Peaceisnotastateofpublicindifference,being dispensedfromeverycareanddefendedfromall disturbance,savouringmoreofinertiaandhedonismthanofvigilantanddiligentvigour.

Peaceisanequilibriumandcontinuallygives a forthenergyofspiritandaction;itisintelligent andlivingcourage.

TOREFLECTAGAIN

Icallonallmenandwomenofgoodwill:the leadersofthecollectiveconductofthelifeof society,politicians,thinkers,publishers,artisa thosewhomouldpublicopinion.theteachersin theschools,theteachersofan,ofprayer,thegreat plannersandoperatorsoftheworldarmsmarket oncemoretoreflectwithgeneroushonestyon peaceintheworld,today!

Twomainphenomenaclaimtheattentionofall intheevaluationofPEACEitself.

Thefirstphenomenonismagnificentlypositive, anideathatisgainingprestigeintheconscience ofhumanity.

Thehistoryofourtime-letitbesaidforits glory-isstuddedwithdocumentationinfavour ofpeace.

TheHelsinkiconferenceteachesthisandthe nextspecialsessionoftheGeneralAssemblyof theUnitedNationsOrganisattioewillbedevoted totheproblemofdisarmament..

No-onetodaydarestodefendasprinciplesof well-beingandofglorydeliberateprogrammesof murderousstrifebetweenmen,thatis,war.

Butnowtheconscienceoftheworldishorrified bythehypothesisthatourpeaceisnothingbuta truce,sodthatSruncontrollableconflagrationcan besuddenlyunleashed.

VIOLENCE"HABITUAL"'

Suchviolence,eitherprivateorinpublicgroups istakingonalarmingproportions,totheextent Matitisbecominghabitual.

Itcouldbecalledcriminal,butitismoreinvolved.

Thisviolencederivesfromadecayofthemoral conscienm,usuallypermeatedwithasocialpessimismthathasextinguishedwhatismostbeautiful andmosthappyinthehumanbeamtrue,noble andfaithfullove.

Oftenthepsychologyofviolencetakesasorigin fromdeliberaterevenge,unsatisfiedjusticesteeped inbitterandselfishthoughts.Theonlyrestraint isthefearofincurringsomepublicorornate sanction.

NOTCOURAGE

Violenceisnotcourage.Itisblindenergythat degradesthepersonwhogivesintoit,lowering himfromtherationalleveltothelevelofpassion.

Asregardsviolence"forsettlingamounts",does notthisviolencehaverecoursetocontemptible formsofhatred,rancourandenmitywhichimperil society,thefamily,tribe.communityorwhatever itmightbe?

Violenceis.tis.ialbecauseconspiracyof silenceformsthebindingcementandtheprotective shield.

Violencedistrustsnormallegalprocessesandis alwayscleveratevadingtheobservanceofthose processes.

LOSSOFFREEDOM

Violenceleadstorevolution,andrevolutionto thelossoffreedom.Thesocialaxisaroundwhidb violenceconductsitsownfatefuldevelopmentis

LetusrecallChrist'sstemphrase: forall whotaketheswordwillperishbythesword"(Mt 26:52).Letusremembertherefore:violenceis notcourage.Violencedoesnotennobletheman whohasrecoursetoit.

InthisMessageofPeaceamspeakingabout violenceastheantagonistictermofpews.andI havenotspokenaboutwar.

Warstilldeservesraycondemnation,eventhough todayitisbeingrejectedevermorewidely;against itapraiseworthyandevermoreauthoritativeeffort isbeingmade,bothsociallyandpolitically.

Anotherreasonisthatwarisbeingkeptincheck bytheterriblenatureofitsownarms.

PARTIALWAR

Fearofaconflagrationisbeingaccompaniedby anefforttowardsestablishingrelationshipsbetween peoples,whichareevermoreinterdependent,with ultimatesolidarity,andevermarefriendlyand human

ButIcannotshutmyeyestothesadrealityof partialwar,becauseitisstillragingincertain regions.

Mywaragainstwarhasnotyetbeenwon,and my"yes"topenceisrathersomethingwishedfor thansomethingreal;forinmanysituationswhich havenotyetbeensettledinjustandpeaceful solutionsthepossffiilityoffutureconflictsremains endemic.Myloveforpeacemustremainonguard.

Imustconsiderandexaltpeaceevenoutsidethe trenches.

Imustdefendpeacetodayunderwhatcould callitsmetaphysicalaspect.

My"yes"topeacebroadensoutintoa"yes"to life.Peacemustbebroughtnotonlytothebattlefieldsbutwhereverhumanexistenceiscarriedon.

Themmustbe-alsoapeacethatprotectslife assuchagainsteveryperil,everymisfortune,every insidiousattack.
