CSIR/GOI ORDERS REVISION OF GRADE PAY IN RESPECT OF GR. C (NON-TECH) EMPLOYEES OF ERSTWHILE GR. D (NON-TECH) In partial modification of CSIR Circular Lr. No.5-1(3)/2008-PD dated 4-10-2008, and in compliance with the decision of 174th meeting of the Governing Body held on 11-8-2009, the Competent Authority has approved the (downward) revision of Grade Pay from Rs.1900/- to Rs.1800/- in the Pay Band-1: Rs.520020200 in respect of Gr. C (Non-Tech.) employees (erstwhile Gr. D (Non-Tech.) who were in the pre-revised pay scale of Rs.2650-65-3300-70-4000, and also to the waiver of over-payment made to such employees in consequence of the CSIR letter dated 4-10-2008. [CSIR Lr. No.5-1(3)/2008-PD dt. 2-5-2012] RETURN OF THE REMITTANCES WITHOUT COMPLETE NARRATION AND DELETION OF UNMATCHED SUBSCRIBER All such remittances which do not have the required information of <PAOFINPAO Registration No, Transaction ID> in the designated field will be returned to the remitting Bank Branch by T+2 day (where T is the day of receipt of the funds as Trustee Bank) of receiving such remittance. Further the SCFs which are not matched and booked within 15 days of upload will be deleted from the CRA system. Accordingly with this system in place, the facility of submission of the details related submission of funds for all fresh Transaction IDs (SCFs uploaded on or after 1-5-2012) in the Contribution Funds Transfer Details module will be stopped. Accordingly, CRA is advised to: 1.

Intimate all uploading Offices.

2.

Prominently display the circular issued to the uploading Offices on its Websites -- both Corporate Website as well as the transaction Website.

3.

Not to allow any credit in the pool account from 1-5-2012.

4.

Develop suitable functionality to cancel all such transaction IDs of all SCFs which are not matched and booked after 15 days of upload.

5.

Not to allow any funds transfer details upload for the transaction IDs uploaded on or after 1-5-2012.

6.

Display associated messages (for cancellation of all SCFs, Fund transfer Details upload, etc.) in appropriate language and place.

No 13/17/ 2012/PFRDA dt. 4-4-2012; NSDL CRA Circular No.CRA/PO&RI/PAO/2012/002 dt 9-4-2012] FINANCIAL UP-GRADATION OF COMMON CADRE OFFICERS UNDER MACPS In order to consider financial up-gradation of Common Cadre Officers (CCOs) under the Modified Assured Career Progression Scheme (MACPS), data in respect of CCOs eligible for MACPS up to 30-9-2012 are required to be furnished. The requisite information in respect of eligible CCOs of respective Labs./Instts. in the prescribed proforma by 31-5-2012 positively. While forwarding the information, instructions/guidelines contained in CSIR correspondence on the subject may be taken into account. It is also requested to intimate Vigilance/Disciplinary case, if any, is pending against them. ACRs/APARs of the eligible Officers up to the period ending 31-3-2011 may also be completed, if not completed so far. [CSIR Lr.No.15-3/171/2012-O&M/VIG dt. 8-5-2012] PROPOSALS FOR EXTENSION IN SERVICE IN RESPECT OF SCIENTISTS G/H BEYOND SUPERANNUATION A meeting of the Standing Peer Review Committee (SPRC), is likely to be held sometime during the month of June 2012. Proposals for extension in service beyond superannuation up to the age of 62 years in deserving cases of ScientistsG/H superannuating between October 2012 and March 2013 may be forwarded to CSIR HQs. by 25th May, 2012 positively, in accordance with the instructions contained vide CSIR circular letters on the subject, failing which it may not be possible to place the same before SPRC. Accordingly, the proposals for extension in service along with the following documents may kindly be forwarded to CSIR HQs.:

[CSIR Lr.No.4-38/2012/E-II(PD) dt. 9-5-2012] ALL INDIA TENTATIVE SENIORITY LISTS OF COMMON CADRE OFFICERS AS ON 1-1-2012 All India tentative Seniority Lists of Common Cadre Officers of CSIR as on 01.01.2012 have been sent to all the CSIR Labs./Instts. for information in respect of the various functionaries in Administration, Finance & Accounts, Stores & Purchase cadres and Stenographic cadres. The Seniority Lists may be affected by the outcome of various OAs filed against some of the previous DPCs.

[CSIR Lr.No.3-5(b)/2012-E-I dt. 10-5-2012] MOBILITY OF STAFF BETWEEN CSIR AND OTHER ORGANIZATIONS: RETENTION OF LIEN The Governing Body in its 180th meeting held on 28-2-2012 ratified the decision of DG, CSIR as Chairman, Governing Body, CSIR notified vide CSIR circular letter of even number dated 9-11-2011 with partial modification of para 2 as under: “The condition of serving CSIR for 3 years after repatriation to CSIR from Foreign Service is removed only in respect of those employees of CSIR who have less than 3 years of service left before superannuation.” [CSIR Lr. 5 RECTIFICATION OF ANOMALY FOLLOWING MERGER OF ERSTWHILE GROUP III (1) AND (2) IN CSIR In continuation of CSIR circular letter No. 5-1(3)/2008-PD dated 4-10-2008 and CSIR circular letter No. 5-1(88)/2010-PD dated 21-7-2010, and based on the recommendations of the Committee constituted by the DG, CSIR to consider and recommend the residency period for assessment promotion of Technical Assistants i.e., employees of erstwhile Group III (1) & (2) in the pay scale of Rs. 9300-34800 in PB-2 with Grade Pay of Rs. 4200/- to the next higher grade of Technical Officer in the pay scale of Rs. 9300-34800 in PB-2 with Grade Pay of Rs. 4600/-, the GB in its 180th meeting held on 28-2-2012 considered the matter and approved the following : i)

All erstwhile Group III (1) & (2) employees, re-designated as Technical Assistant w.e.f. 21-7-2010, on completion of combined residency period of seven years either prior to or on 21-7-2010 will be considered for assessment promotion to the post of Technical Officer w.e.f. 21-7-2010. In case they are not recommended for promotion against the first chance, subsequent chances will be on completion of 8, 9 & 11 years of service, and after remaining for one year at the maximum of the grade. The remaining provisions of para 2.2.3 of Revised MANAS will be applicable to them.

ii)

All erstwhile Group III (2) employees who joined prior to 21-7-2010 will continue to be governed by the existing provisions of para 2.2.3 of Revised MANAS for the purpose of assessment promotion to the post of Technical Officer.

iii)

All those employees who joined the re-designated post of Technical Assistant on or after 21-7-2010, on completion of residency period of five years, will be considered for assessment promotion to the post of Technical Officer. The remaining provisions of para 2.2.3 of Revised MANAS will be applicable to them.

In case of any pay anomaly arising out of the above rectification of the residency period, the concept of stepping up of pay subject to fulfilling requisite conditions as per rules will be followed. Accordingly, Rule 2.2.3 of Revised MANAS is modified to the extent [CSIR Lr. No. 5-1(23)/2008-PD dt. 17-5-2012] CAREER PROGRERSSION OF ISOLATED CATEGORY STAFF OTHER THAN CSIR RAJBHASHA STAFF Based on the recommendations of the Committee constituted by the Joint Secretary, CSIR to look into the issues concerning the promotional avenues of isolated category staff, except Rabbhasha staff, the Governing Body in its 180th meeting held on 28-2-2012 has approved the following: i)

In respect of isolated staff having residency of 11 years for promotion to the next higher grade, the same is reduced to 10 years.

ii)

Incumbents of isolated posts after 11 years in the pre-revised scale of Rs. 5000-8000 and six years in the pre-revised scale of Rs.5500-9000 will be considered for promotion to the revised pay scale of Rs. 9300-34800 with Grade Pay of Rs. 4600/-. These orders will be applicable w.e.f. 17-5-2012.

No. 5-1(12)/2008-PD dt. 17-5-2012] PROVISION FOR DIRECTOR-IN-CHARGE FOR RAB IN ADDITION TO THE POST OF HEAD, RAB CSIR vide its letter No. 5-1(117)/2011-PD dt. 12-10-2011, The performance of Recruitment & Assessment Board (RAB) since its inception in the year 2002 and the various measures that can be taken to improve its current working was discussed at length and it was felt that in order to make it a truly HR Division responsible for understanding the needs of CSIR in terms of manpower recruitment, management, training, career planning and monitoring the performance assessment of Scientists through progressive policy direction and succession planning including selection of Outstanding Scientist (STIO), etc., in future, requires a senior Official of the rank of the Director of CSIR Lab./Instt. who in addition to his current responsibilities can he assigned the work as Director-inCharge, RAB. Accordingly the following amendments to CSIR Notifications No.7/l(4)/2002R&A dated 12-6-2002 and No.7-14(2)/2006-R&A dated 13-3-2007 are made with the approval of the Competent Authority. "There shall he a Director-in-Charge, RAB to be decided by the DirectorGeneral, CSIR from amongst the existing Directors of CSIR Labs./lnstts. Such a Director will carry out the responsibilities of Director-in-Charge, RAB, in addition to his duties as Director of CSIR Lab./Instt., without any additional remuneration. The functions of Director-in-Charge, RAB will be to plan, implement and execute the complete HR profile of Scientific Staff of CSIR which would inter alia include re-fixing Lab.-wise sanctioned strength with reference to emerging areas of R&D in Scientific and Engineering CSIR Labs./Instts., reservation roster provisions, devising recruitment and assessment schedules, career profile of Scientists and their training, etc. The Lab.-wise sanctioned strength will be re-fixed in consultation with Head, PPD, CSIR. The position of Head, RAB will also continue, however, henceforth the Director-in-Charge, RAB will exercise all the powers of Head, RAB w.e.f. 7-102011. PROF. SANDEEP K. BASU ASSUMES CHARGE AS CHAIRPERSON, RAB, CSIR Consequent upon his appointment as Chairperson of Recruitment and Assessment Board (RAB),CSIR, Prof. Sandeep K. Basu has assumed charge of the position of Chairperson of the Board in the forenoon of 19th May, 2012. As per terms and conditions of his appointment, he will hold the position for a period of three years from the date of assumption of charge or up to the age of 70 years, whichever is earlier. [CSIR Lr.No. 6-1(34)/2002-Fill dt. 25-5-2012] RELAXATION FOR TRAVEL BY AIR TO VISIT NER UNDER CCS (LTC) RULES, 1988 In continuation of DOPT O.Ms. No.31011/4/2007-Estt.(A) dated 2-5-2008 and 20-4-2010 on the subject mentioned above and to say that the relaxation for LTC travel to visit North Eastern Region under CCS (LTC) Rules, 1988 contained in the O.M. dated 2-5-2008 is extended further for two more years beyond 1st May, 2012. [CSIR Lr.No. 5-1(17)/2008-PD dt. 28-5-2012; GOI MOPPG&P DOPT O.M.No.F. No.31011/4/2007-Estt.(A) dt. 30-4-2012] PROVIDING COPIES OF ANNUAL CONFIDENTIAL REPORTS TO RETIREES It has been decided that after a period of retention of the ACR/APAR dossier for two years, if a specific written request is received from the concerned retired Officer to this effect, the CR dossier may be provided to him. Before any ACR dossier is weeded out on completion of the normal retention period, it may be certified by the concerned Section that no request for handing over the ACR dossier has been received from that retired Officer. However, if any disciplinary proceedings were pending finalization in respect of the Officer at the time of his retirement, the period of two years shall count from the date of issue of final orders in the disciplinary proceedings. [GOI DOPT O.M.No.21011/1/2005-Estt.(A) (Part III) dt. 2-4-2012; Swamysnews, May 2012, 2-3] AMENDMENTS TO CCS (LEAVE) RULES, 1971 In the Central Civil Services (Leave) Rules, 1972, for Rule 39-D, the following rule shall be inserted, namely: Note 1:

The expression “permanent absorption” used in Rule 39-D shall mean the appointment of a Govt. servant in a Public Sector Undertaking or an Autonomous Body for which he had applied through proper channel and resigns from the Govt. service to take up that appointment.

For Rule 12, the following rule shall be substituted, namely:


8 “12. (1) No Govt. servant shall be granted leave of any kind for a continuous period exceeding five years. (2) Unless the President, in view of the exceptional circumstances of the case, otherwise determines, a Govt. servant who remains absent from duty for a continuous period exceeding five years other than on foreign service, with or without leave, shall be deemed to have resigned from the Govt. service. Provided that a reasonable opportunity to explain the reasons for such absence shall be given to that GS before provisions of sub-rule (2) are invoked.” In Rule 43-AA, the existing “Note” shall be numbered as “Note 1” and after Note 1 as so renumbered, the following note shall be inserted, namely – Note 2:

“Child” for the purpose of this rule will include a child taken as ward by the Govt. servant under the Guardians and Wards Act, 1890 or the personal law applicable to that Govt. servant, provided such a ward lives with the Govt. servant and is treated as a member of the family and provided such Govt. servant has, through a special Will, conferred upon that ward the same status as that of a natural born child.

The revised ceiling rate fixed for various types of Hearing Aids (for one year) are as under and the cost shall include all taxes including VAT and shall carry “3 years warranty”. The cost of Analogue BTE/Digital BTE/ITC/CIC type hearing aid shall also include the cost of ear mould: Body-worn/Pocket type Analogue BTE Digital BTE ITC/CIC

The beneficiaries covered under CS (MA) Rules, 1944/CGHS shall be eligible to obtain hearing aid after the same has been recommended by a Govt. ENT Specialist on the basis of audiometric and audiological assessment. The ENT Specialist shall specify the type of hearing aid most suited for the beneficiary. Replacement of bearing aid may be permitted after 5 years on the basis of condemnation certificate issued by a technical expert and on approval of a Govt. ENT Surgeon. Maintenance and repair will be the responsibility of the beneficiary. The revised rates and guidelines shall come into force w.e.f. 21-3-2012. ”A whole-time Cadet Instructor in NCC” means a person who was recruited as a whole-time Cadet Instructor in NCC on or after 1-1-1963;

iii)

“Ex-GREF personnel” means a person who was employed in that Force for at least a continuous period for not less than six months and who was released from that Force on completion of his tenure of service;

iv)

“Disabled Ex-Serviceman” means Ex-Serviceman who while serving in the Armed Forces of the Union was disabled in operations against the enemy or in disturbed areas;

“Ex-Serviceman” means a person, who has served in any rank (whether as a combatant or a non-combatant), in the Armed Forces of the Union, including the Armed Forces of the former Indian States, but excluding the Assam Rifles, Defence Security Corps, General Reserve Engg. Force, Lok Sahayak Sena and Territorial Army, for a continuous period of not less than six months after attestation, and (i) has been released, otherwise than at his own request or by way of dismissal or discharge on account of misconduct or inefficiency, or has been transferred to the reserve pending such release or (iii) has been released at his own request after completing five years’ service in the Armed Forces of the Union.

A Govt. servant is not allowed any relaxation of age for recruitment to Gr. A and B posts on the basis of competitive examination held by the Commission except in cases where it has been specifically provided for in the Scheme of the Examinations approved in consultation with the Commission. The upper age limit for recruitment by the method of Direct Open Competitive to the CCSs and Civil posts specified in the relevant service/ recruitment rules on the date of commencement of the CCSs and Civil posts (Upper age limit for Direct Recruitment) Rules, 1998, shall be increased by two years (Notification No.15012/6/98-Estt.(D) dated 21-12-1998). The “Direct Open Competitive Examination” for the purpose of these rules shall mean Direct Recruitment by Open Competitive Examination conducted by the UPSC or the SSC or any other authority under the CG and it shall not include recruitment through Limited Departmental Examination or through shortlisting or by absorption on transfer or deputation. The Ministries/Departments have been following financial year, i.e., 1st April to 31st March of next year for completion of Confidential Reports (APARs) should get the select panel approved for the next financial year by 31st March of the previous financial year. Similarly, those Departments which follow calendar year for completion of confidential reports, i.e. 1st January to 31st December should get the select panel approved by 31 st December of the preceding Calendar Year. The year of availability for the purpose of relative seniority of Direct Recruits/Promotees would be same as prescribed in the model calendar for DPCs,

COMPASSIONATE APPOINTMENT -- CLARIFICATIONS The following issues are hereby clarified in respect of a person appointed as Trainee on compassionate ground ‌ 1.

.. enjoys the status of a Govt. servant from initial day and will be allowed all the allowances and benefits allowed to a Govt. servant.

.. has to acquire minimum educational qualifications in 5 years.

..the belated case of compassionate appointment is to be considered as per the revised Recruitment Rules for the Multi-Tasking Staff (MTS) posts.

4.

..the probation period will begin only from the date he/she acquires minimum educational qualification and such person will be on probation for a period specified in the Recruitment Rules of the post/grade against which he/she is being appointed.

5.

..is entitled to all kinds of leave applicable to a regular Govt. servant.

6.

..is eligible to avail Medical Facilities/Benefits of CGEGIs/CGHS available to holder of post in the pre-revised pay scale of Rs.4440-7440 without any grade pay.

.. may be granted by the competent authority, short term advances with advances of pay recoverable in not more than 3 installments and advance of travelling allowances, festival advances, advances in lieu of leave salary and advances for purchase of bicycle, warm clothing and table fans without production of surety, provided the such authority is satisfied that the same could be fully recovered or adjusted during the period of temporary employment of the said Govt. servant concerned. In case of all other advances, a Trainee would be required to produce surety from a permanent central Govt. servant, the surety bond being cancelled in the event of their confirmation in the permanent post.

In case of appointment of a widow not fulfilling the requirement of educational qualification against the post of MTS, she will be placed in Gr. C Pay Band-1: Rs.5200-20200 plus Grade Pay: Rs.1800 directly without insisting on fulfilment of educational qualification norms, provided the appointing authority is satisfied that the duties of the post against which she is being appointed can be performed with help of some on job training. This dispensation is to be allowed for appointment on compassionate ground against the post of MTS only.

18 OIL-PULLING Dr. Med. Karch, a Russian, introduced a simple process for the Human body by using oil. This was further popularized by Lt. Col. T. Koteswara Rao (Retd.). Initially it causes doubts, but after trying it out the results are astonishing. The Process: 1.

Take one spoon of refined oil in the mouth on an empty stomach early in the morning, before eating or drinking anything.

Without much effort or speed, slowly suck and pull the oil through the teeth. Gurgle the oil within closed mouth for 15-20 minutes.
