Vol. 24 No. 7 July, 2011 e-Office Orientation Workshop framework, deployment plan, change management, business process held An e-Office Orientation Workshop of Government of India Nodal Officers was held in New Delhi on June 15, 2011. This was the first workshop organized by Department of Administrative Reforms and Public Grievances (DARPG) of this kind, which was attended by the Nodal O ff i c e r s o f t h e 1 8 c o n s e n t i n g Departments / Ministries. Secretary DARPG, Shri Ramesh C. Misra provided a perspective of the eOffice, a Mission Mode Project of the National e-Governance Plan and decisions of the GoM on the 11th Report of the 2 n d Administrative Reforms Commission. He also narrated the insights emerging from the implementation of the three pilot sites since September 30, 2010– at Department of Information & Technology (e-Gov. Division), Department of Personnel & Training (Training Division) and DARPG. There was also a reference to the draft Central Secretariat Manual of Electronic Office Procedure targeted to be prepared by June 30, 2011. On the occasion a presentation was made on the implementation of e-Office by National Informatics Centre which included background and objectives,
re-engineering and monitoring. An online demonstration of the product and its features was also shared where-in the modules related to email integration, eFile, e-Leave, e-Tour, Knowledge Management were explained. Case study of e-Office implementation in the Cabinet Secretariat was also presented. There was consensus in Workshop on t h e t a s k s i n v o l v e d i n e - O ff i c e implementation. They included the following: =
To streamline and automate all the internal processes (covering establishment, finance and accounts, stores and purchase);

To embed all the rules and regulations (stipulated in the CCS guidelines, the FR, SR, GAR, GFR etc.) that govern and validate the execution of all the workflows;

To conform to the e-Governance Standards;

To have sufficient flexibility to configure and accommodate core activities of the office;

To provide user-friendly front-end enabling quick learning and acceptability by employees; and

2 Civil Services News July, 2011 Government orders, Notifications, etc. Setting up of RTI Cells For effective implementation of Right to Information (RTI) Act, 2005, , RTI Cells are to be set up. All public authorities with more than one Public Information Officer are to create a Central Point within the organization to receive RTI applications and appeals and ensure quick distribution. These Central Points need to be expanded. In this context, a RTI Cell has been set up in the Department of Personnel and Training with the following functions: (i) to receive RTI applications / appeals / decisions of the Central Information Commission (CIC) to route them to CPIOs / AAs; (ii) dispatch replies to RTI requests and appeals including the letters requiring the applicants to deposit additional fee; (iii) transfer applications not pertaining to the public authority to the concerned public authority; (iv) maintain lists of PIOs, First Appellate Authorities and their link officers; and (v) coordinate the work relating to proactive disclosure, and the Annual Report of the CIC, etc. The Ministries / Departments are recommended to set up such RTI Cells to streamline the receipt and disposal of RTI applications. They may also avail of a onetime grant of up to Rs. 50, 000/- for procuring a computer along with a printer and scanner facility for RTI Cells under the Centrally Sponsored Plan Scheme ` I m p r o v i n g Tr a n s p a r e n c y a n d Accountability through Effective I m p l e m e n t a t i o n o f RT I ' b e i n g implemented by Department of Personnel and Training. Balance expenditure may be met by the Ministries / Departments from their own funds. Central Public Authorities are to send detailed proposals to the Deputy Secretary (IR), Room No. 280, North block, New Delhi – 1. CGHS facility for disability clarified Eligibility of permanently disabled son of a Central Government Health Service
(CGHS) beneficiary to avail CGHS facility has been clarified with respect to schizophrenia as a disability. It is clarified that schizophrenia is a case of mental disorder and falls within the definition of disability as defined in Section 2 (i) of The Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 (No.1 of 1996) and is covered by the terms `mental retardation' and `mental illness'. It has, therefore, been decided that sons of CGHS beneficiaries suffering from 40 per cent or more of schizophrenia will be entitled to avail CGHS facility even after attaining the age of 25 years, provided they are financially dependent on and residing with the CGHS beneficiary. For this purpose, the CGHS beneficiary will furnish to the CGHS the disability certificate issued by the appropriate authority to the effect that the disabled person is still suffering from a disability which is more than 40 per cent, after every five years. Details are available in the Department of Health and Family Welfare OM No. 4 – 24/96- C&P/CGHS (P) dated May 26, 2011.

Foundations of Aadhaar laid in Arunachal Pradesh Aadhaar sets its foot in Arunachal Pradesh as well. Bomdila district of the State ushers the Central project. The Unique Identity (UID) Project better known as and officially sponsored as Aadhaar is to streamline and link every Indian with a single identity of their own and to do away with the scores of duplicate and fake identities in the government and private databases and to empower the poor and the needy to avail the various poverty alleviation programmes and other centrally sponsored schemes. Taking into consideration the difficult terrain and topography of the district, the State government officials after assuring whole-hearted support for the project, suggested the consultants / to be implementing agencies to plan implementation of the project in the district in consultation with the district administration and to intimate the same to all the outpost administrative officers well ahead of time.
Gujarat launches `School Dropout Tracking System' Gujarat government has launched the first-of-its-kind 'School Dropout Tracking System' with a view to minimize the instances of school dropouts in the State. The system is based on a software that will keep track of students and will inform the teachers and parents about the students who are likely to drop out in the middle of their studies. The state Chief Minister while launching the system in Mehsana district on pilot basis said the State government wishes to bring down the dropout cases to zero per cent which is currently floating around 2-3 per cent comparing to the scenario of a decade back when it was around 41 per cent. The system will also be launched across the State.

State Ministers of Social Justice and Empowerment concludes The meeting of State Ministers of Social Justice and Empowerment and the Secretaries of Social justice department concluded on June 18, 2011 in New Delhi. In his concluding speech, Social Justice and Empowerment Minister, stated that his Ministry will review many important issues like Atrocities against SC/STs, economic empowerment of SC/OBC/Persons with disability and various other schemes and to achieve this all the states will work towards the effective implementation of the Prevention ofAtrocitiesAct. observed and assessed, and the parents counselled about their role in educating their child. A home-visit was made to validate the information received and check the environment at home. Based on several requests for therapeutic treatment, units for OPD and remedial education were built and various sections for children with hearing-impairment, intellectualimpairment, multiple impairments and learning-disability were started. Remedial education unit and pre-vocational unit were also started. The Centre provided uniform, teaching-learning material, appliances, etc. Door-to-door transport was provided for special children and nutritious and tasty meals were served to them, duly considering their requirements. Various therapies like auditory verbal therapy, speech-language therapy, physiotherapy,
occupational therapy, parent training and guidance were conducted. The process of issuance of disability certificates was also revamped. ETC organized community-based rehabilitation programmes, rallies, workshops, street-plays, and also distributed booklets, articles and pamphlets to create awareness among general public. Awards and reward schemes were implemented during 200910 and several implant and corrective surgeries undertaken. Financial help for marriage of handicapped people and funding for self-employment and educational support were extended. Exhibitions of articles made by these children were organized and persons with disability were recruited by Navi Mumbai Municipal Corporation and ETC.
