Binay camp issued the statement , following Cruto’s testimony before the Senate blue ribbon subcommittee that 31, 280 of the 68,000 senior citizen beneficiaries in Makati were fake. Cruto said this cost the local government some P367.5 million a year. Cruto based his figures on the

initial findings of an audit conducted by the Makati City Action Center, which he heads. The audit covered the list of senior citizens from only two, out of 33 villages in the city. Salgado called the supposed “findings” presented in the subcommittee as “misleading” and the conclusions “pure conjecture.” “But what can we expect but

Harris’ visit came as the Philippines is embroiled in a territorial row with a militarily superior China over the Spratly Islands and the Panatag (Scarborough) Shoal, a fishing area located off Zambales. The Philippines has been criticizing China for occupying disputed reefs in South China Sea despite signing a 2002 agreement that prohibits activities that will cause tensions. China is claiming virtually the whole South China Sea while the Philippines, Vietnam, Malaysia, Brunei and Taiwan have overlapping claims. To assert its territorial claims, China implemented a massive land reclamation in seven reefs that are also being claimed by the Philippines. The projects are located in Panganiban (Mischief), Zamora (Subi), Kagitingan (Fiery Cross), Kennan (Chigua), Mabini (Johnson South), Burgos (Gaven) and Calderon (Cuarteron) Reefs. Satellite photos showed that China is constructing artificial islands with airstrips, radar systems and military barracks, a move that experts believe would impact on freedom of navigation.

The question is, what can we do to change land grabbing and put an end to people being pushed off their land?” Jonathan Stivers, an assistant administrator of the Bureau for Asia with the US Agency for Inter-

national Development (USAID), talked about the Partnership for Growth program in collaboration with the Philippine government. Stivers acknowledged the “substantial economic progress” in terms of higher growth rates, but also noted distressingly high rates of unemployment, national poverty levels, and severe income inequality that persists in the country. Protecting land rights is key to promoting growth in many struggling rural and urban communities, he said. “In rural areas, despite the most recent comprehensive land reform program that transferred ownership rights and titles to a majority of the smallholder farmers, productivity of basic food crops has remained low, and farmers’ incomes have not improved,” Stivers said. “The high cost of property registration and the fact that seemingly routine registry processes, like correcting clerical mistakes, issuing lost titles and weeding out fraudulent certificates require lengthy court processes, are among the constraints to secure property rights.” Stivers also pointed out the large backlog of cases, causing major delays and high costs of litigation. For example, 90 percent of the cases (of which 17 percent were land disputes) handled by the Supreme Court in 2012 took more than 20 years to make their way through the system of hearings and high court appeals. Acting Deputy Assistant Secretary James Caruso talked about the US Millennium Challenge Corporation (MCC), an independent foreign aid agency that helps to address problems of corruption, and is working on a partnership agreement “compact” with the Philippines. “In the case of the Philippines, should land rights and tenure

emerge as binding constraints to economic growth during development of the compact, MCC will give careful consideration to interventions to address this issue,” Caruso said. Congresswoman Rep. Judy Chu (D-California) also spoke to the subcommittee, highlighting the importance of land ownership and the rights individuals have to their own homes. “Too often in the world, weak property rights and land titles have pushed families--especially women and children, who are most susceptible--away from their homes. Land grabs are often done by force, affecting the poor and marginalized, and creating massive displacement sites and squatting communities,” Chu said. According to US Foreign Aid, almost $2.7 million in aid has been provided to Cambodia and the Philippines, Chu pointed out. “Where is this money going?” she asked members of the committee at the hearing. “This is driving our need to act on this urgent matter.” Filipinos reach out to Ed Royce, House Foreign Affairs Committee Several witnesses and educators who know first-hand the direct impacts land grabbing has on the lives of Filipinos and Cambodians were also present at the hearing. Everybody is welcome and we would have a dialogue with them to fix the problem. What would we accomplish if everyone would be hotheaded?” he added. “What can I do if they were misinformed, or if they have their own opinion or politicized the whole issue? As for me, in the eyes of the people, in the eyes of God, what I am doing is in accordance with my mandate to do what is best for the country,” Lina said in response to the possibility that some workers would hold off sending remittances tomorrow. The Customs chief said the balikbayan box issue is just one of the concerns he has to deal with. He said he has to make sure that security measures are strictly implemented to prevent the smuggling of weapons, ammunition and illegal drugs. “If illegal drugs and ammunition manage to enter the country, what will our relatives say? They will blame Commissioner Lina for allowing these contraband goods inside the country and this would have a bigger impact” on the people, he added. Aside from plans to install more x-ray machines and close circuit television (CCTV) cameras at BOC centers at ports and airports, Lina said they would also be asking other government agencies such as the Philippine Coast Guard (PCG) to lend some of their trained K-9 dogs to the BOC. PCG spokesman Cmdr. Armand Balilo said that to his knowledge there has been no request from Lina for K-9 assistance. “We are more than willing (to assist the BOC) if there is a request, we could arrange it. The command is willing to help in

any way. The BOC and the PCG have had previous coordination in other areas,” Balilo added. I say no to physical inspection of balikbayan boxes. The BOC should run after big-time smugglers,” he said. “The proposed policy is antimigrant and will only fuel serious backlash like a boycott on the remittances sent by OFWs,” he added. Escudero said the BOC should

put to good use its budget for surveillance and prevention of smuggling amounting to P540 million under the 2015 General Appropriations Act, to enhance the agency’s intelligence gathering capabilities. He said President Aquino did the right thing when he stopped the BOC from implementing the regulation following complaints from netizens, and from OFWs and their families. He said it’s every OFW’s personal decision to send money to their loved ones. “To follow or not to follow, that is based on their reason and we believe that using reason, they will do what is best for the sake of their loved ones,” Coloma said. Coloma also appealed to various sectors not to politicize the issue as the government has always been for OFWs. Coloma said the government respects the rights and sentiments of OFWs, and is thankful for their contribution to the country’s economy.

Judy Chu, and the House Foreign Affairs Committee led by Congressman Ed Royce. “Congressman Royce has been the champion of these issues,” Quinto said. “When he discovered this endemic problem in our country, he reached out to our community in an effort to end corruption and land issues. Because members of Congress don’t want to see their billions of dollars in aid going to waste. When it comes to taxpayers’ money, everyone will pay attention…this affects everybody.” He continued, “If corruption and land-grabbing continues,

What good is a straight path if traffic is not moving? SLOWLY and inexorably, the Aquino government, by its failure to help solve the problems of daily life, is driving many of us into impossible and desperate straits. Confronted by a traffic jam that wouldn’t budge, Manila Archbishop Emeritus Gaudencio Cardinal Rosales alighted from his vehicle and decided to unlock the jam and direct the traffic himself. He succeeded in untangling the mess. Stung by his example and hoping to earn pogi points, Metro Manila Development Authority (MMDA) chairman Francis Tolentino came out of his foxhole the other day to face up to his responsibilities for the crazy traffic situation in the metropolis. He decided to direct traffic himself and don the cap of traffic enforcers. He thought he would endear himself to voters, because he has plans to run for the Senate in 2016. He got catcalls instead. An official equally responsible for the traffic situation is Transportation Secretary Joseph Emilio Abaya. It did not occur to him to play traffic enforcer. Given his history of indifference, he probably did not even notice Cardinal Rosales’s act of taking traffic woes into his own hands. A government that doesn’t think very much The problem as we see it is not just absent, incompetent and insensitive government officials. We think the problem is a government and a leadership that doesn’t think very much. First, ordinary citizens are asking this zen-like question: Of what good is having a straight path, as President Aquino keeps on preaching, if the

traffic is not moving? Where are they going to go? One columnist of Manila Times found this novel solution to the traffic gridlock. He and his family simply decided to boycott the traffic. They don’t go out in the family car or ride public transport. They just subsist at home on the Internet and television and DVDs. But we have to realize that that is a sacrifice that they are forced to make because the Aquino government is so ineffective. Second, if the leadership will only think, it will realize that “straight path” is logically a guidepost for public conduct for public servants and citizens alike. And that should include President Aquino himself. The President has done nothing to spell out what straight path behavior consists of, or what the principles to follow are. He could say that the straight path is following the Ten Commandments. But that will not solve the traffic mess. It’s the system, stupid The really important insight that the government must comprehend is that what we face in the traffic situation in Metro Manila is a system breakdown. The system of roads, public and private transport is not working; it is totally out of balance. Government is out of its depth in coping with the challenge.

Throwing officials under the bus is easy to say, although it’s probably part of the answer. What is essential is coming up with a workable plan—a plan developed by real professionals and experts. Cardinal Rosales’s example is an instructive one in terms of showing that people responsible must roll up their sleeves and do the job. It does not cancel the need for an expert and professional solution. Many have intoned no end that the traffic gridlock in the metropolis is costing the economy P2.4 billion a day.

They have cited a study entitled “Roadmap for Transport Infrastructure Development for Metro Manila and Surrounding Areas” conducted by the Japan International Cooperation Agency (JICA) in coordination with our government agencies. The study says that lower-income households are the hardest hit by traffic congestion, and will remain so up to 2030 when they will spend no less than 20 percent of their income for transport. Perhaps the better thing to do is for Aquino and his officials to do serious work and stop talking about their straight path, which is not straight at all. (ManilaTimes.net)

The thought has begun to surface as millions of Filipinos come to terms with the fact that the Self-Righteous Brotherhood occupying Malacañang are a bunch of incompetent and insensitive dolts who punctuate their failures with off the cuff remarks that only serve to incense the public. Filipinos have been known to be tolerant even of stupidity and mediocrity but the PNoy Misadministration has obviously broken all records as far as achieving nothing is concerned. The one thing they have managed to be consistent about is to accumulate those who they call “critics,” “haters,” and a vast number of angry Filipinos whose quality of life and productivity have deteriorated due to what many believe is PNoy’s indifference or insulated mindset to the day to day hardship of Filipinos. His big picture notion of making the Philippines a serious regional or global player, his insistence

on passing the twisted version of the BBL, his obsession with outdoing his predecessor, or solidifying his imaginary “Matuwid Na Daan” have cost millions of Filipinos a high price in terms of their quality of life and personal finances. For many, the formerly moral aspiration for the “Tuwid Na Daan” has crumbled under his form of selective justice, his failure to make his minions account for their non-performance and questionable conduct, and for ignoring the people’s plea for action and service from government. Simply put his muchadored “Tuwid Na Daan” has become nothing more than the Tagalog translation of the proverbial phrase: “The road to hell is paved with good intentions.” Judging from the chaos, congestion and immobility on Metro Manila roads, airport and pier, it would be safe to say that we have found our hell on earth. And like lost souls in the abyss, all we want now is to be able to bring back the travel time to the traditional 1 to 1.5 hours, it used to take instead of the 3 to 4 hour kidney and bladder busting ride. All we want is to be able to ride the MRT and LRT without having to get into fights with fellow

So now we begin to read posts on social media mildly suggesting or asking: How should we express our anger, our frustration and how can we make this government act? There are now those suggesting a 3-day strike the same way citizens in Latin American countries have displayed their displeasure. Some suggest tax holidays or boycotts. One or two suggests giving the PNoy administration a taste of its own medicine by staging EDSA 3 or 4 (depending on who’s counting). These, Mr. President, are the initial snowflakes for “the winter of our discontent” that may come way before the May elections. Aquino III to step down and pave the way for a nonpartisan transitory council, a group of concerned citizens, including the politician-wife of his mother’s younger brother, asked the Supreme Court to compel the Ombudsman and the Department of Justice to investigate PNoy for his misuse of the unconstitutional P150-billion Disbursement Acceleration Program (DAP), and lay the ground for his possible impeachment. These are two historic moves, which the front pages of the major newspapers and prime TV managed to ignore. America cannot go back to the decades of historical racism and oppression and resurrect the guiding legal principle in the infamous Dred Scott case decided by the US Supreme Court where black slaves and their descendants were disqualified by their own blood from enjoying the rights of citizenship. In its ruling voiding the DAP and the PDAF for being uncon-

stitutional, the Supreme Court had earlier ordered all prosecutorial arms to investigate and prosecute all those involved in the manipulation and misuse of the two programs. However, neither the Ombudsman nor the DOJ has sought to comply with the order. Thus, the mandamus. Under our jurisprudence, the writ of mandamus is resorted to when any tribunal, corporation, board, officer or person unlawfully neglects the performance of an act that the law specifically enjoins as a duty resulting from an office, trust, or station. It is the first time that the Ombudsman has been asked to investigate a sitting president to lay the basis for his possible impeachment less than one full year before he ends his term. At the height of the controversy on the Mamasapano massacre, an impeachment complaint against PNoy was mechanically thrown out of the House committee on justice by his Congress allies who had earlier destroyed the impeachment process by launching Corona’s impeachment without reading the complaint they PAGE A8

Pedrozo estimated that more than 500 to 1,000 iNC members gathered outside the DOJ. The stretch of Padre Faura was closed to traffic. A DOJ official who refused to be identified questioned why the police were allowing the iNC members to block the gate of a national agency.

Pedrozo said the protesters have been issued a permit by Manila Mayor Joseph estrada. But the DOJ official said “kahit isang sako pang permit ang naissue sa kanila, hindi nila dapat hinaharangan ang gate ng isang national government agency.” Days before the protest, the iNC has questioned de lima’s motive in what it deemed was “extraordinary attention” given to the illegal detention case filed by expelled minister isaias Samson Jr. against the leaders of the church. illegal detention is a nonbailable offense. Samson, a minister for more than 40 years, used to be the Sanggunian member in charge of foreign mission and editor in chief of the iNC official organ before he was expelled by the iNC leadership. Bienvenido Santiago, iNC general evangelist, also said De lima should show the same enthusiasm in resolving the Mamasapano case in which 44 members of the police Special Action Force were killed, including two iNC members, in an operation in Maguindanao province. Samson accused Sanggunian ministers of ordering him and his family’s detention in their own house in Quezon City amid the power struggle that gripped the iNC in July.

The iNC official wondered why the Department of Justice (DOJ) did not give attention to the case of the 40 policemen who died in Mamasapano like what it did to those who filed a complaint in the DOJ on Tuesday, Aug. 25. “Compared with the 40 policemen who died in Mamasapano, not a single mosquito died in the complaint filed by Samson,” Santiago said. The iNC official said two church members—Nicky Nacino and ephraim Mejia—were among the Fallen 44 but the church quietly waited for the DOJ to go after the personalities responsible for the bloody operation, including government officials who should be held accountable. “We want Secretary De lima and anyone who ordered her to know that iglesia is requesting, in the name of those left behind by the two men who died in Mamasapano, who were our brothers in iglesia, that they aggressively pursue the case of the Fallen 44,” Santiago said. “in short, the justice department should be fair and without bias. MANILA—Bureau of Internal Revenue (BIR) Commissioner Kim Henares on Wednesday, Aug. 26 denied that there is an imposed 35-percent tax on dollar remittances from overseas Filipino workers (OFWs). Henares clarified that there is no law stating that dollar remittances are subject to taxing. “Walang buwis. After taking as much as 50% or more for income tax and VAT, travel, road users tax etc., the government enters into a conspiracy with developers to make us, the Filipino people, pay for every time we use highways, airports, power etc. So we are paying for everything and still getting nothing! But the more critical question is, what will the House do with a verified impeachment complaint from the Ombudsman or the DOJ, assuming the impossible happens? And how would the Ombudsman and the DOJ react to a Court order requiring them to investigate, prosecute and suspend, if warranted, top political allies who have remained “untouched,” despite their obviously deep involvement in the pork barrel scandal? Since the DAP and PDAF scandal exploded on prime TV and in running news headlines, this is the first time any charge has been brought against Abad, Drilon, Belmonte, and the 19 senator-judges who had each accepted P50 million and even more to convict Corona during his impeachment trial, and had unduly benefited from the PDAF. Whether or not PNoy is finally impeached, the petitioners seem optimistic that their clamor for changing the entire government without need of going through another round of farcical elections might finally come to pass. (“Palitlahat,” change all) is their call. This has been the primary clamor of the National Transformation Council from the very beginning. Thus, on its first anniversary celebration at the Manila Hotel last Wednesday, the NTC reaffirmed its original position that without a thorough overhaul of the electoral system, through system change, it would be futile to expect any change from the 2016 elections; the only correct course of action would be for Aquino to step down, and for a caretaker council to take over, not necessarily to succeed Aquino, but simply to fix the broken constitutional and political order before conducting elections. Lending support to the NTC affair was a panoply of Catholic and Protestant church leaders and advocates of a clean, honest and transparent elections. Archbishop of Lipa Ramon Arguelles, Archbishop Emeritus of Davao and former president of the Catholic Bishops’ Conference Fernando Capalla, Archbishop Romulo de la Cruz of Zamboanga, Bishop of Tandag and former CBCP president Nereo Odchimar, Bishop of Butuan Juan de Dios Pueblos, Bishop Filomeno Bactol of Naval, Biliran, Auxiliary Bishop Colin Bagaforo of Cotabato, Auxiliary Bishop George Rimando of Davao were joined by Protestant Bishops PioTica, Butch Belgica and Manuel Valeroso, Pastors Arthur Corpuz, Reuel Tica, Herman Roca, Primitivo Arce, Antonio Ecube and leaders of the nationwide movement for a more transparent elections, including Toti Casino, Leo Querubin, Mel Magdamo and Maricor Akol.

As in previous NTC assemblies, from Lipa through Cebu, Butuan, Angeles, Davao, General Santos and back to Lipa, I was asked to facilitate the proceedings. In its statement, read to the assembly by Glenn Chong, the NTC recalled the various premises that had long led it to conclude that Mr. Aquino had lost the moral right to lead the nation, that he had become a danger to the Philippine democratic and republican state and to the peace, freedom, security and moral and spiritual wellbeing of the Filipino people, and that his best option would be to step down so that we could restore the broken constitutional order before we begin to consider electing a new government under normal political conditions. This demand was reiterated with increasing urgency and vigor in all the NTC assemblies, and by other groups all over the country who have adopted the same call as their own. It reached a high point after the January 20, 2015 massacre in Mamasapano, Maguindanao, in which 44 Special Action Force police commandos perished in the hands of the Moro Islamic Liberation Front and the Bangsamoro Islamic Freedom Fighters after they were denied reinforcement by PNoy, who ordered the military units to stand down. For a while it appeared to have been overtaken by the intense election fever identified with the legally mandated 2016 election. This was implicitly admitted by former defense secretary and national security adviser Norberto Gonzales who told the assembly that some NTC members had begun toying with the idea of participating in the elections, just to be with the people who obviously could not resist the carnival-attraction of elections. If later the elections turn out to be as fraudulent as feared, then that would be the time to call for direct popular action. But the idea was put on the table in Cebu, and the original sentiment in favor of nonviolent revolutionary change, rather than election, prevailed. “One year after the Lipa Declaration, we have to ask,” said the NTC anniversary statement, “Is there anything we said in Lipa and in all the other assemblies that now appears to have been in error or in excess or our constitutional, moral and patriotic concerns? Have we unfairly and unjustly condemned the Aquino administration, and misread our people’s capability to stand for our Constitution and the dignity and honor of the nation? “No, we have not. The Aquino administration has not shown the slightest desire to do penance and mend its ways for its grievous wrongs. As it approaches the end of its borrowed time, it has shown no effort and no desire to conduct a clean, honest and credible election, nor to prosecute those who have debased the rule of law and the constitutional order, and ripped

off the coffers of the nation. “The apparent game plan is still to manipulate the 2016 presidential election through the Commission on Elections and its Venezuelan partner Smartmatic, in order to ensure the continued plunder of the treasury, the continued destruction of all our institutions, and the continued exploitation of our political system. “In our effort to make the regime accountable to the Constitution and to the rule of law, some members and friends of the Council have asked the Supreme Court to declare void and unconstitutional the Framework Agreement on the Bangsamoro (FAB) and the Comprehensive Agreement on the Bangsamoro (CAB) through which some false friends of the Republic seek to balkanize Mindanao in the name of a bogus peace. They have also asked the High Court to stop the illegal and massive realignment of public funds, which would allow Smartmatic and the Comelec to control without any accountability the next elections. “To end the administration’s unilateral exercise of impunity, they have just filed a mandamus suit against the President, the Ombudsman, the Budget Secretary, the Justice Secretary, the Senate President, the Speaker of the House, the senators and congressmen, the heads of various agencies, and all those involved in the misuse and abuse of the P150-billion DAP which the Supreme Court has declared unconstitutional. “Our faith in our highest Court remains strong and unimpeachable. But we fear that even if the Court should act favorably upon all our petitions, such action may not suffice to end the evil that has now become the system. We have to do more. “We have been told that Mr. Aquino has less than one year to stay in power, and that we should be patient and wait for the next administration to take over. This is a false argument. Just as it took Mr. Aquino but one tiny moment to issue the order that led to the bribery and total corruption of Congress and the removal of the Supreme Court Chief Justice, a similar moment to issue the order that led to the Mamasapano massacre, it would not take much longer for Mr. Aquino to commit our poorly equipped troops into an unwanted, needless and ruinous war at the West Philippine/South China Sea, or to completely hijack the next election if, in his judgment, that would ‘save’ him and his friends from any and all imagined peril. “We pray to the Almighty God, in whose hands we put the nation’s safety and wellbeing, that nothing like this would ever happen. But given what we have been through these last five years, we cannot afford any undue risks at this time. Mr. Aquino must step down. Bongbong ‘apologizes’ to victims of Marcos regime SENATOR Ferdinand “Bongbong” Marcos Jr. “apologized” on Wednesday, Aug. 26 to the people, who claimed they were victimized during the regime of his father and namesake, the late President Ferdinand Marcos. “Kung meron akong sinaktan, i will always say sorry but what i’ve been guilty of to apologize about?” Marcos said in an interview over ABS-CBN News Channel’s morning show’ Headstart when told about a viewer’s question if he would apologize over the alleged atrocities committed during the time of his father. “We have constantly said, if during that time of my father, merong mga nasagasaan or meron sinasabing hindi natulungan (if there were those who were hit or not given assistance) or they were victimized in some way or another, of course we’re sorry that that happened. Nobody wants that to have happened,” he said. “But will i say sorry for the thousands and thousands of kilometers that were built? Will i say sorry for the agricultural policy that brought us to self-sufficiency in rice? Will

MANiLA Mayor Joseph Estrada joined the Chinese community in the second “Days of Prayer” for the victims of the 2010 Luneta bus hostage crisis, assuring his constituents that a similar attack would not happen under his watch. On Thursday, Aug. 27 Estrada and Manila Councilor Bernardito Ang, also the vice chair of the Manila Chinatown Development Council, led the prayer ceremony officiated by Buddhist monks at the Rizal Park’s Quirino Grandstand. Also present were members of the Chinese community, consul general of the Federal Republic of China and media delegates from Hong Kong. Two years ago, at the exact place, dismissed senior inspector Rolando Mendoza held as hostages 21 tourists and two Filipinos inside a bus. A heated encounter between him and the police led to his death and six Hong Kong nationals, a Canadian and a British national. “This prayer is a clear testament that the Philippines is

serious in its apology to Hong Kong,” Estrada said. The 2010 hostage-taking strained the relationship of Hong Kong and Philippines, jeopardized the interests of thousands of Filipino workers in Hong Kong, and hounded President Aquino throughout his six years of service, Estrada said in a statement. This is the third time since the Manila council, through resolution no. 147 series of 2013, declared July 14 of the Chinese Calendar as a day to commemorate, pray for and honor the victims of the Luneta bus hostage crisis. July 14 coincides with August 27 of the Gregorian calendar. The first two days of prayer were held last August 9 in 2013 and 2014, also at the Quirino grandstand. It’s hardly ever the case that a torn ACL is considered a godsend, but it was for a FilipinaCanadian Broadway actress when it happened several years ago. “[It] forced me not to say yes to any more dance roles,” said J. Elaine Marcos, who recently starred in the Asian-American musical Waterfall at the Pasadena Playhouse in June. “I was so grateful that I [tore my ACL] because if not, nothing would’ve pushed me to really focus on what I knew I wanted to [focus on].” A recent transplant to Los Angeles from New York, Marcos said goodbye to the Empire state after 15 years and eight Broadway roles to pursue film and television. More specifically, her sights are set on becoming a series regular on a sitcom. “I feel like being on a sitcom, being on a tV show, ideally taped in front of a live studio audience, would still give me the same feeling that I get [from] theater. so it’s not just specifically me there. It’s me playing with other people and I feel that’s my thing,” she said. When she was younger, Marcos described herself as someone who demonstrated a knack for performing arts: she danced frequently, received awards and recognition for her roles in school plays, and

participated in student council— though not for the politics, but because doing so enabled her to give speeches in front of the school at assemblies. Yet even with her artistic tendencies, Marcos’ entrance into theater was unforeseen. For one thing, nobody in her family is in the showbiz industry. “the idea of performing for a living didn’t make sense. there was no part of me that knew it as a career,” she said. Marcos already had her future profession in mind and a plan mapped out: she was going to study accounting in college and wear suits. “there was just something about being grown up at the time [and wearing suits]. You don’t go dancing in heels and a top hat—that was not what grown-up behavior is,” she said. But when she started winning scholarships from dance competitions, she felt like she had to continue down that road. As she applied to schools for accounting, she also went on to try out for art schools. Eventually, she wound up attending the American Musical and Dramatic Academy in New York. Connecting to Filipino culture through Broadway Originally from Burlington, Ontario, a city in Canada about 57 kilometers (equivalent to approximately 35.4 miles)

southwest of toronto, Marcos was born to Filipino parents who relocated from the Philippines in the 1970s. the Filipino population in the area was sparse. Marcos remembers four Filipinos at her high school and admits she did not embrace the culture much until she got older. Additionally, while her parents spoke Filipino, there wasn’t much importance placed on learning the language. so she didn’t. It was when she was cast as part of the ensemble in Miss Saigon that Marcos credits connecting to her roots, particularly because a number of people she worked with were Filipino. “Not only a lot of them were Filipino, but they were my age, working on Broadway doing what we love to do. so there was that immediate connection of, ‘We’re adults right now and we’re in a show where we play Vietnamese immigrants, but then we’re also Filipino all working together.’ so it was just an appreciation that we’re very similar,” she said. the one characteristic of the culture that comes to mind for Marcos when she thinks of being Filipino, however, is a big gathering. she still sees the Filipino friends she made from Miss Saigon, and they’ll often have a potluck whenever they meet.

“that’s what we did [during] intermissions in our in between shows. We would always have big potlucks, and for people to bring in familiar foods that I loved, that I can’t cook but they cook it, and the green room in the theatre just smells of Filipino food, it was just kind of amazing... it always was a cool experience to be around Filipinos who are embracing who we are. And that was the first time I realized, ‘I’ve never really thought about it.’ But by doing Miss Saigon and being surrounded by other Filipinos, it made me appreciate it even more,” she shared. While her plan to become an accountant didn’t materialize, Marcos said her parents were “amazingly supportive” of her decision to go into the arts. “I guess they knew and I knew, if I was going to do this, I was going to do this. there was no, ‘If you don’t make it, you can always go back to school.’ there was more of an,’ OK, you’re doing this. No question.’ We didn’t talk about the doubts. I just took it one step at a time and showed up to New York, went to the school, auditioned and just kept on moving forward,” she said. From Broadway to comedy Marcos was never a stranger to musicals, seeing them often while she was growing up. But it was Miss Saigon that made her realize that people are able to perform for a living. “‘Maybe I shouldn’t be an accountant,’” she recalled thinking, “which I thought I was going to be.” Landing a role in that musical became a specific goal, and it was one she attained. she also secured roles in seven other Broadway shows, including The Wedding Singer, A Chorus Line and Annie. During her 7th Broadway show, Priscilla Queen of the Desert, Marcos thought: “I’ve made it. And there’s the audience clapping, and I’m thinking, ‘Yeah, I wasn’t going to be an accountant. that’s not what I do. this is what I do.’” Yet despite her success in the industry, Marcos’ Broadway career

I would always realize that I need that to make myself feel alive. that’s just kind of who I am,” she said. Marcos already has several film credits under her belt, including Farm Girl in New York, Morning Glory and a short called Ana Smile. though Marcos wanted to get into film and television, the season for tony Awards (January to June) coincided with pilot season. “I really had to think, ‘I actually have to not work in order to book a tV show because If I’m always doing new Broadway musicals I can’t get out of my show. so I have to make sure I’m available.’ so I thought, ‘Well why don’t I really make myself available and move to LA?’” In starting a new life in the City of Angels, Marcos said she has had to invest in developing relationships to create a Continued on Page 8

was not a smooth ride. “there were times in between [shows] that I felt, ‘I’m never going to work again, what am I going to do?’ those times might be only six months, but at that time it always felt scary,” she said. the challenge then was how she could keep her creative juices flowing during those downtimes. so she turned to comedy. In her downtimes, Marcos would continue doing standup or studying improv at different schools as a means of creative fulfillment. sometimes, after her Broadway shows, she would do stand-up in little black box theaters that had enough seats for only a handful of people. “After a while, Broadway becomes a job and you’re doing kind of the same thing every day. so even though I’m acting, singing and dancing in front of 1,500 people, I still need a creative outlet, which is kind of crazy. But I still need to create, so

President Obama’s efforts to offer temporary relief through work authorization through the DAPA program have been, at least temporarily, scuttled due to lawsuits from groups opposed to reform. the inability of Congress or the President to pass meaningful reform has not changed the fact that scores of families have at least one member who is here without permission. these loved ones living in the shadows want nothing more than to be able to contribute and support their families here and abroad. While we are still fighting and hoping for a major overhaul to the system, for many simply waiting is not the best option. Laws in existence now offer the chance for employment authorization and a pathway forward towards residency and a better future. When more people seem to rise in outrage over the killing of a lion rather than on the wholesale murder and sale of baby parts, we probably need to get down on our knees, bow down our heads in shame and do some serious soul searching. Cecil, a lion in Zimbabwe was killed by an obsessed American hunter for sport. thousands on twitter and other social networking tools rose up in collective indignation aghast over the death of a lion. even daft lawmakers are trying to get in on the action. At about the same time, videos exposing the trade and trafficking of baby body parts from top executives of Planned Parenthood abortion clinics came out on tV and the internet. these videos didn’t seem to get as much attention and traction worldwide as they should. Surprised? In a world where far too many people have become too self obsessed, far too distracted or just plain apathetic to be shaken to their roots, we may have indeed lost our way. Can a direct hit by 7-mile asteroid hurtling through space with earth’s name on it, be far behind? What will it take to shake us out of our individual and collective complacency? What will it take to be shaken to the core, feel revulsion down to the pit of our stomachs, recoil in horror, feel so agitated, enough to rise in indignation and take action against the systematic and mass murder of human babies AnD to top it all, the callous, barbaric sale of their body parts for profit under the pretext and guise of advancing medical research. Work authorization now! years; (2) has been a person of good moral character; (3) has not been convicted of certain criminal offenses; and (4) has a uS citizen or lawful permanent resident spouse, parent, or child who would suffer exceptional and extremely unusual hardship. the applicant must meets each of these requirements and be deserving of approval as a matter of discretion. Applying for resident status before a Judge necessarily means being in removal proceedings which can be a scary prospect. But the convergence of huge court backlogs and the government’s use of prosecutorial discretion mean that going to immigration court is not as scary as it used to be. With wait times to see a judge hitting record highs it can be over five years before a case is decided and in the meantime applicants will be entitled to work authorization and be able to support their families. Further, for long-time residents with familial ties to the uS and a clean criminal history the government might agree to indefinitely close a removal case meaning the applicant will remain indefinitely eligible for employment authorization. Whether to pursue a cancellation of removal case as a means to obtain employment authorization and a chance at residency depends on the particular circumstances of each case. Assessing the benefits and risks requires inventorying personal, familial, and immigration history. In some cases the inventory could reveal that seeking cancellation is largely risk-free. For instance, an undocumented father with uS citizen children in high school, no criminal record, and the need for better employment to support his children would be a likely candidate to pursue cancellation of removal. Given the current backlogs, even if the government does not agree to suspend processing of his case,

by the time he goes for final hearing before an immigration judge one of his children will likely be eligible to petition him for permanent resident status. In the meantime he will have gained the invaluable opportunity to work anywhere his talents allow. Applying for cancellation of removal may also be attractive to persons with lawful permanent resident or uS citizen parents who have filed petitions on their behalf and who are waiting for a visa to be available to either apply for adjustment of status or to apply for an immigrant visa in conjunction with the provisional waiver. For more on the expanded provisional waiver process—another opportunity under current law—please see our recent article on the topic on our website). For these of persons applying for cancellation offers the chance to obtain employment authorization until their visa is available. Other cases will present closer calls and some cases will be unsuited to this strategy. the point is that the immigration system in place today can be utilized if the right questions are asked and a careful analysis is conducted. Humans, made in the image and likeness of God, are the crowning glory of God’s creation in this neck of the universe. those of us who believe in this core Christian doctrine recoil at this grievous offense. Observe the maternal instincts of animals which would do everything in their power to protect their young. Yet, there are animals which eat their young. It is the nature of the beast. Sadly, there are those among us who behave no differently. the videos show the gruesome, horrifying, callous negotiations and sale of baby body parts. A later video shows PP involved even in the sale of whole baby cadavers, so that eye balls, kidneys, livers, hearts and everything that makes the human body of a baby can be sold intact for a better price and thus improve PP’s bottom line. An executive is heard saying they even want to improve their abortion procedures to something that is less “crunchy” so that “specimens”, as they so casually call baby body parts,

can be harvested in better condition for a better price in the market. It is mind blowing that these top executives of the abortion factory discuss prices over lunch while swirling their glass of wine matter-of-factly dickering over prices as though human beings were cattle. Can anything be more ghoulish? One executive says during negotiation that she wants a Lamborghini. So move over Herod, Sanger, Mengele, Gosnell et al. You have company. Lots of them … the depths of hell may be filled to overflowing. the Center for Medical Progress which produced the explosive videos is a pro-life group. It has worked undercover for years to expose the wickedness and evil practices of this industry. Buyers in these videos are actually actors who are exposing the heinous practices of the abortion industry, particularly Planned Parenthood. PP is a politically well-connected, deeply entrenched, well funded national organization receiving over half a billion dollars a year in taxpayer money. It is sad that a legislative effort to defund the group of taxpayer money has failed just recently due in part to the lack of leadership and true grit among many members of our feckless, inept Congress and Senate who lack the moral and intestinal fortitude to win victories when they have the capacity to do so. there is simply no excuse. the matter will be up for revote and I sense a change in the direction of the wind.
