PRIEST.-Weregrettoannouncethedeath oftheoldestpriestinthedioceseofKerry, theRev.PatrickO'Connell,PP.ofKilerohane,West,theparishinwhichO'Connell's residence,DerrynaneAbbey,issituated Noneofthosewhostillsurviveofthemany visitorstotheLiberatorinhismenntain homecanhaveforgotten"FatherPat,"who wasalmostadailyguestofhisillustrious namesake's.Underaroughandhomelyexteriorheconcealedadeeppietyandgreat zeal,andcombinedmachshrewdnessand commonsensewithanaivesimplicitywhich oftenamusedhisfriends.Thedescendant ofahighlyrespectableraceoffarmersin NorthBerry,nearhistoricLixnaw,Father O'Connellspentsomeyearsofhisearlylife, andprofessioninthethenCollegeof Killarney.Hewasordainedin,webelieve, 1821,bytheMostRev.Dr.Sugrne,and servedinseveralparishesascurateandadministrator.Whileactingintheformer capacityinhisnativeparish,hegavehisfirst lessonsinLatintoaladnamedDavid Moriarty,destinedinafterlifetoattaina world-widereputationasBishopofKerry-a factwhichthateminentmanneverforgot, andhealwaysretainedanaffectionateregard forhisoldteacher.In1831FatherO'ConnellwasnamedbytheMostRev.Dr.Egan asparishpriestofKilcrohaneWest.For nearlythirtyyearshedidtheworkofhis parish-somethirteenEnglishmilesin length,andcontainingwhenhecametoit. 800houses-unaided.Thisperiodincluded thetryingtimesofthefamine,anditwas hisboastthatforalltheseyearshenever lefthisflockwithoutMassonaSundayor holiday,orallowedoneofthemwhomitwas possibleforhimtoreachalivetodiewithout thesacraments.Althoughlienevertook thepledge,fromthetimeofFatherMathew, FatherO'Connellwasatotalabstainer. CIVILMARRIAGES.-TheHolyFatherhas raisedhisvoiceinprotestagainsttheMarriageActonlytheotherdayadoptedby theItalianParliament.Thisiniquitious measurestrikersagreatblowatthesanctity ofthemarriagetie,end1,asbeenhailedwith acryofgriefnotalonebytheItalian ChurchsaebyalldevoutpersonsinItaly, butbyallwhohadanyrespectfortheholy stateofmatrimony.Inordertoexplainthe ItalianActofParliament,letusjustfora momentere,whatthemarriagelawofIrelandnowis,andthencompareitwiththe newItalianlaw.InIrelandtheState,itis true,admitsthatavalidmarriagemaybe contractedbeforeanofficeroftheState calledtheRegistrar.Ontheotherhand,it providesthatamarriagecontractedbeforea ministerofreligionisavalidandbinding marriagewithoutanycivilceremonialwhatever.Theresultisthatinpracticalworkingthelawdoesnotseriouslyoffendagainst theprincipleorthesanctityofthemarriage tieandtheessentialreligionsandsacramentalcharacterofthemarriagecontract.In Italy,asthelawstoodevenbeforethenew Act,itstruckatthesacramentofmatrimony. EDUCATIONQUESTION.-Onallsides,the CatholicsarewarnedbytheMinisterial journalsthattheiractioninunitingtosecure arecognitionoftheirrightswillinevitably leadtotheirdefeat.TheBallaratCourser pointsoutthattheCatholics,beingina minorityineveryelectorate,willbedefeated. ButtheCourierappearsveryconvenientlyto forgetthattheCatholicswiHnotstandalone. Theywillhavetheactiveaidofthatlarge numberofpersonswhowishtoseesome kindofreligiousinstructiongiveninthe schools,butwhoknowthatthiscannotbe donesolongasnoprovisionhasbeenmade fortheCatholics,andotherslikethem,to whomsuchinstructionwillnotbeacceptable. PROPOSEDALTERATIONIN THEMARRIAGEBILL.

INthetaskoflegislatingforthegraver publicinterestsofthecolonyour sapientrulershaveyetfoundtimeto dealalittlewiththemoredomestic bearingsoftheBillwhichregulates Marriages.Adefectexistsinthe statuteatpresentinforce.Minorscan rushoffandgetmarriedwithstartling facility.Theycanmarryinhaste underthepresentcodetho'thereis oftencauseforaveryleisuredrepentanceafterwards.

TheGovernmenthassought,bythe introductionofanewBill,toputafew obstaclesinthewayanditdeserves creditforthegoodintention.Butit hasbeentomewhatblamedfortaking

honourablemembersbysurprisewith sounexpectedameasure,andithas beenwarnedthatthewholematterof MarriageLawisaticklishsubjectto dealwith.TheCouncilinsistedon gettingtime,atleast,toconsiderdeliberatelythevariousclauses.

Thereareworsethingseventhan hastymarriagesanditissoobviously intheinterestsofthecommunityto promotethesettlementoffamiliesin thelandthatitisopentoquestion whetheritbeadvisabletoadd,inany way,tothepreliminarydifficultiesof contractingmarriageswhichalready exist.

Clause1.oftheproposedamendmentsenactsthat"Nomarriageshall becelebrateduntiloneoftheparties shallgivenoticeunderhisorherhand (intheformgiveninthescheduleto thebill,ortothelikeeffect),tothe districtregistrarofthedistrictwithin whichtheparties,oroneofthem,shall havedweltfornotlessthansevendays thennextpreceding;andshallstate insuchnoticethenameandsurname andtheprofessionorconditionofeach ofthepartiesintendingmarriage,the dwellingplaceofeachofthem,andthe timeduringwhicheachhasdwelt therein.Butifeitherpartyshallhave dweltintheplacestatedinsuchnotice duringmorethansevendays,itmaybe statedthereinthatheorshehasdwelt theresevendaysandupwards."

Nowallthisisarathertediousand vexatiousproceedingandtheclassof recklessandunscrupulouspersonswho equiretobepreventedfrommakingfalse declarationsandcontractinghastymarriagesarequitethepersonsthatwould sparethemselvestroublebyagreeinguponaflagitiouscourseofsecret guiltoropenconcubinage.

ByClause2."Thedistrictregistrar shallforthwithpostatruecopyofsuch noticeinaconspicuousplaceinhis offi2e,andshallalsoent,ratruecopy thereoffairlyintoabooktoheforthat purposeprovidedbytheregi-trargeneral,tobecalledthe"MarriageNotice Book;"andsuchbookshallbeopen atallreasonabletimeswithoutfeeto allpersonsdesirousofinspectingthe same;andforeverysuchentrythe districtregistrarshallbeentitledtoa feeofoneshilling."

Aredistrictregistrars'officessuch publicplacesthatmuchnotorietywould bethusgiventoanintendedmarriage Nodoubttheclerksofsuchofficeswillbe ableoccasionallytocrackasmalljoke overthewould-beBenedictsandtheir fairInainoratas,butforanyendofpublicnotification,thepostingacopyof bannsintheRegistrars'officeswillbe quiteuseless.

Itisfurthermoreprescribedthatanothervisitwillhavetobepaidthe Registrar;forby

Andafterallthistheclergyman musthesatisfied;whicbinthecaseof Catholicmarriages,isoftenavery seriousmatterindeed.Thecodeof CanonLawwhichtreatsofmarriageevenepitomised,wouldmakeagood sizedvolume,andeveryCatholicpriest mustgivehimselfandthosewhocome tohimtobemarriedagooddealof troubleinascertainingthatnocanonical enactmentbeviolated,andnocanonical requirementbeomitted,foreveryone oftheselawsoftheChurch,bindhim andthemunderpainofsin. Allthingsconsidered,itmaybeas

welltoadoptforpolicy-"Quietanon movere.""Leavewellenoughalone." Therehavebeennoveryflagrant abusesundertheBillhithertothe Marriagelawofthecolony,andthere havenotbeenmanycomplaintsofits practicalworking.Veryyoungmenand, morefrequently,veryyoungwomen,will sometimesmakefalsestatementsconcerningtheiragethattheymaygetmarried easily.Theevilcannotwellbehelped; suchpersonstho'theymayescapethe chastisementofthelaw,areusually sufficientlypunishedbytheunhappy consequencesoftheirhasty,imprudent andwickedproceedings.

Awordonthetopicapartfromits legalaspect.Ifalltheclergymen licensedtocelebratemarriages,did whatmightreasonablybeexpectedof them,therewouldbolittlenecessity foranylawtodelaythemarriageof minors.Thereareministersofreligion whocarenotajotwhetherthedeclarationsrequiredbythelawbetrueornot ifonlytheybemade,andthemselves, therefore,clearfromconsequences.We areforcedtomakethischargefromrepeatedinstancesofveryyounggirls, manifestlyunderage-andinwhose casestheslightestinquirywouldhave beenenoughtoascertainthetruthfindingnotroublewhateveringetting marriedbecausetheysubscribedthe usualaffirmationsastotheirbeingof age.Whydonotsuchministerssend fortheparents,livinginthesametown, perhapsinthesamestreetandsosuspiciouslyabsentontheoccasion;why notcallintheservantmanfromthe gardenorcalluptheservantgirlfrom thekitchenwhoknowsallaboutthe case? Ohno.Thedeclarationsare signed,thefeepaidandthemarriage celebrated.Wewillnotparticularise whatclassofProtestantministersthey are,whothusescapelegalliabilitybut hardlyevademoralguilt,butwewill saythat-asmightbeexpected-they arenottheministersoftheChurchof England.

THEBONAPAR1EDYNASTY.

THEsadandtragicdeathoftheyoung PrinceImperialhasdealtafatalblow totheimmensedynasticschemewhich occupiedthebusybrainoftheFirst Napoleon.Allthestratagems,allthe fraudsandallthewrong-doingsemployedtofoundandtoperpetuatean Imperialracehavebeeninvain.Almost theverylastfrailscionoftheaspiring stockhasbeenlaidlowbythecruel thrusil3ofZuluassegais.

Sopassestheworld'sglory.So perishproudman'svaindevices.Not contentwithseizinghimselfanImperialcrown,thegreatNapoleonstrove hardbyeveryandanymeanstolay thesurefoundationsofaraceand familyofkings.Suchhoweverwitsnot tobe.Hisonlyson,knowninhistory astheDukeofReichstadt,diedinearly youthaLieutenantint.eAustrian army.ButthehaughtyCtesar,forthe accomplishmentofhisdesigns,hadmade hisbrothers,Kingsandthroughoneof thesebrothers-Louis,KingofHolland -NapoleonIII.attainedheadshipof thefamilyandcametobeEmperorof France.Nowthattheonlysonofthat lucklessmonarchisnomore,thesuccessiontothefortuntosoftheBenapurtes passestotheheirsofanotherofthe royalbrothers;comestothechildrenof Jerome,onceKingofWestphaliabut alwaystheyoungest,weakestandmost incapableofNapoleontheFirst'skinsmen.

Thereisbutlittlepromisethat Jerome'sdescendantsshallattainan Imperialdiadem.Hewasmarried twiceandhadonesonbyeachofhis partners.Whileyetasubalterninthe Frenchnavyandwhenhisgreatbrother heldthepostofFirstConsulofthe FrenchRepublic,Jeromewooedand wonafairAmericanlady-Bishop CarrollofBaltimorejoinedM.Jerome Bonaparteinthebondsofwedlockto MissElizabethPatterson,daughterof awealthymerchantofthatcity.She diedthereonlyafewmouthsago,but hergrandsonisyetlivingandleadsat Baltimorethequietlifeofagentleman farremovedfromthebusyhauntsand quiteindifferenttothesoaringschemes

ofhisabitiousrelativesonthepaternal side. NapoleontheFirstwhodidnot scrupletodismisshisownwifethathe mighthaveissuebyamoreroyalpersonage,hesitatedlittleincommanding thatJeromeshouldfreehimselffrom thetrammelsoftheAmericanmarriage. PiusVIIwasrepeate.lyurgedtodeclareitnullandvoidandtoissueadecreeofdivorce,buttothelast,herefused.Ofallthebrothers,Jeromewas leastlikelytoresistamandateofthe Emperor'swill,andleastcapableto makeanhonourablestandfortruthand justice'ssake.Alltooeasilyhecompliedwithhisbrother'sbehests.He abandonedhiswifeMadamePatterson Bonaparte,andtookinmarriagethe PrincessCatherine,daughterofthe KingofWurtemburg.Thesonofthis unlawfulunionisthePrincewhom Parisianscallinderision"PrincePlonPlon"-atpresent,anagedrove,an aristocraticcommunist,andtheonly offspringofabigamousalliance.The granddynasticschemehasdwindled downtoonlythis.Theendofallisnotmerelyfailure,butscornandcontempt. Itisseldomthattheover-ruling handofDivineProvidencecanbemore clearlydiscernedthaninthefateofthe chiefmembersoftheremarkablehouse ofBonaparte.Thefirstgreatfounder ofthefamily,soughttoruletheworld -allhehadofitintheend,asalast restingplace,wasabarrenrockinthe boundlessocean.Hemadecaptivea HolyPontiffanddiedhimselfaprisoner.Throughalifetimeofflagitious deedshestrovetofoundanImperial dynasty,butallinvain.Scarcelycan anunchallengedrepresentativeofthe racebefoundandwhatevercompromise mayleadtotheselectionandadoption ofanheirtotheheadshipofthefamily, itisnowadaysclearthatnooneofthe Bonapartescanbethoughttohavethe slightestchanceofregaininganImperialcrown.

Asisnoticedinmanyotherinstances, solikewiseinthefortunesoftheBonapartefamily,theinnocentareseento sufferwiththeguilty.Theladiesconnectedwiththefatalhouse,whether bytiesofblood,orbymarriagebond, havebeensingularlyhapless.Their namesstandoutinboldreliefonthe pagesofhistorytoclaimashareof sympathyforthecruelwrongsandunmeritedsufferingstheyhadtoundergo. Letita,Josephine,Elizabeth,Eugenie, arenamesthatshallgodowntoposterity,illustriousfromtheadmirablevirtuesandbittersorrowsofthosewhobore themwhilethenamesofNapoleon, Joseph,Jerome,andLouisshallbut calltomemorytheviolence,craftand greedofthechiefmembersofanunscrupulousandambitiousrace.

Vesuviushasperpetratedvastermischiefattimes,butithasnotbeenso continuallymalignasitsgreatsouthern neighbor.From476B.C.wehave authenticrecordsofEtna'sdestructive outbreaks.In1169itperformedits mightiestknownfeatinthetotaldestructionofthecityofCatania,together with15,000ofitsinhabitants.In 1527itdestroyedtwovillageswith people.From1664to1613therewas analmostuninterruptedseriesoferuptions,resultinginthelossofmany villagesandnumerouslives,theebullitionbeingsignalizedinthelastnamed yearbytheejectionofavastbodyof saltwaterfromthemountain.In1852 itagainbrokeforthbutalthoughit sentoutagreatervolumeoflavathan onanyotherknownoccasion,there werebutfewpeopleswallowedup. Themainstreamwastwomileswide 170feetdeep,anditrushedalongits courseattherateof600feetanhour. Nomorebeautifulorfertilecountry couldgladthetraveller'seyes,hutin theblackandsterilemasswhichfrowns abovetheflueofculture,andmeltssway intocloudsandeternalsnow,maybe reelthewarningoftheperilwhich, liketheswordofDamocles,always overhangstheracewhodwellonits treacherousbosom.Itisstrangewith whatinfatuation,too,thepeopleofthis andsimilarregionswillclingtothedangerouslocalityaftertheyhavesooften beenexposedtoruinandcalamity throughtheirtemerity.Theygoon buildinguptownsandvillagesinthe verytracksofthosewhichhavesooften beensweptaway,withapparentunconcern.Thus,TorredelGreco,situated, onemaysay,attheveryrimofthe craterofVesuvius,hasbeenoverand overdemolishedinwholeorinpart, anditsinhabitantsareasmorallycertainthatitwillbeagainsweptawayas thatthesunwillriseonthemorrow. Thereisevidentlysomefascinationin thedangerforpeopleaboutvolcanoes, asthereisinthestormandtheocean's perilsformarinersanditisuselessto attempttoexplainitortoargueagainst it.Yetwhenwehearthattheyhave inrealityincurredtheobviouspenalty oftheirtemerity,wecannotwithhold the'tearofpityorthehandofbenevolence.-WeeklyFreeman.

AmongthesewasMenottiGaribaldi, theunappreciatedsonofawell-meaning,extremelyimprudent,butvery luckysire.Captain,Colonel,General -forhehasbeenall-Menottihas neverbeenapersonagrataintheeyes oftheItalianGovernment,andthefirst lawofnatureforbadethatheshouldbe so.Hencewhenheandhisrestless friendsproposedtoleavetheirfatherlandonArgonauticenterprises,the Romanauthoritieswereapttoconsider theirdeparturefromtheircountryvery muchtotheircountry'sgood.TuNew GuineatheeyesofItalyhavelately beendirected,owingtothetravelsof BeccatiandD'Albertis,andaccordingly onthegreatPapuanIsland,theimitatorsofthepilgrimsoftheMayflower havefixedasthelocaleoftheirenterprise.Thirtymillionsoffrancaand threethousandcolonists,including twentyorthirtymembersofParliament arereadytostart,providedtheEnglish Goverumeuttaisesnoobstacleiutheir way.Andhereistherub.New GuineaisnotBritishland,andwith theexceptionofapart,whichwithout objectiononourpart,theDutchhave quietlyannexed,isreallyanindependentisland.

Buttheindependenceofacountry, ownedbynocivilizedpower,isnow-adaysamerepoliticalmyth.Andsuch, forseveralyearspasthasthatofNew Guineabeenconsidered.Wehavenot hoistedtheBritishflagoverit,butwe havesurveyeditsshores,andraiseda passiveresistancetoanyfilibustersof ourowncountrymen,establishinga settlementthereon.Golddiggersand explorersfromAustraliahavevisitedit andreturnedalwaysdisappointed,and oftenfeverstricken;yetthereare probabilitiesofgreatthingsinthishuge island,anditisuselessdisguisingthe factthat,thoughtheColonialOfficeis, asistheirdiscreetwont,unwillingto annexmoreland,yetintheendthis willbeforcedupuuus.Nobodywanted theFijis,yettheFijisarenowa Britishcolony-simplybecauseifwe hadnottakenthemsomeoneelsewould, andhencefbrwardtheseislandsmight haveactedasageographicalnightmare toourAustraliaudependencies.Ifthis reason-anditwastheonlyone-compelledustoannexthe,kingdomof Thakombau,thesameprinciplemust infinitelymoteswayuswhenNow Guineaisconcerned.NewGuineais nearerAustralia,andthepresenceof menoftheMenottiGaribalditypeis certainlynotreassuringtothequiet goingcolonistswhoprosperwithout theirsoulsbeingperturbedbyanydoubts regardingthebesttheoreticalformof Government.Thenewcolonyprofesses tohavethemostprofoundrespectfor theEnglishrule.Butitismere puerilitytolistenseriouslytosuchtalk whenthecompositionoftheproposed settlementisconcerned.Anoutpostin NewGuineaisnodoubtdesirable,as civilisationisalwayspreferableto savagedom,butbeforewesanctionthe presenceofayounggentlemanofSignor Garibaldi'sdecidedlyrevolutionarytendenciessettlingdowninNewGuinea, wehadbetterconsultourcoloniesinthat quarter.Theiranswerisnotdoubtful. Evendidthe3000,restlessidleexGaribaldiansandbrigandsholdtogether (whichisextremelydoubtful)their crazeforfilibusteringwouldalwaysbe auannoyancetosanepeopleintheir vicinicy.Theonlythingtobedoneis atoncetoproclaimBritishauthority overtheIsland.Alittlelongerdelay anditmaybetoolate.Weneednot colonizeitunlesswelike,butforusto secureformalpossessionwillbedisputed bynoone,andmaysavefu.,urecomplications,WedeclinedtosanctionIto laterthanacoupleofyearsagoasmaller colonyofBritishadventurers;itwould beinconsistencyandworsenowtoene,ourgeanidenticalonefromItaly,simply becausetheGovernmentofthatcolony wishestogetridofMenottiGaribaldi, Achille,Fazisari,and3000intlividosis oftheirwayofthinking.-Examiner.
