1 GENERAL INFORMATION
1.1 COUNTRY CONTEXT With the continued deterioration of the situation in Syria, massive movements of refugees swept through many neighboring countries mainly Jordan, Turkey, Iraq, Egypt and Lebanon exerting additional burden on the hosting communities who already suffer from limited social services, employment and other economic opportunities. In Lebanon, number of Syrian refuges exceeded the one million, out of which only 881,755 refugees have been registered by the United Nations High Commissioner for Refugees based on recent statistics issued on February 14, 2014. The refugees are distributed randomly across Lebanon. The majority are split between the North (28%) and the Bekaa (34%), while the rest are spread among Beirut & Mount Lebanon (26%), and the South (12%). In view of the current situation, UNDP jointly with the Ministry of Social Affairs launched the “Lebanese Host Communities Support Project” early 2013 as a comprehensive, coordinated and durable response towards the Syrian Refugee Crisis and its implications on the country. The project aims at creating livelihoods and economic opportunities for host communities, strengthening the capacity of local and national actors to deliver basic services in an inclusive and participatory manner, improving local level dispute resolution and community security and tackling local development issues in crisis conditions. ART GOLD Programme supported technically the “Lebanese Host Communities Support Project” given its long experiences at the field level. On parallel, ART GOLD Programme continued adhering local development in crisis conditions on issues of governance, support to social services, local economic development and networks of decentralized cooperation.

1.3 SUMMARY OF THE PROGRAMME: BACKGROUND AND MAIN RESULTS UNTIL 2013

Background of the Programme:
The ART Global Initiative (Articulation of Territorial and Thematic Networks of Cooperation for Human Development) is UNDP's international cooperation initiative promoting the formulation and implementation of a legal, programmatic, operational and administrative framework - the ART Framework-Programme - in the countries that request it. UNDP launched the ART Global Initiative in 2005, as part of its commitment to support countries in their efforts to accelerate progress on the MDGs and achieve sustainable development. Since then, the initiative has demonstrated that regional, municipal and local authorities have an important role to play in promoting sustainable development. The initiative is also an important entry point for Decentralized Cooperation partners to UNDP and the development system, as it offers a tested multilateral framework to assist in identifying the territories' needs and priorities and in making the territories' voices heard. With its experience in the field, large networks of decentralized cooperation partners and closeness to local and sub national authorities, the ART Initiative can be the catalyst for achieving sustainable development for all. In March 2007, the ART Lebanon Programme began implementation of its initiatives in four priority regions in the country, characterized by their high levels of poverty and deep economic problems: the Interprovincial Region of Northern Lebanon (3 Kadas: Akkar, Minieh/Dinniyeh, and Tripoli), the Interprovincial Region of Southern Lebanon (5 Kadas: Marjeyon, Bint Jbeil, Nabatiyeh, Tyre and Hasbaya), the Bekaa Region (5 Kadas: Rashaya and West Bekaa, Hermel, Baalbeck and Zahle) and the Southern Suburbs of Beirut (1 kada: Mount Lebanon). The programme, managed at the national level by the Government of Lebanon represented by the Council for Development and Reconstruction (CDR) and the UNDP. During 2013, UNDP and CDR launched phase II of the programme for additional three years (2013 – 2015). For the next phase, the programme will continue strengthening the decentralized cooperation partnerships, ensuring the activation of the national committee and supporting the sustainability of the Local Economic Development Agencies in the four regions (North, Bekaa, South and Beirut Southern Suburbs).

1.4 GENERAL OBJECTIVE (AS DESCRIBED IN THE PRODOC) The general objective of ART Lebanon is to contribute to stimulate economic recovery, social rehabilitation and balanced development in the medium and long term, through the implementation of local human development strategies in selected regions and through building territorial development partnerships across Euro Mediterranean region, focusing on the key role of local community.

- The cost sharing agreement between UNDP and Marseille Municipality has been signed. Mobile application for 25 touristic sites within Tripoli is accessible to the public.
A technical Mission from Marseille arrived in February 2013 to provide technical assistance to the IT department within Union of El Fayhaa Municipality to build a mobile application to locate touristic sites and provide information to the public. In this regard, different meetings were held with the concerned local authorities to agree on the historical sites to be tagged. Around 25 historical sites within Tripoli, Mina and Bedawi cities were selected. The mobile application and the tagging has been almost finalized.

- TOT football training for coaches conducted. - Sport tournament for 6 teams was held engaging around 90 youth.
TOT football training for coaches was conducted to enhance the skills football players of 6 teams. The trainees organized with their local teams and clubs, a mini football tournament in Halba for five days, with the participation of more than 90 players from the 6 targeted teams. In this regard, sports uniforms for the teams were distributed prior to the mini-football tournament.

2.1: Local Economic Development Agency (LEDA) in North Lebanon strengthened.
Agreement with LEDA North was signed to ensure its sustainability for the coming three years.
A mission from Tuscany region took place in April 2013 to assess the situation of the health care centers within Wadi Khaled region. In this regard, different meetings were held with several municipalities in Wadi Khaled and field visits were conducted to three health centers in Akkar region: Makased in Wadi Khaled, Hariri in Akkar Atika and Municipal Health centre in Mishmesh. Based on the field visits, the members of the mission decided to focus on Wadi Khaled PHCCs to enhance the health system . A cost-sharing agreement has been signed between UNDP and the Italian Embassy to finance the enhancing of the PHCC role in Wadi Khaled. (project ongoing). In the second half of 2013, a grant agreement was signed with North LEDA to cover the operation cost of the three coming years based on assessment done by Giancarlo Canzanelli and a action plan identified.

Main achievements: - Establishment of an observatory within Union of Municipalities of Jabal Amel building for data collection and analysis. In this regard, procurement of GIS software and satellite images was done. - Contracting a local Consultant to prepare a study on Territorial Planning in Energy and Waste Management for 16 villages. A grant agreement with Al Salam organization was signed for the establishment of the youth cultural and educational center in Kawkaba village. The center was equipped with IT supplies and sound system.

A total of 34 health supervisors of the MEHE from North Lebanon, Mount Lebanon North, Beirut, South Lebanon, Mount Lebanon South and Nabatiyeh and Bekaa regions with the participation of the 6 health coordinators of MEHE were trained for 3 days on “Schoolbased Oral Health Education” concepts by Lazio Region experts. In April and in June 2013, Ghobeiry’s and Haret Hreik’s PHCCs were monitored and evaluated by experts from Tuscany Region experts. Results of the findings were discussed with personnel of the PHCCs Profile of the PHCC of Burj Al Barajneh was realized In October and December 2013, meetings between experts of Tuscany region and MoPH took place to define the needs in order to upgrade the HIS of MoPH

2.4 DIALOGUE AND CONSENSUS-BUILDING MECHANISMS: FUNCTIONING AND RESULTS National level:

National Institutions:

ART ensures that all projects are in alignment with the national strategy and policy of line ministries of Environment, Agriculture, Interior and Municipalities, and Social Affairs. The strong liaison, collaboration and coordination between ART Lebanon and relevant ministries have contributed to government ownership of ART projects and to projects’ sustainability. Local Governments:
Local governments are represented in the working groups that ART had established, and which are composed of the different sectors within a community including NGOs, private sector and civil society organizations. Local authorities head these groups that play a major role in the development process namely through identifying local and regional needs and priorities. International/Decentralized Cooperation:
Since its on-start, ART Lebanon has established more than 50 decentralized cooperation partnerships promoting dialogue and peace and contributing to the socio economic development of local communities. DC partnerships have facilitated the exchange of experiences and best practices between European and local communities, and improved the latter’s skills and capacities on various issues. UN Agencies:
ART Lebanon coordinates closely with other projects and programmes within UNDP such as Live Lebanon, MDG project and the UNV programme availing to them its networks and infrastructures in ART regions of operation in the country. ART also collaborates with FAO on agricultural projects. Strong collaboration has been established with BCPR in Beirut Southern Suburbs. Recently, in view of the current situation, UNDP ART GOLD Programme is collaborating closely with UNHCR on initiatives supporting Lebanese host communities affected by the Syrian crisis and refugees high influx to Lebanon. “Live Your Tour� Project is an initiative funded by the European Union aims at increasing sound and harmonious tourism in Lebanon, Italy, Spain and Tunisia. After 5 working sessions, the beneficiaries through a participatory approach were able to define the strategic objectives of their area in the short, medium and long term and to set accordingly the Vision and Mission Statements. Vision Statement: Communities and local authorities envision Baalback/Dier El Ahmar area as a Leading Rural Tourism Destination in the Middle East by 2030, defined by Authenticity, Enjoyment, Safety and Social Responsibility; contributing to the well-being of its people. 4 CONCLUSION. CHALLENGUES CONFRONTED AND LESSONS
LEARNED Challenges confronted: -
Deterioration of the security and political situation caused delays in implementing several local development initiatives especially in the North, Beirut Southern Suburbs and Bekaa regions.
-
Critical financial situation in the ART GOLD Programme related either to lack of funds or delays in receiving committed funds by donors caused in putting several planned initiatives on hold till 2014.
-
Given the impact of the Syrian crisis on Lebanon, the majority of funds mobilized from donors fall under the component of supporting the Syrian refugees or the host communities in Lebanon and thus made the opportunities for ART GOLD to mobilize resources very hard given the nature of the programme.
Lessons Learned:

i)
Ensuring visibility to the programme has been very essential to mobilize resources from new donors / DCs.
ii)
Identifying and presenting specific objectives, goals and activities have proved more effective in establishing strong partnerships and more effective relationships with the Decentralized Cooperation
iii)
Mapping the initiatives implemented by ART GOLD in four areas and setting a strategic direction for each area are important tools to guarantee ART GOLD uniqueness among other projects impleneted by UNDP in Lebanon.

Financial Reporting Financial reporting and control mechanisms that are used to monitor finances are:
The Combined Delivery Report (CDR) reflects all disbursements made by the project in a certain period. The final CDR at the end of the year must be signed by the designated Project Manager within the UNDP Office and certified by the Resident Representative in the CO (or by the designated Project Manager in case of regional projects). The CDR constitutes the official report of expenditures/obligations of the project for the period. Therefore, the CDR issued at the end of the year will contain all valid transactions of the project for the closed year. The expenditures/obligations there reflected are considered as final for that year, and consequently the re-phasing of the remaining budget to the following year(s) of the project will be done based on this information. The Expenditures detail must also be used to monitor the correctness of the recorded expenditures, and to provide detailed financial information to the projects. Country offices should maintain records locally to reflect accumulated expenditures per budget line, budget balances and outstanding obligations. These records serve to monitor the project’s financial situation and to share financial information with other stakeholders. (See attached)
