FRAGILE TIES
In 2010, European Year for the Fight against Poverty, every attempt was devoted to reduce social exclusion in the European Union. However, there were no significant changes due to the lack of measures taken and cuts in social budget, particularly affected by the financial recession. Currently, 80 million European citizens are excluded from society and represent 17% of the population. Among them, 20 million are children1. In Catalonia, one of every five people has an income below the poverty risk line2.
According to the Consell General del Poder Judicial (Global Committee of Justice), in 2007, the year in which the financial recession began, 229.923 foreclosures were performed in the Spanish country, and Catalonia headed the list with 44.202 foreclosures embracing the same period. Future predictions are not very hopeful and these figures could even double in 2011 and 2012. Furthermore, many of these people will have to endure the burden of the debt all their life, on top of having all their possessions seized. Unemployment is another structural problem, since it has risen to more than four and a half million, leading to a 20% 3 rate of unemployment - especially high amongst young people, with more than a 30% 4 rate. Arrels takes care of people who suffer the consequences of losing their ties for a long period. These losses turn particularly serious as time goes by, always cause suffering and can even lead to social exclusion. That’s the reason we are especially concerned with the current financial recession, which is compromising the ties of millions of people who have lost or are running the risk of losing their job, house, family or health.

The profile of homeless people is changing nowadays. There are more young people; more women; more immigrants and more victims of family conflicts. The reasons which have brought about this change are various. Some structural circumstances like the property market have also had their own impact. To the well-known difficulty of obtaining a dignified place to live has been added the problem of people losing their house because of economical problems.

Dear friend, Everything you rely on today might disappear tomorrow. This headline is not an easy statement to say. It's our responsibility as an entity to let society know about our activity in 2010 -how we got things done. We ask you, however, to allow us to look a little further into the future, beyond the present time. Please let us talk about current and future ties, because we would be compromising our common purpose if we failed to do it.

It's time to say loud and clear that this current financial climate will claim still more victims. Some of them live in precarious circumstances, lack balance and will eventually end up living on cardboard. The recession will be forgotten and entities like Arrels will attend these people, so we must be ready.

The present is full of ties. We rely on our health, job, family and friends. These bonds are splitting for lots of people -as has happened with the people we're attending now. The current social and economical background will break the ties of lots of people and will eventually, without any shadow of doubt, lead to social exclusion in the short-term future. Societies like ours are typically exposed to several cyclical crises. This current one is especially tough. On one hand, unemployment pushes many people towards economic insecurity, while on the other many people are on the edge of extremely fragile situations due to excessive debt and the current mortgage policies. Arrels is certainly aware of this fragility. In 2010 we worked harder to attend the most fragile ones: men and women living in extremely serious exclusion, running the risk of seeing their bonds, which we've been building together, torn. Our commitment is still the same: remaining closer to those in need, following their process and focusing on the core: a house, a roof. For that purpose, 49% of Arrels' budget in 2010 was addressed to housing. My duty now is to encourage you to stay closer; to pay special attention to every bond; to defend the rights of everyone. Arrels attends both physical and mental needs of those excluded from our society. 1.121 people attended.
Arrels makes access to a dignified place to live possible for people with very different personal backgrounds. 197 persons housed an 54.153 nights in accommodation; 5’85% more than last year.
Arrels defends the rights of people exposed to extremely vulnerable situations, making social and political authorities aware.

“I feel honoured to witness every person's process thanks to the support and attention of the entity. Especially outstanding is the task of our team in charge of accompanying people on medical visits -in 2010, there were 1.188 such visits. Most important of all is the fact volunteers and people attended usually establish strong ties and trust�.

Going with somebody to the doctor or helping out with paperwork, assessing a judicial process, visit more often a person on the street, provide places in public and private centres and institutions or arrange the common steps after a person's death are a few of the duties Arrels carries out to remain closer to homeless people. The current financial recession has urged the entity to do its best to improve the quality of attention, to ensure personal improvement and avoid the situation worsening in short and medium term. 192 people received social assistance in 2010, and the number of visits to the 382 people attended who live permanently in the street increased. The Open Centre welcomed 829 people, who were able to join us and find a common place to interact and fill their primary needs: storage room to keep their belongings, hygiene services, pharmacy, postal service and wardrobe, amongst others. The intensity of the support given can be seen through the social benefits applications for 47 new people, the 31 requests for the dependency law and arranging housing benefits for 29 people. Looking after a person means first of all respecting his own process and then attending his circumstances. Arrels is focused on making up personalised programmes, with the goal of helping them overcome issues of health, housing, social isolation and providing food.

HOUSING
“I've been living in the apartment for three months and I feel great. What I appreciate most is the feeling of peace. I do housework along with my flatmate and share duties. I pay my rent every month, and I know I ouldn't afford my own flat with my income”. Paco lives in one of the 20 apartments provided by Arrels.
197 people were granted with a secure and dignified roof; to be more exact in the 20 apartments run by Arrels, rented rooms, in the residential home Llar Pere Barnés1 and, in a lower number, in hostels. People attended have an average monthly income of 440 euros, coming from different social benefits. A month in a hostel in a room with shared bathroom –without a kitchen and no extra services- costs more than 420 euros in Barcelona. This does nothing but perpetuate the dependent situation of people in exclusion worsened now by the economic background. For that reason, in 2010 Arrels was determined to supply a cheaper and decent housing type, such as the rented room. That way, 72 people got access to them and spent 18.014 nights, 98% more than 2007. Most important of all, though, is what lies behind the expectations of a secure home for all of them: improving their health -physical and mental- conditions, learning to take responsibility regarding income and expenses and recuperate domestic and personal skills.

For Arrels, housing is the key when attending and staying closer to homeless people. For that reason, this year 49% of our budget was assigned to the different housing types, covering the 54.153 cost for nights in accommodation and seeing a rise of 3.000 in nights supplied regarding to 2009.

DEFENDING “Arrels works alongside those people who have seen their ties severed and have ended up excluded from society. With this current crisis we're especially concerned about the fragility of some rights, especially unprotected, like housing. In this context, it's important that the entities not only keep on delivering services, but also fight for transformation. Social entities must be politicized, feel encouraged to find causes and reflect on them”. A home, health and a proper income for a dignified life are the main rights of every person -even more necessary in cases of exclusion. In 2010, Arrels demanded that this right be fulfilled, counting on the support of ten entities and committees and local, national and European networks.

In Barcelona, a campaign to raise awareness has been launched in collaboration with the Xarxa d’Atenció a Persones sense Sostre (Attention Network for Homeless people): 'Imagine 2015 with no homelessness', in order to find a solution for the homeless phenomenon in the European Union1 countries by 2015. Concerning health matters, several hospitals and doctors’ surgeries are working together in order to improve attention for homeless people. Specifically, in 2010 Arrels became part of an Ethical Committee in the Hospital del Mar, participating in a collection of suggestions to ensure a better intervention for the Homeless Attention Network in mental health matters. In regard to housing, an important objective for Arrels is the Spanish government’s approval of the European Social Declaration, a document that enables the right to dignified housing to be demanded legally, already signed by European countries like France and Slovenia. In 2010, several political parties discussed this issue at the Chamber of Deputies. In this context, in 2010 the entity carried out an analysis about its role in all these social and political matters, and is already working in this direction.

Participating in an advisory role on five local administration boards with 25 proposals for the political parties standing in the elections of the Catalonia Parliament. 1

CREATING
“This stool was used in an exhibition against poverty in Madrid and some of us went to visit it. I liked it; you can see how lots of things are done out of nothing. It just means collaborating”.
A stool. It's one of the most meaningful objects designed by people linked to Arrels in 2010. Meaningful, firstly, because it meant several people were working together making up different stools guided by the instructions of the designer, Curro Claret. Secondly, these stools are shown in the exhibition 'Design against Poverty', organized by the Culture Ministry in Madrid, along with some other testimonies and objects created by homeless people attended by Arrels. These stools were manufactured in La Troballa, the Arrels workshop, where so many others pieces of art were created in 2010 (jewellery, cards, Christmas trimmings, bookmarks, puppets, pieces of pottery, etc.). In 2010, 97 people used this workshop, participating in any one of the three programmed activities: the occupational therapy workshop, where several handicrafts and manipulation activities are usually done; the professional training workshop, devoted to computing, binding and carpentry courses and the pottery and glass techniques’ workshop. This daily regime of creativity is one of the ways with which the people attended occupy part of their freetime and recuperate their personal and social abilities. It also fosters teamwork, self-esteem and a sense of responsibility.
La Troballa has participated in six fairs and community activities organized along with other entities of the neighbourhood and Barcelona.

EXPRESSING “When I arrived in Barcelona there were sixteen-year-olds living on the street. I never thought I'd end up living in the same situation. I reckon fighting for the rights of homeless people is a must. For me, participating in the twitter of @Placido_Mo is a good way to accomplish that. We must be ready; report this reality to the society and join our efforts”.

It's our mission as an entity to raise awareness among society in order to change the perception of homeless people and prevent future exclusion situations. Aiming to reach our purpose of spreading and raising awareness, Arrels takes advantage of traditional means -talks to students and appearances in the media or journals, etc.- and participates in the internet social networks -Facebook, Twitter, Flickr and YouTube. All these communication tools were used in 2010 by persons attended by Arrels, to express themselves. In November, a group of nine users, volunteers and workers were involved in the Spanish Committee of Participation for People in Poverty Situations which took place in Madrid, having the chance also to talk with more people in the same situation across the country. At the end of 2010, five users began talking on twitter about their experiences on the street, using for that the nickname @Placido_Mo, and spreading their word among the people. More than 500 people have been following their discussions about what it’s like to have or not have a home, eager to know more and asking what it really means to live on the street. In 2010 a comic called “Miguel, 15 years on the streets” was also published. His author, who is attached to Arrels, illustrated with cartoons some of his experiences during years living on the street. This comic, launched by Glénat publishing after the success of his blog “Miguel, 15 years on the streets”, also supported by Arrels, has a second part which will be published in 2011.

COLLABORATING “They told me I could be good at it, since I love listening to people. This is exactly what I do on Tuesday afternoons and it’s become part of my life. I want to be with people, give my 100%, feel it. We can’t pretend to change the world, but we have enough time to try to change what’s around us and I’m determined to do that”.
From the very beginning, Arrels has been a volunteering entity aimed at attending homeless people living in vulnerable situations in Barcelona, with the collaboration of people, institutions, associations and various other entities. In 2010, Arrels joined the fight to eradicate the exclusion of 1.121 people, and it was possible thanks to the proper support. Day after day 50 professionals worked together, helped by 256 volunteers. Thanks to them, different programmes and activities of primary attention were carried out –but also tasks of internal administration, logistic maintenance, IT and communication. Furthermore, in 2010 Arrels welcomed 42 new volunteers. All this work wouldn’t have been possible without the stability and strength to work independently, given by of a solid social base formed in 2010 -and despite the recession -by 5.362 members and contributors. It wouldn’t be possible either without the support of 93 socially responsible foundations and companies who funded or organized different activities, or promoted corporate volunteer seminars at Arrels, nor the commitment of professionals of different areas like Health, Justice, Communication or Social Welfare.

FINANCIAL REPORT FOR TAX YEAR 2010 In the context of a sharp crisis, we’re especially thankful to all private –both individual and company- financial support (53%), which managed to maintain the same level of income as 2009. We also improved public funding in relation to previous years, up to 39% of our whole budget. People attended also contributed with their own income (8%), in this way forming part of our growth as an entity. On the other hand, it’s fair to say that control of our expenses enabled us to close the financial year with a positive balance of 21.099€. We must also point out there was a huge increase in donations, which helps to make our activity stronger and safeguard our future. We’re especially thankful to the Cultural Centre of Government Employees of the Slaughterhouse of Barcelona, for donating the apartment they used as their social headquarters.
