Luna said the national Guard members will initially be deployed primarily around the Palisades and eaton fire burn areas. he said some area cities, including santa monica and Pasadena, have also asked for assistance from Guard members, so the deployment plans could be changed in the coming days.
Luna also said his department and county attorneys were working thursday night on paperwork to implement a formal curfew in areas under evacuation orders or warnings in the fire areas to help crack down on trespassers and looters. the curfew would be in effect from 6 p.m. to 6 a.m. Luna said he hoped to have it in place thursday night, but it might not occur until friday night.

If you have time before evacuating, follow these steps to give your home the best chance of surviving the wildfire:
Inside the house
• Pack your ‘Go Bag’ or emergency Kit, ready to grab
• Check that your Wildfire Action Plan is up-to-date
• Know your community’s emergency plan, evacuation routes, and destinations
• Close all windows and doors but leave them unlocked
•Take down flammable window treatments like shades and curtains, and close metal shutters
• Clear away light curtains
• Move anything that burns easily to the middle of rooms, away from windows and doors
• Turn off the gas at the meter and pilot lights
• Leave lights on for firefighters to see your house in smoke
•Switch off the air conditioning. Outside the house
• Bring in flammable items from outside, like patio furniture, toys, doormats, and trash bins. Alternatively, place them in your pool
• Shut off propane tanks
• Move grills and other propane BBQ appliances away from the house
• Attach garden hoses to outside taps for firefighter use and fill buckets with water to scatter around

A Fil-Am soldier’s moment of valor on feb. 15, 1951, orig was returning from a wire-laying mission when he encountered several wounded comrades battling relentless enemy fire. Without hesitation, orig rushed into the battle, administering first aid while under attack. With help from soldiers at the company command post, he moved the injured soldiers to safety. When orig noticed that all but one of a machine-gun crew had been wounded, he volunteered to man the weapon. orig was so effective on the machine gun that a withdrawing friendly platoon was able to move back without a single casualty. orig continued to inflict heavy casualties on the enemy until the company positions were overrun. Later, when the lost ground was recaptured, orig was found dead beside his weapon, though the area in front of his gun was littered with enemy dead. he was 20 years old at the time.
Wildfire smoke is here to stay. Here’s
public health at the university of California-davis. “even if they only turn it on during the fires, there’s going to be plenty of times when they’re going to have it turned on.” there are many options for cleaning the air in your home, depending on your circumstances and — of course — your budget. If you have an hVAC system, it likely recirculates air that’s inside the house rather than drawing in air from outside. But if you have an air conditioner with a “fresh air” system that brings in outside air, you should turn off the fresh air setting on heavy smoke days. If you don’t know how, seek professional advice.
And be sure to close all doors and windows; otherwise, your efforts will be in vain.
You can convert your hVAC unit or furnace into a better air-cleaning system by installing a higher-efficiency filter capable of catching a large proportion — though it won’t get 100% — of the tiny smoke particles. to cope with wildfire smoke, many public health and air quality experts recommend what’s known as a merV 13 filter. merV, or “minimum efficiency reporting value,” is a scale from 1 to 20 that rates a filter’s ability to capture particles. merV 1 is the lowest rating, indicating the least impact on air quality, while filters rated merV 17 or higher are used in hospital operating rooms and clean rooms.
You can buy merV 13 filters at large stores such as Costco, the home depot and Lowe’s or online from multiple vendors. A merV 13 should cost around $20, or substantially less if you buy packages of them.
Before you install a new filter, check first with an hVAC professional to make sure your system can accommodate it. the more efficient the filter, the more it reduces airflow, diminishing the cooling capacity of an air conditioner and requiring more energy to run the heater.
If you don’t have central air, or you have it and want to augment your system’s ability to clear the air, consider buying a portable air cleaner with a high-efficiency particulate air, or hePA, filter, which can remove almost all particles of the tiny size found in smoke.
You can put it in the room you use most during the day, then move it to your bedroom at night.
If the smoke gets really bad, put it in the room of your choice and stay there as much as possible.
“If you have an appropriately sized air cleaner with a true hePA filter and you put it in a room and close the doors and windows, you have clean air really fast,” says sarah Coefield, an air quality specialist with the missoula City-County health department in montana, which has had its share of wildfire smoke in recent years.

for each bedroom. Alternatively, you may need to put everyone in one room at night during a smoke emergency. Portable hePA air cleaners cost anywhere from under $100 to over $1,000, depending in part on the number of square feet they can clean effectively. to clean a room, you can get a perfectly good one for under $200.
All air cleaning devices sold in California must be certified by the California Air resources Board, which posts a list of air cleaners it has certified. You might also want to look at Consumer reports’ list of best and worst air cleaners and at a review of those selected by the new York times’ product review website, Wirecutter.
Public health experts warn that you should avoid devices that are sold as air cleaners but actually emit ozone, the main component of smog. the air resources board also publishes a list of ozone-emitting devices.
Gina spadafori, a resident of West sacramento, has both a central hVAC system with an extra-thick filter and a portable hePA air cleaner she keeps in her bedroom. spadafori, 63, has serious asthma and has long been concerned about the air quality in her house.

I am working on all fronts to make sure wildfire victims get the benefits they are entitled to, and they get it as soon as possible.” to provide additional stability for communities near the wildfires, Commissioner Lara also issued a notice calling on all insurance companies to stop any pending non-renewals or cancellations for any properties located near wildfires, if they are not already protected by the mandatory moratorium. this includes non-renewals issued up to 90 days prior to January 7, but taking effect after the start of the wildfires. this pause on non-renewing and cancelling policies would last six months as impacted communities begin the recovery process. In addition, Commissioner Lara called on insurers to offer beyond the 60-day grace period under existing law for policyholders in the immediate affected wildfire areas, to pay their home insurance premiums given the challenges that many policyholders in these areas are having right now. residents can go to the department of Insurance website to see if their ZIP Code is included in the moratorium. Consumers should contact the department of Insurance at 800-927-4357 or via chat or email at insurance.ca.gov if they believe their insurance company is in violation of this law, or have additional claims-related questions.
Commissioner Lara also announced a free two-day insurance support workshop on January 18 and 19 to help survivors understand their insurance policies and the claims process, while also providing information about available resources for rebuilding and recovery. this workshop is open to all those impacted by the recent wildfires. Additionally, the
Commissioner Lara has taken several other actions to protect Angelenos: Protecting Access to health Care and medication: Issued a notice directing companies to submit emergency plans detailing how they will ensure continued access to medically necessary health care services for the duration of the declared state of emergency due to the Palisades, eaton, and other fires.

Doctors, nurses press ahead as wildfires strain Los Angeles’ health care

the rapidly spreading wildfires that have transformed much of Los Angeles County into a raging hellscape are not only upending the lives of tens of thousands of residents and business owners, but also stressing the region’s hospitals, health clinics, first responders, and nursing homes.
At least one medical clinic burned down. senior patients were evacuated by ambulance from nursing facilities as embers swirled around them and their providers. medical offices have closed, and routine appointments have been canceled. some providers have lost homes or had to evacuate their neighborhoods, keeping them from work in many cases and making it a challenge for some health care centers to maintain sufficient staffing.
Amid the maelstrom, doctors, nurses, and other caregivers did their jobs.
on tuesday night, January 7, ravi salgia, an oncologist at City of hope national medical Center in duarte, saw the house above his eaton Canyon home go up in flames. As debris and sparks fell, he, his wife, and their older daughter estimated they had no more than seven minutes to get out. In the middle of the night, salgia got a call that the hospital had become an emergency command center and was at risk of evacuation, meaning he needed to help evaluate patients and make discharge preparations.
salgia arrived at the hospital at 2:30 a.m. Wednesday. he was joined by colleagues, many of whom had also evacuated their homes.
“We all felt very strongly that we needed to take care of our patients — no matter what’s happening to us physically and emotionally, what’s happening to our houses — that we need to make sure that the people we serve were taken care of,” salgia said in an interview.

In Pacific Palisades, st. John’s Physician Partners, a primary care and pediatric clinic affiliated with Providence health & services, burned
down, said Patricia Aidem, a spokesperson for the large Catholic hospital chain based in renton, Washington. not far from the eastern edge of the Palisades fire, Providence st. John’s health Center in santa monica, one of the group’s major LA-area hospitals, was so close to evacuating that it called other hospitals in the area to find space for patients who would be displaced, Aidem said. usC Verdugo hills hospital, in Glendale, also faced potential evacuation, along with other hospitals in the region.
“All hospitals in close proximity to the fires remain on high alert and are prepared to evacuate if conditions worsen,” the hospital Association of southern California said in a statement. “the fires are creating significant operational hurdles,” the association added. the association also said emergency services have been strained by high call volumes, while road closures have impeded the transport of patients, supplies, and health care workers. some health facilities have been hit by power outages, the association said, while “many staff members are directly impacted by evacuations and fire-related disruptions, further complicating operations.” the California department of managed health Care on thursday ordered health plans to ensure enrollees affected by wildfires have access to all needed medical services, including prescription drug refills.

Jefferson “Jay” Khonghun (Zambales, 1st district) said the “numbers don’t lie.” he added that the irregularities in the handling of the office of the Vice President (oVP) and department of education’s (deped) combined P612.5 million in confidential funds reflect filipinos’ “growing frustration.” the house good government panel found typographical errors and fictitious names in the confidential fund acknowledgment receipts submitted by the oVP and deped under duterte’s leadership. upon the Philippine statistics Authority’s (PsA) verification, most of the recipients who signed the receipts had no birth records, raising public suspicion about the legitimacy of the alleged recipients. the committee also found that oVP security officers, rather than the designated special disbursing officers, handled the confidential funds. the special disbursing officers are responsible and will be held accountable for any misuse.

At a joint briefing with the Philippine national Police (PnP) and the Commission on elections (Comelec) at Camp Crame, Brawner said calls for the military to step in to supposedly correct societal and political issues are wrong and would definitely not solve anything. he said filipinos should trust the democratic process and vote wisely in the may elections.
“our country has so many problems and sometimes all the people can think about is military coup or a military junta as the solution. It’s not the solution,” Brawner said. he emphasized that the elections offer an opportunity for citizens to voice their concerns through their votes for leaders who will work to uplift their lives. our call to the people is to use this election as a platform to express our desires by voting for the right individuals who will serve the country and our society,” he said. Brawner declared that the military is fully committed to maintaining free, secure and peaceful elections, “working together with all relevant agencies to ensure that the voice of the filipino people is heard and respected.” meanwhile, AfP public affairs office chief Col. Christine Kirmsse, a registered nurse, evacuated her santa monica home on Wednesday night and is staying at a hotel an hour away. But she said she feels strongly that she needs to come into work.
“there’s obviously so much help that’s needed,” Kirmsse said. “And it’s important to me because I have the skills to be able to help. In times like this, this is when community is the most powerful.”

mAnILA — self-rated poor filipino families significantly increased last year despite indicators showing that they have already lowered their living standards, the fourth quarter survey conducted by social Weather stations (sWs) showed. the survey, conducted from dec. 12 to 18, found that the self-rated poverty threshold – or the minimum monthly budget for home expenses needed by self-rated poor families in order not to consider themselves poor – fell for two quarters last year. from P15,000 in June, it went down to P12,000 in september and P10,000 in december.
“the self-rated poverty threshold … has remained sluggish for several years despite considerable inflation. this indicates that poor families have been lowering their living standards, i.e., belt-tightening,” the polling firm said.
Across areas, the self-rated poverty threshold was highest in metro manila, which increased from P18,000 in september to P20,000 in december. It fell in balance Luzon, from P15,000 to P10,000, while it stayed at P10,000 in the Visayas
and mindanao.
despite the lower threshold, self-rated poverty reached 63 percent in december, up four points from 59 percent in september 2024. It was the highest since november 2003, when self-rated poverty was at 64 percent.
the latest survey found that the self-rated poverty gap, or the minimum amount needed by families to reach the threshold, stayed at P5,000.
But the lower threshold meant an increase in the proportion between the two indicators, which sWs said indicates “a worsening in families’ budget for home expenses.” the gap in metro manila was P7,000 per month, while it was P5,000 in other areas nationwide.
“In the past, the median selfrated poverty gap has generally been half of the median selfrated poverty threshold. this means that typical poor families lack about half of what they need to not consider themselves poor,” read the survey results.

Abuse of state resources
Politicians taking personal credit for tax-funded social services is an “abuse of state resources” that could constitute an election offense. this is according to chairman George Garcia of the commission on Elections, who explained why the comelec has banned the presence of politicians and their self-aggrandizing materials from venues where state aid or ayuda is being distributed.
the prohibition on the presence of politicians is a condition for the exemption granted by the Comelec to the delivery of various forms of state-funded aid and other social services during the election period, which begins on Jan. 12. the exemption was sought by the department of social Welfare and development for its numerous aid programs, including the conditional cash transfer under the Pantawid Pamilyang Pilipino Program or 4Ps and the unconditional dole-outs under the controversial Ayuda para sa Kapos ang Kita Program and the Assistance for Individuals in Crisis situations.

AKAP and AICs funds, Garcia said, do not belong to politicians so these cannot be used for self-promotion related to the midterm elections in may. Politicians found showing up at AKAP, AICs and other ayuda-related events, in violation of the Comelec prohibition, could face the ultimate penalty of disqualification from the elections, Garcia said. social welfare personnel who willfully allow politicians to violate the prohibition may also face administrative charges, he added. dsWd
officials said on friday, January 10 that Comelec representatives would be invited to ayuda payout events, to ensure compliance with the prohibition. Preventing the “abuse of state resources” should also be done throughout the government. Across the country, in both national and local government offices, claiming personal credit for tax-funded projects and programs has become the norm rather than the exception. too many public officials and employees have blurred the line between public and private property. ranking public officials are among the most notorious in treating the national coffers as their private piggy bank.
Lawmakers have institutionalized the use of billions in public funds for their personal purposes, through the annual General Appropriations Act. the Comelec prohibition on the injection of politics into social services should be a significant step in curbing this widespread abuse of state resources for personal gain. the initiative must be pursued beyond the election period, and applied across the government. Accepting the challenge of 2025
I ALmost didn’t want to write an article this week. the Christmas season, as marked by the traditional calendar, ended with the epiphany—what we used to call the feast of the three Kings. over the past few weeks, buoyed by memories of my personal history and the festive spirit of Christmas 2024 and new Year 2025, I managed to lift myself above the political chaos of the past year. But now, a sense of foreboding about what lies ahead weighs on me. this apprehension isn’t about political partisanship— there’s no need for that. most filipinos who aren’t part of the elite circles of immense wealth and influence share the same anxiety. While the privileged few may not be completely immune to the challenges ahead, their resources provide a cushion
to soften the blows of political and economic crises. for the rest of us, preparation—both material and psychological—is imperative.
We closed last year with what I can only describe as a bizarre national budget. Professor Cielo magno, an expert in the field, didn’t mince words and called it “the most corrupt national budget ever.” Without her level of expertise, I simply find it laughable—but in a way that makes you want to cry. It’s a budget designed not for national interests, but for politicians in the Palace, Congress, the senate, their sycophants, the dPWh and its contractors, and the dsWd, where vast sums of ayuda will flow. Let’s not forget the public officials who cling to their confidential and intelligence funds. this budget serves vested interests, not the people. meanwhile, questions about the use—or misuse—of Philhealth funds refuse to fade away. our education system
fares no better. Learning poverty threatens the quality of labor and productivity for generations to come, yet deped faces budget cuts. We need an actionable framework to reverse this crisis, and it cannot hinge on teacher salary increases alone. higher pay is essential but insufficient unless it translates to improved knowledge and skills among students in public schools. And then there’s agriculture, a perennial horror story. for decades, small farmers and fisherfolk have struggled while importers and big businesses thrive. national leadership remains woefully incapable of charting a different course. the masagana 99 program of the 1970s had potential, but corruption derailed it, nearly bankrupting the rural banking system. half a century later, nothing has changed except ballooning budgets, rising corruption indices, and unchecked confidential funds. As midterm elections
approach, the lingering questions surrounding the 2022 presidential elections cast a long shadow. the Comelec and the national Government insist all is well, yet simple requests—like opening ballot boxes to match physical and electronic results— are denied. Why? What harm is there in basic transparency? this refusal reeks of arrogance and a deliberate lack of accountability. speaking of accountability, the same standards being demanded of VP sara duterte regarding the use of confidential funds should apply to everyone: the president, the former president, and all other officials entrusted with public money. Billions in confidential and intelligence funds must be audited to ensure they serve national interests, not personal enrichment. Professor Cielo magno has shed light on how a national budget can be twisted until it reeks of corruption. similarly, former CoA Commissioner heidi mendoza could educate us on the
primacy of accountability in public service. these two respected uP professors exemplify expertise and integrity—qualities we desperately need in our leaders. their insights could validate the substantial public investment in the university of the Philippines. But even as we look to individuals like them, we must remember that the ultimate responsibility lies with us. We must learn from their example and strive to embody the same values. Leaders reflect the people they serve. If we tolerate dishonesty, our leaders will be dishonest. If we are too afraid to uphold our principles, that fear will be weaponized against us.
Last week, I wrote that heroism is the only thing standing between us and ruin—not the grand, life-risking heroism we associate with revolutions, but the quiet, everyday kind. It’s the heroism of being more productive today than yesterday because the stakes are higher now. It’s the heroism that makes
us love our lands, mountains, seas, keep them healthy so they can feed and protect us.
It’s the heroism of caring for the elderly and the vulnerable in our communities, of rekindling the bayanihan spirit. It’s the heroism of caring for the young and the poor, taking them out not only from hunger but helplessness, the heroism of developing their capacity to be strong and ultimately independent.
It’s the heroism of simple honesty in thought, word, and deed—the kind our ancestors wove into the fabric of our culture. It’s the heroism that will not accept compromises to integrity, and the heroism to reward good deeds and elevate the common good. Let us embrace that heroism. It is ours to claim. Let the dynasty giants come to blows
yearly expenses? What crisis is faced by Congress that is far more important than the life-impeding conditions beleaguering our people on their education and health needs?
the 2025 national budget is laden with huge chunks of pork barrel, no doubt about it. the veto made by President marcos is meaningless because it does not plug the humongous loopholes that allow senators and congresspersons to dip their hands into sizeable lumps of the budget, at the expense of health care and education.
As denounced by former finance undersecretary Cielo magno, it’s a budget that’s shamelessly “propoliticians and anti-people.” three portions of the budget will be subject to barefaced abuse by lawmakers. first, are the increases in the budgets of both houses of Congress. for the house of representatives, from an originally proposed budget of P16.3 billion, it ballooned to an approved budget of P33.67, or a whopping increase of P17 billion. for the senate, from a proposed budget of P12.83 billion it was inflated to P13.93 billion, or an increase of P1.0 billion. What life and death emergency is faced by Congress that justifies it to increase the money in its pocket, at a time when the country is constantly unable to raise adequate income to pay for our
second, our lawmakers have set aside a humongous amount of P53 billion which they will use as dole-outs to buy patronage from the poor. these are the P9.5 billion for the Assistance to Individuals in Crisis situation (AICs), the P26 billion for the Ayuda Para sa Kapos Ang Kita Program (Akap), and the P18.289 billion for the Tulong Panghanapbuhay sa Ating disadvantaged/ displaced Workers Program (tupad). the department of social Welfare and development (which administers AICs and Akap) and the department of Labor and employment (which oversees tupad), are making avowals that they distribute these assistance funds in earnest. But ask any beneficiary of these programs and they will tell you that the dsWd and doLe can only prequalify applicants. one needs the final blessing of lawmakers to be recipients of these funds. the lawmakers will be personally present during the fund distribution and they strut as if these ayudas are coming from their own pockets. third, the department of Public Works and highways (dPWh) budget has been bloated by almost P289 billion. Public works
projects that will be implemented in each congressional district will need the indispensable blessing of the incumbent lawmaker. everyone knows that one cannot obtain such blessing by merely kneeling and doing the sign of the cross. our 2025 budget shows that the marcos administration is not on legacy mode but on survival mode. the government is giving lawmakers the funds to buy votes in the coming elections. In turn, it’s a stratagem that enables the marcos administration to buy the loyalty and votes of lawmakers. the marcos administration is on survival mode because it’s engaged in a dynasty war against the dutertes. If the marcoses fail to impeach Vice President sara duterte, the dutertes will still have a chance of capturing the presidency in 2028. every citizen disappointment that builds up on the marcoses can potentially make voters pine for the return of the dutertes. the dutertes will ride on any scandal that will worsen people’s disappointment on the marcoses.
We have a marcos administration that will distribute aid to the poor, nominally to help the poor, but principally to buy the loyalty of lawmakers and the votes of its citizens. We have a duterte camp that condemns the wrongdoings of the marcoses, nominally to posture as fiscalizer, but principally to grab back
power.
We have the marcoses who want to impeach and criminally prosecute the dutertes, nominally because the dutertes are really guilty of heinous crimes, but principally because the former doesn’t want the dutertes to have their day of vengeance. Additionally, the marcoses want to perpetuate themselves in power, either by themselves or through their chosen successor. We have a duterte camp that wants to oust the marcos administration from power, nominally because of the wrongdoings of the latter, but principally because it wants power back and it salivates for
vengeance. We have well-meaning citizens who are furious at the rampant corruption of the marcos administration, but if they deliver unrestrained punches against latter, they may unwittingly help the blood-thirsty dutertes return to power. the same wellintentioned citizens ardently want the impeachment and prosecution of the dutertes, but in their zeal to make their wish come true, they may enable the marcos administration to engage in massive corruption. so what should well-meaning citizens do in this dystopian predicament? Let the dynasty
giants come to blows with each other. Let us not be passive spectators but instead enter the arena of battle. Let us not withhold our punches but deliver them forcefully against both camps. In the ensuing freefor-all, we may yet awaken our slumbering people that there are better choices outside of the brawling titans. (inquirer.net)

JODI Sta. Maria will be taking up her master’s degree in psychology, and is set to take a short break from acting after taking on the lead role in the high-intensity drama “Lavender Fields.”
Sta. Maria said she will take a “short break” from acting, as she disclosed some of her plans for the year during a media junket for the revenge drama “Lavender Fields,” when asked about the milestones she wanted to achieve for herself.
“This year is a [time] for me to learn and grow. I’m starting my master’s degree in psychology and I want to focus more on family and marriage therapy. I want to make mental health accessible for all,” she told reporters.
But this doesn’t mean that she is closing her doors on acting anytime soon. She said that she has always been grateful for
the opportunities she received throughout her career, noting that she wants to make a “legacy” in the industry. “Gusto ko lang naman magperform and mag-inspire. At first,

ENRIQUE Gil is open to do a reunion project with Kathryn Bernardo.
In an interview with the media during the red carpet of the 50th Metro Manila Film Festival awards night last December 27, Enrique said there are no offers yet but he is willing to reunite with his “Princess and I” co-star. Kathryn and Enrique were the young stars who were launched in the 2012 romance-fantasy show about a fictional kingdom that has been searching for its longlost princess who was found in the Philippines.
“I’m not sure about that. I haven’t heard about that. But I’m always open to anything, of course,” he said.
Enrique became a fullfledged film producer this year with his own production company Immerse Entertainment. He said that he is still open to do a love team projects.
“I’m not naman saying goodbye. I’m not saying I’m closing my doors. In the meantime, as of now, because I’ve been doing it all my life, I
think there’s a time and place for everything,” he said.
“This time, I really want to focus on different genres I’ve never done before. Para masasabi ko , when I get old, at least I was able to do everything. So for now, i’m just really enjoying and playing around with different concepts and characters. I’m just having fun,” he added.
Enrique said that he wanted to produce different genres of movies.
Wala pa , this is just the beginning. I was able to produce ‘I am Not Big Bird,’ which is a comedy. I’ve always
wanted to do comedy, slapstick comedy,” he shared. “And then now, I was able to produce meta-style horror. I still want to produce traditional-style horror movie in the future, and I have a concept as well for an action horror,” he said.
“More concepts and more comedies and, of course, I want some dramas as well in the future,” he added. “ Hindi kasi ako magaling mag-isip ng drama. May mga ilang concepts na . I have a team naman. Ang hilig ko kas i comedy and horror eh. And some action of course in the future,” he added.

ABS-CBN Corporation expressed its gratitude to Albay Representative Joey Salceda for his efforts in filing a franchise renewal bill for the media giant, nearly five years after its shutdown in May 2020.
Salceda filed a House bill calling for the renewal of the media giant’s legislative franchise to “construct, install, operate, and maintain television and radio broadcasting stations” across the country on Tuesday, January 7.
The Albay representative’s bill marks the fifth attempt to seek the media giant’s franchise renewal through a House bill after Rep. Gabriel Bordado Jr. (Camarines Sur’s 3rd District), Rep. Rufus Rodriguez (Cagayan de Oro’s 2nd District), Makabayan bloc lawmakers Raoul Manuel, Arlene Manuel, and France Castro, and Rep. Johnny Pimentel (Surigao del Sur’s 2nd District).
On the same day, ABS-CBN thanked Salceda for his efforts to bat for the media giant’s franchise renewal in a statement. It also expressed its gratitude to the lawmakers who filed for similar franchise renewal bills before the House.

At its helm stands Mayor La Rainne Abad-Sarmiento, DPA, whose journey from student activist to environmental champion to transformative local leader reads like a masterclass in purpose-driven governance. Under her watch, this once “sleepy” Zambales municipality is awakening to new possibilities, blending ecological consciousness with ambitious development goals that could make it the province’s next economic powerhouse.
From Campus Crusader to Environmental Guardian “I was an activist during my student days in the ‘70s at the University of the Philippines. As ‘Iskolar ng Bayan’ in the state university, we believed we have to pay the people back,” Mayor Abad-Sarmiento shares in an exclusive interview with the Asian
Journal. This early commitment to public service, forged in the crucible of student activism, would later shape her unique approach to governance and community development.
The 1991 Mt. Pinatubo eruption marked a pivotal turn in her journey. While others saw devastation, she discovered opportunity among the Ayta communities of Botolan, Zambales.
“The Aytas introduced our team to indigenous knowledge about native trees. I was amazed at their rich culture and way of passing on knowledge to the next generation about various forest plants and animals. That started my fascination and commitment to environment issues,” she recalls. This experience would eventually inspire her to complete her Anthropology degree and lay the groundwork for her future environmental initiatives.
Building Bridges Between Nature and Progress In 2001, Abad-Sarmiento channeled her environmental passion into action by co-founding KaTimpuyog Zambales, an NGO that would become a catalyst for
local environmental education and conservation. The organization’s early focus on solid waste management and tree planting programs demonstrated her ability to translate environmental consciousness into practical community action.

Perhaps her most iconic achievement came in 2011 with the launch of a pioneering pawikan conservation program.
“Katimpuyog Zambales started a project about pawikan conservation in partnership with various government agencies and a group of fisherfolks who were former sea turtle poachers now turned protectors. We called them Pawikan Rangers,” she explains. The program’s success – transforming former poachers into environmental stewards –showcased her talent for finding win-win solutions that benefit both nature and the community.
A Mayor’s Mission: Beyond Traditional Governance
The transition from environmental advocate to municipal leader came in 2016, driven by a vision to revolutionize local governance. “I was determined to create three Ds in our municipality: direction, development orientation, and dynamic leadership,” Mayor AbadSarmiento emphasizes. “Leaders should not simply be contented with what we have. We need to be resourceful and forward-looking.”
Her administration’s track record speaks volumes: new public market buildings, modernized health center, solar-powered street lights across all barangays, and a comprehensive CCTV network that has dramatically improved public safety. Cultural preservation remains a cornerstone of her vision, with the town’s Tumba-tumba Festival, Ran-raniag ti Pascua, and Pawikan Festival drawing visitors from across the Philippines. These celebrations have become more than tourist attractions; they’re vibrant expressions of San Narciso’s living heritage.
Innovation Meets Tradition
Looking ahead, Mayor AbadSarmiento’s plans reveal an ambitious blueprint for San Narciso’s future. A visual and performing arts center, a hub for academic excellence, and expanded renewable energy initiatives are all in the works.
“We see the need to balance development while ensuring the ecological integrity and cleanliness of our natural resources: mountains, water, soil, and coastal wealth,” she emphasizes.

Feast of the Baptism of the Lord
AS we conclude the Christmas season this Sunday, January 12, the Feast of the Baptism of Our Lord, we will miss the festive decorations and joyful songs. Nevertheless, I hope our Advent and Christmas liturgies have enriched our lives in meaningful ways, inspiring us to engage more fully in our Christian faith and prayer, and to foster hope for a better world. I pray that the new year brings us excitement and new goals for a more fulfilling, prosperous, and joyful life. May we continue to cultivate the courage, resilience, and positivity needed to navigate life’s struggles and trials this year.
How fitting it is to close the Christmas season with the Feast of the Baptism of Our Lord. Indeed, the theme of fulfillment lies at the heart of the Christmas
message. In the baptism narrative, we witness Jesus coming into our midst not only as a helpless infant but as our anointed Messiah for all people.
He arrives, filled with the Holy Spirit, to baptize us in that same Spirit.
What a wonderful way to embrace the significance of this feast as we begin the new year.
We all yearn for God’s anointing with the Holy Spirit, which casts away our fears, strengthens us in body and spirit, and inspires us to embrace our baptismal call— witnessing a life of holiness, proclaiming our faith in Jesus through our words and actions, and serving others, especially those on the margins of society.
On this Feast of the Baptism of Our Lord, we may wonder why Jesus, the all-holy Son of God, sought John’s baptism of repentance. St. Maximus of Turin offers us this insight: “Christ is baptized, not to be made holy by the water, but to make water holy, and by cleansing to purify the waters which he touched.
Since the Savior plunged into the waters, he sanctified the outpouring of every flood and
the course of every stream by the mystery of his baptism. Therefore, when someone is baptized in the name of the Lord, it is not merely the waters of this world that cover him, but the waters of Christ that purify him. The Savior willed to be baptized for this reason—not to cleanse himself, but to cleanse the waters for our sake.”
May our minds and hearts be committed to fulfilling God’s will this year and beyond, sanctifying our lives and the world with the Spirit of Christ and the waters of our Christian baptism. Let us strive to lead true lives of holiness, marked by a fervent prayer life and an earnest desire to bring life, peace, and justice to our world.

Do I need a premarital agreement before getting married?

IN the absence of a premarital agreement, the general community property presumption under California family code section 760 controls which provides “…. all property, real or personal, wherever situated, acquired by a married person during the marriage while domiciled in this state is community property.” Family Code §760. This becomes a problem if you are the spouse that has the substantially higher income or the one who accumulates the majority of the assets during the marriage. You are called in family law lingo “the in spouse.” The other spouse (or in our lingo also called the “out spouse” gets a half interest on everything accumulated during the marriage even if the asset is under your name alone or it was accumulated solely due to your sweat and hard work. The out spouse, who stayed at home most of the marriage, gets a one half interest on all the accumulations during the marriage under California community property law. For example, if you opened a savings account during the marriage under your name alone for which you religiously and diligently stash away 25% of your earnings during the marriage while your spouse blows away his/her salary during the marriage, your spouse still gets a half interest in the money you saved in your savings account. Another example would be if you purchase a piece of real property during the marriage under “your name alone” and have your spouse sign a “quit claim” deed, your spouse may still have a claim for a half interest in your real property. Another example would be if you owned a business prior to marriage, but due to your hard work, long hours of labor, and efforts, the business grew exponentially during the marriage, your spouse may still have a claim for an interest in the business.
Signing a premarital agreement may serve as added protection to the future “in spouse” and a hurdle for the future “out spouse” by avoiding or altering the applicability of California community property law to assets 1) already owned by each and 2) to property and income to be acquired or earned during their marriage.
Marriage of Dawley (1976) 17 C3d 342, 349, 131 CR 3, 7; Marriage of Grinius (1985) 166 CA3d 1179, 1186, 212 CR 803, 807 Premarital agreements may validly provide that the earnings and accumulations of each party during marriage will remain that party’s separate property, free of any claims, community property or otherwise, of the other party. Marriage of Dawley, supra, 17 C3d at 350, 131 CR at 8; Cheney v. City & County of San Francisco Employees Retirement System (1936) 7 C2d 565, 569, 61 P2d 754, 756. Premarital agreements may also serve to preserve a person’s estate for his or her heirs, free of the other party’s inheritance claims.

Pursuant to Family Code §1612(c), “Parties to a premarital agreement may contract with respect to all of the following:(1) The rights and obligations of each of the parties in any of the property of either or both of them whenever and wherever acquired or located. (2) The right to buy, sell, use, transfer, exchange, abandon, lease, consume, expend, assign, create a security interest in, mortgage, encumber, dispose of, or otherwise manage and control property.(3) The disposition of property upon separation, marital dissolution, death, or the occurrence or nonoccurrence of any other event.(4) The making of a will, trust, or other arrangement to carry out the provisions of the agreement.
(5) The ownership rights in and disposition of the death benefit from a life insurance policy.(6) The choice of law governing the construction of the agreement.
(7) Any other matter, including their personal rights and obligations, not in violation of public policy or a statute imposing a criminal penalty.
However, the right of a child to
support may not be adversely affected. Family Code §1612(b). Premarital agreements that are entered into voluntarily by parties who are each represented by independent counsel and aware of the effect of the agreement, a post 1985 premarital waiver of post dissolution support does not offend contemporary public policy and is not per se unenforceable. Fam.C. § 1612(c); Marriage of Pendleton & Fireman (2000) 24 C4th 39, 53–54, 99 CR2d 278, 288–289; Marriage of Facter (2013) 212 CA4th 967, 981, 152 CR3d 79, 90.
Under both the Uniform Premarital Agreement Act and prior law, the spouse claiming the agreement is invalid or not enforceable bears the burden of proof on that allegation. Family Code. § 1615(a); Marriage of Bonds, supra, 24 C4th at 27, 99 CR2d at 269; Marriage of Iverson (1992) 11 CA4th 1495, 1502, 15 CR2d 70, 74–75; However, the UPAA (as amended effective 1/1/02) deems that a premarital agreement was not executed voluntarily unless the court makes five prescribed findings provided for under Family Code. § 1615(c)
(1) The party against whom enforcement is sought was represented by independent legal counsel at the time of signing the agreement or, after being advised to seek independent legal counsel, expressly waived, in a separate writing, representation by independent legal counsel. The advisement to seek independent legal counsel shall be made at least seven calendar days before the final agreement is signed.
(2) One of the following:
(A) For an agreement executed between January 1, 2002, and January 1, 2020, the party against whom enforcement is sought had not less than seven calendar days between the time that party was first presented with the final agreement and advised to seek independent legal counsel and the time the agreement was signed. This requirement does not apply to nonsubstantive amendments that do not change the terms of the agreement.

BROADWAY superstar Lea Salonga revealed that one of her concerns when she agreed to star in the musical “Miss Saigon” was being branded as a “bold star” upon playing the role of Kim.
In the teaser of her interview on PBS’ “Finding Your Roots,” Salonga admitted that the Filipino audience is “conservative,” and her taking up the role of a 17-year-old prostitute might have given a “not so wholesome” impression.
“I was really concerned with how conservative audiences in the Philippines were going to take it, because my career up at that point was just very
wholesome. And I was a child entertainer and performer. I was about to turn the page in a really big way. Because back home actors, especially actresses, you were really either wholesome or really not,” she recalled.

MANILA — Kapamilya actor Piolo Pascual revealed that he has been single for 13 straight years. In his recent interview with Toni Gonzaga, Piolo said that he’s enjoying life being solo. Wala naman e. May love life ba ako? Ang tagal na rin, e, hindi ko na alam ‘yung love life. Napaisip ako doon, ah,” he said. Piolo said that he’s not looking for a relationship because he enjoys being single and not thinking of anyone.
“Sinabi sa akin ni Pastor Julius, the more you stay single, the more you’re gonna enjoy it, the more you’re not going to look for it,” he said.

7 as the Philippine Concert King and Queen, Martin Nievera and Pops Fernandez, celebrate both Valentine's Day and their 40th anniversary as an iconic musical tandem in the special concert, "Always & Forever."
No one can argue that their decades-long partnership remains unmatched. It's a testament to the magic they create as performers, even as their personal relationship took a different path when their marriage ended. What followed, however, is a rare and inspiring evolution of love into friendship — one that continues to power their synergy on stage.
At a pre-Christmas media conference for the show, Pops revealed the deeper reason behind their decision to celebrate their milestone as a team.
"We both celebrated our showbiz anniversaries," she began. "I celebrated my 40-plus years this Feb. at The Solaire, and Martin, of course, had his own in Araneta Coliseum. Then I realized our team is also 40-plus years old.
"So, I said — and this is really the truth — 'Since we can't really celebrate our wedding anniversary, we might as well celebrate our team together.' And that's why 'Always & Forever' is happening," she added with a laugh, prompting Martin to quip, "Better late than never!"
Faithful Martin and Pops fans will know that the title "Always & Forever" is significant to the duo. It was the name of their 1986 hit movie directed by the late Danny Zialcita, as well as the title of their collaborative album, that cemented their status as the country's most beloved musical couple.
Today, they are still beloved whenever they perform together and, for many, for showing that having a beautiful blended family is also possible.
As everyone knows, despite their personal challenges, Martin and Pops have always prioritized family. The best
example is the recently concluded holiday season when they flew to Chicago together before Christmas to celebrate the first birthday of their firstever grandchild, Finn. The bundle of joy is the son of Martin and Pops' eldest, Robin Nievera, and his partner, Mian Acoba.
"We're very excited," shared Pops a few days before the trip. "Although they're very far, thank God for technology, we still manage to stay in touch. But, of course, we want to spend more time with them, especially Finn, so we'll really make the most of this trip."
Very much on the same page as "Lollipops" — the name Pops has declared her grandchild should call her — Martin echoed, "It's a big milestone for Finn — and for us as grandparents."
The Chicago celebration was followed by a family Christmas gathering in Las Vegas, where the former couple reunited with their youngest son, Ram, and Martin's son, Santino, from his previous relationship with Katrina Ojeda, who also joined them for the holidays.
"This blended family setup wasn't easy at first," Pops said when asked how they make their unusual setup seem perfect. "But now, it's a blessing.
Everyone gets along, and it makes life much easier for me and everyone else."
Martin mirrored her sentiments, noting how their evolving relationship has also enriched their professional collaboration.
"First of all, that's all thanks to Pops because she allowed it to happen," he gratefully stated. "But even more on stage, we bring out the best in each other, and that's the magic of Martin and Pops — it's the connection, the chemistry, and the history we've built over four decades. It's something you can't manufacture."

JERICHO Rosales and Janine Gutierrez spent Christmas and New Year celebrations together, and they were able to meet each other’s families.
It was in August last year that the actor confirmed that he and Janine are dating.
“It was in my mom’s (Lotlot de Leon) house (Christmas) and in my house during New Year. It was a simple dinner,” shared Janine during a pocket interview for the finale of Dreamscape Entertainment and ABS-CBN series “Lavender Fields.” “My mom was happy that Echo liked her menu. Haha!”
Their glowing aura exuded when they granted the interviews.
“I was with my family. My family is very dysfunctional, so hiwa-hiwalay kami. I have to go there and go there. But fun also. I was with Janine’s family. They invited me over, so I was so happy. Cozy, little family things. (It was) nice to have that feeling of family,” said Echo in a separate chat.
He described Janine’s family as “sweet, very loving, kind, tender, and close.”
“Imperfect just like tayong lahat. But perfect in a way you know because there’s love and acceptance and a family of artists. A mix of people not in the industry but I love her siblings and her parents,” he told The STAR
What happened between him and Janine was sort of “unexpected,” disclosed Jericho. “You don’t force that. Ako din naman, I don’t force that. Love takes on many different forms and I wasn’t really like expecting naman that Janine and I would meet and started dating and then you know we come to a good place.”
“So parang it’s very light. It’s always been light. That’s what I didn’t expect. Things to be like, ‘Wow, so light and easy and then just breezy, (something) like that.’ So, it’s a nice gift. Appreciate it. One of the best gifts last year.”
Jericho couldn’t help but be proud of Janine’s achievements and lauded how “dedicated and committed” she is to her craft.
“I guess because she came from a line of professional actors, not just professionals but legends in the industry. And she got that discipline and she started late actually but, ‘Wow!’ Her professionalism is so infectious that it was a good start for me kasi kakabalik ko lang ulit.”
“And then, I see how she’s on fire. Talagang aararuhin niya lahat nung roles na darating sa kanya,” said Jericho and added that those are the characteristics that he loves about her. “I love her personality, her as a person. She’s very loving ate She loves herself. She loves sports. She loves her craft.”
Apart from that, they also share a lot of things in common. “About the craft, films and anything that we can digest in terms of not just content but films and TV and shows and whatever… We really got along. Things are so light, we’re like a team. She’s fun not just on the set but off screen.”
For Janine, it’s Jericho’s loving and caring personality that she appreciated most. “Super
maalaga siya. He would always think of the crew, other cast and lahat ng makasalubong niya Ang liwanag niya lang sa lahat. He is very kind.”
She also cited how Jericho is very supportive of her. “I guess what happened to us was unexpected. At first, we just want to be convincing as co-actors in the show (they played a couple in the series as Tyrone and Iris). We would discuss kung paano namin papagandahin yung scenes. I’m just happy na OK siya as a person and as a co-actor.”
The two also did a workshop together for the series.
“Lavender Fields” is down to its last few episodes. It airs weeknights after “FPJ’s Batang Quiapo” and is also streaming on Netflix. Asked if she manifested love to come into her life last year, Janine said, “Actually my goal was just to love myself. Tapos may dumating. Charot. So, dapat talaga love yourself.”
She also admired how open Jericho is about their relationship. “I’m happy because personally, I was always afraid to speak ever since. Kasi medyo may takot din ako minsan na magsalita but now parang magaan lang lahat. And masaya din pala to share pictures and everything. And share happiness.” Janine confessed that she no longer fears to speak out or express what she wants to say. Do they see each other as “the one?”
Grabe naman yung mga tanong Bago pa lang kami but…,” replied Janine. Jericho, meanwhile, answered, “I’m not going to avoid your question but I think I’d like to keep it on the fun part na… But you mean like for life and everything? Let’s just put it this way, you don’t hop into like any relationship just for fun. If magunaw yung mundo tomorrow happy ako, yun lang yun Ganun lang ka-simple.”
After the interviews and when they were about to leave the venue, Jericho was heard calling Janine, “baba.”
