Therewasanother monasteryoutsidethewallsontheeast, betweenthecityandSt.Martin's ChurchS.AugustinecalleditS. PeterandS.Paul,butitwassubsequentlycalledS.Augustine's,andthe nameremainstothepresentday. WhenS.Augustinearrivedtherewas standingonthisspotapagantemple.

Wetakethefollowinginteresting paperfromthecurrentnumberof ourexcellentcontemporary,Catholic Progressliawsgateliesontheeasternsideof Kent,andnearertheNorthForeland thantheSouth.Inproceedingsouthwardsfromtheterminusoftherailroad towardstheBenedictinechurchand monastery,thevisitorprosesalongthe edgeofthehighchalkcliffs,andsees inthedistanceDealandWeimerand theSouthForeland,Thereliebetween himandWahinerauextensivevalley andPegwellBay.Tothesouthof Ramsgatethehillsandcliffsgradually diminishinheightandsubsideintolow groundtillthecliffsagainappearbeyondWidmer.Twelvehundredyears agoPegwellBayranupmuchhigher intothelandthanatpresent,anda broadchannelofwaterpassedright acrossKent,makingThanetaperfect

fromthewrathofGod,andteachthe Anticsangelicdoctrine,andcause Alleluiatobesungintheterritoryoh /Ella.Thereisatraditionthatwhen S.AugustinefirstofferedMassinthe ChurchofS.Pancrasthedevilinhis ragelaidhishandonthewalltotearit down.Thereputedmarksofhisfive fingersareexhibitedtothisday.There were,then,twoprincipalmonasteriesat Canterbury-ChristChUrch,attached tothecathedralwithinthewalls,andS. Augustine'soutside.S.Augustine destinedthismonasterytobehisburialplaceofhimselfandhisauccesi.ors,the KingsofKent.There-wasaspecial reasonforthis.Itwasintheoldest timesalawamongtheRomansthatthe deadsteouldbeburiedoutsidethewalls. "Thecity,"saidtheTwelveTablesof oldRome,"wasfortheliving."Outsidethewalls,then,withinthewallsof S.Augustine'sMonastery,wasthe burial-placeforsometimeoftheArchbishopsofCanterbury.S.Augustine's MonasterywasgovernedbyanAbbot; ButatChristChurchtheArchbishop, whetherhehadbeenamonkornot, tookprecedence,andstoodinthat senseintheplaceofanAbbot,while themonksthemselvesweregoverned, beforetheNormanconquest,bya dean,andafterthattimebyaprior. TenArchbishopswereburiedatS. Augustine's,whenArchbishopCuthbert,whoheldthefamousCouncil ofCloveshoe,A.D.742(CliffinKent) obtaittedleavefromthePopetobe 'Ailedinhisowncathedral.This wouldnaturallyberegardedasa grievancebythemonksofS.Augustine'sand,therefore,inordertoprevent accidentsCuthbertgavedirectionsthat hisdeathwastobekeptasecret,and thatthegreatbellshouldnotbetolled untilhisburialhadtakenplace.When, therefore,themonksofS.Augustine, withAbbotAldlieltuattheirhead, came,toconveythebodytotheusual restingplace,theyfoundthatallwas over,andtheywereobligedtoreturn disappointed.Thenceforththecrakedialbecametheusualplaceofburial fortheArchbishopsandallbutsix were buriedthere.Archbishop Cuthberthadbuiltunappendageto'the cathedral,achapeldedicatedtoS.John theBaptist,anditwasinthischapel genera:Iythatthearchbishopswere buriedsolongastheoldSaxon cathedralstood.CardinalPole,)he lastArchbishopofCanterbury,is buriediutheCathedral,andsincehis timenoneofthosewhohavebeen designatedbythetitleofArchbishop ofCanterburyhavebeendepositedin thecathedral.WemayaddinconclarsionthatS.Augustine'sMonastery wasseizedbyhenryVIII.asa palaceforhimself'.Itcameaftewards intothepossessionofLordWotton, whenCharlesI.andHenriettaMaria occupieditontheirmarriageatCanterbury,whichtookplacein1625;and Charles11.lodgedthereonhisrestoration.Theoldabbeywaspurchased byMr.BeresfordHopein1844,who hasestablishedonitssiteacollege foryoungmendestinedtospreadthe tenetsofAnglicanism.Wehopethat thegoodintentionwillberewarded bytherecognitionoftheauthorityof theChief'Pastor,Christ'sVicaron earth,withoutwhichnomissionaryexertionscanhavethesanctionofChrist, orreallycontributetothepannotion oftheKingdomofHeaven.

NowPopeS.Gregory,amongother directionsgiventothemissionaries,had recommendedthat"thetemplesofthe idolsoughtbynomeanstobedemolished;thattheidolsinthemshould bedestroyed,butthatthetemples themselvesshonldbesprinkledwith holywater,thataltarsshouldbeconstructedinthem,andrelicsofthesaints deposited."OnthinprincipleS. Augustine,ontheconversionofEthelbert,destroyedtheidalinthisheathen temple,andthenconsecratedita ChristianchurchunderthenameofS. PancrastheMartyr.Afragmentof thislittlechapelstillremains.This wasthefirstchurchinEnglanddedicatedbyS.Augustine.Thefitnessof timechoiceofS.Pancrasasthetitular saintofthefirstchurchconsecratedby S.Augustineisfeltwhenwecallto mindthatS.Pancraswasaboy-aboy martyr-andthatitwasthefair-haired, blue-eyedEnglishboyswho,whenexposedforsaleintheRomanforum,had attractedandenlistedthesympathyof S.Gregory,andhadledhimtosend themiselounrstorescuetheSaxons

Anglicanand"Old"Catholic Bishops.

Inthedebateonthe"Bishoprics Bill"intheHouseofCommons,Mr. J.Cowenmadesometrenchantobservations.Ilecommencedbyobserving thathewasaDissenter,sothatwe mustaccepthisremarksas"inopposition."Norcanwegosofarasto endorseallhisopinions.Hethought thattheonlyclasswhoweredesirous tohavemoreBishopswere"women, parsons,andthatclassofintelligent laymanwhotookanestheticinterest intheecclesiasticalworkers."Thiswe thinktobeanexaggeratedview.He alsothoughtthatanincreaseinthe numberofBishopswouldtendto "weakenthetoneofintellectual thought;"andthis,again,istoassume thatthepopularaverageofintelligence isabovetheleveloftheepiscopal standard.Nodoubtitwouldbe difficulttodistinguishbetweenintellect andthepeculiarusewhichcertain Bishops:maymakeofitbut,asarule, weshouldsaythatthemodernAnglican Bishopsaiedistinctlybothculturedand intellectual.Oncemore,Mr.JCowen expressedhisopinionthat"England wantedChristianity,notBishops;"and thiswasanopinionnotmorecomplimentarytotheBishopsthanitwas eccentricinecclesiasticalideal.Finally, saidMr.J.Cowen,"whatwaswanted wasaChurchwherethereshouldbe completeintellectualfreedom;"and thoughthisisapopularestimateofa Church,itisnotonewhichstrikesus assupernatural.

Yet,ifweturntothereportofa recentepiscopalmeeting,heldatFarnhamCastleonThursdayweek,and enderthepresidencyoftheBishopof Winchester,wefindsomeapologyfor theverydiscourteousobservationswhich Mr.J.CowenaddressedtotheHouse ofCommons.PereHyacinthewas present,andsowasBishopHerzog, whopresidesoverthe"OldCatholics" inSwitzirland.TheBishopofWinchesterwascongratulatoryinhisobservationsonthepresenceofthesetwo "OldCatholic"gentlemen,"in companywithsomeAmericanbrethren." TheAmericanbrethrenwerealso equallycongratulatoryontheschismof the"OldCatholics"inGermany. BishopHerzogtoldthemeetingthat thisnewsectwasveryflourishing,and thatthereasonwhyitwassowereas follows:-Compulsoryconfessionhad beenabolishedthemarriageofthat oftheclergytobepermitted;Communionmightbereceivedineither kindorinbothkinds,or,possibly,we mayassumc,notatall;apublicform ofconfessionwastobeintroduced, similartothatoftheChurchofEngland-thoughweneverheardthatthis formwassacramental,orthatitwas regardedasmorethanpublicprayer; andfinallyeverylibertyofworshiphad beensanctionedinconnectionwith everylibertyofdoctrine.Theseare certainlyveryexcellentreasonswhy thenewOldCatholicsectshouldfind patrons.Grantedthathumannature likesliberty,andthatithasaconstitutionalrepugnancetotheDivinelaw, andwehaveanampleexplanationof thewelcomewhichlicentiouspersons haveextendedtoBishopHerzogand hispriests.Andthereareother attractionsbesidesthosewhichwehave namedwhichcannotfailtomake Herzogianismpopular.Thusweare toldthatthenewsectdoesnotaimat reunionism,inthesensewhichis commonlyknownascorporate.What itwantsisthatallChristiansofevery creedshouldrecogniseoneanotheras brethren.Now,herewethinkwefind alittleweakness.Theweaknessisintellectualandmoral.Ifallsectsought torecogniseoneanotherasbrethren, thenwhatistheuse,wemustask,of havingsects?Theprimaryideaofa sectisadifferencetheprimaryidea ofadifferenceisimportancethe primaryideaofimportanceisduty. lf,therefore,dutyentailssects,duty mustentailseparation."Iutterly abhoryourprinciples,but1lovethem quiteasmuchasIlovemyown,"isa professionoffaithwhichstrikesusas tooamiable,andratherwantingin

backboneorvertebrae.BishopIlespog, andhisplay-matetheBishopofWinchester-brotherplaymatesatthegame ofshamepisoopacy-mayrecommend suchinvertebratetheologytoweak ladiesormatrimonialperm; butwe doubtwhetherthemostamiableof Englishlaymenwillacceptitaseither manlyormoral.However,aftersuch facileemasculationofallprinciples,all doctrines,allfaith,wecometoone feminineweakness.Thatweaknessis episcopalirritability.Itwasquite certainthatthegentlemenwhohadgot ridofallobedience,ofalldiscipline,of allauthority,ofallhumility,wouldexpresscontemptforthatoneonlyinstitutionwhichhasalwayssaidsimply "Obey!"Accordinglywefindthat onecf.theBishopsstthemeeting indulgedinthefollowingpuerility"TheRomanCatholicChurchwasbut acreationoftheCouncilofTrent,and itsimpertinentclaimshavenofoundation."SothataChurchwhichwas notRomanCatholiccreatedtheRoman. CatholicChurch,whichisthevery oddestoftheologicalproductions; and itsimpertinentclaims,likeitsunique propagation,havenoclaimsonHerzogiansorHyacintheians.Oncemore wewillnoticetheveryfeebleposition whichthe"Old"Catholicsassumedon thisoccasion,whendeclaringthatthe sympathyofafewAnglicanshadsaved themfromcompleteisolation.Butfor thosefewerraticdignitarieswho crossedtheChannelin1871tojointhe motleycouncil-boardatBonn,the poor"Old"Catholicsectwouldhave beenfriendlessandorphan,andwould havehadnoonetobiditGodspeed. Yetsincethefewerraticdignitaries whowenttoBonntochatwiththose heretics,badnocommissionevenfrom theirowndividedsect,theirsympathies, likeRoseofFarnhamCastle,hadno moreweightthanthoseofQuakersor Wesleyans.

Sothatacceptingthelastgathering ofProtestantdignitariesatFarnham Castle-fromitsintellectualandits supernaturalpointsofview-asa commentaryonthevalueofthe Episcopate,weareinclinedtoadoptthe estimateofthedissentingMr.Cowen, whichwequotedattheCommencement ofourremarks.WhattheChurchof Englandwantsiscertainlynotmore Bishopsofthekindwhichitatpresent possesses,somuchasitwants "Christianity"ofthedefiniteor Catholictype.MoreBishopsforthe ChurchofEnglandwouldmeanmore heretics,moredividedanddisputing publicteachers,morerevilersofthe trueChurch,andmoreapologistsfor theirown,andmoresympathiserswith everynewschism.Suchanincrease couldnotbeagain.Itmightgivea greaterpomptotheaccidentsof Anglicanism,butitcouldnotinany wayimproveitsessence.Thatessence isconspicuouslydivision.Untaught bythreecenturiesofthemostchaotic Sectarianism,variedonlybyindifference orfanaticism,theAnglicanBishops havelearnednothingandremembered nothing,butstillputtheirhandsover theireyesandrevile"Rome."For PbreHyacintheandBishopHerzog therewasthisexcusetheywantedto getwives,andtheyhavegotthem.But sonaturalanaspirationmighthave beensolacedbyothersympathiesthan theepiscopalfellowshipofFarnham Castle.-Register.

TheMysteryofMasonry.

Britishconfraternity.Bat,to.the beatofourbelief,theorderofthe Universehasnotbeensensiblyaffected eitherbythescepticismoftheGrand OrientortheorthodoxyoftheGrand Lodge.Theseasonssucceedeach other,thetidesebbandflow,andthe earth,strangetosay,revolvesuponits axis,utterlyirrespectiveoftheviews entertainedbytheMasonicCraftasto theauthorshipofourplanet.Norhave weanyreasontothinkthatthenumber ofbelieversinanunseenworldhasbeen diminishedbythepronunciamentoof theFrenchMasonsorincreasedbythe counter-protestoftheirEnglishbreforen.WhetherFreemasonsasa bodybelieveordisbelieveinthetruths ofrevealedornaturalreligionmaybea matterofsupremeimportancetotheir ownvitalinterests,buthasaslittleimportfortheworldatlargeaswhether theFishmongers'CompanyaresupralapsariansortheGoldsmithsboldthe doctrineofpreventivegrace.Whathas broughtourEnglishMasonsoncemore intopublicfavourhasnotbeentheologidalcontroversybutRoyalpatronage, notthebeautyofholinessbutthecharm ofRoyalty.Theplaintruthisthat, asthePrinceofWaleshappenedto conferadditionaleclatonhisre-election asGrandMasterofEnglandbythe presenceoftheCrownPrinceof Denmarkattheinauguralceremony, ourdailynewspapersfeltittheirduty tolandthegloriesofFreemasonryand toreciteoncemorethestockcommonplacesabouttheantiquity,mystery, potency,andbeneficenceoftheMasonic craft.Now,wehavenoobjectionwhatevertoMasonseithercollectivelyor individually.Weknownothingofthe orderbeyondwhatisknowntothe generalpublic;andourexperience,as thatofallmenwhohavemixedatall intheworld,hasledustobelievethat theFreemasonsareaneminently respectablebodyofmen,ofgeneraland kindlydispositions,whoseoneweakness isacertaintendencytoprose-anundefinedaffinitytobOredom.Ifanumberofmiddle-agedgentlemenliketo meettogetheratstatedperiods,todeck themselvesoutinapronsandstarsand crosses,torecitelongstringsofwords, tomakeavarietyofgestures,toaddresseachotherasGrandPanjandrums andVenerableAntiquities,orwhatever theproperappellationsmaybe,tomake believethattheyareengagedinsome mysticconfederacy,andthentosup heavilyonindigestibleviandswashed downwithunwholesomeliquors,nobody hasanyrighttocomplain.Asthe Frenchmansaidwhenhesawahusband kisshiswife,delftbizarre,mailcen'est pasdefendu.
