Themostextraordinaryprecautions wereconsiderednecessaryontheooeasier)ofthejourneyoftheTsarfrom St.PetersburgtoLivadia.According toanaccountwhichcomesfromVienna hedrovetotherailwaystationinan iron-platedcarriageescortedbyfour hundredmountedguards.Thestation wassurroundedbypoliceandmilitary, andthepublicwerestrictlyexcluded fromthebuilding.Thetrainwhich precededtheImperialexpresswasfilled withpoliceofficersandIifeguardsmen, andthemilitaryplacedoneachsideof thelinewerechargedtokeepstrict watchovertheneighboringcountry, andtolightbonfiresatshortdistances inordertofacilitatetheguardingofthe lineduringthenight.

RumoursandAlarms,

Rumoursofallsortsaresetafloatin St.Petersburgtoputthepoliceona wrongscent,anditappearstobeapart ofthestrategyof'theNihiliststoamuse theauthoritiesbyplacingfictitious discoveriesintheirway.Thusitis reportedthatapeesantwasarrestedon the16th,inwhosepocketwasfounda documentcontainingthedispositionsfor thecommencementofactiveoperations onthe16thand17th,when2,1900men weretoopentheattackbystorming thePeterPaulFort,theWinterPalace, andtheThirdDivision.TheGovernnent,onthestrengthoftheinformation soobtained,madeextensivepreparations fordefenee,butnothinghappened,and thewholestoryoftheintendedattack issetdownasanintentionalmystification.Sincetheattemptonthelifeof theTsarthetroopshavebeenheldday andnighthireadiness,asifanoutbreak wereimminent.Thescaleuponwhich punishmentsareinflictedmaybeestimatedfromthestatementoftheGags ofthe29thofApril,thattheGovernmentpurposestoship12,000convicts toSiberiafromNijini-Novgorodthis year,inthecourseofthesummerand autumn,beforethenavigationof.the Volgaisclosed.

The"Standard"attheVatican.

AbsurdnewsfromRomehaslongbeen a"speciality"oftheStandard.Itis reallyextraordinarythatthatpaper shouldsopatientlycontinuetoadmitthe canardswhicharetelegraphedtoitby themostimaginativeof"ourcorrespondents."LastWednesdaythatgeutlemaninformedthereadersoftheStandard thatDr.Newmanhadhad"longconferenceswiththePope,inwhichthe generalconditionsoftheChurchwere discussedatlarge,"andthat"Dr. Newmanparticularlyinformedhis Holinessoftheconditionsandprospects ofCatholicsinEngland,andofthe mentalattitudeofthepopulation;" which,asregardsEngland,seemsvery probable,althoughnoonewaspresent attheaudiencebutthePopeandDr. Newmanhimself.TheCorrespondent, however,goesontosaythatDr. Newmanspoke"oftheconsiderable aceeeeioutotheCatholicrankstohe ex..01WdfromcertainsuggestedmodificationsoftheattitudeoftheChuroh,", andthat"itisthoughtattheVatican thatsomeimportantinnovationsmaybe madeinthearrangementsforthegovernmentoftheChurchinEngland."We arealmosttiredofcontradictingsuch stories,butastherearesomepeopleprobablynotCatholics-whomaybe

misledbythem,wemayaswellsay thatthestatementsaboutthesuggested andpossibleinnovationsinthegoverns mentoftheChurchinEnglandhaveno moresolidfoundationthanthelively imaginationoftheCorrespondentorhis informantorinformants.

TerrorforTerrorinRussia.

TheRevolutionaryCommitteein Russiahasnotbeenatallcowedbythe measuresofrepressionwhichwementionedlastweek.GeneralGourkohas succeededingettingporterswithbig sticksstationedonstoolsinfrontofthe houses-althoughtheSecretCommittee threatenedeveryonewhoshouldaccept theemploymentwithdeath--butapetard hasbeenexplodedontheEnglishQuay, oneofthemostfashionablethoroughfares inSt.Petersburg,andtheattemptsat assassinationgoon.TheRussianpapers, whicharesubjectedtotheseverest censorship,announcefoursuchattempts atKasen,allonStateofficials,andthree ofthemhavebeensuccessful,forthree ofthevictimshavesincediedoftheir wounds.OnewasthePresidentofthe district,Novikoff,whohadgoneintothe principalrestaurant,aadaskedforaOa* ofvodki,sayingtothewaiter,"Perliale5 itisthelastIshalleverdrink."Ills handshookashedrankit,andleaving thecafehewasshotfullinthebreast uponthethreshold.Heissincedead. Theperpetratersofthesecrimeshaveall beenarrested.Twoareworkingmen, oneacountrygentleman,andonea handsomeandhighlyeducatedgirlof seventeen.Youngladiesseemtohe favouriteagentsoftheCommittee.One ofthecleverestdetectivesoftheThird' Department,namedLaurowski,wassent toPoltavatohuntouttheNihilists there.andwastolerablysuccessfultill theRevolutionaryCommitteesetupon himthebeautifuldaughterofaGreek SchismaticpriestnamedAchristoff,to whomhemadedesperateloveforafortnight,attheendofwhichtimetheyoungladymadeanappointmenttomeethim atnightinagardennearthetown.On hisarrivalthereLaurowskiwassurroundedbyfivearmedmeninmasks, whoboundhimtoatree,gaggedhim, cutoffhisnoseandears,andlefthim theretillmorning,withapaperinhis pocketsaying,"Wecutoffhisnosebecausebeisabloodhound,andhisears becauseheisanass,inthathecourted oneofus."AtPinega,inthegovernment ofArchangel,ayounggentlemannamed Bobochoffwasdespatchedbyoneofthe committeesto"execute"atraitor,but failed,andwashanged.Onthe10thof thismonththechiefofpoliceatPinega, aPolenamedPietroffski;wasfound stabbedtotheheartinbed,withthe sentenceoftheCommitteeonhisbreast. Andoneoftherevolutionaryprinting presseshavingbeendiscoveredataviloge calledToporowsko,ontheinformation ofamannamedKoprowski,thatman wasalsofoundstabbedinhisbed.Since the25thofMarch,acorrespondentof theDailyTelegraphobserves,eightprovincialgovernors,fourgenerals,and twelvecolonelsofgendarmeriehavereceivednoticeoftheircondemnationto death.SincetheattemptofVera SassulichdowntolastAugust,wehave themurdersofAssistantStateAttorney Kollarewski,CaptaindeHeyking,ofthe Gendarmes,andGeneraldeMezeritzeff andbetweenthatdateandthedatein MarchjustmentionedthoseofGeneral Krapotkine,Zaleffeki,Knopp,Lubianoff, Bairaffschefiski,Iliibbenet,Reinsteinarid manyothers,besidestheattemptonthe lifeofGeneralDrenteln,andthemore recentassassinationsabovementioned.It isarealreignof"terrorforterror."

Anne,CountessDowagerofDunraven, daughterofHenryLambertEsq.,of Garvagh,CountyWexford,Ireland(and widowofthethirdEarlofDunraven, whodiedonthe6thofOctober1871), wasmarriedonSaturdayataquarter past11a.m.,toLordHylton,born1829` sonof'the1stLordHyltonbyhiswife Eleanor,daughteroftheHon.Berkeley Paget.LordHylton,whoisawidower, isaProtestant.ThenecessardispensationshavingbeenobtainedinRome,the marriagewasprivatelycelebratedinthe Scots'College,bytheVeryRev.Dr. Campbell,theRector,inthepresenceof thebride'sbrother,Mr.GeorgeT. Lambert,hersister,MissLambert,Sir AugustusBerkeleyPaget(arelationof thebridegroom),PrinceDoriaandafew otherfriends.Theweddingbreakfast wasgivenatthehouseofSirA.Paget andLordandLadyHyltonleftRome forFlorenceontheafternoonofthe26th. AlaternumberofthepaperTablet, fromwhichtheaboveistaken,adds:ThemarriageofLordHyltonwiththe DowagerLadyDunraven,whichtook placeiiiRomelastmonth,wasreported insomepapersashavingtakenplace withanuptialmass.Thefactsofthe caseare,these,40theHolyFather granted,adispensationforthemixed marriage,butorderedthatitshouldnot beaccompaniedeitherbyMassorbythe usualreligipusceremonies.TheBlessed Sacrament.wasremovedaridtht.priest whoofficiated,the.RectoroftheScots' College,didnotweirevencottaorstole.

Dr.Newman'sfirstAudieneeof theHolyFather.

WehavereceivedthefollowingdetailsrespectingDr.Newman'sfirst audienceattheVatican.Dr.Newman arrivedatRomeontheeveningof Thursday,the24th.Havingoravelled withoutstoppingfromFolkstoneto Turin,hewasquiteknockedupwhen hereached.Pisa,andhadytoresttwo.. daystherebeforecontinuingUsjourney, butwasrecoveringafterhisarrivalat Rome.TheHolyFather,through CardinalNina,expressedawishtosee himfirstofallthenewcreations.The audiencetookplaceonSunday,when Dr.Newmanpassedhalfanhourwith thePopealone.Up3ntheintroduction ofhiscompanionsDr.Newmanseemed overcomewithemotion.As'theyexpressedtothePopethejoytheyfeltto beabletothankhimforthehonorhe haddonetothemall,inthepersonof onetowhom,underGod,theyowed thattheycouldcallthemselvessonsof hisHoliness,thePope,holdingthe handofthespeaker,andlookingon themwithgreataffection,replied, "ConvertitidelPadreNewmanetigli." Afterconversingforsometimethe Popesaid,"Ileavehimtobewith youyoursuperior,fatherandguide,to bealightinEnglandwheremanyare lookingtowardsthelight."Onparting theHolyFathersaid,"Imustgive thenewCardinalaproofofmymost particularesteemandaffection,"and havingtakenDr.Newman'sarminhis own,hewalkedoutofhisownroom throughtheante-chambertothegeneral salledattente,anhonor,webelieve, veryrarelygiven.Dr.Newmanwas loweringinthelift,thePope'sservants rushingtokisshishand,asfeeling "ThisisthemantheKingdelights,to honor."Dr.NewmanwasthenreceivedmostkindlybyCardinalNina, whokissedhimonbothcheeks,saying, "InafewdaysIcallyoubrother," andturningtotheattendantFathers said,"thegloryandhonorofthe

SacredCollege."Thisisbutpartof whatpassedattheinterviewwiththe HolyFather,butnowords,itissaid, couldexpressthebenignityofhis manner."WehaveaFathercertainly," saysthenarrator.

Thehappiesttimetoinculcatepracticesofdevotionisinyouth,whenthe mindisimpressionableandt4iememory retentive.Childrenwinoaretaught piousejaculationsareapttoremember aremthroughhfe;theywillhaveformed thehabit,andwillinturntransmitit.

TheChristianBrothers,whenwewere aboy,taughttheirpupilsanejaculation foreachtimethatthebellstruckthe hour.Howmanyhundredthousands throughouttheUnitedStatesnowrepeatthatejaculationtothegloryof God,andmaywenothopetotheirown salvation! Wereproduceitfrom memory "Blessedbethehourin whichourLordJesusChristwasborn andcrucified,andmayeveryhourof ourlivesbededicatedtotheserviceof God."

Wehavetoofewofthesedevout practices.TheCatholicschoolscanand shouldsupplythedeficiency.Itwould beevenwellifchildrenweretaughtto standupandsayaprayerforthesouls ofthedead,wheneverthechurchbell tollsafuneral.Notimeislostthatis timeofprayer,forourselvesorforour dead.Aridsuchhabitsarewortha thousandsecularinstructions.

Thereisasimple,sweetandshort ejaculation,indulgencedbytheHoly Father.Howmanyofourreaders alreadyknowitbyheart,orhavetaught ittotheirchildren?Thousandswe hope.Whatabeautifulejaculation,for schoolstoteachtheirpupils!Italmost fitslikeapartoftheAngelus.We nowrepeatitforthebenefitofthose whohavenotyetlearnedit;"Blessed betineholyinuenesanteandmostpure ConceptionoftheBlessedtiirginMary, MotherofGod."Theindulgenceisof 300daystothecontriteheartforeach repetition.

Anhumblesettlerorhiswifeenters oneofourstoresandisfascinatedby thearrayofoutspreadgoodsthatstrike theadmiringeye.Itateadofthinking likethecrabbedphilosopherofold-"Lo!howmanythingsarethereinthe worldthatIcandowithout,"theuntaughtmindatoncecovets.whatisso temptinglysetforth.Theorderis given:-"Thiswilldo;I'lltakethat; sendthatothertoo;-bookitall." Shallitbebythepowerfulswayofsome mostexcellentformofpublicgovernment,orbytheconstantobservanceof prudentialtacticsinprivatelife,that trueprogressmaymostsz.relybe countedupon?Perhapsbothareneedfultotheonwardmarch.Forusdecliningawhiletotouchupontheburningquestion,astoitsformofGovernment,whichagitatestheColonyatthe presenthour-wewilldwellonlyupon thehomelytopicofdomesticprudence andeconomy,which,inthetriteadage "outofdebtoutofdanger,"pointsat leasttostabilityandsafety,ifnotto advancement.

Ofcoursethemerchantlosesinsome cases.Butthesearenotmany. Croakersnotwithstanding,itistruethat workersherearehandsomelyrewarded fortheirlabor.Soonerorlaterevery honestmanisinapositiontopay evenhisfoolishlycontracteddebts. Theroguesarefewandaverysimple provisionrecoupsthemerchantfordeferredpayments.Themostobvious ofmeasuresisquiteeffectual.A heavychargeonallarticlesofretail consumption,aretailpricethatwillbe highenoughtoyieldapleasantpremium afterfullallowanceforbaddebtsand longstandingaccounts-suchisthe merchant'ssimplebutefficientpolicy. Itisthustheindependentandthrifty manwhohasespeciallytopayforthe wholesystem;themanwhoprefersto tendercashratherthantakecredit,but inwhosefavornodistinctionismade. Forthegoodsarerated,notwithaview tocashtransactions,butinconsiderationthattheywillbepaidforonlyafter alongwhileandwithsomeaccount alsotakenofthedangeroftheirnever beingpaidforatall.Thatis,thegoods areratedataveryhighretailfigure. HigherherethaninotherAustralian Colonieswherecustomdues,house rent,shopserviceandotherincidental chargesofdistributionarefarmore costlythaninWesternAustralia.And soithappensthatherethepurchaser forcashismulctedfornotconforming tothevicioussysteminvogue.

Formanyyearsthismode9fconductingbusinesshasbeenupheldinthe Colony.Butthereisatlengthsome

indicationofspeedyrelief.Spieshave comeintotheland.Sharpeyesand wide-awakehaveseentheopeningfora systemoflightprofitsoncashtransactions.Perth,evennow,tastesalittle thesweetsofafallinprices.Nowhere elsepressedhardertheestablishedcustomofexorbitantchargesnecessitated bythepracticeofunrestrictedcredit. ForinPerthmostoftheretailpurchaserswerecashcustomers.To chargethemaccordingtothescaledevisedforthosewhoalways"booked" theirtransactionswasarealhardship. Gladlydotheywelcomethesigns ofachange.Theenergyandsagacity ofafewnewfirmsaffordpromisethat theymayhenceforthderivesomebenefit fromthefactthattheyhavecashtopay forthegoodstheyrequire.

Perhapsitisnotintendedthathe shouldinsistuponandenforcechildrens' presenceatschoolwithinflexiblevigor. Ifso,whytheenactmentofaCompulsory Clauseatall,orwhereforetheappointmentofanInspectorforitsobservance?

Butitisnoteasytoentertainanyfeelingofbenevolencetowardsparents,or otherguardiansofchildren,whoare recklesslycarelessofthechargeincumbentonthem.Everypenaltythe lawsanctionsisjustlymeritedby parentswhoallowtheirchildrentogrow upinignorance,whokeepthemfrom schoolbutpermitthemtoroamthrough thebushorplayaboutthestreets,who areheedlessastotheschoolingwhich leadstoacareerofusefulnessandintelligence,butaretolerantofthatidlenessandlicensewhichisthefittraining foracareerofignoranceandvice.

Wetrustthatthesehopefulinnovations maybenopassingruseofbusiness,buta settledplanofsteadytrading,amanner ofproceedingthatwillbegenerally adopted.Thereissomethingtobesaid ofnewbrooms,foralltheircleansweeping.Butouroldfriends,thelong establishedmerchantsoftheColony willdowelltoseeiftheycannotimproveuponthesystemofcarryingon businesshithertoperseveredin.Itisa matteraffectingtheirowninterestand pertainingtothewholeprogressand prosperityoftheColony.Webelieve theywouldrenderthemselvespublic benefactorsandprovethemselvesapt businessmenofthedaybyresolutelysettingtheirfacesagainstunlimitedcredit; bydoingawaywiththefacilitieswhich encouragethebanefulhabitof"booking"withregardtotheirheedlessand improvidentcustomersandbycountinguponpromptpaymentincashasa reasonforverygreatreductionsin theretailpriceswhichhavehitherto beenthestandard.

SCHOOLATTENDANCE.

TETEReportoftheCentralBoardof Educationhasbeenpublishedandfurnishessomevaluableinfirmationrelativetothe ofthecolony.There arecertainportionsofitwhichmerit specialconsideration.

Itappearsthatevenwithregardto Governmentschoolstherehasbeena decreaseinthelast,ascomparedwith previousyears,ofthenumberofschools aswellasofthegrossaverageof scholarsinattendance.AstoAssisted schoolsitisespeciallynoticeablethat in1878whiletherewasanincreasein thenumberofpupilsattachedtothem yettherewasafallingawayinthe averageattendance. Theobviousreasonforthislowaverageisthat,ofthegrossnumberof childrenenrolledintheSchoolbooks andthereforeofanagetoattendschool, anincreasingpertentagearetruantor irregularattendants.Wewerepainfullyawareofthisunpleasantstateof thingsbeforepublicnoticewasdirected towardsitbytheCentralBoard's Report.

HIGHSCHOOL.-Thedistributionofprizes totheboysattendingtheHighSchool,took placeon6thinst.HisExcellencythe Governorpresentedthepupilswiththegifts, andaddressedsomewordsofencouragement tothem,asdidalsoHisHonourtheChief Justice,whowaspresent.

COLONIALSURGEON'SREPORT.-Fromthe ReportoftheColonialSurgeononthehealth oftheColonyfortheyear1878,laidupon thetableoftheLegislativeCouncilwelearn thattherewereduringtheyear880births, beingattheratsofnearly32per1.000of thepopulation-whichnumbered28,000; while403deathswereregistered,beinga decreaseof30onthepreviousyear,the populationhavingincreased328;thus givingadeathrateof14per1,000.The excessofbirthsoverdeathswas477.

WithregardtothePerthBoys' Schoolitispropertosaythatsome casesoftruantswerebroughtbefore thePoliceCourt.Thathoweverwas sometimeago.Latelytherehavebeen noprosecutions.Thelastcasesfor whichsummonsesweretakenoutfailed tobringhomeapenaltyupontheoffenders.Theybrokedownonapoint whichdeservesafewwordsofelucidation.Intheselastcasesproofofabsencefromschoolwasgiventhesame waythathadsufficedonpreviousoccasions,viz.,bytheentriesinthebook ofschoolreturns.Thepresiding magistratedeclinedtoacceptthisas sufficientunlesstheseveralentrieswere sworntobecorrectbytheSchool Teacher.Nowithastobeexplained thatthepresenceofapupilatschool isindicatedinthesereturnsbyasimple dot.Inthehurryanddifficultyof callingtherollinalargeschoolitis plaintherewillbesomeriskofanoccasionalerror.Atanyrateitwillbe somewhatriskytoswearthatevery littlejotinthelistisinsertedwithabsolutecorrectness.Withthisdifficulty beforehim,theTeacherofthePerth AssistedSchooldeclinedgoingbeyond theassertionthateveryreasonablecare andexactitudehadbeenobservedin callingandcheckingtherolls.This proofnotbeingdeemedadequatethe casesfellthroughandcertainwellknownandhabitualtransgressorspassed unscathed.

ACCIDENTATYoax.-AsadaccidentoccurredatYorkrecently.Afarmernamed JosephWray.felloffhiscartwhichwas heavilyladen,andthewheelpassingover hisbody,occasionedsuchinjuriesthatdeath ensued.Itissaidtheunfortunatemanhad beendrinkingratherfreely.

111ELATEMR.PHILIPBRADY.-We havetoaunouncewithdeepregretthedemise ofMr.PhilipS.Brady,atthecomparatively earlyageof43years.Thedeceasedwasa gentlemanofquietunassuminghabits.and possessedtherespectofallwhowereacquaintedwithhim.Ileheldforsometime back,theresponsiblepositionofClerkinthe officeoftheSupremeCourt,andgaveevery satisfactionbytheassiduousdischargeofhis duties.Mr.BradywasadevotedCatholic, andhiswell-knownfigurewillbemissedby hismanyfriendsfromitsusualplaceinthe Cathedral.Heleaves.wearesorrytoadd, awifeandchildrentomourntheirpremature andsad

AsfaraspossibletheTeachershould besparedtheodiumofinterveningin theseprosecutions.Thechiefutility oftheTruantInspector'sappointment isthatitshouldobviatethenecessityof callingupontheTeacher,andsohinder himfrombecomingtheobjectofaversiontothosewhoareproceededagainst.

Thegoodoftheschoolsandtheinterests ofeducationdemandthatthereshould beahappyunderstandingbetween parentsandteachers.Theyshould workfriendswithacommonobjectin view-theinstructionandadvancement ofthechildrenintheircharge.Making oftheTeachers,activeparticipantsin legalproceedings,atoncedestroysthis desireablerelationandrequiringofthem anoathastotheseveralitemsofthe returnstheydrawupalmostnullifies everyutilityofthecompulsoryclause oftheEducationAct.

Itisquiteregretablebutquitetrue. Therearenumbersofchildrenofschoolgoingyearswhoyet,donotgoto school.Therearechildrenwhoby theirrepeatedandhabitualabsences lowerthegeneralaverageoftheirschool andthusseriouslyhinderitsefficiency inmanyrespects.Yetlittleornothing isdonetoremedythecryingevil. AthoughtoftheTruantInspector atoncesuggestsitself.Whydoeshe notputinforcethepowersvestedin himunderthe"CompulsoryClause?" Whydoeshenotwithmorevigorand morefrequencybringculpableoffenders tojustice?Thathedoesnotproceed withover-severityisapparentfromthe factthatwhilefrequentlyitisnotorious thatcertainchildrenarenotsentto schoolyetlegalproceedingsagainst theirparentsareoftherarestoccurrence.Tospeakofaparticularinstance.Thereareseveralboysenrolled ontheBooksoftheAssistedBoys' School,Perth,whoseattendanceis notablyinconstant,andalistofthese truantsisfromtimetotimeforwarded totheInspector,buttheprosecutionof theirparentsiseitheraltogetherdeclinedorelsenotundertakenintheresolutewaywhichleadstotheinfliction ofapenalty. Theremaybegroundsofexcusefor theInspectorwhicharenotapparent.

But,howeveritmaybebrought about,regularattendanceatschool shouldbeenforced.Greatervigilance onthepartoftheInspectorandfaculties onthepartofthemagistrate,suchas wereatfirstafforded,wouldputastop totheabuse.Itisontheincrease,but nomeansshouldbeleftuntriednot onlytohinderitsprogressbuttocrush andstampitoutcompletely.

HANSARDINTHEPUBLICREADING Room.-IntheLegislativeCouncil,Mr. MarmionproposedthatacopyofHansard, thevotesandproceedingsoftheCouncil, andtheBlueBook,shouldbegratuitously suppliedtoeverypublicReadingRoomin thecolony.Webelievethemotion,which wascarried,willbeproductiveofgoodand willsupplyawantlongfeltthroughoutthe colony.

MONKEYSFISHINGFORCRABS.-An AustrianresidentattheCourtofSiamreportsthatinthatcountrythemonkeyis trainedtofishforcrabswithhistail.Occasionallytheanimalgetsa"bite"froma monstercrabthatheistotallyunabletoland, andfallsavictimtothesuperiorweightof hiscancerfirer,whichdragshimintothe water,drownsandfinallydevourshim.-C'. NEWBOYS'SCHOOLHOUSE.-TheBoys' newSchoolhouseisfastdrawingtoaclose. Inanothercoupleofweeksweanticipatethe buildingwillbefitforuse.Wehopethe Committeemaynotneglecttheopportunity thatwillthenbeaffordedthemofholding someentertainmentwhich,whilerelieving usofpresentmonotony,willalsoserveto augmentthefundsattheirdisposal.

ANELEPHANTFAIR.-Thegreatelephant fairofIndiaisannuallyheldatSomepoor, ontheGanges.Thousandsofhorsesand hundredsofelephautsmaythenbeseen,and thebargain-drivinganddeceitofelephantsellersseemtobefullyasgreatasthetricks ofhorse-dealersathome.Thepriceof elephantshasrisenenormouslyoflateyears. In1835thepriceofelephantswas£45per head;ontheBengalGovernmentrequiring seventyoftheseanimalsi1875,thesumof £150eachwassanctioned,butnotanelephantcouldheprocuredatthatprice.One hundredandfiftyisnowthelowestrateat whichyounganimals,andthenchiefly females,canbebought.Tuskersofanypietendonscommandfron£800to£1,50,but theKoomeriahorbeststrainofelephantwillfetchalmostanyprice£2000isnotan unknownfigurs.-C.Messenger.

ASIGNOFTHETIMES.-Theveryfrequent mentionofCatholicmattersmadeinthe associatedpresstelegramsthatarereceived almostdailyfromEngland,pointsunmistakeablytothefactthattheChurchiscommencingtoregainthatpositionsheonce heldinGreatBritian,andfromwhichshe hasbeensolongdegraded.Englishmenarc evidentlybeginningtorecogniseinhera powertobefearedorcherished.Although theitemsofchurchintelligencegivenarein someinstancesmerefabrications,theyneverthelesshelptobearusoutinourremark thatCatholicityinEnglandismakingitself feltinthehigherwalksoflifeforifthe churchwerelookeduponasaninconsiderableunit,shewouldbedeemedunworthyof notice-undeservingevenofaglanceofcontempt,orofaslanderouslie.Thischange offeelingmaybeattributed,perhaps,among othercauses,tothatsenseofadmirationfor herwhichisexcitedbyherunwaveringconstancyinthemidstofpersecution.Agreat modernscepticsaidsevenyearsago,"Well, iftheCatholicChurchsumvivesthestorm thatisnowabouttoburstuponher,Iwill acknowledgeherdivine."Thestormhas notpassedyet,butsofartheChurchhas heldonmanfully.Whenthecalmshallsucceedshewillthenbeseentostandoutmore majesticthanever-moregloriousforher wounds."Thebloodofthesaintsisthe seedoftheChurch."Trueindeednoone oflatehasrealizedmorefullythetruthof thesewordsthanPrinceBismarck.Hehas wagedincessantwaragainsttheChurchfor sevenoreightyears,andnowhebeholdsher childrenmoreunitedthanever,whilethe GermanEmpire,whichhehadsoughtto consolidate,wasnevermoredistracted. erroneous,isprovedbythefactthatthis warisalreadyexercisingaverydisturbinginfluenceonadepartmentofEuropeancommerce,andthatinmorethan onecontinentalcountrymerchantshave memorialisedtheirrespectiveGovernmentstoprotecttheirinterests:and theseGovernmentshavealreadydispatchedvesselsofwartothewestcoast ofSouthAmerica.Peoplearebeginning, therefore,toaskwhatarethemattersin disputebetweenthebelligerents,what combativeelementsareattheirdisposal, andwhatislikelytobethecourseof events.

WhenChiliandBoliviahadfinally establishedtheirindependence,therelay anextensivetractknownasthe'`Desert ofAtacama,"inwhichtheboundariesof thenewStateswerelettundetermined. Noone,probably,dreamedofanypracticaloccasioneverarisingfordefining howmuchofthisaridtractoughttogo totheoneortheotherRepublicrespectively.But,in18,56,extensivedeposits ofguanowerediscoveredalongthecoast, whichforwithbecamevaluable.Chili claimedthetractasfarnorthasthe220 ofSouthlatitude,whileBoliviainsisted onitstightdownto25°South.The questionlayunsettledfortenyears,towardsthecloseofwhichperiodthere wasasortofwarbetweenChiliand Bolivia,underwhichthe24thparallel ofSouthlatitudewastobetheboundary betweenthem.Butitwasfurther stipulatedthateachofthetwoRepublics shouldbeentitledtohalfofalltheproductswhichmightatanytimebeyielded bythebarrendistrict.InancientGreek timesonewouldhavesaidthatitwas theGoddessofDiscordherselfwhoinspiredthisfatalprovision.

TheWarinSouthAmerica.

Theannouncementthathostilitieshave brokenoutbetweenChiliontheonehand andBoliviaontheotherwillhavebeen receivedbymanywithacontemptuous indifference.Thegreatmassofeven ordinarilywelleducatedpeopleknow littleornothingabouttheconditionof thosecountries.Theyareaccustomed topicturethem,whenevertheycondescendtothinkofthematall,asapreyto chroniclawlessness,thehauntscfdesperadoeswhoseperpetualoccupation consistsinturningeachotheroutof thoseofficialpositionswhichtheyregard assomanyopportunitiesforplunder. Thereisgreatnaturalwealthinmany districts;atleast,duringtheSpanish dominationquantitiesoftheprecious metalsusedtobeproduced.Butsince theestablishmentofindependencethe wholecontinenthasbeenaualmostcontinuoussceneofanarchy.Awarbetween twoorthreeofthoseRepublicscan,it maybethought,havenothingincommon withthegreatmilitarystrugglesof EuropeancountriesortheUnitedStates. Besides,whatcouldtheyfightabout? Chili,especially,occupiesanalmostisolatedposition,protectedontheEastand Northfromcovetousfoesbyinaccessible mountainsandanimpassabledesert. This,webelieve,isafairrepresentation ofthewayinwhichthegeneralityof thosepeoplewhomighttakethetrouble ofthinkingatallonthematterwould regardthereportofastateofwarbetweenthoseRepublics.But,thatthe pictureisveryimperfect,andeven

interfere,andsentabodyofsoldierswho occupiedthedisputedterritory. This,wastheactofwarbywhicha stateofhostilitieswasconstitutedbetweenChiliandBolivia.Alltheprobabilitiesoftheissueareinfavorof Chili,atleastifwemayarguefromthe militarydata.HerGovernmenthas donemuchduringthelasttenyears bothforitsarmyandmarine.The formerhasbeenequippedwithEuropeanweaponsaccordingtothepattern ofthepresenttime,andthefleethas beenstrengthenedbytwolargeironclads.ThenavalpowerofChiliis composedofthirteenwar-vessels,allin sea-goingcondition,withcrewsamountingtoabout2,000men.Thearmyhas beenlatelyincreasedbyalevyof 20,000men;andcompetentauthorities declarethatthisforcecouldwithout difficultyberaisedto40,000.They maynotbeveryeffective,judgedbya Europeanstandardbuttheyarefully amatchforanytroopsthatcanbe broughtagainstthem.Peruhasvoluntarilymadeherselfapartytothe quarrel,anditisdifficulttobelieve thatshehadnotbeeninducedtodoso byjealousyoftherapidiyincreasing prosperityofherSouthernrival.Her navyisnotablyinferiortothatofChili; andherarmycannotbecomparedwith theChilianforceseitherinnumberor inequipment.Boliviahasnonaval stationandnonavalforce.Itstopographicalpositionalsomakesitalmost impossibleforittotakeanyeffective partinthewar.Itisreported,however,thatacorpsof3,000menhas beenassembled,underthecommandof GeneralDaza,forthepurposeofoccupyingAtacama.TheChilianarmy, atthelatestaccounts,waslyingatthe footoftheCordilleras,betweenAntofogastaandCalama;thusacollisionbetweenthehostileforcesseemsunavoidable.Meantime,thebelligerentsare hasteningonandcompletingtheir preparations.Thearms'factoriesof NorthAmericaarebusilyatwork,and areunabletodeliverwarlikestoresas rapidlyastheyarewanted.Onthe 10thofthismonthonesteamer,the CrescentCity,landedatCallaoacargo consistingof10,000riflesand300,000 cartridges. Therehavenotbeenwantingefforts toeffectapeaeeablesettlement;but hithertotheyhavebeenwithoutresult. Eventhelatestsuggestion.whichwas stronglyurgedbytheItalianenvoy,to referthedisputedpointstoarbitration, willnotpreventthewar.Probably, whentheChilianfleethasinflicted greatmischiefonthePeruvianports,the EuropeanPowerswilloffertheirmediationtoputastoptoaconflictwhich cannotfailtoexerciseamostdisturbing anddamaginginfluenceonthetrade alongthetheSouthPacificcoast,which hasbeensorapidlyexpandingduring thelastfewyears.Buteverything seemstopointtotheconclusionthat BoliviaandPeruwillhaveamplereason toregretthegreedandjealousywhich urgethemtoassailtheirsisterRepublic.Chili,ontheotherhand,is likelytoemergefromthecontestwith increasedprestige,andtoacquirea positionofeminencewhichnoonecould haveforeseenacenturyago.

In1870,aFrenchmanknownas BarondeRivierewassojouruiugin ChiliastherepresentativeofaEuropean irmwhichhadbuilttwoiroucladsfor theRepublic.Thispersonlearned throughconversationswithminersthat silverwaspickedupinspotsinthe desertofAtacama,andthatitwasa likelysiteforadventuringa"digging." Heatonceprocuredfurhimselffrom theChilianGovernmenta"concession" ofthepossiblemines,andengagedthe servicesofanexperiencedmanager. Theventureprosperedbeyondhisutmostdreams.Inaninconceivably shortspaceoftimetheBaronbecame amillionaire.Companieswerequickly formedfortheexplorationofthedesert, nowbelievedtobealaudofsilver.As usuallyhappens,crowdsflockedtothe district,alleagertobecomerich.In threemonthsthecityofAntofogasta sprangintoexistence,withapopulation of20,000inhabitants.Thenewmines liebetweenthe23rdand24thparallels, butnearertothelatter.Theywere, therefore,withinthelimitguaranteedto BoliviabytheTreatyof1866;but theywerealsowithinthedistrict,the productsofwhichweretobeshared equallybetweenthetwoRepublics.The GovernmentofBolivia,however,protestedagainstsuchaninterpretationof theTreaty,andclaimedexclusiveownershipofatractthevalueofwhichwas notsuspectedin1866.Afterprotracted negotiationsChiliatlengthagreedin 1874toaConvention,accordingto whichsherenouncedtheco-ownership oftheminesandallclaimtotheirprofits;butundertheexpresscondition thatallChiliancitizenssettledinthe distrlctshouldcontinuetoenjoyidentical rightsandprivilegeswithBolivians,and thatnonewtaxesofanykindshouldbe imposeduponthem.Butindefianceof thisstipulation,theBolivianGovernmentimposedsometimeagoanewtax ontheexportofsilverores.Chili naturallylookedonthisasaviolation oftheConventionof1874,andprotested, demandingitshonestfulfilment.But theGovernmentdeclareditselfwilling tosubmitthewholequestiontoarbitration,providedBoliviawouldinthe meantimesuspendthelevyofthenew impost.AtfirsttheGovernmentofBoliviaseemedwillingtocomplywiththis request.ButhavingsecuredthepromiseofPeruvianco-operationagainst Chili,itdrewback,andwithoutfurther noticeproceededtoconfiscateallChiliau establishmentsinthedistrictofAtacama. AndwhentheBolivianauthoritiesattemptedtoemployforcefortheexpropriationoftheChaimsettlers,the ChilianGovernmentthoughtittimeto

publicationhasseemedsoimportantthat suchpapersastheMoscowGazetteand theNovojsWremjahavereproducedit. Theseprinciplesareasfollows

BARNSTABLE,Mass.,May7th.-A bevyofgirls,noneofthemseemingly morethantwentyyearsold,filedupthe hillthatleadstotheCountryCourt Housethismorning,andpassedinto theoldgraystonebuilding.Almost allofthemwereaccompaniedbyelderly women,althoughoneortwowerewith sprucelydressedyoungmen.The venerableJudgeOtisLord,ofSalem, tookhisseatuponthebenchandcalled thefirstcaseonthedocketforthe termoftheSupremeCourt.There steppedforwardablue-eyedgirl,whose lightbrownhairfelluponherbackina heavybraid,theendsofwhichwere concealedinabluelove-knot.An elderlywomanstoodonesideofher andayoungmanwithaflowingbeard ontheother.Thenthegirltoldher story.Shewantedadivorcefromher husband.JudgeLordlookedather criticallyfor'aninstanceasthough astonished,notsomuchthatapretty girl,whodressedandlookedasthough shehadrunintocourtfromschool, shouldwantadivorceasthatsheshould havealreadybeenmarred.Butshe said.shehadbeenmarriedfouryears, andthatherhusbandhadleftherafter livingwithherafewweeks.134ad-

Aplump,rosycheckedwoman,with literaryappearance,theymayhave beencausedbytheeyeglassesshewore, steppedupnext.Herhusbandwasa seacaptain,whohadpromisedtotake hertosea,butwhenhegotasfaras Bostonwithherheleftheratahotel.

"Well,whydidheleaveyou?"

"Isupposehelovedanotherwoman better."

Thisseacaptainhadlivedwiththe girlafewmonths,andalthoughhehas oftenbeeninthesametownsincehe lefther,yethehadrefusedtohaveanythingtodowithherforthreeyears. Theyoungwomangotthedecreeshe desired,andademurelookingman escortedherfromcourt.

Nextcameapale-facedgirl,whose featureswereregular,butwhosecomplexionwassallow.Sheseemedsickly. Shewasmarriedin1874,andaftera weekofhoneymoon,herhusbandleft her,withtheremarkthathewanted nothingmoretodowithher.

Thereprobablyisnopartofthe UnitedStatesinwhichtherearefewer foreignersthanonCapeCod.The peoplewholiveherearethedescendants ofthefirstsettlers.TheCapeisfull oftraditions,andtheorthodoxchurch hasalwaysbadastrongfootholdhere. Yetthereareprobablyto-daymore divorcedpeopleontheCapethaninany similarlypopulatedareainthecountry. Youngmenandyoungwomenaretohe foundineverytownwhohavebeenman andwife,butaresonolonger.

TheClerkofthe1,tipremeCourt saysthatthegirlsonCapeCodare marriedveryyoung,andamemberof thebaradds:"Young,ornotatall." Atthistermtherewerethreelibels,as divorcecasesaretermedhere,onthe docketwithsimilarnames,Percivalagt. AfterGospelreading,RightRev. BishopRyan,ofSt.Louis,oneofthe greatestofAmericanorators,ascended thepulpitandbeganthesermon,taking forhistext:-

"Ihaverejoicedatthethingsthat'etre saidtome.Weshallgointothehouseofthe Lord.Sendforththylightandthytruth; theyhaveconductedustothyholyhallsand intothytabernacles"-121stand42ndPsalm.

Hecontinuedhisdiscourseforan hourardthree.quafters,concludingwith atouchingperoration-atributetothe faithofthepoorIrishpeoplewhosepennieshaddonemoretowardrearingthis greatesttempleoftheNewWorldthan thedollarsoftherich.Masswasthen proceededwith.theblessingofthewalls, thedoorsandthechapelshavingpreviouslybeenperformedbytheCardinal.

IntheeveningGrandVesperswere held,ArchbishopGibbonsofficiating, BishopKeanpreaching.Themusic,by thechoir,wasveryfine.

BUILDINGTHEEDIFICE.

Theideaofbuildingthefinestcathedral onthiscontinentoriginatedwithArchbishopHughes.Itbegantotakeform about1850,andplansweredrawnabout 1853byMr.JamesRenwick,thearchitect. Alltheplansweresubmittedto ArchbishopHughes,andthefinal decisiontobuildwasmade11him.The corner-stonewaslaidonAngnst15, 1858.About100,000personswitnessed thelayingofthecorner-stone.The foundationswerelaidwithexpedition, butthewarcameon,laborwashigh, andfendstooscarcetogoon,andthe Archbishopdiedwithoutseeingvery markedprogressinhisfavouritebuildingButthesucceedingArchbishop, thepresentCardinal,tookholdofthe matt,r,thesixtyorseventychurchesof thediocesegaveannualcontributions, otherprivatesubscriptionsponredin, andsincethewarthemostofthework onthecathedralhasbeendone.The fairof1878realized£85,000.

DESCRIPTIONOFTHEBUILDING.

"Andyetyouaskforadivorce.I shallgrantnone.Ifayoungtwinand womanmarry,nomatterifthegirlisin disgrace,andeitherofthemsaysbefore theceremonytotheother,Ishan'tlive withyou,'andstilltheceremonyisperformed,Ishan'tconstruetherefusalto livetogetherafterwardasdesettion.If ayoungwomaniswillingtobindherselftoamanforlifetosaveherselffrom disgracewhenheannouncesthathewill neverlivewithher,shemustabideby theconsequences."

Sincethelawmakingdesertionfor threeyearsgoodcausefordivorcehas beenpassedapplicationsfordecreeshave morethandoubledinsomepartsof Massachusetts,especiallyintherural districts.

NewSt.Patrick'sCathedral. DESCRIPTIONOFTILEBUILDINGAND DEDICATINGCEREMONIES.

NewSt.Patrick'sCathedralfronts onFifthavenuefrom50thto51st street,andextendsbackalmostto Madisonavenue.WhentheChapelof OurLady,whichisembracedinthe design,isadded,thebuildingwilloccupytheentireblock.Theceremony ofdedicationoccurredSunday,May25, andoneofthelargestassemblagesever seeninNewYorkgatheredinthe vicinityofthecathedralearlyinthe morning.The7,00packedwithin

Thespiteswillbenctagotial.Circular stonestairwaysinthetowerscommunicatewithorgangalleries.Itisproposedtoplaceachimeorbensinthe totterofftie'cotter;110feetabove aletite. ttraniaptfrotitlfaredividedinto a'Mittel'aisle,4$feetwhitand110 feethigh,tothetopofthecrossesof thegables.Overeachdoorthegreat transeptwindowsfillthewholespaceup tothespringingofthegables.These twogreatwindowsare28feetwideby 55feethigh,andaredividedbyclustered mullionsintosixbays,andthearches arefilledwithrichtraceries.Theside aislesofthetranseptsaremarkedby windowsandflankedbybuttressesin whicharespiralstairsleadingtothe roofs.

Thewindowsareglazedwithtwo thicknessesofsashesandglasssettwo inchesapart,tosecureevennessoftemperatureandpreventdraughtsofair.

THEINTERIOR ofthecathedralisintheformofa cross.Thegroundplanisdividedinto anave,twotransepts,andachoiror sanctuary.Thechoirorsanctuaryis 95feetlong,andhasacentreaisleof thesamedimensionsasthatofthenave andtouraisles,makingatotalwidthof 124feetfromwalltowall.Thechoir hasthreebays,andisterminatedatthe eastendbyafive-sidedapsideinthe centreaisle.

Themassivecolumnsdividingthe centreaislesareofwhitemarble,35 feetinheight,andacombineddiameter of5feet.

Thespringlineoftheceiling,orthe pointfromwhichthemainarchesrise, is77feltfromthefloorofthecathedral. Thesideaislechapelceilingsarealso richlygroinedwithribsandjackribs. Theorgangalleryisplacedinthe firsthayofthenavebetweenthetowers. Itis46feetwideand28long,andis capableofsustaining101)tons.This gallerywillaccommodateachoirof100 inadditiontoanorganofthelargest size.

THEHIGHALTAR.

Thehighaltaristhemostprominent objectintheinterior.Itissituatedin thecentreaisleofthesanctuary.Its frontis37feetfromtheeastwall,snd itextends33feet,leavingapassageof 4feetbehindit.Itis40feethighto thetopofthecentrepinnacleoverthe tabernacle.Thetabletabernacleand stylobate,areofthepurestmarble,inlaidwithalabasterandsemi-precious stones.Thetableisdividedittoniches andpanelsontheface,containing statues,andthepanelswithhasreliefs, havefortheirsubjectstheDivine Passion.

Thearchitectureisofthedecorated stylethatprevailedinEuropeinthe thirteenthcentury.Thegroundplanis intheformofaLatincross.Thenave representsthelongpartofthecross,the sanctuaryorchoirtheshortpartabove thearms,andthetranseptsrepresentthe arms.Thsdimensionsare:-Interior length,306feet; breadthofnaveand choir,96feet,exclusiveofthechapels, and120feetwiththechapels;length ofthetransept,140feetwidthof centreaisle,48feet;height,108feet; widthofthesideaisles,24feetheight ofsideaisles,54feet. TheFifthavenuefrontconsistsof centralgable,withtowersandSpireson eachsideofit.ThegableWillbe156 feetinheight.andthetottersandspires each330feet.Atpresentthetowers onlyreachtotheroof,astheavailable fundswererequiredforotherpartsofthe building.Thewalls12feet6inches, andthewholesurfaceencrustedwith marble.Thedesigncontemplatesthe statutesofthetwelveapostles,tobe placedinthecovesofthegrandportal,butforthepresentthispartisnotbegun. Thewidthoftheopeningdooris30 feet,andtheheight51feet.

Thetowersare32feetsquare"atthe base,withimmensewalls.Theyare squaretotheheightoflasfeet,when thedesigncontemplatesoctagonallanterns54feethigh,suppOrtingthespires, 140feethigh,makingthe'OWheight 331feet.Thetowersaredividedinto stories.Theeight'whetbuttressesWillbe,tettaibitedphinacie.

Beneaththehighaltarwillheavault fortheentombingoftheArchbishops ofthedioceseofsufficientsizetocontainforty-twocoffins.Otheraltarsare thealtaroftheBlessedVirgin,St. Joseph'sandSacredHeartThefoe costabout£20,000.TheCardinal's throneisontherightorGospelsideof thesanctuary.

The.pewsare408innumber,of polishedash,andwillaccommodate 2,600persons.Thebroadaislesand andopenspaces,itiscalculated,will accommodateasmanymore.

COSTOFTHECATHEDRAL.

Thetotalcostuptothepresenttime hasbeen£380,000ofwhich£80,000 isyetdye.Whenthetowersandother portionsnecessarytocoin!leteitare donethecostwillbeabout£100,000 more,makingthetotalcost£480,000.

Theworkremainingtobedoneon thecathedralistofinishthespires,and pinnaclesofthesideaisles,theflying buttresses,theChapelofOurLady, theinterioraltarstobeputinthetwelve sidechapels,andrepslatingandgrading ofthespacesbetweenthebuildingand thestreets.Allthesethingsarefinishingtouchesthatwillchangetheappearanceofthecathedralmaterially.'-Irish Wotid.
