Committee members of the Assiniboia Recreation Complex Community attend a ground-breaking ceremony for the new $15.7 million recreation complex that will benefit residents in the region by providing a hub for sports, cultural and special events in the heart of the golden south. Construction on the Town of Assiniboia and District Recreation Complex project began in April of 2021. Work involves building a two-story, more than 3,900 square metre facility, and associated works. Chamber welcomes new executive director Continued from front page With restrictions easing off, the Chamber hopes to see businesses flourish once again, although even during Covid, they were available for all of their members to share concerns, and kept them informed of the latest information to guide them through a difficult year. Several events are hosted by the Chamber to promote economic growth and stability in Assiniboia. These events have included monthly Lunch ‘n’ Learns where a speaker informs and motivates business people, an annual Career Fair every fall, a business luncheon for small business week in October, a Christmas social party, the Santa Light Parade, and a Trade Show every other April. The Chamber is optimistic that many of these will be safe to run again soon. “My goal is to help every member see the value in being a part of the Chamber of Commerce in Assiniboia and District. The
benefits of membership are three-fold. “First, the Chamber helps promote businesses through local events. Also, there’s the monthly newsletter where each business can promote their own business. “And thirdly, there is a membership directory online and in print. In addition, we provide access to our monthly Chamber’s Plan insurance, and also your membership gives you automatic membership in the Saskatchewan Chamber of Commerce, which has a lot of great resources,” said Batty. Nicole is confident that the Chamber will take strides forward and continue to see business owners thrive. “With the new website under construction, we have the opportunity to really embrace technology and different ways of using social media. Right now we have about 100 businesses on board and we look forward to welcoming more members.
“Individuals, businesses, firms, associations, societies and the agricultural sector of good standing who support the mandate of the Chamber are eligible for active membership and voting privileges,” according to Chamber Bylaws. There is no required level of income or business size in order to join. The rates for membership follow: Single person business costs $110.25; a two to five people business costs $165.38; and a business with over five people business costs $220.50. To become a member of the Chamber of Commerce, local businesses can check out the new website under development. “The website will have membership forms and we’re hoping for a direct payment process,” said Batty. Ogema Car Show ‘21 By Wes Bloom Small town car shows are a great way to bring family and friends together for a day of fun, good conversation, and relaxation. Last Saturday, July 3rd, was no exception. Omega may be seen by some as a small town, but don’t say that to anyone who lives there. It has an awesome progressive big town attitude, work ethic, and ‘can-do’ spirit that keeps on, keepin’ on. That spirit is what’s needed to survive in this present day Covid world. Former mayor/organizer Wayne Myron said they had more than 80 cars registered in this year’s show, from all over Saskatchewan. This year’s event occupied just one block on main street. “Next year”, Myron said, “we’re going to pull out all the stops. The show will be expanded to cover TWO blocks!” According to Myron, local businesses benefitted greatly from this year’s show with an influx of some 350 visitors to the community. Participants in the show almost all agreed that being able to show their vehicles and connect with visitors in venues such as this, was far more important than prize money. They then proceeded to vote on a special ’Participant’s Favourite Award’ which was won by William Sandbeck of White City, Saskatchewan, for his candy-apple red “Sweet ’69” Mustang fastback - one sweet ride, to be sure!

CHALLENGES STILL FACED BY TEACHERS, STUDENTS Sabrina Kraft skraft@weyburnreview.com
S
tudents have struggled with focusing on their studies in the last year, due to the stress and uncertainty around how the COVID-19 pandemic would affect them and their communities. Teachers in our community strived to create supportive and challenging classroom environments for their students. Such settings can bring out the best in students and help them overcome obstacles, including an inability to focus. The biggest challenge faced by teachers and students in the last school year was adapting to maintaining their focus and discipline in remote instructional environments. Educators, students and parents are hopeful that remote learning will soon be a thing of the past, however no one is certain about what lies ahead in regard to the 2021-22 school year. Ideally, students will be back in school full-time, five days a week, by the start of the new academic year. However, there’s no guarantee this will be the case, and students may need help focusing on their studies. Over the summer, parents who are looking to ensure their child is still learning and preparing for the upcoming school year should focus on performing one task at a time. It will be especially important to build a balance between returning to sports and social activities, and maintaining a study time during the day. Now that the province is lifting restrictions on July

Hard times, God’s strength by Linda Wegner
I’m not sure if July 4 celebrations were different this year for our U.S. neighbours, but here in Canada our recognition of July 1, Canada Day, certainly was. In fact, it could be said that anything but enthusiasm marked the day for a lot of people. While many, if not most of us, are proud to be Canadians, the weather dampened our spirits while igniting our forests, intensifying the reality of some of the horrors of our history that blew up in our faces. I won’t say more. Something far more delightful and cheering inspired the theme of this article, however. Earlier this week as I was sitting in
our living room, I glanced out the front window and noticed something I’d never noticed before. It was the most beautiful yellow oriole bird and it was sitting on a branch not far from the window. Its colour spoke of good things and of cheerfulness, in spite of weather or any other conditions. My heart was lifted and since then I’ve been meditating on the role that God wants to play in our lives, regardless of what’s going on around us. Whether things are going up in flames, crashing in devastating news, reeling sideways in unanswered questions or descending into near de-
spair, God’s presence and His power are steady and unchangeable. Why He doesn’t always intervene in the way I’d like has even made me angry at times (an emotion I quickly turned over to Him – He understands!) A dear sister-in-law sent this last evening, perfect timing as I struggled to write this week’s article: “Every day may not be good... but there’s something good in every day. The more you praise and celebrate life... the more there is in life to celebrate.” “So don’t worry! You are more valuable to him than many sparrows [or orioles].”

11, it is more important than ever to help students focus on the new academic year. Schools will continue to ensure the health and safety of their staff and students, which means there will be adaptable changes planned. Parents, teachers and school support staff will continue to work with the Ministry of Education and the Saskatchewan Health Authority on new education plans for the 2021-22 school year. Since there is no vaccine approved to be used on children younger than 12 years old, many schools will still focus on supporting pandemic-related needs, and the physical and mental wellness for students and staff. Clinical trials are currently researching the use of Pfizer vaccines in children as young as six months old. Data is expected to come out of those trials in the fall and those results would help set a timeline for when young children can receive their shot. Until that timeline is established, there is still a risk of COVID-19 for the youngest of our community. Fortunately, according to Dr. Saqib Shahab, the province’s chief medical health officer, a high vaccine uptake in the general population — including teachers, daycare staff and parents — will help provide a ring of protection around those students until there is a vaccine approved for them. It is important right now for parents and guardians to keep up-to-date on what challenges might be faced during the next school year, and ensure that their children are supported to adapt to changes that will be made during the fall.

Year-end financials for province shows $1.3 B drop in deficit Final results for the 2020-21 fiscal year in Saskatchewan show a deficit of $1.13 billion, a decrease of $1.3 billion from budget. The considerable improvement over budget is attributable to both h i g h e r- t h a n - bu d g e t e d revenue and lower-thanbudgeted expense. All revenue categories came in greater than budgeted, except for taxation. Lower-thanbudgeted agriculture, environment and natural resources, and education expenses are partly offset by greater-than-budgeted
health expenses. “Our year-end financial statements show that Saskatchewan is in a much better fiscal situation than we anticipated as life and the economy start to get back to normal following the global pandemic,” Deputy Premier and Finance Minister Donna Harpauer said. “Moving forward, our focus continues to be on protecting Saskatchewan people, investing in vital infrastructure such as highways, hospitals and schools and helping our economy grow and recover,” said Harpauer.
“It is still a deficit which is obviously still a concern, but that is a $1.3 billion improvement from what we projected in the budget.” To t a l r e v e n u e o f $14.52 billion in 2020-21 is up $875 million, or 6.4 per cent, from the budget projection. All revenue categories recorded an increase from budget, except for taxation revenue, with notable increases in net income from Government Business Enterprises (GBEs), and in transfers from the federal government to help fight COVID-19.

Revenue is down $363 million, or 2.4 per cent, from the prior fiscal year (2019-20). Significant decreases in taxation and non-renewable resource revenue are partly offset by higher transfers from the federal government and by higher GBE net income. To t a l e x p e n s e o f $15.65 billion in 202021 is $424 million, or 2.6 per cent, lower than projected at budget.
The decrease is prim a r i l y d u e t o l ow er-than-budgeted agricultural insurance claims resulting from favourable crop conditions. Expense in 202021 is $444 million, or 2.9 per cent, higher than the prior fiscal year. The most notable increases are in health, economic development, and comm u n i t y d eve l o p m e n t , primarily due to COVIDrelated expenses.
“Saskatchewan people are resilient and our province has what the world needs as the global economy recovers from the pandemic,” said Harpauer. “We are seeing greater private investment recently, which demonstrates confidence in our province’s economy and solid fiscal foundation. We are seeing job growth that is the highest among provinces, and we are leading Canada’s economic recovery.”
Extreme hot and dry weather impacts crops in southwest Extremely hot and windy days have impacted the crops in the region for the past week. Crops are rapidly advancing and many crops will begin to flower or head out in order to speed up their life cycles. In the southwest region, 52 per cent of the fall cereals, 65 per cent of the spring cereals, 55 per cent of the oilseed crops and 58 per cent of the pulse crops are at their normal stages of development for this time of year. Crop conditions range from poor to good in the region, with 26 per cent of the spring wheat, 31 per cent of the durum, 21 per of the canola and 35 per cent of the lentils being in good condition at
this time. Parts of the region received rainfall this week. The Gravelbourg area received the highest amount of rain in the region with 12 mm. The Limerick and Gull Lake areas received nine mm and Hazenmore received six mm. Moisture conditions have declined severely in the region due to limited rainfall, consistent wind and heat. Cropland topsoil moisture is rated as zero per cent surplus, 25 per cent adequate, 27 per cent short and 48 per cent very short. Hay and pasture land topsoil moisture is rated as 25 per cent adequate, 33 per cent short and 42 per cent very short. Haying has recently
begun in the region. Ten per cent of the hay crop has now been cut and two per cent has been baled or put into silage. Hay quality is rated as zero per cent excellent, zero per cent good, 83 per cent fair and 17 per cent poor. Producers have reported that limited rain at the start of the season has led to shorter hay crops and pasture and they are noticing reduced yields in some areas. The majority of crop damage this week was from wind, heat, extreme dry conditions, insect pests and gophers. Producers are busy starting to hay, scouting for insects and disease and moving cattle to market.
