(Isaias58.1.)Youeasilyunderstand, VenerableBrethren,thatWespeak ofthosemen,whoarecalledbydifferent andalmostbarbarousnames, SOCIALISTS,COMMUNISTS,ORNIHILISTS, andwho,scatteredthroughoutthe world,andclo,elyboundtogetherbya wickedcompact,nolongerseektoshelterinthedarknessofsecretmeetings, butopenlyandconfidentlycoming forthintothelight,endeavourtoaccomplishthedesigntheyhavelong sinceconceivedofdestroyingthefoundationofallcivilsociety.Theyare thosewho,astheHolyScripturestestify,"defiletheflesh,anddespise dominionandblasphemeMajesty."

(Jude1.8.)Theyrespectnothing thathasbeenwiselydecreedbyhuman andDivinelawsforthesafetyand adornmentofsociety.Tothehigher powers,towhich,accordingtothe Apostle,everysouloughttobesubject, sincetheyderivetheirauthorityfrom God,thesemenrefuseobedience,and proclaim

poisonousdoctrineswhich,beingfora longtimesownasbadseedamongthe people,havebroughtforthintheirtime thosedeadlyfruits.Youwellknow, VenerableBrethren,thatthehostile warwhichhasbeenwagedagainstthe Catholicfaithsincethesixteenthcenturybytheinnovators,andwhichhas uptothepresenttimegrownstillmore fierce,tendstothisend,that,bysetting asideallrevelationandoverturningthe

SUPERNATURALORDER, awaymightbeopenedupfortheinventions,orrather,theravingsof unaidedreason.Thiserrorwhich absurdlytakesitsnamefromreason,by whettingthedesireforrulewhichis innateinhumannature,givesfreerein topassionsofeverykind,haswidely pervaded,notonlythemindsofmen, butevensocietyitself.Henceithas cometopass,thatbywickednessofa newkind,unknowneventoPagans, governmentsareconstitutedwithout anyregardforGod,andtheorderestablishedbyHim; proclaimingthat publicauthority,itsorigin,itsgreatness,itscoercivepowercomenotfrom God,butfromthewillofthemultitude; andthepeopleinconsequence,thinking themselvesfreefromall

THEENTIRECHURCH, contendedagainsttheunholyeffortsof theseSe2taries,andparticularlyagainst thepestofSocialism.alreadyspringing fromthem.

KINGDOMOFHEAVEN

THEEQUALITYOFALLMEN inrightsandduties.Theydegradethe unionofmanandwife,abondheld sacredevenamongbarbarousnations, andtheyseverthattiebywhichthe familyisheldtogether,givingfree scopetolicentiousness.Infine,urged onbythedesireforwealth,adesire "whichistherootofallevil,which somecovetinghaveerredfromthe faith,"(1Tim.vi.10.)theyattackand assailtherightofpropertywhichhas beensanctionedbythenaturallaw,and intheheightoftheirwickedness,under pretenceofconsultingfortienecessities andsatisfyingthedesiresofallmen, theystrivetoplunderandholdincommonwhateverhasbeenacquiredeither bythetitleoflawfulinheritance,orby mentalandbodilylabourorfrugality. Theypublishtheseabsurditiesintheir meetings,theyendeavourtomakethem plausibleintheirwritings,andthey spreadthemamongthepeopleintheir countlessjournals.Whenceithascome topassthatthe

MAJESTY0?KINGS andtheirrulehavebecometheof ofsuchbattedamongtheseditious,that thewickedtraitorsimpatientofrestraint,havemorethanonce,withina shortinterval,turnedtheirarmswith impiousrashnessagainstthesupreme rulersthemselves.Andthisaudacity ofwickedmen,whichdailythreatens societywithmorefearfuldestruction, andstrikesthemindsofallwithAnxiousfear,derivesitsoriginfromthose

DIVINECONTROL, sufferthemselvestobegovernedonly bythoselawswhichtheythemselves havemadeoftheirownaccord.Supernaturaltruthsoffaitharerejectedas hostiletohumanreason,andthevery AuthorandRedeemerofthehuman racehasbylittleandlittlebeenbanished fromtheuniversities,colleges,and grammarschools,andfromthecu,toms ofpubliclife.Therewardandpunishmentofeternallifeareforgotten,and theardentdesireofhappinessisconfined withinthelimitsofourpresentexistence.Withthesedoctrinesspreadfar andwide,andwithsuchlicensein thoughtandaction,itisnomarvelthat thelowestclassofpeople,wearyofthe humblehomesandworkshops,aspireto possessthehousesandfortunesoftheir morewealthy;itisnomarvelthereis nolongerpeaceinpublicorprivate, andthatthehumanracehaswellnigh reachedhopelessruin.Butthe

SUPREMEPASTORSOFTHECHURCH, onwhomdevolvesthedutyofprotectingtheflockoftheLordfromthesnares oftheenemy,havestudiedtoremove atoncethedanger,andprovideforthe safetyofthefaithful.Nosoonerhad secretsocietiescommencedtobeformed, inwhichthegermsoftheseerrorswe havejustmentionedwerematured,than theRomanPontiffs,ClementXII., BenedictXIV.,didnothesitatetounmasktheimpiousdesignsofthesects, andtowarnthefaithfulthroughoutthe worldoftheevilswhichwerebeing secretlyconcocted.Butsincebythose, whogloriedinthenameofphilosophers, acertainunbridledlibertywasascribed toman,andastewright,astheycalled it,commencedtobefashionedandsanctionedagainstthe

Butitistobelamentedthatthoseto whomisentrustedthecareofthecornmengood,deceivedbytheschemesand terrifiedbythethreatsoftheimpious, haveevershownthemselvessuspicious andhostiletowardstheChurch,notunderstandingthattheseeffortsofthe sectarieswouldcometonought,ifthe doctrineoftheCatholicChurchandthe authorityoftheRomanPontiffswere alwaysheldinduehonor,bothbyrulers andpeoples.FortheChurchofthe LivingGod,whichis"thepillarand groundoftruth,"(1.Tim.iii.15)deliversthosedoctrinesbywhichthorough provisionismadeforthe SAFETYANDPEACEOFSOCIETY andthedestructivescionofsocialismis tomnupfromtheroots. ForalthoughtheSocialistsabusing theveryGospelitself,inorderto deceivetheunwary,arewonttodistort itsoastoconfirmtheiropinions,nevertheless,sogreatisthediscrepancy betweentheirdegradeddoctrinesand themostholyteachingofChristthat nogreatercanexist,"forwhatparticipationbathjusticewithinjustice,or whatfellowshiphathlightwithdarkness,"(IICor.vi.14).Thesemen, forsooth,areneverdonesaying,aswe haveintimated,thatallmenareby natureequal,andaccordinglymaintain thatneitherhonornorreverenceisdue tomajesty,norobediencetolaws,unless,perhaps,tothosemadetotheirown liking.Whereas,onthecontrary, accordingto

itselfHewishedthatthechoirsof angelsshouldbedistinct,andsubject onetoanother;andasalsoIlehasinstitutedintheChurchvariousdegrees ofranksanddiversityoforders,sothat allshouldnotheapostles,norall doctors,norallpastors,soalsohehas appointedthatincivilsocietythere shouldbemanyranksdifferingin dignity,rights,andpower,inorderthat theStateandtheChurchshouldbeone body,embracingmanymembers,some noblerthanothers,butallnecessaryto oneanother,andequallysolicitousfor thecommongood.Butthat,furthermore,therulersofthepeoplemayuse timepowergiventothemuntoedification,andnotuntodestruction,the ChurchofChristmostopportunelyputs princesalsoinmindoftheseverityof theSupremeJudge,and,usingthe wordsofDivinewisdom,criesoutto allinthenameGod"Giveearyou thatrulepeopleandthatpleaseyour. selvesinmultitudesofnations,for powerisgivenyoubytheLord,and strengthbytheMostHigh,whowill examineyourwordsandsearchyour thoughts" foramore

SEVEREJUDGMENT

NATURALANDDIVINELAW, PopePiusVI.,ofhappymemory,immediatelypointedoutinhispublic documentsthewickedtendencyandfalsehoodofthesedoctrines,andatthesame timebyhisApostolicforesightforetold thedisasterstowhichthepeople,in theirsaddelusion,wouldbehurried along.

But,asnevertheless,nocautionofa sufficientlyefficaciouskindwastaken topreventthosepernicioustenetsfrom beingincorporatedwiththepublicenactmentaofstates,PiusVU.and1.4w

THEDOCTRINEOFTHEGOSPEL, theequalityofmencomestothis,that havingthesamenatureallarecalledto themostexalteddignityofthechildren ofGod,andthatallhavingtheoneend, eachistobejudgedbythesamelaw, andistoobtainpunishmentorreward accordingtohisdesert.However, theinequalityofrightsandpowercome fromthesameAuthorofNature"of whomallpaternityinHeavenantiearth isnamed,"(Epp.iii.1,5).Inthisway themindsofprincesandsubjectsareso boundtogetherbymutualdutiesand rights,accordingtoCatholicdoctrine andprinciples,thatthepassionfor powerischeckedandobediencebecomes easy,lasting,andennobling.Infact, theChurchc,nstantlyinculcatesonlien subjectstheApostolicinjunction "thereisnopowerbutfromGod,and thosethatare,areordainedofGod, therefore,hethatresisteththepower, resisteththeordinanceofGod.And theythatresistpurchasetothemselves damnation,"andafterwardsbecommandsthatthey"besubjectof necessity,notonlyforwrath,butalso forconsciencesake,"andthatthey "rendertoallmentheirdue,tributeto whomtribute,customtowhomcustom, feartowhomfear,honortowhom honor."(Rom.ail.)SinceHethat hascreatedandgovernsallthingshas byHiswiseprovidenceorderedthat whatislowestbywhatisintermediate, andwhatisintermediatebywhatis highest,shouldrespectivelyarriveat theirend.ForISinthe

shallbeforthemthatbearrule" forGodwillnotacceptanyman's person,neitherwillhestandinaweof anyman'sgreatness,forhemadethe littleandthegreat,andliehadequally careofall,butagreaterpunishmentis readyforthemoremighty."(Wisdom vi.)If,however,itsometimeshappens thatthepublicauthorityisexercised withoutorderordiscretion,thedoctrine oftheChoichdoesnotallowinsurrectionN,aiiistitbyprivateaction,lest orderandpeaceshouldbemoreand moredisturbed,andsocietyshould sufferagreaterinjurytherefrom;and whenthingshavecometosuchapass thatnohopeofsafetybeams,sheteaches thataremedyroustbesoughtthrough themeritsofChristianpatienceandby urgentprayerstoGod.ButifthedecreesofLegislatorsorprincessanction anythingrepugnanttotheDivineor naturallaw,thedignityanddutyofthe Chiistianname,nolessthanthewords oftheApostels,tellsusthatweought ratherobeyGodthanmen.(Actsv.29.)

THEFAMILY alsowhichisthefoundationofevery stateandkingdom,necessarilyfeelsand experiencesthesavingpowerofthe Church,whichredoundstothemore orderlygovernmentandpreservationof civilsociety,Foryouareaware, VenerableBrethren,thataccordingto theobligationofthenaturallaw,the rightstateofthefamilydependsaltogetherontheindissolubleunionofroan andwife,andiscompletedbythereciprocalrightsanddutiesofparentsand children,andmastersandservants. Youarealsoawarethatitisalmostentirelybrokenupbytheteachingsof socialism,sincehavinglostthatfirmness whichitderivesfromthesacramentof marriage,thepowerofthefatherover hischildren,andthedutiesofchildren towardstheirptrentsareinaverygreat 'measurerelaxed;whereasonthecontrary,snort-lyehonorableinallrespects (ifeb.xiii.),which,intheverybeginningoftheworld,GodHimselfinstituted forthepropagationandconservationof thehumanrace,anddeclaredindissoluble,hasintheChurchbecomemore firmandholythroughChrist,whoconferredonitthedignityofasacrament, andwishedtorepresentHisunionwith theChurch.Accordinglyiuthewords oftheApostle,asChristisbeadofthe Church,soisthemanthebeadofthe wernan,.andastheChurchissubjectto

Christ,whoembraeesitwiththemost holyandlistinglove,sotoo,women shouldbesubjecttotheirhusbands, deservingfromtheminturnfaithful andconstantaffection.Inlikemanner

THECHURCH regulatesthepoweroffatherandmasterinsuchamannerastokeepchildren anti whileservantswithinthepathofduty, neverthelessitshouldnotgrowto excess,for,accordingtoCatholicteaching,itistheauthorityofourHeavenly 'FatherandLordthatcomesto,andresidesinparentsandtoasters,andthis authority,accordingly,deriiesfrom Himnotonlyitsoriginandforce,but alsoitsnatureandcharacter.Hence theApostleexhortsallchildrentoobey theirparentsintheLord,andto "honortheirfatherandtheirmother," whichisthefirstcommandmentwith apromise;andtoparentshecommands "Andyou,fathers,provokenotyour childrentoanger,betbringthemupin thedisciplineandcorrectionofthe Lord;"andagaintoservantsandmastersbythesameApostle,a

DIVINEPRECEPT isproposedthatthey"beobedientto themthataretheirlordsaccordingto thefleshastoChrist* *with agoodwillservingastheLord* * whereasletmastersforbearthreats, knowingthattheLordofallisinHeaven,andthereisnorespectofpersons withhim."(Ephes.vi.)Andifall thesethingsbediligentlyobservedaccordingtotheDivinewillbythoseto whomitappertains,everyfamilywould certainlyrepresenttheimageofthe heavenlyhome,andthepreciousbenefitsfollowingwouldnotbeconfined withinthedomesticwalls,butwould mostabundantlydiffusethemselves throughStatesaswell.Catholicwisdom,supportedbythepreceptsofthe naturallaws,admirablyprovidesfor publicand

DOMESTICTRANQUILITY, bythosethingsalsowhichshefeelsand teachesregardingtherightofproperty andthedivisionofgoodswhichhave beenprovidedforthenecessitiesand conveniencesoflife.Forwhereasthe Socialiststraducetherightofproperty asahumaninventionandrepugnantto thenaturalequalityofmen,andby desiringacommunityofgoods,suppose thatpove,tyshouldnotbepeacefully borne,andthatthepossessionsandjust rightsofthewealthycanbeviolated withimpunitymuchmorewiselyand usefullydoestheChurch,takinginto accountthenaturaldiversityofmenas regardstheirabilitiesofmindandbody, recogniseamongstmenaninequalityin thepessessionofgoodsalso;andcommandsthattherightofpropertyand dominion,whichhavetheirfoundation innatureitself,shouldbeleftintact andinviolate;forsheknowsthat

andrapinearesoforbiddenbyGod,the AuthorandAvengerofeveryright,as tomakeitunlawfuleventocovetwhat belongstoanother,andthatrobbersand plunderers,nolessthanadulterersand idolators,areexcludedfiorrtheKingdom ofHeaven.Nordoessheonthisaccount neglecttakingcareofthepoor,nor, affectionatemotherassheis,doesshe omitprovidingfortheirnecessities.On thecontrary,embracingthemwith maternalaffection,andwellknowthey representthepersonChristHimself, WhoaceountsasdonetoHimselfwhateverbenefitisconferredontheleastof thepoor,sitegreatlyhonorsthemand relievesthemineverypossibleway; sheprocurestheerectionofasylumsand hospitalseverywheretoshelterthem,to feedandcarethem,andtakesthese institutionsunderherownpatronage. Bythemostbindingprecept,sheurges therichtogivetheirsuperfluitiesto thepoor,andthreatensthemwiththe Divinejudgmentbywhichtheyshall becondemnedtoeternaltormentsif theydonotsuccorthedistressofthe poor.Infineshegreatlyconsolesand comfortsthepoor,bothbypointingout tothemtheexampleofChrist,"who, whenhewasrichbecamepoorforour sakes,"(Cog,viii,9),andbyrecalling

0theirminds'HiswordsbywhichBe pronouncedthepoorblessed,andordered themiohopefortherewardsofeternal happiness.Now,whoisitthatdoes notseethatthisisthebestwayofsettlingthismost

INVETERATESTRIFE betweenrichandpoor?forastheevidence itselfoffactsandthingsdemonstrates,when thiswayiseitherrejectedormadelightof, oneorotheroftwothingsmustnecessarily happeneitherthegreatestpartwillfall intoabjectslavery,whichforalongtime prevailedamongpagannations;orhuman societymustbeagitatedwithconstantcornmotions,andbemadeapreytorapineand robberiesasunhappily,hashappenedt000ften withinourowntimes.

Suchbeingthecase,VenerableBrethren, We,townomisentrustedthegovernmentof theChurch,asfromthebeginning,wehave pointedouttopeoplesandrulerstossed aboutby

THEFURYOFTHESTORM, thehaveninwhichtheymightfindsecurity, sonow,movedbytheextremedangerthat threatens,weagainliftuptothemOur Apostolicvoice,andearnestlyimplorethem, bothfortheirownandthepeople'ssafety,to receiveastheirteacher,andtohearthat Churchwhichhasmeritedsowellofthe nationsfortheprosperitytheyenjoy,sothat theymayclearlyunderstandthatthe principlesofgovernmentandreligionare boundtogetherinsuchawayasthatwhateveristakenfromreligionissubtractedalso fromtheloyaltyofsubjectsandfromthe majestyofrule.Andastheyshouldbe awarethattheChurchofChristhassuch powertoremove

THEPLAGUEorSOCIALISM

asisnottobefoundeitherinhumanlaws, norintherestraintsofmagistrates,norin thearmsofsoldiers,lettheChurchatlength enjoysuchastatusandlibertyasmayenable hertoexerciseherall-savingpowerforthe well-beingoftheentirehumanrace. Butdoyou,VenerableBrethren,knowing theoriginandnatureoftheevilswhichare fallinguponus,striveforthiswithallthe powerofmindandalltheenergyyoucommandthattheCatholicdoctrinebeplanted anddeeplyrootedinthemindsofall.Make ityouranxiouscarethatevenfromtheir tenderyearsallmaybeaccustomedtolove God,andvenerateHisholyname,todo homageto ofprinces,andtheir laws,torestraintheirdesiresanddiligently observetheorderestablishedbyGod,both incivilanddomesticsociety.Furthermore, youshouldlabourthatthechildrenofthe CatholicChurchdonotdare,inanyway, eithertoenrolthemselvesortofavourin anywaythis ABOMINABLESECT.

Stillfarther,letthemshowbytheir worthyactionsandgoodliveshowwelland happilyhumansocietywouldbeestablished ifallitsmemberssignalizedthemselvesby virtueandgoodworks.

Finally,asthefollowersofSocialismare chieflyfoundamonglabourersandtradesmen, andthosewho,perchance,beingtiredof workareeasilyledbythehopeofriches, andthepromiseofgoods;itseemsopportunetoencouragesocietiesamongmechanics andlabourerswhich,establishedunderthe protectionofreligion,maymakealltheir associatescontentedwiththeirlotand patientoflabour,andmayinducethemto leadquiteandpeacefullives.

MayHe,towhomweshouldrefer THEBEGINNINGANDEND

ofallgood,beporpitiousourundertakings.Fortherest,theveryrecurrenceof thosedaysinwhichWecelebratetheannual solemnityofthebirthofOurLordgivesus hopeofmostpromptassistance;forJesus Christcommandsustohopeforthatnew salvationwhichHeatHisbirthbroughtto theearthalreadygrownold,andfalleninto anabyssofevilsandHehaspromisedto giveusalsothatpeacewhichHethen, throughHisangels,announceduntomen "ForthehandoftheLordisnotshortened thatitcannonsave,neitherisHisearheavy thatHecannothear."(Isislix.l). ThereisaManoverwhosetomblove stillkeepsguard;thereisaMan whosepulchreisnotonlyglorious,as waspredictedbytheprophet,buteven beloved.ThereisaManwhoseashes, aftereighteencenturies,havenotyet growncold,whoiseverydaybornanew inthememoryofcountlessmultitudes, whoisvisitinhistombbyshepherds andbykings,whovieonewithanother inofferinghimtheirhomage.There isaManwhosestopsarecontinually beingtracked,andwho,withdrawnaslie isfromourbodilyeyes,isstilldiscerned bythosewhounweariedlyhauntthe spotswhereheoncesojonrned,and seekhimonhisMother'sknees,bythe bordersofthelake,onthemountaintop,inthesecretpathsamongthevalleys,undertheshadowoftheolive trees,orinthesilenceofthedesert. "Ineveryfamily,"saysRightRev. BishopM'Quaidinarecentpastoral, "thereshouldbeatleastonenewspaper,soundinprinciples,inteachings, insympathywiththeChurch'swork, whichwillbeanassistanttothepastor propagatingaknowledgeofthedivine truths.AgoodCatholicnewspaper keepsup,duringtheweek,thepastor's SundayworkofpreachingtheGospel, andisabletotreatofsubjectsgoodfor theparishionerstobefamiliarwith, butwhichcannotbetouchedoninthe shortsermonofthepastor.Manyof thesesubjects,too,nomatterhowimportantanduseful,wouldbeoutof placeinasermon.

Incommentingupontheconversion ofoneofthemostnotedoftheEnglish Ritualists,Mr.OrbyShipley,whowas baptized,withhiswife,onOctober26, byMgr.Capel,oneofthedailypapers reflectedthatallconvertshadnotthe lucktopersuadetheirwivestotakethis stepintheircompany.There,forinstance,itremarked,wastheMarchionessofRipon,whohadwithstoodall temptationofthissort,andwho, althoughshebadaccompaniedher husbandtoRome,andevenreceiveda benedictionfromPiusIX.,wasstillas staunchlyProtestantasever.Only latelyshehadbuiltatherowncosta handsomechurch,andpresenteditto theProtestantBishopofRipon.The verynextdayafterthesewordswere publishedcamethenewsthatthe MarchionessofRiponhadalsobeen baptized,havingreceivedthatsacramentatthehandsoftheJesuitFather HenryColeridge,onOctober28,the feastoftheApostles,SS.Simonand Jude,

AnewillustrationofthetolerantcharacteroftheHolyOrthodoxChurch,as establishedinRussia,isfurnishedlay someoftheGermanpaperslastweek. Hesaidthattheyweremettogetherin connectionwithaninstitutionwhichhadfor itsobjectthegivingofafullandcomplete Catholiceducationofthehigherkindtothe studentsgatheredwithinitswalls;and, whenliesaidfullandcomplete,hemeantan educationembracingasfaraspossiblethe wholecircleofknowledgewhichcouldbe taughttoyouthsoftheageofthosewho frequentedthecollege,andbuilt,aboveail, uponreligionasthetruefoundationofall humanknowledge(applause).Attemptsat studywhichexcludedthetruthsofreligion mustbeimperfectandmisleading,andto discardthosetruthswassimplytocutknowledgeinhalf,anddeliberatelyshutourselves outfromthestudyofthatspiritualworld withinandwithout,ofwhichthefactswere, tosaytheleast,asrealandactualasthose ofthephysicalworld(applause).Inthe studyofphilosophy,forinstance,fromhow manyneedlessquestioningsandfatalerrors wouldnothebepreservedwhopossesseda Arnefaithinthefreedomofmanwill,of whichtheCatholic(.1turchwasinthepresent daytheforemostandmostcourageouschampionandwhichformedtheonlybasisof morality,andtheonlysecureandsolid foundationofpoliticalliberty(applause). Lookingatthematterpurelyasaquestion ofeducationinthehighestandtruestsense oftheword,Catholicparentswerefully justifiedintheirdesiretosendtheirchildren toinstitutionswhichpossessedadistinctly Catholiccharacter(applause).Inspeaking ofthenecessityinthesedaysofawideand solideducation,hislordshipsaidthatthedemandforeducationinthepracticalbusiness oflifewasnowsomuchgreaterthatno parentwhohadevenhischild'sworldlyinterestsatheartwasjustifiedinneglectingto providehimwithit(applause).Butcould itbesaidthatparentsgenerallythroughout thecountrywerealivetothistruth? Elevenyearsago,accordingtothereportof thecommissionersappointedtoinquireinto theendowedschoolsofthecountry,it certainlywasnotso.Sincethen,however, manyeffortshasbeenmadeinalldirections toextendandimprovethemeansofeducation.Inprimaryeducationagreatwork hadbeenaccomplished,andwasstillinprogressbutthequestionwhichconcerned themespeciallywaswhetherthesecondary schoolshadreachedanequallyhighstandard, andwereequallyappreciatedbythosefor whosebenefittheywereintended.Speaking generallyofsecondaryschoolsthroughout thecountry,hedidnotthink,itcouldbe saidwithtruththattheywereyetinthat position.Greatimprovementshadtaken place,butliefearedthatitstillremainedthe factthatmanyparentshadnotawokefrom thelethargyandindifferencedescribedin thereportoftheRoyalCommissiononEndowedSchools(hear,andapplause).The lawcouldforceparentstogivetheirchildren simplyelementaryeducation,butitcouldnot domore.Yet,ifthelawoughtnottocompelparentswhowereabletodosotogive theirchildrenahighereducationthanthat oftheelementaryschool,werethereno otherconsiderationsmoreurgentthateven compulsion,whichshouldleadthemfaithfullytofulfilthisimperativeduty?(applause).Primaryeducationwas,eshe hadsaid,improvingeveryday,andtheworking(Imeswereavailingthemselvesofit moreandmore.Hecouldnotbutfeelthat itdeservedtobeveryseriouslyconsidered bythosewhobelongedtothemiddle,andhe believedliemighttrulysaytotheprofessionalclasses,whetherinthisstateofthings therewasnotaprobabilitythat,unlessthey lookedveryearnestlytothismatterofeducation,thechildrenoftheworkingclasses mightdaybyday,moreandmore,passby theirchildrenintherace,andpushthemout ofthepositionswhichitwouldbenatural

theyshouldtill(applause).Timisquestion was,asitseemedtohim,oneofgraveand pressingimportance(hear,hear).Letthem everrememberthatforEnglishCatholicsin thesetimesthenecessityandthedutyof educationwereamongthemosturgentwhich werelaiduponthem(applause).Inconclusion,hislordshipaddressedafewwordsto thestudentsofthecollege,andremarked thattruepatriotismconsisted,notina vulgarlustforincreaseofterritoryormore extensionofdominion,butinadeepand earnestdesirethattimecourseofourcountry shouldeverhemarkedbytimepurestloveof justiceandthemostscrupulousgoodfaith (loudapplause).Theyshouldcherishasthe mostpreciousoftheirpoliticalpossessions thatwiseandwell-orderedfreedomwhich theirforefatherswonforthem,andwhichit shouldeverbe,theirwatchfulcaretohand downtotheirchildrenunimpairedandundiminished(greatapplause).

Weannounceto-daywithdeepand mostsincereregretthedeathofthe MostRev.JamesMcDevitt,thehonored andwell-belovedbishopoftheancient seeofRaphoe.Themournfulintelligencewillcomeuponmany,asitcame uponus,withappallingsuddenness,for itseemedbutashorttimeagosincehis lordshipwasgivingevidencesofhis accustomedzeal,andmorethanordinary promiseofalong,aprosperous,anda fruitfulepiscopate.Richastherollof theIrishprelacyhasbeen,andasitis, inmenofgreatheartsandwilling minds,itnevercouldboastofonewith alargerspiritofkindlinessandareadier willtodoallthathisloftyofficerequired,thantimegentle,generous,and unassumingbishopwhohasjustpassed tohisrewardfromamongstapeople andfromaspotthatweredeartohis soulastheveryappleofhiseye. Donegal-classic,historic,andpicturesqueDonegal-thecloister-laudofthe FourMasters,andthenestlingplaces ofmemoriesthatarosacredtothe CatholicheartofIreland-hasnever giventotheIrishChurchatruer,a moreloyal,oramoredevotedsonthan thatlatestofitsbishopswhoclosedhis toobriefcareeronSundayightinthe GlentiesofhisnativeDonegal.Dr. McDevitthadbarelyattainedLisfiftieth year,andhadreachedtoonlyhis seventhyearintheIrishprelacy.He wasborn,aswehavesaid,inDonegal, andspentinitthebestyearsofhislife. HewaseducatedintheDiocesanSeminaryofRaphoe,andpassedfromthatto theCollegeofMaynooth,whichho enteredintheyear1850.Hiscollege course,ifnotabrilliantone,wasmarked bydiligenceandbyconsiderablesuccesses,andwassosatisfactorythatat itsclosehereceived,ifwemistakenot, therewardofasappointmenttothe Dunboyneestablishment.Asastudent hewasheldinthehighestestimationby hissuperiorsandprofessors,andwon withoutaneffortthetrust,esteem,and affectionofallhiscomrades. He wastheverysoulofhonorandgeniality,andhiswordwasalawin thelittlecouncilsofhisfellow-students. Tothese,andparticularlytothoseof themwhoknewhimthemostintimately, andwithwhomthelovingrelationships ofcollegelifewerereligiouslypreserved,lmisdeathwillbeagrievous blow,andtheywillfeelthatoneofthe oldlinksoftimeoldtimehasbeentoo suddenlysnappedasunder.From MaynoothhepassedtotheCollegeof AllHallows,atDrumcondra,andthere devotedhisfineabilitiesandhisgreat knowledgetotheholyworkoftraining IrishpriestsforpreachingtheGospel tothenationsthatstillsitindarkness andintheshadesofdeath.Hiswork inAllHallowsisoneoftheblessed memoriesoftheplace,anditwillbelong beforethetraditionsofthelifeandlabors ofFatherMcDevittfadeawayfromout itsrecords.HewaspeacefullypursuinghisteachinginAllHallows,when, in1871,hewassummonedbytleHoly Seetotakeintohishandsthepastoral staffofSt.EunanofRaphoe.Theold seehamlbeenjustleftvacantbythe transferencefromittotheprimatialSee ofArmaghofonewhosehearthadbeen houndupinbondsofgoldenlovewith Donegalandallitsbelongingsfromthe momentofhisbirth,andwhomusthave feltthepartingasbitterlyasthoughit hadbeentheveryrendingofhislife.

AcongenialsuccessortotheMostRev. DanielMcGettiganwasfoundinthe holybuthumbleprofessorofAll Hallows,andintheMostRev.James McDevittthepeopleofDonegalreceived aprelatewhosecomingmadethem almostforgettheprelatetheyhadlost. Fortheeightyearsofhisepiscopate Dr.McDevitthaslaboredforhisflock withatrulysplendiddevotedness,and hasparticipatedwiththeheartofan Irishbishopineveryjoyandinevery sorrowthat,fromhisconsecrationto hisdeath,hasfallenonthecountryand onthepeopletowhomhewassowarmly attached.Thereiswailingforhim to-dayinthewildsandonthehillsof holyandhistoricDonegal,andthereis notaspotinthislandofourswherehis nameandhisworthwereknownthat themourningofhischildrenwillnot meetwithasympatheticecho.Agreat bishop,agenuineIrishman,aconstant amidalarge-heartedfriendhaspassed away;andinthepersonofDr.James McDevittourpooroldcountryhaslost asonwhom,atthisjuncture,shecan badlyspare.

Inwhatpathofvictoryhasnotan Irishhandcarriedforwardamongthe foremosttimebannerofourunion? TheCentralorganizationinRome forcarryingtheGospeltotheendsof' theworld,iscalledthe"Congregation dePropagandaFide."Whatisgenerallyknownasthe"Societyforthe PropagationoftheFaith"isperfectly distinct.ThisSocietyisofrecent date;itoriginatedinLyons,andisentirelydevotedtothecollectionofalms fromthefaithful,toaidthematerial wantsofforeignmissions.ThePropagandainRomeformedtheseMissions, snppliesthemwithBishopsandPriests, regulatesallquestionsoffaith,dicipline,andmorals,prescribesthelimitsof VicariateDiocesesandParishes,hears appeals,andadjudicatesuponalldifficultieswhichmayarisebetweenpastors andpeople,overwhomithasunlimited

jurisdiction.ThePopeisitshead,its rule,itsguide.Underitspresent form,ithasexistedonlysince1622; butincharacteristicsandnature,itis alegitimatedevelopmentofRome's solicitudeforallthechurches.The divinecommissiontoteachallnations mostendureuntotheendoftime. InthecommencementoftheChurch, theApostlesdistributedthewordof Faithfarandwide.Tothemsucceeded individualsfromamongtheconverted peoples,whoseministryreachedcontiguouscountries;butverysoondiversitiesofnationality,andlanguage,and customsthrewupabarrierwhichseparatedthePaganfromtheChristian,as formerlytheJewfromtheGentile,and checkedthecontinuouslateralextension oftheTruth.

Asundertheimperialswayofancient Rome,theEmperorandtheSenatewere thecentreandsourceofallpower,so thatneitherconquestcouldbeattempted,norchangesaffected,norlaws madevalid,withoutadecreeemanating fromRome,so,underthespiritualregime,inthesamecentre,thePope, withhisCouncil,haseverbeenthe fountain-headoflifeandlighttothe nationswhichsatindarknessandin theshadowofdeath.Formanyages thePopesselected,fromamongthe Romanclergy,devotedandlearned menfortheworkofforeignmissions. Theyweredespatched,withafewcompanions,topagannations,thewordof truth,meekness,andtheblessingof Peterbeingtheironlyoutfit.When progresswasmadeinthefaith,Neophytesbecameapostles,andtheconvertedpeoplewererankedamongthe Christiancommunity,independentof externalaid.Theyfoundedcolleges, seminaries,andmonastichouses,and diffusedtherichesoftheirnewcivilizationamongtheirneighbours.ThusSt. PatrickevangelizedIreland,andhis saintlysonsgavereligiontoScotland andNorthumbria.St.Augustine,a Romanmonk,savedthesaxonand Boniface,ingratitude,carriedthe CatholicFaithtoGermany.Sometimesaking,whohadreceivedthe lightoffaith,becametheapostleofhis people,andeitherappliedtoRome directly,ortosomeneighbouringcommunity,forpastorstoinitiatethegood work.InthiswayEuropeenteredthe foldofChrist;eachcountryhadits owninternalorganization,whichis calledahierarchy,inunionwithRome filiallydependentuponthePopeas headinmattersofteaching,butotherwiserequiringnoaidforthepreservationordevelopmentofitsspirituallife.

Inthemiddleagesthegreatreligions ordersofSt.DominicandSt.Francis, becametherightbandoftheChurchin propagatingtheGospelindistantlands, andbymeansoftheirownorganisation keptupanunbrokencommunication withRome.Thissystemworkedwell foratime;butwhenthedarkdaysof heresycloudedthefairfaceofEurope; whentheTurkspersecutedanddisembodiedallreligiouscommunitiesof Christians;whenSouthernAfrica, America,andtheIndies,wereadded withtheirteemingpopulationsofinfidels totheworld,thedivinecommissionto teachallnationsacquiredanewforce, andtheChurchhadneedofhelpers morecompletelyunderhercontrol. TheresultwasthecreationofthePropagandainRome,byGregoryXV.in 1622.ThePontificalideacomprised thefoundation,onapermanentfooting, ofacongregationtodirectthe workofthemissionsofacollege toeducatemissionersfortheconversion oftheinfidel;andofaprintingpress whichshouldsupplybooksforthe workineverylanguageoftheworld. Catholicgenerositywasnotwantingto giveeffecttothisnobleconceptionA Spanishprelate,Mgr.Vives,bequeathed hispalaceinRome,andallhisgoods totheworkCardinalAbda,gave 100.000dollars CardinalSpinola, 90,000dollars;InnocentXII.,150,000; ClementXII.,70,000dollarsingold. PopeUrbanVIII.,whoisjustlyconsideredthesecondfounderofthePropaganda,rebuiltthepalace,aadwith ampleendowmentssecuredtotheworld thisnurseryofzealandapostleship. Twoothersourcesofrevenueareguar. anteedtotheCollege,byBull,forever. Theoneis"the,rightofthe.ring,"

whichmeansthateverynewCardinal uponhiscreationmustpaytothecollege600dollars.Theotheriscalled the"spoils,"whichmeansthatduring thevacancyofanEpiscopalsaeor Abbacy,therevenue,insteadofaccumulatingforthenextincumbent,arepaid overtothefundforpropagatingthe faithinremotecountries.Inthese daysofsuppressionandchurchrobbery, however,theincomefromthissourceis precarious,forfreebootingkingsand hungryministersinstead,growfaton the"spoils"ofthepagan.

TheCONGREGATIONofthePropagandaembracesinitssolicitudethefive partsoftheglobe.Ittransactsthe business,andhasunderitsimmediate controlthebishopsandpriestsofevery country,exceptSpain,France,Italy, Belgium,Austria,BavariaandPortugal.

Therehavebeenthirty-ninegeneral secretariesthepresentoneMgr. Agnozziwasformerlyinternuncioto theSwissConfederation;heisasmall man,butofgreatprudenceandability. Hisapartmentsarelikewiseinthe building,inorderthathemaybeon thespotforthetransactionofbusiness withtheBishopsoftheworld,ofwhom thereareeversomeintheEternal City.

Inthesameblock,thoughquite separatedfromtheofficesofthecongregation,istheCOLLEGE,thenurseryor seminaryinwhichyouthfullevitesare rearedandperfectedformissionarylife. Theyformamotleygroupofabout113 youngmenfromeveryclimeunder heaven.Somearebutbuttofabout fourteenyears,tenderplantsfromthe oldgreyshoresofNorway,somefrom theburningsandsofEthiopia,black andcrispasnegroes,othershailfrom thecradle-landoftruth,fromMesopotamiaandSyria,manymorefromthe TurkishprovincesinEurope,from Greece,fromAmerica,andIllyria,but mostofallarethegay,staunch,intrepid childrenofSt.Patrick,whohaveenteredPropagandatodedicatethemselves totheforeignmissions,toliveanddie, whereverthewillofGodmaysend them.Thelanguageofthehouseis Italianwhichallspeakwithfluency;in theschoolsonlyLatinisheard,while atstatedhours,daily,greatattentionis paidtothelanguageinwhichhersafter theyouthfulapostleswillhavetoannouncetheWord.InitscommencementthegoveinateettoftheCollege

wasconfidedtoatriumverateofcan:-,na fromtheLateran,Liberian,andVatican basilicasinRome.Tothesesucceeded theorderofTheatines;thensecular priestsruledasrectors,downtothe FrenchRevolution.In1798the Collegewasclosed,itsfundsbecame paytoFrenchsoldiers,itsbcoksand archivesbeddingforFrenchhorses,and allthatwasmostpreciouswastransplantedtoParis.JesuitFathershad chargeofitsoonafteritsre-opening untilthesecondrevolutionin1848.
