AccordingtoUNstatistics,twoyearsofgoodweatherandrecordharvestsin traditionalfood-producing countrieshavebrought aboutaworldsurplusestimatedat60milliontons ofgrain.

Butatthesametime,up to500millionpeopleare sufferingfrommalnutrition andanestimated15million peoplearedyingfromit eachyear.

UNreportsnotedwith satisfactionthatIndiathe objectofmassiveemergency foodshipmentsfordecades:thisyearproduceda22million-tonsurplusoffood.

Ontheotherhand,Vietnam,LaosandthesubSaharanSahelregionof Africafacecriticalfoodsituationsthatwillrequire emergencyresponse,from theUN.

TheSahelregionalone needs500,000tonsofgrain, ofwhichsome150,000tons areneededbyJanuary.

Thereare43"food-priority"countriesontheUN listwhosepopulationgrowth isdoubletheirrateoffood productionincreases.

OneoftheUN'Smain aimsistohelpthesecourttriesbecomeself-sufficient infood.

Whiletheyarebuilding thenecessaryinfrastructure toachievethis,themore fortunatecountriesareputtingtogetheraschemeto ensurefoodsecurityforall, whetherfutureharvestsare richorlean.

Thetaskhasbeenentrustedtothe36-member WorldFoodCouncil,which lastJuneagreedonaProgrammeofActiontoEradicateflingerandMalnutrition.

NowtheGeneralAssemblyhasapprovedthecouncil's recommendations, whichincludethefollowing points:

Itwilltakean,estimated$8.3billionayearto helpthefood-prioritycountriesraisetheirrateof growthinfoodproduction fromthecurrentaverage rateofabouttwopercent ayeartothegoaloffour percentayear.

Donorcountriesand internationalorganisations shouldprepareaminimum packageofagriculturalmaterials,includingfertilisers, seedandpesticides,needed toreachthefourpercent targetrate.

Aninternationalemergencyreserveof500,000tons ofgrainshouldbesetup bytheendof1977.

VATICANCITY (NC).-Forthefirst timeinhistory,anentire televisionprogrammein Yugoslaviahasbeenpredicatedtoreligiousproblemsinthesocialist nation.

Thehour-longprogrammewhichwentto airattheendofNovember,includedinterviewswithChristianand Moslemleaders,,includingBelgrade'sArchbishopGabrielBukatko.

Theshow,entitled, "TheChurchinSerbia," hadinterviewswithlay peopleandpriests,as wellassegmentsofreligiousservices.

Accordingtothe radio,theshowaimedto givetheimpressionof basicChurch-Stateharmonyonreligiousquestions.

But,saidtheVatican broadcast,almostoll thoseinterviewedpointedtospecificdifficulties stemmingfromthefailureoflocalleadersto applycertainlawsfavouringreligion.

VATICANCITY(NC).-TheVatican's chiefnegotiatorwithEastEuropeanCommunist countries,ArchbishopAgostinoCasaroli,hos defendedtheVatican'sdialoguewiththose countries,sayingthereis"noalternative"to detenteexcept"aclimateofwar."

Whilemany,particularly intheWest,objecttodetenteandregarditasa "two-facedreality",ArchbishopCasarolisaid, it seemscertain,inanycase, thatthereisnoalternative, ifwewanttoavoidareturn.toaclimateofwar, evenif,inprinciple,cold."

TheVatican'sfavourable attitudetowarddetente,the archbishopsaid,stemmed, fromitsoppositiontowar "asameansofsettlingconflictsbetweenpeoples,particularlytoday,intheface ofthedangerofrecourseto thenewterriblemodern arms."

VATICANVIEW

TheVatican"doesnot disregardtherightofevery countrytoguaranteeits owndefenceandtoresort, atpresent,toalegitimate militarydissuasion,"he said,"butitstressesthe necessitythatthisbecommensuratetotheneedand graduallylosetheaggressiveaspectspropertothe coldwar."

Thearchbishopsaidthat theVaticanfavoured"a generalandcontrolleddisarmament",anduntilthat couldbeachieved,acessationofthearmsraceand adecreaseinexistingarms.

Haltingthearmsrace,he said,"permitsabetterrealisationofthepositiveaspects ofdetente,goingoutofan economythatstillcanhe consideredoneofwarand seekingtoattain,though commoneffort.thesolution ofthenumerousandmost graveproblemsthatdistress theworld."

Intheareaof"thepainfulproblemoftherelations

TENSIONLESSENS -

Notingthatalesseningof tensionwasunderwaybetweentheVaticanand manyCommunistStates, "althoughnotinanequal mannereverywhere,"the archbishopsaid:

"TheHolySeejudges validthewayof'dialogue onspecifics'whichhasbeen undertakeninthisarea,dospitethevariouscriticisms orperplexitythatitmay arouse.Thecriteriaofsuch adialoguearethoseof priorityinchoices,ofglobalky,ofhistoricalperspective.

"Theseareinspired,on theHolySee'spart,bypastoralprudenceandthe evangelicalspirit,asisthe methodfollowed.

"Inevaluatingthehopes ofsuchadialogue,prudenceisobligatoryalsobecausethe'dialogueonspecifics'ismademoredifficult bypresuppositionsofan ideologicalcharacter."

DialoguewithCommunist countrieswasnecessaryalso, thearchbishopsaid,because inordertoaidinworking towardthegoalofEuropeanunity"fromtheAtlantictotheUrals,"theVaticanhadtohaverelations withthevariouscountries ofEurope.

Fortheofficialapprobationofdirectsterilisationand, "afortiori",itsmanagementandexecutionMaccord withhospitalregulations,isamallet.which,inthe objectiveorder,isbyitsverynot=(orintrinsically) evil.TheCatholichospitalcannotco-operatewiththis foranyreason. Anyco-operationsosuppliedistotallyunbecomingthemissionentrustedtothistypeofinstiOnionand wouldbecontrarytothenecessaryproclamationand defenceofthemoralorder.

ThefollowingisanektractfromarecentcommentaryonsterilisationbytheUnited StatesBishops'ConferenciinrelationtoadocumentissuedonthematterbytheSacredCongregationfortheDoctrineoftheFaith,March,1975.

THECONGREGATION'SRESPONSE

TheRomandocumentaffirmedtheteachingofthe Churchthat"anysterilisationwhichofitself,thatis, ofitsownnatureandcondition,hasthesoleimmediateeffectofrenderingthegenerativefacultyincapable ofprocreation,"iscompletelyforbidden.

Thus,sterilisationmaynotbeusedasameansfor thecareorpreventionofaphysicalormentalillness whichisforeseenorfearedasaresultofpregnancy. Thecongregation affirmedthatnomandateof publicauthoritycanjustifydirectsterilisationnorcan theprincipleoftotalitybeinvoked.

NOTALWAYS

Ontheotherhand,proceduresthatinducesterility arenotalwaysforbidden.

Proceduresthatinducesterilityarepermittedwhen they"(a)areimmediatelydirectedtothecum,diminution,orpreventionofaseriouspathologicalconditionandarenotdirectlycontraceptive(thatiscontraceptionisnotthepurpose);and(b)asimplertreatmentisnotreasonablyavailable."

Thedocumentfromthesacredcongregationformulatedthreeprinciplesthatpertaintothemanagement ofCatholichospitalsandsterilisationprocedures.

"INTRINSICALLYEVIL"

(a)Anyco-operationinstitutionallyapprovedor toleratedinactionswhichareinthemselves,thatis,by theirnatureandcondition,directedtoacontraceptive end,namely,thatthenaturaleffectsofsexualactions deliberatelyperformedbythesterilisedsubjectbeimpeded,isabsolutelyforbidden.

Theofficialapprobationofdirectsterilisationand, "afortiori,"itsmanagementandexecutioninaccord withhospitalregulations,isamatterwhich,in,the objectiveorder,isbyitsverynature(orintrinsicially) evil,TheCatholichospitalthereforecannotco-operate withthisforanyreason.

WITHPRUDENCE

Anyco-operationsosuppliedistotallyunbecoming themissionentrustedtothistypeofinstitutionand wouldbecontrarytothenecessaryproclamationand defenceofthemoralorder.

(b)Thetraditionaldoctrineregardingmaterialcooperation,withtheproperdistinctionbetweennecessaryandfree,proximateandremote,remainsvalid, tobeappliedwththeutmostprudence,ifthecase warrants.

(c)Intheapplicationoftheprincipleofmaterial co-operation,ifthecasewarrants,greatcaremustbe takenagainstscandalandthedangerofanymisunderstandingbyanappropriateexplanationofwhatis reallybeingdone.

GUIDELINESFORHOSPITALPOLICY

Wepresentthefollowingguidelinesfor(U.S.)Catholichealthfacilities:

1.TheCatholichospitalcaninnowayapprovetbe performanceofanysterilisationprocedurethatisdirectlycontraceptive.

Suchcontraceptiveproceduresincludesterilisations performedasameansofpreventingfuturepregnancy thatonefearsmightaggravateasenorscardiac,renal, circulatoryorotherdisorder.

Freelyapprovingdirectsterilisationconstitutesformalco-operationinevilandwouldbe"totallyunbecomingthemission"ofthehospitalaswellas"contrarytothenecessaryproclamationanddefenseoftine moralorder."

NORM.RESPONSIBILITY

2.TheCatholichealthfacilityhasthemoralresponsibility(andthisislegallyrecognised)todecide whatmedicalproceduresitwillprovideservicesfor.

Ordinarily,then,therewIlbenoneedorreasonto provideservicesforobjectivelyimmoralprocedures.

3.Becauseoftheextraordinarynatureofthedecisionconcerningmaterialco-operation,thatistheexceptiontotheethicalreligiousdirectivesandthepotentialscandal,thebishopofthedioceseorhisrepresentativemustbeinvolvedinthedecision.

DISTINCTIONNEEDED

4.Injudgingthemoralityofco-operationaclear distinctionshouldbemadebetweenthereasonfor thesterilisationandthereasonfortheco-operation. Ifthehospitalco-operatesbecauseofthereasonfor thesterilisaton,forexample,becauseitisdonefor medicalreasons,theco-operationcanhardlybeconsideredmaterial.Inotherwordsthehospitalcanhardlymaintainunderthesecircumstancesthatitdoesnot approvesterilisationsdoneformedicalreasons,and thiswouldmakeco-operationformal.Iftheco-operationistoremainMaterial,thereasonfortheco-operationmustbesomethingoverandabovethereason forthesterilisationitself. Since,asmentionedabove(o.2),thehospitalhas authorityoveritsowndecisions,thisshouldnothappen withanyfrequency.

EACHCASEONITSMERITS

5.Inmakingjudgmentsaboutthemoralityofcooperationeachcasemustbedecidedonitsownmerits. Sincehospitalsituations,andevenindividualcases, differsomuch,itwouldnotbeprudenttoapplyautomaticallyadecisionmadeinonehospital,oreven inonecase,toanother.

6.AswasstatedintheRomandocument,theCatholichealthfacilitymusttakeeveryprecautiontoavoid creatingmisunderstandingorcausingscandaltoits staff,patients,orgeneralpublicbyofferingaproper explanationwhennecessary. Itshouldbemadeclearthatthehospitaldisapproves ofdirectsterilisationandthatmaterialco-operationin nowayimpliesapproval.

"GRAVEEVIL"

Directsterilisationisagraveevil.Theallowance ofmaterialcooperationinextrordinarycases.is.based onthedangerofanevenmoreseriousevil,forexample,theclosingofthehospitalcouldbeundercertain circumstancesamoreseriousevil.

ThisisacommentaryontheresponseoftheSacred CongregationfortheDoctrineoftheFaithregarding theusofmaterialco-operationonthepartofCatholiche1th-carefacilitiesinoasesofsterilisation.Itis notmeanttobeageneraldiscussionoftheapplication ofmateelco-operationassuch,and,therefore,should notbeextendedtootherareas.
