But theCastleofficialsseemtohavetreatedthemereencyinthecustomaryway. The fartsofthecasewerebrieflystated byMr.Dilloninhisablespeechin Galway,andwereconfirmedbythe inquiryofourrepresentative. A. numberofmenweregettingtheirband
readyforlastSunday'smeeting.They weremetoutieleAthenrybyapolice sergeant,whoforbadethemtoproceedfurther.Theyexplainedtheir business,andpromisedto.oeinetiy. Buthecompelledthemtoretureto theirhomes.Nextdaytheywere 1restedandbrought!wrotetheRemovaleleMagistrate.Mr.C'ardiner,whoin secretsittinginthepolicebarrackdirectedthemtogivehailtobeofgood behaviour,andsentencedthemindefaulttothreemonths'imprisonment. Regardingbailasaconfessionof crimetheyrefusedtovoluntarilydegradethemselves,andarenowinprisonunderthesentenceofthemagistrate.Mr.MacNeilpointsoutthat thisprocedureisnothingmoreorless thanarbitraryimprisonmentatthe optionofaCastleofficialactingunder noresponsibilityandsubjecttonoappeal.HerecallsthecaseofDr.Tanner.inwhichtheChiefBaronreluctantlydecidedthatnoappealcould hetakenfromimprisonmentimposed undertheStatuteofKingEdward III.,becausetechnicallyitwasby wayofprecaution.notpunishmentsand hecitesthestronglanguageofthe presentEnglishAttorneyGeneralcondemningthisprocedureasunjustifiable andanabuseofthepowerofthe Court.

Inotherdirectionsonemay berashlyexperimentalwithoutinvitingirremediabledisaster. FatherBrandi'sarticlecontainsa lucidexpositionoftheItalianLawon thesubject,andshowshowthislawis beingflagrantlyviolatedeveryweek inthestreetsofRome,tothe greatscandalofalldecentpersons. Itishightimethatweshouldhave anendofthisdisgracefulspectacle,unworthyofareallycivilisedcountry. Tobringthisaboutitisnecessary thatCatholics,abroadandinItaly, deeplywoundedin.theirfeelingsas devotedchildrenofthePope,riseup againstthespreadofthisdefamatory Press,unitinginamovement,which mustfirstofallbeoneofprotest againstthevileinsultstowhichtheir fatherissubjected,andthenagainst theconnivanceoftheauthoritieswhich, notwithstandingthelawthatobliged themtoprosecutetheseinsults,allowsthemtogounpunished.Theprotestshouldbeaconstantone.always repeatedateveryfreshinfractionof thelaw.
Andhereitiswelltorememberthat thislawwasmadeandsanctionedby theGovernmentofItaly,becausethe Governmentwasforcedtoitbya politicalnecessityfromwhichthere wasnoescape,that.namely.ofavoidinginternationaltroublesanddisputes andthussatisfyingtherepeatedpromisesmadetothe'Powersandtothe wholeCatholicworldthattheinviolabilityanddignityofthePopeshould bepreservedinsuchawaythat"he. deprivedoftemporaldominion.would retainbythebanksoftheTibera gloriousSeatindependentofevery humansovereignty."

This'factispublicandnotorious.It matteddirectlyagainstthepersonofgoesoncontinuouslyundertheeyes thePontiffarerealviolationsoftheofallRomans-nay,ofallItaliansand law ofthenumberofstrangersthatvisit (ii.)thattheseviolationsarelia-ourcities. Likeaboltfromthebluecame BishopGibney'stimelyindictmentof theState'sapathyandneglectofits dutiestowardstheaborigines.That letterwasmostopportune.Animmunityfrompublicattentionhadinducedamostpeacefulofficialslumber, whilsthunger,hardship,anddisease wereexterminatingtheaboriginal race,ataratethatwouldinashort periodmaketheblackasscarcea sightintheNorth-Westasheisin Tasmania.Todisturbthatslumber andto.galvanisedepartmentalletargy Intoactiveendeavourwasabsolutely necessary.Otherwisetheworldmight soonringwiththecryofsomeharrowingoutrageagainsttheState's
orthatithasdonemanyandvarious thingsforthepersecutednativeof thisState.VariousactsofParliamenthavebeenpassedfortheirprotection.,Yettheyarefastdying. TheChiefProtectorofAboriginesadmitsthattheprevalenceofintoxicatingdrinkandimmoralityisexterminatingthem.Hetherebycondemns theadministrationoftheseacts-How canhebeheldexcusedfromcensure inallowingtheseactstoremaindead lettersandnevertohaveputthem intoexecution. AvisittotheNorthWestwillconvinceanyonethatnativesaresuppliedwithlargequantitiesofspirits,andthatimmoralintercoursebetweenthenativesand whites,andstillmorefrequentlywith Asiaticscontinuetobetolerated,if not,inmanycases,connivedat.Why doestheDepartmentallowthis?Why doesitnotenforcetheactsofParliamentagainstthem?Whyallowtheappallingstateofaffairstoexist?Isit possibletheDepartmentknowsnothingoftheconditionswhicheveryone elseknowsarerampant? Theefforts toremedythepresentrevoltingstate, toremovetheunhealthyandunspeakablyshockingstateofthingswillbe nodoubtsurroundedbymanyandseriousobstaclesandverygravedifficulties,butwiththestrictadministrationofjustice,withgood-willand energyonthepartofthe"Department,"andwithaproperattentionto dutyonthepartoftheofficialsin chargeofthevariousNorth-Western districts,acompletechangeinthe conditionoftheblackscouldbe broughtabout,andthepresentdeadly outragesandwrongswhichareablot upontheStatecouldbemadecomparativelysurebythewholesomeand solitarypunishmentofoffenders.
Mr.Prinsep,inhisreply,attaches specialimportancetothedurability oftheworkofthedenominationalmissionstationsamongtheaboriginals. Butthechiefandfirstobjectofaboriginalprotectionistheameliorationof thepresentconditionofthenatives, whoaredeprivedoftheirland,the meansofsustenance,everything,as Dr.Gibneyprovesinhisletterappearingelsewhere.Thatamelioration theMissionStationinBeagleBay, andtheoneinNewNorciaaredoing theirbesttobringabout.Thepermanentgoodresultingfromtheirlabourwillbeconsiderablyaffectedby outsidecircumstancesoverwhichthey havenocontrol.Toattainapermanentandlastingresultscanonly beattainedbyimprovingthepresent conditions,andbringingtothenative thehappiness,care,thefood,clothing,andnecessitiesoflifenow.That themissionsareconspicuouslysuccessfulindoing,aswellasinraisingupthe blackfromthelowstateofcivilisationinwhichhenowistoonein whichhewillbebetterfittedbythe trainingineducationandtradehe nowreceivestoprovideforhimselfin hisalteredlife.Thefirstandmost importantprinciplefortheirprotectionshouldbenourish,clothe,and trainthemasmuchaspossibleinthe presentcircumstances,asthemissions aredoingforyears.Foryearsthey havedoneallintheirpowerto staveoffdeathfromthenative: to protecthimfromphysicalandmoral ruin,fromdegradingvices.Theynot onlynourishandclothethechildren undertheircharge,hutalsolargenumbersofnativeswhoarecontinually comingandgoingfromtheMission. TheGovernmentgiveslicencetothe whitestoshootkangaroo,thefoodof theblacks.Wedonothearofthe blackmangettingalicencetoshoot sheep.

AnIgnoredOffer. Referringtothequestionofimprisonment,Isaidifanativekillsa sheephemustgotoprison:Still, sheep-killingbynativesmustinevitablyfollow,astheyareinastateof starvationand,incases,ofextreme necessity.ThistheirChiefProtector willnotdeny.Apersonhasaright totakewhatisnecessarytomaintain existence.Afterimprisonmentforsuch offences,whatassistancedoestheChief Protectorgivethenativestoprevent arecurrenceoftheofficialcrimeof sheep-killing? Thevariousdelegatesvisitedthe "Record"officeonWednesday.They expressedthemselvesasnotmerely pleasedbutastonishedatthemarvellousappearancesofprosperityin W.A.

TheChiefProtectorneednotgetso hystericalover.whatheispleasedto callanattackonhim.Ihaveno particulargrievanceagainittheChief Protector,butratheragainsthisoffice, whichis ANANACHRONISM, andagainsttheMinistrywhichenacts lawsfortheprotectionofnativesand doesnotexecutethem.Asforhis apotheosisofhimselfinthelastparagraph,thosewhorunmayread. Ithasbeendecidedbyagroupof leadingRadicalstoexertstrongpressurewahinethenextfewmonthsto bringabouttheresignationofLord SelbournefromtheHighCommissionershipofSouthAfrica,andtothat endamemorialtothePrimeMinisterwillbeorganised.Thisdocument,whichwillreceivethesignaturesofalargenumberofLiberal M.P.'s,willarraigntheHighCommissioner'spolicyandhisattitudetoe wardsthemine-ownersintheTransvaal,andthedevelopmentcannotfail toproveembarrassingtoLordElgin, whohasidentifiedhimselfwith,the Selbournemethods. Thefourthbiennialmeetingofthe HibernianAustralasianCatholicBenefirSocietyopenedintheHibernian Hall,Perth,at10o'clockonlast Wednesdaymorning.Itis30years agosincethefirstbranchofthissocietywasopenedinWesternAustralia,andto-dayithas19branches, withamembershipof950,andfunds amountingto£6,250.Thesocietyas awholehasamembershipof27,000, andthetotalfundsamountto£170,000.DelegateswerepresentonWednesdayfromeveryStateintheCommonwealth.
