he sphere of Public Safety is full of deceiving ogres. Yet, in the laboratory of future leaders where excellence is the epitome of knowledge, character and skill, arise the bastion of hope that will shine on the threshold of creating a better line of Public Service.

E

ducation, like the mass of our age’s invention, is after all, only a tool; everything depends upon how the marksman uses it - The Simple Life.

I found myself walking in an alley along Recto Avenue where sculptors were busy with their work of art. I was emphatic on how they were able to develop such delightful statue with every single detail finely engraved. They captured my attention and eventually drove me to have a better look on how they came up with a prolific statue. According to them it is the proper use of tools on a particular part of the artwork. The tools must be vividly selected and it must be suitable to what it was meant to be. There and then, I already knew that the beauty of the artwork halfly laid on the tools being utilized and the other half laid on the skill of the sculptor making a hundred percent stunning art. Education sets the standard of the learning process and it is considered as the benchmark that should be developed in a certain scheme for the easy absorption of the learner. It is a necessity for an institution to know what should be done and what should be developed to cope up with the learner’s need for education.

Since the Academy is known as the premier institution for the training and education of future Public Safety Officers, it is necessary to implement a standardized curriculum fitted to the learning environment of the Academy. It is comparable with how the sculptor uses the most suitable tool for the development of his artwork. The Academe should equally source out the best tool that should be imposed upon the cadets to maximize their capacity on the learning process. With these tools worked upon the cadets, it is expected to implant a will and facility for learning among them and should produce not learned but learning officers. Education does not solely lies upon the very competent professor nor any prestigious academe but it also lies upon the suitable approach towards the realization of effective learning process.

Success depends on the knowledge and skills acquired through education and experience. To the Cadet Corps, you have started the semester with new challenges and pressures in academics. The implementation of modular subjects in academic instructions is in preparation for your future profession as Public Safety Officers. New programs are set forth in line with the demands of our work in a fast changing society. Consider these new challenges as a strong foundation for a greater endeavor in the field of public service. As cadets and as government scholars, you are expected to meet the highest standards of discipline, to possess a strong sense of character and be intellectually competent. To know the “yet-to be known” about the fundamentals of Public Safety will be the basic foundation for the real battle in the field. The acquired knowledge in the Academy will be your ultimate weapon to carry out quality services to our clientele, the community and to our country in general. Sacrifice, patience, understanding and implacable purpose may be our lot for years to come. Always aim for greater knowledge, to love servitude and to walk humbly with God. ne passage tells, “ today dictates the future.” Henceforth our Academy will implement the most effective method of learning in terms of managerial skills, leadership principles and character development. It is upon providing the best education, knocks the best opportunity to our cadets. As a proud father of the Cadet Corps, I will ensure my cadets to be the paragon of excellence and the exemplar of great character through formal education and training programs. I will find the most efficient measures to educate my beloved cadets with the comprehensive knowledge and skills to become the best and the brightest public servants in the land. Many more challenges will confront our country in the coming years as we forge ahead fortifying the foundations of our democracy, and in realizing the visions of national leadership. We have no doubt whatsoever that in those years ahead, the Cadet Corps whose ideas and insights shall be realized in their time will continue to play a formidable, reassuring role in the field of Public Safety.

Education plays the most important keys to open the door of success and to serve as a milestone on the way going to the top as future Public Safety officers.

“Education is an admirable thing, but it is well to remember from time to time that nothing that is worth learning can be taught.” -- Oscar Wilde Education is the knowledge of putting one’s potentials to maximum use. We consider education as a very precious tool in life. It cannot be measured by money, fame and other things for we consider education as a key to success. It might discount one’s social status and the financial capabilities unless there is the strong desire to achieve the goals of which he or she truly envisions. Without education people would not acquire great skills and talents to make them successful in both career and family life. Education is the only treasure that one keeps and that nobody can take away. Every cadet can enjoy education if only there is proper management in Corps activities in the academy. Education plays the most important keys to open the door of success and to serve as a milestone on the way going to the top as future Public Safety officers. In fact, education may be viewed as a process, a product or both. It is a lifelong process that includes both formal instruction and a broad range of experiences. It is the result of the society’s need to prepare its young minds for future roles. It is the natural process of growth. For some ordinary students, education is simply going to school, occupying designated seats in classrooms, taking down notes, listening to their teachers and taking the exams. With the “bahala na”, attitude students enjoy school life as light as possible. Some are neglecting the consequences it might give or what would be the negative results in the end. As Public Safety Officers, we will stand in a society not only as protector of the people’s right or an implementor of enacted laws but as an effective educator as well. So, how could we share to others if we have inadequate education? It is very much necessary that we give emphasis on learning for self improvement and intellectual progress. As catalyst of change, we will undertake the best measure in order to realize our dream for the Tri-Bureau Service of becoming truly public servants of the people, not merely as “defender of the flag or keeper of peace but as friends of the weak and the protector of the oppressed.” Indeed, as we have dreamed so must we achieve.

of Information”. The trend in our everyday transactions require competition of brainstorming and mind boggling ideas which practically provide bigger benefits on our personal advantage. Law enforcement plays a pivotal role of bridging the gap between its agents and the community by introducing new technology and by aiming for intellectual advancement to cater the needs of our society. The Philippine National Police Academy aims to further enhance the skills and potentials of cadets as future peacekeepers and law enforcers of the country. It creates an atmosphere for the Cadet Corps to develop the passion for education in the field of Public Safety. As part of the medium towards academic transformation, the cadets are trained to maximize all the information being acquired during the Cadetship Training Program. It shall be utilized for the betterment of immediate constituents. Cadets shall be the example, if not the best, at least the ideal transformational leaders to all their comrades and subordinates. It is expected that every graduate have been transformed into refined individuals who are reliable and credible Public Safety Officers measured through the quality of their works and achievements.

A

s public servants, we continually face challenges and how we view them defines us! What about you? Do you choose to see the challenges as stepping-stones or as hindrances? As your senior and at the same time your mentor, I want to touch your heart, uplift your soul and encourage you to see these challenges as stepping-stones or opportunities and not as obstacles. Hopefully, the challenges you will be facing will be viewed as a great opportunity to prove yourself and to show that indeed you are the best among the rest. More so, if you will view them as opportunities, then it will always inspire you to develop further and ultimately actualize more of your goals. But mind you, you cannot do that without great preparations. As I keep on reiterating to all of you, you need to study hard and be prepared. There is no replacement for giving a hard try in studying your lessons, for this will later on, once you formally entered any branch of the law enforcement agency will surely guide you to hurdle all the challenges that from time to time might confront you. Once you are equipped with the knowledge and wisdom, you will never go wrong but will always excel in whatever endeavor you might take. And besides, if you are unprepared you might incur several liabilities while performing your official duties. Like for instance, if you will conduct police drug operation and through patent laxity, excusable neglect, unreasonable delay or deliberately causes the unsuccessful prosecution and/or dismissal of the said drug cases, then you might be prosecuted under the provisions of RA 9165 for bungling of evidence and shall suffer the penalty of imprisonment ranging from twelve (12) years and one (1) day or twenty (20) years without prejudice to your prosecution under the pertinent provisions of the Revised Penal Code and without prejudice to the filing of administrative case with imposable penalty of dismissal from the service. I hope you will not encounter that kind of

problem for my precious dream for all of you is to be the young blood in the public service who will introduce new ideas, feasible approaches and who will stop the old nations and traditions which were not working for the good of the organization. In doing that, you need to create a vision whereby public service becomes synonymous with excellence, innovation, honor, integrity and outstanding quality of service. And I might appear redundant, but my beloved students, the secret is best preparation that is focusing and studying on your academic requirements. Another challenge that might surprise you particularly in the Philippine National Police is, we have a kaleidoscope of professionals different in so many ways, with emphasis on the manner of their entry to the commisionship, which somehow created a gap between police commissioned officer. Some may choose to see diversity as an obstacle-dividing rather than unifying. But with you, I am encouraging you to see this diversity as a stepping-stone. You need to unify the force and focus on the individuals’ strength and use their strengths in a very goaldirected niche within our organization. We are so fortunate to have personnel that enhance our vision with their special talents, given willingly and passionately. I know for a fact that no one is perfect, but I know even with a very short time I was with you; you keep working on that, to obtain perfection in everything you do. Your moment in the public service is fast approaching and for me underneath it all-I do honestly believe that all of you will make a difference and will contribute for the good of the public service. I have the utmost belief that after four years of stay with the Philippine National Police Academy you will have the feeling of total confidence that you can make your career the way you envision it. Don’t let people tell you that you can’t do something. After all, you deserve to experience a life of joy, freedom and completeness.

Most children have become juvenile delinquent either out of necessity or they have been compelled or coerced by adults. Apparently, most children involve there in, are those out of school and those who came from broken families.

CHAPTER 2

PRINCIPLES IN THE ADMINISTRATION OF JUVENILE JUSTICE AND WELFARE SEC. 5. Rights of the Child in Conflict with the Law. - Every child in conflict with the law shall have the following rights, including but not limited to:

(a) the right not to be subjected to torture or other cruel, inhuman or degrading treatment or punishment; (b)

the right not to be imposed a sentence of capital punishment or life imprisonment, without the possibility of release;

(c)

the right not to be deprived, unlawfully or arbitrarily, of his/her liberty; detention or imprisonment being a disposition of last resort, and which shall be for the shortest appropriate period of time;

(d) the right to be treated with humanity and respect, for the inherent dignity of the person, and in a manner which takes into account the needs of a person of his/her age. In particular, a child deprived of liberty shall be separated from adult offenders at all times. No child shall be detained together with adult offenders. He/She shall be conveyed separately to or from court. He/She shall await hearing of his/her own case in a separate holding area. A child in conflict with the law shall have the right to maintain contact with his/her family through correspondence and visits, save in exceptional circumstances; (e) the right to prompt access to legal and other appropriate assistance, as well as the right to challenge the legality of the deprivation of his/her liberty before a court or other competent, independent and impartial authority, and to a prompt decision on such action; (f)

The state further adopts the provisions of the United Nations Standard Minimum Rules for the administration of juvenile justice or “Beijing Rules”, United Nations Guidelines for the “Prevention of Juvenile Delinquency” or the “Riyadh Guidelines”, and the United Nations rules for the protection of juveniles deprived of liberty.

(g) The right to testify as a witness in his/her own behalf under the rule on examination of a child witness; (h) The right to have his/her privacy respected fully at all stages of the proceedings; (i)

The right to diversion if he/she is qualified and voluntarily avails of the same;

The right to be imposed a judgment in proportion to the gravity of the offense where his/her best interest, the rights of the victim and the needs of society are all taken into consideration by the court, under the principle of restorative justice;

(k) The right to have restrictions on his/her personal liberty limited to the minimum, and where discretion is given by law to the judge to determine whether to impose fine or imprisonment, the imposition of fine being preferred as the more appropriate penalty; (I)

It has been noted on the previous years the rampant involvement of juvenile with serious offenses and petty crimes. Reports show that most children have become juvenile delinquent either out of necessity or they have been compelled or coerced by adults. Apparently, most children involve therein, are those out of school and those who came from broken families. Likewise, data indicate that most committed crimes involving juveniles are vagrancy, truancy, begging or alcohol use. These are actually status offenses that are not deemed criminal when committed by adults. Yet, children are being subjected to imprisonment, they must be informed of their rights as stipulated in Section 5 of Republic Act 9344 otherwise known as “The Juvenile Justice and Welfare Act of 2006” or the Rights of children in conflict with the law.

(m) The right to probation as an alternative to imprisonment, if qualified under the Probation Law; (n) The right to be free from liability for perjury, concealment or misrepresentation; and (o) Other rights as provided for under existing laws, rules and regulations.

Upon availing of my two day weekend privilege, I took advantage of opening my facebook account - expecting that fresh news feeds will stir my interest. I got to know about my siblings’ whereabouts, even pried up updated photos; greeted my friends; replied to posted messages and intriguing statements written on friends’ walls. However, as I carefully read between the lines scribbled on the status walls, I deciphered a lot of grievances, regrets, and even frustrations hidden behind the worded smiles and laughters reflected on the profile image. Then, the gray lettered query, “ What’s on your mind?” caught my attention and enticed me to share my inner thoughts. But, I hesitated and contemplated for several moments. Whenever we normally convey our ideas, opinions and even express our own emotions - deeply embedded with our hopes and desires - we tend to pour out our feelings and thoughts to lighten the burden and the pressure over something within. Thus, we decided to interact through social networking sites - to get sympathy from others by sending assurances or simple comments.

In this particular comic strip, Garfield sat with this puzzled look on his face, and it read, “Just when I finally figure out where it is at, somebody moves it.” Garfield hits the nail on the head; things are moving. It’s not easy for him to figure out where it is going and he is keeping up with change is ever more challenging. The magnitude of change and the consequences of change are significant. Wrong decisions have more severe results than ever. Today, many decisions feel more urgent, more complicated, and require immediate attention. For the past months, the Academy has set many declarations which apparently renewed the traditional schemes of the institution, such as the mode of admission of the new breed of cadets – the class 2015; the implementation of modular course of instruction; reorganization of group of mentors and the training staff of academics and tactics departments; and the full indoctrination of the Oath of Covenant to the prevailing condition of the Cadet Corps. Resistance to change comes from a fear of the unknown or an expectation of loss.

The front-end of this resistance to change is how these changes are perceived. The backend is how well-equipped to deal with the expected changes. The degree of resistance to change is determined by whether we perceive the change as good or bad, and how severe we expect the impact of such change on us. Our ultimate acceptance of the change is a function of how much resistance we have and the quality of our coping skills and support system. Our duty as future leaders is to address this resistance from both ends to help reduce it to a minimal, manageable level. Part of our obligation is not to bulldoze this resistance so we can move ahead. People cannot simply change as it is when we break out from long established traditions. Perhaps, we don’t want to change, or we just want to stay where we are, or we want to change, but not in the way we want them to. Whatever the reason, getting ourselves to change would be like hitting our head on a brick wall. The brick wall doesn’t change, but your head would definitely undergo some undesirable changes. Change can either be a good or a bad thing for a personal perspective. Much of it depends on whether they take it in a positive or negative way. According to Harold Wilson, “He who rejects change is the architect of decay. The only human institution which rejects progress is the cemetery.“


Love and Lost As a cadet, we already made the choice, a tough choice.

“You’ve got to find what you love. And that is as true for your work as it is for your lovers. Your work is going to fill a large part of your life, and the only way to be truly satisfied is to do what you believe is great work. And the only way to do great work is to love what you do.” - Steve Jobs What is your passion? This is the question I keep on asking when I heard the speech of Steve Jobs in a commencement exercises of Stanford University. He said he was lucky to know what he wants earlier in his life. But how about others, do they know what they really love to do? Many of us unknowingly deny what we want to do because of what others want us to do. It seems to be very complicated. When we were still young, we dreamt to become doctors, engineers, pilots or even soldiers. But as we grow up, we realize things could not be possible for some reasons. The reason might be either financial constraints or social status. In these cases, we found ourselves in the swirls of distractions. We are unsure of what

we really want and imprisoned on the thought of what is best for us. Others are tangled and lost because they failed to achieve what they do really aspire for and dream of. They eventually have unclear goals in life. When someone would ask of what they wanted, they bluntly reply “I don’t know”. This vague answer causes one to fear of doing or not doing something. Once God called us for something we love, it might manifest in falling out or losing what we have now. As a cadet, we already made the choice, a tough choice. And it is the reason that the Cadet Corps keep on moving forward to achieve our own passion and noble calling in the field of Public Safety.

R

ecently, I have fallen into a deep sleep, not of closing my eyes for a long period of time but for running out of ideas, words and librettos.

Nothing has really come into my mind since the start of the academe this year. My paper-ink chemistry has rested for so long wherein on this certain moment that I have to ask myself, do these paper, pen and a cup of coffee in this topsy-turvy table still work? This intimidated me from starting something new which has always been a deep worry about my shortcomings. I know that I have weaknesses, and I am afraid of it that it may lead to sudden failure. I could foretell that my weaknesses can be turned into strengths, but sadly, I have to admit that I am becoming a mediocre. I have to confess that for so long, I excel in an undesirable penchant of mediocrity. Although I aim of hitting the stars, still I cannot reach them out. I settled in the idea that impossibilities will always be impossible and will remain unattainable. I have adapted the Filipino trait of “bahala na” and “pwede na basta makasulong.” Now I have known the cancer of mediocrity has attacked my system. It frustrates me that I have given less value on my craft, my studies and many other things. I am soaked in regrets, frustrations and defeat. I cannot help myself from thinking of the if if’s and what could have been’s if I haven’t lived closely to mediocrity. I remember the story of the fern and the bamboo. The story tells of a man who decided to quit his life due to occupational and relationship distresses. He went to the woods. And there he met a farmer. “Sir”, he said. “Can you give me one good reason not to quit?” His answer surprised him. “Look around”, He said. “Do you see the fern and the bamboo?” “Yes”, he replied. “When I planted the fern and the bamboo seeds, I took very good care of them. I gave them light. I gave them water. The fern quickly grew from the earth. Its brilliant green covered the floor. Yet nothing came from the bamboo seed; I

did not quit on the bamboo.” “In the second year the fern grew more vibrant and plentiful. And again, nothing came from the bamboo seed. But I did not quit on the bamboo. In third year, there was still nothing from the bamboo seed. But I did not quit and the same thing happened in the following year. Again, I did not quit”, he said. “Then in the fifth year a tiny sprout emerged from the earth. Compared to the fern it was seemingly small and insignificant... But just 6 months later the bamboo rose to over 100 feet tall. It had spent the five years growing its roots. Those roots made it strong and gave it what it needed to survive.” The farmer said to him. “Do you know, that all the time of your struggles, you have actually been growing roots? I would not quit on the bamboo. You should never quit on yourself. Don’t compare yourself to others”, he said. “The bamboo had a different purpose than the fern. Yet they both make the forest beautiful. Your time will come”, he added to him. “You will rise high.” “How high should I rise?” he asked. “How high will the bamboo rise?”, he asked in return. “As high as it could?”, he questioned. “Yes”, He said, “Give glory by rising as high as you could.” Then and there, he had left the forest and spread this story. It’s a beautiful story which simply tells our attitude and not our aptitude, determining our success. Life is too precious to be lived with our weaknesses. One must not follow the herd of mediocre people so he could rise beyond the infinite sky as Patti Wilson implied, “Following the herd is a sure way to mediocrity.” Make importance of the weaknesses we possess for in return, it will be an important factor in braving indifference. Perhaps, we are not autopilot. It takes time to sprout and grow our roots and be one of those beautiful and strong grasses in the woods. It is a matter of fighting the insignificance by watering ourselves with determination and motivation to change. Let us not be trapped with the frailties within us, for with these things come our greatest strength.


A walk at the Shoreline

D

uring one of my summer vacations, I found myself walking boundlessly straight along the shore as the waves of the sea flaps to and fro. I can hear the

upsurge of the waves which murmurs its final verdict; further, extricating the idea entrenched within my system. I looked up to the sky and I hoped that the clouds would instantly converge to form the clues I needed. I was battling between two different decisions. Will it be the one which I really desired to or the one which from the past days subjugating my mind. In the battle between the desire and the mind, I fear that it would be me who gave triumph for the mind. As I continue my steps, I can see how the sand sink beneath my feet and how its every specs fill the gaps between my toes. I knew I left the footprints behind but surely I also knew that it will just be washed by the waves. The sun strikes me and seemingly piercing my skin - letting me feel that I should now take a stand. The pain is outrageous wherein I cannot endure for so long. Muffling is a mocking idea and the least I could do. Yes, finally I denounce my desire and totally gave in to what my mind dictates. I desired to be a medical practitioner but my mind dictates that I should be at the helm of the law enforcement. As future Public Safety Officers we are twigged to be the primary enforcers of the law and ensure that our people are bound to follow the specifications set therein. But what bombards us most is the deteriorating image of the law enforcement organization. Police officers do stumble with little things in the course of their duty. It is not because they lack sufficient knowledge but it is because their decisions and actions are swallowed by their ignorance, maybe it is harsh but definitely it is true. Apart from the qualities of the sand, I do not want myself to be succumbed and dumped with this tainted reputation

Consider every resources of the government spent in the most prolific way and that is our education and training. nor shall I sink into this system as the sand tries to fit in between the toes. The system may already be set prior to my existence but it will not qualify the idea I will also fit myself with it. We must not be liabilities of the organization, especially as cadets. Knowledge through education and training must be acquired first so that by the time tests comes along the course of our duty, we will not be easily compelled to take an action differently from what is right, in most of the trying times. In order not to add up to the organization’s burden, let our mind triumph over our personal desires because our boss is the Filipino people and not ourselves or any other influential individual. Consider every resources of the government spent in the most prolific way and that is our education and training. Consider every taxpayer’s money in the most productive disposition which is simply attending to our primordial responsibilities of working 24/7 to ensure public’s safety. And consider every wisdom of our mentors as stepping-stones to reach our most coveted victory, the revival of our integrity. Soon we will realize that with actions partitioned from what is upright we would all arrive at the BRIGHTER SIDE.

A Dream to realize

t was late in the afternoon, the darkness of the night is about to kiss the busy city and the gentle light of the bright moon is about to be felt, another exhausting day had passed.

As I took pleasure in gazing at the bright-lighted city from the window of my condominium, it reminded me of my achievements and I could not help but to ponder on my feat. Now, I am a famous detective. I have solved hundreds of cases which brought me fame and glamour.

I dreamed of buying my own car and luckily I have acquired an expensive one. And I even have my house in an executive village. I can go wherever I wish to; I can even travel outside the country and in fact I have been in different places in Europe and in America. As I was about to take the bed to rest, my phone rang. A TV personality is inviting me for an interview in his program on the next day. The next morning I prepared myself for the interview. As I arrived at the gate of the station, a crowd welcomes me

with unceasingly cheers and shouts with my name and pictures in their streamers and tarpaulins. Bodyguards had escorted me as I got down from my pick-up and headed towards the studio, but suddenly one of the fans had the chance of pulling my hand, hitting me in the nape. To my surprise, it was my classmate! He willfully slaps me at the nape to wake me up from falling asleep and that I might get rid of my saliva that was flowing over our research paper. Dreams would always be a dream unless one will work hard to attain it. Certainly, one major step towards the realization of these dreams is education. As Gen. Emilio Aguinaldo once said “success can only be attained through education enveloped with hard work and determination”. One may not succeed if he is not determined to work hard. As I view it in deeper perspective, that spank is an awakening for me to do something in order to realize my own dreams.


Communication: Threshold to a Unifying Nation

An ineffective community relations would result to conflict and misunderstanding which can create a gap between the community and the law enforcement. “To effectively communicate, we must realize that we are all different in the way we perceive the world and use this understanding as a guide to our communication with others.” - Anthony Robins A well-versed communicator is one of the expected qualities of a Public Safety Officer. Understanding the public - their demands, opinions and suggestions on social issues involving the law enforcement sector and the community will create a better society. As future Public Safety Officers, public speaking is a necessity. It is a basic tool to manage subordinates in serious situations and eventualities in the field. It is through the intellectual utterances and wisdom that will establish public trust and respect. With the utmost confidence in speaking with the public will inspire our men in any undertakings. The harmonious relationship between the police force and the community should be indispensable. The community is the primary

clientele where law enforcement applies its goal, “to serve and to protect”, while in return, the community gives back trust and respect to the organization. An ineffective police community relations would result from conflict and misunderstanding which can create a gap between the community and the law enforcement. We should always be responsible of reaching out the community to the best of our abilities and initiatives. Effective communication skill is so important to have a better relationship with the community. We must always strive for the best while inside the Academy. The knowledge we continuously acquire from cadetship training program is a mere foundation of our future profession.

About this Column The glo is the unannounced official metal polish of the Cadet Corps Philippine National Police Academy. It is a mixture of metal oxides, emulsifiers and solvents. It is primarily used in polishing and shining the accessories of the cadets. It is applicable on brass, copper, chrome, gold and silver. For best results, it must be shaken well, wiped, rubbed and cleaned and polished to gleaming shine that lasts. EPTEMBER 24, 2011- marked another significant date to forty- nine (49) cadets from Golf Company as Philippine National Police Academy took part in the community outreach program sponsored by GAWAD KALINGA (GK), Couples For Christ (CFC) and Kids For Christ (KFC) staged at Gawad Kalinga Village, Barangay Adlas, Upper Silang, Cavite. The said village is composed of thirteen (13) houses for thirteen (13) families which came from the poorest places in the region. For years, GK, CFC and KFC have worked hand in hand in promoting outreach programs that extensively influenced lives of poor families having the goal of alleviating them from poverty and restoration of human dignity. In relation to PNPA’s advocacy of creating strong relations with the community, the group of cadets voluntarily participated for the said cause through the coordination of Mr. Romulo Banta, PNPA CFC official representative and PSI Ronaldo Maala, Unit Tactical Officer, Golf Company. The group conducted feeding program, helped in constructing and painting new trash bins, improved landscaping, and wall stone painting within the area. The cadets also rendered songs which entertained the residents of the village. “ Ang gagaling nila!” praised by an elderly who enjoyed the presentation. The activity was so memorable for those families as it had made them feel secured and safe amidst the tribulations and predicaments they are confronted with. GK believes that poverty is not a lack of resources but a lack of caring and sharing. “Salamat mamang pulis!”, complimented by a kid after been given his share of goods. At the end, the group had photo op with the families and members of GK, CFC and KFC. Such fulfillment was more than those seen in the photos. It may not be captured completely, yet the memories are worth treasuring for.

How do you measure success? • Success is not equated with the work and outputs accomplished, I rather measure it by the number of people I have helped. For me, it is the very opportunity to touch other people’s lives. What inspire you to join the Bureau of Jail Management and Penology? • I started as a Jail Officer 1 before I entered the Academy. I opted to come back not because of the glamour of the job, but because of the big chance I have seen to transfigure this field of public service into a more noble servitude despite of the critical social responsibility it holds in ensuring the safety of the public. What was the most difficult situation you have encountered as Jail Officer? • There were many difficulties I have encountered wherein I was able to deal with. The most difficult probably is when you need to become a superwoman in order to find means in getting resources for the inmates’ welfare.


LAKAMBINI Looking back to your cadet life, what have you done which made a difference? • During our time, we were the ones responsible in the creation of the Lapu-Lapu monument that brought legacy to the succeeding generations. I had the opportunity to train my juniors and practice leadership that is really useful in my field today. What is your greatest achievements? • Being the junior officer in the year 2010, I was the first of the batch to earn the third level eligibility.

How do you manage your time as a mother, as a wife and a career woman? • Most of my time is spent in the office. My work demands full attention requiring me to come early and go home late. I cope up by outsourcing. Having a three-year old son who needs me most, I always make sure he is being cared in my absence. How do you spend quality time with your family? • Being a full time mother-still getting there. My partnership with my husband who is also a BFP officer needs sacrifices. Recently, I was about to go to Australia for training but I did not pursue because I prioritized my family. Competitive wise, I have already programmed myself to be here for my family as well as for my duty.

Did you make any effort to fit in the job or did it came naturally even before? • Yes. I really have to exert effort in studying because it is not outright that I know everything. Flexibility is also a must. I have to go beyond the limits of my capabilities in order to ensure the safety of the public and the welfare of the inmates. How do you develop the passion of caring for other people? • Ever since I was able to comprehend, it was my parents who made me believe in the golden rule that when

you care for others, others will also care for you in return. I have always engraved in my heart the nobility of my duty. How does it feel interacting with the nation’s delinquents and criminals? • It is a challenge for me. As a jail officer, I have to be flexible to mix up and interact with them holistically. I approach the inmates in a manner they deserve to be treated as human beings. How do you want to be remembered as a PNPAyer, a mother and an exceptional jail officer? • I want to be remembered as a person with character. I am a good person

I can say. I want to be an encouragement to others to do the right things and also, I want to leave a legacy for other people to emulate. What are the things you want to impart to the Cadet Corps and to the people who expect much from you? • To my juniors, do not content yourselves with mediocrity. Move heaven and earth so you may become ideal public servants in the next years to come. Make an impact to your actions and thread a good name for the Academy.

I encourage you not to be self-centered so that you could see the reality and the needs of others in the Tri-Bureau service. As public servants, one should think not only for the improvement of oneself, but also for the improvement of other people. I know I cannot please everybody but at the end of the day, I appreciate those people who without any doubts, believed in me. A woman with a humane and a humble heart, JCI Analiza Pama Bides is truly a superwoman. She is an ideal jail officer who is a mix of character and realism. Her success in her field of endeavor solely made her stand out.

A dine with the Cadets Corps was held in honor of the newly appointed Commandant. The Director, PSSupt Nestor Fajura headed the symbolic turn over ceremony. With an apparent enthusiasm in his speech, PSSupt Bartolome expressed his gratitude to the warm welcome rendered to him. More development on training and new systems are expected to be introduced to the Cadet Corps under the leadership of the new commandant of cadets.

PNPA bags honor, glory and fame!

t the end of the day, PNPA is victorious! Last September 24-25, 2011 Pekiti and Karate Corps Squad joined the Philippine Union of Martial Arts Arnis and Karate/ Taekwondo competition held in Maliksi Covered Court, Brgy. F. De Castro, GMA, Cavite. This event was participated by several schools and different martial arts clubs in Luzon. Once again, PNPA cadets showed their hard-hitting Arnis sticks and high-flying kicks to their opponents. Such achievement prove that cadets are not only excellent in parade and ceremonies but also in martial arts and other skills. The competition portrayed the outstanding skills of PNPA cadets in Arnis exhibitions, the country’s National Sport. During the event, the cadets had an opportunity to mingle with the community.

eptember 12, 2011. The traditional Monday Flag Raising Ceremony at the Academy was changed into a day of wisdom and theoretical aspects of Police in Criminal Investigation. PCSUPT Alex Paul I Monteagudo, Deputy Director of the Department of Investigation and Detective Management (DIDM), honorably stood in front of the Cadet Corps, who has been consistently noted as the steward of knowledge of Police force in Criminal Investigation. It is under his term that his office was able to create the new manuals related to criminal investigation. The first book is about the Criminal Investigation Manual and the other two are first of its kind: The Field Manual on Investigation of Crimes of Violence and other Crimes; and the Pre-Charge Evaluation and Summary Hearing Guide (PNP Internal Discipline Mechanism). These set of manuals were referred to as

“Idiot-Proofing” for it will provide basic procedures and guidance in criminal investigation. Thus, the manuals are recommended references in the conduct of specialization trainings on investigation. A “Ladderized’ Investigation Training Program was developed for the PNCO, PCOs, for Junior to Mid-Grade Officers and for Senior Officers for them to have Basic Criminal Investigation Course (CIC) and Police Detective Course (PDC); the Investigation Officers basic Course (IOBC); and the Investigation Officers Management Course (IOMC), respectively. DIDM donated the said manuals to the Academy which can be used as reference for further study on the Basic Criminal Investigation Procedures and the PNP Administrative Disciplinary mechanism. Before the ceremony ended, PCSUPT Monteagudo also shared to the Cadet Corps some of the techniques on how

Be updated with the current events, and buy books related to Leadership and Management. Try to finish a book or two every month. The books may just be a hundred pages or it could be as thick as the bible or it may be the bible itself, but just keep on reading. Second, you should be curious, ask questions and research about things that catch your interest. Do not be ashamed of accepting ignorance, because after knowing the answers, your ignorance ends. Third, use your interactions as opportunities to learn about the life and times of people you meet, and adopt the culture of your place of assignment. Fourth, never assume you know everything, or else you will stop learning and growing. And finally, share what you know, and listen to the insights and views of others. There is much to learn from others, and you will always be enriched by the wealth of perspectives and opinions.

Among the majority of them, only few young men with strong and brave hearts continued to give sheer sweat until the day they were received in the elite platoon. Months of sacrifices and series of practices every morning - enduring exhaustion and the sleepless nights are the things they have to undertake to develop POWER, PRECISION and PERFECTION, as requisites to become the STRONG ARMS OF THE CORPS. “The process of crafting optimal character marked by physical ordeal will not be easy as sacrificing oneself. To achieve pleasing persona is the purpose of this platoon. The entire cadet corps was also able to establish more awareness of the debate format and issues concerning Human Rights. It was indeed a good avenue for cadets to discuss matters in a structured and peaceful manner, gaining the ability to think rigorously and critically. The success of the event entitled the Cadet Corps to a month-long weekend pass as promised by the Director once it brings home the bacon. It was a good start for a lasting camaraderie and friendship between PNPA and SBC-Alabang. The team is now looking forward for another invitational debate with DLSU late on February.

ay after day, I look after the orange sun of the dusky afternoon. I remember how love began during this time and ended up during dawn, early morning when he used to sneak off the bed and without permission went home for him to see his two-year old son. For a year now, this has been my life-with him. It’s sad to reminisce those times when after work; he used to fetch me and I went out with him… We stole every moment possible. He said he loves me… I, after all didn’t believe. I just went up with the idea to live and enjoy life. I am a marketing assistant, not bad for a 22-year-old single and unattached. It was nothing like we were playing, vague and unclear but we had fun; I do not know really how that relationship lasted for a year. All I know was how that concubine love started. “I love you”, he uttered in that seemingly perfect scene. We were at the bay walk, sitting and looking at the horizon where earth and heaven almost met, we laughed and shared stories. I thought that those couple of dates were just typical, not until he spoke those three words to me. I got tucked and didn’t know what to say. For a moment, my heart and mind fought. I did not know what kind of stupidity reigned in my whole being when I opted not to say a word and just hugged him. I knew he is married and how unhappy he is with his wife. He has a son who I knew needed him. But those thoughts did not give me a reason to put our relationship off. We were as natural as those waves at the bay, as perfect as the dusk in that late afternoon sky. There was a spark and we were electrified. Days passed and nothing has changed, except for one thing-love. I have learned to tell him “I love you”, and whispered him sweet nothings. I wanted

to shout to the world how much I love him but I could not do it for some people would get hurt. We enjoyed life as if he was not a husband and a father, and as if I was not a mistress. I owned his night and his family owned his day. I did not care at all although my guilt crushed me whenever I see a family of three attending at the church service, I did not care at all what my officemates would tell about me and be the substance of their gossips I did not care about the law I violated and the consequences our relationship would cause. I know I was blinded by the love I felt maybe, but still I didn’t care. I could feel the frustration of the secret and the passion of our affair. And time came when we met after a week of not seeing each other. I wanted his presence but I understand he has more to do with his work and family. “Jas, we had the real love at the wrong time.” It was not the usual utterances of “I love you” I heard from him. I laughed for I thought he was joking until I had to cry when he continued,” this will be our last meeting… It is hard to love if time is not perfect. I regret why I have just found you now. I love you, but God forbids and I cannot continue loving you. Goodbye.” He went out the room and left me. I could have

pulled him back and embraced him not to let go but my mind echoed to stop holding on. It was right. He was right definitely. I was soaked with tears, hurt and regrets. After all those candid moments, I ended up losing him. I sometimes thought what really cupids have in mind. I wonder why they struck their arrows at the right people yet at the wrong time? Or at right time yet to the wrong people? They say forbidden love is the sweetest, but the most bitter. Ours was the sweetest to nth power, but truly bitter and painful. Now I know we are commanded to love God with all our minds as well as with all our hearts and we commit a great sin if we forbid or prevent that cultivation of the mind in others which would enable them to perform their duty. Just as I am, letting him go to be with the right people. Yes, we weren’t the picture perfect destiny for each other. But if I die and live again, I want to go back to that day when we were in that familiar place, where heaven and earth met in the orange and dusky skies and go on to that love that does not just ends when the sun rises. We will continue the love story and start all over again in a most wonderful and legal way.

r. Rex Bernardo, a polio victim who proved to everybody that incapacities are not enough to hinder a person who has intention to help. He didn’t finish his studies because his parents were afraid to send him to school out of fear that he can’t survive the cruel world. Only his auntie helped him in studying at home. When he reached the age of twenty, he decided that he wanted to continue his studies. He took the acceleration examination for high school and successfully passed. Immediately thereafter, he enrolled at Trinity College wherein he fought for the rights of the handicapped to provide appropriate facilities in their education. And later, his plea was granted by the school administration. When he graduated and decided to go back to his hometown at Daet, Camarines Norte, he continued on his advocacy in helping the handicaps and spearheaded the Government Projects in their province. He is not only helping the handicaps but

he is also giving hope and inspiration to his barangay. He also extended assistance to the out-of-school-youth through the alternative learning system (ALS), which is supported by Asian Institute of Management International Movement of Development Managers. He proved that a physically challenged individual could not be stopped in reaching out to others. He set a good example for those who suffer the same situation and for those who fail to value the beauty of life despite uncertainties.

any years ago, when the world was still young, things were able to talk to each other and were able to express their feelings and opinions. One day, in a forest, a young boy sat under the shade of a tree. The curious boy asked who among the part of the tree is the most important? The trunk initiates to answer and said, “I am the most useful of all! Can’t you see that house?” boasts the trunk while pointing into a cabin. “I was made into foundations, furniture and almost all of the things in the house.” “Look around you, those post on the street. Isn’t it that they are made of my trunk?” added the boasting trunk. “And the papers that you use in school, aren’t you aware that they are made out of me?” The root interrupted, “Add me in your list” said the root. “I am as useful as the trunk” he uttered. “this trunk would not stand without me holding it. I absorb all the nutrients and waters this trunk needs” argue the root. On the other side, “I am as important as the two of them!” shouts the fruit angrily. “Do I still have to tell you why?” “I provide food for you and your family.” “Isn’t it that the pie that you just ate is made from my fruits?” The young boy laid and took a deep breath. He noticed the humble leaves of the tree gently dancing with the breeze of the wind. The boy asked “are you not as important as the other parts of this tree?” “No, they said that I am just a decoration. When the logger come to cut trees, he will only take the trunk and sometimes the roots. As the usual, I will be left behind or thrown away or burned” said the leaves.

The young boy went home wondering how such things are made without any use. On the next day, as he was walking on the street under the heat of the burning summer sun, he stopped in a bench to take a rest. As he was sitting under the shade of the tree, he noticed a leaf fell into his lap then he realized what leaves are made for. Sometimes we use to underestimate things without looking beyond their real values. We forget the fact that all things are created equal, and that they are made with purpose.

Renato Manandeg Mendoza Jr., ang aking buong pangalan, “jun-jun” naman kung ako’y kanilang tawagin, at kasalukuyang dalawampung taong gulang. Ako ay pinanganak noong ikapito ng Enero. Panganay sa dalawang anak nina Renato B. Mendoza at Marilyn M. Mendoza. Lumaki ako sa pamilya na panay nasa serbisyo ang mga kaanak. Ang aking lolo ay isang retiradong tinyente, ang isang tiyuhin ko naman ay nagtapos sa PMA kabilang sa klase ng taong 1978 na ngayon ay isa nang matagumpay na heneral at hindi rin pahuhuli ang aking tiyahin na isa ring tinyente. Simula pa lamang ng aking pagkabata, nasanay na akong dinadamitan ng mga unipormeng pang militar, samantala ang aking ama naman ay masayang-masaya sa tuwing ako’y makikita sa ganoong kasuotan, sa kadahilanang maging siya ay nais ring pumasok sa serbisyo ngunit nabigo. Dahil dito ako ang kanyang pinupursige na maging isang sundalo o pulis balang araw. Dahil dito, tumatak na sa aking isipan na papasok ako sa serbisyo.

Ngunit ang lahat ng aking pangarap na pumasok sa serbisyo ay unti-unting naglaho nang ako ay tumuntong sa hayskul. Dala ng impluwensiya ng aking mga barkada ako ay natuto ng mga maling pamamalakad sa buhay. Halos lahat ng aking grado ay bumaba, maraming mga problema ang dumating sa aking buhay. Nagsimulang magkasakit ang aking ama. Kasunod nito ang pagbagsak ng aming kabuhayan. Dahil dito, sinisi ko ang Panginoong Diyos sa lahat ng nangyari at dahil doon, nagsimulang lumayo ang loob ko sa Kanya. Hindi na ako nagsisimba at nagsimula ng gumawa ng mga masasamang gawain, katulad ng mga masasamang bisyo at iba pa. Nawala na rin ang respeto ko sa aking mga magulang. Lahat ng utos nila ay aking sinusuway. Halos araw-araw ay pinapatawag sila sa aming paaralan dahil sa aking mga kalokohan. Ako ay nakadagdag pa sa problema ng aming pamilya at tinaguriang “teachers’ enemy number 1 sa aming paaralan. Para sa akin, ako ay may sariling mundo at kung ito ay aking ilalarawan, ito ay punong-puno ng poot, sama ng loob, madilim at masalimuot hanggang sa ako ay nagtapos ng hayskul.

Ang pagbabago, ngunit….

Nang tumuntong ako sa kolehiyo, sinabi ko sa aking sarili na magbabago na ako dahil kahit naman papaano ay naging matagumpay ang operasyon sa bato ng aking ama kung kaya pinilit ko nang magbago para sa aking ama. Pagbabagong para sa kabutihan. Pero ito ay panandalian lamang at nang lumaon, ako ay bumalik sa aking dating mga nakagawian, nagsimula akong lumiban sa klase at halos hindi ko napasukan ang aking mga asignatura. Ang aking baon ay napupunta lamang sa walang katuturang mga bagay, hanggang maging ang aking pang matrikula ay winaldas ko para masustentuhan ang aking mga bisyo.

Bagong pag-asa

Hindi naglaon ay natuklasan ng aking mga magulang ang aking mga gawain. Muli, isang malaking kahihiyan na naman ang aking naidulot sa aming pamilya, nabigo kong muli ang aking mga magulang, hindi ko magawa kung ano man ang nais nilang marating ko sa buhay. Ngunit may kasabihan nga tayo, “everybody deserves a second chance”. Pinag-aral akong muli ng aking tiyahin at kumuha ako ng nursing, dahil lahat ng aking mga asignatura sa

Katulad ng ibang binatang nagmamahal na gustong makamit ang matamis na “oo’ ng isang dilag ay umakyat ako ng ligaw upang ipakita ang aking pagmamahal. Isang gabi na kateks ko siya, tinanong ko siya kung ano ang gusto niyang pag-usapan, ikinagulat ko ang sagot niya, nais niyang pag-usapan namin ang bibliya. Noong una ay ginagawa ko ito dahil sa kanya, parang compliance lang dahil mahal ko siya at iyon ang kinahihiligan niya. Laging Diyos ang aming pinaguusapan sa tuwing magkasama kami, hanggang sa lumaon ay nakahiligan ko na rin ang pagbabasa ng bibliya, at kasunod nito ang pagbalik kong muli sa pagsisimba.

Ang pagsubok

Ngunit hindi nagtagal ang aming pagkakaibigan, nangibang bansa ang kanyang buong pamilya. Nagsimula na naman akong magtanong sa Panginoon kung bakit niya inilalayo ang mga taong mahalaga sa akin, ngunit ako na rin ang sumagot sa sarili kong katatnungan. Marahil, imbes na Diyos ang maging sentro ng aking buhay, iyon ay umiikot na lamang kay Lina kung kaya inilayo siyang muli sa akin, ipinagpatuloy ko ang pagsisimba at pagsisilbi sa Panginoon kahit wala na siya. Kasunod nito ay ang patuloy na pagbabago ng aking buhay. Sumigla ang

aking ispiritwal na buhay at naging aktibo ako sa aming simbahan. Sa katunayan naging katuwang pa ako ng aming pastor, pumupunta kami sa iba’t ibang lugar upang maibahagi ang kabutihang dala ng salita ng Diyos. Ngunit sinubok muli ng Panginoon ang aking paniniwala sa Kanya. Pumanaw ang aking ama, Muli kaya akong malilihis ng landas? At tatanungin Siyang muli kung bakit? Ngunit sa tulong ng aking malakas na paniniwala sa Panginoon, maluwag kong natanggap sa aking puso’t isipan ang kanyang paglisan. Naisip ko na marahil ginawa iyon ng Panginoon upang wakasan ang patuloy na paghihirap ng aking ama sa loob ng tatlong buwan ng pagkakaratay sa higaan, bagkus, ako ay nagpapasalamat sa Panginoon dahil binigyan niya pa ako ng sapat na panahon upang makabawi sa aking ama sa lahat ng kasalanang aking nagawa.

Pagtupad sa isang pangarap

Sa kalooban ng Diyos kahit na nakapasok ako sa PNPA maging ang aking sakit bago ang pagtanggap sa amin ng akademya ay hindi naging hadlang upang tuparin ko ang kahilingan ng aking ama. Dasal lamang ang sandata ko sa lahat, maging sa pagpasok ko dito sa akademya. Sawa na ako sa pagbibigay ng kahihiyan sa aking pamilya, ngayon at nasa loob na ako, panahon naman upang bigyang karangalan ko ang aking pamilya. Itong katuparan ng pangarap na ito ay hindi lamang binuo ng ilang araw, ito ay pangarap ng mag-amang minsa’y dumaan sa labis na pagsubok. Hindi man niya nakikita ngayon ang katuparan ng aming pangarap, alam ko na masaya siya, saan man siya naroon. Sa lahat ng nangyari sa aking buhay, masaya, masalimuot at nakakalungkot. Lahat iyon ay may aral na dulot at nakatulong sa akin upang maging isang mabuting tao. Ilang beses man tayong nagkamali, patuloy pa rin tayong bibigyan ng Panginoon ng pagkakataon upang magbago. Ilang beses ka mang nadapa, ilang beses ka rin Niyang tutulungan upang bumangon at umusad sa paglalakad. Ganyan tayo kamahal ng Panginoon, walang pasubali at walang hangganan.

here are few things in life that bring as much joy as the joy comes from assisting another improve his life or her life - Richard G. Scott. As I scan the pages of the newspaper as part of my usual daily routine, my attention was caught with a certain page featuring a scavenger along Taft Avenue and Pedro Gil in Ermita, Manila by Rachel C Barawid (2011) exemplified in the title “Teacher Scavenger.� Catching up with this man while scavenging for leftover food at Agno which is a food joint at the back of De La Salle University (DLSU) and picking up plastic bottles where he generates money to fund his newspaper business. He was also acquainted with DLSU students and most of the time giving him food and money. Behind his pitiful appearance lies a story that is so surprising to note. He is in fact a licensed teacher, certified bookworm and once worked in a public school. Taking a bit of his history, in 1966, he forcibly dropped his schooling few months before he could finally reach the completion of

his degree due to financial constraints. He found himself a work at F. Maria Guerrero Elementary School as a janitor. Through working vividly and religiously he was accorded with due recognition. These things do not impede him in going further in his education. He resorted to reading books to expand his intellectual domains. Years after, he decided to finish his remaining four units in college and eventually graduated. Following the track of his success, he took the board examination and civil service examination, which he had passed without attending review sessions. Behind the near completion of his dreams, practicing his profession and earning recognition from his bosses is the composition of begrudge from his colleagues, which later turned him down.

He was accused of the malversation of the funds of the school and later terminated him. He tried to re-configure his life to some other works but everyone denies his acceptance. He came wandering at places and finding himself in the helm of streets of Manila as a scavenger who was once a teacher in profession. Sometimes we are about to reap the fruits of our hardships but so many people exist that actually outlives us. Though our intentions are conscientiously crafted within the realms of upright ideals people actually shift our inert intentions negatively, impeding us from achieving what we opted to have. No one really goes constant in a certain point in the cirque of life. We must keep in our mind that opportunities come across our path once. We must then uphold this opportunities with utmost care and precaution. But when in some point in life this opportunity at hand detached from us, we must source out avenues to keep the dreamland still near to reality. Tatay Fred, though deprived of experiencing the privileges supposedly for his great strife for success did not compel him from trying to inject the archetype of education for learners. Being defeated for sometime is a temporary condition but giving up to redo it makes it permanent. When we stopped striving in life that’s when we surrender living worth doing. Ang iba ay tila nga hindi na alam ang nangyayari sa kanilang paligid dahil sa epekto nito sa kanilang sistema. Sa aming patuloy na paglalakad nakilala namin ang isang batang itago na lamang natin sa pangalang “Jonathan”. Isa rin siyang lulong sa paggamit ng rugby. Labing anim na taong gulang lamang siya at huminto na sa pag-aaral sa kadahilanang mahirap lamang ang kanilang pamumuhay. Siya ay pangalawa sa apat na magkakapatid. Iniwan sila ng kanilang magulang pagkatapos na maghiwalay at may kanya-kanya ng asawa sa kasalukuyan. Doon siya nag umpisang makaramdam ng pait na dulot ng masaklap na sinapit ng kanilang buhay. Naghanap siya ng makakasama upang maibsan ang sakit na kanyang nararamdaman at doon nga niya nakilala ang kanyang mga barkada. At doon na nga nag umpisa ang aming pagtatanong sa kanya patungkol sa pagkalulong niya sa “rugby.”

DEALING WITH HEARTBREAK I AND STUDIES

think it is a great idea, especially because I still remember how much my own college breakup hurt. This is my personal advice (basically, this is what I tell my closest friends) about what helped me get through. It’s hard to let go of someone you loved ever since you met her/him, but I guess sometimes if she’s/he’s not the right one for you, then you just have to let go. Don’t let anyone bring you down, especially your studies; your future does not depend on them. When you reach your goal in life you’ll be proud to say, “ I’m finally moving on!”

TIPS: To keep your mind from wandering back to painful places, try to keep as busy as possible. Go out with friends, really dive in to your schoolwork, and/or take on more hours at your job. Join a club. Meet new people. Explore your college town! There are still going to be things that trigger that memory switch, but the distraction will help you in the long run. Breakups are hard there’s just no easy way around that. And the hardest part is that it takes a while to feel better. Wait it out, and be open to new experiences. Go on dates, (naks!) hang out with friends, (take note: real friends, not friends with benefits!) and try new things (in a healthy way) or maybe just take some shots! (Let me know! hahaha.kidding aside). Don’t sit around hoping you’ll get a phone call or an IM from your ex-after a while you really will start to feel better.

Be open-minded. Maybe moving on is really hard and painful part but think of those people who really care and loved you (family of course). Dedicate your studies to them. Always prioritize your family before everything, because when you really need support and honesty it’s them you’ll always find first to help! Imperfections are important, just as mistakes are. You only get to be good by learning from mistakes. And you get to be real by being imperfect. Remember this for every happiness there is always pain; for every pain it makes us stronger. For every heartbreak God gives you another day to make it right. God will never allow more than you can handle or overcome to be placed on your shoulders. God won’t set you up for failure, but will allow you to be tested.

A Cadet’s Girlfriend

H

ow does it really feel to be a girlfriend of a cadet? Some people say I am crazy for making such a commitment without guarantees and it makes me feel helpless. Nobody can understand why I’m doing this unless they feel the same as I do. Well, they just don’t feel a love like ours that’s why it’s so easy for them to judge.

mourning night for me until I came to the point that I feel tired of crying till I finally fall asleep. Four weeks had past and at last! Next was month of June. This month really gives me bunch of hopes. Aside from the fact that it was the start of our classes in school (I will miss him that much because I will become more busy) but it is also because their Incorporation Rites is fast approaching. 25th of June was the happiest moment of my life; I am proud and happy seeing and being with him again for a couple of hours. All we did is to show how we really missed each other and tried to fill up the longing moments. But time runs so easily that we need again to separate ways for the precious moment were over.

Before the month of May came, my beloved cadet and I maximized the time together. We even had an unplanned overnight swimming so that we can be together for a longer time. Everyday, every hour, every minute and every second… we tell and show each other how much we treasure and love each other. Each day passed with so much love, happiness and contentment in our hearts. Last day of the month of April, a day before his reception rites, I was not to grasp a sleep or a nap. What I did is to weep all night long. Then, May first finally came. It was his most awaited day but my most heartbreaking moment. While he was along the line of newbies in the Academy I was on his side. Suddenly he kissed me in my forehead and said, “Chel, bye muna. Palagi kang mag-ingat at lagi mong tatandaan na mahal kita…” Those were the last few words that he said before he finally took the oath. That was also the last ouch of lips upon mine. Although there are only 31 days in the month of May, it seemed that it is already years for me. Each day I thought of something I can do in order to lessen my longing of being with him. Every night is a

And here I am now, counting several months, waiting for the time when he can be in my arms again. Can you now feel how really it feels to be a Kaydet Girl? Yes, it is definitely hard, it’s not easy to do all the things we used to do when he was still a civilian and celebrate every special days alone, even more during anniversaries and monthsaries. But I will also tell you, I’m sure it’s worth the wait. Waiting for him teaches me how to be strong, tough and patient. I won’t ever get tired for the person I loved the most for I know very well that my love for him gives him strength for most of the trying times inside the Academy. And I will always hold unto my promise that I will be here for him faithfully upon his return, no matter how long he would be away.

Geography

The province is geographically situated at the easternmost part of the Bicol Peninsula, separated from the mainland Bicol by the Maqueda Channel and the Lagonoy Gulf. It is the first landmass of the Philippine archipelago to kiss the Pacific Ocean, making it directly open to the path of tropical cyclones, thus the monicker, “The Land of the Howling Winds”.

Where it got its name

Several legends try to explain the origin of the name “Catanduanes”. One legend states that Catanduanes came from the word “tandu”, a native click bettle that was abundant throughout the island. “Katanduan” then was the reference made of this island. When the Spaniards came, it was corrupted from katanduan to Catanduanes. “Luyang Cave boasts of massive stalactites and stalagmites, and other rock formations. And hanging from the ceilings and walls of the cave are countless bats that inhabit the whole length of the cave.” Feel the cool, damp air as you go inside this mute witness to and tomb of the massacred natives who fled from the Moro pirates during the 17th

century. The natives sought refuge inside Luyang but the marauders traced them. The Moros uprooted sili (red pepper) plants growing near the cave, added dried leaves, stuffed them in the cave entrance and set the cave a fire, suffocating the hapless natives. To appease their troubled souls, a mini-grotto and altar was built inside in memory of this massacre, a “Requiem Mass” is said on April 28 of every year. The adventurer could revel in the sight of the corridors of majestic and colossal stalactite and stalagmite pillars and rock formations. Plus hanging from the ceilings and wall of the cave are countless bats that inhabit the whole length of the cave.

angyans are located in the municipalities of Mansalay, Bulalacao, some parts of Bungabong in Oriental Mindoro and in Municipality of San Jose in Occidental Mindoro. The male wears “ba-ag” (loin cloth) and “balukas” shirt and the female wears “ramit”(indigo-dyed short skirt) and lambung (blouse). They practice skillfully the “swidden” kind of farming which is different from “kaingin” system that is more destructive to environment. They have syllabic writing system called Surat Mangyan which is considered as Indic in origin. MANILA - Members of the Hanunuo Mangyan tribe in the Philippines do not leave their dead in the grave for long, digging up the remains of loved ones in an unusual revival ritual that itself is slowly dying out.

Hanunuo The “kutkot” ritual is a tradition of bringing the dead back to life. A Filipino word for “scratch” or “unearth,” it entails dressing up the remains of the dead in cloth so that they take on a human form again. Many of the nearly 100 indigenous peoples’ groups across the archipelago hold rituals for the dead, but very few among the 25,000 Hanunuo Mangyans remaining in the central island of Mindoro still practice kutkot, which has fallen victim to modern influences. For some, kutkot is an obligation that tribal members must perform, in keeping with clan practice or honouring a dead relative’s request. The survival of ethnic communities in the Philippines is threatened by industrial developments such as mining, logging and commercial plantations encroaching their ancestral land.

ctober Sky is based on the book by Homer Hickam that relates the true story of four boys who experimented with homemade rockets during the autumn of 1957, the year that the Soviet satellite Sputnik blasted into orbit. Set in the coal mining town of Coalwood, West Virginia, the movie is about the boy’s struggles to escape from a lifestyle that he views as an unsafe and unhealthy prison and to pursue a dream that is born on the night when he gazes at a star-filled sky and sees the moving object that man put there. There’s a wonder in that scene designed to remind us how majestic the idea of going into space once was. In “October Sky”, director Joe Johnston was able to convey the sense of wonder and elation that motivates and enraptures the would-be rocket scientists, and allows the audience to share in their

At its core, “October Sky” is essentially an amalgam of the ‘father-son’ reconciliation tale and the ‘small town boy does good’ sort of film. Despite some distracting flaws, this film manages to fulfill what I consider the triumvirate that characterizes a good film-- the ability to entertain, educate, and inspire. October Sky arrives on the right side of the fine line between a classic and a cliché. For anybody who’s been a boy obsessed with rockets, or even known one, this is a welcome trip down memory lane.

he axiom “attitude is everything” has been stated by so many motivational speakers and writers over the years that many of us simply accept it as fact. If so many people believe it, it must be true, right? Attitude is a primary component in determining our success. While it can’t alter what exists, it can influence our future via how we choose to deal with things we encounter in everyday life. “The happiest people,” he notes, “don’t necessarily have the best of everything; they make the best of everything.” Essentially, if we expect bad things, he says, we get them. Conversely, we often get good things by expecting them. To change our attitude, Maxwell claims, we have to overcome what he calls the “Big Five” major attitude obstacles. “When you can learn to deal with them in a positive way,” he says, “you can face anything else life may have in store for you.” According to Maxwell, the first hurdle is discouragement. If not handled correctly, discouragement can make someone give up instead of facing the situation. This involves not becoming fixated or paralyzed, but viewing things from different perspectives and taking the best road possible for your personal well-being. The mix includes introspection, having the right expectations and making the right decisions.

The second hurdle is change, something that most people resist. The key here, Maxwell allows, is to objectively examine why we’re opposed to the change. Once that’s established, we need to determine how to make the change successful and positive, keeping in mind that all change has a price to which we must be willing to commit. Problems are the third obstacle. “Our perspective on problems, not the problem itself, usually determines our success or failure,” writes Maxwell. To this end, the difference between problem-spotting and problem-solving can be crucial. Tackling a problem head-on and working out the best way of dealing with it can often turn into an opportunity for personal or professional advancement. The fourth obstacle is fear. Here, Maxwell invokes Franklin D. Roosevelt’s words, “The only thing we have to fear

is fear itself,” as far more than rhetoric. Maxwell contends that if permitted to run rampant, fear can generate inaction, weakness and more fear, which can be destructive. Rather than waste energy by being afraid, we need to realize the limitations fear places on us. It’s only by properly handling what we’re afraid of, he says, that we can overcome fear and achieve our full potential. Last, Maxwell discusses failure. The premise is simple: If we fail or make a mistake, we need to learn from it and go on. Otherwise, we run the risk of letting it defeat us. By seeing failure as a teacher rather than a limit, we remain capable of taking risks - something necessary for success.

icol’s regular use of gata or coconut cream and chilli in all its dishes marked the region with authenticity of Asian cuisine. Chilli or “Sili” and coconut cream locally called “gata” come together appetizingly with rice and lots of water to cool down its spicy taste.

The famous Laing or Pinangat is a delicious native dish prepared in bundles of taro leaves, filled with shredded taro leaves, bits of meat or shrimp, lots of chillies, ginger, garlic and onion ; then cooked steadily in coconut cream. Most main dishes in the region are based in gata and sili particularly the way vegetables are cooked. This dish is a classic favorite of Bicolano farmers specially taken before an energetic activity to enhance their endurance at work. Kinunot, is an unusual dish prepared with pagi or stingray meat and kalunggay or malunggay- an edible tree leaf used in many local dishes. Just like other bicol dishes, the main ingredients, stingray meat and malunggay, are simmered in coconut cream and green chillies along with some slices of onion and garlic.

festival is said to have began from the feast day of Señor Santo Niño, held every June 29th. The Leyteños celebrate a religious festival in a unique and colorful way. Since the Visayans are experienced in the art of body tattooing, men and women are fond of tattooing themselves. The Pintados Festival displays the rich cultural heritage, incorporating native music and dances, of the people of Leyte and Samar.

recalls Pre-Spanish history of the native Leytenos from wars, epics and folk religions. The most expected aspects of the Pintados festival are the festive dancers, painted from head to toe with designs that look like armor to resemble the tattooed warriors of old. During the course of the Pintados festival, dancers whose bodies are painted in an amazing array of colors fill the streets of Tacloban city. At first sight, they may seem outrageous as grown men pour into the streets decorated in such dazzling colors as luminous blue or neon green. But as one gets used to this and sees the dances depicted, one gets a glimpse of the history of the people that once lived on the islands of Leyte so long ago. The folk dances presented by the dancers portray the many traditions that flourished before the Spaniards came.

These include worship of idols, indigenous music and epic stories. The name “pintados” is derived from what the native warriors, whose bodies were adorned with tattoos, were called. In those times, and even in some places today, tattoos were a mark of courage and beauty. Since tattoo-making was not yet as precise as it is today, they were rather painful and one risked the chance of contracting an infection. Therefore, a man who faced the dangers of tattooing and lived was considered to be both strong and brave. But even before the tattoo process

itself, one would have to earn them after fighting heroically in wars. Tattoos (pintados) served as a status symbol; much like a general’s badge would today. It was the mark of courage, rank and strength. The bravest warriors were heavily adorned in tattoos which covered every inch of their bodies, head to foot.

ast August 14 at approximately between 3pm and 5pm, a series of tornado formed in the vicinity of Los Banos Laguna which was witnessed by thousands of students, civilians and even nuns and priests during the ravage of the angry twister. This is the Nth time that the Philippines experienced tornadoes which is becoming more and more frequent as years go by. According to PAGASA, it is only common that tropical climate such as ours would experience such a phenomenon. But scientists all over the globe think otherwise because the Philippines has never been a “tornado alley�. If ever the Philippines has encountered tornadoes in the past, it was for sure an isolated case and very much rare, spanning years before it happens again. But as we approached the third millennium, more and more cases of tornado formation has been reported,

sursprisingly occuring at an average of 4 tornadoes a month. Actual reported and documented cases of tornadoes recently happened aside from Los Banos were in Mactan (August 8, 2008), Sultan Kudarat (June 12, 2008), Lingayen, Pangasinan (June 5, 2008), and Southern Leyte (May 21, 2008). Various types of tornadoes include the landspout, multiple vortex tornado, and waterspout. Waterspouts are characterized by a spiraling funnel-shaped wind current, connecting to a large cumulus or cumulonimbus cloud. They are generally classified as non-super cellular

his invention would mean something bizarre but it is a meter away from reality among the devious intellect of scientists.

Quantum teleportation is said to be working well with small objects as initial test experiments were conducted. ‘We were able to perform a quantum teleportation experiments for the first time ever outside a university laboratory,” said Rupert Ursin, a researcher at the Institute for Experimental Physics at the University of Vienna in Austria. In quantum teleportation it was noted that the quantum states of the objects that are being destroyed and eventually recreated, and not the objects themselves. The device thus creates a replica of an original thing at a new position and the original thing ceased to exist once the replicas were created (via National Geographic).

Disappearing Act Teleportation involves dematerializing an object at one point and transferring the precise details of its configuration to another location, where the object is then reconstructed. In quantum teleportation tiny units of computer information, called quantum bits, are transferred from one place to another. The technology is called teleportation because the information moved behaves more like an object than normal information. “If you’re writing an e-mail, you’re sending [something] into a cable where it will travel and then come out at the other end,” Ursin said. “But with quantum teleportation, you will not find the [full] information that you sent inside the cable. It’s taken apart and put back together at the other end.”

What is athlete’s foot?

Athlete’s foot is a very common skin infection of the bottom of the feet caused by fungus. When the feet or other areas of the body stay moist, warm, and become irritated, fungus can thrive and infect the upper layers of the skin. The fungus that causes athlete’s foot can be found on many locations, including floors in gyms, locker rooms, swimming pools, airport, and in socks and clothing. The fungus can also spread directly from person to person or by contact with these objects. Most people acquire fungus on the feet from walking barefoot on areas where someone else with athlete’s foot has been. Some people are simply more prone to this condition while others seem relatively resistant to contacting it. It has been called “jungle rot” by those serving in wars, including the Vietnam War. However, the fungus may not easily infect the skin without proper growing conditions (a warm, moist environment). Up to 70% of the population may have athlete’s foot at some time during their lives. Some individuals are inherently more prone to recurrences during their lifetime.

What are the symptoms and signs of athlete’s foot?

Most individuals with athlete’s foot have no symptoms at all and do not even know they have an infection. Many may think they simply have dry skin on the soles of their feet. Common symptoms of athlete’s foot typically include various degrees of itching and burning. The skin may frequently peel, and in particularly severe cases, there may be some cracking, pain, and bleeding as well. Rarely, athlete’s foot can blister (called bullous tinea pedis).

Is athlete’s foot contagious?

Athlete’s foot may be contagious from person to person, but not all the time. Some people may be more susceptible to the fungus that causes athlete’s foot while others are more resistant. There are many households where two people (often husband and wife or siblings) using the same showers and bathroom for years have not transmitted the fungus between them. The exact cause of this predisposition or susceptibility to fungal infections is unknown. Some people just seem more prone to fungal skin infections than others. ROCK CLIMBING (The sport of rock climbing began in the last quarter of the nineteenth century in various parts of Europe. Rock climbing evolved gradually from an alpine necessity to a distinct athletic activity.)

Rock climbing is a sport in which participants climb up or across natural rock formations or artificial rock walls. The objective is to reach the peak of a formation of a route without falling. Rock climbing competitions have goals of completing the route in the quickest possible time or the farthest along an ever increasingly harder route. Rock climbing is similar to scrambling, but climbing is generally differentiated because of the use of hands to support the climber’s weight as well as to provide balance. Rock climbing is a mentally and physically demanding activity,

one that frequently tests a climber’s strength, endurance, agility and balance along with his mental control. It can be a risky sport and knowledge of accurate climbing techniques and conventions of specialized tools is crucial for the safe completion of routes. Because of the wide range and variety of rock formations around the world, rock climbing has been separated into several different styles and sub-disciplines. Rock climbing was recognized by the International Olympic Committee as a sport however it has never been an Olympic event. In a broader perspective, cadetship is more likely a rock climbing that demands excruciating test of endurance, perseverance and stability under pressure. When the person in the position commits undesirable mistake we prejudge them instantaneously. This mentality compels the Filipino people from achieving change. If our leaders don’t meet our outlooks we outrageously invoke our unsolicited comments without having an in-depth perspective of the real scenario. However, the flux of today’s technology converse the proverb in entirety. In today’s mind-perplexing advancing technology, it is the invention of something which evolves its necessity. Facebook, a social networking site, was created under the pseudo motive of social networking - yet it seemed to be preposterous to link the two subjects. Something is publicly unacceptable on the use of Facebook. Spying, virtual relationships, corporate deals, advertisement, marketing and to include computer games. But, the social networking is something which definitely seem absconding. It was invented to get people, rather strangers closer socially. Some

Umuwi ako agad sa Bukidnon till I found out na yung papakasalan pala ng bestfriend ko ay isang taong malapit sa aking puso, siya ay walang sinuman kundi ang girlfriend

Pero lately nang nakapasok na ako sa Academy I felt being abused kasi pati ang girlfriend ko inangkin ng kapatid ko. Hindi ko alam kung papaano ako magre react until I just resorted to focusing on my training.

After a year, she called me, only to find out that she can’t wait for me for another three years and decided to build new dreams with my best friend.

I love him, and I’m sure he loves me too. Even when I’m already at the academy, everytime there is an opportunity to talk, we talked to each other and then suddenly our communication stopped, and then I heard the news that he’s getting married because he got someone pregnant. Ang masakit pa ako ang sinisisi niya kaya siya nagkaganoon, pinabayaan ko raw siya.

Everytime na sinasabi sa amin ng mga upperclass at tactical officers na kung may girlfriend kami sa labas ay hayaan na lang namin sila, dahil by this time nasa pag aalaga na sila ng bestfriend namin, natatawa na lang ako dahil sabi ko, it will never happen to me dahil alam ko mahal ako ng girlfriend ko. But I was wrong; it really hit me on my head when I saw my best friend and my girlfriend having a walk on the mall ng minsang umuwi ako ng hindi sinasadya. Good for me that we’ve learned inside the academy to hold of our temper, nagawa ko pa silang lapitan at batiin. Nice one.

Hindi ako naniniwala sa mga bantay-salakay, kaya ng pumasok ako sa Academy I left my girlfriend to my bestfriend for him to watch over. Iyon pala ang pinakamalaki kong pagkakamali, dahil sa sobrang tagal ko sa loob, mas nakuha niya pang mahalin ang bantay niya kesa ang hintayin ang aking pagbabalik.

Class meeting daw…yup… kasi sa sobrang kalituhan daw ni el president magpa class meeting…hindi na daw nakapagpaalam… ay magapaalam pa din… so ayun, pagkatapos ng class meeting nila is deretso change to party uniform agad itong mga mahal nating wantri at pinagpatuloy nila ang kanilang class meeting. Pik napansin mo bang madalas umulan nitong nakaraang mga araw? Oo nga oh sinisipod na ako…hatsing!!! Yuck, eeew!.. sowi…,well, one rainy day ay nag-OC daw daw itong ating bagong Tac-O…huh??? May bagong Tac-o???!!,,Uu Pik!!,.. at galit siya sa maingay!!,gusto niya tahimik lang. Eh, pano mu naman nasabi pareng Bombo??, kasi nga, nung nag-OC siya ay saksakan ng ingay ang kor of tedaks natin… Yun tuloy nagalit si beloved OC at alam mo kung ano ang sunod nangyari??,, ANO????.. hehe.. pinalabas lng nman niya ang buong tedaks out of da best resto of the town (Messhall) kahit na umuulan.!! May mga raincoat naman kaso may problema. Ano na naman yun?? Walang mga raincoat and wansi!! Halakadooo! Pero nagform pa rin sila but they all got WET and DIRTY!!(hindi po siya doubled meaning na phrase hehe!). eh di nagmistulang basing sisiw ang ating mga wansi??. Dapat sinabayan nila ng kantang “Heto ako, basang-basa sa ulan!!!” Nyahahaha!!!....subalit, bagama’t , datapwa’t, subalit maalat ang dagat, hindi rin sila nagtagal sa ulan at naawa rin si bagong Tac-O. Pinapasok din sila. Aba’y maawain naman pala si bagong Tac-O. hehehe.. LESSON LEARNED- “ Magdala ng raincoat kapag magiingay!!”

Eto pa isang happening na kasangkot ang mga wansi. Noon mess (pugay!! na naman??) Bakit kaya ang hilig natin gumawa ng kalokohan pag noon mess???.. hmmmmm…. Baka may coincidence lng naman pareng Pik. Well, this is the whole story. One noon mess daw kasi ay paisa-isang (fight) lumalabas sa mess hall ang ating mga wansi. Yun! Nung mapansin ng ating dynamic mess officer, taraaaan!!! Halakadoooo!, instant justice agad sila in front of mess hall. Mag proper kasi bok. Kahit wansi na magproper pa rin. Wag paisa-isa (fight yun diba??). Sayang lang ang mga papuri sa atin ng isa nating Tac-O. Hehehehe. Knock your head mates!! Wahehehe. !! Nagbunga ang ating mga asimilasyown!!..hehe I almost forgot, party ulet. Party ulet?? Uu. Ulet. Mga Sgt. Majors naman dis taym. Eh, eto daw kasing mga wantri, ayaw ayusin ang kanilang pagduduty. Aaaaaay…. Pangit yaaaaaan…. Kung hindi daw wala sa post eh naglalaptop. Wantri ah!. Behave… ayusin muna ang duty at tusi palang kayo. Halakadoo! Yan tuloy nahulog ang mga bituin ng ating mga Sgt. Majors. In English, shooting star. Hehehe. Next taym ah? Dami pagbabago dis sem. Anu tong narinig ko bombo na 2 pitsel nalang pwede inumin sa isang table??? Uu pareng Pik at take note: plebo daw ang nagsuggest! WHAAAAAT??? Halakadooo! Can’t afford!!!!, aka plebo din nagsuggest na spaghetti na sa umaga??? Hehehe. Sinamahan mo na sana ng ice cream na dessert tsaka hot tsokoleit o kaya cake. Nyahahaha!!

Dami ko pa sanang gustong i-share, tulad ng tarnish brief ng trisi sa body check! (ewwwww!
