Are We Better off Today Than in 1990? When we are celebrating the 27th anniversary of the Americans with Disability Act (ADA) on July 26th, we can be really proud of the increased access brought about by this legislation. Independent Living Centers, such as ARISE, worked hard to advocate and design the ADA, which gives equal access to public and government-funded services. Before the ADA there were sidewalks without curb cuts, public buses without lifts, no audible pedestrian signals on busy intersections, and no loop system to make court proceedings accessible for individuals with a t-switch on their hearing aids or subtitles on your TV programs. We have come a long way to remove barriers. Is there more to do? Yes, there is! Accessible transportation is still a big barrier in Oswego. The ADA only requires Call-A-Bus routes to pick up riders within ¾ of a mile of the scheduled route. This leaves many individuals who cannot drive, especially in rural areas, without public access to transportation. ARISE has been advocating and getting grant funding from Exelon for the Call-N-Ride transportation operated by Oswego County Opportunities. Although we are grateful for this service, which is now also supported by the Office for the Aging, it is very limited. More needs to be done to overcome this barrier. The number of individuals who are under or unemployed who have a disability is above the national average. ARISE has many programs now to help with workforce readiness skills, job exploration, and work placement. Other areas ARISE’s advocates are assisting with include making sure students get the education they are entitled to, that individuals can live in the community instead of institutions if they so desire, that programs are inclusive, and that everyone’s rights are respected. The proposed federal budget includes cuts to funding for Independent Living Centers and programs that support people with disabilities. Yes, we have come a long way but we need the financial support to continue on the positive path to a fully inclusive society. - Sabine Ingerson 1

Ride For Ramps The Ride for Ramps event held on June 3rd was a great success thanks to the generous support of our sponsors and the community. Novelis Makes Ramp Building a Company Event
A team from Novelis, with the help of two members of the Oswego First United Methodist Church, not only constructed a ramp in Scriba on June 24th, but also removed one from a trailer where it was no longer needed and delivered it to another person in need in the same park. This is the first time we worked on three projects in one day! Thank you to all who made this possible.
Community Habilitation Department Here at ARISE, the Community Habilitation program is a service that provides individuals with opportunities and choices to support them in becoming as independent as they can be. We provide quality, person-centered, and individualized services based on each persons needs and wants. Community Habilitation is a program that supports an individual’s right to be independent; in both their home and community. Some of the skills that we value and teach include self care skills, financial management skills, travel/mobility training, personal health care skills, household chores skills, appropriate behavior, and self advocacy skills. Community Habilitation is a service that is overseen by OPWDD and is a Medicaid funded program under the HCBS Waiver. Congratulations to Vicki Affinati, a Family Support Services Social Skills Facilitator in our Oswego office, who was honored by the Fulton Teachers Association with the Community Award for her work in the classrooms to support students with social skill instructions and assisting with field trips. We are very proud of the way Vicki represents ARISE at the school and continues to make an impact on the lives of many young people.

As the calendar reveals the month of July, I am reminded of the holiday that we celebrate in the United States on the 4th.
The principle of independence has many layers. There is the example of the battle of a teenager that wants to be treated like an adult but hates all the responsibilities it entails. There are also the struggles between the teens and the parents over how much independence the teen can have. For example, the teens who get their license and can drive alone without the parents’ presence, coupled with the fears of the parents that the teens’ independence will prevail over the realization that they do not have the experience to guide them through. It also makes parents worry that the things that were instilled in their children since they were young may now be compromised leading to a big transition for many children. It could be the middle schooler who in September will be entering high school and not knowing what high school will have in store for them. It could also be the parents who hope that their children are in good hands when they begin school. It is also the realization that the child is getting older and becoming more independent each minute. This brings up the quandary that many have with how much independence is enough? Does the parent want to be the helicopter parent and alienate their children or be so lax that the children have no supervision and get in trouble? I can honestly state I am not a parent and could never be because this quandary makes me anxious just thinking about it. However, to the parents who have found the balance between providing enough independence and enough insight and moral fiber so that they can trust their children will make an impact in a positive manner in society, I salute you. May everyone enjoy their holiday and spend time with family and friends.

Employment ACCES-VR (Adult Career and Continuing Education Services-Vocational Rehabilitation) is an agency in the New York State Education Department that has helped many individuals with disabilities find and keep employment. You may know the agency from it’s previous acronym: VESID. Over the past year, ACCES-VR has helped over 900 people in Central New York (including 80 in Oswego County) succeed in careers ranging from customer service to information technology. Services to help eligible individuals reach their employment goals may include but are not limited to: job coaching, employment counseling, advocacy, and financial assistance with training, equipment, and work uniforms.
