"TheinstitutionofPeter'sPenceis asoldastheChurchitself.Itsobject istosecuretothePope,bymeansof voluntarycontributions,independence intheexerciseofhissupremeoffice. Hisspiritualauthorityextendstothe Catholicsofthewholeworld;itis, therefore,rightthatallshouldcontribute tothesupportofaGovernmentfrom whichtheyderiveimmenseadvantage.

"ThePopeneverdies,andour obligationstotheHolySeedonot ceasewiththelifeofPiusIX.Inthe longtrialsofhisgloriousPontificate PiesIX.taughtushowweshould regardthePope,theVicarofJesus Christ,theguardianofourfaithandof ourlibertyofconscience.Andthusthe mostdistinguishedbytheirtender affectiontothatgreatPontifrhavebeen thefirsttotendertoLeoXIII.their submission,theirrespect,theirloveand theirdevotion.LeoXIII.isnowthe InfalliblHeadoftheChurchand those:havehadthehappinesstoapproachnspersoncanhesttellwhat strengthofsJul,whatelevatedsentimeatsandatdentzealhebringstothe accomplishmentet'thetaskconfidedto him.

"TheauthorityofthePepe,necessaryatalltimesforthe&helveofthe eternalprinciplesoftruthandofjustite, ismorethatieverrequiredinourday, inthemidstoftheintellectualanarchy whichprevails,whennothingislcspected,andthefoundationsofsocial orderarethreatenedbytheRevolution. ThePopeisthebondofourunionwith JesusChrist.WereitnotforthePope everycountrywouldhavelongsince adopteditsownsystemofmoralityand religion,followingthecapriceofits rulers,andsacrificingtheinterestsof thepeople.TheHolySeehasestablishedtheauthorityofthefatherofthe family,respectforwomen,thelibertyof thecitizenandthelaboureranditis stillthechampionoftheseprinciplesof truecivilisation.Iritsvoicewereno longerheard,weshouldfallbackinto barbarism.

"WearetoldthatthePopoisa foreignprince.Butthetruthisthat heisnotdependentuponanyparty, uponanyGovernment,uponanynation; heistheFatherofthegreatCatholic family,ofwhichFranceistheeldest daughter.Heistherepresentativeof God,andheisonlyastrangerinthe eyesofthosewhoknownot,orwho lovenot,God.

"Thosewho,underthepretextcf makinghimsnorefreeandrelieving himfromdistractingcares,havedespoiledhimofhisStates,nowbetray theirinsinceritybydoingalliutheir powertorestrainandparalysethe exerciseofhisspiritualpower.Bya seriesofattacksandconfiscations,recordedinthememorableAllocutionof PiusIX.,dated12thMarch,187i,they havesuccessivelydeprivedtheReligious Orders,whowerehisnecessary

auxiliaries,oftheirlibraries,their museums,theirscientificcollections,and ofthebuildingsandpiousfoundations whichprovidedinallrespectsforthe educationofthepeopleandclergyof Rome,andoftheyoungecclesiastics whofromeverypartoftheworldcame toRomeastothefountainheadoftrue doctrine.

"Inthepovertytowhichheisthus reduced,theSovereignPontiffhasno otherresourcethanintheofferingsof hischildren,namely,Peter'sPence. Wemaywellsaythatthisisthefirst andmostimportantdutyofCatholics, andshouldcommandthefirstfruitsof theircharity;forinittheexistenceof thePapacy,thecentreofthelifeof universalCa,holicity,isatstake.

"ButitmaybeaskedofwhatresourcesthePopestandsinneed,and forwhatpurposestheyarerequired. Therearomanywhoarenotsufficiently informedonthispoint,whichhasbeen obscuredbysomanycalunmiesand misrepresentationsanditis,therefore, importantthattheyshouldlearnthe truth.

"TheSovereignPontiffissurrounded bysomefortyCardinals,whonotonly aretheelectorschargedwiththenominationatsomefuturedayofhissuccessor,lintarealsohiseverpresent advisersandassistantsinthegeneral governmentoftheChurch.Threeor fourofthetaareengagedinthedirectionoftheRomanCongregations,cornposedofcouncillorsandassistants, correspondingtothevariousneedsof Christianity.OneistheCongregation ofthePropaganda,chargedwitheverythingthatconcernsmissionsandthe propagationoftheFaithininfidel countries;another,theCongregation oftheHolyOffice,whosedutyitisto examineanddecidequestionsofdoctrine,inordertopreserveintactthe purityofthefaith;athird,theCongregationoftheSacredPenitentiary,whose missionistoresolvequestionsofmorals andofconscience,propoundedtoitby thefaithful,andmoreespeciallybyconfessorsafourth,theCongregationof Rites,occupiedintheregulationofthe ceremoniesofdivineworship,&c.

"Notamonginfidelsonlyisthe HolySeeobligedtocometotheaidof theclergy.Amongstthosecondemned to reducedSiberiatherearemanyPolishpriests tothegreatestdestitution.In Germanytherearehundredsofparishes withoutpriests,who,iftl.arenot imprisonedorbanishedliketheillustriousCardinalLedochowaki,whofinds ashelterintheveryPalaceofthe Vatican,arewithoutmeansofsupport. IuItalyagreatpartoftheBishops despoiledoftheirrevenueshaveno othersubsistencebuttheaidsentto thembytheSovereignPontiff.The persecutedclergyeverywherelookto himforassistance.

"Inordertomaintainhisrelations withthedifferentChristianGovernments,andwiththeinfidelcountries wheretheGospelispreachedbyhis missionaries,thePopehasNuncios, Legates,andVicars-Apostolicwho representhimatadistance,asFrance isreprssentedbyherAmbassadorsand Consuls.ThroughtheiragencyRome isinformedofeverythingthatconcerns theinterestsoftheFaith,andof Catholicpeoplesevenintheremotest countries.

"Noristhisall;theclergycharged withthegovernmentoftheUniversal Churchreipireanurseryfromwhich toreeruittheirnumbers.Llithertothis hasbeeuprovidedbytheReligious Orders,whoseconventshavebeencon- :I,lceIItoiliepalaceof iteie ie-eieeeeeres.e.,;de, I.'"1'1'k°closed,andbythecollegesandacademies whichotieretltotheinhabitantsofRome greaterflicilitiesforeducationthanhave everexistedelsewhere.Allthishas disappearedtogiveplacetotheenterprisesoftheBibleSociety,andofProtestantsectsandfree-thinkers,who sparenothinginmotley,clothesand foodtoattractchildrentotheirschools, andwhoviewithoneanotherinzealous effortstounchristianisetheancient capitaloftheCatholicworld.Iflie wouldnotabandontoinfidelitythe peopleespeciallyconfidedtohischarge, andwitnesstheconsummationoftheir moralruin,thePopemustopposethis propagandismofinfidelitybytheestablishmentathisowncostofprimary, secondary,andsuperiorschools.This isasourceofexpensewhichincreases inproportionasconfiscationsmultiply, andthestruggleagainsttheevilbecomesmorearduous.

"Wehavehereanumberofobjects amongwhichtheHolySeeisobligedto apportionitsresources,andwhosefield, wideastheworlditself,woulddaily extendiftheofferingsofthefaithful becamemoreabundant.Howitmust paintheheartofaFathertobeunable togivetoallhischildrenwhose necessitiesforcethemtoholdouttheir handstohim,andtoooftentoseethe reignofFaithlimitedbyamiserable questionofmoneyTheamountofthe Peter'sPencewhichwecontributeis thelimitofthegoodwhichwewillbe abletoeffect.

"ButwemustnotforgetthatthreefourthsofthewholeofCatholicsare sufferingfrompersecutionorfrom poverty,andthatthosecountrieswhich enjoytheadvantagesofpeaceandreligiousliberty,andarefavouredbythe giftsoffortune,oughttomakeita pointofhonourtopayforthosewho aremoreunfortunate,andwhoare obligedtoholdoutthehandofsupplicationtothecommonFatherofthefaithful.Wecannotdoubtthattherewill beagenerousemulationamongthe CatholicsofSpain,ofAustria,ofEngland,ofBelgium,ofHollandandof America,andaboveallthatFrancewill calltomindthat,sheistheeldest daughteroftheChurch,andthateven wereshealone,thistitlewoulditnpose uponhertheobligationofprovidingfur thewantsofthePapacy.

"ThePopeexactsnothing,heimposesnothing,heprescribesnothing. Wehave,therefore,fulllibertyinour choiceofmeans,andallmeansaregood ifonlywearesufficientlyimpressed withthesupremeimportanceofthe dutytobedischarged.

"Itiseasytounderstandthata largestaffofemployesisrequitedto transactsogreatavarietyofbusiness broughttoRomefromallpartsofthe world,andtomaintainandinstructthe missioners%vimcarrythetorchoftruth, alikeinthedesertsofCentralAfrica, andtheinhospitableregionsofthe Corea,Japan,orOceanica.Wemay, however,statethatthisstaff,upon whomreststheburdenoftheseheavy labours,areremuneratedonafarlower scalethantheemploytlsoftemporal Goverumeuts.

"Withoutmakingelaboratecombinations,amethodthatnaturally suggestsitselfisthatinadditiontothe collectionsmadebytheBishops,which arefrequentlyinsufficientbecausethey attracttoolittleattention,theCatholics shouldopenasubscriptionlistinthe handsoftheirpriest,andinscribethereintheproportionoftheiryearlycharities whichtheydesiretogivetothePeter's Pence.Leteveryoneconsulthisown heartandhismeans,andfixupona sumwhichhecaneasilypaywith regularity.Leteveryoneencourage hisfriendsandneighbourstodolikewise,andprocuretheirsignatures.Let everyindividualandeveryparishdo itsduty,andletnooneneglectagood workwhichconcernsthesalvationof all.

FROMamidsttheprolificcropofliterary productions,prosaicandpoetical-a cropofwonderfullyunequalmeritindeed-w1,1:.11thelatecelebrationofour colonialjubileebroughttolight,weare promptedtoselectonespecimenasdeservingofhonourablementionandof anicheinourcolumns.Wereferto theveryneateffusioninLatinversealtmatehexameterandpentameterwhichappearedinourcontemporarytheWestAustralianTimes. Thelinesinquestionpossessallthe qualitiesofexcellentpoetry.Flowing accuracyofversification,subduedbeauty ofdiction,condensationofthoughtand strictaccord,indescriptivedetails,with factcontributetorenderthepoemone ofahighorderandtoprovetheauthor tobepossessedofconsiderableclassical attainments.Itisadmittedtobefair evidenceofintrinsicworthofthought andofexpressioninapieceofwriting, if,afterafirstpersual,onereadilyreturns,andwithequalpleasure,toa secondandathird.Itisunquestionablyproofofsoftflowofnumbersina poemwhenathirdorfourthreading findsitalreadyfixedinthemind.Tried byboththesetests,thelinesofwhich wewrite-ifourexperiencebeofany value-haveeveryclaimtopraise. II.,JAMESisOfaopinioncontraryto oursasregardsthetreatmentwhich theydeserved,andhehasmetthestrictures-ifwemayhonourthemwith thattitle-witharefutationofanelaboratekind.Tospeaktruth,wemust acknowledgehiscommunicationcaused usnosmallsurprise.Mr.Jsmvs,wetake it,isthewriterofthesonnet.His earnestnessinthedefenceofitslatinity prettyclearlyrevealsthefactofauthorship;andtheapparentlyunconscious substitutionofpaxformttsaconfirmsthe surmise.Heiswithoutquestionthenno merelearnerintheschoolofclassic poetry,noamateurinthelanguageof ancientRome.Thathewellknew thepuerileabsurdityoftheobjections made,isnottobedoubted.Andhow hecouldwiththisknowledgedeemit necessarytoappearinprintwiththat ostentatiousarrayofprecedentsandexampleswhichhehasmusteredinrefutationofhisadversary,surpassesour understanding.Surely,weask,ifwe wishtoridourselvesoftheimportunateattentionsofsomebuzzinginsect which,uninvited,intrudeshimselfupon ourcompany,weneednotarmourselves withawkwardfishinglineandhuge landing-net,butcandiscoversome simplermethodtogainourpurpose? Inyesterday'sissueoftheInquiret arejoinderappearstothereplyofMr. JAMESfromthepenofhispreviousassailant.Thelesssaidaboutthislucubration,perhaps,thebetter.Forvapidity ofnonsenseitisquiteequaltotheformercontribution,whilstinrudediscourtesyitissuigeneric.Toattempt ananswerisoutofquestion-wecannotanswerwhatiswithoutmeaning. Andevenweretheletterofakindto demandreply,therespectweowethe proprietiesofjournalisticcontroversy wouldforbidourenteringthearena withanopponentbywhomtheseproprietiesaresoflagrantlyviolated.Mr. JAMES,wehope,willtreathiscritic's remarksastheydeserve,andpermit themtosinktothatobliviontowhich theyarebestconsigned. .udnow,thoughitmighthejudged inconsistentofuswhileobjectingto criticismiuanother,inasmallwayto

actthecriticourselves,wewouldhave wishedtoofferaremark.Thereare fewproductionsofman'sbrainthat havenottheirweakpoints-or,perhaps toputitmoreaccurately,-fewthat fullysatisfyeverymind.Mr.JAMES willnotbesurprisedwehopeifwesay thatitseemstousthereisaweakpoint inhislines.Thetwelfthversefails,as wereadit,toexpressthefullmeaning whichitwasobviouslyhisintentionto convey.Theexpressioniswantingin fulness-asmalldefectitistrue-but smallthingswhichescapedetectionin coma.on-placeperformances,atonceattracttheeyeinpolishedproductionsof air.Tosetforthourobjectionexplicitly,however,wouldrequiremoreextensivespacethanisatpresentatourdisposal.Andwemustreservewhatwe wouldhavewishedtosayforfullerexposition-shouldourdesireofdrawing outourthoughtsstillcontinue-inthe columnsofafuturenumber.

GARIBALDI'SVISITTOROME

TITSPressinEnglandandonthe Continenthasbeensorelyexercisedto deviseaprobableandrespectablemotive forGARIBALDI'SvisittoRome.In endlessvarietyofdictionandinvarious quarters,thespeculationagainand againismooted:-"WhatonEarthhas draggedthehero,inanalmostdying state,fromhisislandhome?"

AEuropeantelegramlatelypublished intheColony,enablesustogather, thatitissomequestiourelativetohis succession;somedifficulty,withthe ItalianGoverument,astowhoshall receiverecognitionashisheirs,that hasbeenthecauseofthejourney. Itmaywellbeso,furitisnot hiddenthattherearehitchesandknotty pointsinthatslireciion.TheGeneral's proudestboastis,thathehasnot livedlikeaCatholic.Hehasbeenfor tooenlightenedamantovaluetheinterventionofaPriestinmanyeventsof hislife.Formanyalongdayhehas notbelievedinsuchathingasthe SacramentofMatrimony.Andhence, intheend-thislatestbother. TheItalianGovernmentadmiresand wouldfavourthered-skirted"Saviour" ofhiscountry,butthenthedecenciesof lifemustbeupheldandthesemaybe outragednotonlybyun-catholicbutby un-christianproceedings.Italyasitis, mightbetolerantandindulgentupona pointofmereCatholicism,butitisnot quitepreparedtostamppureheathenismwithanofficialactofapproval.

Someyearsago,YoungItaly,united andgrateful,bestowedupouherdarling GARIBALDI,apensionof100,000lire peryearforhisownlifeand50,000 perannumonhisdescendants,afterhis decease.Therapidlyfailingstrength ofthepooroldsinnermakesthequestion-"whoindeedarehisheirs?"-a matterofimmediateimport.

GARIBALDI'Slifehasbeenromantic butnotrespectable.Heisknownto havecontractedthreeallianceswhich hisadmirersarepleasedtocall marriages.ThechildrenofGARIBALDI'S firstmarriageare;theSignoraCANZIO wholivesatCaprera;RICCIOTTIwho isemployedintheofficesoftheBoard ofEducation,Melbourne,andMENOTTI, whofarmsaportionoftheRoman Campagna.

Afterthedeathofhisfirstpartner, the"General"wasveryunfortunate inhissecondalliance.Nearthe bordersofalovelyItalianLake-illomenedtoGARIBALDIasthat, "whosegloomyshore" "sky-larkneverwarbledo'er" thereissituateagrandandancient Castle.Theladymistressofthis venerablefamilyseat,young,beautiful andwealthylinkedherfortunetoour hero's,inbondsmatrimonial.The sequelwasnotpleasant.Soonafter thismarriage,theladymadethe appallingannouncementtoherspouse thattho'hemightbethelegal,hewas nottherealfatherofheryetunborn child.Thewaysofthewickedare hardandungodlylivesareliableto bittermishaps.Inangeranddisgust GARIBALDIbandiedhiswifehometo herfather.

CaprerawasthesceneofGARIBALDI'S nextwooing.Histhird,wifeWasa GovernesstotheSignoraCsitzto's

children,andbythislastalliancethe agedchiefhasbecomethefattierofhis threeyoungestchildren.

Therearethusthreedistinctlines ofinheritance,andtheItalianGovernment-tosay,whicharethelegitimate descendants-willhavetopronounce uponthevalidityofthevarious alliancesreferredto.Itwillnotperhapsinsistonallthatshouldgoto constituteaCatholicmarriage,butit must,atleast,requirewhatisindispensabletoanyvalidformofChristian union.

Thequestionoflegitimatesuccession hasoftenbeenadifficultpointiuthe casesofbettormenthanGARIBALDI. Eventhosewhowerecontenttolead thehumdrumlife,prescribedbythe LawofGooandsanctionedbyall humanenactments,havehadtheir troublesinthisrespect.Howmuch moretheentanglementaftersucha CareerasthatofGARIBALDI;the apo..tleofrevolutionandliberty; therevileroftheSacraments;the mortalfoeof'priests,andtheconsistent scornerofallthatiscommendablein thepiousrestraintsoflife.

Thedeliveryofanoccasionallectureon somehistoricalandscientificsubject would,webelieve,dosomethingforthe advancementoftheSociety,andthe instructionofmembers.Anothersuggestionisthattheyoungmenshould, nowandthen,prepareapapertobe readatthemeetingsandsubmittedto thecriticismofthehearers.This practiceobtainselsewhereandisfound productiveoffavourableresults.

OURLADYOFMOUNTGARMEL.-YesterdaywasthefeastofOurLadyofMount Carmel.The7o'clockMasswaswellattended,andagoodlynumberofcommunicantswasamongthenumberofthosepresent.IntheprivatechapeloftheConvent ofOurLadyofMercy,amostimpressive ceremonytookplace.Twonoviceswere professedandapostulantreceivedthewhite veil.HisLordshiptheBishopofficiatedon theoccasion,andwasassistedtheVeryRev. theVicar-General.Thesermonwaspreached byFatherO'Reily,ofFremantle.Inour nextissueweintendtoadverttotheceremonyatgreaterlength.

Tosomeofourdrawing-roombelleswholanguishatthenameofBeethoven,andtorture hisinimitable&inflatesmeanwhileinastyle ofexecutionsuchaswouldhorrifythat greatmusicalgenius-allthiswilltothem -appearverysimple.Thereisnotwithstandinganindissolubleconnectionbetween poetryandmusic,such,thatnoinflated falsetastecandecompose.Allhonorthen tothatamusementwhichlacksnotitsthree mostimportantco-efficients-goodsense, goodtaste,andnaturalsimplicity-each havingforitsfoundationapurelymoral andreligiouselement.

TheinterchangeofcourtesiesonMonday eveningMay5th,atWillis'sRoomsbetween hisRoyalHighnessthePrinceofWalesand hisEminencetheCardinal-Archbishopof Westminsterisbeyondalldoubtoneofthe mostinterestingincidentsoftheweeknow drawingtoitscloseformorethanmerelythe Catholicsofthemetropolis.Theoccasion wasthecelebrationbyabanquet,overwhich theHeir-ApparenttotheCrowngraciously presidedaschairman,oftheninthanniversaryoftheCab-Drivers'BenevolentAssociation.Andaftertheforemosttoastofall, thatinwhichthehealthoftheSovereign herselfwasproposedbyhisRoyalHighness, hisEminence:ardinalManning,withthe permissionoftheChairmau,roseinthe

midstofloudcheeringtoproposethesecond loyaltoaststallfestivegatheringsofthe kindamongEnglishmen-"TheHealthof IliaRoyalHighness-thePrinceofWales,the PrincessofWales,andtherestoftheRoyal Family.""Itseeingtome,"saidthe Cardinal-Archbishop,."tobethegreatest strengthoftheEnglishmonarchythatour, princesandourpeopleareinclosecontact, andinwarmsympathy.Thenarrowseas whichbindustogetherare,inthisrespect, perhaps,agreatadvantage.Itisnotwith usaswithotherempires,andmonarchiesof largerextent,wheretheroyalhouseisless incontactwiththepeopleofthelandfur herewehaveeverydaysomemanifestation ofthecloseandintimatecareandsympathyofherGraciousMajestytheQueen-and fromherdowntotheleastmemberofthe RoyalFamily-withthepeopleofEngland. Fromthefirstmomentofhersettingfooton theseshorestheyaccountedherastheirown, andassuchtheyhavecherishedhertothis day.Now,letmesayithasbeenmy privilegetobe,fromanearlydate,amember-thoughIamafraidaveryuseless member-oftheCabmen'sBenevolentAssociation;andinthatcapacityIwilltake thelibertyofconfessingthatItookpartin theearlydaysoftheassociationinaconspiracy.Thatconspiracywastoinvitehis RoyalHighnesstoconned,himselfwiththis associationbyassumingtheofficeofpatron. Iamgratifiedthatheisinthechairto-night, butIantthemoregratifiedthathehas graciouslypermittedmetoannouncethat hehasalsoconsentedtobecomepatronof ourassociation.Iamgladtoknowthat;in theactivelifewhichhisRoyalHighness leads,therearefewinstitutionsofpublic beneficenceorutilityinwhichbedoesnot takeacoespicuonspart.Everyclassof Englishpeopleareconscioushowcloselythe PrinceofWalesidentifieshimselfwithall mattersaffectingtheinterestsofthepeople butIventuretosaythatnothingwilltouch theheartofthecountrymorethanwhen theyhearofhissolicitudeforthe10,000 cab-driversofthisgreatmetropolis.The cab-driversareahard-workingandamuchenduringbodyofmen.Theyareoften treatedasaroughanddifficultclass,though Ibelievetheirfaresareoftenmuchmore difficultandrougherthanthey.Their featuresareweather-beatenbythecoldin winterandtheheatinsummer,andtheir lifeiswornbysleeplessnights.Totnese menallclasses-thehighestclassesinthe land,theImperialclasses,thelegislative classes,theprofessionalclasses-oweadeep debtofgratitude.Thecondescending sympathywhichhisRoyalHighnesshas shownto-nightinthesemenwillnot,I think,bewithoutitseffectuponthatportion ofthecommunityonwhichthewelfareof thiscountryrests-Imeanthemassandthe millionsoftheEnglishpeople."Loudcheers havinggreetedtheclosingwordsofthis mosteffectiveaddressfromthelipsofhis EminencetheCardinal-Archbishop,the PrinceofWalesbeganhisacknowledgments bysaying-"Iamdeeplytouchedbythe excessivelykindandflatteringmannerin whichthistoasthasbeenproposedbyhis Eminence,andbythecordialitywithwhich youhavereceivedit."Adistinguished comparybeingpresent,it-nayberemarked, here,inconclusion,thatthewholeofthe proceedingsatthispurelybenevolentcelebrationpassedoffinthemostsatisfactory mannerpossible.

THEFIRSTANDSECONDGEORGE anIrishRomanCatholiccouldholdno officeeithermilitaryorcivil.Hecould neitherbealawyernoradoctor.Ile couldnotbeeitherasolicitorora sheriff,memberofcorporationoragrand juryman,highconstable,pettyconstable, vestryman,orevencommonwatchman. Hecouldtakenomorethantwo apprentices.Nobodywasallowedto becometrusteeforhim.Anybodycould seizehishorsebypaying£5forit, couldtakeitformilitiaservicefor nothing,andobligehimtopaydouble andfindaProtestantsubstitute.A youngerbrothercouldsupplanthiselder, androbhimofhisbirthright-nay, couldteducehisfather'sfee-simpletoa lifeestatebyturningProtestant.The Catholiccouldnotvoteatelections.A barristerorsolicitormarryinghis daughtersubjectedhimselftothesame disabilitiesashisfather-in-law.Apriest celebratingsuchamarriagecontraryto 12Geo.I.,cap.3exposedhimselftobe banged,andaspyg,t£50forthedi-coveryofaPopisharchbishop,£30for aPopishclergyman,and10s.fora schoolmaster.Butitmustalwaysbe rememberedtotheeternalhonourof Protestantsinhabitingandsettledin Irelandthattheinnerhistoryofthis AWFULPENALTIME isfullofindividualactsofgenerosity andkindlinesstotheirunfortunate neighbourswhomtheymighttreatas Helots,andwhowereregardedbythe lawinnohigherlightthanashewersof woodanddrawersofwatertobeused, ifnot,indeed,aswolvesandverminto heexterminated.Thereignofthe ThirdGeorgearrived,andwithitjust andfar-seeingmen,ableandeloquent, whosawbeyondthemistsofthebigotry andintoleranceofthenarrow-winded many,whorecognisedtheforcesof liberalityandfreedomthatwetegatheringthemselvesdeepinthebowelsof societyforonevastuniversalupheaval thatwouldbreakcrowns,eastdown thrones,wipeoutdynasties,andrend theempires.Amongstthemconspicuous wereCharlesJamesFox,anEnglishman,andEdmundBurke,theillustriousIrishman,whosestatuestands beforethefacadeofTrinityCollege.It isacuriousfactthatin1779,just50 yearsbeforethefinalsuccessofthe Catholicquestionofwhichwearenow commemoratingthejubilee,Mr.Fox broughtthesubjectofCatholicrelief beforetheEnglishHouseofCommons wherehisproposalswerenegativedby alargemajority.Buttheefforts of

undertheheadshipofitsfounders,Dr. Curry,Mr.O'Conor,ofBallinagar,the immediateancestorof'thepresent O'ConorDon,andMr.Wyse,alliedby thecounselsandsympathyofEdmund BurkeinEngland,andthepresence, prestige,andnobleassistanceofsuch menasLordViscountTaaffe,better knownasthecelebratedCountTaaffe, oftheHolyRomanEmpire,theGermansoldierandstatesmanaswellasthe IrishpatriotinIreland,wererewarded withsomesubstantialsuccesses,as wellasbysomegleamsofhope.In 1778theIrishParliamentrepealedso muchofthepenalcodeasaffectedthe inheritanceorpurchaseofpropertyby Catholics.asalsotheclausesauthorising theprosecutionofpriestsandtheimprisonmentforlifeofPapistschoolmasters.Immediatelythateventhis muchofthepressurewasremoved,the vitality,theinnatestrength,ofthe Catholicsbegantoshowitself,and, longbeforethenextenstalmentofrelief wasaffordedthetradeofIrelandin threeoftheprovinceswasinCatholic handsandunderCatholiccontrol.In CorkaMr.'GeorgeGoold,theprinciple Catholicmerchant,cameforwardto thereliefoftheCommanderofthe Forcesinthatdistrictwhenthe General'spay-chestwasempty;and whenalltheProtestantshungbeadle illustratedthepositionIntowhichthe Catholicshadworkedthemselvesbyadvancingallthegoldrequiredtopaythe

armyandprovidethecomartisariat. When GRATTAN,THEGREATIRISHPATRIOT, wasafterwardsadvoestiagtheRelief Actof1793intheIrishParliament,he wasalsoabletocitethemarvellous instanceofaMr.Byrne,who"complainsthathepaystotherevenuenear £100,000annually,andyethasno vote."Butwefearthesympathyofa Burke,eventheeloquenceofaGrattan, eventheunceasingtoilofapatriotic andintelligentassociationwouldhave beenpowerlessandineffectivewerethey notfortunatelysynchronouswiththe perilofanempireandwiththehourof trialofkings.Wehavenoticedhow theechoofthefirstshotatBunker's Hillhadhardlyceasedreverberating throughouttheworldwhentheprimal relaxationwasmadeintheseverityof thelawsagainsttheCatholics,andwe shallnowseehowtheneighbouring conflagrationinFrancelightedthelords oflifeanddeathinthesecountriesto thevisionthatmorewasneededthan meremercy,andthatthequestionwas whether,intheinterestoftheempire's safety,aneffortshouldnotbemadeto mouldtheinhabitantsofIrelandinto onepeople.In1791,forthefirstthee sincethereignofWilliamandMary, Papistswereexemptedbylawfromthe penaltiesincurredbycomingwithinten milesofLondon,escapedliabilityfrom prosecutionforenteringthepalace,or appearinginthepresenceofaKing; midonthe2ndJan.,1793,forthefirst timesincethebattleoftheBoyne,a numberofIrishCathelicssubjeetsstood taretofacewiththeSovereign.On the9thofAprilinthttyearanother
