WalkingthroughaguardofhonouroftheIrish NationalForrestorsandmembersoftheHibernian SocietyononesideandchildrenfromSt.Joseph's Girls'School,Parry-street,ontheother,theprocession ofclergywentfromthepresbytery,throughthegrounds tothechurch.

ThesanctuarywasblessedandHighMasswascelebrated,atwhichHisGracepresided.

ThecelebrantoftheMasswastheV.Rev.J.Sullivan, O.M.I.,DeaconRev.M.Byrne, Sub-DeaconRev. SiebertO.M.I.,andtheMasterofCeremonieswasRev. J.Dunlea,O.M.I.HisGracewasassistedatthethrone bytheRt.Rev.MonsignoriE.Kennedy,V.G.,andA. Langmead,P.P.TheassistantpriestwastheRt.Rev. MonsignorE.Sullivan,P.P.

AttheconclusionofMass,HisGracece.agratulated all-Priests,Brothers,Sistersandpeople-onthecompletionofthechurch.

Forthepast60years-since,thoughincomplete,it wasdedicated-theyhadhopedandprayedfortheday whenitwouldbecompleted.Theirprayerwas answered,theirhoperealised.Itwasamajestic, spacious,dignifiedanddevotionalbuilding-worthyof -theholypurposeforwhichitwaserectedandworthy oftheCityofFremantle.

HecongratulatedparticularlytheOblateFathers,and thankedthemfortheirexcellentadministrationofthe ParishofFremantle.Itwasimpossible,HisGrace continued,dulytoappraisetheworkoftheOblates because,likeallapostolicworkspringingfromapure intentionandsupernaturalmotive,itwasknowntoGod alone.ButifthepeopleofFremantlecouldrightly gloryinitssuperbchurch,thecreditwaslargelydue totheinitiative,interest,energyandvisionofthe pioneerFathersdowntothepresentParishPriest, whosecourageandresourcefulnessincompletingthe buildingwereworthyofthehighestcommendation.

Asanexampleoftheirselflessness,HisGracementionedthatin1944thepeopleofFremantlepresented apersonaltestimonialtotheOblatestocommemorate the50thanniversaryoftheirarrivalinWesternAustralia.TheFathersacceptedthegiftonlyoncondition thatitwouldbeutilisedtoacquiremarblealtar-rails forthechurchwhenitwasbeingcompleted.

TheArchbishopspokefeelinglyoftheworkofthe ChristianBrothersandSistersofSt.Josephofthe

Apparition,whoseschoolshadcontributedsomany vocationstothesanctuaryandthecloister. Healsocongratulatedthecontractor,Mr.S.Costello, andthetradesmenassociatedwithhim.

TheSuperiorthankedHisGraceandwelcomedthe distinguishedvisitors,includingtheMayor,members oftheCityCouncil,andthelocalMemberofParliament, Mr.Lavery,M.L.C.FatherSullivanthankedallwho hadmadethisdaypossiblebytheirgenerosity,assuring themthateverystoneinthechurchwasaprayer whichwouldlastaslongasSt.Patrick's.

Celebrationofthejubilee wasinauguratedbythe offeringofaSungMassof ThanksgivingbythejubilarianattheChurchofSt. FrancisofAssisiatMaida Vale,whereheisparish priest. HisGracetheArchbishop, attendedbytheRev.P. Quinn,waspresentinthe sanctuary.-TheRt.Rev. Mgr.E.Sullivanpreached theoccasionalsermon.

PupilsofSt,Brigid'sCollege,Lesmurdie,sangthe musicoftheMass-thelate DomMoreno'sMissaNona.

Loudspeakersinstalledin thechurchbroadcastthe Masstothosewhowereunabletofindplacesinthe smallchurch.

Alargecrowdattended theMassandthehightea whichwasservedafterwardsinthegroundsandon theverandahs.

Mr.J.F.Hardwickwelcomedtheparishionersand calledonthejubiliarianlu recitegrace.

FatherBrunettiwasborn atNevi,Italy,in1912and receivedhissecondaryeducationthere.

HestudiedforthepriesthoodinRome,wherehewas ordainedonApril20,1935. AftersomeyearsinAmerica,hecametothisState in1951andaftersomeyears ofpastoralworkwiththe ServiteFathersatTuart HillandWanneroowasappointedfirstparishpriestof MaidaVale.

CommonMarketthantheydowithoneanother.Moreover,sincetheyaimtolowertariffswithinthegroup, theirpurposesareidenticalwiththeSix.Theparamountissueindebateisthepaceoftheoperation.If theactivitiesoftheOuterSevenaretohaveanylasting effecttheymustmeshinwiththeCommonMarket.

EvidenceofpracticalrealismonBritainpart(which candoawaywithatotallyunnecessarytradewar)is mountingoverthepastfewweeks.Thevisitsof EuropeanleadershavedissipatedsuspicionsofanantiBritishline-upinContinentaldesigns. thereistheAmericanviewwhichsupportstheCommon Market,lessforeconomicreasonsthanforpolitical hopesofaUnitedEurope.Britainhasagreatdealto loseiftheCommonMarketshutsheroutfromthe Continent,forshetradeswiththemembersofthe CommonMarkettothetuneof£.380,000,000annually. NikitaKhrushchev,ofcourse,isfreetocriticiseand availshimselfliberallyofhisprivilege.Butheis immunefromithimself.Yetheisdeeplyinvolved personallyinthepresentunrestanddisturbances reportedfromtheRepublkofKazakhstan,insoutheasternRussian.

Thereisnotalittlefinehistoricalironyinthe. reflectionthatagriculturemaybetherockonwhich thepeasant'sson-nowtheCzarNikita-mayperish.

Certainlytherapeofthesoilisthecrimewhichdogs hisstepsasindeedtheshadesofthekulaksdogged

Stalin's.When,afterStalin'sdeath,thetriumvirate succeededandMalenkovsoonestablishedhisascendancy,Khrushchev,assecretaryoftheparty,hadhim embarkonanagriculturalventure.

ForrestivenesswasgrowinginRussiaoverthelack ofconsumergoods,notablyfood.Malenkovtriedand failed,butthefailurewasKhrushchev's.YetMalenkov wasmadethescapegoatandovertheruinsofhis agriculturalpolicyKhrushchevscrambledtopower.

YeteveninthesaddleCzarNikitacouldnotshrug offthesheerneedtoprovidethepeoplewithmorefood. DespitehisboastinginJanuarythisyearthatSoviet butterandmilkproductionexceededthepercapita outputoftheUnitedStates,thehardfactremainsthat theper-acreyieldsoffarmsinRussiaarefalling.

AlthoughtheSoviethasaboutfivetimesasmany peopleworkingonthelandasthe'U.S.does,itproduces less.OnKhrushchev'sownadmissiontotheCommunistCentralCommittee'smeetingonfarmproblems, theproductionofbreadgrainsin1959wasdowntwo milliontonsontheaverageachievedinthefirstfour yearssincetheopeningupoftheSoviet'seastern "virginlands."Itwasdown20percentonthe1958 crop. LyingasitdoesintheshadeofIndia,Ceylon seeminglyisnotovercastbythedoubtsandperplexities whichtormentthatnationonthesubjectofMarxism. ChouEn-tai'svisithasresolvednothingregardingthe borderdisputeandNehruisfacedwiththefactthat theChinesearenotonlyaggressivebutunrepentant abouttheiraggression.

Meanwhile,inCeylon,themonth-oldgovernmentof DudleySenanayake,hasfallen.HisUnitedNationalist PartywasreturnedintheMarchelectionswithonlya thirdoftheseatsintheHouseofRepresentatives.Thus, sincetheassassinationofSolomonBandaranaike,Ceylon hashadthreegovernmentsinsevenmonthsandthe fourthsinceindependence.Withitsenormousproblem ofpovertysuchinstabilityisnotreassuring.

SeveralissueshavecombinedtopreventCeylon's enjoyingalong-desiredcivilpeace.Foronething,the conservativepartieshavebeensplitsince1951.Neither cancommandthe76seatsnecessarytoformagovernment.Whiletheysquabble,themotleycrewofleftist partiesincreasetheirinfluence.Thisfactorisofgreat significanceinanationwhichispredominantly Buddhist.Indeed,itwasprobablythedecisiveelement intheshortlivedsuccessofDudleySenanayake. A Buddhisthimself,helashedoutstronglyagainstthe Marxists,whohaveforyearsposedasthechampions ofthepoorBuddhistpeasantry.Heremindedthemof themurderedmonksanddefiledtemplesofTibet. Moerover,theCommunistshavedonethemselvesno goodwiththeirrecordofchaosandfrequentstrikes.

Underthefour-yearruleoftheGreatCeylon(Sri Lanka)FreedomParty,amajorobjectivewasthe nationalisationoftheschools.Thiswasbitterlyopposed bytheCatholics,who,althoughtheynumberonly 550,000inapopulationof7,400,000,haveamajorstake intheeducationalfieldwith900schoolsand220,000 students.DespiteBuddhistopposition,Senanayake duringtheelectiongaveassurancesthathewouldnot takeoverassistedschools,includingthoseofthe Catholics.BuddhistsandMarxistshavejoinedforces tonationaliseCatholicschoolsandtoendthesubsidies theyreceivefromtheState.Whatthefutureholdsfor CeylonandfortheCatholicsofthatnationisuncertain. Aftermonthsofpromisestheywerestilllivingin tents.Theirfoodwasbad.Theirpaywasabout2/8 adaywhilelocallabourersearneduptotentimesas much.Afterhangingthelocalpolicechief,looting stores,ambushingtroops,etc.,therebellionwasbroken. Butthat"disturbances"stilloccursixmonthsafter showsthatthebasiccauseshavenotbeenremoved.

ThereareonlytwopermanentstructuresinRutabothecathedralandtheCardinal'sresidence.The cathedralisastarklysimpleedifice,builtin1910-four brickwalls,afloorpavedalsowithbrick,acorrugated ironroof,analtarandafewbenches.TheCardinal's residenceisasix-roombungalowwhichhouseshimself andhissecretary.Itisthevillage'sonlyhouse,asthe villagerscommonlyunderstandtheterm.

Sinceeveryfewhundredyardsthereisaseparate clusterofhutswhichhasitsownneighbourhoodname, itisdifficulttoknowwhereRutaboends,soitisdifficult tosayexactlywhatitspopulationis.Amissionarywho knowstheareawellestimates,however,thatwithina mileradiusofthecentreofthevillagethereareabout 2,000inhabitants.

TherearetwoprincipalcropsgrownintheRutabo area,coffeeandbananas.Thecoffeeisforexportand thebananasareforhomeconsumption.Thebananas, whicharethestaplefoodofthepeople,arcaverylarge greenvarietywhichareusedasavegetable,generally steamedwithbeans.Thesmallyellowsweetonesare giventochildreninthewaythatlolliesareusedelsewhere.

OncealltheterritorybetweenthewestshoreofLake VictoriaandRuanda-UrundiwastheVicariateApostolic ofBukoba.TheHolySee,seeingthatithadprogressed sufficiently,decidedtodivideitintotwoparts.This officiallytookeffectonDecember13,1951.

ThenominationandconsecrationofBishopRugambwa markedanewstepintheprogressoftheChurchinthe sectionofTanganyikawestandsouthofLakeVictoria. Earlier,thewholeterritoryhadbeenpioneeredbythe WhiteFathers.Nowanativebishopwithanative priesthoodwasestablished.

BishopRugambwashowedhisrecognitionofthe territory'sdebttotheWhiteFathers,when,ashorttime afterhisconsecration,hewrotetotheSuperior-General oftheWhiteFathers:"Everywhereheretheerection ofthenewvicariateapostolicconfidedtotheAfrican clergy,asalso,ifImaysayso,myappointmentas bishop,hasbeenreceivedwithjoy.Therapidprogress ofCatholicism,thehighstandardofeducationinthe schocls,evenmyownelevationtotheepiscopacy,is entirelyduetotheeffortsandgeneroussacrificesof yourmissionaries."

Lessthantwoyearslater,onMarch25,1953,the VicariateApostolicofLowerKagerawaselevatedto therankofdioceseandnamedtheDioceseofRutabo. BishopRugambwabecameitsOrdinary.

FiguresreportedbytheSacredCongregationforthe PropagationoftheFaithonJune30,1957,willgivean ideaofthedioceseafterithadfunctionedforfour yeas.Inanareaofabout4,000squaremilesthere were53,343Catholics,3,077catechumens,25priests,27 BrothersandNuns,10seminariansand92catechists.

TodaytheRutabodiocesehasaCatholicpopulation ofabout61,000outofatotalpopulationof132,000.The majorityofthenon-CatholicsareMoslems,whoconstituteamajorproblemforthemissionaries,foreconomic aswellasreligiousreasons.Theeconomicproblemis explainedbythefactthatcommercialsuccessisidentifiedwithbeingaMoslem.

TheCatholicsoftheRutabodiocesearepoorand,as anaturalconsequence,soaretheSee'spriestsand churches.Until1951thechurchatKanhigowasthe onlypermanentchurchedificeintheentireareaapart fromthecathedralatRutabo.

TheKanhigochurchwaslittlemorethanatinroof withopensidesandwasinfestedwithbats.Thebats createdsuchanodourthatcatswereinstalledinthe rafterstodiscouragethem.Theeffectwasjustthe reverse.Thecatswerediscouraged.Themissionary inchargeofthechurchthentriedtogetridofthebats

Allofthem,Christianorpagan,believeinoneGod whoisgoodandwilldonoharmtomen.Theybelieve inanafter-lifeaswellasingoodandbadspiritswho attachthemselvestosuchobjectsastreesandhouses. Thisexplainssomeofthepracticesstillfollowedeven byChristians.

Thekeyelementinalltheproblemsis.thefamily, notonlyinsuchthingsasdeep-rootedsuperstitions,but alsoinsocialandeconomicproblems.

Thefamilyclanisthebasicsocialunit.Thefamily clanismadeupofmanyhouseholdspresidedoverby apatriarchorchiefwhohasapowerfulvoiceinthe affairsoftheindividualfamilieswhoareitsmembers. Thefamily,then,isnotnecessarilyautonomousandthe fatheroftheafamilywilloftenbeboundtoobeythe patriarch.

Therearebenefitsthatcomefromthefamilyclan, buttherearealsoproblemsasfarastheworkofthe priestsisconcerned.Thebenefitsarechieflyeconomic andsocaalunity.Afamilyclanwillherdallitscattle togetherinakindofco-operative,leavingthemento dootherchores.Also,ifafamilyisexperiencinghard times,theotherclanmemberswillgototheirrescue.

But,iftheheadofafamilydies,thepatriarchhas thepowerofabsolutedecisionoverthewidowand children,andthissometimesconstitutesaproblemfor thepriests.

Anotherweakpointinthefamilyclanistheposition ofwomen.Untilrecently-anditisanideathathas notbeenwhollyabandoned-womenhadnootherfunctionthantoworkinthefieldsandbearchildren,and weredeniedanyotherright.

Colombo:Ceylon'sgovernorgeneraldeclaredattheopeningofthenewparliament thatthegovernmentacceptstheprinciple thatareligiousenvironmentisanessential partofachild'seducation.

Governer-GeneralSirOliverGoonetilleke,inthe traditionalSpeechfromtheThroneonApril6,told Parliamentthateveryeffortwillbemadetoprovide Ceyloneseeducationwithareligiousbackground.He alsoreiteratedthatthegovernmentguaranteesthe peoplethefreedomtopractisetheirreligion.

Thenewparliament,thefourthsinceCeylonbecame independentin1948,metforthefirsttimesinceits ElectiononMarch19.Theelectionbroughtbacktothe premiershipDudleySenanayake,leaderoftheconservativeUnitedNationalparty,afterfouryearsof rulebytheGreatCeylon(SriLanka)Freedomparty. PrimeMinisterSenanayake'simmediatepredecessor, WijayanandaDahanayake,aFreedompartyleader,had headedacaretakergovernmentsincethedeathofPrime MinisterSolomonW.R.D.BandaranaikelastSeptember.Mr.Bandaranaikewasassassinatedbya Buddhistmonk.

Mr.Senanayake'sUnitedNationalistswononlya meagreplurality.Itgainedonly50seatsinthe151seatHouseofRepresentatives,against46seatsforthe Freedomparty-whichwasformedbydisgruntled UnitedNationalpartymembersin1951.

ThethreeMarxistpartiestogetherwon23seats,and pollednearly800,000votes.Thiswasone-quarterof thetotalballotof3,129.246.TheMarxistgroupshad courtedultra-nationalisticBuddhistgroupsaswellas leftists,andhadbeenwidelyexpectedtomakeabetter showing.Atitwas,theypolledabouthalfthevoteof thetwoconservativepartiescombined.

Theelectionhadbeencomplicatedbythefactthat24 partiesenteredcandidates-somepartiesrunningin onlyasingleconstituency-andtherewere175independentsinthefield.

Ceylonhas550,000Catholicsinitstotalpopulation ofabout9,400,000.ButtheCatholiccommunityconductssome900schoolswithatotalenrolmentof 220,000students.

FOR25YEARSthetown ofSaavedra,Bolivia,had beenwithoutapriest.Many ofthepeoplehadfalleninto paganworship,untilamissionarywassenttolook aftertheparish.Soonafter, thepriestreportedtothe BishopofSantaCruz;"I neversawachurchfillup sofastinmylife.Itwas burstingwithpeopleanxious torenewtheFaiththeyhad beendeprivedofpractising."

ThentheyhadaMission withtheseresults: 85marriageswereblessed, 162childrenwerelegitimatised, 200parishionerswerebaptised, 995receivedconfirmation.

Therewere1,500Confc3sionsandHolyCommunions.

Thatparticularmissionary isallaloneinaparishextendingover800square miles-withapopulatiorof a,ouo.Hisgreathopeisthat soonaPolivianboywillbecomeaparishpriestinSaavedra.

JohnMetcalfandKevin Martinalsoturnedingood gamesandthewholeteam putupanencouragingperformance.

Easinguptheyonly "wentthroughthemotions" untilhalf-time.Followingafierylecturetheysustainedanattackthroughthe secondhalfwhichyielded fourmoregoals.
