DIRECTOR’S LETTER In 2013, 1.300 people have passed through Arrels and we have housed more than 250 different people, about 180 each night. It wasn’t easy to do. 2013 hasn’t been an easy year and neither will 2014 be, but if we assume the commitment of guaranteeing stable housing for 180 people every night, we must maintain it. Whatever it takes. That’s why we need support, more than ever. Without this support, we won’t be able to house more people who are sleeping on the street today; nor offer adequate housing to the 90 people who we know are living in hostels and in subtenancy rooms, unable to access a shower or a kitchen, and who wish they could live in a suitable place. As if it’s not complicated enough not having somewhere to sleep, having to sleep on the street with inadequate hygiene conditions is even more difficult. Can you imagine having a shower just once a week? That’s why, in 2013 we wanted to extend the hours of the showers service. But it hasn’t been possible. We have lacked 50.000€ to ensure stable housing and 30.000€ to broaden the showers service; in total, 80.000€. It’s a very big amount from the perspective of someone who struggles to make ends meet, but it’s small if we consider some expenses generated in certain other places. Whatever the case, it’s a necessary amount. We will overcome this situation because, basically, there are people who need it and are still sleeping on the street. There’s no option. Let’s go?

WE COULDN’T PROVIDE STABLE HOUSING FOR ALL THE PEOPLE ATTENDED In 2013, Arrels housed 257 people, a similar number to the year before. However, the objective of providing stable housing hasn’t been reached because of a lack of financial resources. The entity closed 2013 with a budget deficit of 50.000 euros, money needed to guarantee this stability. In 2014, in fact, the prevision is to house less people than last year because we can’t afford to meet the costs generated. In 2013, Arrels managed 27 flats with 67 places. Housing was also provided through rented rooms, hostels and the Pere Barnés Residence*, and Arrels helped people do the necessary paperwork to access Housing Board** flats. Currently, 96 people are waiting to access adequate housing where their needs can be met, such as individual flats, old people’s homes or low-threshold centres.
* Pere Barnés Residence is an accommodation facility that attends people suffering a critical health and social situation. 90% of the 25 places are granted in agreement with the Barcelona City Council and five places are sponsored by the Catalan Assistance Institute and Social Services of the Catalonia Government. ** The Housing Board devotes part of its flats to people in vulnerable situations. This is the case of the people attended by Arrels. These flats are in the name of the person; not the entity.

WE DIDN’T EXTEND THE HOURS OF THE HYGIENE SERVICES The hygiene services of Arrels are a good example of the entity’s objective: being with and offering useful help to the people who have been on the street the longest, in a most unstable situation. In 2013, 465 people had a shower, changed their clothes, shaved or had a hair cut. Many of them live on the street and others live in hostels and rented rooms with no hot water, where they must pay more if they want to have a shower. The challenge for 2013 was to extend the timetable of the hygiene services, enabling more people to take advantage of them, but it wasn’t possible due to a lack of resources. In 2014, the necessity still exists, and more people knock on our door asking for a shower. And in 2014, what are we doing? We are still trying to broaden the showers service to include Monday to Friday mornings, and we have extended the laundry service to meet the demand of people who ask to wash their clothes. In 2013, 300 people made use of the laundry, and in the first quarter of 2014, there was a 160% rise in the usage.

YES, WE HAVE EXTENDED THE OUTREACH TEAM AND REACHED MORE PLACES IN THE CITY 2013 started with the challenge of attending the people who sleep rough in Barcelona better. We wanted to extend the hours, to go out at night and to reach all the districts of the city. According to the Network of Attention to Homeless People of Barcelona, more than half of the people who sleep on the street are in Eixample, Ciutat Vella and Sants-Montjuïc. These are the areas where the street team works, which has incorporated three more districts in 2013 -Gràcia, Sant Andreu and Sant Martí- where 23% of the people who live on the street are concentrated. The street team has been reinforced: from 15 volunteers to 36 and the idea is to reach up to 60 people; all them well trained. And in 2014, what are we doing? We keep on expanding the street team and we want to open a ‘street flat’ in Ciutat Vella to offer night accommodation for the people who are unable to access any other resource and who otherwise would sleep rough.

YES, WE HAVE LAUNCHED A PSYCHOLOGICAL SUPPORT SERVICE When a person leaves the street, he faces the most difficult of all: the feeling of guilt, relate with people again, loneliness… Understanding what has happened and in which moment the person finds himself is important to keep improving. At the end of 2013, Arrels started operating a psychological attention service. Since then, 22 people have participated in the weekly group sessions or the individual sessions, which take place every two weeks. “When a person has lost everything, he loses his identity”, explains the service’s psychologist, Iván Torices, who also highlights the “fear of the participants to lose what they’ve got now” and the necessity to talk about family, loss and loneliness. And in 2014, what are we doing? Assuring the continuity of this initiative and widening it so that more people can take advantage of it.

WE’VE GOT TO KNOW THE ‘HOUSING FIRST’ MODEL Arrels has always wanted to offer dignified housing for the people who live in a chronic situation on the street. In the 90s there were hostels and then shared flats. In 2013, we have focused our attention on the Housing First model, that promotes individual and permanent flats, always supporting the person. The model is implemented in almost all of the European Union and has an 85% success rate: in Amsterdam there is practically nobody living on the street; and in Lisbon the A&E admissions have decreased by 99% and people who have entered flats have improved their health and self-esteem. To get to know this way of working, in 2013 Arrels visited Lisbon, Ams– terdam, Berlin and Galway. Now the intention is to train volunteers and professionals in this model of intervention and to get the resources to run it.

WE HAVE PROVIDED 169 LEGAL CONSULTATIONS TO HOMELESS PEOPLE Living on the street leads, sometimes, to legal problems which complicate the recovery of homeless people. One of the most serious problems is that many people are tricked into becoming administrators of companies, and later they are reported by these companies and requested to pay a big debt to the Treasury or the Social Insurance. In a many cases, this situation prevents homeless people accessing social benefits. Last year, we identified 13 cases of this sort, which are being examined by us with the collaboration of the Public Prosecution and the Treasury. In 2013, Arrels oriented and accompanied 66 people -29% more than in 2012- in proceedings related to fine appealing, legal issues and immigration affairs. “If you are in an irregular situation and living on the street, your situations gets worse. You are alone and there’s nobody in your country of origin who can help you to obtain the documentation. Often, they’re extremely vulnerable people with health problems caused by life on the street. In these cases, we ask for a residence permit on humanitarian grounds”, explains Gisela Cardús, Arrels’ lawyer.

WE’VE STROLLED TOGETHER TO FIND OUT MORE ABOUT HOMELESS PEOPLE In the middle of 2013, Laura Bohigas got support from the European program, ‘Youth in Action’ to launch a project which intended to make the reality of homeless people more visible to students, from the very streets of Barcelona. Laura, who had been a volunteer with Arrels, got in touch with the entity and this is how the project Strolling Together started. A team of 6 people who have lived on the street was created and they have been the guides to more than 240 students of ESO, Secondary School and Middle School, with whom they have walked through different districts of Barcelona, explaining their experiences and perceptions about living on the street. “At the start, the students are normally shy, but they open up little by little and empathy is created, an emotional bond even, between the boys and girls and the guide”, explains Laura Bohigas. The challenge for 2014 is to open the project to schools, universities, companies and other groups.
