saiditwouldtowoutto seathe76,000refugeesin thecountry.

"Hundredsofthousands ofourbrothersandsisters" arefleeingSouth-EastAsia withnoplacetogo,"the Popesaid,

"WHATCOUNTRY ?"

Whatcountryisthere thatcanfeelitselfoutside thistragedy?"heasked.

Aworldconference"can onlybewholeheartedlyencouraged,"beadded.

"TheHolySeehopesthat suchameetingwillleadthe governmentstomakeeffectiveprovisionsforthewelcome,transitanddefinitive settlementoftheIndo-Chineserefugees,"saidthe Pope.

HesaidthatthecommunityoftheChurchhadalreadyperformeda"great workofcharityandmutualassistance".

"Irejoiceinmyheart atthis,"hesaid."Butit can,and,Iamsure,it wantstodostillmore,"the Popesaid.

"Pastorsintheirdioceses willnotfailtoencourage the faithful,reminding

theminthenameofthe Lordthateveryman,every woman,everychildinneed, isourneighbour,"headded.
