WhenAustraliaexperiencedamassivemigrationprogrammefrom 1851to1861therewerepriestsandReligioustocareforthembut thesituationhasnotbeenthesamefortherecentperiodofmigration accordingtoastatementbytheCatholicCommissionforJusticeand Peace.

theimpactofmigration onAustraliaisthetheme studiedbyabookletreleasedforSocialJusticeSunday,September25,onbehalfoftheBishopsofAustralia.

Thestatementcitesthe factthattherecentinflux ofmigrantshasboostedthe Catholicproportionofthe populationtonearlyone third,buttheCatholic schoolsystem,forexample, hasnotbeenabletocope withthisculturallydiverse increase.

Inthelastdecade,the numberofReligiousinthe schoolshasdeclined,compoundingtheChurch'sproblems.

"Thechildrenofmigrants continuetobedisadvantaged.Objectivelythissituation isunjust,thoughthesolutionisnotobvious,"the statementsays.

Comparingthedayswhen themajorpartoftheCatholicmigrantswasIrishand couldrelatetotheIrish clergyandReligiouscominginnumbers,thestatementsaysthatthesamehas notbeentrueforothermigrantgroups.

"Themigrantchaplains oftenhaveneitherthe numbers,status,orauthori-

tyoftheparishclergy,"it says. "TothisextenttheCatholicimmigrantfromnonEnglishspeakingcountries isdisadvantaged,"itsays. Thestatementgoesonto askhowthemigrantgroups willbeabletomaintain theirspiritualheritageinthe parishoftoday.

Asolution,itissugegsted,mayariseinthebasic communitiesthatwerepromotedbyPopePaulinhis statementonEvangelisation andwhichareseenasthe answertomuchoftheimpersonalityofmodernparishes.

"Onlyfromapositionof strengthandselfconfidence canthemigrantbegintointegrateintothehostparish,"itcontinues.

Inthematterofreligious education,thestatement saysthatformationinthe schoolmustbuilduponthe religiouscultureofthe home.

"Thisinvolvesnotonly tearingprayersandhymns inone'smothertongue,but alsothebasicreligiousinstruction.

"Itisquiteunjustifthe practicesoftheparentsare ignoredorridiculedeven whenthisisdoneinignorance.Religiousdiversity

shouldbeseennotasa problembutratherasaresourceorteachingaid.

"Suchdiversitybrings hometochildrentherich varietywhichexistswithin theunityofCatholicism."

Thestatementalsolooks attheworksituationofmigrants;itpointstotheover 100languagegroupsthat areinvolved,andthisdoes notindicatetheveryuneven distributionofskillsamong them,includingthefactthat migrantsfromSouthern Europe,TurkeyandLebanonhavebeenmainlysemiskilledorunskilled.

Lastyear,FatherWARRENFORD,aWestAustralianColumbonmissionary,wasaboutto returntothePhilippinesafteravacationwhenheheardoftheearthquakeandtidalwovethat hithismissionatPogodianCity.AsoresultoftwobriefPerthtelevisionappearances,$14,000 waspassedthroughhishandstothePhilippinesvictims.Oneyearlaterhewritesingrateful memoryofthatassistance.

IntheearlyhoursofAugust17,1976,theearth shookinMindanao,inthesouthernPhilippines.Withinminuteshouseshadcollapsedandatidalwave hadclaimedthousandsoflivesandwashedawayfrail andnotsofrailhousingandsmashedthefishing equipmentofhundredsoffamilies.

PagadianCityandthecoastalregionaroundit, whereIhadworkedsince1971,sufferedone-thirdof thetotaldamagecausedbytheearthquakeandthe resultingtidalwave.

Thewavehadtheimpactoften-foothighflash floodandstruckcapriciouslyleavingsomeofthe coastalvillageswithlittlemorethanwetfeet.

AnAustralianengineerworkingwithagovernment road-buildingprojectinPagadianCity,diedfroma heartattackafterrescuinghisnewparents-in-law fromtheirsmallrestaurantbythewharf.

InourparishofDimatalinganofficialcountlisted some1,100destroyedhomes.Thereweremanymore.

AlongPagadianCity'scongestedwaterfrontthe roaringwaterdrowned500andleft3,000homeless families.

Theshorelineofthecitydidnotlookmuchmore dilapidatedthanitalwayshad.Theclutteredhousing ofthepoorcanlookasthoughdisasterhasstruck eveninthebestoftimesandwithouttheaidofearthquakes.
