DUBLIN,Ireland(NC)-Tocounterallega-a tionsthatlargeincreasesinthenumberof annulmentsgrantedbyChurchmarriagecourts amountto"Irish-styledivorce",thepresiding judgesofIreland'sfourregionalChurch marriagecourtshaveurgedtheIrishbishops topublishthenumberofannulmentsgranted.

Thejudgesmadethe recommendation recently aftertheirfirstmeeting sincetheregionaltribunals wereestablished anear ago.

Thefourregionaltribunals,orcourts,wereestablishedtomakemore efficientthesystemthrough whichcouplesseekadecree ofnuIns--adeclaration bstheChurchcourtthat thecouplewasnevermarried.

Thenewarrangementis alsodesignedtomakeit easiertoshareexpertadviceinmarriagecases. Previouslyannulmentswere

Respondingtocontinuing governmentpressuresfor birthcontrol,thebishops reaffirmedtheirsupportof PopePaul'sVI's1968encyclicalonthesubject,and theystressedtheircontinuingsupportfornaturalfamilyplanningefforts.

MRSGANDHI'SPOLICY

BeforethemeetingBishopPatrickd'SouzaofVaransi,generalsecretaryof thebishops'conference,told reportersthattheencyclical'spositiveteachingson marriageandfamilylife hadbeenignored,tothe

detrimentofpositivefamilyvaluesinsociety. Beforeshewasousted, Mrs.Gandhiwaspressing stronglyformasssterilisationinIndiaandpenalties fornon-compliance.

Somesterilisationrules hadbeenputintoeffect forgovernmentworkers, severalIndianStateswere invariousstagesofdevelopingsterilisationlaws,and atonepoint7millionsterilisationswerereportedin lessthanoneyear.

NOCOMPULSION

TheJanataPartyranon aplatformthatincluded oppositiontomasssterilisation.

Afewdaysafterthe bishops'meeting,however, IndianPresidentNeelam SanjivaReddywaswas quotedinaNewDelhimagazineasadvocatinganallpartyagreementtopass 'somesortofpenaltiesor disincentivesforhaving morethantwoorthree children-thenserilisation couldcomeintoeffectin routinecourse."

Headdedthatthere shouldbenocompulsion. Thebishopshaveconsistentlyopposedsterilisation whilesupportingvoluntary familylimitationthrough
