TheCanonicalValueofCivil Marriages.

ThecongregationconstitutedatRome forthepurposeofinterpretingthetransactionsoftheCouncilofTrenthasjust cometoamostimportant.decisionwith regardtothecanonicalvalueofcivil marriage.Differenttheologiansand canonistsconsideredcivilmarriageasa promiseofespousal,ind,therefore,sufficienttobeanobstacletoasubsequent marriage.Othersregardeditinthe lightofaclandestinemarriage,which, althoughillicit,couldbecontractedin countrieswheretheCouncilofTrent wasnotformallypromulgated.The questionhasbeenforalongtimepast undertheexaminationoftheSacred Congregation,andseveralofthemost learnedtheologianshavewrittenvolumes uponit.Inconsequenceofarecent workofitseminentsecretary,Mgr. Verga,theCongregationofCardinals hasdecidedthatcivilmarriagecanonly beconsideredasapurelycivilact, which,althoughpermittedinasmuchas thereisquestionofsatisfyingthe exigenciesofthecivillaw,canhaveno canonicalvalueintheeyesofthe Church,and,consequently,canproduce nocanonicalobstaclewhatsoever. LandedPropertyinIreland.

Attentionhasbeendrawntothesmall numberofCatholicsholdinglargeestatesinIreland;but,havingregardto thepast,thiscouldhardlybeotherwise, inasmuchasundertheElizabethanand Cromwelliansettlementsvastconfiscated estateswereparcelledoutamongProtestants,andconsequentlyeverypossible inducementanddevicewasresortedto bytheGovernmenttoconvertthegentrytotheProtestantfaith.TheFitzgeraldfamily,socloselyidentifiedwith Ireland,wasoneofthefewgreathouses whichcontinued,uptoacomparatively recentperiod,intheancientfaith,but thepeeragehavingdevolvedupona minor,hisguardianbroughthimupas aProtestant.Onelargeestate,thatof theEarlofDerby,passedbypurchase notlongegobaCatholic,thelateMr. ValentineO'Connor,awealthymerchant ofDublin.LordDerby'sfatherlefthis secondson,thepresentSecretaryofState forWar,theoptionoftaking£100,000 orhisIrishestates.ColonelStanley havingchosetheformer,thelatter passedtothepresentEarl.LordDerby thenannouncedhisintentionofselling theproperty,whenadeputationofthe tenantrywaitedonhimandbeggedhim nottodoso;buthecourteouslytold themthathecouldnetconsistentlywith hisdutiesinEnglandresideinIreland, andthathedidnotdeemitrightfora mantoholdpropertyonwhichhedid notreside.TheDerbyestatesin Tipperaryfetched£160,000.

Iwasconfinedto thehouse,but,ofcourse,Iwasgladto seehimassoonashecouldcome.People donotmeantobeunkind,butitisriot kindthustoprofanesuchafriendhip ashisandmine.Formypart,inearly lifeIlearnedhowallreportswereeither untrueorhadjustenoughofabasisof truthtomakethemthemorenoxious; soIbelievenoreportsiftheyhaveany unkindnessinthem,butturnawayfrom themasoneshouldfromsomething putrid.Youmayassureyourfriends thatnothingeitherhasorcancomebetweenmydeeploveforJohnHenry Newman.Asfortheirthinkingme pertenoughtoofferhimadvice,of coursetheyarewe'c3meenoughto believemecapableofanyfolly.Yen willnotbesurprisedthatinthemidst of'theworkofterm,inadditiontoother things,Ihavenotbeenabletofinish sootiersolongaletter.I!nighthave saidatonce,Iwasnotimpertinent enoughtoofferanyadvicetoJohn HenryNewman.'Butthiswouldnot havemetthefiwtthatIhadwrittento himwhenthereseemedanuniversal agreementthathehailrespectfullydeclinedthehonour.Thankyoumuch foryourkindexpressiontowardsmyself. Thelast'ofNovember,1755,willbe longrememberedintheannalsofPortugal,ashavingbeenthedayuponwhich thisterriblecatastropheoccurred.It wasAllSaints'Day,whichisin Catholiccountriesahighfestival.The churchesandreligioushouseswere crowdedandthepeoplewerethuscollectedinwhatprovedtobethemost fatallocalities.Themorningbroke clearandbright,withnosignofthe impendingdanger.Aboutnineo'clock thesunbegantogrowdim,andhalf anLourlaterarumblingnoisewas heard,whichproceededfromwiderthe ground,andresembledtherollingof heavycarts.Thisnoiseincreased graduallyandwithgreatrapidity,and iafewsecondsresenthledthecharge ofheavyordnance.Atafewminutes afternineo'clock,whenthenoisewas loudest,theearthI.ecameviolentlyconvulsed,andthefirstshockwasfelt. Thiswasextremelysevere,andleveled thePalaceofJusticeandmanyother largebuildingstotheground.There wasashortpauseofnotmorethana minuteinduration.Thenfollowed threeterrificshocks,which,threwto thegroundeverybuildingofanyconsiderablesize,includingallthechurches, palacesandGovernmentbuildingsin theplace.Inlessthanfivemiuutes afterthefirstshockwasfeltnothing wasleftofalargeandflourishingcity butamassoffearfulruin.,beneath whichthousandsofhutnanbeingswere buried,somebeinginstantlykilled,while otherswerecompelledtolingerthrough hoursofagonizingtorture.

Bratthiswasnetall.Inabouthalf anhourafterthesevereshockshad ceased,thesearushedwithterrific violenceintotheTagus,risingmore thanfortyfeetabovehighwatermark. Fortunatelythelargebaywhichthe riverformsoppositethePortuguese Capitalpermittedthisvastbodyof watertospreaditself,butforwhich circumstanceitwouldhavecovered morethanhalfthetown.Asitwas,it floodedthelowerstreets,andthestrong stonequay,onwhichthreethousand peoplehadtakenrefuge,wasswept awayandeverypersondrowned,water hadretreatedasquicklyasithadcome. Thiswasrepeatedseveraltimesbefore theseahadreturnedtoitsusuallevel, thewavebeinglesspowerfuleachtime.

TheWeeklyRegisterpublishesthe followingletteraddressedbyDr.Pusey totheRev.FatherBelany,tinderdate ChristChurch,Oxford,May20,1879: "MY1)EARBELANyTheideaofmy havingwrittentodearNewmanmost earnestlytoreinsethecaruinalateis,of course,simplyabsurdIheardatone andthesametimethatithadbeen offeredhimandthathehaddeclinedit. Thiswassaid,asfarasIknow,withouttheslightestcontradiction.Allthe papers*erefullofit.Iwaitedfora week,andthen,supposingittobe certainthathehaddeclinedit,Iwrote tocongratulatehimontiremarkofconfidencewhichtheofferimplied,andon hisnon-acceptanceoftheoffer.Ithas beentomeandtoseveralofhisold friendslikethoseoldlines-'Ihavebeen honouredandobeyed,'etc.Idonot knowwhetheryoulovetheseoldlines intheLyraApostolica'aswedo.His stilllifeintheOratoryatBirmingham hasbeenanidealtomewhichIloveto dwelluponHowever,Ifoundthat peopleweremistaken,andthatdear Newmanthoughtthatitwouldhave

Earthquakes,whicharethegreatest m3steriesofnature,havelougbeenthe objectofthemostthoroughinvestigationsofscientificmen.Atthepresent daythephilosophers,havereturnedto theoldtheoryoftheancientswhieh assignedthecausetotheof ofa vastfirewhichexistsinthecentreof theearth.Furtherthanthis,nothing isascertainedwithaccuracy.Various opinionsexistsindifferentcountries. Inregionssubjecttothem,itisgenerallysupposedthattheycannotoccur withoutbeingprecededbysomesign. InItalytheopinionprevails,thatlong calms,anoppressiveheat,andafoggy skyaresureheraldsoftheapproachingdisaster.Ithasbeenproved,however,theseconditionshavefrequently occurredwithouthavingbeenfollowed byearthquakesanditmaybehere remarkedthatthesignsregardedinall othercountriesasinfalliblehavebeen discoveredatfaultsometimesby science.

TheterrorwithwhichtheyareregardedbyEuropeansandtheirdescendantsiswellknowntoallwhohave examinedthesubject.InSouth Americancountries,however,the nativeswholiveinlightreedhuts, whicharerarelydamagedbyearthquakes,preservetheremembranceof unusuallysevereshocksasgreatevents, keepingfestivalsontheiranniversaries.

Ourintentionisnottodiscussthe theoryofearthquakes,buttodescribe onewhichoccurredatLisbonmorethan acenturyago,andwhichwasfeltin thegreatestportionofEurope,partsof Africa,andeveninNorthAmerica,extendingoveraspaceoffifteenmillions ofsquaremiles,ornearlyone-twehthof theglobe.

Sixtythousandpersonswereburied beneaththeruinsanddrownedithe 'Tagus.Duringtheeveningasmart shockwasfelt,whichwasstrong enoughtosplitthewallsofseveral housesthathadstillkepttheirposition. Therentsthuscausedweremorethan halfafootwide;buttheyclosedagain immediatelyafterthecessationofthe shock,sofirmlythatnotraceofthem couldIrediscovered.

Inhonorofthefestivalthealtarsof thevariouschurcheshailbeenelaboratelydecoratedwithlightedcandles. Whenthebuildingsfellthesewerenot cxtiuguished,andgaverisetoanew horror.Assoonasit.wasdarkthe citywasdiscoveredtobeonfire.Mr. Davy,anEnglishmerchant,residingiu Lisbon,whowitnessedthedisasters, thusdescribesthisterriblefinale:-

"Assoonasitgrewdark,another scenepresenteditself,littlelessshockingthanthosealreadydescribed-the wholecityappearedinablazewhich wassobrightthatIcouldeasilyseeto readbyit.Itmaybesaid,without exaggeration,itwasonfireatleastina hundreddifferentplacesatonce,and thuscontinuedburningforsixdaystogether,withoutintermission,orthe leastattemptmadetostopitsprogress. Itwentonconsumingeverythingthe earthquakehadspared,andthepeople weresodejectedandterrifiedthatfew ornonehadcourageenoughtoventure downtosaveanypartoftheirsubstance;everyonehadhiseyesturned towardstheflames,andstoodlookingon withsilentgrief,whichwasonlyinterruptedbythecriesandshrieksofwomen andchildrencallingonthesaintsand angelsfie.succourwhenevertheearth begantotremble,whichwassooftenthis night---:and,indeed,Imaysay,ever siikce-thatthetremors,moreorless, (lidnotceaseforaquarterofanhour together."

Thecountryimmediatelyaround Lisbonwasterriblyaffected.Thehigh mountainsweregreatlydamaged,and

CardinalNewman, CardinalNewmanarrivedinBirminghamonTuesdayonhisreturnfrom Rome,andwascordiallyandreverently welcomedbyalargecongregationofthe RomanCatholicclergyandlaityofthe town.Theshortnoticewhichhadbeen givenoftheCardinal'scomingpreventedanyformalreceptionordemonstration,whichhisEminence'sfriendswere anxioustosparehim,andonhisarrival attheNew-streetstationonTuesday morningfromRugby,wtterebehad passedthepreviousnight,onlyafew personalfriendsandmembersofthe Oratorywereinwaitingtoreceivehim. TheCardinal,whohasagedvisikly duringhisthreemonths'absence,looked verythinandfeeble,butbrighterand moreanimatedthanhisfriendshailventuredtoanticipateafterhiskingand tryingillness.HisEminencewasaccompaniedonlybytheRev.F.W. Neville,whohasbeenhisinseparalle companionthroughoutH.travels.On hisarrivalattheOratoryCardinalNewman,pausingonlytoassumethescarlet manteiettaandbirettapropertotime occasion,proceededat(nicetothechurch, wherealargecongregationWilf,already assembledtiewasreceivedattheporch bytheHey.Aur.totiMills,thesenior Father,andothermembersofthe(1ratory, robedforservice.Afterthecustomary aspersionandincensing,thegroupand attendantsadvancedprocessionally,with crucifix,candles,andthurildes,upthe centreofthechurch,whiletheorgan pealedforthatriumphalmarch.The Cardinal,whowassupportedoneither sidebytheRev.FathersThomasPope andHenryBittlestone,walkedbeneatha canopycarriedbyfouroftheOratory students,andaistrilmtedhisblessing rightandlefttothekneelingcongregationashepassed.Theprocessionled thewayfirsttothechapelofSt.Philip Nerd,thepatronandfounderofthe Oratory,whereCardinalNewmanknelt forashorttimeinprayer.Hewasthen conductedhacktoLINsanctuaryor chancelifrontofthehighaltar,onthe rightofwhichasuitablethroneand canopyhadbeenprovidedforhisas:comtnodation.Afterashortpreliminary serviceatthehighaltartheCardinalreturnedtohisthrone,wherethemembers oftheOratory,inorderofseniority, proceededtokisshisringedhand.SubsequentlytheCardinal,returningtothe vergeofthesanctuary,seatedhimself withhisfacetothecongregation,and inatremulousvoice,spokeasfollows:"MydearChildren,-Iamdesirous ofthankingyouforthegreatsympathy youhaveshowntowardsme,foryour congratulations,foryourwelcome,and foryourgoodprayers;butIfeelsovery weak-forIhavenotrecoveredyetfrom alongillness-thatIhardlyknowhow Imaybeaidetosayeversofewwords ortoexpressinanydegreethegreat pleasureandgratitudetoyouwhichI feel.TocomehomeagainIInthat wordhome'howmuchisincludedI knowwellthatthereisamoreheroiclife thanahomelife.Weknowhowthe blessedApostleswentabout,andwelistentoSt.Paul'swords,thosetouching words,inwhichhespeaksofhimselfand sayshewasanoutcast.Thenweknow, too,thatourblessedLord'hadnotwhere tolayHishead.'Therefore,ofcourse, thereisahigherlife,amoreheroiclife, thanthatofhome.Theideaofhomeis consecratedtousbyourpatronand founder,St.Philip,forhemadetheidea ofhometheveryessenceofhisreligion andinstitute.WehaveevenagreatexampleinourLordhimself,forthoughin Hispublicministrybehadnotwhereto layHishead,yetweknowthatforthe first30yearsofHislifeHehadahome, andHe,therefore,consecratedinespecial waythelifeofho:Le.AndasAlmighty Godhasbeenpleasedtocontinuethe world,notasangels,byaseparatecreation ofeach,butbymeansofthefamily,soit wasfittingthattheCongregationofSt. Philipshouldbetbeideal,;therealizationofthefamilyinitsperfection,and

Nooppositionwasmadebythe Brothersthemselves,butviolentindignation,andresistancewasunhappily manifestedbytheparishionerstohis Lordship'saction.'theschoolswere brokeninto,wreckedandgarrisonedby anunrulymob;anattemptevenwas madetoburnthemdown.Manyarrestswere.madeandtheBishopreceived compensationforthehavocdone.Excitedfeelingshaveyettobequieteddown. Ahappytendencyinthatdirection awaybeperceivedintheappendeddocuments:-

Thedebateonthemotionforthe secondreading,whichoccupiedthe morningsittingonWednesday,was renderedmemorablebythedeclaration ofMr.Lowethattheattempttoforce unitededucationonIrelandhasbeen impossible.Mr.Lowe,avowinghis strongattachmenttothesecularist system,franklyacceptedthesituation. CATHOLICEDUCATION1N THECOLONIES.

AMONGthefewadvent:geswhich WesternAustraliaenjaysoverhergreat easternsistersmustbereckonedthe ElementaryEducationALtshepossesses. UnderitCatholicsreceiveashareofthe generalsumallottedforthepurposesof Education,whileinnoothercolonyof theAustraliangrouparetheirprinciples andjustclaims,inthisrespect,attended to.ThevariousElementaryEducation Actsinforceelsewherewereframedin aspiritoftotaldisregardofjusticetowardsCatholicsandwhateveramendmentstheysubsequentlyunderwent werecarriedoutindeclareddefianceof Catholicprinciples.

TheGodlesssystemadoptedmetwith strenuousoppositionfromCatholicsin NewSouthWales,theoldest ofthecolonies,butitistheir brethrenofVictoriawhohavebeen perhapstheleadingopponentsofSecularismandwho,fromthefirst,have dogebattleingallantdefenceofa righteousbutunpopularcause.South Australiahasbeenthemostbackward ofall.WhileanEducationActofthe usualtypewaspassedthere,Catholics weresilent.Theoutlookforthembore sogloomyanaspectthattheythought itfutileeventoprotest.Inutterhopelessnessofbeingheardwithanyeffect, bothclergyandlaitykepttheirpeace. TheonlytwoCatholicmembersofthe Assembly,SouthAustraliareturns,were cowedintoevenvotingfortheGodless system,andfollowersofIslamcould hardlyhaveshownmorestolidresignationtoirreversiblefate,thanSouth AustralianCatholicsintheirmannerof submittingtotheElementaryEducation Actforceduponthem.Touseacommon phrase-theygrinnedandboreit.They did,andevensaid,nothing,becausethey thoughtitwouldbeuselesstowakea MOM TheenergeticArchbishopofSydney isopposedtoallsuchplacidacquies-

cenceinwrongtowardsCatholics.He wouldhavethemsuppressnoitemand abatenojotoftheirjustdemands.In thePastoralLetterissuedbyhimand hisSuffragansofNewSouthWales,the CatholicclaimsinthematterofEducationaresetforthwithadistinctnessand forcethathaveattractedgreatnotice andthatareeminentlycalculatedto galvanizeintolifeandactiontheinert portionofCatholiccolonialpopulation. TheArchbishopsays:-"Inmatters ofvitalimportanceandcommonjustice halfmeasuresgenerallyturnoutmiserableandcowardlyfailures.Ifitbe worthwhilefortheCatholicbodyto assertitsrightsatall,itisworthwhile forittoassertitsfullandentirerights." Theableexpositionanddefenceofthose rights,asmadeinthePastoral,we gladlysetbeforeourreadersinanother pageanddeemnofurtherwordofours necessaryfortheclearandjuststatementofthecase.

DesirousasCatholicsareto liveatpeacewiththeirfellow-colonists ofdifferentpersuasions,thepeacewhich isboughtatthecostoftacitsubmission toanunjustandun-christiansystemof publicinstructionisanignominious one.Itmaybesaidalsothatthe priceissuperfluous;notonlyitought not,butitneednotbepaid.Asthe Archbishopjustlyremarks,"alatent senseoffairplayexistsinthecommunity atlarge;"anditisinthehighestdegree importantthateverymeansbetakento wakeupthisdormantfeelingoffair play.Someatleast,ifnotmanyof thosewhoupholdthesystemwhichexcludesreligionfromtheSchools,are bonafideandwillnotbeslowtoremove aCatholicgrievanceifonlytheybe arousedtoathoroughconvictionofits actualexistenceandextent.

Somedonotformallymeantodeal unfairlytowardsCatholics.Theyare simplyignorantofwhatisEducationin thetruesenseandiftheybeonce convincedthatEducationwithoutreligionisacontradictionintermsandan impossibility,theywill,inaspiritof justiceandfairplay,abatetheirprejudicestowardswhattheCatholicbody conscientiouslyadvocates.

Thesenseoffairplaymaybeseen alreadyinfluencingmenofwhomoppositiontoCatholicclaimsmight,without surprise,beexpected.Takeforinstance theProtestantBishopofMelbourneofhisownstudyofthequestion,Dr. MOORHOUSEhaslongsincearrivedat theconclusionthatreligionshouldbe taughtintheSchoolsandhehasrepeatedlyputonrecordhishonest approbationofCatholicclaimsinSchool matters.Again-inEnglandthechange inpublicopinionisdaybydaygrowing morenoticeable.Manyadmititisunjustandnearlyallarecomingtoseeit isuselesstotrytoforceCatholics againstthedictatesoftheirconscience. Perhapssomewouldnotshrinkfrom puttingonthescrewwithevenperceptibleandadmittedinjustice,butwhat usetodoso,ifCatholicswillnotbe squeezedintosubmission,norcrushed bytheoppression.

ThereistheexampleofIrelandandforthosewhohaveeyestoseeand judgmenttodiscernithasnotbeen withoutateachingforce.Forfifty yearstheeducationalscrewwasturned onIrishCatholicsbutonlywiththe resultofsignalfailure."Kildare StreetSchools,"inthebadoldtimes, weredevisedtoundermineandruinthe faithofCatholics,buttheattackwas toodirect,theschoolspassedawayin ignominyanddefeat."National" Schoolswerethenfounded.They wereatfirstpurelysecularbutthey couldnotbeworkeduntiltheywere madealmostwhollydenominational. AnancientandwealthyUniversity heldwideitsgatesforcenturies,but Catholicswouldnotenterbecauseentrancecouldnotbemadewithoutship. wreckoftheirfaith.AnewUniversityandnewColleges,wereestablished. Alltonopurpose.Secularandgodless;underbanofthePopeandproscribedbyBishopstheywereunlawful toaCatholicpopulationandshunned,as spotsstrickenwiththeplague.No disesteemoflearningoccasionedthe rejeAionoftheseestablishmentsbythe CatholicpeopleofIreland,forthey establishedaUniversityoftheirown. Theyfouutleila oflamingwhiting

theymightrepairwithoutviolationof conscienceandtaxedthemselvesforits supportduringthelastthirtyyearsto theamountof£200,000.Itcouldnot conferadegree;itcouldnotcompare inadvantageswithanyofitsroyally endowedrivals,butithadonefair dowrymoreprizedthanalltherest-it couldbeusedwithoutprejudiceoffaith andwithoutviolencetoconscience.

TheCatholicChurcheverywhere teachesherchildrentomake sacrificesandtobearwrongs.

InAustralia,asinIreland,the Catholicpopulation,hasmadeselfsacrificingeffortsforthesakeofCatholic Education.Theyhavesufferedand continuetoendurewrongsinthesame cause.Thattheymaynotbecalled upontobearlongtheirprivationsand bemulctedfortheirmaxims,shouldbe thewishofeveryjust,observantand fat-seeingmindinthelaud.Itwillbe apitytopersevereintheattemptto carryout,inanewandfaircountry,the explodederrorsofanoldandbad regime.Itcanbutendinfailureand yieldbutapresentcropofdissatisfactionandresentmentagainstthegalling wrong.

ThedutyofcolonialCatholicsis plainandimperative.Theymustnot tamelysubmittowhatisclearlyunfair. Theymustspeakandact;theymust insistandrepeatuntiltheymakewellknowntoallthatwhattheyaskfor,in Educationalmatters,isjustandfairand nottobedeniedwithoutclearandunntistakeableoppression.Thereisnothing tobegainedbyinaction,norbysilent tolerance.Whateverhasbeengained isduetothemanlyandoutspokenassertionofCatholicclaims.Itisfairto concludethatallthefavorCatholics enjoyinthiscolony,isowingtothe zealandforcebywhichtheircasewas statedandtheirdemandsurgedon publicnotice.Intheothercolonies theymustalsobeupandstirring. Theyhaveawidefieldandtheywill getlittlefavor,butbygiving,notfeeble, butfearlessutterancetotheirprincipals;bytakingaboldandmanlystand upontheirrightfulclaims,sooneror latertheywillprevailagainstprejudice andbeadmittedtotheadvantagesof beingdealtwithiuaspiritofjustice andasenseoffairplay.

TILEELEMENCARYEDUCATIONAC

THEbilltoamendtheEducationAct recentlybroughtforwardbythehon. memberfortheValise,Mr.CAREY,has beenthrownout.Itwillbewithinthe recollectionofourreadersthatimmediatelyupontheadoptionofthe amendedby-lawsoftheCentralBoard in1877,wepointedouttheprejudicial effectwhichmustresulttotheAssisted schoolsinrequiringfromthemaminimumaverage,comuchabovethat necessaryforthemaintenanceofa purelyGovernmentSchool.Inpurely GovernmentSchools,anaverageattendanceof12pupilsissufficient,tosecure supportfrompublicfunds;but ifinanAssistedSchooltheaverage of20cannotbekeptup,theManagers ofsuchcannothopeforaidfrom Government.

Thisappearsthemoreremarkableasthe costofmaintaininganAssistedSchool entailsuponthecountry,butone-half theamountwhichwouldhavetobe paid,werethesameschoolcertifiedasa purelyGovernmentSchool.Indeed,so farasSecularinstructionisconcerned, theschoolsdifferonlyinname.AssistedSchoolsaresubjectedtothe periodicalexaminationsoftheInspector equallywithGovernmentSchools,and thestandardofproficiencyrequiredin eachisidentical.

Underthecircumstancesthen,we werenotsurprisedthatMr.CARET sought,bymakingtherequiredaverage inAssistedSchcolsmoreinaccordwith whatissufficientforthemaintenance ofpurelyGovernmentSchools,towipe outtheinvidiousdistinction.

Thesecondreadingofthebillhad beenfixedforlastFridayevening.The ActingAttorneyGeneral,whoreally seemedtohavebutaveryvagueidea ofwhatwasintendedbythebillspeakingasiftheproposedamendments

aimedatthetotaloverthrowofthe existingdystem-movedanamendment onthesecondreadingtotheeffectthat thebillbereadthatdaysixmonths.

SirT.C.C1XPULLsecondedthe amendment,assigningashisreasonfor sodoing,thathewasopposedtothe presentsystemofEducation.The ColonialSecretarywholikewisesupportedtheamendment,isreportedto havesaid:-

"ThattheAssistedSchoolsoperateddetrimentallytotheinterestsoftheState Schoolsandthoughnodoubttheformer classofschoolsdidnotcostthepublicso muchasthelatter,itcouldnotbegainsaid that,inasmuch,astheyinterferedwiththe attendanceofchildrenattheGovernment schools-whichweremaintainedattheexpenseofanumerousstaffandofcostly school-buildings,capableofprovidinginstructionandaccommodationforamuch largernumberofscholarsthannowattended them,andwhichexpensewouldbelessened ifthenumberofchildrenattendingthese schoolswasnotreducedbytheexistenceof AssistedSchools-hesaid,it2ouldnotbe gainsaidthatindirectlytheseAssisted Schoolsincreasedthecostofmaintainingthe GovernmentSchools.Theeducational machineryofthestatewasnowsufficientto providefortheeducationalwantsofagreat manymorechildrenthanatpresentavailed themselvesoftheStateSchools,andour policyshouldbetogetthechildrentoavail themselvesofthismachinery,andnotto throwobstaclesinthewaybyencouraging andfostering,morethanwasalreadybeing, done,anotherclassofschools."

Fromtheseremarksitwouldappear thattheColonialSecretaryregardsthe presentstaffandmachineryemployed inGovernmentSchoolsthroughoutthe Colonyassufficienttoprovideforthe Educationofamuchlargernumberof pupilsthantheseschoolscountat present. Thismayormaynotbe.Atall eventsitisapoorargumentwhythe averageinAssistedSchoolsshouldbe onceandtwothirdswhatisrequiredin apurelyGovernmentone. nowbearrivesattheconclusion thatthe"expense"ofGovernment Schools"wouldhelessenedifthe numberofchildrenattendingthese schoolswasnotreducedbytheexistenceofAssistedSchools"wecannot perceiveandwedoubtverymuchthat theassertioncouldbeborneoutby fact.

Thenumberof'childreninaverage attendanceatGovernmentSchoolsfor thepastyearwas1,906atatotalcost of£33s.6d.perhead.Theaverage atAssistedSchoolsduringthesame periodwas1,041,theinstructionof whomdidnotcosttheGovernment morethan£1Ils,lid.perhead. WouldtheColonialSecretaryhave membersofCouncilbelievethatby turningovertoGovernmentSchools the1,041pupilsnoweducatedinAssistedSchools,andpayingmorethan doublewhatitnowcostsforeducating them,thecountrywouldbethegainer?

PIANOFORTHEMECHANICS'INSTITUTE.-

ThemembersoftheMechanics'Institute Perth,havetakenstepsforthepurchaseofa piano.Regardbeingpaidtothenecessity forsuchaninstrumentintheMechanics' Hallwearesurprisedthatthismeasurehas notoccupiedtheattentionofmembersbefore. REPORTOFTHEINSPECTOROFSCHOOLS.-

ThereportoftheInspectorofSchools,shows thattheAssistedSchoolsofthecolonybear favorablecomparisonwithpurelyGovernmentSchools.Thenumberof"passes" provesafairstateofproficiency.Duringthe yearendedDecember,1878,theaverage attendanceofchildrenatAssistedSchools was1.041.ThatatGovernmentSchoolsfor thesameperiod,1,906.

ACuaiousCOINCIDENCE.-Conthedeath oftheDukeofWellingtonthebellsofTrim. nearDanganCastle,hisfather'sseatinIreland,forwhich,whenayoungman,WellingtonhadsatintheIrishParliament,ranga muffledpeal,whenthetenor,abeautifully tonedbell,suddenlybroke.Itwasfoundby acuriouscoincidencetohavebeencastin 1769,theyearoftheDuke'sbirth,

ICECOMPANY.-Itappearsthatatlastthe exertion,madetowardstheformationofan IceCompanyinPerth,havebeencrowned withsuccess.Theamountofcapitalrequired toberaisedinthecolony,£1,000,has,we understand,beenchieflysubscribedbyMessrs. Ferguson&MummeoftheSwanBrewery. Therequisitemachineryisexpectedtoarrive soon,andwehavenodoubtthecompany willcommenceoperationsatonce.

PRINCELYCONTRIBUTIONSTOALONDON CHURCH.-TheFathersoftheBrampton Oratoryhavecontributedamongthemsehes £25,000towardstheerectionoftheirnew church.WhentheDukeofNorfolk'sdonation of£20,000andthesumof£8,000collected amongthecongregationarcadded,thetotal is£53,000,whilenearly£80,000isthe amountrequiredtocarryouttheplansthat meetwiththemostapproval.Nodoubt thebalancewillberaisedinduetimewith littledifficulty.

ACCIDENT.-AboynamedJohnHopper recentlyreceivedsomeverysevereinjuries inattemptingtoquarrysomelargestonesin thevicinityofFremantle.Theladhad evidentlyobservedpowderusedintheprocessandhavingplacedthepowderhefiredit withoutallowinghimselfsufficienttimeto withdrawbeforeexplosion.Hewasknocked downandsustainedverygreatinjuriesfrom whichhoweverheisfastrecovering.hopper isthestepsonofamancalledDutton,who wasrecentlydrownedbetweenRottnestand ChampionBay.

EDUCATIONACT.-TheCentralBoardof Educationhasframedanewby-law,No..80. Itreadsthus ThattheHeadTeacherof eachGovernmentandAssistedSchool,shall, attheendofeveryfortnight,fillupand forwardtotheSecretaryoftheDistrict BoardofEducation,alistofabsenteescholars (onformprovidedforthepurpose),together withastatementshowingthetimeeach childhasbeenabsentfromschoolduringthe fortnight.NoTeachershallgivepermission foranychildtobeabsentfromscnool(sicknessexcepted)withouthavingfirstobtained thesanctionoftheDistrictBoard."

JUVENILEOFFENDERS.-ThreeboysBarron,DurninandRennywererecently broughtbeforetheFremantleBenchona chargeofstealingfromthestoreofMessrs Marmion&Co.Theeldestofthethree,itis said,hadnotpassedhistwelfthyear. Barron,ifnotan"oldoffender,"wasatleast "knowntothepolice,"havingbeenpresented atCourtonasimilaroccasionbefore.He wassentencedtosixmonths'imprisonment. Theothertwotobebirched.Shortlyafter Barron'sremovaltoPerth,heeffectedhis escapeincompanywithanotherjuvenile calledPerry.Theyweresubsequentlyre- takenatNarrogin,adistanceof18miles fromPerth.

THEBISHOP'SPASTORALVISITATION.HisLordshipleftPerthonWednesdaythe 22ndinst.,withtheobjectofpayingapas- toralvisittotheCanning,Serpentineand PinjarrahDistricts.About2p.m.,on SaturdayhereachedJarrandaleand-asishis wont-immediatelysetaboutpreparingthe childrenoftheplacefortheduereceptionof theSacraments.Prayerswererecitedatsix

o'clockintheeveningandafterwardsthe Bishopheardconfessions.Hestayedthenight atMr.JohnKeenan'sandcelebratedMass at9o'clockonSundaymprning.Theattendancewasgood,notwithstandingtheinclementstateoftheweather.Threeyoungmen receivedConfirmationaftertheservi.e.His LordshipleftJarrandaleat1o'clockp.m.,on Sundayenroutetotheotherplacesbeappointedtovisit.

THESOUTHAUSTRALIANCATHOLIC REcoan.-Weweregladtoreceivethefirst numberofthenewCatholicpaperstarted inSouthAustraliaundertheauspicesandin theproprietorshipofouroldMendMr..1. T,Reilly.Engagedinthedutiesofjournalism,Mr.Reillywillbelabouringina thoroughlycongenialsphereandperhaps nowhere,morethaninSouthAustralia,are neededtheservicesofanenergeticandexperiencedCatholicjournalist.Thereare about30,000Catholicsinthatcolony,andso largeaproportionofthegeneralpubliccan butbadlydispensewiththeaidofaproper literaryorgan.Atthetimeofstartingthe S.A.Record,therewasnoCatholicnewspaperinactualexistence.Therehadbeen half-a-dozenattemptsumde,butnopermanent successwasachieved,inmeetinganacknowledgedwant.TheSouthernCross,the IrishHarp,theTabletandafEwother papersworeoutforatimeamoreorless precariousexistence.WetrusttheS.A. Recordwillrestonmotestablebasisthan anyofitspredecessors.Wewishitalastin; andausefulcareerintheablehandsofits clevereditorandownerMr.J.T.Reilly.

THEYOUNGNAPOLEON.-Inourissueof the31stult.,wepublishedanaccountofthe deathofPrinceLouisNapoleon,takenfrom thecorrespondenceofoneoftheLondon dailypapers.Wewouldfainplacebefore ourreadersafewadditionalparticularsof thesadoccurrence,addingalittleinformationwhichwillthrowsomelightonthepious andheroicyouth.Theconductofthe Prince'sescortonthesadoccasionmusthave struckourreadersasbeing,tosaytheleast ofit,unmanly.Lieut.Carey'sbehaviourappearstousparticularlydeservingofcensure. TheEnglishpressarealmostunanimousin condemninghim.TheevidencegivenbeforetheCourtofEnquiryheldatUtrechton thedayafterthetragiceventconfirmsusin thisopinion.CorporalGrubbdeposedbefore theCourtthatallwhohadescapedtiedupon thefirstfiringoftheZulus,theLieutenant takingthelead.TrooperCochranedeposed thatnoeffortwasmadetorallyorhalt,and noattemptmadetosavethePrincethat theygallopedabouttwomileswithout stopping,andthatnooneaskedaboutthe PrincePrivateLetocqsaidtheonlywords hebeardLieut.Careysayingwere,Letus makehaste,andgoquickly.TheLieutenant himselfonhisownevidencesaidthatknowingallthemen'scarbineswereunloadedhe hadthoughtitbesttoclearthelonggrass beforemakingastandandthatuntilhe hadreachedaplaceofsafetyliewasnot awarethatanyofthepartywereinjured. Onlearningthatthel'rincewasmissinghe askedifitwereanyusereturning.Itwas thoughtnot,astheZulushadpassedover the,groundwherethePrincehadfallen. Thenewsofthesadcatastrophenearly provedfataltotheEmpress.Throughthe forethoughtofacertainMr.Borthwickall themorningpaperscontainingintelligence ofthematterwerepreventedfromreaching CamdenPlace,theresidenceoftheImperial family,soastoallowofthenewsbeing brokenasgentlyaspossible.Onglancing overaletteraddressedtoM.Pietri,from afriendofhisinLondon,inwhich referencewasmadeto"thehorriblenews" fromZu.uland,HerMajestybecamemuch alarmed,andcalledfortheDukedeHassan() askinghimforanexplanation.TheDuke feignedentireignorance,sayingthatperhaps thearmyhadmetwithanotherdisaster.But theEmpressreadthroughthedisguise,and saidthatsomethingmustbeamisswithher son,addingthatshewouldherselfgooutto himtotheCape.TheDukeretiredbefore hisemotionbetrayedbins.Inthemeantime LordSydneyhad'arrivedbearingaletterof condolencefromtheQueen.TheEmpress summonedtheDukeagain.andconjured hiintotellherwhathemightknowofthis horriblenews,"sayingshewaspreparedfor theworst,andifnecessary,wouldrejointhe PrinceImperialbythenextsteamer."Alas Madame,itistoolateI"saidtheDuke. Andintruthasystemofteachingwhichnot onlyislimitedtotheknowledgeofnatural things,andduesnotpassbeyondthebounds ofourlifeonearth,butalsodepartsfromthe truthrevealedbyGod.mustnecessarilybe guidedbythespiritoferroranduntruthand educationwhich,withouttheaidofChristian Doctrine,antiofitssalutarymoralprecepts, instructsthemindandmouldsthetender heartofyouth,whichissopronetoevil, mustinfalliblyproduceasenerationwhich willhavenoguidebutitsownwickedpassionsandwildconceits,andwhichwillbea stairceofgreatestmisfortunestothecommonwealthandtheirownfamilies.Who doesnotseethatthesamesystemwillgive risetostiltgreaterevilsifitbeintroduced intoprimaryschools?foritisinthese schoolsaliveallthatthechildrenofthe peopleoughttobecarefullytaughtfrom theirtenderyearsthemysteriesandpreceptsofonrholyreligion,andhetrained withdiligencetopiety,goodmorals,religion, andcivilisation.Insuchtishoolsreligions teachingoughttohavesoleadingaplacein allthatconcernseducationandins:ruotion, thatwhateverelsethechildrenmaylearn shouldappearsubsidiarytoit.Theming, therefore,areexposedtothegreatestperils wheneverintheschoolseducationisnot closelyunitedwithrelieiousteaching. Wherefore,sinceprimaryschoolsareestablishedchieflytogivethepeopleareligious educationandtoleadthemtopietyand Christianmorality,theyhavejustlyattractedtothemselvesinagreaterdegreethan othereducationalinstitutionsallthecare, solicitude,andvigilanceoftheChurch.The designofwithdrawingprimaryschoolsfrom thecontrolofthechurchandtheexertions madetocarrythisdesignintoeffectare thereforeinspiredbyaspiritofhostilitytowardsherbythedesireofextinguishing amongthepeoplethedivinelightofourholy faith.ThosewhopretendthattheChurch oughttoabdicateorsuspendhercontroland hersalutaryactionupontheprimaryschools, inrealityasktiertodisobeythecommands ofherDivineAuthor,andtohefalsetothe chargeshehasreceivedfromGodofguiding allmentosalvation;andinwhatever countrythisperniciousdesignofremoving theschoolsfrontecclesiasticalauthority shouldbeentertainedandcarriedintoexecution,andtheyoungtherebyexposedtothe dangeroflosingtheirfaith,theretheChurch wouldbeindutyboundnotonlytouseher besteffortsandtoEmployeverymeansto secureforthemthenecessaryChristianeducationandinstruction,butmoreoverwould feelherselfobligedtowarnallthefaithful, andtodeclarethatnoonecaninconscience frequentsuchschoolsasbeingadverseto theCatholicChurch."(Letteraddressedby PopePiusIX.totheArchbishop3fFreiburg,July14,1864.) Such,then,beingtheemphaticteachingof theCatholicChurch,we,theArchbishopand Bishopsofthiscolony,withalltheweight ofourauthority,condemntheprincipleof secularisteducation,andthoseschoolswhich arefoundedon that principle. Wecondemnthan,first,becausetheycontravenethefirstprinciplesoftheChristian, religion;andsecondly,becausetheyare seed-plotsoffutureimmorality,infidelity. andlawlessness,beingcalculatedtodebase thestandardofhumanexcellence,andto corruptthepolitical,social,andindividual lifeoffuturecitizens.Whereforeweurge ourclergytodoallintheirpower,inthe pulpitandoutofit,toinstructthepeoplein theseteachingsoftileChristianreligion. Weareprofoundlyconsciousthatalatent senseoffairplayexistsinthecommunityat large.LetallCatholicsuniteinbringing beforethewindsoftheirfellow-electorsand theirrepresentativesinParliamentthese twofacts,first,thatCatholicshavetopay forschoolswhichtheycannotsafelyuse, andwhichtheyconsideraneviltothe country;and,secondly,thatwhilsttheyare thusmadetopay,noequalprovisionhas beenmadeforthemletthecountryfully comprehendourgrievances,andasinceof common,even-handedjusticewillassistusin workingoutaremedy.Wouldsecularists holdtheirpeaceif.withoutequalprovision beingmadefurthem,publictreasurewere lavishedonCatholicGrammarSchools,and CatholicPrimarySchools,whilst£7500were spentonthetrainingofboys,exclusively fromCatholicinstitutions?Wouldtheynot holdthattheywerebeingtreatedwithextraordinaryinjusticeandunfairness?And wouldnotthewholeworldagreewith them? ItwillbeurgedthattheStateleaves religiontoparentsandpriests,andlays claimtoinstructchildreninsecularmatters only. True,theStatedoesnot,andcannotclaim acommissiontoeducate.Itisthebounden dutyoftheStatetoprotect,nottousurp themoraldittiesofitsmembers.AllChristianfathersandmothersarerequiredbythe naturalanddivinelawtogivetheirchildren aChristianeducationTheStatehasno powerorcommissiontousurptheparental rights,andtocompelparentstoviolatetheir consciencehysendingtheirchildrentoschools whereanalienreligionornoreligionatallis taught.Todosowouldbetoindulgeinthe mostcruelformofreligiouspersecution. TheStatehasnorights'tighterormore sacredthanthoseofparents.Nordoesthe authorityoftheChurchcrossorthwartthe naturalrightsanddutiesofparentsits commissionistoseethatthoserightsarenot invaded,andthatthosedutiesareperformed

religion.But,inmattersofr,ligion,are 'aholi1tobeguidebythenorliorbythe Church?DoesnottheChurchknowher owntrueinterestsbest?Hasnotshehad experienceofcenturies,inpointoftime? Arenotherprofessedopponentsontheside ofsecularisteducation,anddonotherbest friendsrangethemselvesupontheChristian side?Andtocometofacts,hasthe secularistsystem,sofarasithasgone, fetteredanddevelopedaChristianspirit? HasnottheCatholicepiscopate,invarious quartersoftheworld,foundthatitsdirect tendencyistoquenchfincha-spirit?What isourownexperience,andthatoftheCatholicclergyinthiscolony?TJtheirshame,it mustbesaid,someofourpeopledosendtheir childrentopublicschools.Whatisthe deliberateconclusionwehavearrivedatwith regardtosuchchildren?Thatthereisa markeddifferencebetweenthemandchildren whohavebeeneducatedinCatholicschools. Theirfaithisvisiblyenfeebled,nottoallude totheirmoralitytheirmannersarerough andirreverenttheyhavelittlesenseof respectandgentlenesstheyhavenoattractionforprayerorfortheSacramentsand promisetoswellaclasswhichisalreadyfar toolargeinnumber.Ourclergylookon thefutureofsuchwild,uncurledchildren withgravemisgivings. Ifinanycountryintheworldsignsare beingheldoutoreverysideofthenecessityofanespecialschoolofself-control, reverence,piety,purity,obedience,faith,it isinAustralia.IfinanycountryCatholic childrenrequireastrongCatholiceducation, itishere.Athometheancienttraditions andmonumentsofpietyandreverence,a largestaffofclergy,aCatholicpublicopinion, withmanyotherexternalhelps,assistinthe trainingupoftheyounginaChristian spirithuthere,whereallisnew,theclergy few,thepopulationsmallandscattered,and theexternalhelpswanting,itismostdifficult, withthehesteffortsofthebestCatholic training,torearupthechildrentoChristian pietyandwiththoroughCatholicinstincts. Howruinous,therefore,isitnot,toeast. Christianityoutoftheschools,andtoconfine ittoaSundaycatechism-class,undersuch circumstancesasthese. TheonlyfairchinesforCatholicchildren turningoutCatholicmenandwomeninthis colonyisforthemtobemostcarefullyand conscientiouslytaughttheirreligionbytheir parentsfromtheirearliestyears;andthen forthemtooesenttothoroughCatholic schools,wherehometeachingiscontinued, andthemindandheartandconscienceand sensesofthechildrenareimpregnatedwith Catholicinstincts,andmouldeduponCatholictruth. ItmaybeinterjectedthatsomeCatholics donotdisapproveofPublicschools,fora certainnumberofCatholicchildrenare goingtothen).Wereply,becauseacertain numberofCatholicsdohatisvvrong,thatis noreasonwhyweshouldnotcondemnwhat iswrongandteachthemwhatisright.We declaimagainstandcondemnintemperance, andwedeclaimagainstandcondemnsecularisteducationandweareledtodosoall themorestrenouslyinproportionasweare inclinedtofearthatCatholicsarebeginning tofeellessandlesshorroratdrunkenness andinfidelity.TheChurchisnotruledor guidedbythepracticesorcorruptviewsof hail,orindifferent,orignorantCatholics; butbythesuccessorofSi.Peter,andthe BishopsoftheChurchwhoareincommunionwithhim.SolongasCatholics obey,infaithandmorals,thevoicethat speakswiththisauthority,theywillbesafe tolistentoandfollow,insuchmatters,any othervoice,istoplungeintodarkness,and, finally,tonicksshipwreckofthefaith. What,then,areourpracticalrecommendations?I.-First,letallparentslovetheir children'ssoulsastheappleoftheireye. LetthemhearinmindtheirgraveresponsibilityinthesightofGodwithregardto theCatholiceducationoftheirchildren. Letparentsfromtheirchildren'searliest years,teachthemtoprayand,untilthey arefitfurschool,exercisetheminCatholic practices,andfillthemwithCatholic thoughts,andfosterwithinthemCatholic instincts,anti,byexampleaswellasword, systematicallymouldthemtopiety,faith, purity,love,andreverence.Letallparents lookuponcarelessnessorneglectinthese dutiesasamatterforconfession,andasa causeforgravespiritualalarm.

V.-Fifthly,lettheclergymakesuchinstructionsasthesethefrequent!abjectof theirsermonsandtheirprivateexhortations andletthemnotwearytallgodlessandnonCatholicschoolshavebeenclearedofCatholicchildren;anduntilalltheCatholicchildreninthedistrictarereceivingasound Catholiceducation.

VI.-Sixthly,letBishops,priests,and peopledoallthatliesinthem,ifnecessary atpersonalsacrifice,torendertheirpresent schoolsasefficientineverywayaspossible; soastobeequalinsecularinstructionto non-Catholicschools,whilsttheysurpass theminthegenuineeducationofthewill, theconscience,andthesenses.

VIL-Seventhlyandlastly,whilst strengtheningwhattheyhave,letCatholics uniteasoneman,andinsist,bymeansof legitimateyetperseveringandearnestpressureiutherightdirectioc,upontheirequal rightwiththeirfellowtax-payers.

Whatisthepresentpositionofaffairs? Catholicsarepayingforthesupportof seimutswhichtheycanneitherapproveof, normakeuseof,whilstnuaualagousprovisionhasbeenmadeforthem.

Wemaybemetwiththeayofthe "religiouslifficulty."Weadmitthereligiousdifficultybutthatdifficultyisaggravated,notsolvedormitigated,byactsof extraordinaryunfairnesstoalargesection ofthecommunity. The"religiousdifficulty"existsinIreland,andstillmoreinEngland.Butwhilst theCatholicsofIrelandarereceivinga largershareofjusticeasdaysguby,the Catholicsotthiscolonyarereceivingaless andlessshameofjustice.Whilstthesmall minorityinEnglandisrejoicing,withregard toeducation,iueven-haudedjustice,wehere, areretrograding,andareaggravatingthat one-sidednessandunfairnessfromwhichthe broadspiritofagrowingliberalityhasset ProtestantEnglandfree.Whyshouldthe mothercountryboldaniouopolyofevenhandedness?Whyshouldnotwewalkin thebroadfootpathofherlegislationonthis questionandlearnfromhergreatstatesmenhowtosolve'thereligiousdifficulty" bytheBritishpanaceaoffair-play? Andhowcanthisprincipleoffair-playbe appliedPTheanswerissimple.Introduce paymentsbyresultsinplaceofthepresent unjustandgallingsystem.Accordingto thismethod,whilstnocreedissubsidized, eachsectionofthecounnunityreceives equalassistancewiththeother,accordingto ascertainedresults(byGovernmentinspection)ofsecularteaching.Thusthecommonfundsaremadeuseotforwhatalladmit tobeaconiutungood.Thusnoonecan complain.'rheseeu:aristsect,indeed,would bedeprivedofmonoply;but,then,awidespreadirritation,springingfromacruel wrong,wouldgivewaytohappluessand peacethroughoutthecolony.Neither CatholicnorProtestantwouldbecalled upontosupportcreedswhichtheycondemn; norwouldlargeannualgrantsofmoney belavishedupononesectionofthecommunitytotheexclusionofanother.Th:re mouldbeonelawoffair-playandnofavouring,forall.Thosewhowereequallytaxed wouldbeequallytreated.Isnotthisa broad,auintelligibleplatform,uponwhich everyjustandhonestmanwouldnaturally takehisstand?Iftherebeawidespread senseofjusticeintheland,aswefirmlybelievethereis-istherenotsomepower amongstusthatwillrouseitintoactionP Werecomnieudthoseinterestedinthis subjecttostudytheIntermediateEducation BillforIrelandtheElementaryEducation ActforEnglandandWales,withnewcode ofregulationsandSirJohnO'Slianassy's Billtofurtheramendthelawrelatingto education.

TheCatholicChinnhcondemnsgodless schoolsaimsecularisteducationbecausethey aresolventsofChristianity,andtendtowardsdepritingChristianchildrenofa pricelesstreasure.Andnomancanbea soundCatholicandsupportthatwhichthe Churchcondemns. TheStatemaydeclare,andstatesmenmay teach,thatthesecularistsystemisnotadversetoChristianityaudtotheCatholic

11.-Secondly,letparentssendtheirchildren,whenoffitage,exclusivelytoCatholic schools.Letthemregardallotherschools asnoplacesfortheirchildren,whohaveto learn,beforeeverythingelse,tosavetheir soulsandwhoshouldbeseduloitslyprepared,bybreathingaCatholicatmosphere, bylivingamidstCatholicteachersandcompanions,byanexclusivelyCatholictraining foreneounteringtheperilsoftheworldinto whichtheywilleventuallyhethrown. letallCatholicparentsknow thattheycannot.withoutseriousguilt,place theirchildreninproximatedangerofperversion.Letthembearinmindthattodoso istosetatdefiancetheteachingsofthe CatholicChurchandthat,unlesstherebe exceptionalreasons,andthedangerheremote,ofwhichthingstheChurchisthe judge,noConfessorcanabsolvesuchparents asarewillingtoexposetheirchildren'ssouls totheblightinginfluenceofanaliencreed orasecularistsystem.

IV-Fourthly,letthosewhoaresounhappyastobesendingtheirchildrenatthe presentmomenttopublicschools,withdraw themassoonaspossible.Letthemexamine theirchildren'sreligiousinstinctsandmoral conditionamidif,asistobeexpected,they findfaithandmoralsweakened,andthe geniusoflawlessnessapparent,thenletthem, withgreatanxiety,doalltheycantoredeemthetimeandremedytheevil.Let themespeciallypreparesuchchildrenfor

Inmattersofvitalimportanceandcommonjusticehalfmeasuresgenerallyturn outmiserableandcowardlyfailures.Ifit beworthwhilefortheCatholicbodytoassert itsrightsatall,itisworthwhileforitto assertitsfullaudentirerights.Letusall realizethisfactandthenweshallnotbe contenttillourpresenthumiliatingposition isexchangedforoneoffairnessandequality.
