History of Mahintana

F

ounded on August 12, 1977, Mahintana Foundation, Inc. is the brainchild of a group of executives from Dole Philippines, Inc. and professionals from South Cotabato. The foundation was registered under the Securities and Exchange Commission on September 12, 1977. B’laan terms “mahin” and “tana,” meaning sea and land, were used in honor of the first indigenous tribe settlers in the area. The foundation then was under direct supervision of the Community Relations Department of Dole Philippines, Inc. with Dr. Jorge F. Calderon, Sr. as its Chairperson. Mahintana Foundation, Inc. spun off from the company’s supervision in 1993 to give more room for development and implementations of its programs and projects, although it still extends its assistance to the Community Development project implementations of Dole Philippines, Inc. Message from the President & CEO STAYING TRUE TO ITS MISSION and vision in working towards sustainable and resilient communities, Mahintana continues to serve with leadership, excellence, integrity, and commitment. The foundation is giving strong emphasis on being receptive and adaptive to the fast-changing world particularly on the technologies, initiatives and innovations in environment, governance, renewable energy, and livelihood opportunities. We feel we have to be attuned with the changes and consider these as opportunities, while taking all the development challenges in consideration such as the rise of corona virus, natural calamities, etc. Also, it hopes to upscale its reach and influence through active partnership with government agencies, LGUs, CSOs and other development partners. As for renewable energy intervention, Mahintana ventures into solar home systems and other productive uses of renewable energy (PURE). In partnership with the EU, DOE, NEA, PEF, World Bank,

and local electric cooperatives, the SOLARES Project identified MFIs and cooperatives for its livelihood component, profiled at least 6,500 off-grid homes, and is currently negotiating with the SHS supplier. At the moment, we are actively promoting ODK, Qlik and the like systems for monitoring, mapping, etc. Mahintana, through the RESOURCEGov 2 Project, presented these civic tech tools and the project accomplishments to an international audience during the OGP Global Summit in Ottawa, Canada.

To address all these concerns, Mahintana reviewed and renewed its 5-year strategic plan to ensure its appropriateness, adaptability and sustainability of the gains achieved so far. In the future, we dream to showcase and share the organization’s experiences to our international partners.

We are aligning ourselves to the current thrust of the government especially in the implementation of the Universal Health Care Law. The HEALTH Plus Project provides technical assistance and sits as a member of the UHC TWG in South Cotabato.

As I end my watch, I would like to express my profound gratitude to the board of trustees, donors, partners and the staff for all the support given me in my 27 years of service to Mahintana. For 2020, the organization will be under a new leadership. Yet, rest assured it will continue to dream and work to reach its goals.

Moreover, we will continue to assist Dolefil in the enhancement of its contract growing and other endeavors that will strengthen communities.

RESOURCEGov

T

he Revenue Enhancement by Strengthening and Optimizing the Utilization of Resources and CSO Engagement in Local Governance Phase 2 Project is European Union-funded and Dolefil co-funded project that capacitates the 56 local government units of Regions 11, 12 and 13 to improve their local governance and CSO participation. In its 2nd year, covering November 1, 2018 to October 31, 2019, the project has continued to gain popularity among the local government units and government agencies across Mindanao and the country.

LITS was already installed to 84 barangays of the 8 existing LGUs of Region XII. Moreover, Sarangani Provincial Vice-Governor’s Office works hand-in-hand with the project to promote LITS adoption in the province. The vice governor pledged Php 1 Million worth of computer sets for the Sarangani BLGUs aimed to strengthen local legislation in the barangay level. Not only that, the Sangguniang Panlalawigan of South Cotabato already started using the system and aims to make an online version of LITS.

local government agencies and civil society organizations. To add to the LGUs’ revenue enhancement mechanisms, the project facilitated Real Property Tax Mapping Trainings and actual mapping of pilot barangays of President Quirino, Libungan, Aleosan, and Antipas. The activity aimed to correct and update the municipal assessor’s data, generate a revised cadastral map, and identify the delinquent tax payers. On the other hand, ODK-based business tax mapping trainings gained more demand as the DOF-BLGF XII has become one of the project partners. Being the overseer of the local treasurers and assessors in the region, the DOF-BLGF XII encourages the

For ODK/Qlik Systems, 20 out of 40 LGUs already adopted the systems, as well as, different

19

use of ODK in the business tax mapping to help increase the LGUs’ local revenue. Moreover, the project was requested by iPHO South Cotabato to conduct ODK training for the implementation of the Universal Health Care in South Cotabato. The project facilitated CSO assemblies assisting CSOs in the re-election of officers, reorganization, information dissemination in the requirements for the CSO accreditation, formulation of CSO agenda for the ELA, and orientation of the local special bodies. As a result, 167 out of 466 accredited CSOs are seated in the different LSBs of the 14 LGUs.

Moreover, the CSIS results of the 6 expansion LGUs of Regions 11 & 13 played a big role during the ELA formulation and the CPAP.According to the LCEs and LGU department heads, the results are eye-opening since these give them the idea on how the constituents see their LGU services and how they can improve the quality of these services. The CSIS survey for the 8 existing areas will commence in February 2020. In partnership with the Province of South Cotabato, the project presented its intervention during the OGP Global Summit in Ottawa, Canada. The presentation was deemed one of the top 10 best takeaways by the Scottish Government blog. Moreover, the project networking and linkaging continues as 22 organizations connect with the project to learn and/or adopt the systems. The 2nd Mindanao Learning Exchange was avenue for the partner LGUs and CSOs to showcase and share their best practices of the projects to LGUs and CSOs of the Mindanao Region. For the visibility actions, the project installed 6 project billboards in conspicuous places of the 6 partner LGUs in Regions 11 & 13. The project and its beneficiaries were posted in EU Delegation of the Philippines social media page twice in 2019, and other local media partners in the regions whether TV, print or social media pages. To cope with the increasing demand for trainings, the project intends to develop a pool of trainers from the LGUs and academes as one of its sustainability mechanisms in Year 3. The project hopes to reach more LGUs and CSOs in the process, becoming the learning sites of the interventions for the whole Philippines.
