Tánaiste Leo Varadkar has said that workers, employers and the self-employed will have to pay PRSI increases of “as little as 0.1 per cent” per year in return for keeping the state pension age at 66. Last month, the cabinet rejected the recommendation of an independent commission to raise the state pension age gradually to 67 by 2031 and to 68 by 2039. The government is now working on a new PRSI roadmap, due to be published in January, which will set out how much workers will have to pay to keep the pension age at 66 over the next ten years. In an interview with the Business Post, Leo Varadkar said the government had to be honest with people that there was a cost associated with the decision to retain the state pension age.

Intel’s employees in Ireland will learn within weeks whether their jobs are at risk as the US chip giant imposes billions of euro worth of cost reductions, the Business Post has learned. The chipmaker last week announced that it would cut up to $10 billion of costs from the business over the next three years amid slowing demand, falling revenues and a wider downturn in global tech stocks. The announcement, which Intel signalled would include moves to reduce its headcount and slow production, have sparked fresh fears of job losses at its sprawling campus in Leixlip in Co Kildare. Intel executives have met with officials in Varadkar’s department three times so far this month, including on one occasion to discuss the European Union’s Chips Act, which is aimed at strengthening the industry and reducing its dependence on US and Asian supply. It is unclear whether potential job losses were discussed at these meetings. Intel’s huge cost-cutting drive comes as a number of multinational tech firms have in recent months slowed recruitment and initiated hiring freezes amid a rapidly deteriorating economic outlook. Twitter has let go 30 per cent of its recruitment team, including some in Dublin. Irish-based recruitment staff
at Meta, the parent of Facebook and Instagram, have also left in recent months, according to updates on LinkedIn. LinkedIn has initiated a hiring freeze and scaled back plans to expand its office space at a new campus in Dublin. The company said it took the decision due to an increase in home working. A number of the country’s largest employers, including Microsoft and Meta, last week released worrying earnings updates as the slump in the tech sector worsened. The government is moving towards a ban on telecom companies in Ireland using Huawei equipment in their critical infrastructure networks over fears it could be accessed by the Chinese state. A late amendment to the Communications Regulation Bill 2022 last week covers security measures relating to socalled “high-risk vendors”. It refers to technology companies that are deemed by the state to be “subject to interference by a third country”. The amendment does not refer to any single company, but would mirror laws introduced in several countries against Huawei in recent years following pressure from the US government, which has blacklisted the company since 2019 due to it allegedly posing
a threat to national security. Companies designated as high risk would be restricted from providing equipment for use in national telecoms infrastructure. The ban being proposed in Ireland could go beyond barring such companies from 5G networks to restricting them from “all networks”, including fibre broadband infrastructure. The amendment was put forward by Ossian Smyth, Minister of State at the Department of Public Expenditure and Reform. The minister did not single out Huawei or China when discussing the amendment. He said designation of “highrisk” vendors could be applied to any company outside the European Union. He said the amendment would allow the state to say to individual companies:

“We’re not comfortable with your equipment being used in our critical infrastructure networks.” Speaking to the Business Post, Smyth reiterated that a ban was not limited to any one company or country, and said the reason for the late inclusion of the amendment was due to the changing security situation globally. Under the amendment, the minister would have the right to decide who would be deemed high risk based on information received from the security services. If a vendor was to take a High Court challenge to this designation, the minister would be allowed to provide evidence to the court to justify the decision, but could invoke “state security” to prevent that evidence being shared with the company in question.

Michael McNamara, independent TD for Co Clare, said the amendment was “an extraordinary proposition” and deemed it “Kafkaesque” in nature. “Let’s be honest, this is about China isn’t it?” McNamara said during the committee meeting. He said the amendment “flew in the face of how justice is carried out” and added that it mirrored the behaviour of rogue states. “It’s quite an astounding proposition that information might be given to a judge with vendors not given access to challenge it,” McNamara later told the Business Post. Guidelines published by the EU in early 2020 allow member states the right to restrict telecoms equipment providers from core parts of to page 2
