Tourismasanassetin underdevelopedcountries?

PETERKROS,agraduateoftheUniversityofPapuaNewGuinea,whohaswrittenextensivelyon socialissuesinhiscountry.ReprintedfromDevelopmentNewsDigest.

Itiswiderbelievedthattourismisoneofthebestassetsofaso-calledunderdeveloped country.

Itbringsforeignexchangeintothecountry whichcanbechannelledintootherindustries.

Itgivesemploymenttothelocalpeople.

Ithelpstopromotethecountry'simage abroad.

Ithelpstocreateinternational understanding,and

Itgivesworktolocalartistsandcraftsmen, thushelpingtopreservetraditionalcultures.

Manyobservers,however,havebegunto feelthattheso-calltdbenefitsoftourism hardlyoffsetitsdangers.

Amongtheevileffectsoftourismare:the pollutionofthesocialandphysical environmentanincreaseinracialprejudice andtension;andatragiclossofauthenticityof localartsandcrafts.

Moreover,ithasbeenpointedoutbythe Germaneducator.HeinzG.Schmidt,thatthe commercialbenefitsoftourismtothe underdevelopedcountryaremuchless attractivethanisusuallyassumed.

Mostoftheprofitsfromtourismusuallygo intothehandsofforeigncompaniesthatare registeredabroad. Andwhileitistruethatforeignexchangeis spentbytouristsintheirchosenholiday country, muchofthiscurrencyhastobespent bythedevelopingcountrytokeeptheholidaymakingmachineryworkingsmoothly.

Work,but

Luxuryhotelsarebuiltwithforeignand importedmaterials.Theyemployforeign expertstaffandconsultants,andtourists usuallyinsistonvariousitemsofimported foodsand,particularly,drinks.

Thereisnodoubtthatthetouristindustry providesemploymentforlocalpeople,but mostofthisemploymentisprovidedonthe lower,servicelevel;waiters,cleaners,taxi drivers,guides,prostitutes.

Theideathattourismpromotesthe country'simageabroadisaverydubiousone indeed.

Touristagenciesadvertisedeveloping countriesas'thelastunspoiltparadiseon earth'.

Inotherwords,theytendtosellanimageof innocentbackwardnessthathardlyreflects theambitionsofnewnations.

Partlybecauseofthewayinwhichthetravel agentspreparethetouristforhistrip,and partlybecauseofhisowningrainedattitudes, thetouristdoesnotreallymixwiththelocal population.

Beachghettoes"

Mostofthetimeheremainscoopedupwith hisfellowtouristsinhis'beachghettoes',and hisrelationshipwith'natives'isconfinedto hagglingwithartefactdealersandbrash jokingwithguidesandwaiters.

Farfrompromotinginternational understanding,therefore,tourismtendsto increaseprejudices.

Thearroganttouristisperpetuallyirritated bythelackoftechnologicalefficiencyinhis hostcountry. Hecomplainsaboutthelackofcertain servicesheisusedtoathome, andwhichhe considersessentialtocivilisedliving.

Hegetsangrywhena'native'doesnot understandEnglish,andhismethodof makinghimunderstandistoshoutlouder.

Hedoesnotviewthepopulationofhishost countryaspeople,butmerelyas'natives'who areeither'friendly'or'colourful'or'lazy'.

Thelocalpeoplenaturallyresentthe arroganceofthetourist,hisneo-colonialist mannerisms,andhisassumptionthat

everythinginthehostcountryhasaprice,and apricethatheshouldfindeasytopay.

Contactwithtouristsoftencauses frustrationamongthelocalpeople;hatredof riches,andxenophobia.

Moneyisspent

Thereissometruthintheassertionthat touristsspendmoneyonlocalcraftsandarts. Theypayforperformancesofdances, and theybuyartefacts, thusgivinganincometo peoplewhomightotherwisenothaveacash fncome.

Ontheotherhand,thisfinancialbenefitis greatlyoffsetbythelossofauthenticityof localcraftsthatistheinevitableresult.

Souvenirs

Thetouristwhobuysacarvingis,infact,not lookingforaworkofart,butforasouvenir. Hispeculiartastesanddemandssoon influencetheworkoflocalartists.

Thus,inArnhemLand,intheNorthern TerritoryofAustralia,artefactdealershave encouragedAboriginalbarkpainterstopaint out-sizepenisesonthemimiimagesbecause thisisapparentlywhatsells.

Nothingismorehumiliatingthantoseea magnificentHagenwarriorinfullfeatherdecorationandpaintstretchouthishandfora twentycentpiece,afterallowingsomepinkfaced,pink-kneedtouristtotakehislittle snapshot.

Itishumiliatingforanewnationtosellits hospitality,toadvertiseitsexoticcustomsand primitiveart,tobestaredatzoofashionby swarmsofcrude,insensitivevisitorsfrom someforeigncountry.

Control?

Thepeopleintheunderdevelopedcountries oftenbelievethattourismprovidesthepatronageandthecashtokeeptheirtraditionsalive; butinstead,tourismeverywhereintheThird WorldpromotestheimitationoftheWestand ofWesternvalues.

Thequestionis,isitpossibletocontrol tourisminsuchawaythatitsevileffectswillbe lessenedandsothatitscommercialbenefits willgotothelocalpeopleratherthanto foreignfirms?
