Marcos, Villars form biggest PH political bloc

ON Tuesday, Aug. 6, a coalition of leading Filipino American Democrats celebrated the likely Democratic candidate Kamala Harris’s selection of Tim Walz, governor of Minnesota, as her running mate in the 2024 presidential election.

Filipino Americans for Harris-Walz (FAFHW)—which was established on July 29 and formerly known as Filipino Americans for Harris—shared their support for Walz and highlighted some of his political achievements in a press release.

“Governor Walz brings even more energy and excitement to the race for president.  Vice President Kamala Harris made an excellent decision when she selected Governor Walz to be her vice presidential pick. A CAR crash off the treacherous Devil’s Slide along California’s Highway 1 recently took the lives of two Filipinas and a military interpreter in the U.S. Army.

The victims were identified as 36-yearold Brylyn Aroma from Fort Riley, Kansas, 28-year-old Angelica Gacho and 29-year-old Mohammad Noory, both from San Francisco. The three were killed July 26 after their gray sedan plummeted into a ravine near the Devil’s Slide, an area of steep seaside cliffs about 15 miles south of San Francisco.

The crash remains under investigation. Authorities are looking into what caused the car to plunge down the cliff and land on a rocky shoreline ending up partially submerged in the ocean.

MANILA — The Sy siblings retained their top spot in this year’s Forbes list of the Philippines’ 50 richest, with ports and casino tycoon Enrique Razon Jr. dislodging real estate magnate Manuel Villar Jr. at second spot.

Despite their net worth being reduced reflecting the weaker peso, the Sy siblings, heirs to the SM group built by the late Henry Sy Sr., remained the country’s richest with a net worth of $13 billion.

The Sy Group’s flagship listed conglomerate SM Investments, which has interests in

banking, property and retail, and is expanding to geothermal energy with five new projects across the country.

Taking over second spot for the first time is Razon, whose wealth soared by $3 billion to $11.1 billion. He is also the biggest dollar gainer for the second year in a row.

Forbes said that shares of Razon’s listed International Container Terminal Services, which has been in expansion mode, surged by nearly 80 percent in the past year amid the global trade rebound.

MANILA — The Court of Appeals (CA) has issued a 20day freeze order against the bank accounts, properties and other assets of accused child abuser and fugitive preacher Apollo Quiboloy, his church and media group.

In a 48-page resolution dated August 7, the appellate court granted the petition of the Anti-Money Laundering Council (AMLC), which found 330 substantial financial transactions of Quiboloy from 2006 to 2022 that “appear to be

directly sourced from unlawful activities” of Quiboloy, his cohorts and ministry.

“In order to avoid the possibility of the funds in the subject bank accounts and/or properties from being withdrawn, removed, transferred, concealed or placed beyond the reach of law enforcers, this Court finds it appropriate and judicious to issue a 20-day FREEZE ORDER as prayed for by petitioner (AMLC) over said bank accounts, including all other related or materially linked accounts, and the real and personal properties enumerated in the Ex-Parte

Petition,” the CA order read.

The freeze order resolution was written by Associate Justice Gabriel Robeniol with the concurrence of Associate Justices Ramon Bato Jr. and Charlene Hernandez-Azura.

Covered by the freeze order are at least 10 personal bank accounts under Quiboloy’s name, seven real properties and five motor vehicles.

The freeze order also included Quiboloy’s Kingdom of Jesus Christ and Swara Sug Media Corp., which owns Sonshine Media Network International (SMNI)’s franchise.

The KOJC has 47 bank

accounts, 16 real properties and 16 motor vehicles while Swara Sug has 17 bank accounts, five real properties and 26 motor vehicles.

A total of 99 bank accounts under the names of individuals and entities associated with Quiboloy were also ordered frozen, namely Children’s Joy Foundation Inc., Maria Teresita Dandan, Helen Panilag, Paulene Canada, Cresente Canada, Ingrid Canada, Sylvia Cemañes, Jackielyn Roy, Alona Santander and Marlon Acobo.

Rounding out the top 10 was the Aboitiz family whose net worth amounted to $2.2 billion.

Forbes cited education magnate Eusebio Tanco as a notable gainer in this year’s list, ranking at No. 22.

Tanco’s wealth grew by 35 percent to $815 million on rising shares of his online gaming company DigiPlus Interactive, which benefited from the government’s crackdown on illegal offshore gambling firms. Meanwhile, Lance Gokongwei and his siblings slipped out of the top 10 in this year’s list.

Overall, Forbes said the combined wealth of tycoons on the Philippines’ 50 Richest list this year was nearly flat at $80.8 billion compared to $80.4 billion last year.

“The Philippines’ economy expanded by 5.7 percent in the first quarter of 2024, slower than the 6.4 percent growth in the same period last year, as inflation and high borrowing costs weighed on domestic demand. While the country’s benchmark stock market index gained two percent since fortunes were last measured, the peso fell six percent,” Forbes said

“As a result, more than half of the country’s 50 richest are less wealthy this year,” it said.

To make the list, the minimum net worth was $170 million, down slightly from $180 million last year. 

Remembering the car crash victims Fellow soldiers and friends mourned the loss of the two Filipinas and the third victim who were all pronounced dead at the scene.

Brylyn Andulan Aroma served in the U.S. Army as a 68W combat medic specialist since July 2021 and had been assigned to Fort Riley KS since October 2022, holding the position of specialist.

She had earned many accolades, including the National Defense Service Medal, Global War on Terrorism Service Medal and the Army Service Ribbon.

Honoring Aroma and expressing his grief, Army spokesperson Jefferson Grimes said,, “We are deeply saddened by the untimely passing of Brylyn, a Big Red One Soldier, teammate, and friend.”

Angelica Gacho served as a communications specialist and a 92W water treatment

specialist in the U.S. Army from 2021 to 2023, earning several achievements including the Korea Defense Service Medal and the Army Achievement Medal and Overseas Service Ribbon.

Her partner, also serving in the U.S. Army, Melvin Mitchell III expressed his love and heartfelt grief in a post, writing, “Angel, my love. Words cannot express how much I love you and what you mean to me. You were the greatest part of my

day, my motivation, my safe place, and my peace. I truly have no idea how to move forward from here.”

One of her friends paid tribute to her on Facebook, writing, “You were an outstanding soldier and a caring friend. Having you around made my army life easier.”

The third victim of the car crash, Mohammad Noory, had worked as a U.S. military interpreter in Afghanistan.

‘I feel dismissed’: People experiencing colorism say health system fails them

Thompson has felt for a long time that her dark brown skin and natural hair have made finding work in Hollywood especially hard.

“It’s like this negative connotation,” said the 37-year-old actress, singer, and stand-up comedian, who said she is often asked to audition for villainous roles such as a bully, drug dealer, or pimp.

Her quest for more equitable representation on the big screen isn’t just professionally exhausting. Thompson says anxiety about her skin complexion has affected her health.

“It definitely had a negative impact on my self-esteem,” she said. She recalls being called “charcoal” in kindergarten. “It was big, like, your skin is dark and that’s a problem.”

The term colorism — a form of prejudice and discrimination in which lighter skin is favored over darker skin — was popularized by author Alice Walker in her 1983 book “In Search of Our Mothers’ Gardens: Womanist Prose.”

Clinicians from various ethnic groups have recently begun to draw a direct line between colorism and poor health. A 2023 KFF

survey found that, among Black and Hispanic adults, those with self-described darker skin tones reported more experiences with discrimination in daily life compared with those who have lighter skin tones. People who feel they experience daily discrimination can be at higher risk for depression, loneliness, increased alcohol and drug use, and anxiety, data shows.

And colorism can also lead to physical health concerns. Hair straighteners and skin lighteners commonly used by women of color, sometimes to conform to racialized beauty standards, increase their exposure to toxic chemicals, research shows.

Because of the potential health implications, the health care system should pay more attention to colorism, said Regina James, a child and adolescent psychiatrist who heads the American Psychiatric Association’s Division of Diversity and Health Equity.

“Skin color discrimination is so insidious it can literally get under your skin,” she said. “And consciously or subconsciously, it can contribute to low self-esteem and self-confidence, and even be detrimental to one’s mental health.”

Conversations about skin complexion can remain overlooked

by mental health professionals who do not have expertise about or awareness of a person’s cultural context, if the conversations happen at all, said Usha Tummala-Narra, a clinical psychologist and professor in the Department of Counseling, Developmental, and Educational Psychology at Boston College.

“There’s no specific training on colorism. Many people are unaware that it exists,” Tummala-Narra said.

But the experience can negatively affect a person’s self-worth, relationships, sense of belonging, and dignity. “These are all really critically important things as human beings that we all need to secure to have good health, both physically and mentally,” she said.

The issue can emerge in childhood for Black and Indigenous people and other people of color, who must navigate fair skin often being seen as superior, a ramification of colonialization. Black children with the darkest complexions experience higher levels of depressive symptoms, found a 2020 study in the journal Society and Mental Health.

AFTER a challenging campaign at the 2024 Paris Olympics, Filipino American hurdler Lauren Hoffman expressed her gratitude and pride in achieving her long-awaited dream of becoming an Olympian, despite facing significant setbacks due to an Achilles injury.

In a recent Instagram post, the Philippine record holder shared her struggles and reflections on her first Olympic experience.

“Officially an Olympian but MAN these last 2 months have been a struggle,” Hoffman wrote.

Reaffirming Hoffman’s status as one of the Philippines’ brightest athletics prospects, She candidly described the difficulties she faced in maintaining her health, keeping up with her training and staying confident in the lead-up to and during the games.

“A struggle to stay healthy, to get the training in, to stay confident. 2 disappointing and humbling performances on the highest stage of sport, but I am still so grateful and want to thank

God for the opportunity,” she continued.

Despite the challenges and not being able to represent the country as she had hoped, the Fil-Am athlete emphasized the invaluable experience she gained and her unwavering gratitude, stating, “Even though I couldn’t represent the country in the way I know I can, I wouldn’t trade this experience for anything.”

Hoffman’s message went beyond personal reflections, as she highlighted her broader goals of glorifying God and inspiring others.

“More than times, the goal is always to glorify God and inspire others, and I hope I was still able to do that in some capacity. Fall down 7 times, stand up 8. Thank you ALL for the endless support, maraming salamat at laban Pilipinas,” she concluded, expressing her appreciation for the support she received from her fans and countrymen.

CA freezes Quiboloy, KOJC assets...

24 hours from the receipt of the freeze order to submit a return on their compliance, which include relevant information on the frozen bank accounts and assets.

They are likewise tasked to annotate the freeze order on the titles and certificates of registration of the foregoing real properties, motor vehicles and aircraft, and to manifest their compliance within three working days from notice.

The appellate court also set a post-issuance summary hearing on Aug. 12 to determine the need to modify, lift or extend the freeze order.

The appellate court has also pointed out that the monthly income of KOJC’s top administrators does not match their financial profiles.

KOJC officials’ accounts also showed unusual deposits, withdrawals and remittance transactions inconsistent with their profiles.

The AMLC began investigating Quiboloy’s financial activities following the request of the Department of Justice in December last year.

In the U.S., Quiboloy and his cohorts were indicted on multiple charges, including sex trafficking, conspiracy, fraud and money laundering.

They also face charges of rape, human trafficking and

child abuse before Philippine courts, which have so far issued two arrest orders against the preacher and his co-accused.

They all remain at large. A P10-million reward is being offered for information that will lead to Quiboloy’s arrest.

Sara slams freeze order

Quiboloy deserved the CA freeze order against his 10 bank accounts, seven real properties, five motor vehicles and one aircraft, Sen. Risa Hontiveros said, adding this is “the first step to achieving justice.”

“Deserve. It is just for people like Quiboloy who are greedy to the extreme,” Hontiveros said. This is the second freezing of his bank accounts after the ones in the U.S.

“Hopefully, this freezes Quiboloy’s ability to escape. Hopefully, also, our local entities can work with their foreign counterparts to stanch the flow of money to offshore accounts,” the senator added.

Hiding inside KOJC compound

Quiboloy should think twice if he is planning to leave the 30-hectare KOJC compound in Davao City using his aircraft as the Philippine National Police (PNP) will not hesitate to use its air assets against him.

“Our helicopters are armed. Worse comes to worst, they can try the might of the government if they want to do that,” Davao

director Brig.

Torre said that according to their informants, Quiboloy’s followers have been securing the compound’s premises, preventing policemen from entering and serving the arrest warrants against the evangelist.

Quiboloy’s four other coaccused –Cresente Canada, Ingrid Canada, Jackielyn Roy and Sylvia Cemanes – are also inside the compound, he added. Another respondent, Paulene Canada, was arrested in Davao last month.

Quiboloy has four helicopters and two airplanes under his name. His compound has a hanger and a private taxiway toward Davao International Airport.

About two weeks ago, police noticed a helicopter flew out of the compound, which prompted them to alert airport authorities.

“They immediately brought it down and said they were just warming up the helicopter but it flew,” Torre said. Torre has already requested for additional policemen from the PNP to secure the compound.

Instead of hiding, Torre urged Quiboloy to surrender and face the cases filed against him in court and end the suffering of his supporters who have been guarding his property for several months. 

Walz, 60, has served as the governor of Minnesota since 2019. Previously, he represented Minnesota in the United States House of Representatives from 2007 to 2019.

As a Midwestern Democrat— which was a rarity in Congress at the time of his tenure— Walz supports LGBTQ rights, labor and workers rights, and increased gun control protocol (previously, he was a fervent gun rights advocate until the Parkland high school shooting in 2018).

As governor, he signed off on a number of police reform bills following the murder of George Floyd by then-Minneapolis police officer Derek Chauvin in 2020. Walz is also a supporter of abortion and reproductive rights.

Prior to his political career, he taught social studies and coached football at the high school level. In 1989, he lived in China where he taught English for a year.

Walz also served in the

Army National Guard for 24 years. As a congressman, he became a part of the House Committee on Veteran Affairs, where he advocated for more sophisticated mental health care and suicide prevention programs for veterans.

Since 1994, he has been married to his wife Gwen, with whom he has one son and one daughter. Walz was arrested in 1995 for driving under the influence of alcohol; he has since abstained from alcohol. He is also a practicing Lutheran. Harris’s selection of Walz came to a surprise to many who believed she would select among a shortlist of likely contenders, like Pennsylvania Governor Josh Shapiro or U.S. Senator Mark Kelly of Arizona.

According to the Associated Press, Harris held in-person meetings with Shapiro, Kelly, Walz, and others over the weekend. But ultimately she was moved by Walz’s history as a congressman as well as his life before public office.

“He’s the kind of person who makes people feel like they belong and then inspires them to dream big,” said Harris during a rally in Philadelphia where she introduced Walz as her running mate. “That’s the kind of vice president America deserves.”

‘I feel dismissed’: People experiencing...

“I’ve just kind of accepted it and try to find the humor in it,” he said. “I feel like most folks aren’t intentionally trying to hurt me, but the jokes get tiresome.”

Shakun Kaushal, a 26-year-old digital communications specialist at the Johns Hopkins Center for Gun Violence Solutions, is Indian American and has a “darker complexion.” She said that in Indian culture one might hear comments like, “Oh, she’s so light and beautiful.”

“I sometimes feel dismissed by people,” said Kaushal, who has searched for an Indian or Black therapist in hopes they might better relate to her lived experience. She believes conversations about colorism should be intergenerational, start early, and get introduced with great care.

“What you say to a child does affect them. They will remember, and it will impact how they feel about themselves and in their skin,” Kaushal said. “We must talk about it.”

The feeling of shame and embarrassment colorism produces

in people is palpable and needs to be acknowledged in health care settings, said Roopal Kundu, a dermatologist who founded and directs the Northwestern Medicine Center for Ethnic Skin and Hair in Chicago. Kundu, who is of South Asian heritage, opened the center in 2005 and notes that some cases of diseases like psoriasis, skin cancer, and eczema get diagnosed later, or misdiagnosed, because they present differently on diverse skin tones.

“How can we really make sure, as a field, that we’re taking care of everybody?” she said. “Healthy skin is beautiful skin. And beauty is across every single skin tone that there is.”

Therapists, doctors, and other clinicians from diverse backgrounds say that, in addition to clinical approaches that incorporate cultural competence, more efforts are needed to diversify the pool of mental health practitioners and to collaborate between disciplines.

Without cultural awareness and sensitivity, “you’re not going to get all the information that you need to appropriately diagnose and treat someone,” James said.

Black people are more likely

to report difficulty finding mental health providers who understand their background and experiences, a KFF survey found. At the same time, programs that bolster diversity, equity, and inclusion in medical schools are faltering in the wake of the 2023 Supreme Court decision outlawing affirmative action in higher education.

According to the Association of American Medical Colleges, in 2022, about 5% of active psychiatric physicians identified as Black, 16% as Asian, 6% as Hispanic, and fewer than 1% as American Indian or Alaska Native.

Marcos sees progress in US-PH alliance

MANILA – President Ferdinand Marcos Jr. is pleased over the Philippines' improving partnership with the United States, its oldest and only treaty ally.

This, as Marcos, during his meeting with members of the U.S. Congressional Delegation (CODEL) at Malacañang Palace in Manila on Thursday, August 8 thanked the U.S. for its continued support for the Philippines, Presidential Communications Office (PCO) Secretary Cheloy Garafil said in a statement on Friday, August 9.

“The fruits of those partnership, of those alliance that we are now forming to face up to these new challenges that we really had before are I think very true although we are [coming] from resolution at least to manage the situation,” Marcos told the U.S. CODEL, as quoted by the PCO.

“Again, on behalf of the Philippines, we express our gratitude for all the United States has done and continues to do in support of our alliance and to strong adherence for the Philippines," he added.

The U.S. CODEL was led by Rep. Michael McCaul (Republican-Texas), who serves as chairperson of the House Committee on Foreign Affairs and Chairman Emeritus of the House Committee on Homeland Security.

Rep. Addison Graves Wilson (Republican- 2nd district of South Carolina), member of the House Committee on Foreign Affairs, joined McCaul during the courtesy call on Marcos at Malacañang.

Garafil said McCaul and Wilson were primarily interested in hearing the Marcos administration’s views and concerns about China and what the U.S. can do to support its assertion of the Philippines’ sovereignty, sovereign rights, and jurisdiction in the West Philippine Sea (WPS).

McCaul expressed his gratitude to Marcos for the Philippines’ support to the U.S. and assured the Philippine president of Washington’s inclusion in the Foreign Military Financing (FMF).

“The supplemental (appropriation) is very important,

we see Israel, see Ukraine, see Indo-Pacific—three areas in the world, three regions [receiving] attack from tyrannical governments. We see President [Vladimir] Putin and President Xi [Jin Ping] made an alliance in Beijing,” McCaul said. Around USD500 million out of the USD2.5 billion FMF supplemental budget for the Indo-Pacific will be given to the Philippines following a 2+2 Foreign and Defense Ministerial Dialogue with Secretary of State Antony Blinken, Foreign Affairs Secretary Enrique Manalo, and Defense Secretary Gilberto Teodoro Jr.

Bilateral defense and security engagement remains a key pillar of the two nations’ bilateral relations and is carried out within the framework of the Mutual Defense Treaty (MDT), the Visiting Forces Agreement (VFA), the Enhanced Defense Cooperation Agreement (EDCA), and other bilateral agreements.

The U.S. also remains an important and strategic trading and investment partner of the Philippines, having a common interest in advancing agriculture and food security, promoting energy security, boosting trade and building supply chain resilience, enhancing connectivity and digitalization, and protecting critical infrastructure.

The U.S. in 2023 ranked as the Philippines’ third top trading partner, with total trade valued at USD19.96 billion.

Also last year, the U.S. ranked as the Philippines’ top export market and fifth import source amounting to USD11.54 billion and USD8.41 billion, respectively.

The two nations established formal diplomatic relations on July 4, 1946. There are an estimated 4.46 million Filipinos living in the US as of 2022, making Filipinos the third largest Asian group in the country.

Short arm of the law

THE arm of the law is looking short these days. Apollo Quiboloy, wanted for multiple offenses including the non-bailable qualified human trafficking, remains at large. The failure to serve warrants for his arrest at his sprawling Davao estate that is home to his Kingdom of Jesus Christ ministry has reportedly led to the relief of at least 15 Philippine National Police officers, and is believed to be among the reasons for a major PNP reorganization in Davao City.

Over in Luzon, Mayor Alice Guo of Bamban, Tarlac has also vanished from the municipal hall and her residence, although she recently surfaced on Facebook to insist on her innocence. The mayor may soon lose the post as the Office of the Solicitor General has filed a quo warranto petition for her ouster, while the Commission on Elections is also preparing a case that would invalidate her election. Both cases are based on what authorities say are fraudulent documents on her citizenship as well as her suspected links to criminal activities in a Philippine offshore gaming operator hub in Bamban.

alleged brothers Wesley and Seimen are fake, as attested by the parish priest himself. Arrest orders have also been issued to the two brothers and their other relatives – Sheila and Jian Zhong Guo – as well as the Chinese woman suspected to be the mayor’s mother, Wen Yi Lin. Are Quiboloy and Guo still in the Philippines? Authorities think so, since there are no records of their departure from the country. As the nation has seen in previous cases, however, the country has porous borders especially in the south, where people can easily take a boat or fly by private plane to neighboring countries. Those tasked to enforce arrest warrants need to intensify their efforts to show that the arm of Philippine law is long enough.

In need of heroes

FILIPINOS badly needed a win. Again and again, we find ourselves at the bottom of global lists especially when it comes to education. We top the lists we do not want: most unsafe place, worst airports, and worst traffic. China continues to build unimpeded in our exclusive economic zone and shoos our fishermen away. Food prices and gas continue to rise, while our salaries remain stagnant. Politics and government rarely give us a happy story either— misappropriations of funds, dereliction of duty, and blatant corruption fill our daily news.

The Olympics, then, was a godsend. Our athletes were determined to give us something to be proud of and have not failed

APPARENTLY, there’s a huge payback for the Marcos Jr. administration after its magnanimous offer to the Americans last April to use five more Philippine military bases in addition to the previous four.

The United States can now set up their own military facilities – minibases, actually – inside nine Philippine locations, in accordance with the Enhanced Defense Cooperation Agreement (EDCA) of 2014. They can install communication systems, store war equipment, ammunition, transport vehicles and supplies. American troops are to be stationed there on “rotational basis.” This effectively means U.S. troops will continually be present in the country in the coming years.

Presumably in appreciation of Marcos Jr.’s show of generosity, U.S. Secretary of State Antony Blinken and Defense Secretary Lloyd Austin announced in Manila on Tuesday, July 30 that the U.S. Congress would allocate an additional $500 million in military financing to the Philippines. They described the amount as part of an “unprecedented… once in a generation” U.S. investment in modernizing the Armed Forces of the Philippines (AFP) and the Philippine Coast Guard (PCG).

The nine EDCA sites are: Antonio Bautista Air Base in Palawan; Basa Air Base in Pampanga; Fort Magsaysay in Nueva Ecija; Lumbia Air Base in Cagayan de Oro City; MactanBenito Ebuen Air Base in Cebu;

in doing so. Carlos Yulo’s historic achievement, winning two gold medals in artistic gymnastics, have brought about a surge of nationalism that no mandatory Reserve Officers’ Training Corps ever could. I find it interesting that our source of hope does not usually come from the powerful or the rich but from simple Filipinos who rise from the bottom. It is their stories of perseverance

Three of the new sites are in Northern Luzon – the Lal-lo Airport and the naval base in Cagayan and Camp Melchor dela Cruz in Gamu, Isabela – which are proximate to the Taiwan Strait, an arena of potential armed conflict between the U.S. and China. Marcos Jr. specifically cited the importance of Lal-lo Airport in the defense of Northern Luzon against “external threat” (subtly suggesting China). Through a series of four bilateral discussions, dubbed as 2+2 dialogues from April 30, 2012 to April 12, 2023, the Philippines has entered into multiple defense and security alliances with a growing number of countries –bilateral, trilateral, quadrilateral alliances that the U.S. is cobbling together to shore up its hold in the Indo-Pacific region.

Over the decades, U.S. military financing purportedly to help modernize the AFP had typically been so minuscule as to make no impact in whatever aspect of the modernization program.

Now let’s look more closely into the implications of these developments.

One may perceive that the EDCA arrangements practically circumvent the 1987 Philippine Constitution’s prohibition on the permanent presence of foreign military bases and troops in the country. This situation calls for a thorough re-examination.

After EDCA was signed in 2014 as an executive agreement between the Philippines and the U.S., its constitutionality was challenged before the Supreme

A life of athletics also requires a lot of resources. How many potential Filipino Olympians have we lost due to lack of financial and training support early on?

One of the reasons trainings are so expensive is that we do not have local infrastructure and so the athletes have to go abroad. Aside from giving cash incentives to Olympic medalists, how about investing in a conducive

The EDCA was supposedly to be effective for an initial period of 10 years, and thereafter, it shall continue in force automatically unless terminated by either party by giving one year’s notice through diplomatic channels of its intention to terminate the agreement.

In February 2016, De la Salle University professor Renato Cruz de Castro wrote that the SC ruling upholding the EDCA paved the way for “the return of forward-deployed U.S. forces to select Philippine military bases.” Notably, he pointed out:

“The 10-year EDCA is considered a calculated effort by Manila and Washington to make the Philippines again a major staging base for projecting U.S. naval and air power in the face of China’s maritime expansion in the South China Sea.”

On the $500-million additional funding, U.S. Secretary of State Blinken explained that it’s intended to “boost security collaboration with our oldest treaty ally in this region, to strengthen the alliance.” The two countries’ armed forces, he added, are “working on more shared priorities in more places than ever before.” However, he did not provide any details. It was Defense Secretary Austin who gave some details. He and Blinken, he said, are working with the U.S. Congress to

More than just a win, our athletes demonstrate important lessons for us to learn from. Yulo’s determination to lead a balanced life and fight for his right to have a life outside of his sport has led him to an unorthodox route of training for the 2024 Olympics. He showed us that one need not sacrifice everything to achieve greatness and the right to pursue good mental health via a supportive relationship is valid. American gymnast Simone Biles, likewise, took a pause from her own career to focus on her mental health and came back stronger than ever. We can learn from 24-year-old Yulo that sometimes there are other things worth fighting for, despite others’ insistence on a singular pursuit of glory.

Then there is the wisdom we can glean from Obiena’s Olympic

journey. In his interview after missing out on a podium finish at the pole vault finals, he shed tears and apologized to the country for “falling short.” What we saw, however, is EJ improving from an 11th place finish in 2020 to a 4th place standing today. He also continues to be the world’s No. 2 pole vaulter and Asia’s best.

If anything, I dare say his story may even be more inspiring than those who won medals because he showed the humanity of the sport. He also came up against great challenges, including being the victim of a political maneuvering that almost derailed his career and dealing with a back injury leading up to the Olympics. Despite all that, he remained passionate about representing the country and, in a way, his tears were not for him but for us, whom he felt he disappointed. His love of country goes beyond politicking and shines through his desire

to make us proud. After every round, he sends a heartfelt message to his fellow Filipinos which made us feel that we are part of his journey and that we are in this together. Filipinos needed a win and our athletes more than provided it. More importantly, it seems, Filipinos are in need of heroes. We are in need of people that put their country first. People that think of their fellow countrymen and are careful to do things with honor and integrity. We don’t have to be athletes, however, to be heroes. As long as we show our love for our country through our words and actions, we can be heroes, too. (Inquirer.net)

allocate the $500 million to send a “clear message of support for the Philippines from the Biden administration [which ends its term this year], the U.S. Congress and the American people.”

The U.S. defense department intends to more than double its investments in EDCA sites across the Philippines, with Biden asking Congress to allocate more than $128 million this year to fund key EDCA projects. Besides the DND, Austin said, the USAID plans to pre-position disaster relief supplies in EDCA sites later this year.

For the nth time, Austin reiterated that the 1951 Mutual Defense Treaty remains the “bedrock” of the U.S.-Philippine alliance and that it applies to armed attacks on either of the

two countries’ armed forces, aircraft or public vessels anywhere in the South China Sea. Way back in 2011, such assurance was first given by former U.S. President Barack Obama during his first official visit to the Philippines. Local “uzi” noted that when Marcos Jr. welcomed Blinken and Austin to Malacañang on Tuesday, the three were all broadly smiling. Similarly, after a press conference following their 2+2 meeting, Blinken, Austin and their counterparts, Foreign Affairs Secretary Enrique Manalo and Defense Secretary Gilberto Teodoro Jr., put on happy faces as they joined hands for media photographers.

In welcoming the two Americans, Marcos Jr. remarked:

NICA chief denies pressuring cops to testify vs Duterte, Bato in ICC

MANILA

— The head of the National Intelligence Coordinating Agency on Thursday, August 8

refuted Sen. Ronald dela Rosa's claim that he and some lawmakers had attempted to convince police officers to implicate him and former President Rodrigo Duterte in the International Criminal Court.

This comes after Dela Rosa told reporters on Wednesday, August 7 that he had "A-1 information" that the intelligence agency's chief, Ricardo de Leon and former Sen. Antonio Trillanes pressured retired and active duty police officers to execute an affidavit against him and the former president.

Dela Rosa — who is Duterte's former Philippine National Police chief and main implementor of his drug war — also claimed that the meeting involved House Speaker Martin Romualdez and Rep. Elizaldy Co (Ako Bicol), chair of the House appropriations committee.

In a statement on Thursday afternoon, De Leon explained that he had only accompanied Police former PNP Criminal Investigation and Detection Group chief Maj. Gen. Romeo Caramat Jr., who sought an audience with Romualdez to lobby to be the next PNP chief.

“I categorically deny allegations by Sen. Bato dela Rosa that I, together with Speaker Martin Romualdez and other personalities, pressured certain

officials to testify against him and former President Rodrigo Duterte before the International Criminal Court,” De Leon said.

Caramat offered to expose "everything he knew" about the drug war in exchange for the top post at the PNP, he added.

"During our conversation, he (Caramat) offered to disclose everything he knew about extrajudicial killings (EJK) and the drug war, including the list of names targeted for killing, weekly quotas, and the payment process involved in exchange for the top PNP post," the intelligence agency director said.

De Leon said Romualdez "made it clear" that the the appointment of the PNP chief "is solely the president's prerogative and trust and he has no influence over such decisions."

"The speaker also rejected Caramat's offer to disclose information in exchange for his appointment," he said.

De Leon also denied Dela Rosa's allegation ohe talked to former PNP Chief Gen. Oscar Albayalde and PBGen. Eleazar Mata to testify before the ICC in its inquiry on the war on drugs.

Co issued a similar statement an hour after De Leon's statement was posted on the National IntelligencE Coordinating Agency's page.

The House lawmaker said that while he was present during the said meeting between Caramat

and De Leon, "there was never any mention of testifying against anyone before the ICC."

Although Caramat offered information on the drug war in exchange for the position, this was "flatly rejected by Speaker Romualdez," Co added.

Like De Leon, Co denied meeting Albayalde, Leonardo and Mata.

Trillanes, a staunch Duterte critic who filed the drug war case at the Hague-based tribunal, revealed last week that ICC asked the Interpol to issue a blue notice against Dela Rosa and the four other cops suspected to be involved in the Duterte administration's deadly antinarcotics campaign.

Since assuming office, President Ferdinand Marcos Jr. has repeatedly stated that the Philippines will not rejoin as a state party to the Rome Statute of the ICC.

Marcos said in April that he would not hand Duterte to the ICC. Last week, however, the government's lawyer, Solicitor General Menardo Guevarra, said the government would not stand in the way of the ICC prosecutor's attempts to interview persons of interest in the case.

The House — which is dominated by Marcos and his allies — has also conducted its own probe into Duterte's drug war through the human rights panel. (Philstar.com)

MANILA — Former Commission on Elections (Comelec) chairman Andres Bautista and three executives of an election voting machine and service provider company have been indicted on Friday, August 9 by a federal grand jury in the Southern District of Florida for their roles in an alleged bribery and money laundering scheme to retain and obtain business related to the 2016 Philippine elections.

Aside from Bautista, also charged were Roger Alejandro Pinate Martinez, Jorge Miguel Vasquez and Elie Moreno.

The election voting machine and service provider company was not identified in the charge sheet.

Bautista, Martinez, Vasquez and Moreno were each charged with one count of conspiracy to commit money laundering and three counts of international laundering of monetary instruments.

In addition, Pinate and Vasquez were each charged with one count of conspiracy to violate the Foreign Corrupt Practices Act (FCPA) and one substantive violation of the FCPA.

If convicted the four coconspirators face a maximum penalty of 20 years for each count of international laundering of monetary instruments and conspiracy to commit money laundering.

Separately, Pinate and Vasquez each face a maximum penalty of five years in prison for the FCPA and conspiracy to violate the FCPA counts.

Based on records, between 2015 and 2018, Pinate and

Vasquez, together with others, allegedly caused at least $1 million in bribes to be paid to Bautista in his capacity as Comelec chairman at the time.

These bribes were allegedly paid to obtain and retain business related to providing voting machines and election services for the 2016 Philippine elections and to secure payments on the contracts, including the release of value added tax payments.

The three allegedly funded the bribes through a slush fund that was created by over-invoicing the cost per voting machine for the 2016 Philippine elections.

To conceal and disguise the nature and purpose of the corrupt payments, the co-conspirators used coded language to refer to the slush fund and caused the creation of fraudulent contracts and sham loan agreements to justify transfers.

Bautista, Pinate and Vasquez then allegedly laundered funds related to the bribery scheme through bank accounts located in Asia, Europe, and the United States, including in the Southern District of Florida. 

During the MMCA which ran from Wednesday to Thursday (August 6-7), the PN deployed the missile frigate, BRP Jose Rizal (FF-150), its embarked AW159 "Wildcat" anti-submarine warfare helicopter, considered the best platform for such mission, aside from the offshore patrol vessel BRP Ramon Alcaraz (PS-16).

Dolly de Leon nds sweet spot between lm, TV, theater acting

WHILE Dolly de Leon found the sweet spot between acting in film, television, and theater, she initially struggled with portraying emotions and “feeling the heart” of characters through these acting forms.

De Leon is set to return to theater in the Manila run of the play “Request sa Radyo,” a Filipino adaptation of German playwright Franz Xaver Kroetz’s masterpiece “Wunschkonzert/ Request Programme.” She will take on the lead role which will be alternated between herself and award-winning theater actress Lea Salonga.

But while de Leon took a theater arts degree at the University of the Philippines, she admitted that she had a hard time separating the portrayal of various emotions in theater, film, and television at some point in her career.

“My personal experience was that it’s a huge struggle for me transitioning to theater from film and television. Noong first time kong mag-film and TV, ang laki-laki ng acting ko so medyo nakakahiya (When it was my first time doing film and TV, I went big with my acting which was embarrassing),” she said at the play’s masterclass in Makati.

“But now I kinda got the groove of it already, which is to hold back and trust your eyes to do the job. Also, to trust whatever you’re feeling inside will come out. But with theater, it’s very

external but at the same time, you have to make it come out,” she continued. Despite this, de Leon said she would always be passionate about theater, as it banks on an actor’s ability to maintain their “momentum” while bringing such emotions to life. “With film, you have to feel it and then the cameras will pick it up. It’s a totally different process.”

“But that’s why I love theater so much,” she continued.

“There’s momentum that you build when you’re doing a play. You’re able to really feel the heart of what your characters are going through.”

The actress also pointed out that acting in theater allows her to be fully “immersed” in her character, and while she might mistakes along the way, it’s about “winging it” until the final curtain call.

“In film, it doesn’t have to run in chronological order. You don’t know where you came from and it’s hard to sustain the energy and build the momentum,” she said. “With plays, it’s really different. You’re really immersed and you’re there a hundred percent. Wala kang choice. Kung magkakamali ka, magkakamali ka (If you’re wrong, you’re wrong)

TRANSITIONING through various stages in life presents a multitude of challenges. Whether it involves moving to college, embarking on a new career, navigating middle age, or transitioning into retirement, it invariably brings about stress,

worry, anxiety, and the need for painful adaptation.

I vividly recall a significant transitional period I encountered in my own life. Following twenty-three years in parish ministry, I was reassigned to the seminary to assist in educating and nurturing seminarians. Despite having spent twelve years of my life in that academic environment, returning to the institution as a faculty member was far from easy. I had grown accustomed to the freedom of organizing my schedule, living privately in the rectory,

engaging with individuals daily, and avoiding the constraints of a structured setting.

Readjusting to seminary life was indeed challenging. Returning to pastoral duties and navigating my advancing years in the priesthood while contending with issues of aging and health posed an even greater challenge. I come to the realization that I am no longer the youthful or middle-aged priest brimming with energy to pioneer new initiatives and work tirelessly day and night. I have to learn to decelerate

Can I file a divorce in California if my spouse resides out of state?

THIS is a common question among people contemplating divorce in California when the other spouse does not live in the state. The California Courts has the power to grant a divorce, annulment, or legal separation if either party is domiciled in the state. Domicile is where a person lives and intends to remain. However, there is an additional requirement if you are seeking a divorce rather than annulment or legal separation. To obtain a divorce in California, one of the parties must have been a resident of California for six months immediately before the filing of the divorce petition.

In addition, divorce petitions may be filed in the county where at least one spouse resided for 3 months immediately prior to filing the petition. In order for the California Courts to have the power to make orders, the California Courts must have personal jurisdiction over the respondent.

Personal jurisdiction means the respondent has minimum contacts with California even if not physically here. Some of the factors looked at is respondents presence in the state, domicile, residence, citizenship, consent, appearance in the action, doing business in the state, doing an

act that causes an effect in the state, ownership in the state, other relationship to the state. If the respondent does not have minimum contact with California, respondent may challenge any orders relating to distribution of property and support based on the court’s lack of jurisdiction. With regards to initial child custody issues, these issues are resolved under the Uniform Child Custody Jurisdiction and Enforcement Act. California Courts have the power to make initial custody orders if it is the child’s home state at the time the action was filed. California may also assume power to make custody orders if California has been the child’s home state within six months before the action was filed, the child is absent form California, and a parent continues to live in California. California may also exercise jurisdiction when no other state is the child’s

and entrust tasks to those who were trained to carry them out. My concept of leadership needs to evolve for the better: rather than exert control, I need to inspire others, particularly the younger generation, to assume leadership roles and showcase their talents. Ultimately, effective leadership hinges on nurturing emerging leaders, as Simon Sinek aptly observes, “True leaders don’t create more followers; they create more leaders.”

Despite adopting a reshaped vision and direction, the process of transition remains arduous. Indeed, adapting is essential.

Sister Joyce Rupp, O.S.M., poignantly captures the essence and arduousness of transitions, offering insights on coping with change through her poem, “Old Maps No Longer Work”:

“I keep pulling it out –the old map of my inner path. I squint closely at it, trying to see some hidden road that maybe I’ve missed. But there’s nothing there now except some well

travelled paths.

“They have seen my footsteps often, held my laughter, caught my tears. I keep going over the old map but now the roads lead nowhere, a meaningless wilderness where life is dull and futile.

“Toss away the old map,” she says “You must be kidding!” I reply. She looks at me with Sarah eyes and repeats “Toss it away. It’s of no use where you’re going.

“I have to have a map!” I cry, “even if it takes me nowhere. I can’t be without direction.”

“But you are without direction,” she says, “so why not let go, be free?”

So there I am – tossing away the old map sadly fearfully, putting it behind me.“Whatever will I do?” wails my security.

“Trust me,” says my midlife soul. No map, no specific directions, no “this way ahead” or “take a left”. How will l know where to go? How will I find my way? No map!

But then my midlife soul whispers, “There was a time before maps when pilgrims

travelled by the stars.” It is time for the pilgrim in me to travel in the dark, to learn to read the stars that shine in my soul. I will walk deeper into the dark of my night. I will wait for the stars to trust their guidance and let their light be enough for me.

May Jesus, Mary, and all saints—canonized and uncanonized—be our stars, our guides, as we navigate the deserts of life, transitioning through uncertainty and darkness. Let Jesus, the Bread of Life, fortify us on our ongoing journeys, discarding old maps and surrendering our lives to Divine Light and Wisdom.

Over 20 communities become first to earn new Clean California designation

AFTER three years of the state’s highly successful Clean California initiative — which has created 18,000 jobs and hauled away more than 2.6 million cubic yards of litter across the state — California is launching a new designation program to reward communities for committing to zero-litter policies and regular local cleanups.

Governor Gavin Newsom announced the launch of the Clean California Community Designation Program, a statewide effort encouraging local engagement to make communities cleaner, safer, and more sustainable.

The innovative program –in partnership with Caltrans, Keep America Beautiful, and Keep California Beautiful –is the latest feature of Clean California, Governor Newsom’s sweeping $1.2 billion, multiyear initiative led by Caltrans to clean up, reclaim, transform, and beautify public spaces.

The Newsom Administration joined the City of Fresno today to launch the program and designate Fresno as one of 22 California communities first to take the pledge.

“For the past three years, Clean California has transformed littered areas around our state into cleaner, greener, and safer spaces. Now, more than twenty communities are stepping up and committing to do the same – becoming our state’s first Clean California Communities. We all deserve to be proud of the neighborhoods we live in, and with this program, we’re making that a reality for more Californians than ever,” said Governor Gavin Newsom.

Governor Newsom marked three years of Clean California earlier this week. The Clean California program has created 18,000 jobs and hauled away more than 2.6 million cubic yards of litter – enough to cover

and environmental enhancement.

Each municipality must complete 10 of 15 specific criteria to earn the designation. So far, 22 communities have taken this first step.

“Today, we celebrated the first communities pledging to earn the Clean California Community designation and encourage others from across the state to join,” said Caltrans Deputy Director Mike Keever during the cleanup in Fresno.

“The designation spotlights communities that are zerolitter leaders with a vision for a better tomorrow. These leaders understand the long-term benefits to clean communities, and we applaud them for their

Later, he was exposed to real estate business after graduating at the University of Massachusetts where he completed his Bachelor of Arts degree, majors in Economics and Political Science, cum laude, in 1988.

He graduated at Ateneo de Manila University Law School in 1994 with Juris Doctor of Law.

In that same year, he passed the grueling bar exams. After that, he tried working in a private law firm, the De Borja Medialdea Ata Bello Guevarra & Serapio Law Office as an associate from 1994 to 1995.

Then he became a partner at Rojas Sales De Leon Tecson & Desiderio Law Office. In 2000, he put up his own law office, the Jose M. Rojas II Law Office, which is engaged in the general practice of law.

Though he has been into business and legal works, he has his other side: the visual artistry in him. His artistic journey has continued at the ArtistSpace situated at Ground Level, Ayala Museum Annex, Makati Avenue corner De La Rosa Street, Greenbale Park, Makati City for the 8th solo exhibit sometime in August this year.

He says he gets inspiration from the places, whether in the Philippines or abroad, usually in Japan, France, Spain and other European countries. He creates and innovates with his naturally gifted independent mind. He paints and paints most of the time in his rented studio in Pasig City.

* * * I was a recent guest by Guia Cruz Buenaventura in her program Coffee Tea on MHE, Mondays to Fridays from 9 a.m. to 10 a.m. at Media House Express, the Philippines’ first radio-television situated in Mandaluyong City.

MHE is headed by Allan Afable Hobrero and it is an awardee in the 2nd Philippines’ Finest Business Awards and Outstanding Achievers in September 2024.

Guia, an educator from Philippine Normal University, has been supporting A Smile from Heaven (ASFH), a nonprofit organization in memory of her husband Dan that assists our less fortunate brethren and gives livelihood projects.

Years ago, I met the CGN

(Carmen Guerrero Nakpil) Friends group for the first time days after the passing on of Chitang Nakpil, a noted and respected Filipino essayist, historian, and journalist.

Artist-writer Mav Rufino told me they meet there Wednesdays during lunch time and they had been doing this since 2004. Now they have transfered to Kashmir (an Indian restaurant) in Taguig City’s BGC as the group’s meeting place.

Former Tourism Secretary Gemma Guerrero Cruz-Araneta, CGN’s eldest daughter and first Filipino and Asian to be Miss International in 1964, took over the helm of CGN Friends and she led briefly a moment of silent prayers for her affectionate mom whom she took care of during her last remaining days on earth. She vividly remembers that her mom did not allow her to join the movie world but she was encouraged to enhance Philippine history. In later years, however she hosted a daily radio program and a weekly TV show.

Nonon Padilla, director and theatre arts professor at De La Salle College of Saint Benilde, said his aunt Chitang spoke Spanish very well and was “formidable and aloof” but was caring, thoughtful and humorous. It was he who organized the Guerrero family reunion in 1993.

For Consul General Lynn Gavino, Chitang has been her best friend and mentor since 1984, the year she was assigned as First Secretary and Consul at our embassy in Paris, France and Chitang was our ambassador and permanent delegate to the UNESCO.

She said that Chitang had a very keen memory. “Her memory was prolific. While riding with me in the car, she would remember the street names and the direction as to where we were. When we’re inside a restaurant, she could remember who is our waiter. She could even draft and edit her works in her mind so that time would not be wasted.”

She fondly remembers: “Chitang asked me the difference between a drunkard and a non-drunkard. She said that a drunkard would drink her red

wine like a coke and would finish it right away while a nondrunkard would sip it slowly and finish it but you can take as many glasses as you want. Everything would be observed by her. Being with her as a friend, you feel like you were in a finishing school. I learned how to write my report, how to be proper and correct and most important how to be always punctual.”

* * * This year’s Film Academy of the Philippines’ LUNA Awards was well organized and finished at 9 p.m. (it began at 6 p.m.) at the University of the Philippines Diliman’s performing arts theater, the IBG-KAL Theater in Quezon City.

“Gomburza,” a Philippine historic film, won Best Picture. Roderick Paulate and Maricel Soriano (both starred in the film “In His Mother’s Eyes”) were declared Best Actor and Best Actress, respectively. Pepe Diokno, son of Filipino lawyer and educator Chel Diokno, won Best director for the film GOMBURZA.

Best supporting actor and actress were LA Santos for “In His Mother’s Eyes” and Ana Abad Santos for “Third World Romance,” respectively. Other winners were as follows: Jun Lana for best screenplay in “About Us, But Not About Us”; Carlo Mendoza for best cinematography in “Gomburza”; Marya Ignacio for best editing in “Third World Romance”; Ericson Navarro for best production design in “Gomburza”; Albert Michael Idioma/Janina Minglanina/Emilio Bien Sparks for best sound in “Gomburza”; Jesse Lasaten for musical scoring in “When I Met You in Tokyo.” Mary Liza DinoSeguerra was the recipient of the Fernando Poe Jr. Lifetime Achievement Award.

The FAP is headed by Manny Morfe, its OIC directorgeneral. It will send soon an official Philippine entry to the International Feature Film Award category of the 97th Academy Awards (The Oscars).
