What's wrong with permits?
Inefective Poorly formulated documents make too much space for speculation and avoidance, too little for sanctioning. Hidden from public It took us 4 years and 3 protests with thousands of people in the street to get the text of permits. Too many permits for too many subjects The Federal ministry issued 801 permit in 2004-2014. Cantonal ministries issued even more permits. EIA performed by "copy/paste" methodology Not a single EIA (ordered by operators) was rejected.
What civil society expect from integrated prevention?
More public participation We would like to participate in decision making. Low capacities at the ministries can be supplemented by NGO. PRTR and information dissemination We have PRTR software, server and (some) data, but it is available only by request. We want it open on web. Better protection of entire ecosystem (air, water, soil) No aspect of environmental protection should be ignored Balanced development Ecology is not the enemy of economy More investments into cleaner industry
