I MISS MY BUFFET! When Will The Casino Buffet Return?

Your Authority On Everything Gaming VOLUME 13 • ISSUE 06 MANAGING DIRECTOR & VIDEO POKER GURU Elizabeth Torma liz@azgamingguide.com

A

s my readers well know, Governor Doug Ducey allowed buffets to reopen recently. I miss the casino buffet. I miss the food selection. I miss the people. I miss being able to build my own salad and get a steak (or pork chop) for a flat price, eat, and run without all the hoopla of a fine dining steakhouse!

PUBLISHER & SLOT GURU Chris Höft chris@azgamingguide.com

You may not know the current incarnation of the casino buffet was originally invented by Herbert "Herb" Cobb McDonald, a Las Vegas publicity and entertainment manager who introduced the idea in 1946.

ART DIRECTOR Melanie Mueller

This quote is over the top, but it captures the style of 1960s Las Vegas: At midnight every self-respecting casino premières its buffet—the eighth wonder of the world, the one true art form this androgynous harlot of cities has delivered herself of... We marvel at the Great Pyramids, but they were built over decades; the midnight buffet is built daily. Crushed-ice castles and grottoes chill the shrimp and lobster. Sculptured aspic is scrolled with Paisley arabesques. They are, laid out with reverent artistry: hors d'oeuvres, relish, salads, and sauces; crab, herring oyster, sturgeon, octopus, and salmon; turkey, ham, roast beef, casseroles, fondues, and curries; cheeses, fruits, and pastries. How many times you go through the line is a private matter between you and your capacity, and then between your capacity and the chef's evil eye. —The Muses Of Ruin, William Pearson (1965) Have A Lucky Month!

PLAYERS TALK

Q: Dear friends at the Arizona Gaming Guide. I have the following questions: Can a casino advertise their slot hold? Can they say “Our slots have a smaller hold than the casino across the street?” And, I love video poker! I read somewhere that dollar denominations are “expected to pay more.” How would the machine be adjusted to accomplish this? We’ll play where we get a better return for our money!! As always, thanks for keeping us well-informed. Elfido Martinez—Tucson, AZ—via letter

Any casino can advertise their slot hold if they so choose. Here in Arizona, that may become a little complicated as the TribalGaming compact allows for confidentiality regarding financial aspects of regulatory oversight between the individual tribes and the state. This type of arrangement is very common. So, an individual casino may not be allowed, legally, to disclose, via advertising, their slot hold. And, many casino managers don’t subscribe to advertising “Loose Slots” to their patrons for a variety of reasons. Some don’t want the potential backlash from patrons (as in, “Today these slots sure weren't loose!”). Others think it is too vague and believe it is misleading their guests. Over the years, we’ve heard other reasons as well.

A: Elfido, we appreciate your questions very much! Clearly you have three questions, all equally important, and requiring different discussions in order to answer them. To begin with, as you can see from the picture above, casinos are always promoting their slots in different ways, especially over the years. Investing in a neon sign that says “Loose Slots” is a pretty direct and permanent way to market a casino to potential players.

06 Arizona Gaming Guide | June 2021 | azgamingguide.com

Advertising an actual slot hold can have other ramifications as well. Launching an advertising campaign with the message, “Our penny slot hold percentage is 15%, which meets the state maximum hold!” We’re not sure how well that goes over as a pitch, accurate and truthful as it may be. Better to stick with free play and a drawing for a car. That’s much easier and appeals to everyone. (Continued on page 8)

PLAYERS TALK

(Continued from page 6)

That’s probably why you see “Loose Slots” messaging without more specifics than that. The casino either can’t, or doesn’t want to, go into more specific detail. This slogan, “Our $5 slots have a 5% hold!” is also a little hard to swallow. It’s reinforcing the idea the casino will win in the long run. Not something a casino wants to reinforce as a main message. Our readers can understand that point of view, putting yourself in the place of a casino manager in charge of running a profitable business. In terms of advertising what “the other guy” does or doesn’t have in terms of a slot hold is also tough. How would one casino know what the “other guy’s” hold is? As hold percentages are not public information, that starts a dangerous exchange of information between competitors. And, it would lead to a stalemate between competitors. Where does it end? “Our slots have a negative hold percentage (i.e. they are running at 105% payback) and the other guy doesn’t!” That’s not a sound short or long term business strategy! So, hopefully that clears up why you won’t see hold percentages advertised by casinos. And, as a final note, when a casino advertises “Loose Slots,” they are correct in their statement as soon as they install just one game that is running at a lower hold than all the other games for that denomination, or has a lower hold than current “industry standards.” Advertising “Loose Slots” does not mean players win, win big, and win all the time. That’s simply not true. In terms of your source on dollar video poker, don’t believe it.

08 Arizona Gaming Guide | June 2021 | azgamingguide.com

We have yet to find a published source on video poker, slots, and gambling in general that does not outright lie, misstate facts, contain massive and misleading errors, or have a complete understanding of how gambling works. The internet is the worst among them. The internet and social media is not a valid source for facts and “the truth.” Websites about gambling are essentially useless. Always have been. So, stick with us! The message your source may have been trying to convey is that a higher denomination video poker game is probably using a better pay table and hence a higher payback (lower hold) percentage. If the source was implying anything else, it is wrong. Video poker machines installed in a casino cannot be manipulated by the operator or patrons to “pay more.” An operator, and the gaming regulators, will quickly discover if a patron is exploiting a software malfunction (this is incredibly rare due to the rigorous testing, regulation, and oversight by a computerized, real-time, accounting system) in order to win beyond the prescribed hold and prevent the issue from continuing. But you have essentially given yourself a way to figure out the house hold by playing video poker! All you have to do is look at the pay table of your favorite video poker games as you change denominations. Most likely, certain wins (the full house and the flush) will increase as the denomination increases. Over time, and on average, you'll be playing a game that “pays more.” Plus, video poker is a determined game, so you know the hold. Keep the questions coming! Jumanji ULTRA By IGT

G

o on a wild, immersive adventure with IGT’s Jumanji ULTRA video slots. Utilizing themes from the blockbuster Jumanji movies, this six-reel game features an entertaining base game, a free games bonus, a wheel bonus and a five-level progressive jackpot. If a gold Jumanji disc appears in full view over reels three and four in the base game, one symbol is revealed within the disc. Every occurrence of this symbol on the reels turns into a wild. If one of the animal figures on the pathway around the reels is stopped on a golden plate, then the revealed symbol generates additional wilds on the adjacent symbols to the right and the left, resulting in a big win. In addition, on top of any base game outcome, a pair of dice may appear on screen and the result of the roll will award the corresponding number of wilds anywhere on the reels. The bonus is triggered by three bonus symbols, and players can choose between 5, 10, or 20 free games, each with special wild patterns or the wheel bonus. In the wheel bonus, after each wheel spin, the lowest credit group is removed and replaced with an exit symbol. Players accumulate credits on each spin until they land on an exit symbol. PUSH YOUR LUCK BLACKJACK Why It Drives Players Crazy!

N

o, I’m not talking about pushing your luck by letting your winnings ride or playing after a half-dozen beers. I’m talking about the Push Your Luck side bet by the casino games manufacturer AGS. I’ve talked briefly about it before, but it is a very popular bonus wager in Arizona. So, here’s a little bit more. The bet’s been around for more than ten years, and it’s popular because the house edge is super low (about 1.2%) and because it offers some severe fluctuations – both up and down. It’s a wild ride. Since you are wagering on a tie with the dealer, the variance is the size of a Winnebago. Your winnings can be too! Overall, you’ll find that the house wins about 49% of all blackjack hands; the player wins about 43%, and you’ll tie about 8% of the time. Yeah, I rounded-off a little there, but you get the gist. So you make your standard blackjack wager, and if you want, you bet the Push Your Luck tie wager and hope for the best. The most you can bet is 50% of your blackjack wager, and you should. Most casinos cap the bonus bet at $25; a few braver ones cap it at $100. Why It Drives Players Crazy Push Your Luck doesn’t drive all players crazy. Just a few who are playing it – and most who aren’t. Why? Because the ones who aren’t making a push bet don’t understand why a player would intentionally hit their 12 against a dealer 14 or 15. To win the side bet, both the dealer and the player must have the same final total – 17, 18, 19, 20, or 21. Blackjacks can only tie blackjacks. Bust hands cannot tie. All ties pay 10 to 1. So, what to do when you’ve got a $20 blackjack wager and $10 on the bonus? You have a chance to win $20 if you beat the dealer or $100 if you tie, so hit. The only hands under 17 you should stand on, against any dealer upcard, are a 16 against a 5 or 6 and a 15 against a 6. As for your double-downs, keep them to soft 15, 16, and 17 against a 6 upcard. This is because if you hit and get a card that doesn’t make a hard 17 or soft 18-21, you’ll want to hit again for another shot at possibly winning a tie.

14 Arizona Gaming Guide | June 2021 | azgamingguide.com

Doubling down with hard hands should be limited to 10’s and 11’s against a dealer 2 through 7, and with hard 9 against 5 or 6. Always split your Aces, eights, and sevens against 2 through 10 (yeah, it’s the best play). It would be best if you also split your 9’s against a 9 or 10 upcard. Yes, the blackjack world is upside down on this side bet, but you’ll live. Breathe, breathe. It would help if you also doubled down on your 5’s against a 2 through 6. To round everything else off, hit all your remaining pairs of 2’s through 6’s, but split your 2’s and 3’s against 7’s and 8’s. If you can remember those rules, you can drive a few players nuts while driving the overall house edge for your blackjack wager and the side bet to about a quarter of a percent. $

EXCITEMENT OF MORE TABLE GAMES Years Ago You Read About It Here First & Now They’re Coming!

A

rizona casinos started with slot machines and added poker more than 20 years ago. Then an expanded compact included poker-style games (Crazy 4 Poker, Ultimate Texas Hold ’Em, and even War) plus blackjack. Adding additional table games has been a long process, but I’m sure you’ll be happy to have more choices arriving at your favorite casino over the next few months. One reason to be happy is that while poker-style table games are fun, many have higher casino win rates than the coming games. Three Card Poker is excellent, but it’s also the highest percentage earning game in town with a 30% hold! Keep in mind that the 30% number is the overall percentage the house wins, not the house edge. The house edge on the Pass Line wager at craps is a mere 1.41% and wagering on the Banker bet at baccarat has a house edge of just 1.06%, both lower than the house edge most blackjack players get. The Sneaky Thing About Craps and Roulette One of the exciting things about craps and roulette is that you’ll feel like you are really into the game, making bets, getting loud, and rooting together for great rolls and spins. But at the same time, you can have bets that keep winning roll after roll, spin after spin! And at new higher limits if you want!

Craps and roulette have many different wagers, but if you stick to your favorites, you’ll make fewer wagers and encounter a lower bet total by the end of your play. At craps, this happens because it takes an average of three to four rolls for your Pass line bet to get resolved. When you make a wager on the Pass line, you win or lose on the first roll (2, 3, 7, 11, 12), or have to wait until your point (4, 5, 6, 8, 9, 10) is rolled again before a seven to find out if you win or lose. Since there are fewer rolls per hour at craps than hands per hour at blackjack, you’ll only have about 30% as many decisions on your wager! So, you can get all the fun while risking less than at blackjack. At roulette, you can cover several numbers with just a single

16 Arizona Gaming Guide | June 2021 | azgamingguide.com

chip. So even if you don’t hit your favorite, you can get a piece of the winning action from a layout neighbor number. And it takes a while between spins to get all the bets paid and get the new ones in place. So, like craps, you won’t have as many decisions (spins) per hour as you might think. Live and Electronic Versions You’ll find electronic versions of the coming table games at casinos in Arizona right now, so you can check them out and get a feel for the games immediately. And they’ll probably still be available for a while even after the live games open. Electronic games go faster than the live tables, so don’t worry about playing the real thing when they get to your casino! The dealers will be happy to explain how to bet, play, and even toss the dice at craps. There are some tricks and tips you’ll want to know, but those will have to wait until next month. See you then! $ Writer Al Moe has worked in the casino industry for many years. He has lived and worked in Las Vegas, Reno, and Lake Tahoe. He also attended the University of Nevada, Reno. He is an avid writer and blogger. His book, “Vegas and the Mob," is available online at Amazon.com. He is also the proud father of four beautiful girls.

BLACKJACK ETTIQUETTE REVISITED As The Heat Cranks Up, Remember These Courtesies At The Tables

B

lackjack etiquette, by definition, is an unwritten code of common courtesies for blackjack players. Gamblers as a general rule are extremely superstitious, and if there is a sudden change in their luck for the worse, any new element will get the blame. There are no mathematical statistics to back up any claims that a certain event will change the flow of cards from good to bad. However, if you want to avoid being blamed for other players’ bad luck, just follow these simple practices and you will always be a welcome addition to any blackjack game. Ask Permission When approaching a game already in progress, ask the other players seated at the table if they mind if you join. This is the polite way to enter a game. That way if the cards take a turn for the worse, the other players can only blame themselves. If players have been winning prior to your arrival, and you fail to ask permission, be ready for some nasty glares and evil looks if the cards turn bad. The other players may not say anything but trust me they are not thinking happy thoughts about you. If you sit down and the very first hand the dealer receives blackjack, I would hate to be you. With the addition of a new player mid shoe the others players will blame you if the flow of cards changes for the worse. Don't Split Tens Without Asking There are very few things that you can do as a blackjack player that will draw such an adverse reaction from the other players at the table as splitting a pair of tens. If you feel the need to do so, ask the other players if they mind. That way, if you get their consent and it does cause them to lose, at least they all won't join together and form a mob against you. Remember 70% of all the money you will win playing blackjack comes from the hand of twenty and blackjack. That's why you should never split tens, unless of course you enjoy losing. If you have a strong desire to split a winning hand of twenty, you might want to wait until you are the only player at the table. I personally am of the opinion that it is your money, play however you want. However, the majority of blackjack players

18 Arizona Gaming Guide | June 2021 | azgamingguide.com

don't share my view. Don't Be Rude In the very few casinos in Arizona that currently allow smoking, if you have the desire to smoke at the table at least ask the other players if they mind. In all the other non-smoking casinos in Arizona, follow the Golden Rule: Do unto others as you would have them do unto you. Don’t be a jerk and please use some common sense. Tip The Dealer The blackjack dealers are paid minimum hourly wage, so the majority of their income is from tips. If you have a winning session, take care of the dealer. They will be much more friendly the next time you see them. Playing Two Hands If there is a spot open next to your seat and you decide to play two hands, it is always polite to ask the other players if they mind. Again, this is a good idea in case the dealer turns up a blackjack after you add the additional hand. If you play two hands, continue playing two until the end of the shoe. If you go back and forth between one and two you will be blamed for changing the cards if they turn ugly. If you adhere to these common courtesies when you play blackjack it will create a friendly atmosphere at your table which always makes the game more enjoyable. If you would like to be the one that has the winning edge over the casino, my new book, How To Become A Blackjack Jedi by TJ Jorgensen, is available on Amazon in both hard copy and eBook format. I teach how to overcome the house advantage. After all, it’s much more fun to win than it is to lose. COVER STORY—Arizona’s New Gaming Compact

A New Compact! What’s The Big Deal? The big deal about Arizona’s new Tribal-State Gaming Compact is more than just a few slots, chips, table games, sports & event betting, and dollars. According to our sources, the new compact is the result of four to five years of good-faith negotiations between the Governor’s office and Arizona’s Native American Tribes. Both parties have worked diligently to modernize an almost two decades old agreement and prepare Arizona to remain competitive with other gaming jurisdictions around the country and the world moving forward. 20 Arizona Gaming Guide | June 2021 | azgamingguide.com

Class III Gaming Devices [slot machines, etc.], blackjack, jackpot poker (incl. promotional award & house banked), keno, lottery, off-track pari-mutuel wagering, pari-mutuel wagering on horse racing, baccarat, roulette, craps, sic bo, pai gow, dealer controlled electronic table games, event wagering, fantasy sports contests, & more...

Interested? You Should Be! Here are just a few (what we consider to be major) changes to the scope of gaming here in Arizona now that the compact has been released to the public. 1. “Far West Facility means the Gaming Facility that the Tohono O’Odham Nation is authorized to operate on the Far West Valley Trust Land.” Hmm… The Tohono O’Odham Nation (owns and operates four casinos: Desert Diamond Casino—West Valley, Tucson, Sahuarita, and Why) can build a fifth casino North of Northern Avenue, West of Reems Road and South of Waddell road once the federal government settles a land trust agreement. Basically, there will be a new casino out by Luke Air Force Base. Soon.

For more information about the new Arizona Tribal-State Gaming Compact, visit the Arizona Department of Gaming’s website at Gaming.AZ.gov. $ Editor’s Note: Quotes appearing in this article were taken directly from the file “Amended and Restated Compact—EXEMPLAR COPY.pdf” released at the end of April 2021 and available on the Arizona Department of Gaming’s website (above).

Max Slots Per Casino:

2. “Lower Highway 89 Gaming Facility means a Gaming Facility that is authorized to be operated by Navajo Nation on land west of Highway 89 between mile marker 421 and mile marker 423, which may be acquired in trust by the United States…” So, the Navajo Nation can put a new casino just North of Flagstaff to add to the four they already own and operate on their lands across several states. Soon.

With Periodic Increases To Slots In The Future

3. “Pascua Yaqui Third Facility means the third Gaming Facility allocated to the Pascua Yaqui Tribe under the 2021 Compact, to be located in an area South of West Grant Road, East of Interstate 10, North of West Calle Adelanto, and West of North 15th Avenue in the City of Tucson, Arizona, when such land is acquired in trust…”

Essentially, the Pascua Yaqui Tribe (which owns and operates Casino del Sol & Casino of the Sun in Tucson) can expand a community center into a casino just North of downtown Tucson off of I-10. Soon.

VIDEO POKER CORNER By Lana Hartmann

CHASING ROYALS Odds Of Getting A Royal Flush

T

he Royal Flush is the highest paying video poker hand and the most coveted pinnacle of success for every video poker player. In fact, ask any true aficionado of the game and he or she will recall—in detail—all of their most memorable Royals. Just what are the odds of hitting this enviable win? Not as improbable as most people believe! A Royal Flush will happen (on average) once every 40,000 hands played. When a 52-card deck is utilized, (the standard for most video poker games) there are 2,598,960 different 5-card hands that can be formed where order is not important. Only 4 of these hands can be the Royal Flush (one for each suit). So, a Royal Flush of any suit can happen once in every 649,740 hands.

Royal Flush: Once Every 40,000 Hands. Since cards can be discarded from the original hand and up to 5 new cards can be drawn, statistically, the odds improve for the player. Thus, a Royal happens once in every 40,000 hands played (on average). The words “on average” are important to understand, because 40,000 is the long run average of how many hands it will take to hit the Royal. It should not be interpreted as the exact number. For example, everyone knows that the odds of tossing a “heads” with a two-sided coin is 1 in 2. However, it is unreasonable to believe that exactly 50% of the time you will get a “heads” and 50% of the time you will get a “tails.” Also, since optimal strategy varies from one video poker game to another, this number will vary, but not by much. Since some games’ optimal strategy requires that 2 or 3-card hands for the Royal be held, the odds increase slightly of obtaining the Royal while in other games this is not the case. Have fun chasing royals. We always do! $

Arizona Department Of Gaming Preparing Rules To Quickly & Responsibly Implement New Gaming Opportunities

The Arizona Department of Gaming (ADG) has begun drafting rules for new forms of gaming in Arizona following Governor Doug Ducey’s signing of historic legislation and an amended Tribal-State Gaming Compacts (Compacts). This paves the way for modernized gaming in Arizona and will soon generate millions of dollars in new revenue for essential public services.

“I am excited to see House Bill 2772 pass through the legislature and signed by Governor Ducey,” said Ted Vogt, Director, ADG. “The Department is already hard at work drafting rules and procedures to ensure the safety and security of the Arizona betting public as we look towards implementing event and fantasy sports wagering in the months ahead.”

Back in April, Governor Doug Ducey signed House Bill 2772 and the amended Compacts, legalizing fantasy sports contests and event wagering in the State of Arizona. ADG will initiate a robust public process to develop rules for these new forms of gaming. The Department is hard at work to make these new gaming opportunities available to Arizonans responsibly and as soon as possible.

While ADG has already begun drafting rules for these new forms of legalized games, there are several steps these rules and associated amended Compacts will have to go through in order to become operational. You can learn more by viewing their website to see a tentative rule drafting and operational timeline.

This comprehensive legislation directs the ADG to adopt rules and act as the primary regulator and enforcement body for fantasy sports contests and event wagering. Additionally, this legislation requires fantasy sports contests and event wagering providers to furnish help for those who may have a problem with gambling, as well as allows individuals to exclude themselves from these new forms of legal wagering statewide.

Arizona Sportsbooks Will Grow To Take In More Than $3 Billion In Bets Annually

Arizona will grow into a particularly lucrative market for its fledgling sports betting industry, capable of generating more than $3 billion in annual wagers and $200 million in annual gross gaming revenue, according to estimates by PlayAZ.com, which analyzes and researches the state's regulated online gaming and sports betting market. "Arizona is a particularly exciting development for legal sports betting in the U.S., with a collection of attributes that will likely help the market mature quickly," said Eric Ramsey, analyst for the PlayUSA.com network, which includes PlayAZ.com. "In fact, few other of the recently launched U.S. markets have quite as many positive characteristics. Because of this, the future is quite bright in Arizona." lion in state taxes. When Gov. Doug Ducey signed legislation to legalize sports betting in Arizona recently, the Grand Canyon State joined 26 other U.S. states and Washington D.C., that have regulated online sports betting in some form. Twenty-two of those jurisdictions have launched. According to PlayAZ projections, Arizona sportsbooks could take in as much as $3.3 billion in wagers annually at maturity, which could come as soon as the market's third year. That would produce as much as $225 million in gross gaming revenue annually, assuming a 7% "hold," which is the percentage sportsbooks keep after paying out winning bets. With a hypothetical 8% tax rate, the state projects $12.3 million in annual tax revenue. But the final tax rate is yet to be determined, and with promotional credits that will reduce the tax liability for operators, an accurate projection is impossible. Indiana may be Arizona's closest comparison among current markets. With some 500,000 fewer residents than Arizona, the Hoosier State produced $1.8 billion in bets and $138.4 million in gross operator revenue in 2020, despite major U.S. sports being shut down for more than three months in 2020. Through the first three months of 2021, Indiana sportsbooks have taken in $938.9 million in bets, including $316.7 million in March alone. The first quarter has produced $72.8 million in gross gaming revenues for Indiana sportsbooks, generating $6.9 mil-

"There is no question that Arizona will be a fruitful market, but there are still a lot of moving parts that will need to be sorted before launch," said Dustin Gouker, lead analyst at PlayUSA.com. "Based on what is known now, though, the basic framework will be appealing for sportsbook operators." Arizona has a unique collection of positive attributes that should help make it flourish. For one, Arizona has a vibrant sporting landscape that includes a professional team in all four major North American sports leagues, four NCAA Division I college athletic programs, NASCAR races, and multiple PGA Tour events. Also, Arizona is an appealing sports tourism market with fans regularly traveling from all over for special events such as college bowl games, the Super Bowl, and the NCAA Tournament, in addition to regular season games and baseball's spring training. Plus, Arizona has the potential to appeal to some residents of Southern California. "One of the smartest things that Arizona did was to create a relatively open market, like Indiana, which will spur competition and raise the market's ceiling," Ramsey said. "We don't know the entire framework yet in Arizona but, ultimately, a truly competitive market benefits consumers while making the industry a reliable revenue producer for the state for years to come." $

BlueWater Resort & Casino Your Stay & Play Getaway On The Colorado River

City Of Chicago To Decide Who Operates One Casino—Resort Within City

For an unmatched gaming getaway, BlueWater Resort & Casino in Parker, AZ is a “shore” bet. In fact, this wildly popular destination is Arizona’s only gaming resort on the Colorado River. With 200 newly remodeled rooms and suites - all with stunning views of the river – BlueWater Resort & Casino offers you non-stop thrills and delights.

Recently, the City of Chicago officially issued a Request for Proposal (RFP) for the opportunity to apply for the sole casino license in the country’s third-largest metropolitan market. The selected partner will be able to propose its optimal site for the project, pending the approval by the City. Chicago aims to welcome the new casino-resort by 2025.

Try your luck with the newest slots, video games and blackjack in a bright and spacious casino. Indulge in a wide variety of delectable dining options, from the River Willow Steakhouse, the area’s premier upscale restaurant serving steaks, chops and seafood, to the famed BlueWater Grille where you can choose from a full menu of mouthwatering dishes with irresistible prices. Craving a quick bite? Visit the River Walk Deli for burgers, pizza, ice cream, Starbucks Coffee and more.

“After years of planning, we are beyond excited to begin the RFP process for Chicago’s first casino,” said Chicago Mayor Lori E. Lightfoot. “We look forward to collaborating with world-class operators to develop a premier entertainment destination that will catalyze growth in our dynamic economy, create sustainable, good-paying jobs for our workforce and bring new financial opportunities to our businesses.”

For water sports, plunge into fun with their 100-slip marina and expansive beach on the banks of the shimmering Colorado. Looking for a spot for your RV? The Chicago casino project currently is one of the country’s most attractive casino-resort development opportunities. A global gateway city with 9.5 million residents, Chicago welcomed 60 million domestic and 1.5 million international visitors in 2019. The potential gaming operator will be able to incorporate its property into the City’s vibrant cultural scene, robust public transit infrastructure and highly diversified economy. Additionally, a significantly lower tax rate was made available to a potential operator due to the passing of Public Act 101-648.

The holder of the Chicago owner’s license can operate a temporary casino for up to 24 months (subject to a 12-month extension) and, thereafter, a permanent casino located in the City. In addition to a casino, the gaming enterprise will also have the opportunity to operate slot machines at Chicago Midway International Airport (MDW) and Chicago O’Hare International Airport (ORD). $

Casino Arizona, Talking Stick Resort Reopens Select Restaurants & Spa Safety Measures Remain In Place Through Second Phase Of Reopening Amenities

Casino Arizona and Talking Stick Resort, enterprises owned and operated by the Salt River Pima-Maricopa Indian Community, recently entered into the second phase of their reopening. The new phase will mark the return of some of each property’s most beloved restaurants and comes nearly a year after they were temporarily closed due to the COVID-19 pandemic. “It is with great excitement that we take the next step in fully opening Casino Arizona and Talking Stick Resort,” said Ramon Martinez, director of public relations for Casino Arizona and Talking Stick Resort. “We have taken deliberate action in the coordination of a phased reopening to ensure that food and beverage operations at each property are conducted with the utmost care and safety for our guests. We have no doubt they have been missing the chance to dine at some of these eateries, and we are delighted to welcome them back.” As Casino Arizona and Talking Stick Resort enters the next phase of opening, some restaurants, previously open only for grab and go offerings, will now be open for table service. At Casino Arizona, this will include Willows and Cholla Prime Restaurant and Lounge. Additionally, the property’s popular Roast Beef Station will reopen as will walk-up service in the Bingo Hall. Happy hour has now also returned casino-wide on April 26 and will continue regularly Monday through Friday.

32 Arizona Gaming Guide | June 2021 | azgamingguide.com

Similarly, Talking Stick Resort has reopened some of its restaurants, but in a more sequenced manner. Ocean Trail began to offer dine-in service on Monday, April 26, while Blue Coyote Cantina and The ARENA Poker Room resumed serving food on May 3. The Resort’s signature restaurant, Orange Sky, and its O Lounge, reopened on May 12. In addition to Orange Sky, The Spa at Talking Stick reopened for limited salon services on May 3. It resumed full operations with massage and esthetician services on May 17. While many services are scheduled to resume in the coming weeks, others like the buffets will remain closed until Casino Arizona and Talking Stick Resort reach the third phase of reopening. “By far the biggest, most consistent question we get from our guests is, when will the buffets open,” said Martinez. “We are continuing to evaluate operations and will reopen them as soon as we safely can.” Further, Casino Arizona and Talking Stick Resort will keep their current safety practices and procedures in place through their second phase of reopening and beyond. Among them temperature checks, the use of masks, plexiglass dividers at slot machines and table games, and social distancing. The properties will also remain smoke-free at this time. For more information on the second phase of reopening for Casino Arizona and Talking Stick Resort, visit CasinoArizona.com and TalkingStickResort.com, respectively. $

COVID PRECAUTIONS BY CASINO—II Casinos Instituting Different Policies—Inquire Before You Visit

T

he month of May was full of new guidance and advice by various agencies regarding the COVID-19 pandemic. Our readers should be aware that as agencies continue to revise their guidelines, casinos may or may not adapt less strict guidelines. Clearly, policies are still changing and are different between casinos. I’ve updated last month’s list that covers the basic COVID guidelines by casino. The table below was revised in late May, 2021. I advise our readers to verify with each casino (prior to arriving) by calling, or visiting their website, regarding their current COVID policies and hours of operation. Especially since each casino is owned and operated by a sovereign native tribe. $ CASINO

Embroiled in a number of legal matters including a custody battle, a man had become completely disgusted with lawyers in general. One evening, at a restaurant counter, he began venting. “All lawyers are jerks,” he loudly proclaimed. A man sitting nearby immediately stood up and confronted the complainer. “Look, I am highly offended by what you said.” “Why? Are you a lawyer?” the man asked. “No, I’m not. I’m a jerk!”
