Introduction We are the »Referat für Stadtverbesserung«, a student initiative of six architecture and urbanism students from the Technical University Munich. As a collective we first joined together as part of a semester project at the Chair for Urban Design. Under the title »Take Back Schwani« we developed positive images of the future and scenarios for a car-free Munich. As the Referat für Stadtverbesserung we want to know how imaginary ideas can become reality. What legal and social options do we have to make an impact on the development of the city?

The project »Stadtverführung« is an attempt to create a new reality on the street. With the help of acoustic animations users of this web-app are experiencing an alternative reality. The aim is to use the concepts developed in advance to make the positive vision of the future of an area-compatible city tangible and to evaluate and further develop it in discourse with the local residents on action days and in public discussions.

By initiating this discussion, we hope to alter the reality towards possible other realities within the process. Using the tool of augmentation in a variety of ways, different types, methods and tools, both digital and analogue are our way of expressing our realities.

By overlaying these different narrations and realities we initiate a discussion about what the status quo is and question its foundations.

Metapartizipation

or what is our role within the process? What is our role within the process of participation? Are we mediators or stakeholders? Will our role change during the process? We reflected the different layers of participation and their use within participatory processes. As architects we were thinking that our role should be the one of a mediator between the different actors of the building process. Not only involving the clients perspective of the project but also including the opinions and needs of the local stakeholders. Thus a platform for discussion would have been suitable. Nevertheless there is no client, no investor, no driving force or interest that needs to be negotiated with the general public and all the stakeholders. Only us, our ideas and the inner drive to test us out. We are not the mediating architect that is negotiating between different interest-groups. We are just a small group of students that needs to find

a way to appropriate a whole street without asking for permission, getting the message out there, like bottom up in the truest sense. The program itself could be just for informing the public. Augmenting the reality and overlaying it with an alternative reality, as if there was another layer of city hovering in the air. Provoking a discussion about the current situation, the program would have done its deed. On the meta level nevertheless, the program would be a tool for us and other initiatives. If it could be open source it would be an enabler for multiple realities giving basically everyone the possibility to create their own realities and overlaying them over the city.

Ideation In order to create awareness among the citizens of Munich for a more sustainable city, digital tools can be an effective method. The socalled Stadtverführung extends the experience of Schwanthalerstrasse with a digital city tour. The user is led through the street by two members of the Referat für Stadtverbesserung*, who tell the story of an alternative reality in which the street transformation has already been implemented. The contrast between the auditory narration and the visual reality creates a tension that is intended to encourage listeners to perceive their surrounding as something that can be influenced. The Stadtverführung is called up via a web app using your personal smart-phone. Equipped with headphones you are ready to start the tour. This virtual city tour takes place in the year of 2028 at a time, when Schwanthalerstraße is already transformed into a car-free and more liveable street. Following your two tour-guides, you will pass various

points along Schwanthalerstraße, where the transformation of the quarter is already affecting everyday life. For example, the backyards have become places for small businesses again, the roofs have been greened and at another point the middle of the street has become a biotope and new home for rare species of insects. The Stadtverführung is complementary to the physical intervention by the Referat für Stadtverbesserung* on Schwanthalerstraße happening in summer 2020. With the action-day 100 Meter Zukunft on the 23rd August, the Referat für Stadtverbesserung* simulates an alternative street design on a subsection of Schwanthalerstraße. The street will be greened with temporary trees, visitors can express their thoughts and idea with chalk on the street and our mobile Stammtisch invites you to get into dialogue with us. While the action-day will only take place for one day, the virtual city tour will be accessible beyond that day for everyone interested.

Puh... all the smog in the city. I am wondering how the city might look with less cars and more green! I would really like to see the sky!

But wait, what is this? Why is the guy standing in this circle. I might have a closer look. „Take Back Schwani“ that sounds promising.

Oh, it seems like some students developed a concept for a car-free Schwanthalerstraße. Is says here that I need to scan this scribbly rectangle with my smartphone. Sad that I have none. But wait...

I can actually go inside. Wow! It would be so nice if the street would really look like this. Great that they put up these Dioramas. Next time i am at the Bezirksausschusssitzung i am going to support this project.

Maybe these bicycle stands could make a little more way so my wife can pass besides the tree with her wheels-chair. Great that they encourage you to write comments! They really seem to care about my opinion.

It was a great idea to let them write the comments with a non-permanent pen. Now we can do the 360 photo, but the comments with the image on our side and rub the comments of so more people can give us feedback.

During the ideation phase we developed a bunch of different tools that we would have liked to develop during the course. Out of all of these Soundwalk or so called »Stadtverführung« seemed most promising because it was the easiest to implement as well as to execute by the user. Especially during the Pandemic, many people went for a walk through their neighborhood. We wanted to utilize this by offering them a new way of experiencing their quarter.

Concept The premise of the implementation concept is to create a seamless userinteraction that will not distract the user from the listening experience but will compliment it with only a few necessary elements. The tool itself can thus be devided into three different elements. The first being the user interface with the limited amount of possible interactions. The second being the web-application running in the background that is responsible for actually executing the »Stadtverführung«. These two elements, the user-interface and the web-application would compliment the user experience of the »Stadtverführung«.

The third element, generating a tool out of the user-interface and making it usable for other initiatives is the back-end. This will enable other initiatives or groups to appropriate the program and fill it with their narrations. While the back-end as an interface is not necessary to create the user-experience, this factor of the application will be developed later on. Furthermore this backend development really only tries to put the necessary steps that can be already executed without a designed back-end, into a graphical layout. This will make it easier, also for inexperienced creators, to appropriate the »Stadtverführung«.

Prototyping Due to the fact that we used a variety of different programmin-languages and libararies that both we and the supervisors were unfamiliar with, we devided the application into different simpler elements so we could test them in a way that would ease the process of debugging. Developing the different functions that we needed for the program was a though task. Although some workarounds and functions were already described in parts on the web, linking sound and location was a hard task. In the end, many functions needed to be rewritten because in the final assembly of the program, the individually tested functions blocked themselfs when in combination with the rest of the program. Therefore these problems could only be solved by an on-side try and error procedure with different devices, ensuring that geolocation and sound go hand in hand.

Another major hurdle was making the connection between the My-SQL database, where all the geo-data was stored, and the program that runs the javaScript. In order to transfer the data we used .php as a transfering language. The problem that occured during the process of prototyping these server connection was, that all three languages store these values differently so we needed to created a solution of translating the information back and forth. We could have also used JQuery and Ajax for this, but we decided to use .php because it was, by than, much easier for us to implement. Moreover within the prototyping phase we also developed the actual content and narrations for our »Statverführung« . Based on our stories and concepts from last semesters »Take Back Schwani!« project, we devided the streetscape into different regions where we would locate the different stories. These were layed out so the »Stadtverführung« would be diversified in topics.

Ohh bleiben wir mal kurz stehen ! Seht Ihr den großen Schatten hier auf dem Boden ? Das ist das Luftschiff, dass die Waren für den heutigen Tag in das Logistic-Center bringt. Euch ist bestimmt schon aufgefallen, dass hier in der Stadt keine großen LKW`s mehr rumfahren oder? Die Luftverschmutzung und den Lärm sind wir jetzt entgültig los. Das Luftsch iff bringt die Waren für den Tag vom Stadtr and in die Stadt ganz lautlos und nur mit Solarenergie dann werden die hier abgela ssen. Da sieht man die Container, wie die mit der Seilwinde ins Logistik-Zentrum in den Innenh of abgeladen werden. Jetzt laufen wir mal weiter. Vom Logistic-Zentrum aus, werde die Sachen weiter durch kleine Wagen an die umliegenden Geschäfte Verteilt, wenn die ihre Waren nicht selbst abholen. Das ist wirklic h die Stadt der kurzen Wege.

Hier hört man auch viele Sägen und geschraube aus den Innenhöfen. Als die Leute gemerkt haben, dass sie die Autos gar nicht mehr brauchen, konnten sich kleine Handwerker und Werkstätten in den Garagen ansiedeln. Wenn man so durch die Innenhöfe streift entdeckt man echt die tollsten Sachen. Und jeder Hof ist unterschiedlich, das sind keine fünf sondern eher 50 Höfe :D

Die Schwanthalerstraße war ja schon immer eine vielfältige Straße. Durch den Umbau kommt das jetzt auch richtig zur Geltung, die Restaurants und Geschäfte können sich mehr auf der Straße zeigen. Bei dem lokalen Markt jeden Dienstag bekommt man die leckersten Köstlichkeiten aus aller Herren Ländern. Das musste natürlich besonders geschützt werden. Vor dem Umbau hatten wir Angst, dass das hier alles verloren geht und sich die Immobilienhaie breit machen, aber wir haben einfach mit den Anwohnern eine Genossenschaft für die Straße gegründet, jetzt gehört sie allen und das bleibt auch so. Und alle Neuankömmlinge sind herzliche aufgenommen und werden unterstützt dabei hier fußzufassend.

„Hallo ihr da unten? Wollt ihr nicht hochkommen?“ „Ach Hallo Magda, ne das schaffe n wir leider nicht, aber bis später “ Das sieht man so gar nicht, wenn man nur in die Straße schaut. Die ganze n Dächer hier wurden zu Dachgärten für die Anwohner ausgebaut. Da oben ist es fast wie eine zweite Schicht Stadt. Manche Blöcke züchten da oben Karotten, andere haben sich ein private s Freiluftkino oder einen Schwim mbad gebaut, da gibts wirklich die verrüc ktesten Sachen und die Leute komm en aus ihren kleinen Wohnungen raus. Das ist auch eine schöne Erholu ng zu dem geschäftigen treiben hier unten auf der Straße. Durch die privaten Treppenhäuser kommt man als Anwohner ganz einfach nach oben. Wenn man Glück hat wird man da mal eingeladen.“

16 Hofwerkstatt

Die neue Straßentram war wirklich eine super Erfindung. Ohne Schienen zu verlegen konnten hier in kürzester Zeit neue Verbindungen gebaut werden. Und leise ist die auch noch, dass war wirklich eine super Sache. An der Ecke Paul-Heyse-Straße kann man schnell umsteigen, vom Leihrad auf die Tram, so kommt man wirklich schnell voran. Und die Tram steht auch nicht im Stau.

15 Dachgärten

Das alte Postbankgebäude ist so eine dieser Raumreserven die nach der Transf ormation schnell umgewandelt wurden. Es hat sich herausgestellt, dass München voller super Ideen steckt, aber bisher einfach zu wenig Raum dagewesen war, die auch tatsächlich umzusetzen. Die Baustellenatm osphäre schafft aber auch das richtige Flair für die vielen Start-Ups und Initiativen in dem Gebäude. Aber auch Leute aus der Nachb arschaft können sich unten im Forum informieren oder an den vielen kostenlosen Workshops teilnehmen. Und verkauft werde n kann das alles dann im Kaufhaus der Ideen vorne am Stacchus.

11 Stadtwald Die Schule aber auch andere Institutionen können sich jetzt auf die Straße ausdehnen und den Straßenraum als Schulhof nutzen, im Nachmittag sind sie dann Spielplatz für die Kinder aus dem Quartier.

Puhh hier gab es früher so gut wie keinen Bäume und nur Asphalt. Das war im Sommer ganz schön warm. Der Stadtwald in der Mitte der Straße und die Wasserflächen machen es hier einfach viel erträglicher. Hören sie mal wie die Vögel zwitschern. Hier hat sich auch eine neue Art seltener Käfer angesiedelt, der Schwanthalenser Blauflügler.

Der Bavariaring ist Teil eines neuen ÖPNV-Netzes, die nun Ringverbindungen erzeugen, die durch die leise Straßentram miteinander verbunden werden.

Hier fing alles an, mit der ersten Simulation eines Shared Space in der Schwanthalerstraße regte das Referat für Stadtverbesserung mit vielen anderen Initiativen eine dauerhafte Transformation des Straßenraumes der Schwanthalerstraße an und veränderte die Beiden Quartiere Schwanthalerhöhe und südliches Bahnhofsviertel

Die Grünfläche am Bavariaring hat sich nach der renaturierend zu einem Biotop von seltenen Pflanzen und Tieren entwic kelt. Tiere, die vom Land in die Stadt gekom men sind, weil es dort für sie einfach sichere r gewor den ist, können dort in Ruhe leben. Die biologische Station im Herzen des Biotop s ist Anlaufpunkt für die Naturerziehung der Kinder und Schulen aus dem Gebiet.

Ohh bleiben wir mal kurz stehen ! Seht Ihr den großen Schatten hier auf dem Boden ? Das ist das Luftschiff, dass die Waren für den heutigen Tag in das Logistic-Center bringt. Euch ist bestimmt schon aufgefallen, dass hier in der Stadt keine großen LKW`s mehr rumfahren oder? Die Luftverschmutzung und den Lärm sind wir jetzt entgültig los. Das Luftsch iff bringt die Waren für den Tag vom Stadtr and in die Stadt ganz lautlos und nur mit Solarenergie dann werden die hier abgela ssen. Da sieht man die Container, wie die mit der Seilwinde ins Logistik-Zentrum in den Innenh of abgeladen werden. Jetzt laufen wir mal weiter. Vom Logistic-Zentrum aus, werde die Sachen weiter durch kleine Wagen an die umliegenden Geschäfte Verteilt, wenn die ihre Waren nicht selbst abholen. Das ist wirklic h die Stadt der kurzen Wege.

Hier hört man auch viele Sägen und geschraube aus den Innenhöfen. Als die Leute gemerkt haben, dass sie die Autos gar nicht mehr brauchen, konnten sich kleine Handwerker und Werkstätten in den Garagen ansiedeln. Final Implementation Right at the beginning of the implementation we needed to make a big decision. Asking ourselves how the user will use the program, we needed to decide the way in which we want to distribute the »Stadtverführung« to the user. Creating an app was the obvious choice to go. We would have all the necessary API`s and the most seamless integration within the firmware of the smart-phones. Nevertheless, creating an app would have required to adapt it to all the different firmwares and version of this. Furthermore, publishing apps in app-stores is a costly business that did not correspond to the low-budget approach that we wanted to strive for. With this in mind we were looking for a solution that would be cost-effective as well as easy to distribute to a variety of devices without the need to reprogram it to a different platform. Furthermore downloading an app for the »Stadtverführung«, that would

be executed by the user only a few times in most of the use-cases, seemed to be a big hurdle for using the »Stadtverführung«. We decided that the simplest way to develop the program would be in form of a web-application. Running JavaScript and using the latest html5 browser API`s compatibility would be ensured for all the major devices. Due to the fact that we actually wanted to have a running program for our event, we focused on the user-experience-side of the program. We implemented a simple UI that should not distract the user from the listening experience and wrote all the necessary programs to run in the back. Moreover we already created the narration and sound-files for the »Stadtverführung« with the intention to later fine-tune and enhance them with richer sounds to make the experience even more immersive.

Through hints within the streetscape both small or large, the user is drawn to the soundwalk which he or she can access either by going to the creators website or by loading the side through a qr-code. Their is a varity of different options on how the user could be brought to the »Stadtverführung«. Also teaming up with museums could be an interesint form of communicating the »Stadtverführung«.

The first Beta-Test of the webapplication »Stadtverführung« ran on our event »100 Meter Zukunft« on the 23rd of august 2020. At the event we simulate an alternative street space for the visitors. It is important to us to create an awareness of the use of public space through various digital, constructional and artistic interventions. 100 Meter Zukunft is not a simple information event, but tries to create a new feeling of space through temporary conversions and simulations. An important element of »100 Meter Zukunft« is the dialogue with the people affected, such as residents and businesses. For this reason we developed the »mobilen Stammtisch«. As a handcart, it temporarily occupies a parking lot and creates a green communication place with its integrated tree. The Soundwalk

The first Beta-Test of the webapplication »Stadtverführung« ran on our event »100 Meter Zukunft« on the 23rd of august 2020. At the event we simulate an alternative street space for the visitors. It is important to us to create an awareness of the use of public space through various digital, constructional and artistic interventions. 100 Meter Zukunft is not a simple information event, but tries to create a new feeling of space through temporary conversions and simulations. Stadt(ver)führung provided a very fruitful and informative basis for the dialogue at the »mobiler Stammtisch«. The event »100 Meter Zukunft« took place on 23.08.2020 in Munich. On this day 100 meters of Schwanthalerstraße between St.Paul-Straße and Hermann-LinggStraße were closed to motorists and transformed into a green and liveable street space. In addition to the Referat für Stadtverbesserung*, numerous initiatives and organizations participated in the form of various interventions: Street picnic, pop-up trees, games at construction fences, live music, yoga on the street, etc. With a total of 2500 visitors, it was also a great testing-ground for the Soundwalk. We promoted it and got valuable feedback for further development out of the Beta-Test. A yellow silhouette of a woman with an umbrella called attention to the city tour at the event »100 Meter Zukunft«. There, interested visitors found further

In summary, apart from few technical problems, the feedback was very positive. A content note that we will take into account is the addition of further sound elements. They play a special role in stimulating creativity and are essential for the Soundwalk »Stadt(ver)führung«, in addition to the textual parts. It was also great to test the program within different age groups identifying that different ways of accessing the »Stadtverführung« will be needed in the future.

Roll-Out For the final roll-out and distribution to the users, we will incorporate the feedback from the beta-test so the program will be less error-prone.

Contentwise we will enrich the soundfiles with other soundeffects so the experience becomes more realitsitc and immersive.

Furthermore we will conduct slight changes to both the map and the design of the mapdrawings so their design fits better to the overall appereance of the »Stadtverführung«.

In the end we will try to promote the »Stadtverführung« both through actual indicators within the streetscape and through advertisment through real tourguides within munich. Moreover we are already teaming up with the mobility center of the Deutsches Museum because they are interested in not only displaying the history of transportation and the space in which it is happening but also want to display possible future scenarios. Therefore our project, right aside the center, would be a prime exhibition object where the »Stadtverführung« would be an integral part of conveying this project to the visitors.

Another feedback from the beta-test was the orientation in which the map is displayed. We currently choose the northward orientation of the map. We observed that user on start tried to rotate the map so it would be oriented towards their view. The possibility to change the orientation of the map will be further developed for the final rollout.

Discussion We enjoyed the discussion that resulted out of our final presentation because it built up on the question of whether a digital participatory tool should be a mediating platform that moderates the different opinions of people and enables exchange or if the digital intervention could be a tool for expressing ones own opinion without the inherent possibility of discussion within the tool. Within the Discussion the question aroused whether it would be possible to also implement comments as well as ratings or feedback from the user. Moreover the question was stated if the »Stadtverführung« should be a platform that will host different Soundwalks and whether we would be the curator of these sound-walks. It raised the question of accessibility and whom to grant the right to use this tool or rather platform. Of course the platform approach that would also incorporate a space for the discussion of the proposed realities seems to be a good choice if the understanding of

such a digital participatory tool is to be a holistic tool for mediation. Considering that such a platform always needs to be curated so creation is censored to a certain degree by the host of the platform and that interaction is limited to the programmed possibilities, we did not went his route. In the end our idea was not of a platform and our role as a mediator but of a tool and us of using the tool to contribute to a public discussion . This discussion should rather happen in the public realm of the street and not on a platform mediated by us. The way in which we would like to understand the »Stadtverführung« is not a platform to mediate and curate participation as a space for dialogue but a tool to contribute to this dialogue as a way of expressing once own ideas. We faced that although the platform approach seems to be the most

holistic way of including participation within a digital tool enabling the bottom-up involvement of everyone (who has the appropriate resources), it also has its flaws because we as a creator are setting up the rules and regulations that all the users needs to obey to. We thought that giving basically everyone a tool as a mode of expression that is not curated by us but can be run stand-alone and is easy to setup, this would, just like explained in Meta-Participation, be a even bigger enabler for the people.

Thus the »Stadtverführung« as a selection of functions would need to be incorporated within a quick and easy installation program that automatically sets up your server for the further creation of your »Stadtverführung«. We would really like to further work on this way of creating a A-CMS (AudioContent Management System) and distribute it to other initiatives or discussing it with developers that are working on the same topics or doing something similar. Furthermore we will certainly create

a github repository for this tool to be able to discuss its further development with a community of developers. We hope that by opening up the system it both gets more advanced and better known. As a timetable for the further process we will focus on implementing and advertizing our »Stadtverführung« first to have a fully functioning and working demo-version of it and recieve constant feedback to be able to implement it in further development. After that we will focus on making the tool accessible for other initiatives to alter it and create their own »Stadtverführung«.
