TheCatholicReliefBill.

OnthettirteenthofApril,1829, KingGeorgetheFourthsignedthe CatholicReliefBill.Itfollows,therefore,thatEasterSundaywillbethe JubileeofCatholicEmancipation.We havealmostforgottenthefactofemancipationinthelongenjoymentofour Catholicreligiousliberties.Notmany ofuscanrecollectthatperiodofpoliticaltroublewhichheraldedthebright mornofemancipation.Thosewhocan recollectithavebetterreasonthanwe havekeenlytoappreciateourpresent privileges.Butitseemsadutytorecall,fromtimetotime,thehistoric troublesofourEnglishCatholicforefathers,ifonlyasahomagetotheir faithfulness,andatributetotheir servicestoourselves.Wemayfancy, ifwethinkaboutitatall,thatemancipationwasanaturalfruitofpolitical progress,thatitwaswonbythesheer necessitiesofthetimes,andbecauseto haverefuseditwouldhavebeendisgraceful.Therewouldhema,htruth inthateasyview;andyet.,inthe twelveyearswhichprecededthe "CatholicReliefBill"therehadbeen continualbitterfightingoverthesubject.ThepagesofHansardsometimes groanundertheburdenofthedebates intheCommonsabout"theCatholics." ItistruethatitwastheIrish,much morethantheEnglish,Catholicswho occupiedtheinterestsofpoliticians. Wereadthat,in1817,amoderatemeasureofconcessionwasdebatedwith angryfeelingsformanyevenings,but wasrejectedbyamajorityoftwentyfour.WereadagainofMr.Grattan, intheyear1820,cominguptoParliamentinhisoldage,"inthelowest stateofphysicalexhaustion,"tomake asolemnprotestagainstthepenallaws; buthewastoofeebletocarryouthis generousproject.In1821theHouse ofLordsthrewoutameasurewhich hadfoundafairmajorityintheHouse ofCommons.IndeeditwastheLords, morethantheCommons,whofora greatnumberofyearssettheirfaces againstconcessionstoCatholics.In 1822ameasurewasalmostpassedto enableCatholicpeerstositinParliament,butamajorityofforty-twothrew itout.LordWellesleydidhisbestfor IrishCatholics,butthetimewasstill unripeforsuchjustice.Andin1828, immediatelyafterthepassingofthe TestAct,theDukeofWellingtonwas creditedwithadesiretoremedythe grievancewhichMr.Pittwouldhave removedyearsbeforeifithadnotbeen forthepersistentoppositionofGeorge III.Sogreatwasthealarmwhich thisreportexcitedthatwefindthis entryinthediaryofLordEldon "Thereisaverygeneralpersuasion thattheDukeintends,nextsession,to emancipatetheRomanCatholics,ashe hastheDissenters;andtheworldis uneasy."Thepresentimentwasproved tobewellgroundedandthoughthe Kinglabouredhardtoopposethemeasure,"theCatholicReliefBill"was broughtbeforetheCommonsinthe Marchofthefollowingyear. Thereisnoneedtofightoveragain thebattlesofthatperiod,sobitter,so prolonged,yetbeneficent.Butwe naturallyrecur,whenthinkingofour ownprivileges,andoftheJubileewhich thisEasterbringsround,tothecontentionswhichprecededandwhichaccompanied-nay,whichfollowed-Catholic emancipation.GeorgetheFourth,if hedidlittlegoodinhisreign,and originated,perhaps,nograndidea,at leastgavehissignature,thoughmost unwillingly,tooneofthegreatest measuresofjusticeofthiscentury. Thecuriousfeatureinthepassingof thatgreatmeasurewasthatevenits

mostactivesupportersseemedtodread it.LordsandCommonsappearedtobe actingunderapressurewhichthey wouldhaveresistedhadtheyonlyknown how.WhenMr.Peel,inthemonthof February1829,arguedintheCommons duringfourhoursforEmancipation, theHouselistenedtohimwithmingled wonderandinterest,scarcelyknowing whethertoresistorapplaud.Mr.Peel, likehispredecessorMr.Canning,had beenbornandhadbeennurtureda strictProtestant;but,strangetosay, Mr.Canninghadworkedhardforthe reliefoftheCatholics,whileMr.Peel wasalwaysopposedtoconcessions.It wasfromnecessitythatMr.Peelbecameanemancipator,notfromeducation, forhehadbeenbredastrictexclusionist. ButitisduetoMr.Peeltosaythat, oncethoroughlyconverted,hebecame anadvocateforthemeasure."Accordingtomyheartandconscience,"hesaid, "Ibelievethatthetimeiscomewhen lessdangeristoheapprehendedtothe generalinterestsoftheempirein attemptingtoadjusttheCatholicquestion,thaninallowingittoremainany longerinitspresentstate. I haveforyearsattemptedtomaintain theexclusionofRomanCatholicsfrom ParliamentandthehighofficesofState. Iyieldtoamoralnecessity whichIcannotcontrol. The universalvoiceofthecountrydemands thatsomethingmustbedone."Andthe universalvoicehaditseffect. 3rdofMarchtheBillwaspassedinthe Commons,inahouseof462members, byamajorityof178;andonthe18th ofAprilitwaspassedintheLordsby amajorityof213to109.ButLord EldonusedhisinfluencewiththeKing topersuadehimnottosanctionthe measure.LordEldonconceivedthat measuretobe"themostdangerousthat waseverbroughtbeforeParliament;" andheknewthattheKingsharedhis sentiments.ButhisMajesty,after muchvacillation,andmuchcomplaint thathe"badbeendesertedbyan aristocracywhichhadsupportedhis father,"andthat,"insteadof45peers againstthemeasurethereweretwice thatnumberofpeersforit;"that everythingwastendingtorevolution, andthatthepeersandthearistocracy weregivingwaytoit,"reluctantlyput hissignaturetotheBill,andmanifested everysignofpersonalwretchedness.

Wemaygratefullyechothepious prayerofLordEldon's,thoughina totallydifferentspiritandmeaning. Andyetwemustallow,ifwemay alludetothesubject,thattheopposers ofthemeasurehadsomeforesight.It waslessfromadesiretokeepdown "theCatholics"thanfromafearofthe riskincurredtotheEstablishment,that theoldTorypartydislikedallconcession.OntheSundayfollowingthe passingoftheCatholicReliefBill,the RectorofSouthHackneyorderedhis belltobetolled,andgavehisvery propheticexplanation,"TheCatholic ReliefBillisthe"death-knellofthe ChurchofEngland."Theclergy generallysharedthatpresentiment. Andthoughweknowthatthatpresentimentwasnotrealised,stillwecannotbutadmitthatthefreeactionof theCatholicChurchhassomewhat obscuredtheoldgrandeurofthe Establishment.Thisisnotapointinto whichwewouldnowenter,saveto makethisonegratefulobservationthatconsideringthegiantprejudices whichwereattacked,theforceofthe

TheMunicipalCouncilofParishave commencedacrusade,or,rather,an unholywar,againstthesegoodreligious,whosepraiseisinthemouthsof allChristiansofwhateverfaith,and againsttheothersisterhoodsserving thehospitalsofParis.Asetoflay nursesisbeingtrainedforthegreat hospitalofBicetre.TheSistersof Charityhavebeendismissedfromthe HospiceoftheRuedeSevres.Sad wastheirdeparturetwobytwo.All thehospitalsofParisare,itisknown, servedbyreligious.TheAugustinians servethellotelDieu,theLariboisiere, LaCharitie,Beaujon,etc.;theSisters ofSt.Martha,thehospitalsofSt. Anthony,Quinzevingts,etc. the SistersofSt.ThomasofVilleneuve havechargeofthehospitalforchildren intheRuedeSevres;and,finally,the SistersofSt.Vincenthavethecareof thesickinmostoftheothercivil,and inallthemilitaryhospitals.Itispropoposedtoreplacethesebylaynurses, whoaretoreceive800francsayear, whilethesistersreceivebuttwohundred.Thisrageagainstthesisters will,therefore,costthecityofParis 600francsforeachnurse! The mother-houseoftheSistersofCharity issituatedintheRueduBac(nearthe MissionsEtrangeres).Themothergeneral,whohasthecommandof 26,000sisters,isappointedbyuniversalsuffrage.Thesuperiorlastyear wasthesisteroftheBishopofArras. ShehasstartedforAfighanistan.This housecontains200sistersandaseminaire(suchisthewordused)for2,50 novices.Postulantsarereceivedfrom theageofeighteen.Attheendof threemonthstheyareadmittedtothe noviceship,whichlastsfromsixto eightmonths.Theythen"receive thehabit,"butdonottakethevows tillfiveyearslater.Ivisitedthis houselastyear.Inthegreatsaloon areportraitsofallthemothers-general. Fromthewindowsoneperceivesa largegarden,reachedbytwoflightsof steps.Imetinthecourt-yardofthis oldmansionofthetimeofLouisXIV. Mgr.Dupanloup.Heknewoftheapproachingattackonthesisters,andwas preparingtodefendthem.Butalas! hisvoiceisnowsilenced.Hehas writtensoeloquentlyonourDivine Lordthathemighthaveheardfroma crucifix-asdidSt.ThomasAquinas"Bensdemescripsisti"-Thouhest writtenwellofme.Whatasplendid defenceofthesistershasthehandof deathprevented! AtameetingoftheCatholicUnion heldinWillis'sRooms,theDukeof Norfolk,whowasagainelectedpresident,movedthefollowingresolutions 1."ThattheCatholicUnionofGreat Britainhasreceivedwithprofound gratificationintelligenceofthedesireof hisHolinessPopeLeoXIII.toconfer upontheVeryRev.JohnHenryNewmanthedignityofaCardinalofthe holyChurch;"2."ThattheCatholic UniondesirestolaybeforetheApostolic throneanexpressionofunfeignedgratitudeatthehonorthusshowntoone whosenameisespeciallydearand precioustotheCatholicsoftheBritish empire,andalsojustlyveneratedand cherishedbyhiscountrymengenerally forhishighmoralandintellectualeddowments;"3."ThattheCatholic Unionbegspremissiontocongratulate Dr.Newmanwiththedeepestreverence andregarduponthismarkedrecognition bytheHolySeeofhiseminentservices totheCatholicChurch."Heremarked thatitwasnowmanyyearssinceDr. Newmanhadsteppedforwardtodefend theHolySeeandthereligionofhis Catholiccountrymenineverywaythat waswidth'hispower(applause).He remarkedthatthosepresentlooked uponDr.Newman'scareerfromapoint ofviewsomewhatdifferentfromthat withwhichhemustapproachit.But hewasquiteconfidentthat,withregardtoallclassesofCatholicsinthis countrywhetheritwasthosewhohad hadthehappiness,thegreathappiness, ofbeingbornintotheChurch,orthose who,likehimself,hadbeenbroughtlate inlifewithinhersafeandsacredfold, theywouldalikeagreeindoinghonor tothedistinguishedmanwhohadreceivedWithinthelastfewdays,he believed,sodistinguishedamarkofthe favoroftheHolySee.Forhimselfhe feltthat,insecondingtheresolutions,he wasonlydischargingadebtofgratitude toonewhosewritingsbadbeenthe mainearthlycomeofconferringupon Lim(theMarquisofRipon)thegreatest

blessingofhislife-theblessingofnow beinghappilybroughtwithinthefoldof theCatholicChurch(cheers).Itwould becertainlysuperfluous,andperhaps impertinent,forhimtoenteranyreview ofDr.Newman'scareer.Hewould notdetainthembyrecountinghowDr. Newmanwasreadytosacrificeagreat powerandpositionwhenhefeltthat,as anhonestman,hecouldholdthatpositionnolonger.Neitherwouldhetrace stepbystepthoseserviceswhichhe badrenderedtothecauseofthe Catholicreligion.Hewasamongstour foremostlivingchampions,andtheyall knewtheinfluencewhichbeexercised byhievastintellectualpowersand literaryattainments,notamongst Catholicsalone,butamongsthiscountrymenofeverycreed(applause).

largesectionoftheIrishpsi1.:erIcing ignorantandbigoted.IfaItogosection of'theIrishpeoplewereigliorant,it wasduetothesectionofwhichthe noblelordwasamember;buthe(Mr. Parnell)deniedthatthepeopleof Irelandwerebigoted.Overandover againtheyhadshowntheirfreedom frombigotry,andhe-aProtestant,a memberofthelatelydisestablished Church,amemberofthesynodofthat Church-representedinthatHousethe CatholicsofthecountyofMeath(hear, hear).Probablythehon.memberfor Cavan(Mr.Biggar)andhimselfwere regardedbysomehon.gentlemenasthe twomostobjectionablemembersofthe House,andyetthey(asProtestants) werereturnedbyCatholicconstituencies wherethequalificationwasashighas inthecountyofSussex(hear,hear). IntheHouseofCommonsonTuesday, 4thMarch.Mr.frevelyan,whowas receivedwithOppositioncheers,rose tomove:"That,intheopinionofthis House,itwouldbedesirabletoestablish throughoutthewholeoftheUnited Kingdomahouseholdfranchisesimilar tothatnowestablishedintheEnglish boroughs;andthatitwouldbedesirablesotore-distributepoliticalpower astoobtainamorecompleterepresentationoftheopinionoftheelectoralbody." Hesaiditwasveryhardonagriculturallabourersandcountyhouseholders withoutavotethattheyshouldhave lawsmadewithouttheirconcurrence, butitwasatleastashardandas humiliatingthatatagreatcrisisin foreignaffairstheyshouldhavenopart insayingwhichsidetheircountry shouldfightfor,orwhethertheyshould fightatall.Itwasasinandashame thatthesehighresponsibilitiesshould devolveonaParliamentwhichwasso constitutedthatneitheravotenora voiceinitwasgiventotwo-fifthsof thetaxpayersofthecountry.Thehon. memberconcludedbymovinghisresolution.

LordC.Hamiltonsaidtheadoption oftheprincipleofthehon.gentleman's resolutionwouldabolishtheproperty qualification,andoverthewholeofthe UnitedKingdomtheywouldhaveone dull,uniformfranchise.Theultimate endwouldbe,whathebelievedthehon. gentlemaninhisheartwasworkingfor, equalelectoraldistrictsandmanhood suffrage,orpure,unrestrictedandsublimedemocracy.Theyallknewwhat wouldbetheeffectofsuchaReform BillinIreland.Thelategovernment passedtwomeasures,whichheheldto bemeasuresofconfiscationandspoliation,forthepacificationofIreland,and yetwasIrelandpacified?Heventured tosayitwasjustasmuchinastateof "veiledrebellion"atthepresent momentasitwaswhenMr.Disraeli madeuseofthatfamousphrase.The RomanCatholicpeasantrywerethe mostignorant,themostbigoted,andthe mostdevoidofanyappreciationofthe principlesofgovermentofanyclassin Europewithwhomhewasacquainted, andyetthesewerethementowhomthe hon.memberproposedtohandoverthe representationofIreland,aproposalin whichhewassupportedbythenoble marquiswholedtheOpposition.Was thenoblelord,theleaderoftheOpposition,soignorantofhumannature,and aboveallofIrishhumannature,asto supposethatthepeoplehadsochanged infourshortyears?Theproposedchange wouldthrowtherepresentationofIreland intothehandsofthepriests,andtheresultwouldhethatinsteadofafewthere wouldbeninetyObstructionists,whose independencewouldbecrushedatthe biddingofafaction.Andyetthenoble lordsupportedtheseproposals.Hewas notawarethatanyrealdemandhadbeen madefortheextensionofthefranchise.

Vicarofthatvillage.Astheeoneour-e ofpeopleformedintoUse,theboytook hisplaceatitshead,bearinginhis armsalargewoodencross.Thiswas asomewhatunusualspectacleforworshippersitheEstablishedChurchof England-buttheyoungcross-bearer withheaderectandglowingcheek, walkedbravelyonwiththeunfamiliar embleminhisarms,until,withithe villagechurch,hesawitplaced,with muchceremony,uponanaltarthathad evidentlybeenhastilypreparedtoreceiveit. ThatCrosswasthefirstoneever planteduponanAnglicanaltarsince thedaysoftheReformation-andits beingtherewasnottheworkofthe AnglicanVicarofShepshed,butofthe boy-thechild-whohadheadedthe processionandhadborneittoitsdestinedplace.

AmbroseDeLislewastheeldestson ofCharlesPhilipDeLisle,Esq GarendonPark,andatthistimewas underthetutorshipofRev.Mr.Hodson, MaizemoreCourt,nearGloucester.The boywasmotherless,hutafather'slove watchedoverhimandprovidedhim witheverythingnecessaryforhismental andmoralculture.HisAnglicantutor wasthoroughandcarefulinhistraining, andtheChurchofEnglandhadno noblerormorepromisingmembertha thisyoungheiroftheGarendonestates. Andyet,ashishandwasthefirstto raisethelongforgottencrossupothe Anglicanaltarsofhisnativeland,sohe wastobe-underdivineProvidence, oneofthefirstinthatgranduprising ofFaithandReasonwhichdrewso manysoulstotheshelteroftheOne TrueChurch.

Inarecentdebateonthecrowded stateoftheprisonsinItaly,saysthe Tablet,SignorDepretis,thePrime Minister,observed:-"Fromthestatisticsofprisonsarisesatestimonyagainst us,againstthe againstItaly, rindagainstitshonour."Thenumber ofcriminalshasincreasedterriblysince 1870.Thebagelorprisonsforthose condemnedtohardlabourfortheworst crimesreceivedin1871thenumberof 5,362newprisonersin1872,7,281 in1873,6,599in1874,6,567and in18757,353.Infiveyearstherewas allincreaseoftwothousandmurderers orassassins! SignorMussi,inreply toSignorDepretis,saidthatitwas necessarytoremove"theremotecauses ofcrime."Formerly,hesaid,themotto was"manypriests,plentyofbread "andlittleimprisonment."Heattributedtheincreaseofcrimetothemisery ofthepoorerpopulation,andadvocated theabolitionofthegristtax.At presenttheruleoftheItalianGovernmentseemstobe Nopriests,little bread,andplentyofprison.Thetrue causeoferimeinItalyistheirreligious educationgivenbytheGovernment, andtheconstantdepreciationof thespiritualministryoftheclergy. NapoleonI.raidthat"thegreatestserviceherenderedFrancewasthereestablishmentoftheCatholicreligion. Alloftheseshowthepiousbentof hismindandhiseagerdesiretodosome smallpartinthenobletaskofenlighteningthemindsofthosewho"sitin darkness,"unconsciousthatoverthem hangs"theshadowofdeath."Anti wehaveCardinalManning'sowhigh authorityfortheassurancethat"he hasbeenameansusedbyDivineProvidencetowardstheconversionofalarge numberofsouls."

InEngland-thatEnglandwhichMr. DeLisleconfidentlypredicted"would onedayreturntoCatholicUnityarid theSeeofSt.Peter"-hisnameisheld iloving,gratefulremembrancebythe poorwhomliebefriended,andbythe richtowhomhislifehasbeenabeautifulexampleofeveryChristianvirtue.

Butwhatismostbeautifulinthe lifeofthisillustriousman,wholeftto Englandthelegacyofhisvirtuesand hisprayers,isthesingularwayinwhich divineMercyledhimtoknowandto embracethetruth.

Whenonlytwelveyearsold-while inRev.Mr.Hodson'sschool,hemet anoldFrenchexile,AbbeGirand,who washisteacheriFrench.Thequiet holinessofthisvenerablepriestimpressed himfavourably,andyoungashewas,he liefeltconvincedthatthegoodAbbe, andthosewhowerelikehim-could notlieidolatorsordeceivers.

Afewtimidquestionsaskedofthe priestandkindlyanswered,werethe firststepsinthatwonderfulconversion whichmadeAmbroseDeLisle,in1825, attheaceoffifteen,leavethechurchof fathersforthatofhisearlyancestors.

Weareamazedwhenwereadofthe youthfulheroismwhichmadehimtake astepfraughtwithsuchgraveresponsibilities,andtheyouthfulperseverance whichmadehimclingtothereligio whichhisheartelectedandhisreason approved.

Thelittlework-amemorialtribute toMr.DeLisle'sworthandvirtuesfromwhichwegatherourinformaion, wassentfromEnglandbyhiswidowto aschoolmateofhersinSt.Louis,by whomwehavebeenkindlyloanedthe volume.

Fromitspageswelearthatin1830, theHon.theRev.GeorgeSpencer (sinceknownasthesaitlyFather IgnatiusofSt.Paul),thenanAnglican clergyman,cametostayatGarendon, inthehopesofbringingbacktothe ChurchofEnglandtheyouthfulheirof thatancientseat;butafteraweek's discussion,Ambrosealoneononeside, andseveralclergymenandoneBishop oftheEstablishedChurchontheother, Mr.Spencerwasconvincedofthetruth ofCatholicityandenteredintothe Foldofwhichheprovedhimselfso zealousashepherdofsouls.*

Aboutfifty-sixyearsago,inoneof England'sloveliestcountryseats, GarendonPark,CountyLeicester,a youngboy-amerechildofthirteen -mighthavebeenseenwendinghis wayfromhisownancestralgroundsto theneighbouringvillageofShepshed. Hewasacollegeyouth,homefora briefholidaybutnothoughtoffunor frolicoccupiedhisthoughtsthatday. Withasweetgravity,singularinoneso young,hehastenedontojoinarural processionbeingformedinthechurchyardunderthedirectionoftheAnglican

In1835,Mr.DeLislegavelandsin CharnwoodForesttofoundtheCisterciaAbbeyofMountSt.Bernard,thus restoringtoEnglandthoseoblemonks whoforthreehundredyearshadbeen proscribedandbanishedfromhersoil. Thisgenerousworkaloneentitleshim tothereverenceofeveryCatholicand totheendlessgratitudeofEnglishmen, forthemonksofSt.Bernardhaveever provedthemselvesthetruestfriendsof civilizationandthenoblestbenefactors totheirfellow-men.IntheAbbey CherchwhichMr.DeLisle'sgenerous handbuiltfortherestoredOrderofSt. Bernard,hisbodywaslaidtorestlast March-infrontofanaltardedicatedto St.Stephen.Mr.Harding,anEnglishman,founderoftheCistercianOrderanditseemssingularlyappropriatethat therestorerofthesameOrder,alsoan Englishman,shouldsleepwithithe wallswhencedailyrisethechantof God'spraises,broughtbacktoEngland byhiszeal,pietyandgenerosity. Wedeemitahighprivilegetohave beenpermittedtolearnsomethingof thelife,thelaborandthevirtuesofthis illustriouslayman-whosewealth,influenceandtalentwereallusedforthe gloryofGodandHisChurchandthe serviceofhisfellow-men.Weareall familiarwiththehistoryofManning, Faber,Spencerandotherillustrious clergymenwhogaveupallfortruth butitisseldomwehearofalayman whoselifeistonobleauexampletothe youthofeverycountry,initsloyalty totheFaith,initsgrandcharitiesto thepoor,initsgentleconsiderationfor Irisseparatedbrethren,initspureand holyinfluencesandinitssimple,childliketrustinGod.

Wewishwehadspacetodescribe thefinalscene-theheroiccloseofthis noblelife;buttirepictureistoobeautifultobemarredbyhastytoucheson ourpart.

Aconsiderationwasincidentallyintroducedintotheargumentwhich engagedourattentionlastweek, BrothersoftheOratory,whichdeserves insistingon,inthegeneralviewwhich Iamtakingofthepresentpositionof theCatholicReligionofEngland.I thensaidthat,evenputtingasidethe specialmeritsandrecommendationsof theCatholicruleofcelibacy,asenjoined uponthePriesthoodandasinvolvedin NIonachism,(withwhichIwasnot concerned),andlookingatthequestion isthesimpleviewofit,towhich Protestantsconfinethemselves,and keepingourselvesstrictlyonthedefensive,still,wheninstancesofbad priestsandhadreligionsarebrought againstas,wemightfairlyfallhack uponwhatmayhecalledtheprevious question.Inean,itisincumbenton ouropponentstoshow,thatthereare fewercasesofscandalamongthe marriedclergythanamongunmarried fewercasesofmentalconflict,ofrestlessness,ofdespondency,ofdesolation, ofimmorality,andagainofcruel slaveryandhopelesssuffering,among Protestantwomen,whetherunmarried orwives,thanamongCatholicnuns. Itmustbeshowthatinsuchinstances ofguiltorsorrowwhichcanbeadduced,thepriestsaccusedhavefallen intosin,thenunscompassionatedhave passedfromhappinesstomisery,distinctlybyvirtueofthevowwhichbinds themtoasinglelife:-fortillthisis provednothingisproved.Protestants, however,forthemostpartfinditvery pleasanttoattackothers,veryirksome andannoyingtodefendthemselves; theyjudgeusbyonerule,themselves byanother;andtheyconvictusof everysinunderheavenfordoingsometimeswhattheydoeveryday.

Thisnarrowandone-sidedcondition oftheProtestantintellectmightbe illustratedinvariousways.(1.)For instance,asregardsthesubjectofEducation.Ithaslatelybeenforcibly shownthatthepointwhichtheCatholic Churchismaintainingagainstthe BritishGovernmentinIreland,asrespectstheQueen'sCollegesforthe educationoftheupperandmiddle classes,ispreciselythatwhichProtestantismmaintains,andsuccestully maintains,againstthesameGovernment inEngland-viz.,thatsecularinstructionshouldnotbeseparatedfrom religious.TheCatholicsofIrelandare assertingtheverysameprincipleasthe ProtestantsofEngland;however,the Ministersdonotfeelthelogicalforce ofthefactandthesamepersonswho thinkitsotolerabletoindulgeProtestantismintheonecountry,areirritated andincensedataCatholicpeoplefor askingtobesimilarlyindulgedinthe other.Buthowisitthatintelligent men,whocanascendintheirminds fromthefallofanappletothere-

Whatistrue underonedegreeoflongitude,istrue underanother.YouhavearightindeedtosaythatCatholicismitselfis nottrue;butyouhavenoright,forit isbadlogic,tobesurprisedthatthose whothinkittrueactconsistentlywith thatsuppositionyoudonotwelltobe angrywiththosewhoresistapolicyin Irelandwhichyourownfriendsand supporterscordiallydetestandtrioinphantlywithstandinEngland.

(2.)Takeagainaverydifferent subject.AProtestantblamesCatholics forshowinghonourtoimages;yethe doesithimself.Andfirst,heseesno difficultyinamodeoftreatingthein, quiteasrepugnanttohisownideasof whatisrational,asthepracticehe abominatesandthatis,theoffering insultandmockerytothem.Whereis thegoodsenseofshowingdishonour,if itbestupidandbrutishtoshow honour? Approbationandcriticism, praiseandblamegotogether.Idonot mean,ofcourse,thatyoudishonour whatyouhonour; butthatthetwo ideasofhonouranddishonoursogo together,thatwhereyoucanapply(rightlyorwrongly,butstill)-where itispossibletoapplytheone,itis possibletoapplytheother.Tellme, then,whatismeantbyburningBishops, orCardinals,orPopesineffigy?hasit nomeaning?isitnotplainlyintended foraninsult? Wouldanyonewho wasburnedineffigyfeelitnoinsult? Well,then,howisitnotabsurdtofeel painatbeingdishonouredineffigy,yet absurdtofeelpleasureatbeinghonoured ineffigy?Howisitchildishtohonour animage,ititisnotchildishtodishonourit?ThisonlycanaProtestant sayindefenceoftheactwhichheallows andpractises,thatheisusedtoit, whereastotheotherheisnotused. Honourisanewidea,itcomesstrange tohim;and,wonderfultosay,hedoes notseethathehasadmitteditin principlealready,inadmittingdishonour,andafterpreachingagainstthe Catholicwhocrownsanimageofthe Madonna,hecomplacentlygoeshis way,andsetslighttoastraweffigyof GuyFawkes.

shoekedatit?Everyonewouldthink itbothnaturalandbecoming,and reasonabletoo,asaprotestagainst Romishsuperstition;yetthemanhas takenavow,andthatmanhasbroken it."Ohbuthehadnobusinessto makesuchavow;hediditinignorance,itwasanti-christian,itwasunlawful."Therearethen,itseems, afterall,suchthingsasunlawfuloaths, andunlawfuloathsarenottobekept, andtherearecaseswhichrequireadispensation;yetletaCatholicsaythis, andhesaysnothingmore,-(ratherhe saysmuchlessthantheProtestant; forhestrictlydefineswhatislawfuland whatisunlawful;betakesascientific viewofthematter,andheforbidsa mantobejudgeinhisowncase),-let aCatholic,Isay,assertwhattheProtestantpractises,andhehasfurnished matterforhalf-a-doxenplatform speeches,andawholesetofReformationTracts.

Thesearesomeoftheinstances, whichmightbeenlargedupon,ofthe blindnessofouropponentstothose verysameactsorprinciplesinthem selves,whichtheyimputeasenormities tcusbutIleavethemforyourconsideration,myBrothers,andproceedto aninstanceofadifferentcharacter.

2.

Whatisamorefruitfulthemeof declamationagainstus,thanthecharge ofpersecution?TheCatholicChurch isapersecutingpower;andeveryone ofusisapersecutorand,ifweare notbynaturepersecutors,yetweare forcedtobepersecutorsbythenecessity welieunderofobeyingapersecuting Church.Nowletusdirectacareful attentiontothisProtestantland,which hassovirtuousahorrorofpersecutions andsonobleloathingofpersecutors,and sotenderacompassionforthepersecuted, andletusconsiderwhetherthemultitudeofmenarenot,tosaytheleast,in thesameboatwithus;whetherthere isanythingwhichwearesaidtodo whichtheydo anything whichwearesaidtohavedonewhich theyhavenotdone,andtherefore, whether,withthistheoreticalindignationofpersecutionontheoneband,and thispracticalsanctionofitontheother, theyarenotintheverypositionofthat greatking,inhisevilhour,whosentencedatransgressor,whenhehimself was"theman."

Butthisisnotall; Protestants actuallysetupimagestorepresent theirheroes,andtheyshowthemhonor withoutanymisgiving.Thevery flowerandcreamofProtestantismused togloryinthestatueofKingWilliam onCollegeGreen,Dublin;and,though Icannotmakeanyreferenceinprint,I recollectwellwhatashriektheyraised someyearsago,whenthefigurewas unhorsed.Someprofanepersonone nightappliedgunpowder,andblewthe kingrightoutofhissaddle;andbe wasfoundbythosewhotookinterestin him,likeDagon,ontheground.You mighthavethoughtthepoorsenseless blockhadlife,toseethewaypeople tookonaboutit,andhowtheyspokeof hisface,andhisarms,andhislegs yetthosesameProtestants,Isay,would atthesametimebehorrified,hadI used"he"or"him"ofacrucifix,and wouldcallmeoneofthemonstersdescribedintheApocalypse,didIbut honormylivingLordastheytheirdead king.

(3.)Anotherinstance:-When JamestheSecondwentout,andthe aforesaidWilliamcamein,therewere personswhorefusedtoswearfidelityto William,becausetheyhadalready swornfidelitytoJames;andwhowas todispensethemfromtheiroath?yet thesescrupulousmenwerethefew. Themanyvirtuallydecidedthatthe oathhadbeenconditional,dependingon theiroldking'sgoodbehaviour,though therewasnothingtoshowitinthe wordsinwhichitranandthataccordinglytheybadnoneedtokeepitany longerthantheyliked.Andso,ina similarway,supposingaCatholicpriest, whohadembracedtheProtestantpres.asion,tocomeovertothiscountry andmarryawife,whoamonghisnew co-religionistswoulddreamofbeing

Beres.ThereisDr.Whately,the presentProtestantAtcbbishopofDublin, oneofthefirstwritersoftheday,and amostviolentopponentofCatholicism listenhowhespeaks,attheverytime heisinteighingagainstourHoly Religion."TheRomishChurch,"he says,"whichhassolongandsoloudly beenstigmatisedasapersecutingChurch, is,indeed,deeplystainedwiththisguilt, butcannotwithanyreasonbereckoned theoriginatingcauseofit. This,aswellastheotherRomisherrors, hasitsrootintheevilheartofthe unrenewedman.Liketherest,it neitherbeganwithRomanism,norcan reasonablybeexpectedtoendwithit."

Now,whatIshalldois,totakethe ?rotestantinhishouse,hisfamily,and hiscircleoffriends,inhisoccupation, andhiscivilandpoliticalposition,asa goodkindfather,asaliberalmaster,as ausefulmemberofsociety;andto consider,asregardsthismatterofpersecution,whether,couldheseehimself inalooking-glass,hewouldnotmistakehimselfforaCatholic.

Forinstance,whatisthefirstand naturalactonthepartofaProtestant fatherofafamily,whenhereceivesthe intelligencethathissonordaughter, grownuptoman'sorwoman'sestate, nay,longsincecomeofage,hasbecome, orisonthepointofbecominga Catholic?Ofcoursethereareexceptions;butinmostcaseshisconductis souniform,sosuggestiveofageneral law,towhichparticularcasesbelong, thatIalmostfeartodescribeit,lest, whatisfarthestfrommywish,Iseem tobepersonal,andtobeindulgingin satire,whenIambutpursuingan argument."MydearJohnorJames," thefathersays,callinghimbyhis Christianname,"youknowhowtenderly Iloveyou,andhowindulgentI haveeverbeentoyon.Ihave givenyouthebestofeducations,andIhavebeenproudofyou. ThereisjustonethingIcannotstand, andthatisPoperyandthisisthe ver)thingyouhavegorseandtakenup.

NowIsuppose,whenmenspeakof persecution,andsaythatCatholics persecute,theymeanthatCatholics,on thescoreofreligiousopinions,inflict punishmentonpersons,property,privileges,orreputation;thatwehate, calumniate,mock,mob,anddistress thosewhodifferfromusthatwe pursuethemwithtests,disabilities, civilpenalties,imprisonment,banishment.slavery,anddeath;thatweare inflexibleinourtempers,relentlessit) ourmeasures,perfidiousinourdealings, andremorselessinourinflictions. Somethingofthiskindwillbesaid, withagooddealofexaggerationeven atveryfirstsight;butstill,asevena candidmanmayperhapsfancy,with sometruthatthebottom.Well,see whatIproposetodo.Ishallnotdiscussanypointofdoctrineorprinciple: suchataskwouldnotfallwithinthe scopeoftheseLecturesIamnotgoing toassumethatsavagecruelty,ruthless animosity,franticpassion,thatthelove oftormentinganddelightindeathare right,noramIgoingtoassumethat theyarewrong;Iamnotentering uponanyquestionofthemorallaw;moreover,Iwillnotdiscusshowtar Catholicsfairlyfallinfactunderthe chargeofbarbarity,mercilessness,and fanaticism,andforthisreason,because itisnotmyconcern;forImeanto maintain,thattheactsimputedto Catholics,whateverbetheircharacter, soverycloselyresembleinprinciple whatisdonebyProtestantsthemselves, andinaProtestant'sjudgmentis natural,explicable,andbecoming,that Protestantsarejusttheverylast personsintheworldwhocanwith safetyorconsistencycallCatholicspersecutors,forthesimplereason,that theyshouldnotthrowstoneswholivein glasshouses.

Youhaveexercisedyourrightof privatejudgment;Idonotquarrelwith youforthis;youareoldenoughto judgeforyourself;butItoohave sacredduties,whicharetieunavoidable resultofyourconduct.Ihiveduties towardsyourbrothersandsisters;neverseemyfaceagainmydooris closedtoyou.Itwoundsmetocome tothisdecision,butwhatcanIdo? Myaffectionforyouisasstrongas everitwas,butyouhaveplacedyourself underinfluenceshostiletoyourfather's roofandyourownhome,andyoumust taketheconsequences."

Noonecanlookroundhim,whohas muchtodowithconversionsandconverts,withoutseeingthisfulfilledoften totheletter,andnrutatismutandis,ina varietyofparallelcases.Protestants havefeltitright,just,andnecessary,to breaktheholiestofearthlyties,andto inflicttheacutesttemporalsufferingon thosewhohaveexercisedtheirprivate judgmentinthechoiceofareligion. Theyhavesoacted,andtheysoact daily.Asenseofdutytoreligious opinions,andofthesupposedreligious interestsofthoseintrustedtothem,has trianibedoverthefeelingsofnature. Yearshavepassed,perhapsdeathhas come,withoutanysignsofrecognition passingfromthefathertotheson. Sometimestheseveranceanditsconsequencesmaybesternerstill:thewife maybesentaway,herchildrentaken fromher,becauseshefeltacallinconsciencetojointheCatholicChurch. Thesonhasbeencutoff(astheysay) toashilling.Thedaughterhasbeen lockedup,herbooksburned,therites ofherreligionforbiddenher.The maledictionhasbeencontinuedtothe thirdgenerationthegrandchildren, thechildunborn,hasnotbeentolerated bytheheadofthefamily,becausethe parentswereconvertstothefaithof theirforefathers. Naturepleads;andtherefore,to fortifythemind,thevariousreasonsfor suchseveritymustbedistinctlypassed beforeit,andimpresseduponit,and passionmustberousedtoovercome affection."Suchabase,grovelling, demoralisingreligion,unworthyofa manofsense,unworthyofamanI couldhavebornhisturningDrammondite,C'lymouth-Brother,orMormonite.

Theseareafewoutofthemany thoughtswhichpassthroughtheProtestant'smindunderthecircumstances Ihavetsupposed,andwhichimpelhim toinflictaseverepenaltyonachildfor achangeofreligion.Andiftherehe Protestantfatherswhodemurtothe correctnessofthisrepresentation(andI amusingthewordProtestantinits propersense,asIhavenoticedseveral timesbefore),Ibegtoasksuchparents whether,infact,theyhavethemselves sufferedtheafflictionIhavesupposed, -Imean,thatoftheirchildrenbecom ingCatholicsand,iftheyhavenot,I entreatthemtofancysuchanaffliction furamoment,andhowtheywouldfeel andactifitreallytookplace.Rather theywillnotbeabletogetthemselves tofancyit;Iamsurethatmostof themwillrevoltfromthethoughtin indignation;theverysuppositionirritatesthem."Ishouldliketoseeany sonordaughterofmineturningPapist!" isthethoughtwhichspontaneouslyrises intheirmind. Ihavebeenspeakingoftheupper andmiddleclasses:inthelowerthe feelingisthesame,onlymoreuncourteouslyexpressed,andactedonmore summarily.Thedaughter,onher returnhome,tellsthemotherthatshe hasbeenattending,andmeanstoattend, theCatholicchapel;whereuponthe motherinstantlyknocksthedaughter down,andtakesawayfromherher bonnetandshawl,andtherestofher clothes,tokeepherin-doorsorifitis thecaseofawife,thehusbandfallsto cursing,protestshewillkillherifshe goesneartheCatholics,andthatifthe priestcomesthere,hewillpitchhim outofwindow.Sucharespecimensof whatDr.Whatelytrulycalls."theevil heartoftheunrenewedman."

Perhaps,however,theonepartyor theothergivesway;mildercounsels prevailwiththepersecutor,orthepersecutedismenacedintosubmission.A poorchildisteasedandworried,till,to escapeblacklooks,sharpspeeches, pettymortifications,andtheunsympathisingchillofthedomesticatmosphere,sheconsentstogotoProtestant worship;andisforcedtosit,stand, andkneel,inoutwarddeferencetoa ceremonialwhichsheutterlydisbelieved, andperhapshates.Atlength,doing violencetoherconscience,shelosesher senseoftherealityofCatholicism, growsindifferenttoallreligion,scepticalofthetruthofeverything,and utterlydespondingandsickatheart andmiserable.Herfriendssuspect herstate,butitisbetterthanPopery; theirdetestationoftheCatholicreligion issointense,that,providedtheirchild issavedfromitsinfluence,forthemshe maybelieveanythingornothing;and astoherdistrssofmind,timewillovercomeit-theywillgothermarried. SuchisaProtestant'spracticalnotion offreedomofopinion,religiousliberty, privatejudgment,andthoseotherfine principalswhichhepreachesupwith suchunctioninpublicmeetings,and toastssoenthusiasticallyatpublic, dinners.
