RetractationofMgr.Kiupelian.

AtelevenonFridaymorningthe HolyFather,surroundedbyanumber ofCardinalsbelongingtotheSacred CongregationofPropagandaforAffairs oftheOrientalRite,deignedtoadmit, intheHalloftheThrone,Mgr. GiovanniKiupelianintohispresence. Thisprelate,afterhavingrecognised hiserrorsandhavingrestoredtothe SublimePortetheBerat,orImperial DecreeofInvestitureasPatriarchof Cilicia,hascometoRomeinorderto makehispersonalsubmissiontothe HolySee.Itwasatthefootofthe PontificalThronethathewasdesirous ofmanifestingtohisHolinessthesentimentsofsincererepentancewhichhe had,andthishedidbyreadinginthe presenceofallwithafirmvoicethe followingletterwhichhehadaddressed totheHolyFatheronhisarrivalin Rome:-

TheHolyFatherthen,withpaternal affection,admittedtheMonsignorwho hadjustreadtheretractationtothe kissingofthefootandhand,andthen expressedhisfeelingsandintentionsin thefollowingdiscourse:-

"Itissweetandconsolingtoa fathertoembraceagainandtopressto hisbosomasonwhomhedeemedlost. Ashepherdexultswithjoyonseeing thesheep,wanderingforalongtime, returningagaintothesheepfoldwhich hehadabandoned.Thisjoy,thisconsolation,ourheartexperiencesto-day inseeingyou,belovedSon,longwaited for,returningagainintothebosomof theCatholicChurch,andtakingaway thegermofamostfataldivisionfrom themidstoftheCatholicsofArmenia. Andthisholyjoyisstillgreeterand moredeeplyfeltbecausewehaveevery reasontobelieveinthesincerityand constancyofyoarconversion.The courageandthefirmnesswithwhich youhavetakenandaccomplishedso generousaresolutionassuresusofit.

Woarealsoassuredofitbythe circumstancesandthegoodproposals whichaccompanyitthesincerehumility whichcausedyoutolaydownallthe episcopalinsignia,which,byalongand fatiguingjourney,broughtyoutoRome, togivepersonallyandspontaneously thereparationduetotheApostolicSee; andthat,inordertobetterdisposeyou toreceivethebenefitofabsolution, counselledyoutoshutyourselfupbeforehandinaholyandspiritualretirement.Thisisassuredtousaboveall bythenoblesentimentofrepentance forpasterrorsandthefullandentire professionofCatholicfaithtowhichyou havejustnowgivenexpressioninour presence.

ProfessorPaoloVolpicelli,Secretary of'theAccademiadeiLinceiforthirty years-from1847to1877-brought sorrowtotheheartsofgoodCatholics byattachinghisnametoanaddress sentonafamousoccasionfromthe RomanUniversitytoDr.Dollinger. Ontheeveofhisdeath,however,the Professormadearetractation,and receivedthroughMgr.Pecci,brother oftheSovereignPontiff,thebenediction ofthePopeinarticulomortis.The Professorwrote"Onrecommending mysoultotheAlmighty,andtothe wholecourtofHeaver,,Ideclarebefore GodandmanthatasIhavealways firmlybelievedinmindandheartwhatevertheCatholicApostolicRoman Churchbelievesandteaches,soIwish inthefuturetoliveanddiewiththe helpofGod:thatifinmyactsor writingsthereshouldbefoundanything indiscordwiththisprofessionofmine asasincereCatholic(aswasthesignaturewhichIplacedtotheaddressof someProfessorsoftheRomanUniversity toDollinger,withouthavingpreviously examineditscontents),Iintendhenceforwardtoreproveit,condemnit,and declareitcontrarytomyCatholic principles,andtothetruesentimentsof mywill,"

Thefuneral:ofVolpicellitookplace attheChurchofS.Augustine,and, althoughthisretractationwasknown, manyfriendsoftheProfessor,whoare wellknownfortheiranti-Catholic sentiments,assistedatthesolemn ceremony.

Mexico.

TheMexicoofMontezumadeserves mentionbeforethatofPorfirioDinz, anditskullhaveitsdue.Mexicoowes itschiefhistoricalinteresttoitssituationuponthesiteoftheancientcity, thecapitaloftheMontezumas.The Aztecs,orancientMexicans,aftertheir

migrationfromthenorth,wanderedfor alongtimeintheMexicanvalley,till in1325theyhaltedonthesouthwest bordersofthelakeofTezcuco,and therebeheldaneagleperchedonthe stemofanopal,orcaotusplant,and engagedindevouringaserpent.An oraclehavingannouncedtheomenas auspicious,andasindicatingthesiteof theirfuturemetropolis,theyfoundedit upontheisletsofLakeTezcuco,calling theplaceTenochtitlan,"nopalina stone,"inallusiontotheomen.Its nameofMexicowassubsequentlyderivedfromthatoftheirgodMexitiii. Bythemiddleofthefifteenthcentury thecityhadbecomelargeandprosperous,andinplaceofreedsandrushes weresubstitutedlimeandstone;and when,ontheeveningofNovember7, 1519,itslonglineofglitteringedifices firstmettheeyesofCortezandhis followers,itlooked,says,Prescott,like athingoffairycreationratherthanthe workofmortalhands.Ontheirentry intoMexiconextdaytheSpaniards foundfreshcause,foradmirationinthe grandeurofthecityandthesuperior styleofitsarchitecture.Thecitywas ninemilesincircumference,andthe numberofitshouseswasabout60,000, andofinhabitantsprobably500,000. Thoughafewofthestreetswerewide andofgreatlength,mostofthemwere narrow,andlinedwithmeanhouses. Thelargestreetswereintersectedby numerouscanalscrossedbybridges, andanoldpaintingwhichIsawatthe palatialresidence;ofMr.Barron,the millionairebanker-anIrishmanand Waterfordmantoboot-atTacubaya, showedthecanalsandtheirquaint boats,canoes,andbridges.Thispicture, whichisofgreatvalue,datesfromthe Cortezperiod,andismuchprizedby itsowner,andindeedbythecountryat large,asithascometoberegarded almostasthepropertyofthenation. ThepalaceofMontezuma,nearthe centreofthecity,wasapileoflow, irregularstonebuildingsof'vastextent. AnotherpalaceassignedtoCortezon hisentranceintothecitywassolarge astoaccommodatehiswholearmy.But themostremarkableedificeofthecity wasthegreatteocalli,ortemple,completediu1486.Itwasencompassedby astonewallabouteightfeethigh, ornamentedontheoutersidebyfigures ofserpentsinbassorilievo,andpierced onitsfoursidesbygatewaysopening onthefourpriucipalstreets.Overeach gatewasanarsenal,andbarracksnear thetempleweregarrisonedbyten thousandsoldiers.Thetempleitself wasasolidpyramidalstructureofearth andpebbles,coatedexternallywith hewnstones.Itwassquare,itssides facingthecardinalpoints,andwas dividedintofivestories,eachofwhich recededsoastobesmallerthanthat belowit.Theascentwasbyaflight of114stepsontheoutside,socontrived thattoreachthetopitwasnecessary topassfourtimesroundthewhole edifice;andthebaseofthetempleis supposedtohavebeenthreehundred feetsquare.Thesummitwasalarge areapavedwithbroad,flatstones.On itweretwotowersorsanctuaries,and beforeeachwasanaltar,onwhicha firewaskeptperpetuallyburning. Thetopofthisremarkablestructure commandedasuperbviewofthecity, lake,valley,andsurroundingmountains. Thepoliceofthecitywasefficientand vigilant,andathousandmenweredaily employedinwateringandsweepingthe streets,Asthelakethatsurrounded thecitywasextremelybrackish,pure waterforthesupplyofthepeoplewas broughtbyanaqueductfromthe neighbouringhillofChapultt3pec,where Montezumahadasummerpalace,surroundedbyvastandmagnificent

gardens,andcedarssurpassingthefamed treesofLebanon.Iatepatedefoiegras andquaffedatumblerofchampagne, "thebeadedbubblesatthebrim," underamonarchwhosearchingboughs hadgivenshadetotheill-fatedAztec monarch.

InthefinalsiegebytheSpaniards, Cortez,despairingofotherwisesubduingaplacewhereeveryhousewasa fortressandeverystreetwascutupby canals,reluctantlydeterminedtodestroy thecity,whichhecalls"themost beautifulthingintheworld."With theaidofhismultitudinousIndian allies,whosehatredoftheAztecsled themtoworkwithzeal,inafewweeks seven-eighthsofthecitywaslevelled tothegroundanditscanalsfilledwith rubbish.Soonaftertheterminationof thesiege,Cortezbegantorebuildthe cityonitspresentplan,assemblingfor theworkahostofIndiansestimatedby aMexicanwriterat400,000.During itsoccupationbytheSpaniards,from 1521to1821,themostremarkable eventsinthelocalhistoryofMexico werefivegreatinundationsin1553, 1580,1604,1607,and1629,causedby theoverflowingoftheneighbouring lakes.Topreventtherecurrenceof theseinundations,agreatdrainwas dugthroughthehillofNochistango,by whichthewatersoftheriverCuautitlanwereledoutofthevalleyinsteadof fallingintothelakeofTezcuco.This work,whichwascommencedin1789, aftermorethanonehundredyearsof labour,isabouttwelvemileslong,from onehundredtoonehundredandthirty feetdeep,andbetweentwoandthree hundredfeetwide.Althoughthecity wasdestroyedbyCortezandanewone erectedonitssite,thecountrywasnot subdued,andCortezthoughtitprudent tokeepnearhisperson,asahostage, theheroicCuantimotzin,whowasmade prisoneratthefullofMexico.This chiefwasthenephewofMontezuma II.,andhadmountedthethroneafter thedeathbysmall-poxofhisfather, Cuitlahuatzin1.Cirantimotzin,withthe caciquesofTacubayaandTezeuco, accompaniedCortezonhisexcursions toYucatan.Onthewaythelatter accusedthemofconspiracy,andsentencedthemtobehangedonapotcho/cerbatree.Beforedying,theexemperor,callingCortez,addressedhim thus"Iwellknew,Malinche,what wouldbetheresultofmyfaithinthy promises,andthatthoudidstreserve meforthisend.Alt!whydidInot diebymyownhandwhenthoudidst invademycapitalofTenochtitlan?"

ThewholeconqueredcountryremaindedaSpanishcolonyuntilafew patriotsundertooktoseparateitfrom Spain.Alreadytwosymptomsofrevolt hadtakenplace,thefirstonthe21stof January,1751,andthesecondwhen FerdinandVII.abdicatedthethroneof Spain.ThemunicipalityofMexico Cityhavingdeclaredthecountryfree, ViceroyIturiganyandhiswifewerearrestedonthenightofSeptember,1810, ateleveno'clockP.M.,byMiguel Hidalgo,aCatholicpriest,whosename isveneratedinMexicoasisthatof Washingtoninthiscity,atDolores Hidalgo,avillageintheStateofGuanajuato.Onthe13thofJanuary,1812, GeneralJoseMorelosandIgnacioRaymondmadedeclarationofindependence, thuscontinuingtheworkbegunby FatherHidalgo.Thefirstconstitution ofthenewrepublicwaspromulgatedat Afratsengaronthe24thofOctober, 1814.Aguerillawarwasmaintained forsomeyears,untilAugustindeIturbidetookcommandoftheIndependent army,andcompletedtheindependenceof hiscountryonthe23thAugust,1821, bytreatysignedbetweenhimandthe SpanishgeneralO'Doneju(thejispronouncedh),atthevillageofIguala, StateofGuerrero,afterwhichhemade hisentryintothecityofMexico,atthe headofhisvictoriousarmy,knownas thetrigarante,onthe27thSeptember, 1821.Thewordtrigarantealludesto thethreecolors,green,white,andred,of theflagofindependence,whichstill exists,Thisflagreplacedthatof FatherHidalgo,whichboretheimage ofOurBlessedLadyofGuadalupe.If Iturbidehadimitatedthewisdomof Washington,itwouldhavebeenwell bothforhimselfandforhiscountry, buthewasrashenoughtoacceptthe

Theabovementionedplantgrowing withsuchweedlikeexuberancein WesternAustraliawethinkthefollowingaccountofitshouldproveinterestingandperhapsuseful:Amongthemanyusefuloleaginous treesindigenoustoIndiaandotherparts ofAsia,oneofthemostvaluableisthe plantfromwhoseseedsthehighlyprizedmedicalagentknownas"castor oil"isobtained.Wedrawattention totheplanthere,notmerelyonaccount

ductionofaparticularkindofsilkthe castoroilplantisalsoimportant,inasmuchasthehardyBombyxArrindirequiresforfoodtheleavesofthisbush. Itisacuriousfactthattheseedsunprepared,arepoisonousintheirnature. ThisvaluabletreeoughttofindacongenialhomeinAustralia,NewZealand, andSouthAfricaandintheWest Indies,Mauritius,andotherofoursmaller Colonies,aswellasinthefirst-named countries,itoughttoproveasourceof considerablewealth.

Castoroilisavailableformanyother purposesbesidesthatwithwhichits nameisusuallyconnected.Asalubricatingagentitisofexcellentquality, andfbrvar:oistechnologicalpurposes itisunsurpassed.Itisthebestagent knownforkeepingleathersupple,and harness,saddles,andsimilararticles shouldbeoiledwithcastoroiltothe exclusionofanyotherkind.Itpermeatesthematerialmorethoroughly thananyotherkindofoil,withoutrenderingitunpleasantly"greasy."

BaronF.vonMullerstatesthattheoil dissolvescompletelyinwaterlessalcohol andinether,andwillbecomedissolved alsoinspiritofhighstrength,tothe extentofthree-fifthsofthelatter. Solutionsofthiskindmaybecome valuableforvarioustechnicpurposes, andaffordsometestsforthepurenessof theoil.Ifpressedunderheatitwill depositmargaritin.Heatedinaretort aboutone-thirdoftheoilwilldistil over,andasubstanceresemblingindiarubberremains,whichsaponiseswith alkalies.Othereductsareatthesame timeobtained,whichwillprobably become.ofindustrialvalue.Theseeds containalsoapeculiaralkaloid,called ricinin,andanon-crystaliseacidpeculiar toitknownasricin-acid.Forthepro-

Andthusthislean-tojustcompletedmeetstwowantsatoneandthesame time:itbothprovideslodgingsfortheteachersandsecuresthewallsofthechapel. ITisnotoftenthatanationpresentsa mournfulappearanceintheveryhour ofvictory.YetRussiapresentsthat spectacletotheeyesoftheworldat thepresentday.Sheisseenchecked inhercareeroftriumphantforeignconquestbyamostterribledomesticevil.

Ithasbeenlongknownthatthe Empirewashoney-combedbysecret societiesofRevolutionists,butnottill withinthelastyearorso,didthehidden plaguedisplaytheextentandaudacity ofmalevoleuce,towhichitsbaneful virushadreached.FromtheBalticto theEuxineandfromtheWhiteSeato theCaspian,RussianSocialists,or-as theyarebetterknowntoforeignersNihilists,arebusyintheworkofsocial disintegration-andbymeans,themost terrible.

Theimmediateobjectofthesesecret sectariesisplainenough.Theymean tokillalltheGovernmentofficials,and havealreadyassassinatedmanywith impunity.Theirprogrammeisthus announced:-"Sincewearounableto obtainanyredressinalegalwayand becauseinRussia,nottheCzar,but thoseabouttheCzar,reallygovernthe country,weshall,unlessattentionis paidtoourwishes,enterupontheillegalway,andweshallshoot,stuband murderuntilourdemandsaresatisfied andtheCamarilloissweptfromthe faceoftheearth."Theunmitigated corruptionandtyrannyoftheRussian Governmentaffordpretextforthis hideousconspiracyandprocureforits agentsfavorfromthemembersofevery rankinsocietysothat,ineachatrociouscrimeofassassination,themiscreantshavebeenscreenedfromthe justchastisementoftheLaw.

TheRevolutionistdemandsare: aConstitution;dispersionofthe CourtCamarillo,orastheystate it,"destructionofthatwallwhich separatestherulerfromhispeople;"suppressionofHisMajesty'sprivatechancellery-commonlycalledthe "ThirdDivision;"-abolitionofcorporalpunishmentwiththestickiuprisons;mitigationofthehorrorsofexile toSiberia;changesintheproceedings underthesecretpoliceandvengenaceon thedefraudingcontractorswhorobbed thearmyinthelatewar.Deniedthese severalreformstheyhavesetthemselvesthetaskofavengingtherefusal indeedsofblood.

ThesefoesoftheStatebeganby issuingplacardsandhandbillsincount-

5 from-nooneknewwhere.Themost strenouseffortsofGovernmentfailedin obtainingacluetotheauthorsanddistributorsoftheperniciouspublications strewnbroadcastoverthelandbymysterioushands.Thesefirstprinted sheetsweresoonsucceededbyregular newspapers;oneofwhich,calledthe StormBell,wasprintedinLondonand theothernamedtheForwards,atGeneva.

Svolioda)printedinRussiaitself,and surpassingallitspredecessorsinthe truculenceofitsrevolutionaryfanaticismandsanguinaryterrorism.This paperfindsitswayeverywhereinthe streetsandinpalaces,inthecafes, factories,shops,churches,schools,barracks,andprivateresidences."The CouncillorofStatefindsitbetweenthe sheetsofhisConservativejournaland theSergeantofPolicediscoversit foldedintheleavesofhisorderlybook," yetwhereitcomesfrom-orbywhom brought,remainsasecretimpenetrable.

Noexpensehasbeensparedby Governmenttobringtheoffending writersandtheirsubordinatestojustice, butsoformidableereconspiratorswhose organis"LandandLiberty"that everyefforthasbeenmadeinvain. Temptedbytheoflbrof£10,000reward forthediscoveryoftheprintingpresses, aninformeratlengthcommunicatedwith theGovernmeutandtwopressesorrather partsofpresseswerefound-oneinthe ImperialCartridgemanufactorytheother inaGovernmentCustomsoffice.The informationboughtatsohighaprice butrevealedalittlefurthervastnessof theevilwithwhichtheauthorities havetodeal.Theitiformerwasnot permittedlongtoenjoyhisfee.Three daysaftertheseizureofthepresseshe wasmurderedatMAMONTOFF'SHotel, Moscow.llismurderedbodywas foundthereandashewasastranger nooneknewwhohewasorwherefore assassinated.Throughthepagesof thesocialisticOrgan,"Laudand Liberty,"thepublicandtheMoscow policethemselveswerefirstenlightened astotheoccurrenceinthefollowing audaciousterms:-"Onthe9thMarch thetraitorReteerere,wasexecuted inMASIONTOFF'SHotel,Moscow. liEINSTEIN,aPolishJew,hadbetrayedtotheThirdDivisionthe whereaboutsoftwoofourprinting offices.Onthisaccountweputhimto death.TheGovernmentneednotput itselftounnecessaryexpense.No moneywilltemptanyoneamongusto

turntraitor.REINSTEINwassimplya newsagentwhodistributedourpapers. Nothingimportantwasdiscovered."

TurningfromthestateofRussiaas effectedbytheSocialistrevolutionists toitsconditionunderthemeasures takenfortheirrepression-wefindit equallydeplorable.'TheGovernment isdriventodistractionatthemagnitude ofthecrimescommittedorintended anditsutterunsuccessinhinderingor bringingthemtopunishment.Asa lastresourcethemostextrememeasures havebeenresortedto.AllRussiais declaredinastateofsiegeandthe country-mappedoutintoelevenmilitarydistricts-ishandedovertothe Generals,whodistinguishedthemselves intherecentwar,tobegovernedby themaccordingtomartiallaw.There isaneudofallcivilprocedureandcivil liberty.ThustheGovernmAtisat warwiththepeopleandthecountryis dividedintotwocamps--thosewho wanttokillalltheofficialsandGovernmentagentsandthosewhoare determinedthattheyshallnotbekilled. GeneralGouaxohasbegunhisiron ruleatSt.Petersburg.Heisauthorized "toorderthearrestofanypersons whatsoeverwhomhemaysuspectas dangerous;tosuppressnewspapersor periodicals,onhisownjudgmentand responsibility;andgenerallytoadopt anymeasureshemayconsidernecessary forthepreservationofthepublicpeace." Everycitizen,manorwoman,whois

opentothesuspicionofhavingwhat aredescribedas"subversivetendencies,' maybetakenandshotorbanished withoutfurtherappeal.Everycitizen ownerofahouseinSt.Petersburgis likewiseorderedtokeep,dayandnight, athisownexpense,aporterwhose dutiesshallbetopreventanyobnoxious placardsfrombeingpostedonthe premises,andanypamphletsbook,or ,etpersfrombeingscatteredinthe streetstheownerofanyhouseneglectingthiscommandtobeliabletothe fineof£50.

Spacedoesnotpermitustodetail furtherthemeasurestakenouboth sideswhichaddtothemiserablepoliticalstateofwhichRussianowaffords thedeplorablespectacle.Allwho pleasemaynowlearninhercondition theeffectofsecretsocietieswhen workedouttotheirlastconsequences. Therehasneverbeen,inthehistoryof theworld,amoresecretorganisation thanthatwhosemachinationswehave beenreferringto-andtherehasnever beenamorenefarious.Themorecompletelysecret,themoreintenselydiabolical.Suchseemsthelawgoverning Isodieswhichswearandplotinsecrecy. Perhapsthemorethoughtfulmayalso adverttothewisdomoftheChurchin condemningallsuchorganisations. Nearerhometherearewellmeaning men,andmenloyaltotheSocialOrder, dailybecause,forsooth,thereseemsno harminthem.Butwhathasbeen taughtbytheChurchandwhatis taughtbythescenesatpresentwitnessedinRussiais,that-ifthereale secretsocietiesnowinnocuous,itisbecausetheyarenotyetthoroughlydeveloped;that,workedouttotheirlogical issues,thebitterendisAnarchyand Socialruinandthattheirlastresults arenootherthanthedestructionof everyvestigeofPublicsafetyandof Privatesecurity.

TILECATHOLICUNIVERSITY OFDUBLIN.

Foenew,somefiveandtwentyyears, theBishopsofIrelandhavebeenpressingtheirclaim-foralegalstolesand powertoconferacademicaldegreesonbehalfoftheCatholicUniversityoDublin.Shametosayeveryefforte attainthatobjecthasbeenslighted,o counteractedbytheBritishGovernment TherearetwoUniversitiesinIreland "OldTrinity."andthenewQueen's Universityinconnectionwiththe "Godless"Queen'sColleges.Both UniversitiesareProtestanttothecore andthelatterisexpresslyunderbanof theChurch.Thenecessitythenfor1. Universityfromwhichcouscientiou Catholicsmightnotbedebarred manifest,theGt..vertuneutpersistent!: andtotheextentofitsutmostpowe hashithertohinderedtheCatholicso IrelandfromhavingaUniversityo theirown.Toexpresslybaulkthen inthisobjecttheQueen'sCollegesant Queen'sUniversitywerefounded endowedatanenormousexpenditur publicmoney.TrinityColleged. fromthetimeof"GoodQuBESS."ELIZABETHsoplentifully deweditoutoftheconfiscatedholt3 ofthenativefamiliesthattothepre dayonetwentiethofallthelan IrelaedisintheproprieteryofTri; College,Dublin. Ontheotherhandnotashilling ofpublicfundshasbeengrantedts CatholicUniversity.Establishedn thepatronageoftheIrishHierarch.. hasbeensustainedforthelastqut ofacenturysolelybythevolun. offeringsofafaithfulpeople.Evet cheapconcessionofacharterofit porationwithrighttoconferacadee degreeshasbeen-tho'oftenpetit;. for-alwaysdenied.TheCal

LIniversityofIrelandlongsincereceived fullauthorityfromtheHolySeeto conferdegreesinallthefaculties,but honourssoobtainedmeetwithno recognitionbythelawoftheland. ItisonlyinIrelandthattheblindfoldgpddessofJusticemightberepresentedwithherbandagesomewhat disarrangedononeside.Oneeyed Justicehashadalongreigninthat country.InthematterofUniversity advantages,certainly,therehasbeena "brightlookout"foroneside,anda stone-blindindifferencetotheother. Thingsaredifferentelsewhere.The CatholicUniversityofQuebecisincorporatedbyRoyalCharterandevery degreeconferredthereacquireslegal recognition.Weprintto-dayinanother placeapetitionfromtheBishopsof CanadatotheQueen,prayingHer Majesty,t)roughherMinisters,toadopt thepolicyinIrelandwhichalready obtainsinCanadaandbydulycharteringtheCatholicUniversityofDublinto graciouslyremovethedisqualifications whichareatpresentupheldagainstthe CatholicsofIreland.Theappeallike somanypreviousonesofasimilar charactermayprobablybefruitless. Butitwillatleastbeconsolatorytothe BishopsofIrelandtofindtheirjust cla'imssocordiallysecondedbytheir EpiscopalBrethrenoftheDominionof' Canada.

TheCatholicpeopleofIrelandhave aclearrighttoasystemofEducation thatshallnotbeinimicaltotheFaith theyhold.Andbysystemwemean Educationinallitsbranches-elementary,intermediateandacademical. Muchhasbeenfairlydonealreadyin Irelandinthemattersofprimaryand intermediateEducation,butthescandal andinjusticeoftheUniversitiesremain. LetushopethatsoonsomegreatEnglish statemanwillarisetotakethematterin handanddealwithitinajustandimpartialspirit.Rightlyspeakingthere areinIrelandnearly5millionsof Catholicsandsomewhatmorethanhalfa-millionofProtestants.Itwillbefor thetruestatesmantoaccepttheinevitablelogicoffactsandlegislatefor IrelandnotasaProtestantbutmainly asaCatholicnation.Inpursuinga justandimpartialcoursehewillhave verymuchtoreversethepolicyofthe past,whichhasbeen-tosacrificethe rightsofthevastmajorityofthenation totheinterestsofafew.Apolicy whichwaspursuedtoalmostincredible extremitiesinformertimesandwhich, downtothepresentday,isbynomeans, quiterelinquished.

Thephysicianandtemperancemen ofChicagoareverymuchexcitedover anewremedydiscoveredbyDr.Robert D'Unger,whichissaidnotonlytocure intemperance,buttoleavethedrunkard withanabsoluteaversiotospirituous liquors.Mr.JosephMedill,theeditor oftheChicagoTribune,isoneofthe strongestendorsersofthenewremedy. Mr.Medillhashadmanyscientific articlesintheTribuneaboutit,andhas oftendevotededitorialspasetomake knowntothedrunkardthatthereisa simpleremedywhichcansavehim.

Mr.Medillsays:-

"Thisisoneofthemostwonderful discoveriesoftheage.Dr.D'Unger hasactuallycured2,800casesofthe worstformofintemperance.He takesmendebauchedbyliquorforyears -takesaused-updementedloathsome sot,andintendaysmakesawellcured manofhim,withapositiveaversionto liquorDr.D'Ungerisaregularprac- tictiouer,hetellsthesecrettoevery one,andmanyphysiciansareusinghis discovery."

Andtherewasthisdrunkard,still weak,butmentallycured.Whenthe doctoraskedhimifhehadanylonging forliquor,hesaid:-

No,nonewhatever.Ihaveeaten thebestmealthismorningthatI haveeateninfifteenyears.Iam notmentallydepressed,Iamstrong, andIwouldn'ttakeadrinkofliquor fortheworld,and-"

"Oh,doctor!"interuptedhiswife,as shetookbothhishands,"youhave savedGeorge,andwearesohappy!" andhereyesfilledwithtearsofjoy.

"Willthatmanoverdrinkagain?"I askedthedoctor.

"No.I'veneverhadapatientcured bycinchonarubra,returntodrinkagain. Theyhatethesightofliquor."

"Mymedicine,"repliedthedoctor, "canbeboughtatanyfirst-classdrug store.ItisredPeruvianbark, (cinchonarubra).Now,thereare eightyvanitiesofthisbark.Iusethe harkfromthesmalllimbsofthered variety.Druggistscallitthequill bark,becauseitconesfromtwigsabout thesizeofaquill."

"Howdoyoumixit?"

"Itakeapoundofthebestquillred Peruvianbark(cinchonarubra),powder it,andsoakitinapintofdilutedalcohol. ThenIstrainitandevaporateitdown toahalf-pint-soitisapoundtoahalfpint.Anyonecanprepareit."

"HowdoyougivethismedicineF'

"Igivethedrunkenmanateaspoonfuleverythreehours,andoccasionally moistenhistonguebetweenthedoses thefirstandseconddays.Itactslike quinine.Thepatientcantellbya headacheifheisgettingtoomuch. ThethirddayIgenerallyreducethe dosetoahalf-spoonful,thentoa quarter-spoonful,thendowntofifteen, ten,andfivedrops."

",Howlongdoyoucontinuethis medicine?"

"Fromfivetofifteendays,andin extremecasestothirtydayssevenis abouttheaverage."

"Nowpleasetellmethephilosophy ofthismedicine-whyitcuresdrunkenness,andhowyouhappenedtomake thediscovery."

"Well,first,youmustunderstandthat intemperance,firstahabit,finallybecomesadisease.Itbecomesadisease ofthenervecells,or,iftalkingtoa physician,Ishouldsayitbecomesa diseaseofthesensorialganglia.Ifound, bydissectingthebrainofamanwho haddiedofdeliriumtremens,thatthe cellsofthequadrigeminalbody,orthe cellsthatsendthenervestotheeye, wereinanunnaturalstateontheoutside,whilewithiuthenervecells themselvesIdiscoveredayellow,yeastylookingdeposit.

"Now,Iaskedmyselfwhatis thisyellowdeposit,andwhatcauses thisabnormallookofthecells? Oncestimulatedunnaturallybyapoisonoussubstancelikewhisky,thenerve cellscallforlargerdoses,tillby-and-bya mancandrinktwoquartsofwhiskey oreatseveritygrainsofmorphineaday. Cinchonaubrastopsthecallforalcohol."

"Well,alcoholisafermented,distilledstimulantwithpoisoninit,while mymedicineisanaturalstimulant,containingnopoision;somymedicine stimulatesthenerves,and,notbeing poisonous,allaysinflammation-thatis, itholdsthecellsopenuntilthemorbid depositisforcedoutandthecellsaccustomthemselvestoreceivetheir stimulusnaturallythroughthearteries. HetriedredPeruvianbarkthreeweeks ago.He'sawellmannow,andeverybodyinChicagolooksathiscureasa miracle.Dr.Nobleknowsitwasa disease,anddon'tobjecttobeingreferredto."

Iamsatisfiedthat,ifthephysicians inNewYorkwillgiveDr.D'Ungeee discoveryatrial,theywilldomorefor temperanceinayearthanGoughand Murphyhavedoneinalltheirlives.It isthefirstremedyeverdiscoveredthat killsthediseaseandtheinclinationto drinkatoneandthesametime.

Ithaslatelybeenreportedinthepapers thattheCatholicsofItalyaregoingtobuild aChurchinLondonfortheirpoorcountrymen,whoingreatnumbersarefoundhere. LetthemgototheBoardofWoodsand Forests(andlessequitablebodiesmightbe found),andtrytonegotiateapurchaseof groundforasite;wouldGovernmentfora momententertaintheproposal?woulditnot laughattheirimpudenceatasking?would thepeoplesuffertheGovernment,evenifit weredisposed?Wouldtherenotbepetitions sentuptothetwoHouses,enoughtobreak thetablesonwhichtheywereranged,petitionstotheQueen,enoughtolihiekup theHomeOffice?Wouldnotthewholepress, bothdailyandweekly,intownandincountry,groanandtrembleundertheportertous agitationsuchaprojectwouldoccasion? HappilyforCatholics,othergroundistobe had.ButwouldnotCourtandMinistry, Establishment,Wesleyans,almostevery politicalparty,almostallthedenominations ofLondon,theCourtofAldermen,the CommonCouncil,theCityCompanies,the greatlandlords,theInnsofCourt,andthe Vestries,hinderanyCatholicChurchifthey could?Yetthesearethepartiestocryout againstalineofconductinRome,which theydotheirbesttoimitateinLondon. Butthisisnotallinspiteoftheirmanifesting,everydayoftheirlives,anintense desiretodousalltheharmintheirpower, wonderfultosay,theygoontoreproachus withingratitude.Weevincenogratitude saytheProtestantBishops,forthefavour, whichhavebeenshownus.Gratitudefor what?Whatfavourshavewereceived? TheFrenchman'sgoodfortune,andnothing else.Whenheboastedtimekinghadspoken tohim,hewasnaturallyaskedwhatthe kinghadsaidandheanswered,thathis Majestyhadmostgraciouslycriedoutto him,"Fellow,standoutoftheway."

Now,IwouldhaveeveryProtestant,to whommywordsmaycome,puthishandon hisheartandsay,first,whetherscenessuch asIhavebeendescribing,whetherinhigh lifeorinlow,arenotverymuchwhathe wouldcallpersecutioninCatholics,and next,whethertheycan,byanytheutmost ingenuity,bereferred,inthecasessupposed, toanyCatholicinfluenceastheircause.On thecontrary,theycomeoutofthevery depthsandinnermostshrineoftheProtestantheartitisundeniable,thevery staunchestProtestantsaretheactorsin them nay,thestaunchertheyare,the morefaithfullydotheysustaintheirpart andyet,Irepeat,ifasimilaroccurrence werereportedofsomeCatholicfamilyin ItalyorSpain,theseverypersonswhose conductIhavebeendescribingwouldlisten withgreatsatisfactiontotheinvectivesof anyitinerantdeclaimer,whoshouldworkup thesternnessofthefather,thefuryofthe mother,thebeggaryofchildrenandgrandchildren,theblowsstruck,theimprecations uttered,theimprisonment,theover-persuasion,orthecompulsorycompromise,into ademonstrationthatPoperywasnothing elsethanapersecutingpower,whichwas impatientoflight,andafraidofinquiry, andwhichimposeduponfathers,mothers, andhusbands,underpainofreprobation, thedutyoftormentingtheirchildren,and dischargingtheirservantsatanhour's warning. Letuswalkabroadwiththosechildrenor servants,who,bythespiritofProtestantism, havebeensentabouttheirbusinessforbeing Catholics,andweshallseefreshmanifestationsofitsintolerance.Gointotheworkshopsandmanufactories,youwillfinditin fulloperation.TheconverttoCatholicism isdismissedbyhisemployerthetradesman loseshiscustomthepractitionerhis patients;thelawyerhasnolongerthe confidenceofhisclients; pecuniaryaidis reclaimed,oritspromiserecalled;business iscrippled,theshopcannotbeopened;the oldisleftwithoutprovision,theyoung withouthisoutfit-liemustlookaboutfor himself; hisfriendsfightshyofhim; graduallytheydrophim,iftheydonot disownhimatonceThereusedtobe pleasanthousesopentohim,andacircleof acquaintance.Peopleweregladtoseehim, rindliefelthimself,thoughsolitary,not lonelyliewasbyhimself,indeed,butlie hadalwaysarefugefromhimself,without havingrecoursetopublicamusementswhich hedisliked.Itisnowallatanrod;hegets nomoreinvitationslieisnotawelcome guest.Ileatlengthfindshimselfin coventry;andwherehispresenceoncewas found,nowitisreplacedbymaliciousand monstroustalesabouthim,distortedshadows ofhimself,freelycirculated,andreadily believed.Whatishiscrime?heisa CatholicamongProtestants.

Whatagainstthe CatholicNameitself?Doyonthinkitis withthegoodwillofEstablishment, WesleyanConnertin,andvariousother denominationsofreleion,thatCatholicsare inBirminghamatall?Doweworship,haveweaplaceofworship,-withor againstthewillofthebodiesinquestion? Wouldtheynotcloseallourchurchesand chapelsto--row,wouldtheynotcutthe groundfr nderus,iftheycould?What binderstaifromturningusalloutofthe

Anintellectualmovementmustbemetby ActofParliament.Canaclearerproofbe required,thatnotourpoliticalintriguesforweareguiltyofnone-hutourmoral andargumentativepower,istherealobject ofapprehensionantiattack?Theywishto coerceusbecausewearezealous,andthey venturetocoerceusbecausewearefew. Theycoerceusforthecrimeofbeingfew andwishingtobemany.Theycoerceus whiletheycan,lesttheyshouldnotdareto coercewhenanothertwentyyearshaspassed overourheads,"Flithim,he'sclownI" thisisthecryoftheNlinistry,thecountry gentlemen,theEstablishment,andExeter Hall.Thereforeareweultramontanes; thereforeareweaggressive;thisisourconspiracy,thatwehaveheartstodesirewhat webelievetobeforthereligiouswell-being ofothers,andheadstocompassit.Two centuriesago,allEngland,youknow,wasin terroraboutsomevastandmysterious Popishplot,whichwastoswallowupthe wholepopulation,withoutno),oneknowing how.WhatdoesthehistorianIlunie-no Catholic,certainly,-sayonthesubject?

"Suchzealofproselytism,"heobserves, "actuatesthatsect(meaningus)thatits missionarieshavepenetratedintoevery nationoftheglobeandinonesensethere isaPopishplotpet-la-duallycarryingon againstallstates,Protestant,Pagan,and Mahometati."ThesimpletruthThisis theunvarnishedaccountofthetnatterwe dosurpassinzealeveryotherReligion,and havedonesofromthefirst.lintthis, surely,oughttohenooffence,butapraise thatReligionwhichinspiresthemostenthusiasmhasarighttosucceed.Iftocherish zeal,iftodealtheblowsofreasonandargument,ifthisbepolitical,ifthisIcedisloyal, certainlywedeserveworsepumslimentthan thedeportationsuggestedbyonememberof Parliament,andthe£500peualtyproposed byanother.

Hadindeedtherulingpowersofthe country,whencoercionwasintheirpower, refrainedfromcoercion,andturnedahost ofcontroversialistsinuponusinstead;had agraciousanswercomefronttheThronein returnfortheloyaladdressoftheProtestantBishops,commandingthemtorefute us,andnevertoentertheroyalclosetagain withoutatailoftwentyconvertsapiece hadaParliamentaryCommitteebeenappointedtoinquireintothebestmeansof denyingourfacts,andunravellingour arguments;hadarewardofsome£1000 beenofferedforourscientificdemolition,in BridgewaterTreatiseorWarburtonLecture, weshouldhavefeltgratitudetowardsthose whohadratherfailintheirendthanhe ungenerousintheirmeasures.Butfor yearsandyearsthecasehasbeenjustthe reverse;theyhaveeverdoneusallthe harmthattheycould,theyhavenotdone onlywhattheycouldnot.Theyhaveonly madeconcessionsundertheinfluenceof fear.Smallthanksforscantyfavours; suchthanksasLazarus'fortherichman's crumbswhichcouldnothelpfallingfrom thetableitisnovirtuetograntwhatyou cannotdeny.Now,whatisthestateofthe case? Protestantsectsquarrelamong themselves,theyscrambleforpower,they inflictinjuriesoneachother;thenatlength theycometothinkitwouldbewelltobear andforbearTheyestablishthegreat principleoftoleration,notatallforour sakes,simplyforthesakeofeachother,one andaldevoutlywishingthattheycould tolerateeachotherwithouttoleratingus. We,bornBritonsandmembersofthebody politicasmuchasthey,accidentallycome undertheshadowofatolerationwhichwas meantforothers.Whentheyfindthat commonsenseandfairnessaretoostrong forthem,andthattheycannotkeepusout, and,moreover,thatitisdangeroustodoso, theymakeameritoflettingusin,andthey wishustobegratefulforaprivilegewhich isourbirthrightasmuchasitistheirs.

Statesmenwouldignoreusiftheycould; theyrecogniseusinordertocoercethey cannotcoercewithoutrecognising,therefore atlasttheycondescendtorecognise.When therewasaproposal,severalyearsago,for aninterchangeofministersheweenEngland andthePope,thentheywouldnothavehis namementionedliewasnottohecalledby anytitleofhisown,butbyanw-fansled name,framedfortheoccasion.Hewasto beknownas"SovereignoftheRoman States;"atitlewhichprettywellprovided, shouldoccasionoccur,fortreatingwith someothersovereignpowerinhisStates, whoshouldnotbehe.Nowthattheyaish todohimaninjury,forthwiththeywakeup tothefactofhisexistence.Ourstatesmen affecttoknownothingofthegreatestpower onearth,themostancientdynastyinhistory, tillitcomesrightacrosstheirpath,and thentheyc.,nrecogniseasfoes,whatbefore theycouldnotrecogniseasgenthmen. Indeed,ifthetruthmustbetold,soonesidedisthisProtestantism,thatits supportershavenotyetadmittedthenotion intotheirminds,thattheCatholicChurch hasasmuchrighttomakeconvertsin England,asanyotherdenomination.Itisa newideatothem;theyhadthoughtshe oughttobecontentwithvegetating,asa sicklyplant,insomeback-yardorgarret window;buttoattempttospreadherfaith abroad-thisistherealinsidiousness,and theveritableinsult.Isaythisadvisedly. Somepublicmen,indeed,haveevenconfessedit;theyhavebeencandidenoughto admitdistinctly,thatthePenalBillisintendedtothrowadamperonourenergies andothersimplyitwhodarenotsayit. Therearewords,forinstance,imputedto thePrimeMinister,withreferencetoa publicationofmyown,whichputthe matterinaveryclearpointofview.Ihave toacknowledgehiscivilitytomyself personally;andIantsure,thoughIhavean aversiontohispartyandhispolitics,of twenty,naythirtyyears'standing,yetI bearnothingbutgoodwilltohimself,except astherepresentativeoftheoneandofthe other.Butnowconsiderwhatliesaid.It appearshehadlaiditdown,thathisonly objectinhisParliamentarymeasurewasto resistanytemporalpretensionsofthePope andinproof,observe,thatsuchpretensions weremade,whatdoeshedo,butquotesome wordswhichIusedinasermonpreachedat St.Chad's,lastOctober,onoccasionofthe EstablishmentoftheHierarchy.Nowwhat wasthatsermonabout?Wasthereawordin itaboutCatholicsexercisingorgaining temporalpowerinEngland,whichwasthe pointonwhichhewasinsisting?-nota syllable.Imayconfidentlysay,forIknow myownfeelingsonthesubject,thatthe notionofanycivilorpoliticalaggrandisementofCatholicismnevercameintomy head.Fromthebeginningtotheendoftne sermon,Ispokesimplyandpurelyofconversions-ofconversionsofindividuals,of

thatwedidnotfeelittobethehighest prefermentfortheCatholicChurchtowait intheante-chambersofapoliticalparty. SoitiswithyourProtestantcontroversialist, evenwhenheshowstobestadvantage;his greatprincipleofdisputationisthatheis up.andtheCatholicisdown;andhisgreat dutyistoshowit.Heisintenselyconscious thatheisinaveryeligiblesituation,and hisopponentinthegutter;andhelectures downuponhim,asifoutofadrawingroomwindow.Itisagainsthisnaturetobe courteoustothoseforwhombefeelsso cordialadisdain,andhecannotforgive himselfforstoopingtoannihilatethem.Ile mistakessharpnessforkeenness,andhaughtinessforstrength;andnevershowsso highandmightyinmanneraswhenhe meanstobeunutterablyconclusive.Itisa standingrulewithhimtoaccusehis opponentofevasionandmisstatementand, wheninfaultofanargument,healwayscan impugnhismotives,orquestionthehonesty ofhisprofessions. Suchisthestyleofthatwritertowhom CardinalWisemanalludesinhislateAppeal totheEnglishpeople.ThepersonIspeak ofisagentlemanandascholar,nay,oneof themostdistinguishedProtestanttheologians ofthedaybutthatdidnothinderhim,on tneoccasionalludedtobytheCardinal, fromstruttingaboutwithindignationthata Catholicshouldintrudehimselfintothe quarrelsoftheEstablishment,andfrom fancyingtherudenesswouldbeanindication ofsuperiority.Inhistitle-pagehedescribes hispamphletas"AlettertoN.Wiseman, Dill.,calling!liaise?!BishopofMelipotamis;" thenbeaddresseshim,not"Rev.Sir."but "Sir,"andtalksofitsbeingreportedthat hehas"receivedtheformofepiscopalconsecrationatRome,"andtellshimthisisno excuseforhis"actinginoppositiontohis legitimatediocesan,the[Protestant.]Bishop ofWorcester."Heproceedstospeakof1)r. Wiseman's"characteristicsagacity,"and ofthe"leadersofhisparty;"remindshim that"intheeyesofhissuperiorstheend sanctifiesthemeans,"andsaysthatamistakeoffact,ofwhichlieaccuseshim,"appearstobenotquiteunintentional."Heis evenuponstilts,and,asthepamphletprocoeds,thereisanever-thickeningrecurrence ofsuchrhetoricas"Excuseuse,Sir,"and "Now,Sir,"and"Such,Sir,"and"But, Sir,"andYes,Sir,"and"No,Sir."I shouldnotnoticethispamphlet,whichisof someyears'standing,didIthinkthewriter atallrepentedofitstone,andmightnotany daypublishjustsuchanother.Afterall,it isbutaninstanceindetailoftheProtestant Tradition;forsuchhasbeenthereceived styleoftheChurchofEnglandeversince licedaysofsuchconsiderablemenasLaud, Taylor,Stillingfleet,andUssber.Moreover, itisemphaticallythegentlemanlikemanner ofconductingthecontroversywithus,in contrasttothatofthepulpitortheplatform, wherethespeakerconsidershimselfasort oftheologicalVanAmberg,scaresuswith hiseyes,andhitsuptoandfrowithhis cudgel.

4. Nowforanotherdepartmentofthispetty persecution.Thatablewriter,Dr.Whately, whomIhavealreadyquotedinthisLecture, andwhom,fortheloveIbearhim,fromold -nemories,inspiteofourreligiouadifferences, Itakepleasureinquoting,wheneverIcan dosowithanymomentaryorpartialagreementwithhim-theProtestantArchbishop ofDublin,Isay,writingonthesubjectof persecution,isledtospeakofinsultand abuse,calumny,ridicule,andblasphemy,as directedbytheprofessorsofonereligion againstthoseofanother;andheusesthe followingremarkablewords;-"Undoubtedly,"hesays,"theyoughttoenjoythis protection,notonlyoftheirpersonsand property,butoftheircomfortandfeelings also.TheStateisbothauthorisedand boundtoprohibitandtoguardagainst,by herownappropriatepenalties,notonly everythingthatmaytendtoabreachofthe peace,butalsoeverythingthatunnecessarily interfereswith;hecomfort,andmoleststhe feelingsofanyone.Isayunnecessarily, becauseitmaybepainfulindeedtoaman's feelingstohavehisopinionscontroverted, andtobeobligedtoencounteropponents; butthen,freediscussionisnecessaryforthe attainmentandmaintenanceoftruth.Not sowithridiculeandinsulttoforbidthese canbenoviolationofreligiousliberty,since nomancanbeboundinconsciencetoemploysuchweaponstheyhavemanifestly notendencytoadvancethecauseof truth theyare,therefore,analogous totheslaughterofwomenandchildren, midothernon-belligerents,whichisregardedbyallcivilisednationsasaviolationofthelawsofwar;thesebeing unnecessarycruelties,sincetheyhaveno directtendencytobringthewartoaconclusion."Andthenhegoesontosay,"It isevidentthatallthisreasoningapplieswith equalforcetothecaseofpersonsof everyreligiouspersuasion,whetherChristiana ofvarioussects,orJews,orlifahosnetans. Allofthese,thoughtheymustbeprepared indeedtoencounterfairargument,shouldbe protected,notonlyfrompersecution,but frominsult,libel,andmockery,asoccasioning auselessinterruptionofpublicorof domesticpeaceandcomfort;andthisbeing anoffenceagainstsociety,mayjustlybe prohibitedandpunishedbyhumanlaws."

Iknowwellthereisarisingfeeling,there areemergentpartiesinthiscountry,farmore generousandequitable,farmoresensible, thantodeservetheseimputations;butIant speakingallalongofthedominantfaction, andofthechildrenoftheTradition.Asfor thelatter,itwillhelongbeforetheyrealise thefactthatweareonasocialequalitywith themselves,andthatwhatisallowablein themisallowableinus.Atpresent,itis amatterofsurprisetothemthatwedareto speakawordinourdefence,antithatwe arenotcontentwiththelibertyofbreathing, eating,movingabout,anddyinginaProtestantsoil.Thatweshouldhaveanopinion, thatweshouldtakealineofourown,that weshoulddaretoconvincepeople,thatwe shouldmoveontheoffensive,isintolerable presumption,andtakesawaytheirbreath. 'Theythinktheirselvesmartyrsofpatience iftheycankeepquietinourpresence,and condescendingintheheroicdegree,ifthey offerusanyloftycivility.Sowasitthe otherday,whenthelateagitationbegan; thehangers-onofGovernmentsaidtous, "Clingtighttoourcoat-tailsweareyour bestfriends;seeshallletyouoffeasy;we shallonlyspituponyoubutbewareofthose rabidConservatives;"andtheymarvelled
