Special Announcements
Lisa Seguin Appointed to New Management Role
ARISE is pleased to announce the appointment of Lisa Seguin as Manager of the Oswego MSC/CSS/FSS Department, leading the Medicaid Service Coordination, Consolidated Support Services, and Family Support Services programs. Lisa’s personal and professional experiences as well as her strong commitment to the mission of independent living and self-direction make her extremely well-suited for this role. Lisa began her career with ARISE in 2003 as a Medicaid Service Coordinator (MSC). Two years later she became a senior MSC. This year she was approved as a broker and also began to provide OPWDD trainings. In the community Lisa is known for her work on the Family Support Services Council in Oswego as well as on the state level. Lisa pursued self-directed services (Consolidated Support Services) for her daughter Kateri, who has Down syndrome, when this option was first introduced in CNY. The families that work with Lisa have commented on her good listening skills, compassion, and her passion for focusing on the abilities and strengths of everyone with whom she works. As a senior MSC she has been a great resource and provided guidance to her colleagues. We are happy to promote Lisa to this expanded role.
Ramp Program Appreciation Dinner
Our annual Ramp Appreciation Dinner gave us the opportunity to honor all the volunteers that make our program a huge success. Pictured above are some our volunteers who made it possible to complete 30 projects this year. With their support, as well as donations from the community, we were delighted to build 19 ramps for families in need. Thank you! Page 2

Please join us in wishing her all the best! Good luck!

MSC Blog As the cold weather creeps upon us, we should not only remember to protect ourselves from frigid conditions, but our dogs too! Ideally during winter months, a dog should be inside with their families. However some dogs spend all of their time outside and need to be protected from the cold. If not, these dogs can get serious frostbite or even die from winter conditions. There are many precautions a family can take to ensure the safety and comfort of their pet during winter months. It is imperative to provide adequate shelter. The dog house needs to be well insulated using straw or hay. Do not use a blanket or pet bed, as the dog will track snow and ice into the house and cause a “bed of ice.” If possible, try to give the dog a door to his house. To prevent wind and rain, simply staple a piece of carpet to the opening on the house. This will provide protection but also allow the dog easy access. It is best to direct the opening of the house toward the south, as heavy winds and snow typically come from the north during winter. The house should only be large enough to house the dog and allow stretching; as dogs use their own energy to keep them warm. Also, try elevating the dog house off of the ground with a wood pallet. This will help prevent the house from holding water. A dog that lives outside during winter months should also always have fresh food and water, as a bowl of water will freeze in cold temperatures Lastly, always check your dog for frostbite. Common signs are pale gray skin which is hard and cold. As the skin thaws, it will first turn red, then finally black. Check the dog’s paws for ice and snow which can build up, causing cracking and pain. Finally, if you notice your dog is shivering, bring him inside… especially if temperatures reach below 10 degrees! Remember, if you are uncomfortable in the cold, your dog probably is too.
Advocacy Announces the Yellow Dot Program Oswego County Sheriff Reuel A. Todd is pleased to announce the Yellow Dot program that is designed to assist people that may not be able to communicate during an emergency situation. The Yellow Dot kit contains a medical information card and a Yellow Dot decal. Participants complete the card, attach a recent photo, place it in the glove compartment of their vehicle, and place the Yellow Dot decal on the rear driver's side window. First responders arriving at the scene of an emergency will be alerted by the Yellow Dot decal to look for the medical information card in the glove compartment. The Yellow Dot kit also works at home, where participants can place a Yellow Dot decal near the front door and place a completed card in the freezer compartment of the refrigerator. Funded by the New York State Sheriffs' Association, the Yellow Dot Program is a free service available to individuals of all ages. Yellow Dot kits are being distributed throughout Oswego County to law enforcement agencies, local fire departments, and emergency medical service facilities. If you’re interested in participating in the Yellow Dot program, you can obtain a free kit at any one of those locations, or, you can contact the Oswego County Sheriff's Office at 349-3411.
