Christopher Leins Nonresident Senior Fellow, Africa Center Constitutional Reform, Security Sector Reform, US Defense Policy New Atlanticist Leins retired from the US Army in 2014 after thirty-five years of service. He served four years as the director for politico-military affairs (Africa) on the Joint Staff where he was responsible for advising the chairman of the Joint Chiefs of Staff and senior Defense Department leaders.

Robert Lloyd Nonresident Senior Fellow, Africa Center African Security, Al-Qaeda in the Maghreb, International Security Lloyd worked for five years in Kenya, South Africa, and Mozambique with SIL International, an educational and linguistic nongovernmental organization. Lloyd has published numerous scholarly articles on international conflict management, international negotiation, democratization, and Africa.

Cynthia Quarterman Distinguished Senior Fellow, Global Energy Center Energy Policy and Security, Technology Wall Street Journal, Reuters, USA Today Quarterman served as the administrator of the US Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) from 2009 until 2014. She has been a key policymaker in energy development, safety, and transportation since the Clinton administration.

Bud Coote Resident Senior Fellow, Global Energy Center Energy Policy and Security The Telegraph, Oil & Gas Journal, Foreign Policy Coote recently retired from the CIA as the agency’s leading international energy analyst and a key adviser to senior US officials on a wide array of global energy issues. He helped to establish and build the CIA’s energy program dating back to the early 1970s.

Peter Dean Nonresident Senior Fellow, Global Energy Center Energy Policy and Security, Technology Dean is on the faculty of the Rhode Island School of Design (RISD). He is the founder of the Nature-Culture Sustainability Studies Concentration, and the cofounder of The Biennial Design Science Symposium. Ichord, Jr Nonresident Senior Fellow, Global Energy Center Climate Change, Energy Policy and Security Ichord comes to the Council after forty years of US government service in advancing US international energy interests. He most recently served as the deputy assistant secretary for energy transformation in the Energy Resources Bureau at the US Department of State from 2011 to 2015.

David Mortlock | @mortlockdavid Nonresident Senior Fellow, Global Energy Center Energy Policy and Security, Russia Mortlock was director for international economic affairs at the White House National Security Council. He has served in various positions at the US Department of State, including deputy coordinator for sanctions policy and attorney-advisor for sanctions and terror finance.

Miyeon Oh Nonresident Senior Fellow, Global Energy Center China, Energy Policy and Security Oh is a visiting scholar at Johns Hopkins’ School of Advanced International Studies, where she received her PhD. Until recently, she was at the Brookings Institutions as a foreign policy pre-doctoral research fellow, where she worked closely with the Energy Security and Climate Initiative.

Friedbert Pfluger Nonresident Senior Fellow, Global Energy Center Energy Policy and Security Pflüger is the managing director of Pflüger International Consulting GmbH in Berlin, a professor of international relations at King’s College London, and the director of the European Centre for Energy and Resource Security (EUCERS) at King’s College. From 1990 to 2006, he was a member of the German Bundestag.

His research centers on the influence of the Arab-Persian Gulf, as well as political and social variables on the financial and oil markets in the region.

Brenda Shaffer Nonresident Senior Fellow, Global Energy Center Energy Policy and Security, Eurasia CNBC, NPR, Newsweek Shaffer is also a visiting researcher and adjunct professor at Georgetown University’s Center for Eurasian, Russian, and Eastern European Studies. Previously he was the Europe/NATO chief of staff in the Office of the Secretary of Defense for Policy, where he oversaw the Department’s European force posture, regional engagement, deterrence, and reassurance initiatives in the wake of the Ukraine crisis.
