BISHOPSAGHAST ATS.AFRICAN DETENTIONS

PRETORIA(NC).-"Weareaghast,"saidtheAdministrativeBoardoftheSouthernAfricanCatholicBishops'Conference(SACBC),"atthewaveofbanningsanddetentions(ofoppon- entsofapartheid)andtheforbiddingofpenalisedpersonsto answeraccusationsagainsttheminopencourt,alsoattheruthlesssuppressionofblackopinionandorganisations."

"Itisclaimedthat thesemeasuresarenecessaryforthemaintenance oflawandorder.We cannotacceptaversion oflawandorderthatis sodestructiveofhuman rightsandliberties."

TheprotestattherecentSouthAfricancrack downonanti-apartheid groupswas issuedbytheSAC. B.C.'s Administrative Boardfollowingaplenarymeetingofthecountry'sbishops.

Initsstatementthe boardendorsedaprotest bytheconferencepresident,ArchbishopJoseph FitzgeraldofJohannesburg,onOctober19,the daythatthegovernment arrestedabout70antiapartheidleadersincoordinatedearly-morning raidsandannouncedthe banningof18organisationsandtwomajor newspapers.

Theboardalsoblasted theSouthAfricanpolicy ofcreatingseparatetribal homelandsfor blacks,chargingthatthe policyinitscurrentform "isagrievousinjustice."

Theboardarguedthat itsoppositiontogovernmentactionsandpolicies wasnotanunwarranted involvementofthe Churchinpolitics,saying:

"Ourconcernispastoral:thatpoliticsmay beinspiredbythespiritualvaluesoftheGospel,sothatpeoplemay liveinpeaceandsecurityandthatviolencemay beeliminated,boththe violenceofoppression andthecounter-violence ofcivilunrestandrevoludas."

Inresponsetocriticismofstronganti-governmentstandsthatthe SACBChastakeninthe past,theboardcommented:

"Agoodnumberof people,includingmany Catholics,queryourdeclarations,claimingthat theydonotdealwithreligiousmattersorthat thestatementsareonesided.

"Theymayappearto beone-sidedtopeople who,perhapsthrough nofaultoftheirown. haveneverknownthe otherside.

"Theymayalsoappearnottodealwithreligiousmattersuntilwe rememberthatChristian loveandjusticehave theirplaceinallhuman concerns,includinglivelihood,propertyandpolitics."

SACBCcommittedthei CatholicChurchin SouthAfricatoabroad programmeofpositive actiontointegrateall/ itsinstitutionsandagenciesandtopromoteblack leadershipandatAltiorityintheChurchatall' levels.

Italsodeclareditsoppositionto apartheidinSouthAfri-, cansocietyandcalledon thewhiteminoritygovernmenttogivefullpoliticalrightstotheblack majority.

Anotherstatementby theSACBCinFebruary provokedhittercontroversythroughoutthe country.

InitthebishopsbackedconscientiousobjectiontoserviceinSouth Africa'smilitaryorpoliceforcesforthosewho believethatthemilitary andpoliceunjustlysuppressedblackrights.

Initscommentsonthe SouthAfricanpolicyof grantingindependenceto tribalhomelands-a policywhichisthe sourceofinternational controversy-theAdministrativeBoarddid notaddressthebasic ideaoftribalhomelands, butonlythewayin whichthepolicyiscurtrendylaidout.

TheCatholicschool shouldbeaChristian communityandas suchofferarealalternativetotheGovernmentsystem,the headmasterofTrinity Juniorschoolsaidthis week.

Addressingparentsatthe annualspeechnightforthe juniorschool,BrotherD. McMahonsaidthatitwas incumbentonstudents, teachersandparentsto makeitarealalternative.

AsaChristiancommunity,theCatholicschoolwas notisolated.hecontinued, butwaspartofthelarger Churchcommunityandthe civicsocialandeconomic communities.

Thebishopsdeliberatelyavoideddiscussionofpar- ticularlyinjusticesrelatedtotheviolenceinNorthern Ireland,sayingtheyhad"oftenspokenonearlieroccasions"onthoseissues.

Inaddressingtheissueofpoverty,however,they notedthatinNorthernIreland"likeunemployment, itaffectstheCatholicpopulationsignificantlymore thanitaffectsthegeneralpopulation.
