DEARLYBELOVED,-ThelateEuropeanCatholicpapersbroughtus thepleasantnewsthatourMostHoly FatherPopeLeoXIII.,ontheapproach oftheanniversaryofhiselectiontothe PontificalThrone,followingtheexampleofhispredecessorsaccordingto ancientusageoftheRomanChurch, issuedonthe15thdayFebruary ApostolicalLetters,bywhichhegrants aUniversalJubileetothewholeCatholicworld.Wegladlycommunicateto youthesegoodtidings.

Thespecialobjectwhichhis Holinesshasinviewistomovethe faithfulthroughouttheworldtospecial prayers,goodworks,andalms-deeds,to obtainthedivinegraceandthatheavenly aidofwhichtheChurchstandsinso muchneed.Thetimeappointedby theholyFatherforthegainingofthe .JubileeisfromthefirstSundayinLent, the211,1dayofMarchlast,tothefirst dayofJune,whichwillbeWhitsunday.

Althoughwehavenotreceivedyet anauthenticatedcopyoftheApostolic Letters;nevertheless,asthetimefixed forthegainingoftheJubileeisgetting short,wehastentoletyouknowthe conditionsprescribedbyhisholiness.

lst.-TovisitsixtimestheChurch ofeachone'sdistrict,andthere pourforthyourpiousprayersto Godforsomespaceoftimeforthe prosperityandexaltationofthe CatholicChurch,andoftheApostelicSee,fortheextirpationof heresies,andtheconversionofall whoareinerror,fortheconcordof christianprinces,andforthepeace andunityofallthefaithfulpeople, andforhisHoliness'ownintention.

2nd.-Tofastonceduringtheabove namedtime,usingonlyabstinence food,(vulgarlycalledblackfast), besidestheeveofWhitsunday generallyprescribedbytheChurch.

4th.-Togivesomealmstothepoor, orinaidofsomepiouswork,as maybesuggestedbythepietyof each.

Withregardtothelastcondition, viz:togivesomealmstothepoor,or inaidofsomepiouswork;although hisHolinessleavesittothediscretion ofeachindividual,neverthelesswewish todrawtheattentionofourfaithful peoplethat,(consideringthefrequentcalls madeuponthemtocontributetothe buildingofChurchesandschool-houses, andtothesupportoftheOrphanages), wehadreluctantlyabstainedtillnow fromexhortingthemtofollowtheexampleoftheCatholicsoftheother AustralianColonieswhohavesentsums ofmoneytothesupportoftheHoly See,andreliefofourpresentHoly Father,principallywhenweknowthat hehasbeenrobbedofhistemporalproperty,thattheexpensesoftheHoly Seearedailyincreasing,andthatHe mustbesupportedbytheofferingsof thefaithful.Nowtherefore,consideringtheconditionofthemajorityof ourpeoplewhoarepoor,wothinkwe maybeexcusedinapplyingthealms, (oneoftheconditionstograntthe Jubilee,)tothereliefofthewantsofhis Holiness.Itisfarfromustoaffordto non-Catholicsanoccasiontobeconfirmedintheirprejudicethatthe IndulgenceoftheJubileeisgrantedon conditionof,orpurchasedby,anyalms orofferingswemaysendtothe,Holy Father.Itwouldbeindeedmore proper,iftheCatholicsofthisDiocese wereplacedinsuchwealthycircumstances,astobeabletosendourofferingstohisholiness,exclusiveofthese alms;butwedonotseebowtosatisfy ourmostearnestdesireoftestifyingour filialrespect,venerationandlove,we mayadd,ourimperativedutytothe HolySee,butbyapplyingthealmsof theJubileetoitssupport.Tothisend werecommendeachofourPrieststo placeaboxattheentranceoftheir respectiveChurcheswiththeinscription "Jubileebox,"fittedtoreceivethe almsofthefaithful.

Asweareabouttobeginthemonth ofMaywhichisdedicatedbychristianpietytothehonoroftheMotherof God,wedeemitapropertimeforthe gainingoftheJubileeintheprincipal townsinourDiocese.Wewishto offertotheCatholicsofthecityof Perthanopportunitytoavailthemselvesofthepowergrantedbythe holyFathertohavethenumberofthe requiredvisitsreducedtothreeby havingprayerinpublicprocession roundtheCathedralthreeSundays withinthemouthofMay.WelikewiserecommendthePriestsintheir respectiveChurches,iftheydeemit practicable,tohavepublicprocessions, andthusreducethenumberofprivate visits. WelikewiserequestourBeloved Clergytoexplaintotheirflocksthe greatbenefitsoftheJubilee,suchasthe privilegesgrantedbyit,thepardonand fullremissionofallsins,andtheconditionsrequiredtogainit,particularly thatatleastthelastworkshouldbe performedinthestateofgrace.

Weneednottellyou,dearlybeloved, howearnestlydoestheHolyFatherdesiresthatallandeachofusshouldavail ourselvesofthisgreatgumofthe Jubilee.Letusthenapplyourselves topracticewithearnestdevotionthere-

GovernorRobinson,ofNewYork, cannotseethejusticeoftaxingpoor menforthehighereducationofrich men'schildren.Heisold-fashioned enoughtobelievethatthecommonschoolsystemwasintendedforthe generalgood,andnotthatofaclass. Thehighschools,calledcolleges,which havebecomeexcrescencesonthesystem,heregardswithdecideddisfavour. Thecommonschoolsfulfiltheirproper purposewhentheygivethechildrenof theStateafairEnglisheducation.To levytaxesuponthemassesforthesupportofcollegesforthechildrenofthe few,GovernorRobinsonconsiders"a speciesoflegalisedrobbery,"andheis entirelyright.Heholdsthattheargumentthat,asthesenormalcollegesare opentoall,theyareabenefittothe pooraswellastotherich,isanutter fallacy."Thechildrenofthepoor," hetrulysays,"generallyleavethe schoolwithacommon-schooleducation, andgotoworkforthemselvesortheir parents;yetwhilethepoormen's childrenarethusatwork,hislittle homeistaxedtogivethechildrenof othersacollegeeducation."Thinking meneverywherearecomingroundto theviewssoforciblyexpressedby GovernorRobinson.Lookedatfrom thestandpointofruggedhonesty,itis ashamefullymeanthingtotaxalaboringman,whoneedseverydollarhecan earn,togiveacollegeeducationtothe sonofamerchantoralawyer.Thisis theactualoperationofthesystemin everyStatewhichsupportshighschool ornormalcollegesoutofthecommonschoolfund.GovernorRobinson's vigorousprotestissensibleandtimely, andwehopeitwillbeheeded.Educate yourchildrenaswellasyoucan,by allmeans,butdon'taskyourhardworkingneighbourtopayforit.

ItwillthusbeseenthatEnglish standsfirstonthelist,Spanishthe second,Germanthethird,andFrench thefourth.Thewriterdoesnotgive anystatisticsastothenumberof personsintheUnitedStateswhospeak Spanish,probablybecauseoftheinsignificanceofthatnumber.Itissafeto say,however,thatofthe40,000,000of peopleintherepublic,excludingthat smallportionwhoareofSpanishdescent,thereisnotmorethan1,000who speakSpanishorknowanythingmore aboutthatusefulandmagnificentlanguagethanadiggerIndian.

Mallock,afterdemonstratingthaterror musteverbemoretolerantthantruth, paysthefollowingtributetothe CatholicChurch:Meanwhile,'asfarastheCatholic Churchgoes,shewatchestheevils roundher,andatoncedeploresand makesthebestofthem.Sheknows thatitmustneedsbethatoffences come;butsheknows,too,thatthese offencesmayworktogetherforgood; nordoessherefusetoprofitbymany thatdoNotfollowafterher.Whatever isgoodoutsideherself,sheistheoreticallycapableoftakingintoherself andassimilating;whilsttheintellectual spectacleofthepresent,andthein-

Intheevening,onthatandonthe fourfollowingdays,theArchbishop tookusagaintothebodyofthesaint, inaprivatemanner,whenwehadfull leisuretopouroutourprayersforourselvesandforthoseinourcharge,and toexaminemostcloselythebodyinits presentstate.Weclearlyfoundthe statementscorroborated,whichthehistoriansmadeabouttheinjuriesthebody hadreceivedontheforementionedoccasions.Iwasallowedtoliftupthe rightfoot,and,beingbynomeansofan enthusiasticframeofmind,toinspectit leisurelyfromallsides;thesameIdid withthehandsandtheheadtheright footwasquitecompleteandintactthe heel,thesole,thetoes,thenails,the musclesandtendonsbeneaththeskin, everythinginperfectorderandwell preserved,thoughhardened,shrivelled, andofabrownishcolor.Theleftfoot Ifoundsomewhatinjuredthesecond toehangbroken,thethreesmaller onesweremissing,andtheskinofthe heelwasinsomepartsdetached,yet verystronglycoherentlikethestrongest leather.Therightcheekandthetipof thenoseappearedinjured,buttheeyes werefullandnotatallsunkin,sotoo theabdomen,asthephysicianstoldine, whohadexaminedthebody.Theleft handshowedinlikemannerthesinews beneaththeskin,andthefingersand nailsinperfectpreservation.Nowhere anysignofdecay

HisLordshiptheBishophaving specifiedtheobjectforwhichthealms, tobegivenasoneoftheconditionsfor gainingtheJubilee,shallbeapplied, thefollowingextractmaybedeemed appropriate:-

Consideringthatthebodyhadnever beenenbalmed,butonthecontrary, subjectedtothemostefficientdecomposingagencyoffreshandunslackedlime, andtothehumidityofanunderground burialplace;thatnoteventhe "viscera"havebeentakenoutbutare stilldiscernible,astheofficialenquiry madebythephysiciansassuresus,that accordingtothelawsofnature andtheirinvariableaction,in everyotherinstanceofadead body,thebodyofthesaintcould nothepreserveduncorruptasitis,I wishtoknowwhowillgainsaythathere isamiracleofthefirst-order,attribut abletonootherpowerthanthedivine, whichalonecaninhibitthelawsof nature,andsuspendtheiractionfor somehigherpurpose.

Wetakethefollowingaccountofthe expositionofSt.FrancisXavier'sbody atGoafromaletteroftheMostRev. BishopMeurin,S.J.,intheBombay CatholicExaminer:Itwasverygraciousonthepartof theArchbishoptogivetousbishopsa prominentplacenotonlyinthesolemn andgorgeousprocessionswhichmoved onthefestivaldayat8a.m.,fromthe CathedraltotheshrineoftheSaint, andthencewithhisbodytothesanctuaryoftheChurchofthe"Boot Jesus,"butalsoduringPontifical Mass,athisrightside,andespecially attheopeningofthechest,afterthe Mass,sermon,andPapalblessingwere ovetforitwasathisdirectionthat onlyweBishopshadtoassisthimin removingthelid.Iamtoldthatit wasamovingandimposingsight,when

ThepurposeofGod'sworkingthis undeniablemiracleistoprovethe sanctityofhisservantandtheveracity ofhisteaching.Itisimpossiblefor Godtoconfirmbyevidentmiraclesa falsedoctrine.ThereligionbySt. FrancisXavieristhereforeadivine religion.Itistheonlyonethathas everbeenconfirmedbythevisiblefinger ofGod,bymiracles,whichneither nature,norangels,nordevilsareable toperformbytheirowninnatepowers.

ThepoorGoanesehavetothankthe Portuguesenationforverylittlebesides thepreciousgiftofthatholyFaith, which,however,sufficestofilltheir heartsevennowwithgratefulattachmenttoaGovernmentfromwhichthey receiveaedexpectnothing,exctptnow andthenagoodshepherdandthepremissiontoseethebodyoftheirapostle andpatron.Possessingintheir Catholicreligioninfallibleguideto Heaven,theycanaffordtoignorethe scoffingsofthosewho,intheirignorance andwilfulprejudicesareunableto discernthesupernaturalfromthe natural,andcallourvenerationofGod's saintssuperstition."

"TheBishopofKerry,inasermon preachedatKillarneyCathedralon Sunday,January19,said:-"The Popecannotrulehisvastkingdomof twohundredmillionsofCatholicsscatteredoverthefaceofthewholeearth withoutthehelpofcongregations, ministers,officials,advisers,secretaries, &c.,andthusheexpendsmuchmoney. Tothoseofourreaderswhomaynot befamiliarwiththelocalityandappearanceofourBoys'Orphanage-sorecentlythesceneofanawfulandhappilyrarecatastrophe-ashortdescription ofitanditshistorymaynotprove uninteresting. Situatedinawesterlydirectionfrom Perth,aboutthreemilesdistant,itis approachedbyapathleadingfrom MurrayStreet.Thispathhasbeen clearedinastraightlinebysomeofthe inmatesoftheOrphanage;andisagreat

conveniencetothepedestrianvisitor, whowouldotherwisefindthenumerous diver3ingcarttracksthroughOwsandy anddenselytimberedneighbourhood verypuzzling.Onabrightsunny winter'sday,thegroundcarpetedwith adeepgreenandenamelledwithaprofusionofmanycolouredbushflowers, thispathhasoftenstruckusasoneof thepleasantestwalkstobehadinthe vicinityofPerth.

Subiaco-"bytheLake"-socalled afterthecelebratedBenedictineMonasteryinItaly,wasfirstsettledsome25 yearsagobytheSpanishmonkswho cametothiscolonyunderthecareof Drs.SerraandSalvado-butwhohave sinceconcentratedtheirmissionary laboursfartherawayatNewNorcia.

Thebuildingerectedbythemisoneof thesidesofaquadranglewhichtheintendedMonasterywastoformwhencompleted;althoughdevoidofarchitectural embellishments,itisastructureofgreat solidityandfromitscommandingpositiononthesummitofahillwhich slopesdownto"Monger'sLake,"itis notdevoidofpicturesqueness,especially whenviewedfromthebordersofthe Lakeandsurroundedby,butovertuwerinsaluxuriantgrowthoffigandolive trees.

Itstandsinanareacomprising600 acresoflandmostlysandyandthickly titnhered.Upwardsof50acresare clearedandatonetimeagreatportion wasplantedwithvines;butthese, throughneglecthavebecomealmostextinct,norisitlikelythatthepresent occupantswouldfinditpracticableand advantagenustocultivatethevine. Theyratherpreservethefigandolive plantationsandengageinmoresuitable andprofitableagriculturalpursuits.

Themeansatthedisposalofthe Managersfordefrayingtheexpenseof theOrphanageareslender.TheGovernmentgrantofeightpenceperclient foreachoftheinmatesadmittedby them,isatpresentonlypaidfor89out ofthe60inmates,thathavetobe foundinfond,clothing,shelterand education;buthappilyforthestability oftheinstitutionithasintheVery ReverendFatherGiestevaManager whoseheartandsouliswithit,andwhose privateandpersonalmeanshavealways beenthechiefresourceforitsrequirements;normustthegratuitousand andefficientlaboursoftheSistersof Mercyandtheirdevotiontothearduous tasktheyvoluntarilyundertook,beleft unmentionedwhenspeakingofthe meansbywhichthisOrphanageisupheld.Busfortheirheroic,devotedand pioaslaboursandthezealandself-deuylascharityofitsManager,siteCommitteeoftheBoys'Orphanageof Subiacowouldneverhavebeenstileto persevereinupholdinganinstitutionthe utilityandnecessity,fromasocialand religiouspointofview,cannotbeoverestimated.

TheGovernmentgranttogetherwith alltheeffortsmadebythecharitableof ourCatholiccommunitywouldnotsufficetodefraythenecessaryexpenseof the(frphanage.

SIR,-Youmusthavenoticedwithmuch gratificationthatpassageintheLenten PastoralofourbelovedBishop,whereheinculcatesuponparentsamongotherduties, thatofwatchingoverthesortofbookstheir childrenread.Nodoubtinthecurrent literatureofthedaywedonotseldomcome acrosspublications,thatmustprovevery injurioustothefaith,ormoraleofjuvenile readers.OnedayIfound,tomygreat horroranddismay,inthehandsofayoung woman,amemberofmycongregation,the infamousDisclosuresofaCanadianImposter Otherproductions,althoughnotsoawfully wicked,butinfectedwithaninsidiouspoison, donowandthenfindtheirwayintoCatholic families,aseverypriestisawarethrough personalexperience.Thelibrariesattached toMechanicInstitutes,andkindredassociations,whichgenerallycaterforthereading publicarenotfreefromthepestilence. Buttopreserveourpeoplefromthe dangerouscontagion,isitenoughtosaydo notreadthatbadhook,ifwecannotsay also,hereisagoodone,readthis?Ofwhat usewoulditbetotellaman,whoisthirsty, touchnotthatfermentedliquor,whichwill intoxicateyou,ifyoudonotofferhimat thesametimethecupthatquenchesthirst, butdoesnotinebriate? Ithinkthat,if peoplearenotprovidedwithgoodbooks, theywilltaketobadones,because,readthey will. ThankGod,althoughCatholicEnglish literature,forobviousreasons,canbyno meanscompeteinrichnesswiththegeneral

literatureoftheEnglishspeakingnations, theselastfiftyyearshavewitnessedanot inconsiderabledisplayoftalentandlearning amongstusinEngland,IrelandandAmerica. Inthefieldsofcontroversy,history,Mom,phyandfiction,sogreataquantityofworks barebeesproducedastobesiacreditable p:oportionwithournumbers.Thereis mentalfoodprovidedfortheyoungandthe old.Wepossessreviews,magazines,and otherperiodicals,whichareremarkable bothforsolidityofdoctrineandattractivenessofstyle.Whyharenotthesepublicationsaswideacirculationamongusasis intended?Whydoweseemtoshutour eyestothefloodoflightwhichsurrounds ns?Seetheintellectualwealththathas beenaccumulatedforourserviceespecially bythoseillustriousmen,whohaveinour timessecededfromProtestantismIfsuch writersasIleuryNewman,FatherFaber, Dr.Wardandthegalaxyofdistinguished men,whomnowweclaimasours,had abandonedourChurchtofallintotheranks ofouradversaries,dyyounotthinkthatwe shouldbeholdthefruitsoftheirpensspread broadcastallovertheland? Theywoull hefound,Iknow,inthehandsatleastof everyProtestantclergyman,whowouldpoint themoutwithpridetohisparislionersand givethemthewidestpossiblecirculation.I trustandpraythatsomemeasuremayhe contrivedwherebytoremedyadeficiency andshakeoffanapathy,whichisanything hutcreditable.

InthelastissueofyourvaluablejournalI havenoticedwithgladnessthattheCatholic InstituteatFremantlehasmadeamovein therightdirection,byestablishingafundto bedevotedtothepurchaseofstandard Catholicworks.Thegoodprecedentwill,I hope,befollowedupbykindredassociations. Itwasbecausetheearsoftheyoungare sensitivelyopentoeverysound,andthatall theirfacultiesareinastateofprogressive activity.Youdonotrequiretobetold, whatourleadingnationaldefectsare,sofar atleastasthehumblerclassesareconcerned. Theyareintemperanceintheuseofstimulatingdrinks,awantoftidinessasregardsour household,thoughtlessexpenditurewhenwe haveanythingtospend,andanalmost absoluteimprovidenceaboutthefuture.Our mostprominentperfections,ontheother hand,aregreatpurityofmindandmorals, boundlessgenerosity,andathorough,neverfailingdevotiontotheChurchand.toits .ministers.Incontinentalcountriesitisquite theopposite.Mostpeopleabroadaresober, cleanandneattoahighdegree,anddisposed outoftheabundanceofthepresenttomake ampleprovisionforthefuturebutthey are,atthesametime,selfish,shakyasto faithandmorals,andcontemptuousofthe Church,itspastorsanddiscipline.Why this?Becauseincontinentalhomesthrift, cleanlinessandsobrietyareceaselesslyrecommendedtochildrenbywordandexample, whilstthe.virtuesalreadyreferredtoare eithernotspokenofatall,orspokenofonly tobesneeredat,ifnotopenlydespised. IntheUnitedStatesalonethereare5,500 churches,21theologicalseminaries,and 1,121ecclesiasticalstudents,nottospeakof colleges,academies,monasteries,andconvents intheirhundreds. NowlookatthevitalityofCatholicity fromanotherpointofview.TheFaithwas carriedtoAmericaandhas,inthemidstof freeinstitutions,flourishedwithanextraordinarydevelopmentbuthasitthepower ofrecoveringlostground,ofcomingtolife againwhereithasbeentroddenintothe earth,andallbutexterminatedoutofthe land?Allowmetoreadyouanaccountof theconditionof

SuchwasCatholicityinEnglandsomefew yearssince.Whatisitspositionnow?At itsbeadisaCardinaloftheHolyRoman Church,onceaProtestantArchdeacon,he rulesoverahierarchyofsomethirteen bishops.Thereareupenddownthecountry atthishourover1,900priestsla1875there wereover300monasteriesandconvents,and alargeandincreasingpopulationofearnest anddevoutbelievers.Thatthevital principleofCatholicityisremarkablyactive, andisabsorbingintoitselfsomeofthe palestandmostcultivatedEnglishmenand women,isevidenttoanyonewhogivesa cursoryglanceatthelistofconvertsinthe WhitehallReview.Agreatchangewithin thememoryoflivingmanNosoonerhad thefootofoppressionbeenremovedthanthe Churchroseupagain,andisbeginningto assertandeffectuallytoextendhersway.
