CANBERRA:-The CommonwealthGovernmentwillby1980 bringitsbasicgrant to non-government schoolsto20percent perpupilofgovernmentschoolrunning costsandwantsStates toraisetheirgrantsto 20percentalso.

Thiswasannouncedby theMisisterforEducation, SenatorCarrickonJune9 inastatewentonguidelinesforExtucationCommissionsfor1979-81.

TheMinistersaidthatin thematterofrecurrent grantstheautomaticlinkingofnon-government fundstothoseofgovernmentschoolswouldcostin 1979anadditional$9.1m.

Theprogressivesteps towardsthe20percent contributioninlevels1,2 and3schoolswouldcost, in1979,$2.4m.

Lookingatotherlevels, theMinistersaidthathe acceptedtheAustralian SchoolsCommission'sview thatschoolsinlevel6were continuingtofallfurther behindstandardsingovernmentschoolsandthaturgentadditionalassistance wasrequired.

"In1979itwillprovide increasesingrantstothese schoolsof$5perprimary studentand$6persecondarystudentinadditionto theincreasesfromtheautomaticlinkage.Thiswilladd approximately$2.5mtothe

BishopAshbyremindedthecommission thatecumenismwasa principalconcernofthe SecondVaticanCouncil.

Hesaidthatitranked withthegreatteachings oftheCouncilonliturgy,theplaceofthe laity,co-responsibilityof thePeopleofGod,respectforhumandignity, andliberationfromoppression.

"Itshouldbepreached, believedandpractised withthesameemphasis asisgiventotheTen Commandments, the RighttoLife,and HumanRelationship coursesinschools,"he said.

"Letitbeclearthat Christianshavealot moreincommonthan whatdividesthem.

"Theverymentionof theHolyTrinityreminds usofthegreatcluster ofmysterieswhichis thebadgeofeveryChristian.

"Likewisethosewho bearthename'Christian'respondtothis teachingofJesusChrist bytheirbaptismandby afaithwhichisGodgraced."

BishopAshbypointed outthattrueecumenism isbasedonabsolute fidelitytoone'sown churchtradition.

"OurFaithisour sheetanchorinallecumenicaldialogue",he said.

"Wecanprobeforwardfromthetruthswe holdasCatholics,butwe cannotdenyorbetray them."

Hesaidthatthisdid notmeantherecould

notbemo,ementinany direction.

Rather,theopposite wastrue. "Fromareflectionof ourFaith_wecanconsider.purstatements. Inco-operationwith our.'brethrenofother churches,wecanretrace historicalstepsandsee wheredivisionhappened.

"Wecanalsosuggest solutionsthatcancure division."

Here,BishopAshby warnedagainstfalseecumenismwhichblurred truths.orlackedconcern forfidelitytotheteachingofaperson'schurch.

"This,"hesaid,"can leadtoindifferenceand eventodistortionof conscience."

Thebishopalsosaid thatpushingforwardthe frontiersofdoctrinaland moralagreementwasa veryimportanttask.

"Indeed,itisonlyby ensuringadoctrinalbase thatecumenicalworship andsocialendeavour cansafelyproceed. Itisaquestionof patientandcarefulwork, butitdoesyieldresults."

TheMinistercontinued:

'TheGovernmentwishes toencouragechokeand diversityineducationand toassistparentstoexercise therightofchoiceof schoolingfortheirchildren ineithergovernmentor non-governmentschools.

"Itsprogrammes of grantstowardsrunningcosts recognisethisprincipleand alsotheexpectationthat theStatesandthenongovernmentschoolswill continuetomakereasonablecontributionstowards theoperatingcostsoftheir schoolsandsystems.

Hesaidthatforthe currentyear,expenditureon educationwasestimatedto bealmost9percentoftotal Commonwealthoutlays.

In1979,theGovernment wouldprovideanincrease ofonepercentintotal schoolfundscomparedwith 1978.

SenatorCarrickreferred toreactionshehadreceived toTrienniumReporthe hadissuedinApril.

Therewasawidevariety ofreactionstotheproposed recurrentfundingscheme fornon-governmentschools, hesaid.

Boththe Australian TeachersFederationand theAustralianCouncilof StateSchoolOrganisations soughtincreasedrecurrent andcapitalfundingforgovernmentschools.

Botharguedagainstincreasesinnon-government schoolfundingwhichwould involvetransfersfromgovernmentschools.

Majornon-government schoolorganisationsincludingtheNationalCatholic Education Commission (NCEC), the National CouncilofIndependent Schools(NCIS)andthe AustralianParentsCouncil (APC)wereverycautious aboutthepronosalsbut NCISgavequalifiedacceptanceoftherecurrentfundingschemeasaninterim proposal.

NCISwelcomedthe TargetResourceStitidard asabetterbasinforfundingthanthepresent'SRRI' butarguedthat-unlessthe Statesalsoaccepteditas ameansofstabilisingexpenditurethennon-governmentschoolswouldcontinuetofallbehindthe gnizernmentschools.

Thenewschemegained ameasureofsupportfrom somegovernmentschool parentorganisationsand fromalimitednumberofEducation Commission groupsandindividualsas-couldnotacceptthenew sociatedwiththenon-gov-scheme,butagreedthat ernmentsector, non-government schools
