AfterthededicationofaCatholichospitalinDayton,Ohio,onthe15thinst., aDr.Reeve,eninfidelandanatheist, deliveredanaddressinwhichhesaid: -IcongratulatetheChurch,under whoseauspices,andbywhoseefforts, thisinstitutionhasbeenfounded.It isaChurchwhichclaimsourattention andconsiderationinthehighestdegree inmanyrespects.Inageitsurpasses allotherhumaninstitutions.Beginning backatthetimewhenhistoryand fablemingletogetheritsexistencehas continuedunbrokenwhilechangeand decayhavetouchedandsweptaway everythingelse.Citieshavegrownup fromhamlets,enjoyedlongperiodsof prosperity,andhavedwindledtoinsignificanceduringherlifetime? the boundariesofkingdomsandempires havesweptbackwardsandforwardover wildareas,dynastieshaverisenand fallen,whilethroughouttheterritoryin whichthesechangeshavetakenplace, theworshipoftheal,larhas"been fromthesameritual,andbythe priestsofthesameChurch.Her domainspreadsfromGreenlandand LabradortoPatagonia,andfromeast towestaroundtheworld.Butwidespreadassheishereffortsdonotcease; oldassheis,nosymptomsofdecrepitudehavemanifestedthemselves.She issendingouthermissionaries,active, devoted,self-sacrificingaseverinall directions.Sheisbuildingchurches, schools,andhospitalsonallsidesofus, anditissafetosayto-dayhernumbers exceedthoseofallotherChristian churchestogether.Butitisnotthese greatercharacteristicsoftheCatholic Churchthatconcernushere.Itisher activity,heruntiringenergyinregard toinstitutionsfortheameliorationof humanmisery.Whereverthecrosses onherchurchesareseentherearetobe foundhospitalsforthesickandasylums fortheorphan.Underherfostering carearefoundsuchinstitutionsinevery cityofourlandandwherevercivilization extends.This,too,ismatterofpublic note,opentotheobservationofall.I wouldratherspeakofthatlessobtrusivebutnever-wearyingattentionto thesickwhichdoesnotattractsomuch thepubliceye,butwhicheveryphysicianobservesinthepracticeofhiscalling.Whereverthereisdiseaseand sufferinginthehousehold,therecomes theSisterwithgoodcounselandefficientaid;whereverthereisadying manapriestisathisbedsidewhen womenareinperilhecomeswhatever thehourofthenight,notonlytoadministertherightsofhisreligion,but tocheerandreanimatethepain-racked patient,tostrenghtenthehandofthe doctorasheperformssomecritical operation.Itisthisunobtrusive, silent,constant,never-tiring,universal serviceoftheCatholicChurchthatexhortsthepraiseofmenofnoreligion andchallengestheadmirationofthe world."

tact,IhavereaditintheSunday-school beok--thattheNorthofIreland,which issupposedtobeProtestant,isgreatly superiortotheSouthofIreland,which issupposedtobeCatholic.Now,I havebeenthroughIrelandfromthe extremeSouthtotheextremeNorth andIavert,uponthehonorofagentlemanandaChristian,thatagreater fraudthantheassumedsuperiorityof theProtestintovertheCatholicpopulationofIrelandwasneverpalmedoff uponaninnocentandunsuspecting public.Itispitifb1whenmenattempt tocoinreligiouscapitaloutofsuch material.Ontheotherhand,Isaw moresqualor,moreabjectmisery,more povertyandwretchednessinGlasgow andEdinburghthaninthewholeof Irelandputtogether.ScotlandisProtestant,IrelandisCatholic.Isayitis mydutytostatethesefactsasIsee them,andnottoallowreligiousprejudicestoblindmyeyestothetruth.The sunofHeavenshinesonnofairerland thantheSouthofIreland.FromMallowontheBlackwatertoCorkonthe Lee,itispureandbeautifulasadream intheheartofasinlessmaiden.Isaw justtwocitiesinEuropewhichIshould caretolivein.OneoftheseisDundee, inScotland;theotherCork,inIreland -witha,decidedpreferenceforCork. times.Shouldtheydoso,itisquite possiblethatIndianfinancemaybreak downunderthisaggravatedstrain.Persistenceinthatcoursewillsurelyextendandripenthelatentdisaffectionof whichweheardsomuchbeforethe GaggingAotwaspassed,moreespecially asthisAfghanquestionisoneofwide imperialornationalinterest.Thereis, however,anotherviewtotakeofthe matter,anditisthisthatwhenthe ImperialGovernmentmadethatconcessiontoBritishcommercialinterests, andthuscheckmatedtheiropponents, theycalculateduponspeedilyoccupying CandaharandtakingCabal,andupon beingableinthatcasetoexactan indemnityfromtheAmeer.Iftheir decisionwasinfluencedbyconsiderations ofthatkind,theirexpectationsare likelytoberealisedevenearlierthan theycouldhaveanticipatedAftertwo unimportantbrusheswiththeAngloIndianarmythetroopsoftheAmeer arefallingbackalmostwithoutstriking ablow,anditisevendoubtfulthatthey willdefendCabul.Theunfortunate Ameerappearstohavereliedupon Russianhelp,andthatbeingdenied,his positionappealsdesperate.

APROTESTANTCLERGYMANON"PROTESTANTIRELAND"AND"CATHOLIC IRELAND," TheMemphis(Tennesee)Avalanche publishesaremarkablelecturedelivered bytheRev,DavidWalk,aProtestant clergyman,tothecongregationofthe Linden-streetChristianchurchinthat city,thesubjectbeingarecenttourin Europe.AlludingtoIreland,Mr.Walk isreportedtohavesaid:-"Mybusinessistostatefacts-nottomakethem. Ofcourse,Ihadeverbeentaught.-in

TheGovernmentofIndia,andmore especiallythepeopleofIndia,willbe heavysufferersfromthedecisionwhich hasbeenarrivedattochargethecost ofthewartotheIndianExchequer. (Fromalatetelegramitappearsthat theintentionoftheMinistryhasundergonesomemodification.Theynow proposethatonlyaportionofthecost shall,besocharged.)Andthepeople ofIndiamaythankMr.Gladstonefor thatmostunjustresolution.Inthe exigenciesofthesituation,occasioned bytheactionoftheLiberalpartyin denouncingthepolicyoftheIndian Governmentatacriticalmoment,the Ministry,actingonthedefensive,were obligedtoweakentheOppositionby conciliatingtheEnglishtaxpayers. Theydidthisbyrelievingthemfrom theiranxietyastothecostofthewar, andbythrowingitontheunfortunate peopleofIndia,whoarealready grievouslyweigheddownwithtaxation.

InalettertotheDailyNews,Professor Fawcett,M.P.,says"Itispossible almostinasingle_sentencetodescribe thepresentfinancialconditionofIndia. Stationaryrevenue;asteadilyincreasingexpenditure;perpetualdeficits, whichhavetobemadegoodbyconstant borrowing; allavailablesourcesof freshtaxationsocompletelyexhausted that,inorderduringthepresentyear toobtainanadditionalrevenueof £15,000,000,ithasbeendeemed necessarytolevyalicensetaxof5d.in thepoundonincometaxofonly48.a week,andtoimposeonthefaminestrickenpeopleofBombayandMadras anincreaseof40percent.inthesalt duty."Mr.Fawcettfurthersaysthat thepeopleofIndiaaresopoor,comparedwiththoseofEngland,thatthe onlyarticleofgeneralconsumption whichcanbetaxedissalt,whichhas alreadybeentaxedtotheuttermostthepresentIndiansaltdutybeingone oftheheaviestimpostseverimposedon afirstnecessaryoflife.Adecision,at whichtheMinistryarrivedinacritical momentasamatterofexpediency,they maynotadheretoinquieterandsafer

APERILOUSALPINEADVENTURE. TheBerner7agehlattgivesanaccountofaperilousadventurewhich befeltwoEnglishtnuristaabouttwo weekssince.Mrs.Wainwright,describedasanEnglishlady,accompanied byherbrother-in-law,Mr.Wainwright, attemptedtheascentofthePizPalur, amountainoftheBerninagroup.They tookwiththemtwoguides,brothersHansGrassandChristianGrass.The climbers,whowerecordedtogether, afterleavingthecentralpeak,tooka westerlydirectiontowardsanotherpeak. ChristianGrasswentfirst,nextto whomfollowedMr.Wainwright,then cameMrs.Wainwright,andtherear wasbroughtupbyHans.Athickfog cameon.Christian,eitherconfusedby thesemi-obscurity,ornotexercising sufficientcaution,wenttoonearan arils(edgeofsnow),whenthesnow suddenlygavewayunderhisfeet,and hefelldownaprecipice,draggingwith himinhisfalltheEnglishladyand gentleman.Buttheropewasstrong, andHansGrassisamanbothstoutof heartandofgiganticstrength.Ashe sawhisbrotherdisappearhedrewhimselfinstinctivelybackward,and,by sheerforceofmuscleandwill,heldthe threelostonessuspendedintheair. Atthill,Esq.,J.P.,anarchaeologist whoseinvestigationshavebeenlargely directedtoKelticsubjects.Asyet little,andyetmuch,seemstohavebeen achievedinthe"park."Thechief moundwascertainly(asMr.Wakeman believes)somethousandyearsago robbedbyScandinavianpirates,who aboutthatlamentableperiodofIrish historywerevirtuallylordsofLoch Erne,andwhoarsrecordedashaving leftnocaveinErinwhichtheydidnot plunder.These"caves"werecertainly thechamberedsepulchresoftheprimitive,or,atleast,ofananti-historic peopleofErin,who,thereisevery reasontosuppose,possessedanabundanceofgold,yetneitherbronzenor irontheirweapons,ornaments,and instrumentsbeingconfinedtothe materialsofgold,wood,flint,bone,and stone,with,strangetosay,samedecorativeobjectofakindofglass.There isabundantevidenceofathorough "digging"hereatsomeremoteperiod; but,nevertheless,theremainingstones ofthedolmenarefullofinterest,and alltheir"scribings"havebeenrubbed orcast,and,nodoubt,willbepresented tothenoticeofthelearnedinsuch matters.Thesecond,andasmaller moundwasparticularlyinteresting.It containednochamber,butrestingupon the"till"underitscentrewerethe remainsoftwohumanskeletons,unburnt,andapparentlyregularly "stretchedintheirbedofclay."The skullswereunfortunatelysmashedto smallpieces;but,judgingfromthe beautifulteethandthecontourofthe lowerjaws,theracetowhichtheir ownershadbelongeddidnotpresent anyconnectinglinkbetweenitself(and, ofcourse,ourselves)andthegorilla. Duringthe"digging,"thoughlarge quantitiesofburntbones,charcoal,&c., &c.,werefound,asmanufactured articlesonlyonebeadofsemi-opaque blueglassandafewflintimplements occurred.Mr.Wakemanpromisesa fullandillustratedaccountofallthe "findings"towhichIhavereferred. TheRev.OrbyShipleyhasbecome aCatholic.Thisannouncement,for thethirdorfourthtime,atleast,is madebytheProtestantnewspapers,and wehavereasontobelievethatitwillnot thistimebecontradicted.Mr.Shipley hasatlastfoundouttheonlywayof "unionwithRome."Hewaspromi-Ventamongthosewho,notlongago, proclaimedthehopethatAnglicanism wouldbeacceptedatRomeasabranch oftheChurchCatholic,andAnglican ordersberecognised.Foranearnest manlikefieistohavebeenregarded duringalongperiodasanordainedministeroftheGospel,thestepwhich broughthim,notonlywithintheTrue Fold,but,atthesametime,intothe light,bywhichhesawthathewasonly alayman,musthavebeenahardoneto take.Hehitstakenit,however,and, awakingfromatheam,findshimself withintheTrueFold.Hiswifehas hadthegracegiventohertoaccompany herhusband.Mgr.Capelreconciled husbandandwifeonSaturdaylastto theChurchoftheirancestors.

AttheManchesterCountryPolice Courtrecently,beforeMessrs.T. Dickew,,HenryLee,andJ.F.Mart, twoladies,membersoftheorderofthe LittleSistersofthePoor,werebrought upincustody,chargedwithcommitting ou°MimeundertheVagrantActon thepreviousday. TheprosecutorwasMr.W.Rayner Wood,acountrymagistrate,residing atSingletonLodge.Havingtakenhis placeouthebench,howassworn,and statedthatabouthalf-past1o'clockon Fridayafternoontheprisoners,who wereattiredinthenuns'habitinwhich theyatpresentappeared,calledathis houseandoneofthemaskedfora "littlecharity."

Cross-examinedbyMr.Addison,who Appearedfortheprisoners--Witness gatedthatheneveraskedthemwhether theyweresolicitingcharityontheir nvviibehalforonbehalfofsomechanttibiainstitution,Heaskedtheother prisonerwhohadnotspokenwhether abswasQnthesameerrand,andshe repliedthatshewas,whereuponhe MAW'themonthedimsandsaid,"

Mr.Addisoncontendedthatnooffencehadbeencommitted,andcommendinstrongtermsupontheconductof theprosecutor.Hecalledawitnessto provethattheprisonerswereconnected withtheinstitutionsatPlymouth-grove andCheetham-hillwhichsupportavery largenumberofagedandinfirmpoor. Indismissingthecase,Mr.Dickens said-Thisisaverydeplorablecase, andwerepotverymuch,indeed,that Mr.Woodshouldhavedeemedithis dutytoadoptthecoursehehasdone. Wehavenowourdutytoperform,and Ihastentodoitatonce-thatis,to dismissthecase.Sofarasmyown feelingisconcernedImaysaythatwe areexercisingoneofthehighestqualitiesofournatureinappealingfor charityfor'thosewhorequireit.

Theaccusedwerethendischarged. Counselfortheprisonersstatedthat proceedingswouldbetakenagainstMr. Wood.

Acaseillustrativeofthewell-known influenceofFreemasonryontheadministrationofjusticehasrecently occurredinConnecticut,saystheNew ZeslabdTablet.Atninisterofreligion waschargedwithmurder,andbrought beforeajusticeofthepeace,who,like himself,wasafreemason,andwas discharged.Nodoubtsucharesult mighthavecometopasswithoutany thoughtofaninfringementofjustice havingtakenplace,butinthisinstance thehon.LyndeHarrison,prosecuting officerfortheState,whohadthrownup thecaseandleftthecourt,affirmsthat hedidsobecausethemagistratewas bentondischarginghisbrothermason, nomatterbowstrongmightbethe evidenceagainsthim.11ebroughtforwardindefenceofhisconvictionthe trialoftheRev.E.K.AveryatRhode Islandin'31,whenmasonryhadhada likeilleffectonthecourseofjustice; theprisonerwasabouttobedischarged byamagistratewhowasboundtohint bythemasonictie,butanewtrialwas orderedbeforeamagistrate,-nota mason,-andhewasconvicted.

AresidentofmanyyearsinSan FranciscowritestoaMelbournejournal oftheChineseasfollows:- iTheChinesehavebeenandare

still,ablightingincubustotheres. verityofCalifornia,andwhattheyhave doneforthecountrywillberepeated hereiftheybeencouragedtocomein largenumbers.Nearlyeverytradein SanFranciscoismoreorlessaffected bytheircheaplabour.Theyhave monopolizedthemanufactureofcigars, andverynearlydonethesamewithlb* bootbusiness.Theyarealsoemployed inlargenumbersbythetailorsin gettingupready-madeclothing,sad tradeswhichforgoodreasonstheyhave notbeenabletoaccomplishhavebeen injuriouslyaffectedbytheirpresencein suchlargentubersirsthecity.Itis estimatedthatthereareabout14,000 ChineseinthecityofSanFrancisco. Bytheirmonopolyofcertaintradesthe avenuesofemploymentforthejuvenile populationhavebeencontractedwithin narrowlimits,andmanyboysandgirls whomighthavebeenemployedinthe factorieshavebeencompelledtocrowd intoothertradestosuchanextentthat fairwagescannotbemaintainedbecause oftheconsequentover-abundauteof labour.

"Whenonemannfactureradoptsthe planofemployingChinese,hedoesso inordertomateriallyreducetheexpensesofhisestablishmentbytheir cheaplabour.Afterhesucceeds,others followhisexample,andtheircompeti-tionbringsdownprices,sothatinthe endtheemployersofChineselabour arenobetteroffthanwhentheyformerly employedEuropeans.Thepublicreap theadvantageinthereducedpriceof bootsandshoes,andeveryotherarticle producedbyChineselabour,butthe storekeepersaredeprivsdofthetrade theywouldhaveifEuropeanswereemployed.Now,thetradethatmightbe doneinsupplyingthewaitsof14,000 Americanpeopleshouldamountto somethingconsiderable.TheChinese havetheirownstorekeepeis,andtheir wantsarebutfewandareeasily supplied.Theirdressisofthecheapestdescription,andtheywearnounderclothing.Intheirhomestheycrowd togetherjustaspeoplearecompelled todointhesteerageofasteamship; thereforetherenttheypayamountsto butatrifleforeachperson.Matting spreadonthefloor,oronbenchesplaced againstthewall(bunkfashion);suffice fortheirbeddingaecononodationand atableorbench,stools,andafew cookingutensils,andalittlechinaware,constitutetheirfurniture.

4.Theirdietconsistsofrice,fish, pork,andavarietyofvegetables. Livingeconomically,astheyareaccustomedtodo,theyareenabledto sendawaylargesumsofmoneytoChina byeverysteamer.

"Thereisnothinggainedintheend byanunfairreductioninwages,orby pauperisingthelabouringpeople,and thathasbeenfullyprovedinSan Francisco.Businessthereisverydull, andinallpartsofthecitythereare manyhousestolet.Propertyhas depreciatedinvaluefullyone-thirdin thittcityduringthelasttwoyears,and ninnyfreeholderscomplainthat,the taxeseatupalltheprofits.

"Withregardtothehealthofthe ChineseofSanFrancisco,ithasbeen ascertainedbythecityauthoritiesthat theimmoralityamongstthemismuch greaterinproportiontotheirnumbers thanisthecasewiththeremainderof thepopulation.Thisistheresultof theovercrowdingintheirlodginghouses,theirfilthyhabits,andtheir customofopium-smoking.Otherwise thehealthofChina-townshouldcomparefavourablywitheveryotherpartof thecity,becauseitsresidentsarenearly n11adultmales,andthelocalityison highground,andwelldrainedwith undergroundsewers.

OURreaderswillrepaemberthatsome monthsago,theEnglishPresswasfull torepletionofpiquantaccountsofthe LAMBERTINI-ANTONELLIcase,and thoughthecauseinquestion,wasone

thatwasthenthesultieetofajudicial inquiry,yetthePress,fromwhathad alreadytranspired,wasnearlyunanimousinconcluding,thattherecould belittle,ifanydoubt,whatever,asto thetruthofthechargesmadeagainst thelateCardinalANTONELLI,by MadameLAMBERTINI.MadameLAMBERnm'sstorywas,asmaybe remembered,totheeffect,thatshewas thenaturaldaughterofthelate Cardinal-thatshehadbeenrearedby him,andfinally,thatshehadbeen givenawaybyhiminmarriage,and thattoo,withanoinconsiderable dower,andunderthosecircumstances, MadameLAMBERTINIcameCorward,and claimedashareinthepropertyofthe lateCardinal.Theconsequenceof MadameLAMBERTINI'8assertions,was toaspersethenameandreputationof ANTONELLIinthefoulestmanner,and tocausethefriendsofreligion,realand poignantregret.Newspaperwriters, asis.wellknown,didnotmissthe opportunityofdescantinginno measuredtermsontherevelations madebyLAMBERTINI,andwhatevera prurientfancycouldeffecttogivea deepercoloringtoherstory,was eagerlyandgratifyinglyindulgedin. Thatmonksandpriests,couldbe numberedamongthosewhobadfallen thevictimsofhumanfrailties,wasnot somuchamatterofspecial-wonder withthenewspaperscribes,butto catchanolessdistinguishedperson thanaCardinal-andaCardinaltoo whohadoccupiedsuchaprominent positionintheeyesoftheworld"tripping"-couldnotbelightly passedoverbythatnumerousclass ofwriters,norcouldtheycontent themselvesbypointingwithscornand contempttothemisdeedsofthedisgracedCardinal,andthenallowing them,andalltheirinfamoussurroundingstopassintooblivion.Sucha coursetheycouldnot,itwouldseem, pursue.Asistoowell-known,they indulgedinthewildestassertions,the darkestinuendoeswereputforth,and thefoulestcalumniesheapedbythem onthehigherorderofclergygenerally, andonCardinalANTONELLI,in particular.Atlast,however,after alegalprocess or procedure intheItalianCourts,whichhasconsumedoverninepreciousmonths,a verdicthasbeengivenagainstMadame LAMBERTINI,andthememoryof CardinalANTONELLIclearedfr3inher scandalousimputations! Thatsuch wouldultimatelybetheresultofthe thelegalinquiry,wasthefirmopinion ofmanyeminentpersons,whowere familiarwiththelateCardinal,and who,attheveryperiodspokenofby MadameLANIBERTINI,dweltwiththe CardinaliutheVatican.Butwhat,it maybeinquired,hasthatPressdone whichsometimesincewassobusy,and soindustriousindefamingthelate Cardinal,torepairthedamageits lyinghascaused,orwhateffortshave thePressmadesincethepromulgation oftheLAMBERTINI-ANTONELLIverdict, toremovefromthepublicmind,the foulimpressionswhichtheirscandalous andfalsestoriesofANTONELLIcreated? Verily,nothing.ToaccuseaCardinal whohadgainedaworld-widereputation ofafoulcrime,andtoaspersetheclergy generally,becauseofthesupposedsinningofoneoftheirorder,!waslegitimatewithnewspaperwriters,buttobe equallyvigilantinthecauseoftruthand justice,isnotitisclear,adutyof theirs.Towritepungentpersonal articles,togivepointtoanimpuretale, andtodisseminatefarandwideafoul story,istothem,apositivedelight,ifnot anoccupationwhichaffordsthemreal gratification.That,itappears,istheir calling,andhavingwrittentoplease publictasteforthetimepassing,they scorntoquestiontoominutelythe sourcesoftheirinformation,orthe solidityofthefoundationsonwhich theirstorywasbuilt.Thelibertyofthe Pressisourboast,buttheunbridled libertyofourday,isgettingapositive evil.TothePress,nothingistooholy foritscritique,nocharactertooexalted foritscomments,andnoreputation, sosacred,thatitcannotanddoes assail.The"conductofthePress"in theLAMBERTINI-ANTONELLICase,isa painfulmanifestationofourunbridled andmuchvauntedliberty,andforces

onetoquestion'whetherthelibertyof thePressisnot,alterall,agreater curse,ratherthanarealblessingto society.AstheLANBIBRTINI-AIITOMILLIscandalisknownfarandwide, wedeemeditourduty,inthecauseof purejustice,tomakeknowntoour numerousreaders,thedecisionofthe SuperiorCourtinthistoocelebrated case.Butquantumsuf.ThejudgmentoftheItalianCourthasdisproved MadameLAMBERTINNstory,andre_movedfromthememoryofCardinal ANTONELLIthefoulestofaspersions.

THELegislativeCouncilwhichwas convenedandproroguedonthe15th ultimo,willnodoubt,benoted,when thehistoryofWesternAustralia,is written,asthe"ShortParliament." ThereadingoftheGovernor'sopening address,thetransactionofbusiness,and thespeechprorogueingtheCouncil,did notoccupyquiteanhourThatthe businesstobedoneonlyoccupiedsuch ashorttime,arose,notfromthefact thatthesinglebillplacedbeforethe House,viz.,thebilltoamendthe"Loan Actof1878,"didnotcontainmatter demandingcalmanddeliberateLegislation,butitarosesolelyfromthe circumstance,thatthefullpurportofthe proposedAmendmentBill,wasnot nearlycomprehendedbyourLegislators. Whyshouldnutthat sumdecreaseinpropottiontotheextinctionoftheprincipal?Topayfull interestonacertainsumannually, whichisbeingannuallydecreased,is whatnobusinessmanorfirmwoulddo, andwhythen,weask,shouldour Legislaturemakeprovisionsforcertain mattersorthings,whichwouldbelooked uponasabsurdandridiculousby businessmen?Supposing-anditis notanunlikelycase-somehon. memberwhoseoverdraftattheW.A. Bank,onthe1stJanuary,1877,was £6,000,foundattheendofDecember 1878interestlittherateof£10per cent.perannumhadbeenchargedon thewholeamountof£6,000,though duringthatperiodhehadpaidoff £3,000-wouldhesubmittosucha proceedingonthepartoftheBank Directors?Certainlynot.Hewould protestagainstpayingintereston capitalbehadnotinuse.Andifsuch wouldbetheconductofeveryhon. member,asitmostundoubtedlywould be,whyshouldtheytreatthecolony differentlythantheywouldthemselves individually?Thefinancialprocedure whichcommonsensepointsouttothem ascorrect,intheirindividualinstances, shouldhaveguidedthemindealing withthecolony,andsavedthemfrom theobloquyofconsentingtosucha sillypieceofLegislation,asthe "AmendedLoanAct,of1878." DowningStreetmayhavemanyfaults, butyet,ithasoftensavedthiscolony, particularlyfromthesadconsequences oftheblundersandincapacityofits rulers,andwedoubtnotthatthe DowningStreetfinancierswillsoon discoverthemazeintowhichour ColonialParliamenthashopelessly

THEREarefewthinkingmenin WesternAustralia,whowillnotendorse theopinionofMr.BROCKMAN,whoin hisaddresstohisconstituentsinGuildfordafewdayssince,declaredthat ResponsibleGovernmentwaswithus animperativenecessity.Thereisno colonistwhotakesanyrealinterestin thewelfareandprogressofhisadopted country,butmustcometoMr.BROCKMAN'Sconclusion.Achangeinour presentconstitution,is,undoubtedly,an imperativenecessity.Themanyadvantagestothecolony,thatwould followfromthecolonistsassumingthe directionandmanagementoftheirown affairs,aremanifesttoeveryone,save onlythosefewwhoaredeterminedopponentsofallchange,andhavethe mostunboundedconfidenceinthe sagacityandpoliticalforesightofHis ExcellencySirMarryORD.Weneed notinsistuponthefact,thatthecolony, commerciallyconsidered,isinanything butaflourishingcondition.Ourstaple productions,woolandtimber,&c,are notincreasing,whileourpopulationis fastandunmistakeablydiminishing, privateandpublicenterpriseiswanting ineverythingtendingtofurtherthe bestinterestsofthecolony,anddullness, inactionandlethargyisapparenteverywhere,andinallthings.Tothis lamentablestateofpublicaffairswe mustadd,thatafeelingofsupiuenesss andindifferencewouldreallyseemto haveseizedthepublicmind,andhence, toawakenthemtoatruesenseoftheir presentandprospectivecondition,isa taskindeed,ofnolitttedifficulty.Men likeMr.BROCKMAN,whohavealarge stakeinthecolonyandearnestlydesires itsonwardprogress,inayfromtimeto timehavethecourageoftheirconvictions,andendeavortoarousepublicattentiontotheprostrateconditionofthe colony,andpointoutclearlytheonly meansofsavingitfromimpendingrein, buttheresultoftheirlaudableeffortsis unfortunatelyonlytoinducethemomentarydisplayofpublicfervorinfavor ofaconstitutionalchange,toendina veryshorttime,intotalindifferenceto thingspolitical.Thatsuchucondition ofthepublicmindhasbeeninducedby thesystemoftutelageunderwhichwe havebeencontentedtolive,forsomany years,cannotbedoubted,andtoeducate thepublictoasenseoftheirpolitical :ights,aswellastoadueappreciation oftheirdutiesascolonists,is,however, difficult,mostdesirable,nay,absolutely necessary.Tothatend,theeffortsof thevariousreformassociationsthroughoutthecolony,inouropinion,should bedevoted,andwerethisdone,we anticipatethatnotonlymuchgood wouldresulttherefrom,butfurther,that thepatrioticlaborsofsuchmenasMr. BROCKMAN,wouldsoonripenintofruition.Thoughitistrue,underthe presentGovernment,moneyhasbeen raisedtoundertakepublicworks, yettoourthinking,thatisoneof thestrongestreasonswhythecolonists shouldassumethemanagementoftheir ownaffairs.Wouldnottheresponsible representativesofthepeople,bemore likelytoeconomicallyexpendthepublic fundsthanthepresentExecutive whichisbeyondpubliccontrol,and notamenabletopubliccriticism?Have wenotalreadyhadampleproofsofthe utterindifferenceoftheExecutive,as tohowthepublicmoneyisexpended? Arenotworksundertaken,contracts Made,andmoneyspent,withoutany referencetotheLegislativeCouncilthesupposed,but,alaseffeterepresentativesofthepeople?Hasnotpublic moneybeensquanderedonourrailway intheNorth,andisabouttoberecklesslyexpendedintheEast,onthe sameundertaking,withouttheconsent ofourLegislativeCouncilbeingeven solicited?True,theLegislativeCouncilhasconsentedtotheraisingof £200,000forPublicWorks,butisit notvexatious,tospytheleastofit,to taxpayers,andtocolonists,whohave longlookedtosuchexpendituretogive

anImpetustocolonialmatters,tothink thattheyhavenovoicewhateverasto themannerormodeinwhichthat £200,000istobeexpended?The Governorisnotresponsible,theExecutiveallmereadvisers.,andourLegislativeCouncilhasneitherpowernor influence.Hencethecolonyisatthe mercyofanautococraticirresponsible Executive,and,asaconsequence,its publicaffairsareinalamentableplight. Howlongthepeopleofthecolonywill remaincontentwiththeirpresentpoliticalcondition,wecannotsay,butwe mostearnestlyhope,achangemaybe speedilybroughtabout.Aswehave beforesaid,anyonehavinganyknowledgeofthepasthistoryofWestesn Australia,andviewingitspresentdepressedcondition,anditsfutureprospects,mustbeforcedtotheconclusion thatResponsibleGovernmenthasbecomean"imperativenecessity."It hasbeenabundantlyshewnthatthe presentLegislativeCouncilispowerless tocontrolthepublicfinances,cankeep nocheckontheGovernorandhisExecutive,andisunabletoproposeand carryanymeasuresthatwouldtendto advancetheprosperityofthecolony. IftheLegislativeCouncilcouldcontrol theexpenditureofthepublicmoney, isitforonemomenttobesupposed thattheywouldquietlyconsenttothe costofGovernmentbeingyearlyincreased,tonewofficesbeingcreated, simplytoextendtheExecutiveGovernment'spatronageandinfluence,-to ,anextravagantamountbeingspentper mileonourrailways,-toapositive wasteofpublicmoneyonroads,-toan annualunauthorizedexpenditureof some£10,000or£12,000,ortothe initiationofavileAsiaticsystemof Immigration?Disastrousashasbeen theworkingofourExecutiveGovernment,thereisnoquestion,thehelplessnessandimpotencyofourLegislative Council,hasnotbeenlessinimicalto thetrueinterestsofWesternAustralia. Deplorablehowever,asourpolitical conditionundoubtedlyis,wehaveyet theremedyforourevilsinourown bands,andwecertainlythink,thereare fewcoloniststohofoundwhodonot reallyandsincerelyconcurwithMr. lihockidaxinthinkingthatRaseoNSIBLEGOVERNMENTisbeyonddoubt, justnow,"animperativenecessity."

Butlittlepainseemstobefeltinthetype whichattacksnatives,orpersonswhohave livedheremanyyears,sofarasmyobservationgoes.Butthebadvarietiesofyellow feverIclassamongtheworstdiseasesIhave everseen.Wedailyseepatientsemit "blackvomit"intorrents,whichnomedical skillseemsabletocontrol.Theveryclothing ofallwhoapproachthe:suffererissaturated withthishideousvomits..Inthemore malignantcases,mortificationseemstoset inbeforelifeisextinct.Inallcasesgood nursingisindispensableconvalescenceis slow,andthedangerofrelapsebangsabout oneforweeks.MorethanhalfthedeathsI knowofareofpersonssupposedtobecured, whp.throughsomeimprudence,relapsed. Somuchforthephysicalpartbutwho candescribetheanguishofwivesparting fromhusbands,andhusbandsfromwives, parentsfromchildren,andchildrenfrom parents,brothersfrombrothersandsisters, friendsfromfriends1 Housesmaybeseen closed,everyhumanbeinginthemhaving beensweptawayasbyanoxious vapour. Dyingparentshavegivenustheirprecious babes,dyingmothershavebesoughtusfor theirbrightlittleboysandfairlittlegirls, andinnocasehavewerefusedthetrust. Youwilljudge,then,howgratefulwefeel tothosewhohaveaidedustoalleviatethe miserywhichsurroundsus. Ithasbeenoutblessedparttorelievethe sick,-tosoothetheagoniesofthedying endtoassumetheresponsibilitiesofthe dead,whenneitherrelativenorfriendwas nigh.

Thenewspapersteemwithwarnings tous,saystheNewZealandTablet, thatwemustattendtoifwehavethe feelingsofmen.Theytellushere,one day,thatsecularismandthe"science" oftheperiodaretobethesalvationof theworldonthenextwereadofa ferociousmurdercommittedincold bloodbytheveryfruitofsecularism andflowerofthe"science"ofthe period.To-day,wehear,adissertation whichproves,tothesatisfactionofthe speakeratleast,thatmoralitycanexist perfectlyanduniforml..witimutreligion; to-morrowwefindalistofexamplesof themoralityinquestion.Itrunsas follows-"Thatwasanappalling catalogueofcrimewhichwasplaced beforethenewspaperreaderyesterday (saystheN.Y.Times).TheBalston murder;thedreadfuloutrageonalady inMaine;eightchildrenmurderedand theirfatherwoundedinTexasthe mystery,pointingtomurder,onStaten Island;theNewRochellemurder; thedefalcationsinFallRicer,andofa Treasuryclerk;thearrestofaChicago jewellerysalesman,saidtohaverobbed hisemployersforsevenyears;the caseofJusticeKane,who,arraigned beforeJusticeFlannigan,clutchedthe latterbythethroatanddraggedhimto thefloor;thatofCavanagh,apolice officer,who,seizinghiscaptainbythe throat,drewarevolver,andtriedto shoothim.Norweretheseall.It usedtobecontendedthatourgreat safeguardagainstCrimewaseducation, thatourcommonschoolsystemwasour cegis..Doesitstillproveso?Doesit notmerelychangethecharacterof crime?Notonlythemenwhohave forged,defaulted,andcheatedduring thepasttenyearshavebeenfairly eddcated,butalargeproportionofthose whohavecommittedCrimesofviolence. Butegregiousfollywouldbetheironly excuse.Thefactofthematteristhat atthepresent,insteadofrelaxingthe influencethatreligionlendsindiscipliningchildren,thereispressingneedto increaseitifpossible,thereneverwasa timewhenthereweresomanyandgreat dangersbesettingthepathoftheyoung, andsecularismhasclearlyshownits owerlessnesstoguardagainstthem. Fromthemoment,now-a-days,thata childlearnstoreadhoisexposed.tothe mostdestructivedangers,andin America,thegreatlandofsecularism, theaccountsgivenofthenumberof childrenthatfallvictimstothese dangersareappalling.Takeforexamplethefollowingparagraphclipped fromapapernamedtheChristian Union,andjudgewhetherbarelylearningtoreadistohelookedupon,in truth,astheunmixedgoodwehearit toastedtobebythesecularists,who, unfortunately,havetheupperhandin NewZealand.Theparagrai..-hoccurs inalettertothenewspaperinquestion fromMr.IsraelC.Jones,SuperintendentoftheHouseofRefugeon Randall'sIsland:-"Whileitmaybe truethatothercausesthan'cheap weeklystorypapers,policegazettes, andthelike,'tendtobringboysto prison,wearejustifiedbythefactsin sayingtheseareamongthemostpowerful agenciesinjuvenilecrime.Thelargeincreaseofjuveniledelinquencyinthelast halfcenturymakesthesubjectofgreat importancetosociety,andshouldinduce earnestthoughtastoitscauseandcure. Theselow,trashypublications,with theirpictorialillustrations,comingwithin theeasyreachoftheyouth,inciteain theirmindsadesiretoenjoywhatto themappearthepleasuresofadissolute, recklesscourse,neversuspectingthe pitfallthatliesjustbeneath,untilthey are,intoomanycases,hopelessly lanneladuponacriminalcourse.Ina recentpartialexaminationoftheinmatesoftheHouseofRefuge,itwas foundthatmorethantwo-thinsiofthe boys,nearlyallthatcouldread,hadbeen inthehabitofreadingthesepublications,andhadfortnedastrongdesire forit,totheexclusionofmore-wholesomeinstructingmatter.Ifthe publishersofthesepaperscouldrealize theinjury,theyareinflictingonthe youthsofthecountrybytheirpublications,andcouldseetheconsequences thatcometomostoftheboyswhoread them,asdothosewhoarecalledtothe chargeoftheprisonsandcorrectional institutions,theywouldhesitatetocons Shineinabusiness,theeffectofwhit& istodemoralizeanddestroy."

Peoplelaydeadordyingbythe roadside,and,althoughmanywere tempted-andinmanyinstancesdidtoselltheirhopesofsalvationfora mere"messofpottage,"intheshape ofsoup,atthehandsofthosesinful creatureswhoadoptedthismeansof proselytizingthestarvingIrishfrom theirbelovedfaithwiththemoney whichwascollectedinEnglandandthe Continentfortheuniversalreliefofthe faminestrickenpopulation,still,weall knowhowthatthousandspreferred deathbystarvationratherthanforsake thegloriousfaithofSt.Patrick.And nowformystory,whichshallbe called-

Amongstthemanywhomanagedto escapefromthehorriblefamineandfind refugeinEnglandwasapoorwidow andhertwochildren-aboyandagirl. Herhusbandhadcurlysuccumbedto theravagesofthefamine,andno courseseemedopentothebereaved motherbuttoflyasquicklyaspossible fromtheplacewhere,asachild,she hadplayed.Bysomemysteriousmeans shehadscrapedtogetherthenecessary passage-money,andonodarknightshe waslandeUriendlessandutterlydestitute,intherownofLiverpool.Thence shewenttoBirkenhead,andthereit wasthat,nothavingtastedfoodfora considerabletime,shecrawledtoanold emptyhouse,completelyexhausted,and withthecriesofherstarvingchildren ringinginherears.Forherselfshe caredlittle,buttoseethesufferingsof herlittleoffspringwasagonyitself, andinavoicefilledwithalltheanguish ofadesolatemother'sheartshepressed themtoherbosomandofferedupher prayerstotheEternalFatherofthe widowandtheorphan.Ferventlythe poorwomanprayed,andbesoughtGod tosendsuccourtoherselfandher children,andthathersupplications ascendedtotheMostHighthesequel ofmystorywillprove.

ItsohappenedthattheProtestant clergymanoftheplate-anotedcontroversialistonmattersofreligion,a bigot,andamostintensehaterofour holyfaith-waspassingthehomewhere thedyingwomanlay,and,hearing moansasofapersonindeeppain issuingtherefrom,curiosityprompted himtoenter.Uponherwretchedpallet ofstrawhosawbeforehimthe emaciatedformofthestarvingwoman, andcrouchingbyhersidehertwolittle children,whosecriesonlyaddedtothe mother'ssufferings.
