2007 as seen by Arnika

W

ith the passing of time, 2007 seems less dramatic than it seemed when we were living it. By this I mean outer and inner development of the organization. So, when judging the last year, one would even want to say that it wasn’t somehow unusual, but that wouldn’t really be the truth. Generally is possible to say that we were harvesting the fruit of long term campaigns in many areas. In Arnika itself many significant changes took place or were decided on. The big shift was an exchange of high priority campaigns from Arnika. „Toxics Free Future“ was replaced by „Don´t play with PVC“, which started sharply. It was opened by publicizing analysis of children’s toys. The toys were analyzed for the presence of toxic phthalates, which provoked more tests being carried out by state institutions. The chemical safety of toys became a theme concerning the whole of Europe, to which a discovery of banned phthalates in plastic toys made of PVC undoubtedly contributed. A petition of this campaign called „For the Substitution of PVC“ was started quite hastily; though it was supported by almost 7000 people included some important people by the end of year. As the campaign „Don’t play with PVC“ began sharply, we can say that it very quickly replaced „Toxics Free Future“ as Arnika’s number one campaign. In March, Arnika, its volunteers and cooperating organizations had to stretch all their powers to maintain accessibility of information regarding toxic waste in the law concerning the Integrated Register of Pollution in the extent in which Arnika‘s campaign in the years 2001 to 2003 managed to implement it. We weren’t bored in other programmes either. The Public and Environment Programme was defending Prague’s skylines, specifically the panorama of Prague when viewed from Hradčany to Pankrác. Through our activities, and in cooperation with other Prague civil associations, we raised the attention of the UNESCO programme in Paris. Despite the fact that Prague’s authorities don’t recognize UNESCO as a high enough authority, the balance is still uncertain in the case of skyscrapers in Pankrác. CEPO also helped to keep shade and protection from spring showers under many treetops which were intended for felling in 2007. The Nature Protection Program carried on many years work on protecting areas included in the Natura 2000 network and in protection of waters and their ecosystems. We succeeded with our complaint to the European Commission regarding the case of undesignated bird territory Heřmanský stav – Odra – Poolší. Some branches of Arnika also had success. Team Bořena helped to protect a habitat of endangered plants on the white hillsides in České středohoří. The branch in Jihlava reached a target with Minister Martin Bursík in the battle with Kronospan, which is a large producer of chipboard (using formaldehyde). As far as development within the organization goes, we have strengthened the team of the Coordination Centre, and at the end of year we closed up strategic planning from which a considerable simplification of organization structure emerged, and this lead to abolishing the two-stage decisional structure. However, mainly people within the organization will notice these simplifications. We have to wait and see if it will improve our work outside. Also, I stopped being Chairman on the last day of 2007. From January 2008 the members of 5-person executive board, who were elected in 2007, will alternatively take on this post for half year periods. Toxic and Waste Programme The programme is trying to achieve limitation of toxic material released into the environment, and also reduce the amount of produced waste and better handling of it. We are enforcing legislation which will better protect our environment. We support the rights of citizens to be informed about toxic materials in the environment, and we encourage them to search for such information and demand it. The programme is focused on solving these problems in the Czech Republic and also in Europe and worldwide. The „Toxic Materials and Waste Programme“ is an important and active member of an international network of nongovernmental organizations with similar aims. (4)


Toxic and Waste Programme 2007

O

n Earth Day we started a campaign „Don’t play with PVC“. Its aim is to decrease or totally stop the use of PVC where any substantial release of toxic materials can endanger lives and the environment, for example toys, items for children, medicine, and food wrapping. Based on our campaigns and testing done for us, a few toys and children’s items were taken from the market due to their high content of phthalates. We acquired almost 7000 signatures for the petition „For the Substitution of PVC“, which travelled around summer music festivals. More than 60 cultural and social celebrities also signed the petition. Due to Arnika’s systematic information campaign about the dangers of PVC, St. Alžběta’s hospital in Louny and the hospital in Havlíčkův Brod have started to replace some hazardous equipment. The department for newborn babies in the hospital in České Budějovice has already replaced 90% of their equipment with the safer ones. We arranged forums and lectures on problems using PVC in kindergartens and maternity centres. Our dealings with Náchod Bakeries and Confectioners and Nowaco led to their decision to replace food wrapping made of PVC with safer material. Negotiations regarding replacement of PVC wrapping are in progress with the Ahold chain of supermarkets. In the campaign „Toxics Free Future“, we succeeded in averting the imposition of a limitation on information about the amount of toxic waste released into the environment by industrial companies. The information is publicized in the Integrated Register of Pollution (IRP). During the first half of 2007 we collected the signatures of 208 mayors and councils under an appeal for not restricting IRP by government and parliament. We handed the petition „Toxic Free Future II“, containing 16,206 signatures, to representatives of the Czech House of Parliament at an event in March. Martin Bursík, the Minister of the Environment who submitted this legislation, took the draft law from the hearing. We announced the biggest polluters in individual regions in 2006. They were listed based on data from the Integrated Register of Environmental Pollution. Compared to the previous year, it was noticeable that some companies reduced the amount of toxic materials released into the environment as a reaction to their position on the list. So, thanks to publication of the list, it was confirmed that the Register can be a motivating factor for reduction of industrial pollution. As a part of the campaign focused on the fulfillment of the Stockholm Convention on persistent organic pollutants (POPs or dioxins, DDT and similar) we negotiated with the Plzeň region that they will finance the analysis of contamination of farm houses returned to the Rychtařík family in Klatovy-Luby. They are contaminated with pesticides such as DDT or lindane. The study will be used to support the request for funding necessary to decontaminate the property. We also achieved re-examination of the ombudsman‘s attitude towards this case. Within IPEN (International POPs Elimination Network) we have been operating as secretariat of a group working with dioxins, PCBs and waste. We coordinated non-governmental organizations during international negotiations about limitation of POPs. At a meeting of Stockholm Convention members in Dakar in May 2007 IPEN (led by working group coordinated by Arnika) helped to enforce regulations for „best available technologies“ (BAT) and „best environmental practices“ (BEP) of this convention. We participated in international discussions regarding worldwide limitation of mercury production as a highly toxic, heavy metal element. Together with other organizations, we enforced the Integrated Registry of Pollution as one of the recommended ways of following the fluctuation of mercury in the environment. Spolana Neratovice has to abandon using mercury during chlorine production by the end of year 2014, a year earlier than planned. This will help to reduce mercury contamination in the Czech environment. Counting the success from year 2006, Arnica reduced production of amalgam electrolytes in Czech chemical plants by three years, which is quite a success compared to other countries. However, we’re not totally satisfied yet. Under the sponsorship of Ministry of the Environment of CR, in May 2007, we successfully finished a year-long competition „Waste as a raw material“. 80 teams from 66 secondary schools within the Czech Republic participated in this competition. The winners were the students of Lepařovo gymnázium in Jičín. In September they visited Šumava National Park as a reward. Programme Leader: Jindřich Petrlík

Centre for Citizens’ Support The Centre for Public Support (CEPO) encourages people and public groups in their activities to protect the environment in their local area. It also helps to establish new groups and it offers its services to towns which want to actively protect their local environment. Our objective is for people, public groups, and towns to use their rights to protect their own environment and effectively fight against destruction and pollution. We offer consultation, legislative support and work with the media. We encourage local initiatives regarding mainly waste management, cutting down trees, right for information, or Natura 2000. We also help the public to participate in administrative processes and we encourage public presence in decision-making proceedings. We offer legal help in extremely difficult cases. (6)


Centre for Citizens’ Support in 2007

I

n 2007 we provided 864 free of charge consultations regarding the environment at our branches in České Budějovice, Děčín, Jihlava, Ostrava and Prague. We helped to establish 6 new public groups. We dealt with 19 various cases of damage to the environment and human health. We engaged the World Heritage Centre, UNESCO, in the argument over the construction of skyscrapers within sight of the historical centre of Prague, and we organised a public survey among inhabitants of the capital city. Then we handed our request to regulate construction to the mayor of Prague 4. Based on the appeal of public groups against the widening of the north-south arterial road, the permission to do so was cancelled. We managed to get a decision from the European Commission about the problem of the undesignated bird territory Heřmanský stav – Odra – Poolší. The Commission criticised the proceedings of the Czech government in a document sent to the Czech Republic. In response to complaints from Arnika, town and public groups, the Ministry of the Environment decided that the dumping ground near Pozďátky in the Třebíč area, at which there was an accident, could no longer be used as a dumping ground any more. We helped flat owners in Prague 3, which were contaminated by carcinogenic asbestos, to enter a lawsuit against the town hall, which had caused the contamination and afterwards refused to de-contaminate the flats. In the case of a lake at Čečelice, we ensured that the company H. Z. C. J. was punished for fencing the lake without permission, despite the fact that rare fresh-water jelly-fish, molluscs and amphibians live in this habitat. We dealt with unnecessary and sometimes illegal felling of healthy trees at many places around the country. We prevented the devastation of town greenery in Ostrava-Poruba, we saved the alley from Růžená to Třešť and many trees in other places. The local association in Skuteč managed, with our support, to save the recreation area and its trees when the town hall planned to build a supermarket. We brought a lawsuit against the manager of Břevnov Monastery in Prague for felling an alley of historical trees. Throughout the year we supported the people’s right to information. We pointed out the illegitimate concealment of information, and also the incorrect proceedings of some offices. We sued the Office of the Government and The City Development Authority of Prague for illegal concealment of information, and we continued in the legal argument about information against the building authority in Úvaly. We also complained and appealed against Prague administration and Ministry of culture for incorrect proceedings. We were interested in amendments to key legislation concerning the right for information and the right for environmental protection. Together with other organizations, we made comments about the new building act, which would allow further non-conceptual development of farmland and open areas. The Czech government accepted our comments and didn’t pass the problematic parts of the amendment when voting for it. We were engaged in amendment of the legislation for environment protection and in criticism from the EU for badly applied European regulations. Apart from other proposals, we suggested better protection of trees growing outside of forests. We commented on the intention of the Ministry of Transport to sue non-governmental organizations to make up the damage caused by delaying the construction of transport infrastructure. Together with organizations under the umbrella of Green Circle, we were concerned about the politics of Czech government concerning sustainable development and public presence in decision making. Nature Protection programme The Nature Protection programme is focused mainly on protection of generically rich ecosystems of central Europe – waterways and marshes. It looks for and enforces alternatives for managing and using waterways which lead to harmonization of the needs for environmental protection with anti-flood protection and with business use of waterways and areas near them. The other important activity of the Nature Protection programme is saving of endangered plants and animals in their original habitats, and maintaining the land’s natural balance. (8)

I

n 2007 we paid special attention to the issue of dams planned on river Elbe. Such dams would damage the river irreversibly and pointlessly. Together with our German partners from the non-governmental organization BUND, we pointed out the problems that the river Elbe is facing. At the International Elbe forum in Ústí nad Labem we highlighted the special need to protect the Elbe. We also participated in discussions about important problems on the Elbe, which will be solved in the first cycle of water management planning. We published four case studies about German rivers. The studies show the opportunities that sympathetic management of waterways can bring to nature and people. They also describe the contribution that revitalization brings to nature and what they mean as a part of anti-flooding protection. They also describe systematic renewal of river flood-plains, and even one demolition of a dam. We organized a Czech-German Dialogue on a boat – a floating conference about the Elbe, attended by scientists, artists, journalists and politicians from the Czech Republic and Germany. When floating through the unique landscape of the Elbe canyon, we discussed the possibilities for year-round navigability of the Elbe and the values which this river brings. At the conference in Dresden, we introduced the current situation regarding the dam on the Elbe and the anti-flooding protection to mainly German participants. We organised seminars about possibilities and advantages of sympathetic river management and about plans for drainage basins. These seminars were public, and they were attended by 120 representatives of towns, companies, non-governmental organizations, and environment, land and public protection institutions. We paid attention to the case of the planned construction of a reservoir in Mělčany in the Královéhradecký region. We tried to encourage the idea of a dry polder, which will be more considerate to the environment and equally effective during flooding. This dry polder should be build instead of the water reservoir, which would damage the habitats of many rare species. We organized a meeting of non-governmental organizations from the whole country with the Ministry of the Environment. The meeting was focused on problems with river basin management. We also attended a meeting regarding the future management of water on the land of the city of Prague and in the drainage basins of the lower Vltava River. We collected and published comments about the plan for the drainage basin of the Odra. An informal “Coalition for live rivers” was established at the meeting. It is formed from about 15 organizations dealing with river management. We commented on a document regarding plans for the drainage basins of the lower Elbe and Odra rivers, we publicized remarks from other organizations that would like to comment on the document. We participated in two meetings discussing the management of drainage basins, which are in connection with the anti-flooding protection of Prague. Together with other non-governmental organizations, we tried to enforce a complex attitude to anti-flooding protection for the entire drainage basin. We introduced an exhibition about water in the country to schools and other public institutions. We published a brochure about revitalization of waterways. We provided 80 consultations regarding waterways, their management and protection. We participated in meetings of non-governmental organizations with the Minister of the Environment, Martin Bursík, about the form of the Natura 2000 network. In the meeting, the minister confirmed that the canyon of the river Elbe will be included in this network thanks to its unique value for natural history. Programme Leader: Kateřina Režná

Arnika České Budějovice At the beginning of the year we organized a photographic exhibition called “Chemical Accidents – Risks That Industry Is Not Talking About, Risks That Can Be Prevented“. Dalibor Stránský, the head of the south bohemian branch of The Green Party spoke at the exhibiton and there was also a concert of a grind-core group “57“. We continued collecting signatures for the petition “Toxics Free Future II“. With it we have approached Czech M. P.s Jan Babor and Tom Zajíček with a request that they will not vote for the limiting of information on the Integrated Register of Pollution. M. P. Mr Babor promised he will not support this limiting law. We introduced a thematic exhibition “Water in the Country“ for the students of high schools J.V. Jirsíka and Jírovcovka. We organized several information stands about the problem of PVC and started a collection of signatures for the petition “For the Substitution of PVC“. The public learned the reasons why it’s dangerous to play with PVC at the interview with the leader of the promotion, Ms Miroslava Jopková. In May we published the results of the “Comparative Study of Waste Industry in České Budějovice and Písek“. We introduced these at a public debate. We took part in a meeting of the town‘s Committee for Natural Environment, where the topic of waste industry was discussed, and we also took part in debates about the project “Nature in Waste“. We participated in regional proceedings for the expansion of a municipal dumping ground in Lišov. Together with students from the High School of Trade, Services and Business, we carried out a survey in front of supermarkets in České Budějovice, where we asked the customers how well they are acquainted with the risks of using PVC in food packages.

At the Healthcare High School and College we organized a lecture about the dangers of using PVC in the health service. The lecture was coupled with a panel exhibition about the examples of PVC supplements in specific hospital departments. This exhibition then also took place in the Social and Health Faculty of South Bohemian University. We made an agreement with two kindergartens to substitute PVC toys. A kindergarten in Nerudova Street has also joined our coalition for the substitution of PVC. Leader of the branch: Jitka Straková

Arnika, Děčín We acquired signatures of several city mayors and representatives for the petition “Toxics Free Future II” and we gave the copy of the signatures to the M.P. for Děčín – Mr. Vladimír Šoltys with an appeal for him not to vote for the limiting of information in the Integrated Register of Pollution. We presented the exhibition “Water in the Country“ at an international conference at the 30th anniversary of protected landscape area Labské pískovce. We organized several information stands about the topic of PVC dangers. We started collecting signatures for petition “For the Substitution of PVC“ and in front of supermarkets in Děčín we organized a survey among the customers. We asked how well they are acquainted with the topic of PVC and how much they avoid buying food packaged in PVC. In the Centre for Children and Youth in Teplická street we organized an exhibition about the dangers of PVC during “Earth Week“ in April. The exhibition then went to the High school of Health, where it was broadened by information about the use

of devices made of PVC and their influence on human health. In September we actively participated in “Car Free Day“. Together with other organizations we organized traffic competitions for children and a happening, where the figure of a skeleton warned the drivers about reckless driving in the streets of Děčín. We helped the citizens of Krupka in Teplice region to organize a petition for the limiting of pollution, for which the firm Knauf Insulation is responsible. Leader of the branch: Kamil Repeš

Arnika, Chotěboř In Chotěboř and Havlíčkův Brod we organized information stands about the dangers of PVC,

where people could sign the petition “Don´t Play With PVC”. In cooperation with high school in Chotěboř we organized an exhibition “Toxics Free Future“, which was introduced by Milan Havel by having lecture about the products around us and their impact on nature’s environment and human health. We helped the Hospital in Havlíčkův Brod to make a PVC audit. Together we found the problematic devices in different wards and suggested their appropriate alternation without PVC. We substituted all the devices made of PVC in the children’s ward of this hospital. The Hospital in Havlíčkův Brod thus became the first hospital with a whole ward without PVC in Vysočina. waste site is contaminating surrounding waters with sulphuric acid and heavy metals. We dealt with several cases of cutting trees. We were successful in stopping the felling of an alley along the road between the villages Třešť and Růžená. We saved 120 trees from pointless felling. In Vyskytná nad Jihlavou we helped to establish a civic association, which – together with our help – succeeded in stopping the expansion of a communal waste site. As of today the waste site is closed. We provided more than 300 consultations to the residents regarding the environment and the public’s participation in the decision-making process. Arnika, Jihlava We gave the petition “Toxics Free Future“ to M.P. František Bublan and asked him not to vote for the draft law about the Integrated Register of Pollution (IRP), which would limit the right to information about toxic substances. In January and February we organized an exhibition “Chemical Accidents – Risks That Industry Is Not Talking About, Risks That Can Be Prevented“. It was visited by 40 classes within the framework of education in Chemistry, Physics and Civics. Together the exhibition was seen by 1500 people. There were follow-up lectures at two high schools in Jihlava. At several information stands in Vysočina region we introduced the problem of production, usage and disposal of PVC. Most people visited them and also the exhibiton about PVC during the two weeks festival “Holiday in Telč”. A petition “For the Substituon of PVC” was also signed by several musicians, for example Hana and Petr Ulrych and Miki Ryvola. We participated in the licence system for the construction of a new filter for Kronospan, the biggest polluter in Vysočina. Also thanks to our comments the company was obliged to publish a summary of all substances with which the factory is polluting the air. We initiated a correspondence petition, which was supported by more than one thousand people. The Ministry of Environment ordered the factory to measure the emissions of cancerous methanol. During his visit to Vysočina, we pointed out to Mr Martin Bursík (minister of the environment) the environmental problems which Vysočina has. During this visit the minister promised a repurchase of a waste site in Pozďátky by the state. This

were supposed to be changed to parking areas. We prohibited the cutting of 17 trees in Opavská Street, which are important for the protection from noise and traffic emissions. Together with the organization “Saint Vaclav” we succeeded in delaying the cutting of 160 lime trees in an alley in Komenského sady. We also stopped another felling of healthy trees in Budečská Street. We participated in several other administrative procedures about permission for cutting evergreen tree species, in some cases we achieved an increased compensatory replanting to a corresponding number. In some cases we succeeded in prohibiting the felling altogether. We organized an exhibition “Chemical Accidents – Risks That Industry Is Not Talking About, Risks That Can Be Prevented“ in the city library. We informed about the dangers of PVC through petition stalls at the celebration of the “Earth Day“ at the Silesian-Ostrava Castle and at the festival “Colours of Ostrava“. In front of supermarkets

Arnika Praha We started a competition “Living Prague“ for students of Prague‘s Basic and High schools. Each month the contestants compete for prizes in quizzes about topics from various areas of protection of the environment. We organized 10 debates and lectures for the public. Thanks to their regularity (every second Wednesday in the moth except the holidays) and interesting topics the lectures were frequently visited. park next to the underground station at Lužiny. Here we introduced an exhibition about the protection of air and water, which was followed by a petition “Don´t Play With PVC”. We held a quiz about owls for the children with owl pexeso game as a prize for the winners. We joined the EKOfestival – the fair of non-profit organizations organized by Green Circle at Náměstí Míru. We had other information stands about the dangers of PVC and waste for the public in (for example) BIOdožínky in Nenačovice, at the music festival Babí léto in Asylum Bohnice and at The Green Day in the botanical garden. Arnika Bořena Team Bořena Team is a land association of Arnika. It looks after several locations in the western part of České Středohoří. It’s an area which is mostly not designated as a protected area, but contains valuable plant species. We have been managing the locations for many years and through this we

have been trying to keep natural conditions for these plants. We carried out detailed research in locations which we used as a basis for negotiations with landowners. We found out their property means, and we later obtained permission to maintain two other pieces of land which are areas of endangered plants. We organized a camp of volunteers with the aim of maintaining one of the locations, where we cut the grass and cleared it of windblown timber. As part of the camp we organised a trip to interesting viewpoints. At six places in the České Středohoří region we arranged an exhibition about the activities of Bořena team and about the endangered plants at locations in České Středohoří. We handed in comments on the planned Bílina by-pass. We want the plan to be considered in such a form that would be less harmful to the locations with the endangered plants and animals. The regional council of Ústecký region accepted our comments.

Strategic plan

I

n 2007 the employees of Arnika created a strategic plan for 2008 – 2013. Its formation took place over several periods during the year and the result was introduced at the General Assembly of Arnika, which took place on October 20, 2007. The strategic plan brought simpler decision-making and organizational structures and a better specification of Arnika’s future work. The decision-making structure became simpler by uniting the function of the Committee and the Executive Board, with the elements of democratic decision-making being kept. The number of people in this body was set at 5. Out of these the General Assembly votes for a chairman. Two representatives from the Executive Board represent the branches and three programmes. The members of Arnika have access to the proceedings of the Executive Board and they can propose topics for discussion. The highest authority of Arnika is still the General Assembly, which meets annually, usually on the third weekend in October. The General Assembly also approved the change of Arnika‘s Articles, which took into account the above mentioned organizational and voting changes. The change of the Articles was registered by the Ministry of Interior on November 6, 2007 and the Articles are available for downloading at http://www. arnika.org. In 2007 Arnika’s Committee consisted of: Jindřich Petrlík – the chairman, vice-chairmen: Lenka Petrlíková Mašková, Kamil Repeš, Kateřina Režná and Martin Skalský.
