5 SALUTATIONS DEAR PARTICIPANT. YOU MADE IT!

Whether you are a first-time delegate or a more seasoned “EYP-er”, we would like to extend to you our most sincere compliments for being selected, among more than 200 other applicants, to attend the 11th National Selection Conference of EYP Albania. It is a great honor for us to have been given the opportunity to lead the organizing team and we cannot wait to see our months of hard work come into fruition. Arnisa 2018 may be your first, second or last EYP session, nonetheless we will try our best to help shape this session into a dazzling experience. Arnisa 2018 may be the first step in the world of EYP for most of the attending delegates, thus first and foremost we would like to congratulate you for showing the desire and the initiative to partake in new, exciting and albeit rather challenging experiences like the European Youth Parliament. Secondly, we wish to provide you - our beloved first-time delegates - the best possible introduction to what hopefully will become a long journey in EYP. Although, we certainly would not dare to forget about or remarkable officials’ team. We are more than delighted to have the chance to work with such an exceptional group of individuals and we have every intention to go above and beyond to provide you the best EYP Albania can offer. Nonetheless, we can only do so much. It is up to you, dear participant, to cherish this opportunity and use it not only as a catalyst for personal growth but also as a means to foster new and long-lasting friendships, after all that is what EYP is all about. Prepare yourself to be challenged, inspired and a bit sleep deprived. The countdown has already begun. Both of us cannot wait to meet you all in a couple of weeks and in the mean time we wish you good luck with the pre-session preparations.

ARNISA, A CROSSROADS OF CULTURE

EYP sessions are commonly named after the location or the city where they are held in. However, in order to make this national selection conference feel new and more interesting we opted for a slightly different approach. Arnisa 2018 is named after the old city of Arnisa, that was situated in the area today known as Zik-Xhafaj. Dating back to the first centuries BC, Arnisa was one of the oldest human settlements in this area and it is most likely the antecedent of the city we today know as KavajÍ. We purposely decided to pick the historical name of the city of Kavaja as opposed to the modern one in order to further highlight the importance of culture and cultural heritage, which is not only the cornerstone of our vision for the session, but also extremely pertinent to this region in particular. A long time ago in a Roman Empire not so far away, the city of Arnisa was an important transit route for the well-known Via Egnatia. Merchants and travelers from both the West and the East would often stop to spend the night in the city. So not before long Arnisa became a hotspot of culture near via Egnatia. Even though not particularly wealthy, the city was a safe haven where people from opposite sides of the world could spend a day or two in each-others company before departing on their long and treacherous journeys. Even if only for a week, this upcoming session may be the spark that rekindles this long forgotten tradition. EYP events are aimed at youngsters to promote diversity and creative thinking, even more so when these values are in line with the theme of the session. We are well aware that our session’s theme has, to a certain degree, resonated with each and every participant and we would like to urge you all to work together in order to reestablish Arnisa as a crossroads of culture one again.

THEME & VISION

Culture, be it old, modern, obscure or very notable is undoubtedly the cornerstone of our vision for this session. At a time in which political discourse is concerned with building walls and raising fences we believe that culture can help us surmount barriers and foster genuine human connections. The looming wave of nationalism that seems ascendant worldwide should not be taken lightly. We believe that culture can bring people together and through it they can be inspired to connect on a more personal and emotional level. Our vision will permeate every aspect of the session. The topics, the media project, the session activities will all revolve around the session’s theme. Our goal is to go beyond the usual fruitless chatter and make room for unhindered and constructive dialogue.

GENERAL ASSEMBLY

During teambuilding the participants get to know and develop bonds with one-another through various games and interactive activities that are designed to break the ice and foster a strong group spirit.

During committee work delegates are confronted with a specific topic. They are encouraged to reflect on all the problems and challenges related to the topic and collaboratively come up with realistic solutions. The final product of their work is a resolution containing all the issues and their respective solutions.

During the general assembly every committee presents their resolution in a parliamentary setting. After various rounds of debate, during which delegates can openly discuss their proposed solutions or hold speeches regarding the various topics, every resolutions is put to the vote.

FAREWELL PARTY

Music! What a better way to spend the night than with the company of the sweet sounds of jazz. All flourish and glitter, right by the sea for an unforgettable evening. We advise you to put on your most glamorous clothing to get the full experience of an old timely period. It can be an one in a million opportunity. Get a taste of the famously themed EYP events. So join us, in a night under the stars, full of wonderful sounds and fun activites!

The Organising team has joined forces with dailytaste. al to host a different kind of event. dailytaste.al is a brand new online magazine, dedicated to add a touch of aesthetics to your daily life.

EYP has its own tradition. After the journey everyone goes through, to top it all off, we greet everyone with the farewell party. It’s a bittersweet experience: it has all come to an end, but it was wonderful for as long as it lasted. This is the time and place we all share one last time our difficulties and the fun we had during team building, committee work and the hard work of the General Assembly. We are surrounded by friends old and new to laugh, dance and be one big family before saying goodbye to the session. There might be tears, but they are tears of joy and happiness.

DRESS CODE

CASUAL This dress code applies to Teambuilding and informal evening events. During Teambuilding you will be doing various activities indoors and outdoors. Feel free to wear anything you are comfortable moving around in and aren’t afraid to get a bit dirty. Also make sure to pack a pair of flip-flops, most of the teambuilding activities will be held on the beach after all.

FORMAL For Opening Ceremony and General Assembly all participants are expected to dress formally. This means suits with ties for the gentlemen and skirts or dresses of appropriate length and professional appearance for the ladies.

SMART During Committee Work you are expected to follow a smart dress code. It is not necessary to wear a suit but worn-out jeans and t-shirts do not entirely meet the dress code either. Nice trousers and a shirt or blouse, for example, are perfectly suited for Committee Work.

SPORTY It is a good idea to bring some comfortable clothes with you, such as sportswear, and especially important to pack comfortable shoes that you can freely move around in the hotel. This is advised for the Teambuilding part of the session.

SESSION VENUES

This session’s venues will be located by the Adriatic sea: in Golem and Kavaja. Our hotel, Albanian Star, is right by the sea and has an amazing view that all can enjoy. At this time of the year, the beaches in Golem and Kavaja are very quiet and peaceful. This is the place where tourism thrives throughout the whole year in Albania and has its peak during the hot summers. The shore is fully populated and except the usual fish, crab and the big variety of shellfish, you can expect to catch a few jellyfish here and there!

HOTEL ALBANIAN STAR The participants will be accommodated in hotel “Albanian Star” located in the town of Golem, 5 km from Durrës. The hotel also features a restaurant with a spacious terrace, a bar and an outdoor swimming pool. A fitness area and a games room can also be found on site. Most of the meals will be consumed there and through the hotel’s catering service. The activities that will take place in Albanian Star Hotel are: Opening Ceremony, Welcome event, Teambuilding, resolution typing

“3 DËSHMORËT” ELEMENTARY SCHOOL The elementary school has been very kind and willing to lend us its facilities so that our participants can proceed with committee work. To get there, the transportation provided by the session will be used.

PALACE OF CULTURE “KAVALJON” The General Assembly will be held at the Palace of Culture “Kavaljon” located in Kavaja. It has been newly renovated and the inauguration took place in March 26th 2011. With a modern architecture, it is ready to welcome all of our participants for an unforgettable General Assembly.

Preparation is the key towards success, which is why we encourage you to read through all the materials given to you by your respective Chairpersons, accomplish all the given academic tasks, and make sure to do further research. The topics have been sent to all delegates by the organisers upon your acceptance. The Topic Overviews for your committees may be found on the Preparation Kit, but you may contact your respective Chairperson or the Communication Team on Delegate Support, (delegates.arnisa2018@gmail.com) in case you have not received it.

Committee on Constitutional Affairs AFCO: With low levels of satisfaction with the political system in many European countries, what steps can be taken to establish a culture of debate, encouraging active citizenship and political engagement? Committee on Foreign Affairs AFET: Bearing in mind their status of potential candidates for EU accession, how can the EU ensure political and social stability in Bosnia and Herzegovina, as well as the Republic of Kosovo, while safeguarding the cultural independence of all ethnic and religious groups?

Committee on Women’s Rights and Gender Equality FEMM: With the underrepresentation of women in the field of arts, how can the EU and Member States bridge this gender gap and guarantee equal access to such professions? Committee on Industry, Research and Energy ITRE: With Cultural and Creative Industries (CCIs) employing over 3 million Europeans and producing over 3% of the EU’s total GDP, how can the EU promote and invest in CCIs, whilst taking into account the constant adjustments required by the digital evolution?

Committee on Culture and Education I CULT I: With almost 20% of the European population aged 15-29, how can the EU guarantee equal access to culture for young people from all socioeconomic backgrounds?

Committee on Legal Affairs JURI: With repeated attacks on legal institutions of liberal democracy by high-ranking state officials, how can the EU ensure respect for the rule of law in Central and Eastern European countries?

Committee on Culture and Education II CULT II: European Year of Cultural Heritage 2018: Considering the increasing development of globalisation, what steps can be taken to preserve European folk arts and ensure their longevity?

Committee on Regional Development REGI: With migration becoming an integral aspect of modern European cities, how can local stakeholders prevent cultural division and best account for cultural diversity within urban societies?

PRACTICAL INFORMATION

LOGISTICS Transport to the city of Kavaja will be provided by the Organising team for officials and delegates. The departure to Hotel is going to be done in Tirana. WEATHER Albania is known for it warm Mediterranean climate and it is a sunny country with at least 12 hours of sunlight a day during the summer in most of the territory. During the course of Arnisa 2018, there will be 13 hours of sunlight throughout the day starting from 6:30 until 19:30. According to the forecast, temperatures might arise as high as 32 degrees Celsius during the week of the session so we recommend you to bring cool clothing, sunscreen, hats, and other means of protecting yourself. ESSENTIAL PACKING LIST / Cash (enough for the extra things you may want to buy) / Mobile phone and charger / Passport / ID / Materials for your own research (i.e.tablet, laptop) REGISTRATION ON THE MEMBERS’ PLATFORM Prior to the session all participants are required to create a personal account on the EYP members platform and register to Aulona 2017 10th National Selection Conference of EYP in Vlora, Albania, as a delegate. This platform will also come in handy after the session when documenting your session history and contacting other participants of EYP events you have attended. REGISTRATION ON THE MEMBER PLATFORM 1. Create an account on the EYP Member Platform via https://www.members.eyp. org/user/register. If you already have an account on the new Member Platform or also on the old Alumni Platform, go to step 3. 2. Activate your account after receiving an email. 3. Log in via https://www.members.eyp.org/user/login and update your profile. 4. When you do create your account inform us though our official session email, arnisa2018@gmail.com 5. RESPONSIBILITY WHO IS RESPONSIBLE FOR THE SESSION? Organising a National Session is a complex task and many people have taken part in making this possible. The organisation that has mainly contributed to making this session possible is The European Youth Parliament in Albania. We would like to give you a brief overview of our division of tasks : The European Youth Parliament in Albania (EYP Albania) is fully in charge of running the Session. EYP Albania: / Selects the organising team which takes care of logistics, picking the venues, providing food, running the parties and setting up the Teambuilding sites. / Is responsible for the safe transport and the careful selection of session venues; / Defines the theme of the session; / Raises funds to pay for the session expenses on a national level. The European Youth Parliament / Schwarzkopf Foundation Young Europe (EYP/SF) takes care of: / Promoting the session on the European level. / Providing an international website for the EYP : www.eyp.org ; / Facilitating the work of the decision-making bodies (Governing / Body and the Board of National Committees) of the EYP; / Serving as a contact point for initiatives which would like to become part of the EYP network; / Raising funds to pay for the session expenses on the European level. The National Committees of the EYP : / Organise the national selection proce dures for the delegates; / Assist delegations with the preparations / Collect the participation fees which cov er the costs of the activities; / Help delegations to fundraise their costs for travel and participation; / Promote the EYP in their country.

Participants of the session who are 18 years old or older, are allowed to drink alcoholic drinks with less than 15% alcoholic content (such as beer or wine) under the supervision of organisers. Participants 18 and older will be advised on their consumption. Any stronger beverages will not be allowed or served at the venues. Smoking is discouraged, but it is permitted if participants are over 18 years old. We ask you to smoke in designated smoking areas. Smoking throughout the official programme of Teambuilding, Committee Work, and the General Assembly (excluding coffee breaks) is not permitted. If underage participants are smoking, there will be a warning, then parents/guardians will be contacted. The EYP operates a total zero tolerance policy with drugs. Please see the EYP Alcohol and Drugs Policy if there are any other questions regarding this. LEAVING THE SESSION PROGRAMME Managing an event of 130 people is not easy and requires the organisers to know where the participants are. This means that participants cannot leave without the permission of an organizer. Even when permission has been given, participants must stay with an organiser at all times. Under no circumstances can participants leave the official programme by themselves. ACADEMIC PREPARATION Delegates are expected to arrive well prepared for the Committee Work, which includes carrying out extensive research on the respective topics, as well as following the current news and international political scene. The research and preparation for the session will be beneficial, both to the delegates’ personal experience and to the overall quality of the entire session. Remember the concept of EYP and benefit from this unique learning experience that you have in front of you. The Committee Work and the General Assembly are the foundation and highlight of every session, so please be aware of the seriousness and importance of being active and well prepared for both events.

ALCOHOL, SMOKING, AND BEHAVIOUR POLICY Alcohol (beer and wine) will be available at some events. Delegates are asked to remember their national legal requirements considering alcohol. The EYP frowns upon overindulgence. Participants are reminded that any abuse in alcohol will result in the participant’s exclusion from the session
