Throughout 2012, we have been working on drawing up the Strategic Plan that will set the principles of our work from now on. Arrels has decided to focus its activity on three grand challenges: 1st Challenge Get homeless people to be and to feel, from the first moment of their attention, an active part of their process and to be aware that the situation they’re living is also a consequence of the structural causes affecting them. 2nd Challenge Make it clear that specific social measures and attention models can save personal suffering and provide economic resources. 3rd Challenge ARRELS opts for a clear participative model, where people attended, volunteers, professionals, members and economic contributors can work and intervene with common criteria. We want to prepare and strengthen the organization in order to have the capacity to foresee and act in advance of any complications which arise from today’s social and economical context.

In Barcelona, there are nearly

One grim day Joan found that it was dark and he had no place to sleep. If -one year ago- someone had told him that this could happen, he would have never believed it. We don’t expect it can happen to us for a simple reason: because it’s not acceptable letting someone get to this point. At Arrels, we are absolutely convinced that nobody should sleep rough, simply because it’s unfair and unjustifiable. One year more we keep on working to attend people and to accompany them in their life process. We do it knowing that the ties that keep us steady today are even more fragile than yesterday. As an example, one or two new people arrive every day to Arrels; people who are searching, wishing or waiting for a solution or orientation, or simply need some rest and shelter.

This year, we have attended more than 1.200 people. Men and women who have been offered, assessing every profile and our own possibilities, food, adequate housing, psychological support, professional assistance and company -lots of company. But, honestly? These people shouldn’t have had to come to Arrels. They shouldn’t have to sleep amongst cardboard or ATMs. It’s crucial for everybody to understand that this is an unfair situation. This year, 2012, Arrels celebrated its 25th birthday Since 1987, we have attended more than 7.500 men and women in a situation of serious social exclusion. People with whom we have created personal bonds, life stories that have touched us, examples of selfimprovement and tenacity. Throughout the years, we have learnt that we must push forward to fill the basic needs and that staying close to people is the way to start a process of improvement. To accompany people enables us to set a relationship of trust with them, so that they can count on us whenever they need. We continue to offer housing, food and social and health attention, but we want to move forward by assessing the causes of this human tragedy, in order to offer solutions, suggestions and initiatives aimed to improve the life conditions of the people attended which can help to stop or prevent homelessness. We are brave; we have always taken risks, and we firmly believe that changes in social policies and raising awareness can be decisive engines, along with the volunteers, to face the increase of homelessness figures in the coming years.

Who are the 1.287 people attended? In 2012, Arrels has attended 1.287 people; 300 more than in 2007 and 700 more than in 2000. The majority of them have been living on the street for a long time and found themselves without a home for a multitude of reasons and previous crisis.

The increase coincides with the increase of homeless people in Barcelona, where 3.000 people haven’t got a home. The figures are not isolated, since, according to the European Network FEANTSA, lots of people found themselves with no home in Greece, Italy, Portugal and the Spanish State due to the recession. 20% of the people attended in Arrels in 2012 were born in Catalonia; another 20% in the rest of the Spanish State; 15% come from European countries and 14% come from non-EU countries and are, in the majority of them, in an irregular situation. Women attended in Arrels are a minority, mirroring the situation on the street, even if -as it’s happening in other European countries- it’s slowly expanding, so we must pay attention and think about the measures from a gender perspective. We are especially concerned about three realities. First, the fact that people coming to Arrels for the first time are getting younger. Second, the increase of immigrant homeless people and people in an irregular situation and the difficulties they face of getting a job and being able to participate in programs of social inclusion. Lastly, the vulnerable economic situation of the majority of people attended and the fact that people getting benefits earn on average 460 Euros, an amount that is below the 569 Euros established by the Catalan Government as a minimal income of survival and that, even considering that homeless people recover, makes impossible their economic independence.

Observing carefully who these 454 people are, differences can be seen regarding to the rest of people attended by the entity. These are younger people, a good number of them coming from non-EU countries and with no papers. 11% is younger than 34 and 30% are between 35 and 50 years old. 26% was born in Catalonia and the rest of the State; European citizens are growing up to 22% and 18% are immigrant people from non-EU countries, lots of them in an irregular situation. According to the European Network FEANTSA, in the last five years and as a result of the recession, the number of homeless people has increased in 17 European countries; among them, Germany, UK, Austria, France, Ireland, Portugal and the Spanish State. In Spain, more young people are detected, more immigrants in an irregular situation and more homeless women. In this context Arrels wants to be aware and sets challenges, such as increasing the street outreach team to attend better the people who are sleeping rough in Barcelona. But we must look farther: fair and dignified benefits must be guaranteed, laws created so that States give an efficient solution to homeless immigrants who are unregistered; measures taken against job insecurity for young people and even -as it’s implemented in other European countries- national plans drawn up against homelessness, aimed to give a complete answer to the homeless phenomenon.

This current year, Arrels has attended 454 new people. We met the majority of them through the street team of Arrels and the rest of them came to the Open Centre asking if they could use some of the services offered.

What encourages us? A team of people involved in Arrels in various duties: administration, reception, maintenance, talks addressed to young people, communication, wardrobe, etc. These are people who have suffered the street first-hand and now form part of the Arrels team. Each one according to their capabilities, but everyone open to learn and improve and make this project work. Lluís, José, Jaume, Milhali, Francisco, Martí, Germán, Jesús, Carles, Miquel, Martín, Juan Carlos, Gemma, Josep, Tomás, Rafa, Alex, Josep Maria, Ricard, Artur, Nicolae, Antonio, Inma, Lorraine and Ángel. Before offering anything to them, a trustful bond must be created, which usually requires a lot of time. Starting from this bond, we can get the person to count on us, so that we can offer them what they need when they need it: a roof, a shower, clothes, updating documentation or simply being with them. Many people ask for long-term housing, which would mean a real and stable change to their situation. We have divided the city in areas, working especially in places where the highest number of homeless people are located: churches, soup kitchens and train stations.

Every week we stroll through the streets of Barcelona to identify and accompany homeless people who are in a phase so severe, that they find it difficult to access any resource or care service. The majority are old-aged men who have been living more than three years on the street.

What do we do as volunteers of the street team?

Why is it important to sit down and listen? We have learnt to welcome people as they are, asking no explanations, just listening what they want to tell us. Sitting down with them, listening to their problems and drawing up together priorities and possible solutions is crucial to create trusting bonds. The majority of people are identified by the street team or at the Open Centre of Arrels, a place of shelter with direct access. Above all they are men older than 55, local, in need of a more specific attention, because their serious situation implies multiple problems. Most of them cope with a deep uprooting and there is a rising percentage of mental disorders (psychotic disorder, schizophrenia and delirium disorder) and chronic alcoholism. We know every person is different and we work to address the dimension of every case, following an individual and integral treatment, with the aim of providing the most appropriate solution.

How many plates and nights have we filled with warmth? Having a place to sleep and eat in a stable and safe way is the key to personal recovery. Housing is a basic need where we address 45% of our budget. We believe in stable accommodation using different types of housing, categorised according to the conditions of every person. The fact of using and sharing a flat and assuming the responsibilities that comes with it helps in the process of recovering a person’s autonomy. In this sense, we work on adapting the successful experiences in other countries where housing is considered the first step against social exclusion (Housing First). We highlight the role of Mambré Foundation, whom Arrels is one of the four founding entities, that made it possible that 11 people were housed this year, at the same time as allowing us to obtain more economical housing. Alongside housing, Arrels provides daily food, covering g that way one of the most basic needs of people.

How do we understand the attention given to a person? We take care of a person in a complete and detailed manner. We understand that the attention must cover the basic needs of housing, food and hygiene services, but also the personal and social relationship needs, work motivation or cultural interest.

The services we provide in the Open Centre, the daily and free-access place, are a good example. This year, alongside with the common services of showers, lockers, laundry, wardrobe, pharmacy, post, etc. we have organized different activities focused on leisure and social skills, and also professional training and assessment. In this sense, the handicraft and manipulation activities of the creative workshops of La Troballa also help people to recover their personal and social abilities. At the same time, objects are made with a value and use for other people and selling them has helped to cover the cultural and spare-time activities of the participants.

In this sense, the awareness talks with testimonies of people who have been living on the street are the ones which arouse more interest among young people. This year has consolidated the participation of testimonies who, with the support of volunteers, explain the causes and the actual situation of the phenomenon, as well as the services we supply and the importance of being accompanied as an engine of the entity. The majority of centres visiting us come from the city of Barcelona and they have a previous interest in knowing the reality of homeless people. Sometimes the schools collaborate with us raising funds before their visit, others help in the training workshop or they spread the message on the street.

Where have we done our bit? Arrels participated, at city level and as an entity of XAPSLL (Framework of Attention to Homeless people in Barcelona) on the count of homeless people in November 2011 and in 2012 the Diagnosis was published. It certifies that there’s been a rise of 32% of homeless people in the city of Barcelona. We participated actively in the annual assembly of FEANTSA (European Federation of Entities for the Attention to Homeless People), which took place in Barcelona about immigration as the key topic in the attention of homeless people. On a European Level, an important document of the Economic and Social European Committee was published about the main factors which provoke homelessness; three of them are structural and two personal. This Committee also encourages all the European Members who lack one -as it’s the case of the Spanish State- to develop national action plans.

Our entity is formed by volunteers, professionals, members, contributors and people attended. The principal tool to make the project work are the volunteers. Without them, it would be impossible to implement the different programs of the entity. 81% of the entity is devoted to direct attention, the place that gathers more volunteers (209). Raising awareness and impact policies conforms 9% and is supported by 21 volunteers. 11% of the full amount of professionals and volunteers is focused on maintenance, logistics, computing, administration, attention to members and contributors, human resources and volunteers.

Nothing is impossible
Who would have said that behind a piece of wood a grand project was hidden? The refurbishing of the Camper shop in Pelai street, under the supervision of the designer Curro Claret, is the result of the personal and collective transformation of the participants of La Troballa, Arrels’ workshop. Stools, shelves, tables, a curtain made up of 3.000 cords, lamps, drawings of Miquel Fuster. All in record time! This shows us that, if we want it, nothing is impossible.

Arrels has increased its activity thanks to a 10% rise in income. We have registered a strong increase in private aid from Foundations like Marató de TV3 for poverty and donations from companies. We highlight the quality of the public funding, with the increase of 5 sponsored places in the Pere Barnés Residence, allowed in agreement with the City Council until May 2014. On the other hand, the expenses have risen by 11%, due to the increase in care intervention, staff expenses deduction cut-backs and benefits of the Social Security System, the increase of the value tax of 21%, the rise in bank expenses and amortizations of reforms in the Open Centre of the entity. We emphasize the annual increase of the bank expenses, since to guarantee the payments of the daily activity and deal with the delay of receiving public funding, Arrels needs to have credit available, which gets more and more expensive.
