Changesinthemethodofgovernmentfundingofschoolsover thenextthreeyearsarerecommendedinthereportoftheSchools CommissionwhichhasbeenpresentedtotheFederalParliamentby theMinisterforEducation(SenatorCarrick).
Thereportmaderecommendationsinrelationto theneedsofschoolsand theallocationofresources forthetriennium1979-81 andtheMinistersaidthat theCommonwealthGovernmentwasanxiousto haveafullunderstanding oftherecommendations andthereactionofthe majorinterestsinvolvedin schools.
Hewouldseekcomments fromtheStategovernments,fromnon-governmentschoolauthoritiesand fromparentandteacher groupsonpolicychanges andtherecommended fundingallocations. Herequiredthoseviews byMay5.
Amongtherecommendationsisthatthepresent systemoflinkingaidto non-governmentschoolsto apercentageofthecostof educatingachildinagovernmentschoolshouldbe replacedbyasystemlinkingaidtoaproportionof a"targetresourcestandard" setbytheschoolsCommissionitself.
THREELEVELS
Itisalsorecommended thatthepresentsix-level schemeoffundingshouldbe replacedbyathree-level system.
"TheCommissionhas notedthattheStateGovernmentsystemswiththe
helpoftheCommonwealth grants,havealreadyreachedorwillshortlyreach levelsofexpenditureequivalenttotheoriginalresourcetargets,"theMinister said.
"Atthesametime,many non-governmentschoolsare stillfarshortofthetargets.
"Inthissituationthe CommissionseesacontinuingneedfortheCommonwealthtoprovidedirect grantstowardstherunning costsofbothGovernment schoolsintheStates.
"Ithasdevelopedasa newconceptresourcestandards,whichitbelieves shouldbeacceptedasthe nationaltargets.
"Thesearevirtuallyunchangedfromtheexisting targets,butarepresented intermintendedtoillustratethelevelandconfigurationofservicesin schoolswhichattainment ofthetargetswouldallow."
STANDARDCOSTS SenatorCarricksaidthat theSchoolsCommission hadestimatedthestandard costsapplicabletotheserevisedtargetsat$845per primarystudentand$1446 persecondarystudent(in December1977prices).
Thesefiguresdidnotincludethevalueofthe specificpurposeCommon-
wealthprogrammes,estimatedat$33perprimary studentand$25per secondarystudent.
SenatorCarricksaidthat forGovernmentschoolsin theStates,theCommission proposedrecurrentgrants forthethreeyears1979-81 atasteady7.5percentof thenationalstandards,made upofabasicallocationof $78perstudentatboth primaryandsecondary level,togetherwithasupplementarygrantonadollarfordollarbasisupto $10perstudentforthose Stateswithrecurrentresourceusebelowthetarget standards
PHASING-IN
For non-government schoolrunningcosts,the Commissionproposedthat thepresentsixlevelssubsidyschemebechanged, overathree-fouryear phasing-inperiod,toa three-groupsscheme. AbasicCommonwealth percapitagrantof20per centofthestandardcost wouldbepaidtoallschools withadditionalgrantsof 10percentand20percent benigpaidtoschoolsin Group2andGroup3respectively.
Schools and school systemswouldchoosethe grouptheywishedtobein basedonthelevelof privateefforttheywere ableorwillingtitsustain.
SenatorCarrickSaidthat theCommissionexpected thatschoolsnowinlevels I,2and3wouldjoin Group1.
