CANBERRA.-TheAustralianbishops'appealfortheacceptance intoAustraliaof10,000IndochineseandTimoreserefugeesonhumanitariangroundshasbeenrejectedbytheCommonwealthGovernment.

AtameetinginCanberra, represenativesoftheFederal CatholicImmigrationCommittee,St.VincentdePaul Society,Austcareandother voluntaryorganisationswere toldthatonlyfrom1,500to 2,500Indochineserefugees wouldbeadmittedinto Australiainthenext12 Qtonths.

IrtThesecretaryoftheDepartmentofImmigration andEthnicAffairs,Mr. LlyodBott,andthefirstassistantsecretary,Mr.Derek Volker,toldrepresentatives ofthevoluntaryagencies thattheGovernment'sdecisionwasbasedonAustralia'scapacitytoacceptand effectivelyresettlerefugees.

Inasituationwherethe MinisterforImmigration andEthnicAffairs,Mr.MichaelMacKellar,saystit: Governmentmusthavefull control,thebruntofres.ponsibilityhasbeenpassed .astothevoluntaryagencies.

ThepresidentoftheIndoChinaRefugeeAssociation InAdelaide,FatherJeffries 4Foale,saidthathewasdisappointedwiththeGovernment'sattitude.

Hesaidthathethought theGovernment'srepresentativesseemedtobesaying thereshouldbeadiiect connectionbetweentheGo-

vernmentandvoluntary agencies,whentheywere "notnecessarilytiedtogether."

HesaidthathefeltAustralia'scapacitytoadmitrefugeeswasexpandingand that5,000to10,000refugees,consideringtheirdesperatesituation,couldbe admittedintoAustraliathis comingyear.

HesaidthathewasdisappointedwiththeGovernment'sundertakingtotake innomorethan2.500this comingyear.

FatherFoalesaidthathe attendedtheCanberraconferenceonbehalfofhisown organisationinSouthAustraliaandoftheIndo-China RefugeeAssociationsin Canberra,Melbourneand Sydney,whichwerenotallowedtoattendthemeeting.

ThepublicrelationsofficeroftheIndo-ChinaAefugeeAssociationofSydney, Mrs.MargaretGrousesaid:

Thenationalvice-presidentandchairmanofthe nationalcommitteeonmigrantsandrefugeesofthe St.VincentdePaulSodety,Mr.TedBacon,said thatthetenoroftheconferencewasthatco-operation betweentheGovernment andvoluntaryagencieswas necessaryinthematterof refugeeintake.

"Theywerefirmlysaying thatitwasbothacommunitymatterandgovernment matter,"Mr.Baconsaid.

Theycalledforwhatvoluntaryorganisationscould do,headded.

Hesaidthathethought strongco-operationwasmanifestedbut"moreco-operationwasenvisagedthanI thought."

Inviewofthenumberof voluntaryorganisationsinvolvedinrefugeeresettlementandassistance,theGovernmentrequestedthecreationofasteeringcommitteefromthevoluntaryagencies.

Withinthespaceoffive monthsatthebeginningof theresettlementprocess, theUnitedStatesreceived andresettledabout130,000 refugeesfromSouth-East Asia.

AsofMay8thisyear, Francehadreceivedatotal of25,751refugeesfrom South-EastAsia.

Thisearthearrivalrate forrefugeesinFrancewas 1,000amonth.Coming mainlyfromcampsinThailand,mostoftheserefugees areLaotiansandKhmers (Cambodians).

"MigrationNews"noted thatsincealittlemorethan ayearago,anewcategory ofrefugeeshadappearedthe"boatcases",whohave fledinsmallboatsfrom VietnamandotherIndochinesecountries.

TheU.N.commissioner reportedthatmorethan 4,000boatcaseshadbeen temporarilyresettledduring 1976.

But,theVaticancommissionsaid,theconceptoftheseasasthecommonheritageof mankind"hasfoundverylittleexpressionon apracticallevel".Itnotedthattherightof coastalStatestoclaiman"economicnine"of 200nauticalmilesseemedtohavebeensecured.
