New Recreation Complex in Assiniboia receives funding By Sabrina Kraft Investing in Canada funding for the new Town of Assiniboia and District Recreation Complex was recently announced, which is perfect timing as construction for the new facility will begin the first week of April. The financial contribution to the Recreation Complex is $6,293,010 from the federal government, $5,243,651 from the provincial government and $4,195,865 from the Town of Assiniboia. The town’s project was one of 26 projects costing upper levels of government $33 million announced through a joint federal-provincial agreement. The infrastructure funding news was released at the Saskatchewan Association of Rural Municipalities (SARM) convention. “We have received phenomenal community support for this project, from local businesses, in-
dividuals, and surrounding RMs,” said Curtis Nelson, president of the Assiniboia Civic Improvement Association. The future complex will be located in the empty lot neighboring the Prince of Wales Cultural and Recreation Centre. “It is a real flexible facility that can be used by any group in the region,” said Nelson. The new Recreation Complex will include a teen centre, full-size rink, walking track, multi-use sport and recreation room, a canteen, dressing rooms and a Lakota First Nation Education and Interpretive Centre. The Assiniboia Civic Improvement Association has been fundraising for 10 years for the new facility. Millions have been raised through both individual and corporate donations, plus from the Sportsman Supper fundraiser that is held every two years, and the annual Spring Fever Lottery.

The infrastructure investments are designed to
reduce the impact of the pandemic, ensure health and safety, rebuild businesses, as well as promote job creation, growth and investment. Investments in Saskatchewan’s infrastructure during this extraordinary time provide an opportunity to make communities more sustainable and resilient.

New RCMP detachment commander proud to be serving area Submitted by Sgt. Dennis Silliker Assiniboia RCMP Detachment Commander Thank you for welcoming me to your community! Since I arrived in February as the RCMP detachment commander, I have seen and heard great things about this thriving town, its surrounding farming, agricultural, and renewable energy sectors. I can see why this area is the “heart of the golden south” and I am honoured to be a part of it. I am an Alberta boy, I spent most of my life all over the province where I was eventually recruited with the RCMP from
Black Diamond, Alta. My father was a member of the RCMP and my great grandfather Sub Constable Vernon Graham reg #83 participated in the march west with the North West
Mounted Police where he served from 1874 to 1877. My roots run deeply in Saskatchewan and Alberta. I have 15 years of service with the RCMP. My career has taken me from coast to coast and internationally from England to Indonesia, Peru to Israel. I attended the Queen’s Diamond Jubilee for her Majesty Queen Elizabeth II as a member of the RCMP Musical Ride and for the first time in history had the privilege of acting as the Queen’s Life Guard on behalf of the RCMP and Canada at Whitehall, Buckingham Palace. Reeve of Willow Bunch unimpressed with out of province call centres for Crown corporations By Brian Zinchuk, Local Journalism Initiative Reporter When you call in to a Saskatchewan Crown corporation, there’s some expectation that the person answering is based
in Saskatchewan. At least that’s what RM of Willow Bunch Reeve Patrick Therrien thinks. He grilled the Government of Saskatchewan cabinet about that during the Saskatchewan Association of Rural Mu-

nicipalities annual convention “bear pit” session, held virtually on March 10. Therrien pointed out that any payments under $10,000 to SaskPower are sent to Alberta for processing. “More recently, calling into SaskTel last month to arrange an automatic debit from my credit card on my mobility bill, I was shocked to find out that my call was forwarded to Ottawa, Ontario, to a call centre for processing. “Last summer I called into Sask. First Call, otherwise known as dial before you dig, and had my call answered as such, ‘Sask. First Call,’ I was disappointed to find out that this call, too, was to our neighbours to the west, Calgary, Alberta. What gave it away was when the person on the other end asked me what county I was calling from? I had to explain to him that Saskatchewan and Sask. First Call doesn’t have counties in our lovely province. We are all municipalities.”
He added, “Then I called to the affected ministries to discuss these concerns, I was told from SaskEnergy, that it was their decision, based solely on efficiencies. So I humbly request that we please ensure that agriculture remains our number one export, and not good-paying Crown Corporation and public jobs in this province of Saskatchewan. Premier Scott Moe thanked him for the question, and said, “Here is our first peek into Main Street, in rural communities across Saskatchewan. Because I was unaware of this, it’ll be something that we’ll be checking into. Point well taken.” Minister of Crown Investment Corporation Don Morgan responded, “The Crowns have, over the last number of years, been given a directive that they should be as profitable as they possibly can. They look towards the Saskatchewan companies first to
provide services. If they’re not able to find it as quickly as they want, they’ve been looking outside of the province, which in a lot of areas is unacceptable. “I was not aware of the full nature and extent of the issues that you’ve raised. But I can tell you that we’re working with the Crowns to try and develop better systems of collaboration, of working with each other, and trying to do things more where we hire and retain some of the best and brightest people in Canada, and those people live right here in our province, so I want to make sure that those people are given the best opportunities to do it. “Interesting enough, at one time, Saskatchewan and Saskatoon had some of the best infrastructure for call centres, and we were doing work in Saskatoon for Apple for an all the tech centres. All the tech calls went through Saskatoon, but if you lived in Saskatoon, your tech call was
rerouted through Bombay. So, I think we should do a better job of trying to focus on keeping things the in Saskatchewan, so point well taken and we’ll see what we can do.” Moe added, “Given that we do try to prioritize Saskatchewan workers, to the degree that we can, and there’s some work that’s done, on that, through Sask. Builds across government when priority Saskatchewan, and it’s some good work that has occurred. There will be some, such as this, I suppose, for the time being, where there is going to be some contracts that are out or province. As Don said, better to be out of province then out of country, in some instances. “But there is some work that will be contracted to companies outside of the province, but we always do have an eye to prioritizing the opportunities that we have for building a strong economy here, within Saskatchewan.”

Helpful strategies to improve time management Sabrina Kraft skraft@weyburnreview.com
T
ime management is the process of planning and exercising conscious control of the time spent on specific activities to work smarter than harder. Improving your time management at work allows you to enhance your performance and achieve your desired goals with less effort and more effective strategies. It’s easy to become anxious when you have a full list of tasks to accomplish both for work and in your personal life. Good time management can help you prioritize your to-do list and set aside the time needed for your most important tasks, so you know exactly what you need to do and how much time you have available to complete everything. It’s hard to be more efficient with your time if you’re not certain about where you’re being inefficient. It is a good idea to audit how you’re spending time each day, jotting down everything you do during the day and how much time you spend on each individual task. Audits can be made easier by utilizing time tracking apps on a smartphone, some of which are free. A simple app that lets you track each activity and the time it takes to perform it is all you need to conduct a successful audit. Another good suggestion is to categorize tasks so those that are absolutely necessary are given a higher priority than nonessential tasks. In addition, tasks can be categorized according to how much time each one

Five fun Easter activities
1. Cook bunny pancakes Start the day with a plate of pancakes shaped like bunnies or Easter eggs, and decorate them with your choice of fresh fruit, chocolate chips and sprinkles. Other holiday brunch menu options include scrambled eggs and hot cross buns. 2. Decorate an Easter tree Whether you choose to adorn a budding tree in your yard or arrange foraged branches in a vase, this is a great excuse to get crafting. Salt dough ornaments, tissue paper flowers and painted plastic eggs can be made by your kids and then hung from your tree. 3. Play Easter games After you wrap up the egg hunt, keep the fun going by playing pin the tail on the bunny or having an egg-and-spoon relay race. If it’s a nice day, head outside for an
“Easter egg” fight (with colourful water balloons) and a bunny hop sack race. 4. Plant a flower garden To celebrate the start of spring, add some colour to your yard with flowers from a local farmers market or garden centre. Alternatively, plant a few arrangements in flower boxes that you can transfer outside when the weather gets warmer. 5. Make a holiday gift basket Decorate a wicker basket and fill it with an assortment of homemade baked goods or spring-themed gifts from local shops (soaps, jams, candles, etc.). Leave the basket on an elderly neighbour or relative’s front porch with a note wishing them a happy Easter. For more holiday fun, find out if any Easter events are being hosted in your community.

figures to take. Once tasks have been categorized, choose distraction-free times of day to perform highpriority, time-consuming tasks. The ability to focus on such tasks free from distraction should cut down on the time it takes to complete them, potentially freeing up more time in your day. When categorizing tasks, create a category for tasks that can be delegated. In the workplace setting, it is important to work as a team, as there are some tasks that can be delegated to other employees. Be mindful that real delegation is assigning responsibility for outcomes along with the authority to do what is needed to produce the desired results. Clear and effective communication is key to an organized delegation strategy. Before you start handing down tasks, clearly explain your expectations and outline the goals and objectives of each assignment. Devices are distracting, and various surveys and studies have proven that. According to research, people spend an average of three hours and 15 minutes per day on their phones. Adults who are pressed for time may benefit by turning their devices off during the work day and/or when trying to tackle tasks at home. In fact, turning a smartphone or other device off when you don’t need it to perform a given task may be the simplest and most effective way to make more efficient use of your time. Finding a 25th hour in the day may not be possible, but people can try various strategies to make more efficient use of the 24 hours they do have each day.

Where I Stand Column by Wes H. Bloom

Today’s topic for consideration is: Turning Defeat into Dividends. Harland’s life seemed to be a recipe for failure and disaster. At the young age of 14 he quit school, left home, and went on the road to find himself a job. He found many, but succeeded at none. He tried numerous jobs as a farmhand, but couldn’t stand that. He attempted a ‘cushy’ job as a streetcar driver but hated that. He lied about his age, and joined the army when he was only 16. He lasted only one year. Next, he tried blacksmithing in Alabama but failed miserably at that. He loved his next job as a railroad engineer, but that was the same day his wife announced she was pregnant. This same wife gave away all their possessions and returned home to live with her parents while Harland was out searching for a job. Believe it or not, then came the Great Depression! But Harland never
stopped trying. He tried studying law by correspondence but dropped out before completing the course. He tried selling insurance, then tires. He tried running a service station, and then, a ferryboat, but with zero success. By this time in life, Harland was nearing retirement age, and everyone thought of him as an abject failure - a loser, to put it bluntly! But Harland knew better. He took his very first pension check and invested the entire $105 in a business of his own. Today, everyone around the world knows Harland, but not by that name. Folks today know him as Harland Sanders, or more commonly as Colonel Sanders, a Southern Gentleman and founder of KFC - Kentucky Fried Chicken. We ALL go through periods and ‘seasons’ of failure. The real issue is not do I fail, but how do I handle my failure? Larry Anderson, the
humorous former relief pitcher for the San Diego Padres said: “If at first you don’t succeed, failure may be just your ‘thing’!” But seriously, the real question is: ‘how do I turn my failure into success, and tangible dividends. In regards to the matter of ’defeat’, there are two kinds of people in the world. First, there are ’quitters’ - they hit rock bottom, fall apart, and stick to the bottom like glue! Their failure is the failure to get up. Next, there are ‘warriors’ - they hit rock bottom, pull themselves together, and get back up and try again! Paul Myers, celebrity older brother of Canada’s famous Mike Meyers says: 90 per cent of all those who fail, are not actually defeated. They simply quit. While there’s absolutely nothing ‘simple’ about quitting, the bottom line is, are you going to give up, or get up? It is a choice! At least, from where I stand!

A ‘Live Virtual Festival’ set for Lafleche Music Festival Submitted by David Sproule, past president of the LDMF When asked about preparing for this year’s ‘Live Virtual Festival’, president Sharla Davidson-Girardin had this to offer, “It has been a very challenging year for our LDMF Committee. We have definitely had our days of taking one step forward and two steps back. Our hope for the festival this year is to give participants the opportunity to perform is a safe environment.” What is ‘Live Virtual’? The music festival will run as usual, minus the audience, plus live streaming on Facebook Live. Following SHA regulations, the LDMF Committee has developed a COVID-19 Mitigation Plan complete with guidelines for volunteers, participants and their parents. The Final Concert and the Adrian Frank Competition will also take place without a live audience, but you will be able to watch the performances as they happen via the livestreaming link available on the LDMF Facebook page. Commencing Sunday, March 21, 2021, the Lafleche and District Music Festival presents 92 voice and musical theatre entries along with 15 speech arts performers. Then on Wednesday, March 24, 103 piano performances begin taking to the stage. The Live Virtual Final Concert will take place Sunday, March 28 at 2 p.m. A special competition will be featured online on

Friday, March 26 at 7 p.m. Eight soloists chosen from the very best performances of the week will compete head to head in the Adrian Frank Competition. This year the voice adjudicator is Ron de Jager, a native of Nova Scotia. Ron is in his 16th year as an associate professor at Briercrest College. He enjoys teaching private voice, vocal pedagogy, vocal master classes, musical theatre workshops and acting. He directs opera scenes, Voices From the Front and serves as the Artistic Director of A Briercrest Christmas. Additionally, he serves as a vocal adjudicator at festivals and competitions in Saskatchewan, Alberta, British Columbia, Nova Scotia, New Brunswick and Virginia. “I am incredibly grateful for the many teachers, collaborators and performers who have generously given of themselves. These people chose to pass on what was given to them and their years of experience and wisdom remain an inspiration to me each day. I hope to do the same.” Dr. Katherine Dowling will adjudicate piano and strings performances. Praised by the New York Times for her “crystalline performances, gestural expressiveness and careful attention to color”, and by the Boston Globe for her “effortless incisiveness”, award-winning Canadian pianist Dr. Katherine Dowling performs across North America and Europe. throughout the province and works in many ways to ensure that festivals such as ours continue to succeed. It is important to note that the SMFA receives funding from the Lotteries Trust Fund for Sport, Culture and Recreation. SaskCulture administers the funding, and the district festival does engage in some fund raising, with the majority of funding from the Lotteries Trust Fund that enables volunteers to focus on the important work required to make the music festival happen, year after year. Plan to enjoy this year’s festival on Facebook Live as young performers present their gifts after months of preparation. Over 50 scholarships with a combined value of $5,000 will be presented during the Final Concert. Lafleche and District Music Festival appreciates the tremendous support from the communities.

Minor baseball registration starts for Assiniboia players
21033mm2
Registration has now started for the 2021 season of Assiniboia Minor Ball. Interested families who want to register their child into one of the minor baseball divisions will be able to register online until April 2. Registration links to both softball and baseball can be found on the Town of Assiniboia website at https://www.assiniboia. net/recreation/minor_ball_ registration.html. The Assiniboia Minor Ball Association will be following Back to Play guidelines set by Baseball Sask and Softball Sask, as mandated by the Government of Saskatchewan. Thus, registration fees will not be collected until the 2021 season has been confirmed. All players born in the years 2013 to 2017 should register into softball, as this program covers rally cap, pre-rally cap and the tykes
age groups. Players born 2012 and earlier will have a choice between registering for baseball or softball. Please keep in mind that as Federal and Provincial Restrictions regarding COVID 19 are updated, things regarding the season may change. AMBA is affiliated with both Baseball Sask and Softball Sask, which also may affect season changes. The success of Assiniboia Minor Ball depends on family participation, and the organization is built on the commitment and dedication of volunteers. Families registering for minor ball should consider volunteering with the organization, when they register online. Last year, the Assiniboia Minor Ball proceeded with full registration in the spring of 2020 in anticipation of a season and had approximately 225 players
in total register. With the restrictions of COVID and a delay in allowing Back to Play, most local leagues cancelled the season. There were five teams from Assiniboia (15U AAA and 18U AAA baseball, U14 and U16 softball, and U19 fastball) that did participate in city leagues. Although the leagues started and ended later than it would have traditionally and had many COVID rules attached, it was still an opportunity for local players to participate. AMBA will be following the Baseball Sask and Softball Sask Return to Training and Play protocols as mandated by the Government of Saskatchewan and the Saskatchewan Health Authority, and as such they will be updating residents as they receive the information from these organizations.

Earnest Schwab
Earnest Edward Schwab passed away on March 4, 2021 peacefully at the age of 96 at the Lafleche & District Health Centre. Earnest was born July 31, 1924 to William and Minnie Schwab, the second youngest of 11 siblings. He was raised on the family farm 7 miles south of Meyronne. He helped his father William on the farm until the age of 23 when he married his sweetheart Marion Eydt on November 20, 1947 at the Eydt Family Farm. In the spring of 1948, they moved to Woodrow, where they rented some land from Earnest’s brother for 3 years. They raised chickens, sold eggs, had a few cows and sold cream for income. In 1951 Earnest and Marion moved back to the Schwab farm to help farm with his Dad again. They rented and purchased land there and lived with Earnest’s Dad until 1955 when they moved a house onto the same yard. Grandson Danny and Amanda have remodeled the home and are still living there today. Earnest loved farming. He raised cows, pigs, and chickens. Earnest saw many changes in his farming career. In 2011, he received the Century Family Farm Award for 100 years of a threegeneration farm. It is now a fourth-generation farm with son Dale and grandson Danny continuing the legacy. Earnest enjoyed bowling in the Meyronne and Kincaid league and won many trophies. Earnest enjoyed playing cribbage and cards at the Meyronne, Kincaid and Lafleche Senior clubs. Earnest and Marion enjoyed travelling and did a couple of cruises, Hawaii, bus trips and several trips to British Columbia. Earnest and Marion enjoyed eating out and most every day you would see their car travelling somewhere for supper. They moved off the farm in September 2012 and moved to the Prairie Villa in Assiniboia. Earnest would love to drive downtown for coffee and visit with whomever. Later, after he lost his license, you would find him driving down on his scooter to Andy’s for coffee, driving right down the middle of the road. Only in small towns could you do that. Earnest and Marion were blessed with four children, Larry Schwab (2014), Carol (Kelly) Johnson, Dale (Laurie) Schwab, and Joyce (Lorne) Tardif. They also truly enjoyed their 12 grandchildren, 20 great-grandchildren and 1 great-great-grandchild. On November 22, 2017, Earnest and Marion celebrated their 70th wedding anniversary. In April 2018 Marion passed away, and after 70 years together, Earnest was lost without her. In December 2018 Earnest fell, broke his arm, and needed more care. In the spring of 2019 Earnest was moved from the Prairie Villa to Lafleche & District Health Centre where he resided until he passed away. We will miss our Dad, Grandpa, and Great Grandpa but have the pictures and memories to remember him by. Love you. A Private Family Funeral Service will take place Saturday, March 27, 2021 at 2:00 p.m. Earnest will be laid to rest by his beloved wife Marion in the Meyronne Cemetery. A live stream for this service will be available on Piche Hawkins Grondin Funeral Chapels Facebook page five minutes prior to service time. Thereafter, the service can be viewed on the funeral chapel website. Memorial donations in Earnest’s memory can be given to STARS Air Ambulance, 2640 Airport Road Regina, SK, S4W 1A3. Online condolences can be shared at www.pichehawkinsgrondinfuneralchapels.ca

Op-Ed: MLA encourages businesses to apply for grants Submitted David Marit, MLA of Wood River The strength and resilience of Saskatchewan has been on display like never before in the past year. Just as we have all been helping our neighbours by supporting local businesses, the Government of Saskatchewan has also been supporting those businesses and protecting the jobs that they have created through a number of programs. If you are one such employer, I would encourage you to apply for
one or more of these support programs as many of the application deadlines are approaching soon. T h e S a s k a t c h ewa n Small Business Emergency Payment (SSBEP) has now been extended for February and March 2021. Eligible businesses, like retail stores or restaurants, who have been ordered to temporarily close or scale-back operations through a public health order, could receive up to $5,000 per month that can be used for any purpose. The application
deadline is April 30, 2021. The Strong Recovery Adaptation Rebate (SRAR) reimburses eligible small businesses for investments made to adapt their business to operate during the COVID-19 pandemic. Financial assistance includes a payment of up to $5,000 for 50 per cent of total eligible business-adaptation investments made by the applicant prior to February 28, 2021. Eligible expenditures include establishing
physical barriers or reconfiguring space to operate safely, providing services through digital tools, and shifting to delivery or curbside services, including third party delivery fees. The application deadline for the SRAR is March 31, 2021. The Re-Open Saskatchewan Training Subsidy (RSTS) is also available until March 31, 2021. This temporary training subsidy provides businesses with financial support to train employees as they
adjust to the impacts of the COVID-19 pandemic. The RSTS reimburses eligible private-sector employers 100 per cent of employee training costs up to a maximum of $10,000 per business. We have also announced a second offering of the Saskatchewan Tourism Sector Support Program (STSSP) for eligible tourism businesses in the accommodations, attraction and tours, events, and major event facility sectors that have
seen a 30 per cent drop in revenue as a result of the pandemic. Applications will be available March 8 and the deadline to apply is April 30, 2021. Saskatchewan has amended private gathering restrictions to allow households to create a “bubble” up to 10 people. Effective Tuesday, March 9th, households will be allowed to create a bubble, or virtual household, consisting of two to three consistent other households. Residents are reminded that they cannot be a part of more than one bubble, In a news release, the province said it’s important to assess the risk of joining a bubble. “Does this household have a senior at elevated risk? Children attending school? Adults working outside of the home in essential workplaces? Can you still count all the potential contacts that household makes, in the event that a contact investigation must be done? If the risk of potential transmission remains high, consider another household or remaining within your household,” the province said in a news release. The gathering limit of 10 people will remain in place for outdoor gatherings. On March 19, worship services are permitted at 30 per cent or 150 attendees, whichever is lesser. All masking and distancing restrictions remain in place.

RCMP, Town of Coronach investigate break and enter Submitted by Wes H. Bloom The Coronach RCMP are investigating a breakand-enter that occurred at the Coronach Water Treatment Plant sometime between the evening of March 6 and the morning of March 7. The break-in was discovered by a worker during a routine daily inspection on March 7 and reported immediately to local po-
lice. Matters are currently under investigation, and no further comments were available from the RCMP. Catherine Mackay-Wilson, the town administrator for Coronach, issued a boilwater advisory on March 8, under the direction of Andrew Hickey, Environmental Project Officer with the Saskatchewan Water Security Agency. There are suspicions that the town water supply may have
been contaminated with toxic chemicals or other harmful substances. Under Hickey’s advice, the water tower, two water reservoirs, and all connecting water lines were flushed - not once, but twice - over the course of the week. The water advisory was left on March 12, and life slowly began to return to normal in Coronach. Mackay-Wilson praised the residents of

the town of Coronach for their patience, tolerance, and cooperation through this whole ordeal. She noted that the current and ongoing $1.6 million upgrade to the water treatment plant was not yet completed when this incident occurred. She also emphasized that the perpetrator(s) could have been in serious danger of injury or death had they entered a secure room where toxic chemicals and poisonous chlorine gas are stored. Mackay-Wilson confirmed that an Emergency Response Plan was in place at the time, and proper protocol was followed, due in part to Hickey and the Water Security Agency.
Extra precautionary security measures have now been implemented. Town of Coronach water trucks provided necessary water to local residents for drinking, cooking, and bathing during the water advisory. In total, 554,000 gallons needed to be dumped in a time consuming and expensive effort to restore the town’s water supply. Some 200,000 gallons of water were released from the town’s two reservoirs, 180,000 gallons from the tower, and 174,000 gallons from connecting water lines. As of this moment, no one knows for certain how much this senseless act of vandalism will cost the
residents and taxpayers of Coronach. On a more positive note, in an interview under bright sunny skies and warmth of the afternoon sun, two young and energetic dog walkers echoed MackayWillson’s gratitude, and had high praise for the fine folks of Coronach. “It was just so amazing and awesome,” they said, “the way that everyone came together as a community to make the best of a horrible situation.” Any residents that have information on the above incident, or any other crime in the area, are encouraged to call Coronach RCMP at 306-267-1830. Residents may also call CrimeStoppers at 1-800-222-TIPS (8477).
