Torepeatedrequestsfor informationonthewhereaboutsorthefinalfateof theprisonersorthemissing,thegovernmentroutinelyanswersthattheyeither leftthecountry,changed theiridentityorwentunderground.Inafewinstances,itadmits,there couldhavebeen"excesses" ofsecurityagentsinfighting"subversion."
Underexistinglegislation,ittookfiveyearsto declareamissingperson deadandsettlepensionand otherfamilyrights.This allowedrelativesandhumangroupstopressthe juntaconstantly.
