E
arlier this year, the organisation that makes recommendations on teachers’ pay and conditions, the School Teachers’ Review Body (STRB), was asked by the Secretary of State for Education to consider how teachers’ non-pay conditions of service could be reformed to “raise the status of the profession and support the recruitment and retention of high-quality teachers, and raise standards of education for all children”. This has set in motion a review of many aspects of the working lives of teachers in England and Wales — including working hours, holidays, PPA time, cover and administrative duties. The STRB is due to report back in January 2014 and ATL submitted its evidence to the review. At the same time, the government submitted a 102-page document of evidence. ATL has responded to the government’s views, and will continue to lobby hard to make sure the views of our members are heard. In theory the STRB is independent, yet its recommendations earlier this year for performance-related pay for teachers reflected the government’s well-publicised preferences (see page 24 for the latest on pay). As a consequence, ATL has concerns that the STRB’s proposals for non-pay conditions may rely too heavily on the government’s views. As well as making clear his desires to the STRB, Michael Gove has been using the media to build up a particular view on teachers’ working hours. Back in January 2012, on a breakfast TV show, Gove said: “We are all in favour of longer school days,

Coca-Cola Enterprises Launch Real Business Challenge 2013/14 Coca-Cola Enterprises Ltd (CCE) recently launched the 2013/14 version of its award-winning Real Business Challenge (RBC). Now in its tenth year, the challenge is an exciting, national enterprise competition for students in Years 9 or 10. It is free and, linked to the curriculum, it challenges students to tackle a business task set by CCE with successful teams winning the opportunity to work alongside CCE business experts on a live project. The programme is work-related learning at its most engaging and an opportunity for a whole year group to develop enterprise skills that will give them a competitive edge in today's job market. Rebuilding burnt bridges ATL general secretary Mary Bousted on Michael Gove’s plan to reconnect to the profession with which he has lost all credibility
M
ichael Gove has announced he is planning a ‘charm offensive’ aimed at teachers and headteachers. It has, it seems, come to the Secretary of State’s attention that all is not well with his relationship with the profession. Indeed, on hearing this news an ATL member commented “well he’s been offensive so he might as well try charm”. Although this is a good line, it reveals a darker truth, which is that Michael Gove has no credibility left with education professionals. Time after time he has sacrificed engagement with the profession for the next headline in the Daily Mail denigrating state education and the teaching profession. The die is cast and the damage done. I doubt that there is anything Michael Gove could say that would improve his standing with the majority of the teaching profession — but it will be good to witness his charm offensive because I like a good laugh. Michael Gove blames union leaders for distorting his intentions and misrepresenting the effects of his policies upon their members. He cannot understand why teacher morale is rock bottom and why his ambitious reforms are not more widely supported among education professionals. I think, therefore, it is my duty to enlighten him. Morale is at an all-time low for many reasons, but space available leads me to concentrate on just a few. Teacher morale had nose-dived because of Michael Gove’s constant denigration of the English education system, a denigration based on the two Michaels’ (Gove and Wilshaw) selective and inaccurate use of the data from international league tables — a use which has been criticised by the UK Statistics Authority, which has censured them for using “uncertain, weak and problematic” statistics to claim that England’s schools have tumbled down the global rankings.

Great expectations My job takes me to six secondary schools where the differences in the backgrounds of the intakes no doubt have an effect on the behaviour of students, but another difference, not mentioned in ‘Behaviour matters’ (Report, June/July 2013), is expectations. Two schools are in quite affluent areas; the expectations of pupils’ behaviour, particularly in relation to the value of respect, are high. There is very little underlying chatter in lessons; teachers don’t have to battle to be listened to. They expect to be listened to. Two other schools have a higher percentage of September 2013
pupils entitled to free meals and appear to have much lower expectations. Staff talk as if they know they won’t be listened to; they expect pupils to be disruptive and impolite; instead of waiting for silence (deemed impossible), staff yell to be heard. However, where I see teachers showing higher expectations in these schools, they get the results they expect: respect; attention and a positive learning environment. This leads to better pupil behaviour, higher staff morale and retention. Name supplied

I have just wasted another evening looking at the proposals for the new national curriculum in history, wondering what possessed anyone to draw them up. Having read ‘Slow down, start again’ (Report, May 2013) and seen that even Michael Gove's advisers expressed bewilderment at the proposals, dominated as they are by white, male English history, I am amazed the new curriculum could be taken seriously by anyone. I am especially puzzled by the total dismissal of years of progress many of us have made, crafting enquiry-based schemes of work that value students making judgements, evaluating competing historical interpretations and constructing discursive and analytical essays. None of this has an emphasis in the new content-dominated curriculum, which ignores the importance of diversity and setting British history into the context of world events and different civilisations. My own passion is the Tudors — admirably Govian in being a period of British history dominated by white males, but sadly outlawed at secondary school by the decision that Year 6 is the last suitable time to learn about it. My resources and knowledge, which I hope have gone some way to enthusing 10 years’ worth of students to date, are now to be consigned to the bin. Or they would be, if my school wasn’t an academy. Like many other heads of history, I will be doing all I can to ignore the new proposals. Sadly, ignoring the new changes will be messy and difficult to apply, because most of the primary schools that send children to us will be forced to adopt the new curriculum. On the bright side, maybe Mr Gove will end up having the last laugh. I can’t think of a single history teacher who wouldn’t be willing to force all students to rote-learn one date concerning white, male English history — the date he leaves office as education secretary.
