TheHolyFatherhaswrittena LatinlettertothecelebratedChristian Archaeologist,theCommendatoreGiovanniBattistaDeRossi,nominating himPrefectoftheChristianMuseumof theVaticanLibrary.Thereiscertainly nomanlivingwhomeritsthishonour morethanDeRossi.Tohisexcellent qualitiesasamanheaddsthedistinctionofstandinghighestinhisknowledgeofChristianantiquities.Hehas beenjustlynamedthenewColumbus oftheCatacombs,anamefirstgivento hisillustriouspredecessorinhisscience, AntonioBoeioofMalta.Thewords inwhichLeoXIII.beginshisletter arethesameusedbyBenedictXIV. ontheappointmentofthecelebrated Mgr.GiuseppeSidonioAssemani,the Syro-Maronite,aschiefguardianor custodianoftheVaticanLibrary,when thelatterpublishedhisremarkable work,the"VaticanCatalogues."The MuseumofSacredObjects,attachedto theVaticanLibrary,wasfoundedby BenedictXIV.,whounitedthemina specialhall,whichhedestinedfor ChristiansarcophagiandforotherremainsofChristianantiquity.This institution,sogreatlydesiredbythe learnedofthatperiod,washighly praised;andtheProtestantHagenbach exclainiedthathecoaldnotimagine anythingbetterarranged.

Thekiie,,hopofOrleans'dailylifewas pre.eminentlycharacteristic.Hehas

beenaccuratelydescribedasamanof theutmostsimplicityandofthenatural tastes.Helovedairandlight,and couldhardlyenduretobeindoors. AtVirollayhedinedveryfrequently eveninthewinter,withhiswindows wideopen,keepinghimselfwarmat thesetimesbywearingaheavycloak. Hesatattablealwaysforaverybrief interval.Wonderfullyactiveandsparinghimselfnofatigue,theBishopof Orleanswasatalltimesaprodigious traveller.Inarailwaycarriagehe wasalwaysoccupiedeitherinreading orreceivingreportsrelatingtohis episcopalwork.Heneverallowed himselfamomentofidleness. Earlyeverymorning,afterreadingand meditation,besaidMass,andthen workedsothatatmidday,whenhe breakfasted,hehadalreadybeenoccupiedsixorsevenhours.Usually hesatattablewiththeyoungpriests, oneofwhomafterthemealreadaloud achapteroftheScriptures,oraportion ofthe"Imitation."Hisrelaxationwas inlong,rapidwalks,inthecourseof whichhewouldcarryonanimatedcon. versations,stoppingsuddenlyfromtime totimetoinsistuponsomepointwhich hadaffectedhimstrongly.Hewasone ofthegrandCatholicWorthiesof France,andwelookforwardeagerly tothepublicationofhisbiography.

ATTEMPTEDASFASSINATIONOFKING ALPHONSO.

AstheKingwasdrivingthroughthe CalleMayoryesterdayevening,aman dressedinablouse,standinginfrontof oneofthehouses,firedapistolathis Majesty,who,however,escapedunhurt. Theperpetratoroftheactwasimmediatelyseizedbythesoldierswhowere standingby,andconveyedtoprison. TheKingcontinuedhiswaytothe palaceamidstthetheenthusiasticacclamationsofthecrowd.Theman whoattemptedtoassassinatetheKing isnamedJuanOlivaMoncasi,aged 23,acooperbytrade,andisnativeof theprovinceofTarragono.Headmits thatheisamemberoftheInternational Society,andstatesthathearrivedin Madridonthenightofthe20thinst. TheballwhichwasfiredattheKing, fortunatelyhitnoone,notwithstanding thecrowdedstateofthestreet.Moncasiwaswithdifficulty-rescuedfrom thehandsofsomewomenwhowished tokillhim.Afeelingofgeneralindignationprevailsatthedastardlycrime. Immediatelyaftertheoccurrencehad becomeknowntheMinistersandforeign representativesproceededtotheRoyal palacetocongratulatetheKingupon hisprovidentialescape.Asolemnle Deumwillbesungtoday(Saturday) toreturnthanksforthesafetyofhis Majesty.Judicialpreceedingshave alreadybeensetonfootagainstthe assassin,whohasconfessedthatthe crimewaspremeditated.KingAlphonsohadreturnedtothecapitalfroma shortvisittothenorthernprovinces. No sowhadasyettakentakenplaceatthe beenkfasttowhichtheyhadthatmorningassembled,buthowasnotwithout hope.IlehadneverseenanIrish questionconductedwithmoreability thanthatwhich,undertheO'Conor Don,badbeenbroughttoasuccessful issue.Forcombinationofcourageand courtesy,patienceandperseverance, dignityanddetermination,theO'Conor Don'sconductwasunequalledinthe HouseofCommons,andheearnedfor himselfthecharacterofcneofthe highest,mosthonorable,andspiritedof Irishgentlemen.Thepassingofthe billwasofimportanceinmanyways, asitshowedthatrightwould,inParliamentaseverywhereelse,triumph ultimatelyovermight.SirWilfrid Lawson, courseof'somefurther observations,remarkedthathehad heardafriendofhissaythatthe presentGovernmentwereputinto powertodonothing,andthattheyfoiled itveryhardtoduituntiltheobstrucCvescametohelpthem.

TIIEHISTORYOFOURRACEFROMTHE CREATION.

Amongtheproblemsdifficulttobe solved-amongstthehistoricalmysteries whichconfusedandperplexedthe studentformanyayearandage,there wasnotperhapsonemoreremarkable, moreextraordinary,thanthedifferent coursesthatEnglandandIrelandtook 300yearsagoonthequestionof religion.Heretheyhadtwonations linkedtogetherformorethan300 yearsandboundtogetherbythedestiny ofconquest-iftheychosetocallitso; oneracedominant,conquering,the otherconqueredyetbothunited,at leastbyaforcedunion,andunderthe geniegovernmentandthesame-law. OutoftheconquestofIrelandwhich tookplaceinthetwelfthcenturythere aroseanintercommunicationbetween thetwopeoples,whichspeedilyresulted inalargefusionofEnglishbloodinto IrelandandofIrishbloodintoEngland.

England,afterafightofayewyears bravelyfought,lapsedquietlybut rapidlyintoProtestantism.

repliedthelineswehavequoted,itis 'pet-mintyjustnowtheopinionofEnglish palmistsinWesternAustralia.To suchapeashavetimingscome,thatto opposetheGovernment,ortoentertain anopiniononpublicmatterecirhich wouldnotmeetwithmitringat GovernmentHouse,islookeduponma certain-markofdisloyalty,andtopreen=tocontendagainsttheGovernment,thattheexpenditureof150,000 onourhigh-waysandbye-waysisa sheerwasteofpublicmoney,indicates buttooplainly,thatthebottlerofsuch viewshasnottherealinterestsofthe colonyatheart,andtostoutlymaintain, despitetheassertionsoftheenemiesof allchange,thatourpresentConstitution isworthless,andisonounderwhich thecolonycanneverprogress,isindubitableevidencethattheholderof suchopinionsundoubtedlydesiresthe veinoftheconntre.,Thatsucharethei4eas oftheofficialleadersorrepresentatives ofpublicopinion,cannotbedoubted, and,asaconsequence,atthepresent moment,thereisneitherpoliticallifeor activityinWesternAustralia.A conditionofsocietymoredeplorable cannotbecontemplated,andhowitcan beexpectedthatthecolonycanprogress, whenthesupposedrepresentativesof thepeopledonaughtelsebutreflect andendorsethepopularopinionsof GovernmentHouse,isapoliticalproblem,thesolutionofwhich,must,atan early(late,ofnecessity,forceitselfupon theattentionofcolonists.Therecan benoquestion,thatasoundvigorous publicopinionisessentialtoour matrialprosperity,anduntilpublic opinionisfosteredandcreatedamongst us,andthepowerofthatpublicopinion broughttobearuponourGovernment, WesternAustraliamustcontinuetobe the'sleepyhollow'oftheAustralian group,Itisidletohopeformateriel prosperityevenwith£200,000atour disposal,iftheGovernmentofthecolony isnotmadeamenabletopublicopinion. Whatcheckisthereatthepresent momentontimeGovernmentthatrules overus?Nonewhatever.Andwhat istheresult? Preciselywhatthe Pressofthecolonyhasoverandover againrepeated,extravaganceandblunderingitiallPublicDepartments-the costofGovernmentdailyincreasingandtherealsourceofthecolony's wealth-PEOPLE-diminishing?Yetin thefaceoftheseundoubtedfacts,any attempttoopposetheGovernment,is lookeduponbyourrepresentatives,as anattempttoruinthecountylA vigorouspublicopinionisnecessaryto secureouronwardprogress,andwithoutthatpublicopinion,beitnoted,we aredeprivedoftheonlymeansby which"thefewareeverprevented frontruiningthemany."Thecolony atpresent,iscertainlyinacritical conditionandtofosterandcreatea soundandvigorouspublicopinion, shouldbetheobjectofeveryonewho hasthetrueinterestsofthecolonyat heart.'litePressofthiscolony,and notablytheFremantleHerald,has certainlydonemuchtocreatearound publicopiniononpublicquestions,but aswehavebeforestated,untilthe influenceofpublic()pillioncanho broughttoeffectuallybearoncolonial affairs,thatpsisperityallcolonistsso muchdesire,canneverbeattained. Itisjustpossiblethatbeforethis appearsinprintthewholebusinessmay havebeen"overtaken,"andthe chamberagainprorogued.Wohope nothowever.Weseenonecessityfor suchahastysystemoflegislation.If thereisnootherbusinesssavethatof theLoanBilltobelaidbeforethe CouncilthereisonesectionofthatAct No.13whichappearstoustorequire considerationandrevision.Section13 relatestotheapplicationofthesinking fundandiswordedasfollows."

Fromtheforegoingitisevidentthat allcostsandchargesrelatingtotheloan aretobepaidoutofthesinkingfund.

Asthisfundisnottocommenceuntil 5yearnfromthedateoftheloanitis clearthattheCrownAgentscharges trustremainunpaid,andatinteresttill then.Whatthenthesechargeswill amounttoitwouldbeworthwhilewe thinktoascertain.Attheutmostthis sinkingfundwillnotamounttomore than£2,000perannum,anditwill decreaseyearlyastheDebenturesare redeemed,andthezhargesuponit beforeanymoneyisappliedfor redemptionmustbeconsiderable.

Againourideaofasinkingfundisa reserveaccumulatingatinterestforthe repaymentataspecifiedtimeofa specifiedsum.Thisruleisnotapplicableinthepresentinstance.The£1 percent.tobesetapartannuallyafter thefifthyearisvirtuallyanextinction fund,tobeappliedafterpaymentofall expensesontheloantotheextinction annuallyofcertainDebentureswhose numbersaretobedrawninLondonin thepresenceofaNotaryPudic.Each _althornDakotanshastoberepaidat
