WAshINGtoN — members of the Congressional Asian Pacific American Caucus (CAPAC) are celebrating filipino American history month, which recognizes the cultural and historical contributions made by filipino American communities nationwide throughout the month of october.
this month commemorates the first recorded arrival of filipinos in the continental United states on october 18, 1587, at what is now morro Bay, California.
As early as 1763, filipino sailors known as “manilamen” established the first Asian American settlement called saint malo in present-day Louisiana.
rep. Bobby scott, the only currently serving member of Congress with filipino ancestry and co-chair of the Us-Philippines friendship Caucus, said he was proud to celebrate filipino American history month.

mANILA — A large majority of filipinos are not inclined to support those who are deemed “pro-China candidates” in the may 2025 midterm elections, according to a commissioned survey conducted by Pulse Asia.
the sept. 6 to 13 survey, commissioned by stratbase ADr Institute, found that 73 percent of the respondents said they would not support candidates for national posts who are “pro-China at present or in the past.” only five percent said they would support such candidates, while 23 percent cannot say
if they would support them or not. those who are against “pro-China candidates” were highest among respondents in the Visayas at 85 percent, followed by those in metro manila at 83 percent, mindanao at 74 percent and the rest of Luzon at 65 percent. It ranged from 72 to 74 percent across socio-economic classes. meanwhile, 10 percent of the respondents from mindanao and 10 percent among those in classes ABC said they would support “pro-China candidates.”

mANILA— the house joint committee has invited former President rodrigo Duterte, along with senators Bong Go and ronald “Bato” Dela rosa, to the next hearings on the drug war’s extrajudicial killings. rep. robert Ace Barbers (surigao del Norte, 2nd District), who chairs the house quadcom, confirmed on tuesday, october 15, they have sent invitations to Duterte, Go and Dela rosa.
In an interview with NewsWatch Plus, Barbers said the invitation was actually made during the quadcom’s second or third public
hearing.
“An invitation was already sent to him before. If I’m not mistaken, it was for the second or third hearing of the quad. Invitations were sent not only to former President Duterte but also to senator Bato and senator Bong Go,” he said in filipino.

Conducted from Aug. 28 to sept. 2, 2024, the Tugon ng Masa (tNm) poll showed that 38 percent of adult f ilipinos identified themselves as pro- m arcos, 2 percent higher than what was registered in the second quarter survey in march.
“Across major areas, those adult f ilipinos who identify themselves as Pro-marcos comprise around four out of every 10 filipinos in NCr and Balance Luzon (42 percent and 43 percent, respectively). In mindanao, nearly three out of every 10 filipinos (25 percent) identify themselves as pro-marcos, with a significant portion of the overall support coming from Visayas (37 percent),” the research firm said. meanwhile, those who see themselves as pro-Duterte were 15 percent or 1 percent lower than the previous poll.

2025 PH national elections to go fully online for overseas Filipinos, says Consul General Mangalile

NeW YorK – Consul General senen mangalile announced significant developments regarding the may 2025 Philippine National elections during the ConGen hour with the media last week, highlighting the Philippine government's efforts to modernize the voting process for overseas filipinos. mangalile revealed that, for the first time, internet voting would be the sole mode of participation for overseas voters. “there’s going to be one mode of voting for overseas voters — online,” he emphasized. this shift is expected to streamline the voting experience and improve turnout for filipinos living abroad. registered voters will need to pre-enroll 45 days prior to the election to receive their credentials, ensuring that all eligible participants are accounted for and can access the system. Voters will be able to cast their ballots using laptops, tablets, or mobile phones, doing away with the need for paper ballots. this development represents a significant shift in how overseas filipinos will participate in their country’s democratic process, marking the first time that voting will be exclusively digital for this group.
Consul General mangalile said he attended a series of key training sessions and information drives last month organized by the Philippine Consulate General in san francisco, led by Consul General Neil frank r ferrer. the september event was part of ongoing efforts by the Commission on elections (ComeLeC) and the Department of foreign Affairs overseas Voting secretariat (DfA-oVs) to prepare for the 2025 elections. the training aimed to equip foreign service Posts (fsPs) with the necessary skills and knowledge to facilitate internet voting effectively. In parallel, filipino community leaders were educated on the new process to help spread awareness within their communities.
Consul General ferrer emphasized the significance of these efforts, noting that continuous learning and adaptability are essential in public service. “Activities like this one enable us to adapt to changing circumstances, develop innovative solutions,
and remain grounded in the principles of good governance,” ferrer remarked during the event. the information drive also saw participation from ComeLeC Commissioners socorro B. Inting, ernesto P. maceda, Jr., and marlon s Casquejo, who encouraged filipino leaders to embrace the new voting technology.
In previous elections, participation among overseas filipinos has been a challenge. only 35.5% of the 1.69 million registered overseas filipino voters participated in the 2022 national and local elections. mangalile pointed out that a significant number of ballots were returned to the consulates due to various issues, including incorrect addresses and outdated voter information. With the introduction of online voting, the hope is that such logistical barriers will be eliminated, leading to higher voter turnout. the hope is that we get a high turnout this time,” mangalile said, expressing optimism about the potential of internet voting to engage more filipinos abroad. he further stated that there would be a concerted effort to inform the public through a “massive information campaign and training” to ensure voters are well-prepared to use the new system. special provisions will also be made for elderly voters, people with disabilities, and those with special needs, ensuring that all registered voters, regardless of their situation, can fully participate. mangalile mentioned that there would be machines available to assist these individuals, and consulate staff will be on hand to provide support for those needing help with the pre-enrollment process or the actual voting. the september 30 registration deadline closed with 10,646 voters officially registered, adding to the 1.69 million registered voters from previous years. however, the number of voters who will actually take part remains a focus for ComeLeC, which aims to improve the historically low turnout among overseas voters. the internet voting system, they hope, will help address previous obstacles and increase participation.

“electing pro-China candidates poses significant risks, as it will lead to policies that compromise our territorial integrity, economic interests. such candidates will become direct conduits for Chinese influence, which can jeopardize our national security and further empower a state that has repeatedly disregarded our sovereign rights and the international rulesbased-order. this is not just a political choice but a decision that can jeopardize our future and our nation’s standing in the global arena,” manhit added. Most trusted t he respondents were also asked which countries they think are the Philippines’ most trusted
partners in national development. the United states topped the list with 79 percent, followed by Japan with 50 percent, Canada with 43 percent, Australia with 42 percent and the United Kingdom with 18 percent. t hese were followed by the european Union with 15 percent, s outh Korea with 13 percent, russia with seven percent, India with two percent and China with one percent.

No need for attendance
If Duterte attends the public hearings, Barbers said they will be “honored by his presence.” should he decide not to attend, the quadcom chair said that his decision will be respected.
“But again, whatever their decision is, as far as the invitation is concerned, we will respect that,” Barbers said.
Duterte has yet to provide an official response or acknowledgment of the house’s invitation. meanwhile, the solon said “inter-parliamentary courtesy” may be extended to Go and Dela rosa if they have no intention of attending the hearings. this means the senators will not be pressured or forced to attend the hearings as they are also members of Congress. however, Barbers stressed the invitation is an opportunity for Go and Dela rosa to respond to the allegations made by several resource persons who said the two were involved in executing Duterte’s bloody war on drugs.
“We will only allow the exchange of ideas and elevate the level of discourse regarding the subject matters we are discussing,” he said in a mix of english and filipino. he explained that house lawmakers could only source ideas on how to improve existing legislation or propose new legislation from the hearings.
Barbers cited house Bill 10986 or the Anti-extrajudicial Killing Act, which the joint committee filed on october 11. the bill proposes to criminalize eJKs and provide compensation for the victims’ loved ones.
Drug war is Duterte’s legacy but...
In an ambush interview on monday, october 14, Go told reporters that Congress applauded Duterte whenever he spoke of the war on drugs. he asked in filipino, “Why is he being blamed for it now? Didn’t the people benefit from it?”
Asked about his comment on Go’s reaction to the explosive testimonies alleging his and Duterte’s involvement, Barbers said he “never shifted his appreciation” of the war on drugs.

“You are here because we believe you are our ambassadors and partners in empowering the filipino American community,” ferrer said. he encouraged them to share the new information with their respective organizations and networks, urging them to participate in nation-building by exercising their right to vote. n
“As for the senators, of course, their names were mentioned. We want to give them a chance to respond to the allegations against them so that we can be fair. We are not favoring anyone, we are not taking sides,” the lawmaker said in filipino.
If the three attend the quadcom’s hearings, Barbers said there won’t be any “grilling” because lawmakers “do not have the capacity to do that.”
Until now, he lauds the former president’s declaration of a “true war on drugs,” saying the campaign should be continued as it closed down several shabu laboratories.
“I still believe that this war on drugs should continue, but not at the expense of taking the lives of our fellow citizens,” he said in filipino.
While Barbers recognized that eJKs happened during the drug war, he said there were police of-
resource persons interrogated at the quadcom’s hearings have implicated Duterte, Go and Dela rosa as key players in the drug war’s eJKs. Allegations suggest that Duterte instructed high-ranking police officers to reward those who killed a drug suspect. Go was named as the public official who had received direct updates on the eJKs for reimbursement of operations. meanwhile, Dela rosa is being accused of implicating former senator Leila de Lima, a fierce critic of Duterte’s drug war, in the illegal drug trade.
Both Go and Dela r osa denied the allegations made against them.
Go served as Duterte’s special assistant to the president, while Dela rosa was the PNP chief who enforced the war on drugs. n

Abortion emerges as most important election issue for young women, poll finds

ABortIoN has emerged as the most important issue in the November election for women under 30, according to a survey by Kff — a notable change since late spring, before Vice President Kamala harris entered the presidential race.
Nearly 4 in 10 women under 30 surveyed in september and early october told pollsters that abortion is the most important issue to their vote. Just 20% named abortion as their top issue when Kff conducted a similar survey in late may and early June.
the new survey found other shifts among women voters that stand to benefit harris, including an increase of 24 percentage points in the number of women who said they were satisfied with their choice of candidates and a 19-point increase in the number who said they were more motivated to vote than in previous presidential elections. the changes suggest a significant setback among women in just a few months for former President Donald trump.
“It looks worse for Donald trump than it did back in June,” said Ashley Kirzinger, director of survey methodology at Kff a health information nonprofit that includes Kff health News, the publisher of California healthline. “harris becoming the Democratic presidential nominee energized women voters in a way that the Biden candidacy had not.”
President Joe Biden abandoned his reelection bid on July 21, under pressure from Democratic Party leaders, after a stumbling performance in a June debate against trump that reignited concerns about the 81-year-old’s fitness for a second term. While women are more enthusiastic about voting for harris than they were for Biden, the election remains close. harris has a 2.5-point edge in national polls, according to a fivethirtyeight analysis. other polls have found a large gender divide in the election, with a majority of women backing harris and a majority of men backing trump.
harris has long been one of the Democratic Party’s foremost advocates for abortion rights, and she has assailed trump for appointing three conservative justices to the supreme Court who joined in the 2022 ruling that overturned roe v. Wade, the landmark 1973 opinion that guaranteed abortion access nationally. thirteen states have since banned abortion with few exceptions, according to Kff trump says the ruling merely returned the issue to states, and though his positions have often shifted, he has recently promised not to sign a national abortion ban. harris says she would sign a law restoring nationwide abortion rights. the former president has made sometimes awkward appeals to women voters.
“You will be protected, and I will be your protector,” trump told women voters at a rally sept. 23 in Indiana, Pennsylvania. “Women will be happy, healthy, confident, and free. You will no longer be thinking about abortion.”
the Kff poll found that harris is gaining on trump among women not just on abortion — a subject the former president tries to downplay, acknowledging its political peril — but also on economic issues, which trump and his advisers regard as among their strongest arguments for his return to the White house. multiple polls have shown that the economy remains a top issue in the election, especially for Black and hispanic women.
About 75% of respondents in the Kff survey said they worry about household expenses “a lot” or “some.”
Inflation was the top issue for 36% of Kff survey respondents overall, while 13% identified abortion as their priority.
About 46% of women voters in the new poll said they trust harris over trump to address household costs, while 39% trust the former president more. sixteen percent said neither.
In Kff’s previous poll of women in the spring, respondents were nearly evenly split on which party they trusted more to address rising household costs. About 40% said they trusted neither party. on health care costs, harris holds a significant lead over
trump in the new poll, with 50% trusting her more on the issue, 34% trusting trump more, and 16% trusting neither.
Kirzinger said Black women especially prefer harris on economic issues; for example, they trust the vice president 7-to1 over trump on inflation, she said.
more than half of U.s. voters have been women in the last two national elections, according to the Census Bureau.
“A Democratic candidate needs to win women at very high rates and needs to enthuse the base — which largely consists of women,” Kirzinger said.

Swing state majorities support path to citizenship over mass deportation

A NeW survey finds majorities in six swing states support a path to citizenship for undocumented immigrants over and above mass deportation. the survey also finds large majorities support increased border security. the findings offer a rare point of bi-partisan agreement on what is one of the most contentious issues shaping this election season.
Voters resonate with the arguments on both sides, explained Dr. steven Kull with the Program for Public Consultation at the University of maryland school of Public Policy, which conducted the survey. But “when they reason through… they come to this conclusion.”
the survey polled 3,616 residents across six battleground states – Arizona, Nevada, Wisconsin, michigan, Pennsylvania and Georgia – in english and spanish between sept. 23 and oct. 1, with a margin of error of ±3.2%.
r espondents were asked to evaluate arguments on a range of issues tied to immigration and the border, including increased border security, construction of
a border wall, and the question of what to do with the more than 11 million undocumented immigrants currently in the country. s urvey questions were designed around past and current policy proposals put forward by both parties.
“the survey puts respondents in the shoes of a policy maker,” Kull said during an oct. 10 Zoom press briefing announcing the results. “they have to evaluate the arguments … and then make a decision.”
o n the question of undocumented immigrants, respondents were asked to weigh one of two options: Creating a new type of visa that would be available to those who have been living and paying taxes in the country for some years and have not committed a serious crime that would in time allow them to apply for citizenship, or undertake a program of mass deportation that would draw on local law enforcement, the National Guard and possibly the military at a cost of $100 billion or more. the former option comes from the U.s. Citizenship Act of 2023 proposed by Congresswoman Linda sanchez (D-CA 38th District),
while the latter is drawn directly from the 2024 GoP Platform. Across all six states, 58% of respondents favored a path to citizenship over just 26% who supported mass deportation. “Among every demographic group – including by race, ethnicity, gender, age, income and education – a majority prefers a path to citizenship, in the swing states as a whole and nationally,” the survey noted. support for a path to citizenship was lowest in Pennsylvania (55%), a key battleground state and one where republicans were evenly divided on the question, and highest in Nevada (65%). higher income earners were also more in favor of a pathway to citizenship (68%) compared to those earning less than $50,000 (55%), possibly reflecting concerns over job security among lower paid workers. e xperts warn that for agricultural states like California, trump’s proposed mass deportation effort would be “disastrous,” causing massive disruption to communities and “spurring price hikes in supermarkets across the country” given the large share

San Francisco’s first entertainment zone announces

Breed joined the office of economic and Workforce Development (oeWD) to announce “Nightmare on front street,” the second front street entertainment Zone event, set for thursday, october 31, from 2–10 p.m. this free event will feature live music, halloween-themed games, horror movie screenings, costume contests, and more. three front street businesses –schroeder’s, harrington’s Bar & Grill, and royal exchange – will be permitted to sell alcoholic beverages to-go for attendees to enjoy within the zone as part of the event’s festivities.
Nightmare on front street follows the success of the state’s first entertainment zone’s inaugural event, oktoberfest on front, which drew an estimated 10,000 attendees to the area last month. Participating businesses reported a 1,500% increase in sales. the event was hosted by the Downtown sf Partnership (DsfP) as part of their ongoing efforts to help revitalize the area and energize local businesses, and the community benefit district continues support the entertainment zone, creating more vibrant and engaging experiences for the community.

In may 2024, mayor Breed introduced legislation to designate front street, between California and sacramento streets, as the first entertainment zone in san francisco and the state. sanctioned under senate Bill 76, authored by state senator scott Wiener and approved in June by the Board of supervisor, the bill went into effect this year, the ordinance permits bars, restaurants, wineries, and breweries to sell alcohol to-go for consumption within the zones during special events and at other designated times. During entertainment zone events, front street is closed to vehicular traffic to incentivize increased foot traffic through arts and recreational activities and help redefine how people experience downtown.
entertainment Zones are designed to support the sustainability of local bars and restaurants, spur neighborhood economic development, and activate public space through fun community events. In september, Governor Gavin Newsom signed sB 969, also authored by senator Wiener and sponsored by the City and County of san francisco, which allows local governments throughout the state to designate entertainment zones.

law. Now cities throughout the state can benefit from the enhanced opportunities that entertainment zones offer small businesses to recover, contribute to our economic vitality, and bring community together through fun and exciting events,” said senator Wiener. “I can’t wait to see these zones take off throughout the state.”
In september 2024, mayor Breed and supervisor matt Dorsey introduced legislation to create new entertainment zones in mid-market and at thrive City. the Board of supervisors unanimously approved the ordinance last week on first reading and were set to consider this item on second reading tuesday. Additionally, the mayor’s Downtown eNrG grant program is supporting the development of entertainment zones on maiden Lane and harlan Place/mark Lane, and oeWD continues to offer technical assistance to stakeholders interested in learning more about entertainment zones.
“We look forward to front street’s halloween event, to launching the new entertainment zones in mid-market and at thrive City in the coming months, and to exploring even more with other small business partners,” said sarah Dennis Phillips, executive director, oeWD. “We’ve seen how events like oktoberfest can supercharge revenue and draw new audiences to downtown. It was not the first incident of gun violence at VtA. In 2021, 42-year-old filipino American Paul Delacruz megia and eight other VtA employees were killed in a mass shooting at the VtA rail yard.
A disgruntled 57-year-old employee, samuel Cassidy, shot and killed the nine VtA employees before committing suicide. It was the deadliest mass shooting in the history of the san francisco Bay Area.

of farmworkers who are undocumented. on border security, significant majorities from both parties –74% for republicans, and 71% for Democrats – supported increasing the number of border patrol agents from the current 20,000 to 22,000 along with increased funding for surveillance technology. there is also robust bi-partisan support (74% nationally) for increasing the number of immigrant work visas while requiring that
employers use e-Verify to ensure applicants have a legal right to work in the country. A majority also support hiring more immigration judges to ease the backlog of more than 1 million asylum cases currently pending. Construction of a border wall fell more along traditional partisan lines, with 55% of respondents overall and fewer than half of Democrats in favor.
A recent bi-partisan border package that would have delivered some of these outcomes – including reduced border cross-
ings and tighter requirements for asylum seekers – was torpedoed by republicans earlier this year allegedly under pressure from trump, who feared losing immigration as a campaign issue. this is the ninth in a series of surveys looking at public opinion on a range of issues in swing states conducted by the Program for Public Consultation. Rewarding murder
As soon as Rodrigo Duterte assumed the presidency, unverified reports had started circulating about law enforcers receiving financial and other forms of rewards including promotions for every drug suspect killed.
t he only problem was the lack of witnesses and material evidence that could elevate the stories beyond hearsay. While Duterte was in power, this seemed impossible. But now that he is no longer president, and more significantly, now that he and his relatives are at odds with the administration, persons are surfacing – some voluntarily, and others perhaps forced by necessity – and shedding light on suspected abuses in his so-called war on drugs.
Among those who have decided to talk is royina Garma, who had raised eyebrows when Duterte named her general manager of the Philippine Charity sweepstakes office in 2019. Garma opted for early retirement from the Philippine National Police, where she was a colonel, to accept the PCso post. she replaced retired Navy maj. Gen. Alexander Balutan, who quit the PC so amid corruption allegations.

As I said during my remarks, I was pleased to see the thriving f ilipino community – a testament to the enduring relationship between the U. s . and the Philippines. t he f ilipino American h istory m onth celebrated in o ctober is very significant as we will also commemorate the 80th anniversary of the Battle of Leyte Gulf that lasted from oct. 23 to 26 in 1944 – a shared history with the United states. People also remember the historic landing of General Douglas macArthur on the shores of Palo, Leyte on oct. 20, 1944, which
has been immortalized in history books and that many filipinos consider as a sign of the U.s commitment to the alliance. t he relationship between the Philippines and the United states has never been stronger, benefiting from the continuing positive momentum in various aspects of cooperation such as defense and security, economic and other areas of mutual interest. But as I have said on several occasions, we must boost efforts to modernize the Armed forces of the Philippines and enhance our defense capability to become a mutually reliable partner that can also significantly contribute to the alliance, especially at this time when we face so many challenges.
t hat is why the signing of the s elf- r eliant Defense Posture ( sr DP) r evitalization Act is very timely because it aims to develop our local defense industry and lessen our dependence on foreign suppliers down the line.
“We are anchoring our defense strategy firmly in the strength of our own resources and capabilities,” President
m arcos said, explaining that the new law seeks to “create a framework that makes us less dependent, more resilient, better prepared” for challenges ahead.
Priority will be given to research and technology, with the president emphasizing the need for collaboration among the best minds in defense, science and technology and business – to fulfill the vision of “a defense posture that is independent, dynamic, and geared to the future.”

the 2025 midterm elections circus has come to town, as they say, and what a joke it’s turning out to be.
t here are 18,280 elective posts and each voter will elect 12 senators, one district representative, one partlylist representative and local officials in each province, city and municipality, according to the Commission on elections.
I waited for the filing period to end before writing this piece, hoping that at the last minute, there would be more respectable candidates and less of the laughable ones.
But judging from the long list of individuals who filed Certificates of Candidacy, it’s become a dizzying crop of wannabe politicos.
o ne can only conclude that Philippine politics has spiraled down deeper and deeper into a rabbit hole of dark comedy, horror and entertainment all rolled into one, accompanied by
an underlying dystopian vibe. t here’s a long list of trapos, dynasties, ex-showbiz personalities or washed-out celebrities, children of convicted scammers, content creators, online personalities and just about anyone who can actually sign that piece of document, hold it for the cameras and formally file it with the Comelec. Actually, even those who cannot go to the Comelec and file the certificate themselves can send someone to do it on their behalf just as what the self-anointed s on of God and alleged human trafficker Apollo Quiboloy, who is detained at Camp Crame, did last week. Now, it has become difficult to tell the nuisance candidates from the supposed legitimate ones. What a sorry state we’ve unwittingly found ourselves in. It’s nausea-inducing, indeed. But most of all, it’s dangerous. Is this the kind of society we will be bequeathing to our children and our children’s children? this is all happening because Philippine laws practically allow just about anyone to run for public office.
If you are running for president and vice-president, for instance, you must simply be a naturalborn citizen, a registered voter, able to read and write, resident of the Philippines for at least 10 years and at least 40 years of age on the day of election.
If you are running for the senate or the h ouse, the qualifications are similar except the age and the residency – at least 35 years old to qualify as a senatorial candidate and at least 25 years old to qualify as a congressman. And if you want it easier, just opt to be a Philippine party-list representative. You just need to be a natural born citizen and you must be able to read and write. It’s so easy isn’t it? one can even just fake the required documents.
It’s no wonder that alleged Chinese spy Alice Guo became Bamban mayor and quietly built an offshore gaming empire right in her backyard. While these basic qualifications were supposed to make our electoral system inclusive, the opposite has
happened instead. It’s a system that mostly favored the elite, the trapos and the political dynasties because they are the ones who can afford to mount a successful campaign.
And where do they get the funds? Just ask Baguio mayor and anti-corruption crusader Benjamin m agalong – from roads and other infrastructure projects.
It’s the reason why we see the same names elected into office, election after election while the masses see little changes in their lives.
e ver wonder why so many slum areas remain dirt poor?
t hat’s because the politicians want to keep vote-rich communities that way so that come election time, they are easy prey because they remain desperate and vulnerable.
e ven the party-list system, which is supposed to represent the marginalized, has become bastardized by the trapos, making it a backdoor entry to the h ouse of r epresentatives to those who cannot win in their districts.
I also can’t help but notice that
more and more controversial individuals who have been convicted or are facing cases in court are joining the circus. t hey should be barred from seeking an elective post. In s ingapore, if you are running for the presidency but have been convicted locally or abroad, you are automatically disqualified.
‘For the fund of it’ others do it just for the “fund of it.” running gives them the opportunity to ask money from tycoons and businessmen even if they don’t really have a strong chance of winning. maybe they want to raise funds for their retirement.
But are we so helpless to allow this? We must institute electoral reforms and raise the qualifications of political candidates.

Hope t his is not to say that the candidates for next year’s elections are all a bunch of clowns. t here are incumbent mayors seeking reelection who have done a lot of positive reforms in their cities especially during the CoVID-19 pandemic. t here are also progressive candidates who are running for a seat in Congress. e ven some candidates for party-list representatives give us some hope. the decision is on us, filipino voters and we must take on the challenge to vote wisely. t he voting public can choose alternative candidates and not be swayed by popularity or some love song or a silly dance. We need men and women who will save this country from further political, economic and moral decline. Pastor Apollo Quiboloy to face disqualification case on his Senate bid

mANILA — Detained Pastor Apollo Quiboloy’s senatorial bid will be challenged by another aspirant over an alleged misrepresentation of his political party. the contention stems from Quiboloy’s certificate of candidacy (CoC) showing he is running under the Workers and Peasants Party (WPP).
the Commission on elections (Comelec) earlier bared that there are two WPP wings: one led by sonny matula and the other one with mark tolentino on its helm.
matula said they were unaware of Quiboloy’s senatorial bid under the WPP, while tolentino is backing the Kingdom of Jesus Christ founder’s run.
matula also announced that the WPP wing under him would file a petition on Wednesday, october 16 to cancel the certificate of nomination and acceptance (CoNA) of Quiboloy’s party.

Conversing in spanish, David introduced himself as one of the bishops from the Philippines and added, “You changed my life again!” David told f rancis of his surprise at being made a new cardinal in an announcement during noontime Angelus.

Garma urged: Tell everything now

mANILA — officials of the house of representatives’ quad committee have urged retired police colonel royina Garma to tell everything now that she has revealed an alleged rewards system for police officers who killed drug suspects during the past administration.
In a statement on monday, october 14, house committee on human rights chairperson and manila rep. Bienvenido Abante Jr. reminded Garma of her own remarks—that the truth shall set her free— which were uttered during the quad committee hearing last friday, october 11.
According to Abante, he believes Garma’s statements were just the tip of the iceberg in terms of what she knows about extrajudicial killings (eJKs) during the term of former President rodrigo Duterte.
“retired Colonel Garma’s explosive testimony last friday linking former President Duterte and his close aide sen. Bong Go to extrajudicial killings during the previous administration could be just the tip of the iceberg. this is just the beginning of a deeper inquiry into a more alarming issue: the alleged participation of higher officials in eJKs. there is much more to uncover, and we are committed to getting to the bottom of these serious allegations,” Abante said.
“As she has declared, the truth will set her free. We welcome such a declaration, and we hope she will begin to tell the whole truth and nothing but the truth. she should not cover up the sins of her former superiors, the former president included,” he added.
Quad committee lead presiding officer and surigao Del Norte rep. robert Ace Barbers said that he is personally interested in knowing if the order to kill former Philippine Charity sweepstakes office (PCso) board secretary Wesley Barayuga came from Garma or Duterte.

Last september 27, Police Lt. Col. santie mendoza claimed that Garma and resigned National Police Commission official and former police colonel edilberto Leonardo masterminded the killing of Barayuga.
Barayuga was the PCso board secretary when Garma was the general manager of the office. Both Garma and Leonardo have denied knowledge and involvement in the killing.
“We want retired Col. Garma to comment on the detailed testimonies of Lt. Colonel mendoza and mr. mariano, and of course on other eJK cases,” Barbers said.
Barbers also urged Garma to reveal what she knows about the killing of the three Chinese nationals detained at the Davao Prison and Penal farm back in 2016.
In a previous quad committee hearing, self-confessed hitman Leopoldo tan said a certain sPo4 Arthur Narsolis—his high school classmate—supposedly relayed to him the orders to kill the Chinese nationals. tan said he heard Bureau of Corrections s/supt. Gerardo Padilla talking over the phone with former President rodrigo Duterte—who congratulated the prison officials for a job well done.

As early as friday, vice chairperson and Antipolo rep. romeo Acop told Garma that she should already take a “full bath” since her feet are already wet from testifying against the drug war.

Garma provided an affidavit wherein she said that there are three modes of payment or rewards—first, for every suspect killed; second for the planned operations; and third, the refund of operational expenses. According to Garma, it was Duterte who contacted her about creating a national task force. Garma then admitted that she tapped Leonardo—her upperclassman in the Philippine National Police Academy. “Leonardo conducted briefings for all PDeA, IG, regional Directors, and PNP Chiefs regarding operations. Additionally, if any individual died during police operations, Leonardo reported the incident to Bong Go for inclusion in his weekly report and requests for refunds of operational expenses,” Garma said.

the public screening of marian rivera’s movie “Balota” couldn’t have come at a better time, as those running for public office just filed their certificates of candidacy (CoD) for the 2025 midterm elections and the electorate are again faced with the decision — make that bounden duty — to choose the people who shall govern them.
Cinemalaya’s 2024 blockbuster opens in cinemas nationwide starting oct. 16, but could it be a sneak peek at what could happen in next year’s elections?
Balota” tells the story of teacher emmy (rivera), who gets assigned as one of the board of election inspectors for her local precinct but is forced to fight tooth and nail to safeguard the rusting yellow ballot box containing the last copy of the election returns before all hell broke loose in a faraway town. As is wont in many places, the ballot box is handcuffed on her wrist for safekeeping, an unwanted burden.
Driven by an aim to deliver insights on election fraud, corruption, bribery, and outrageous killings, the viewers witness emmy brave through the repulsive image of politics, mustering her courage to protect the sanctity of the vote, and ensure the integrity of the elections, no matter how damaged the system was.
In truth, there was really nothing novel about the message that Balota” wants to impart, as time and again we have seen the subject of elections being tackled in tV soaps or even in some movies.
But what sets “Balota” apart was how it focused on one or two persons who will stand up against evil politicians, not because they are fearless; but it is because of that fear that drove them to fight back. the strength of “Balota” lies in its determination to encourage its viewers to take action and believe in the power of collective effort to scream against the massive injustice from the people in power who would rather silence the majority.
Unlike other political films that try to give an idealistic ending that the good or the lesser evil eventually prevails, “Balota” gives an honest depiction of the grim reality of the elections, and that no matter how frustrating it is to witness the dirty politics triumph
again and again, it will continue to happen and the people have to stomach it unless they will have the courage to summon their senses and elect only the deserving leaders.
In this movie, rivera shed her glamorous persona to play the role of a public school teacher — underpaid and overworked, frustrated that ruthless and powerhungry politicians would kill for a seat in power. At that point, teacher emmy’s sense of patriotism warred with self-preservation: Is it really worth it?
rivera gave a career-best with her commanding performance, deserving of her Cinemalaya Best
Actress award, but the rest of the cast does a noteworthy job, too. the movie kept switching gears from comedy bits to tense drama, specifically since “Balota” introduces content creators sassa Gurl and esnyr ranollo in their big screen debuts. sassa Gurl and ranollo both set the tone that internet personalities should use their platforms to promote competency among those seeking elective position.

Liza Soberano grateful to Careless for helping find her ‘voice as a woman’

three months after her departure from her former label Careless music, Liza soberano addressed her exit saying the agency was a big help in finding her voice as a woman in the entertainment industry. soberano left Careless on July 29 of this year although her departure was confirmed only two months later. James reid, the agency’s Ceo, said the actress decided to leave due to differing career paths. In a cover interview with Preview Magazine, the actress explained that her two-year stay in Careless was meant to help her take “more international
opportunities” in her career, noting the agency has always focused on music.
“Careless’ focus has always been on music. the goal was always to build my own team and gradually shift to more international opportunities,” she said. through James [reid] and Jeff [oh], I was able to find my voice as a woman in entertainment and grow as an artist and entrepreneur in ways I could’ve never imagined.”
soberano — who’s currently signed with U.s.based label transparent Arts and artist agency Verve — remains focused on making a name for herself in hollywood. this means taking charge of how she would establish herself in the industry, with the actress saying she’s “fending” for herself.
“It can be a lot of work managing all of that, but it’s honestly very liberating knowing that I’m capable of all of it,” she said. “I don’t really think about rejection. I’ve been in this industry long enough to understand how things work… I rediscovered how smart, frank, and brave I could be when I let myself.”
In the interview, the actress shared that while she has constantly been receiving offers for “filipino characters with very stereotypical arcs,” her agencies reminded her to be patient, as the right project will come.
“After doing my press runs where I talked about being a filipina actress, I constantly got offers for filipino characters with very stereotypical arcs…
But my U.s. representatives remind me to be patient and wait for the right project,” she said.
soberano also reflected on the stage of her career so far, sharing that while nobody “knows what they’re doing,” the entertainment industry will always remain uncertain for its artists.
“We can try our best to figure out the formula, to follow patterns, be a nice person, be the most talented person, be surrounded by the best of the best, but there’s no guarantee that that will translate to other people loving and appreciating your art. And that’s just the reality of the entertainment industry,” she said. oNCe, when raymond Lauchengco was in elementary school, he accidentally got on the wrong bus going home. he realized his mistake because he couldn't find his sister, whom he usually rode home with, on board. however, as a shy and introverted young boy, he chose not to say a word. "I just got lucky," Lauchengco said, still humble as ever, 40 successful years into his career. he has even chosen this sentiment as the title of his milestone anniversary concert, "Just Got Lucky," at the theater at solaire on November 23. this concert is my way of saying thank you to people who have listened to me and continue to listen to me for 40 years," the singer-actor expressed.
Lauchengco promises around 20 songs in his repertoire for the musical evening, some of which will he will share with special guest Bituin escalante and other surprise performers.
"[In conceptualizing the show], I felt the thing that would suit my audience most is if I brought them back to where it all started — the '80s. so this will be an '80s concert. I'll be singing
the best of the decade, whether oPm or the top 40, slow or fast. It's gonna be lots of fun."
Looking back at his storied showbiz career, Lauchengco recalled that his discovery was serendipitous.
"If you think about it, I was lucky. sharon Cuneta discovered me. I didn't have to audition or anything. she just saw my picture one day in my dad's office, who was one of her teachers. the next thing I knew, I was with Viva; then I was recording an album with all these hits by the best composers — George Canseco, Louie ocampo, odette Quesada, Willie Cruz and Cecil Azarcon. these were given to me on a silver platter, so I really feel like I got lucky. But the more appropriate term is I've been blessed. I'll explain more about it during the concert," Lauchengco told The Manila Times the 58-year-old revealed
there were indeed times when he would wonder why a shy kid like him was allowed to join the entertainment industry. through the years, you realize it's a gift. I thought I was going to be a doctor or an architect, but that wasn't my gift," he reflected.
Despite the ease with which his career took off, Lauchengco remains grounded in his love for music and the people he performs for.
"Along the way, when I would sing for a live audience, that would give me the courage to reach out and create a special bond with people. that's the power of music in my life, so that's how I see it — as a gift. singing allows me to come out of my shell." he added, "for me, it's not about the singing. It's about the people I sing for. singing is just a tool. I use it to connect, and that's what matters more to me."

"Viet and Nam" is a joint effort of the Philippines, singapore, france, the Netherlands, Italy, Germany, Vietnam, and the United states. finally the four directors of "XiXi," Venice de Castro Atienza,
fan Wu, sona Jo, and her Yonsoo, are up for Best Documentary film. similar to the previous film mentioned, "XiXi" is a film collaboration between the Philippines, taiwan, and Korea.
"All We Imagine As Light" and "April" lead all APsA nominees with five nods each, both competing for Best film, Best Director, Best screenplay, Best Cinematography, and Best Performance. "Desert of Namibia," "happyend," and "to Kill a mongolian horse" complete the Best film race. this marks the first time in APsA's history that the five top nominees are amateur or sophomore films, and just one of them is not directed by a female director. All five nominees for Best Performance are women, a first for the ceremony since the acting category became ungendered. the awarding will take place on November 30 in Gold Coast, Australia, right after the Asia Pacific screen forum.

sAN frANCIsCo – for the very first time, a sitting filipino ambassador in Washington, D.C., Philippine Ambassador to the United states Jose manuel romualdez, accompanied by Philippine Consul General in san francisco Neil ferrer, joined mayor London Breed and the filipino American community in the 20th annual celebration of filipino American history month on october 10, 2024. the milestone celebration at the san francisco City hall was hosted by san francisco film Commissioner and Golden state Warriors “hype man” franco finn, and NBC Bay Area anchor Ginger Conejero-saab.
During the celebration, mayor Breed presented her proclamation of october 2024 as filipino American history month in san francisco, where she recognized “the filipino American community’s vibrant impact to the historic south of market Neighborhood, [and] invaluable contributions to arts, business and cultural innovation.”
In his remarks, Ambassador romualdez thanked mayor Breed for hosting the celebration and noted his time in san francisco as a resident. “san francisco is very close to many of us... I used to live here myself many years ago. And it's always been, as I always say: I left my heart here, and it's still here up to now,” Ambassador romualdez said. the Philippine ambassador said that at a time when the Philippines is currently facing major challenges in the region, particularly in the West Philippine sea, “we need our friends here in the United states, our longstanding ally, to stand by us.
